HAIFA, Israel (Reuters) - A vest designed to shield astronauts from deadly solar particles in deep space is set for trials on a lunar mission ready for deployment on any manned mission to Mars, its Israeli developers said.The AstroRad Radiation Shield has been devised by Tel Aviv-based StemRad, which has already produced and marketed a belt to protect rescue workers from harmful gamma ray radiation emitted in nuclear disasters, such as Chernobyl and Fukushima.The vest will protect vital human tissue, particularly stem cells, which could be devastated by solar radiation in deep space or on Mars, whose sparse atmosphere offers no protection, StemRad's CEO Oren Milstein said.U.S. space agency NASA has said it hopes to send astronauts to Mars in the mid-2030s.The vest is made of layers that look like a contoured map and will be tailor-made for each astronaut. Non-metallic protective materials will be positioned on each shield to cover the organs of each astronaut."This product will enable human deep space exploration. SEOUL (Reuters) - North Korea fired an unidentified projectile from its Tongchang-ri region, where a missile base is located, South Korea's military said on Monday, a possible retaliation by the reclusive state to joint U.S.-South Korean drills that began last week.The projectile landed in the sea off North Korea's east coast, the military added.Tongchang-ri is near the North's border with China, where the isolated state fired a long-range rocket last year that put an object into orbit. Washington (AFP) - Former US president Barack Obama in 2014 launched a cyberwar against North Korea's missile program but it has failed to make significant gains, The New York Times reported Saturday.The United States still cannot effectively counter North Korea's nuclear and missile programs, the newspaper said following a months-long investigation, based on interviews with officials in the Obama and Donald Trump administrations as well as "a review of extensive but obscure public records."North Korea's threats remain so dangerous that when Obama left office he warned Trump that this would likely be the most urgent problem he'd face, the Times said.Three years ago Obama ordered the Pentagon to increase cyber and electronic attacks against North Korea to try to sabotage its missiles before launch or just as they lift off, the report said.The program appeared to be successful, as several of the North's rockets and missiles failed soon after launch.Advocates of the US program claimed success, believing that they had delayed for years North Korea's ability to mount a nuclear weapon on an intercontinental ballistic missile (ICBM) and threaten a US city.Skeptics however said the failures could have resulted from shoddy manufacturing, disgruntled insiders and simple incompetence.Kim Jong-Un's isolated regime has continued to thumb its nose at the world with a series of missile launches over the years.It has conducted three successful medium-range rocket launches in the past eight months and two nuclear tests in 2016 in its quest to build an ICBM that could reach the United States.North Korea is barred under UN resolutions from any use of ballistic missile technology.The UN Security Council has imposed six sets of sanctions since Pyongyang first tested an atomic device in 2006.Kim boasted in January that Pyongyang was in the "final stages" of developing an ICBM in an apparent attempt to pressure the incoming US president. JOHANNESBURG (AP) — North Korean weapons barred by U.N. sanctions ended up in the hands of U.N. peacekeepers in Africa, a confidential report says. That incident and others in more than a half-dozen African nations show how North Korea, despite facing its toughest sanctions in decades, continues to avoid them on the world's most impoverished continent with few repercussions.The annual report by a U.N. panel of experts on North Korea, obtained by The Associated Press, illustrates how Pyongyang evades sanctions imposed for its nuclear and ballistic missile programs to cooperate "on a large scale," including military training and construction, in countries from Angola to Uganda.Among the findings was the "largest seizure of ammunition in the history of sanctions" against North Korea, with 30,000 rocket-propelled grenades found hidden under iron ore that was destined for Egypt in a cargo vessel heading toward the Suez Canal. The intended destination of the North Korean-made grenades, seized in August, was not clear.A month before that, the report says, a U.N. member state seized an air shipment destined for a company in Eritrea containing military radio communications items. It was the second time military-related items had been caught being exported from North Korea to Eritrea "and confirms ongoing arms-related cooperation between the two countries." Eritrea is also under U.N. sanctions for supporting armed groups in the Horn of Africa.Discovering such evasions is challenging because Africa has the world's lowest rate of reporting on monitoring U.N. sanctions on North Korea. Just 11 of its 54 countries turned in reports to the panel of experts last year, the U.N. report says."African enforcement tends to