Ice downed trees and power lines, particularly in northwest Oklahoma, where thousands of people were without power.At least three people died in traffic accidents in Missouri due to icy conditions, the Missouri Department of Transportation said. Shallow earthquake rattles Indonesia's third-largest city-[Associated Press]-YAHOONEWS-January 16, 2017

MEDAN, Indonesia (AP) — A shallow earthquake rattled Indonesia's third-largest city Medan on Monday evening, damaging houses and sending thousands of frightened people into the streets. There were no immediate reports of casualties.The U.S. Geological Survey estimated the quake's magnitude at 5.7 and said it struck at a depth of 10 kilometers (6 miles) southwest of Medan on the island of Sumatra.There was traffic chaos on the streets, people ran out of buildings and power blackouts hit some areas.Susanti, a guest at a hotel in Medan, said by phone that she and dozens of other people fled outside as the quake struck."I saw utility poles swaying. It was so scary," said Susanti, She said there was no visible damage to the hotel.The National Disaster Mitigation Agency's spokesman Sutopo Purwo Nugroho said several houses were damaged but there no immediate reports of casualties.Arif Cahya, an official at a monitoring post for Mount Sinabung near Medan, said there was a report of a house damaged in an area village. He said there were no reports of casualties.Indonesia sits on the Pacific Ring of Fire and experiences frequent earthquakes and volcanic eruptions.

Growing Muslim community looks to build Yukon's first mosque-[CBC]-YAHOONEWS-January 16, 2017

Yukon's Muslim community has begun a fundraising drive to build what would be the territory's first mosque. The goal is to have it built and in use within two to three years.When Muhammad Javed and his family came to Whitehorse 16 years ago after emigrating from Pakistan, they joined up with two other families, from Fiji."There were only three families here, including myself, and there was no place to pray," Javen said."We used to pray in the house for our annual, like Eids, Ramadan celebration. We used to do it in the house, those three families would get together."Javed said as the Muslim community grew it began using the United Church for Friday prayers, but then the group outgrew that, too. Four years ago, it began renting offices downtown for a praying space.-'We cannot accomodate everybody'-Now, with about 40 Muslim families in Whitehorse, Javed said it's time to build a mosque."This place is getting tighter now for annual celebrations, we cannot accommodate everybody here. Also, for our gatherings, like social gatherings, this space is very little. So we need to have a bigger space, also instead of renting we'd like to have our own place," he said.He said more space is also needed for the children to play and learn in, said Javed.Yusuf Legere is a relative newcomer to Whitehorse and hopes to make it a long term home."The Muslim community is small but tight-knit, close. The wider community is amazing — great people here, positive and welcoming," he said.Legere believes a mosque would enable Muslims to have a larger presence in the wider community."If we want it to have any sort of extra organization to do work for the community, food banks, or any kind of outreach, we don't have the facilities for that," he said.Manitoba-based charity helping out The Yukon Muslim Society has set a fundraising target of $490,000 for the project.Legere said the Zubaidah Tallab Foundation, a Manitoba-based Islamic charity which has helped found mosques in Inuvik and Iqaluit, is helping out."They have promised to fund two-thirds of the operation. So, we buy the land and they will fund two-thirds of the building," he said.Javed said finding the land is a challenge because they'd like to build in the most expensive part of the city."We would prefer in downtown because most of the people work in downtown. So that's our struggle — to find a reasonable-priced piece of land here," he said.