be lax," Marcus Noland, an expert on North Korea at the Petersen Institute for International Economics, wrote last month, adding that "North Korea may deliberately target African countries as a circumvention strategy." He said North Korea's long military involvement in Africa, and its growing interest in trade there to reduce its deep dependence on China, "bring the continent's relationship with North Korea into increasing conflict with tightening U.N. sanctions."A year ago, the United States led an effort to impose the toughest U.N. sanctions in two decades against North Korea after the country's latest nuclear test and rocket launch. African nations then were pressured to cut ties with Pyongyang, with South Korean President Park Geun-hye making a three-nation African tour to press for its isolation.But North Korea continues to train and equip some African militaries, the new U.N. report says.In the most striking example, Congo's government received automatic pistols and other small arms from North Korea that were issued to the Central African nation's presidential guard and special units of the national police.Some of those national police units were deployed in the U.N. peacekeeping mission in neighboring Central African Republic, the report says. Warming, taller shrubs may affect birds breeding on tundra-[Associated Press]-DAN JOLING-YAHOONEWS-March 3, 2017

ANCHORAGE, Alaska (AP) — More shrubs moving onto Arctic tundra because of climate change will have minimal effect on many of the bird species that breed there, but birds likely will seek other habitat when the shrubs grow tall, according to a new federal study.A study by the U.S. Geological Survey concludes that the size of the shrubs was more critical than the density in determining whether birds would continue in the habitat."Height came out to be the most indicative of bird habitat selection," said Sarah Thompson, a USGS research wildlife biologist based in Anchorage and the lead author of the study.Multiple studies have shown that tundra areas are getting more shrubs, Thompson said. Climate warming also is having effects in the form of longer growing seasons, thawing permafrost and more frequent and intense wildfires, the authors said."All across Alaska, you see this kind of shrub encroachment into places that previously didn't have shrubs or didn't have tall or many shrubs," Thompson said.The researchers over three summers studied 17 bird species on the Seward Peninsula, which juts 200 miles into the Bering Sea in western Alaska and includes the city of Nome. The peninsula, Thompson said, is ideal for study because it includes coastal habitat and inland settings at a variety of elevations. It's also along the transition between boreal forest and tundra, Thompson said."We can look at all these different kinds of habitats that might exist in different amounts in the future and see where birds are, and then we can project forward," she said.The 17 birds ranged in size from songbirds, such as the bluethroat, which flies in from Eurasia, to wading birds such as whimbrel and bristle-thighed curlews that fly in from other parts of North America to breed on tundra. The birds time the hatching of their eggs to the height of insect season, Thompson said.The research did not attempt to explain why tall shrubs made tundra less appealing to birds, such as effects on nesting or insects. The Iranian Armed Forces have successfully tested the S-300 surface-to-air missile defense systems, which Iran imported from Russia after a decade long delay due to sanctions over its nuclear program.Iranian experts conducted a number of tests on the Russian missile systems during drills, which were held in the presence of several military and government officials in one of the country’s defense units.The tests included all phases of performance, namely detection, identification, interception and target shooting.The military exercise was carried out to analyze the performance of the S-300 system and to assess the capability of the system in engaging targets with a low radar cross sections and ballistic missile threats, as well as the ability of the Iranian military personnel to use the system.Reportedly, two targets, a ballistic missile and turbojet-powered drone designated 'Karrar', had been successfully identified, intercepted and taken down by the system.Confirming the news, Farzad Esmaili, commander of the Iranian army's air defense force, said “the S-300 system hit the ballistic missile.”The contract to deliver five Russian S-300 systems to Iran was signed in 2007, however due to the adoption of UN Security Council sanctions on Iran in 2010, which barred hi-tech weapons sales to the Islamic Republic, it was stalled.After the 2015 nuclear deal, Russia resumed the talks on the delivery of S-300, when Russian President Vladimir Putin lifted the ban on the delivery of the missile systems.Earlier this week, Iran’s Deputy Defense Minister Amir Khatami announced that Iran is also carrying out tests of its Bavar (Belief) 373 long-range air defense system.The Bavar 373 has similar characteristics to Russia’s S-300 system and was unveiled in August 2016. The actions were yet another test of the international military body as Russia has repeatedly poked and prodded NATO forces while re-enforcing its military presence near and around Europe.The commander of the U.S. Air Forces in Europe and Africa, Gen. Tod Wolters, said there were four different “encounters” on Feb. 10 with three Russian Su-24 jets and a fourth with Ilyushin Il-38, a maritime patrol aircraft also capable of fighting submarines. Each was a separate incident according to Wolters, who spoke at the Air Force Association’s Air Warfare Symposium in Orlando, Florida.Wolters added that such actions have “plateaued” in the last six months and that U.S. officials had reached out to the Russians for an explanation but little information had been shared."Sometimes we don't get the answer we prefer," Wolters said. "Sometimes we get no answer at all." The attack hit a neighborhood along the Tigris River — which roughly divides the city in two.Doctors in an urgent care hospital in the nearby city of Irbil say they began receiving patients showing symptoms of chemical weapons exposure on Thursday."The mortar hit our house, right inside the living room where we were sitting," said Nazim Hamid, whose children had burns to their faces, arms and legs. The family was being treated in the Irbil hospital."There was a very bad smell, it was some kind of gas," he said. As the number of asylum seekers crossing into Canada surges, Public Safety Minister Ralph Goodale pledged cash for the small Manitoba town most affected by the influx and said the federal government will continue to watch the situation."At this moment it's simply not physically possible to predict what that flow will be some weeks down the road," he said.Goodale was joined by Manitoba MP and Natural Resources Minister Jim Carr on Saturday to observe what's happening on the ground in the town on the U.S.-Canada border.He said all levels of government are communicating with each other about the influx of people."The reaction of the community has been truly inspiring and I really want to say on behalf of the prime minister and the government of Canada and most importantly all Canadians that you have represented the very best instincts and values of Canadians in responding," Goodale said.Manitoba RCMP said Saturday they have come into contact with 183 people entering into Manitoba somewhere other than an official border crossing so far in 2017. That number doesn't include asylum seekers who may have walked over without coming into contact with police.From Tuesday to Friday alone, RCMP intercepted 40 people. PALMYRA, Syria (Reuters) - Islamic State militants have severely damaged a major Roman monument in the ancient Syrian city of Palmyra, an antiquities official said after visiting the site on Saturday.Under heavy Russian air cover, the Syrian army and allied militias drove the jihadist group out of the UNESCO world heritage site on Thursday, two months after it had seized it in a surprise advance.It was the second time the city had been recaptured from the militants in the course of Syria's six-year war.Antiquities official Wael Hafyan said he had seen serious damage to the Tetrapylon, a square stone platform with matching structures of four columns positioned at each corner. Only four of the 16 columns were still standing."The terrorists detonated it... the damage is extensive," he told Reuters. However, he said some of the fallen columns were not destroyed and could be restored using modern conservation techniques.There was also harm, but less serious, to the facade of a Roman theater, where the damage was to a part that was restored, not original, he said.Hafyan said the militants had caused less destruction during their second occupation of the city than in their first, when they ruined an 1,800-year-old monumental arch and the nearly 2,000-year-old Temple of Baalshamin."These two places are not in that same danger and the extent of destruction of the first occupation, when the damage was much more savage," Hafyan added. AMMAN (Reuters) - Jordan executed 15 people on Saturday, including 10 convicted on terrorism charges ranging from an attack a decade ago on Western tourists to the slaying of a writer in the largest mass execution in the country's recent history.Government spokesman Mohammad al Momani told state media those executed included one man who was convicted of an attack last year on an intelligence compound near a Palestinian camp that killed five security personnel.Another five were involved in an assault by security forces on a militant hideout by suspected Islamic State militants in Irbid city in the same year that led to the death of seven militants and one police officer. BENGHAZI, Libya (AP) — Libyan armed forces based in the east launched more airstrikes Saturday against militias that seized oil terminals a day earlier, a spokesman said, accusing troops from the country's rival west of launching a war.Three strikes hit vehicles and targets in the area around the al-Sidra and Ras Lanuf terminals, where at least nine soldiers were killed in Friday's attack that drove out the army troops despite earlier air strikes supporting them, Col. Ahmed Mosmary, spokesman