MOSUL, Iraq — Iraqi special forces battled Islamic State militants on Monday in two key neighbourhoods in the eastern half of Mosul, a senior commander said, advancing deeper after fully routing IS from the sprawling complex of the Mosul University, a major step in the massive operation to retake the city.According to Gen. Abdel Ghani al-Asadi, the head of Iraq's elite counterterrorism forces, the troops pushed deeper into the Shurta and Andalus neighbourhoods . The two are among the last remaining sectors between government-held territory in eastern Mosul and the Tigris River, which divides the city.In Andalus, bulldozers pushed aside road blocks ahead of a long convoy of black Humvees. Residents said the IS fighters had fled, just an hour before the assault began. Al-Aridi said the retreat showed the recent string of territorial victories had broken the will of the militants."The pace is medium, we're moving slowly because our forces are worried about bombs," he said.IS sent six suicide car bombers to target the advancing Iraqi forces, but unlike in the first weeks of the Mosul operation, most of the cars used on Monday were not heavily armoured and were disabled with tank fire.One suicide bomber managed to drive his explosives-laden car through a roadblock and hit an Iraqi convoy. OTTAWA — Canada's ethics watchdog plans to take a closer look at Justin Trudeau's recent family holiday at the Aga Khan's private island in the Bahamas — the first-ever such investigation of a sitting prime minister.Trudeau's holiday with the Aga Khan — a family friend, noted philanthropist and hereditary spiritual leader to the world’s approximately 15 million Ismaili Muslims — bears closer scrutiny, ethics commissioner Mary Dawson confirmed Monday.In a letter to Blaine Calkins, one of two Conservative MPs who filed formal complaints, Dawson said she will examine both Trudeau's stay at the island and his use of the Aga Khan's private helicopter to get there."I am of the view that your request satisfies the requirements set out in subsection 44 (2) of the (Conflict of Interest) Act," Dawson writes."I have therefore commenced an investigation ... to determine whether Mr. Trudeau has contravened sections 11 and 12 of the Act in connection with his recent stay at and travel to the Aga Khan's privately owned island."The prime minister, who was scheduled to take part in a public town hall later Monday in Dartmouth, N.S., has defended his actions multiple times, saying he stands ready to meet with Dawson about the trip."As the prime minister said last week, we are happy to engage with the commissioner and answer any questions she may have," the Prime Minister's Office said in a statement.The vacation included Trudeau, his wife and three kids, Liberal MP Seamus O'Regan and Liberal party president Anna Gainey, all of whom took part in helicopter flights between the capital city of Nassau and the secluded island.The Conflict of Interest Act and Trudeau's own ethics guidelines bar the use of sponsored travel in private aircraft, allowing it only for exceptional circumstances related to the job of prime minister and only with the commissioner's prior approval.The guidelines also prohibit a minister or any member of their family from accepting gifts or "advantages" that could reasonably be seen as influencing government decisions. Nunavut Arctic College criticized for abruptly cancelling program, evicting students-[CBC]-YAHOONEWS-January 16, 2017

Some Nunavummiut are questioning Nunavut Arctic College's decision to cancel its Inuit Studies program with little notice, shortly after the program's students returned for classes in Iqaluit after holiday break.Six students had been taking Inuit Studies at the Nunatta Campus in Iqaluit. Four who were on academic probation had their student status terminated without notice. They were given a week to vacate their student housing units.The other two students had passed their courses but the college said the program could not continue with such a small enrolment. They were given the option to transfer to other courses."The college is undermining its own credibility in making this decision," said David Wilman, a long time Iqaluit resident and former senior manager at the college."I can't understand how a college that cares for its students and puts students first, as any college should, could treat students like this."Wilman said he thinks students should be "raising hell" and demanding to know who made the decision to cancel the program.For Nunavummiut, Wilman said, the decision to leave family and community to go to college is a difficult one. It's been made more difficult by the uncertainty created by the college's recent actions.Wilman is not the only one raising concerns. A group of politically active Inuit, called the Qanak Collective, published an open letter to the college on Wednesday with a number of questions about how these types of decisions are made."What is going on within the Arctic College?" said Romani Makkik, a member of the collective."Student services, the registrar's office, do they provide the services that students need? Writing skills, time management, finance management, anything to help the students feel like they are grounded in the program both personally and academically?"If a high percentage of students are failing to graduate from Arctic College, it is a symptom of an educational system that is failing to accommodate student needs, said Makkik.The Qanak letter questions what it calls "systemic barriers within the education system" and calls on the college to reinstate the Inuit Studies Program for this year, and apologize to the students.

NEW DELHI (Thomson Reuters Foundation) - A tailor in India has confessed to abducting, molesting and raping "hundreds" of schoolgirls over the last decade, said Delhi police, uncovering what may be one of the biggest serial pedophile cases in the country in recent times.Sunil Rastogi, a 38-year-old married man with five children, was arrested on Saturday by police investigating the sexual assault of three girls aged nine and ten in the east of the Indian capital."This criminal, Sunil Rastogi, is from Rudrapur in Uttar Pradesh, and is a tailor by profession," Omvir Singh Bishoi, East Delhi's deputy commissioner of police, told a news conference on Sunday."During interrogation he told us that at least once a week he would come from Rudrapur and, in order to satisfy his pedophile lust, he would target girls between the ages of seven and ten years old."Rastogi was charged with rape, aggravated penetrative sexual assault of a minor, and criminal intimidation, in the three cases, said police, and is also being investigated for related pedophile crimes.Police said that Rastogi could not remember the exact number of girls he had sexually assaulted since 2004, but said it could be "hundreds".Wearing a red, white and green striped sweater and a red balaclava covering his face, Rastogi was paraded in front of the media on Sunday."I used to take them (the girls) to a secluded area," he said as he stood handcuffed to a policeman. "I don't know why I did it. South Korea says securing THAAD location could be delayed-[Reuters]-YAHOONEWS-January 15, 2017