for forces commanded by army chief Gen. Khalifa Hifter said.The army has deployed more forces in preparation of a counterattack to drive out the militias, known as Benghazi Defense Brigades, which are comprised of Islamic militants and former rebels recently defeated by Hifter's forces in Benghazi, Libya' second largest city, he said. They're also joined by militiamen from the western city of Misrata."This is a war against a whole region," he said, referring to Libya's east. "They will not win."Libya has descended into chaos since the 2011 civil war, which ended with the killing of longtime dictator Moammar Gadhafi. The country has been split into two competing parliaments and governments in the east and west, each backed by a set of militias, tribes and political factions. It was not the first time the oil terminals have changed hands in the past three years, heavily impacting production that was finally increasing and had reached 700,000 barrels a day in February.The militias' occupation of the terminals has stoked fears that the facilities could sustain serious damage if clashes escalate.The eastern forces have said that some 1,000 militiamen in 200 vehicles took over the terminals and were joined by fighters loyal to eastern militia commander Ibrahim Jedran, a secessionist fighter who took over and oversaw the terminals until Hifter's forces seized them last year.Hifter's army is allied to the internationally-recognized parliament based in eastern Libya. 220 civilians killed by strikes in Iraq, Syria since 2014: U.S. military-[Reuters]-YAHOONEWS-March 4, 2017

WASHINGTON (Reuters) - Twenty-one civilians were killed in nine separate strikes by the U.S.-led coalition fighting Islamic State in Iraq and Syria between November and January, the U.S. military said on Saturday.That brings the total number of civilians unintentionally killed by the coalition since the start of operations against the militant group in 2014 to 220, the military said in a statement."Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable," the statement said.The military estimate is far lower than those provided by monitoring groups.At least 2,463 civilians have been killed by coalition air strikes, according to monitoring group Airwars.In an incident on Jan. 13, near the Iraqi city of Mosul, the military said eight civilians were killed during a strike on Islamic State fighters in a house."During post-strike video analysis civilians were identified near the house who were not evident prior to the strike," the statement said-As of Feb. 28, the coalition has carried out 18,666 strikes in Iraq and Syria since the start of the operation, according to U.S. military data. U.S. suspends fast processing of high-tech visa applications-[Reuters]-YAHOONEWS-March 4, 2017

WASHINGTON (Reuters) - Foreigners aiming for temporary jobs at high-tech U.S. companies will undergo a longer visa approval process after the Trump administration announced it will temporarily suspend expedited applications for H-1B visas.The U.S. Citizenship and Immigration Services (USCIS) said on Friday that starting April 3 it will suspend "premium processing" for up to six months. Under this expedited procedure, applicants can be eligible for visa approvals within 15 days, instead of a regular review period that can last for up to a few months.The H-1B non-immigrant visa allows U.S. companies to employ graduate-level workers in several specialized fields, including information technology, medicine, engineering and mathematics.USCIS said that during the suspension period, individuals still can request expedited consideration, but must meet certain criteria, such as humanitarian reasons, an emergency situation or the prospect of severe financial loss to a company or individual.The United States currently caps H-1B visas at 65,000 a year, with an additional 20,000 allowed for those who have earned advanced college degrees in the United States.The visa is valid for three years but can be extended for an additional three years.The agency said that suspending premium processing will allow it to reduce a backlog of long-pending visa petitions and thus reduce overall H-1B processing times.The move comes as the Trump administration also has been implementing tougher deportation procedures against illegal immigrants in the United States and has attempted to impose a visa ban on people from seven primarily Muslim countries. ATLANTA (AP) — Everyone was in place for the hearing in Atlanta immigration court: the Guinean man hoping to stay in the U.S., his attorney, a prosecutor, a translator and the judge. But because of some missing paperwork, it was all for nothing.When the government attorney said he hadn't received the case file, Judge J. Dan Pelletier rescheduled the proceeding. Everybody would have to come back another day.The sudden delay was just one example of the inefficiency witnessed by an Associated Press writer who observed hearings over two days in one of the nation's busiest immigration courts. And that case is one of more than half a million weighing down court dockets across the country as President Donald Trump steps up enforcement of immigration laws.Even before Trump became president, the nation's immigration courts were burdened with a record number of pending cases, a shortage of judges and frequent bureaucratic breakdowns. Cases involving immigrants not in custody commonly take two years to resolve and sometimes as many as five.The backlog and insufficient resources are problems stretching back at least a decade, said San Francisco Immigration Judge Dana Marks, speaking as the president of the National Association of Immigration Judges."It would be a shame if the mistakes of the past continue to be repeated," Marks said, citing previous attempts to ramp up enforcement without providing adequate resources to the courts.Trump's recent executive orders and subsequent memos from Homeland Security Secretary John Kelly have focused on hiring more enforcement agents to find and detain people in the country illegally, but the administration has been largely silent on beefing up immigration courts.The system includes 58 courts in 27 states. Their job is to decide whether noncitizens charged with violating immigration laws should be allowed to stay in the U.S. Immigration judges work for the Justice Department's Executive Office for Immigration Review, not the judicial branch.People appearing in immigration court are generally considered to have the right to an attorney, but the court isn't required to provide one for free as in criminal cases. Rulings can be appealed to the Board of Immigration Appeals, and board decisions can be appealed to a federal appeals court.Of 374 authorized immigration judge positions, 301 are filled. Fifty more candidates are in various stages of the hiring process, which typically takes about a year, said Kathryn Mattingly, a spokeswoman for the Executive Office for Immigration Review.The office "constantly evaluates the need to shift its resources," Mattingly said, and is reviewing ways to maximize its efforts on "priority cases."In all, more than 534,000 cases were pending before immigration courts nationwide in February, according to a recent memo from Kelly.Advocates worry the Trump administration will increase the use of procedures that allow authorities to deport people without using the court system at all."Instead of actually trying to make the courts better, they just want to use them less, even though that obviously is deeply problematic from a due-process standpoint," said Omar Jadwat, director of the American Civil Liberties Union Immigrants' Rights Project.The increased use of detention could also lead immigrants with valid claims for staying in the U.S. to accept deportation, just to avoid extended periods of time in detention, Jadwat said.Ira Mehlman, spokesman for the Federation for American Immigration Reform, which pushes for strict immigration policies, said the greater threat of detention could deter people from coming to the U.S. or encourage some who are here to leave.Mehlman agrees the system is broken, but said advocacy groups and lawyers who keep filing new motions and appeals are part of the problem."They understand that time works to their benefit and that the longer you can drag this out, the more bites at the apple you can get, the greater the likelihood that you can find some plausible reason for remaining here in the United States," he said.When asked if adding more cases to the backlog could threaten the due-process rights of noncitizens, Marks said it is the job of immigration judges to make sure that doesn't happen."But the pressures on the system certainly do allow more opportunities for errors to be made," she said. "You try to do your best to hear things fairly but also quickly, and there is always a tension between how you strike that balance."Slowing down can be more efficient because people are less likely to appeal if they feel their cases have been fairly heard, Marks said. More careful consideration also means a case might be less likely to be overturned.Symptoms of a broken system were on display when the AP visited the Atlanta court.On the same day the Guinean man's hearing was delayed, in a courtroom down the hall, detainees filled two rows of benches while lawyers stood crammed into the corner waiting — some for several hours — for their clients to be called.Two Haitian men appeared by video from a Georgia detention center nearly 200 miles away. They were among more than three dozen people on Judge Michael Baird's docket that morning. Neither had received a notice to appear in court, the document that initiates deportation proceedings.Clearly frustrated, the judge dismissed the cases, noting that the same thing had happened in other cases for months. He also questioned the government attorneys' plan to appeal. Why, he asked, would they do that when it could take four to six months and cost taxpayers money? Why not simply refile the charges? A few days earlier, Judge Earle Wilson had three cases on his calendar involving people seeking to have their deportation cases thrown out and their status changed to lawful permanent resident. But he told the lawyers and their clients he had time to hear only one.As for the other two cases? He set new hearings for Feb. 28, 2018 — a year and a day later.

Kinshasa (AFP) - The Democratic Republic of Congo announced Saturday that it had detained the spiritual leader of the Bundu dia Kongo (BDK) movement, an outlawed group that has called for an insurrection against the government.A policeman and three BDK fighters were killed when the police advanced on the compound in Kinshasa that housed Ne Muanda Nsemi and several of his followers.A statement from the communications ministry said that 307 people had surrendered and that Nsemi, his three wives and his son were being held.Nsemi will face charges of "insulting the head of state, inciting tribal hatreds, and encouraging civil disobedience," the statement said, without disclosing a trial date.The police had been hoping to dislodge the people holed up in the compound for two weeks, saying they wanted to search it.BDK stands for "Kingdom of the Kongo" in the Kikongo language, and its members have pursued secession in order to restore an African monarchy that included what is today Kongo Central (formerly Bas-Congo) along with parts of neighbouring Angola, the Republic of Congo and Gabon.Nsemi, a lawmaker originally from Kongo Central, in the west of the country, recently issued a call online for an uprising against President Joseph Kabila, saying he is not a Congolese citizen.Nsemi began seeking a rapprochement with Kabila starting in late 2015, but reversed course when Kabila refused to step down after his second and final mandate ended on December 20.Talks aimed at setting up a transition regime have stalled, and tribal violence has flared in several parts of the country.On Saturday, the United Nations said it would provide aid worth $5 million to help people affected by the humanitarian crisis in the Kasai region.At least 400 people have been killed in the region since September, the UN says, in clashes between government forces and supporters of a militia leader killed by the government last August.

HOUSTON (AP) — Two MS-13 gang members from El Salvador, both in the United States illegally, held three teenage girls against their will and killed one of them in a satanic ritual, authorities in Houston said Friday.Miguel Alvarez-Flores, 22, and Diego Hernandez-Rivera, 18, have been arrested and charged with aggravated kidnapping and murder — both first-degree felonies punishable by up to life imprisonment. Bonds totaling $300,000 have been set for each, but immigration detainers will keep both behind bars.The 15-year-old girl's body was found Feb. 16 with gunshot wounds to the face and chest.Homicide detective Sgt. The pastor of a Pennsylvania church is now facing charges related to the death of his own granddaughter.According to prosecutors in Berks County, Pastor Rowland Foster of the Faith Tabernacle Congregation in Reading has been charged with failure to report child abuse following the death of 2-year-old Ella Grace Foster, who died of pneumonia in her home in November.Pastor Foster's church reportedly believes in faith healing and congregants rely on God alone to treat illnesses. "It's common practice of the church to anoint a person while they are ill," reads the criminal complaint that alleges Foster was with his granddaughter the night before she died.District Attorney John Adams has argued that, as a pastor, Foster is what's called a "mandated reporter" and under Pennsylvania law must report incidents of child endangerment even when his religion doesn't allow modern medical care."So he was well aware of the physical condition of this child and he was well aware that this child did not receive any medical care," Adams said, according to the arrest affidavit.According to The Associated Press, a forensic pathologist determined that Ella would have had a 95 percent chance of survival had she taken a routine course of antibiotics.The Faith Tabernacle Church was founded in 1971. Since then, 27 children in the church have died of preventable or treatable illnesses, according advocacy group Children's Healthcare Is a Legal Duty, which opposes faith-based medical neglect.A woman who answered the phone at the church's Philadelphia headquarters declined to comment.In the arrest affidavit, police say the 71-year-old Foster told them that the church "does not believe in medical care and that he had not been to a doctor in his 70 years." The combined company could generate potential synergies of about C$1 billion, the people added.The city of Toronto, which owns 100 percent of Toronto Hydro, is also exploring other ways to monetize its assets, including by publicly listing Toronto Hydro, as well as by selling its Green P parking business or other real estate assets, one of the people added.