SEOUL (Reuters) - The signing of a contract which would secure the location of a U.S. missile defense system in South Korea could be delayed, Seoul's defense ministry said on Monday.The Terminal High Altitude Area Defence (THAAD) system is due to be deployed on land which is now part of a golf course owned by the Lotte Group conglomerate in the Seongju region, southeast of South Korea's capital Seoul."The plan to go ahead with the exchange will be signed by mid-January, but there is a possibility it will be slightly delayed," South Korean defense ministry spokesman Moon Sang-gyun told a regular news briefing."Lotte needs to hold a meeting of the board of directors to approve the final assessment fee," Moon said. He rejected any connection to Cambodia's strengthening ties with China."Our activities will be reduced, we have a lot of security work to do," Socheat said. I) Following the Ministerial meeting held in Paris on 3 June 2016, the Participants met in Paris on 15 January 2017 to reaffirm their support for a just, lasting and comprehensive resolution of the Israeli-Palestinian conflict. They reaffirmed that a negotiated solution with two states, Israel and Palestine, living side by side in peace and security, is the only way to achieve enduring peace.They emphasized the importance for the parties to restate their commitment to this solution, to take urgent steps in order to reverse the current negative trends on the ground, including continued acts of violence and ongoing settlement activity, and to start meaningful direct negotiations.They reiterated that a negotiated two-state solution should meet the legitimate aspirations of both sides, including the Palestinians’ right to statehood and sovereignty, fully end the occupation that begin in 1967, satisfy Israel’s security needs and resolve all permanent status issues on the basis of United Nations Security Council resolutions 242 (1967) and 338 (1973), and also recalled relevant Security Council resolutions.They underscored the importance of the Arab Peace Initiative of 2002 as a comprehensive framework for the resolution of the Arab-Israeli conflict, thus contributing to regional peace and security.They welcomed international efforts to advance Middle East peace, including the adoption of United Nations Security Council resolution 2334 on 23 December 2016, which clearly condemned settlement activity, incitement and all acts of violence and terror, and called on both sides to take steps to advance the two-state solution on the ground; the recommendations of the Quartet on 1 July 2016; and the United States Secretary of State’s principle on the two-state solution on 28 December 2016.They noted the importance of addressing the dire humanitarian and security situation in the Gaza Strip and called for swift steps to improve the situation.They emphasized the importance for Israelis and Palestinians to comply with international law, including international humanitarian law and human rights law.II) The Participants highlighted the potential for security, stability and prosperity for both parties that could result from a peace agreement. They expressed their readiness to exert necessary efforts toward the achievement of the two-state solution and to contribute substantially to arrangements for ensuring the sustainability of a negotiated peace agreement, in particular in the areas of political and economic incentives, the consolidation of Palestinian state capacities, and civil society dialogue. Those could include, inter alia: – a European privileged partnership; other political and economic incentives and increased private sector involvement; support to further efforts by the parties to improve economic cooperation; continued financial support to the Palestinian Authority in building the infrastructure for a viable Palestinian economy; – supporting and strengthening Palestinian steps to exercise their responsibilities of statehood through consolidating their institutions and institutional capacities, including for service delivery; – convening Israeli and Palestinian civil society fora, in order to enhance dialogue between the parties, rekindle the public debate and strengthen the role of civil society on both sides. III) Looking ahead, the Participants; – call upon both sides to officially restate their commitment to the two-state solution, thus disassociating themselves from voices that reject this solution; – call on each side to independently demonstrate, through policies and actions, a genuine commitment to the two-state solutions and refrain from unilateral steps that prejudge the outcome of negotiations on final status issues, including, inter alia, on Jerusalem, borders, security, refugees and which they will not recognize; – welcome the prospect of closer cooperation between the Quartet and Arab League members and other relevant actors to further the objectives of this Declaration.As follow-up to the Conference, interested Participants, expressing their readiness to review progress, resolved to meet again before the end of the year in order to support both sides in advancing the two-state solution through negotiations.France will inform the parties about the international community’s collective support and concrete contribution to the two-state solution contained in this joint declaration.

Lapid was set on to the complaint on Monday, the TV report said.Ghattas, of the Arab Joint List’s Balad faction, is under a criminal investigation after he was caught on prison surveillance video passing envelopes to the prisoners last month. He was released to house arrest earlier this month, five days after he was arrested.Attorney General Avichai Mandelblit has authorized an indictment against Ghattas, which has yet to be lodged, and which includes charges of using property to abet terror, fraud, breach of trust, and aggravated fraud.Coalition lawmakers, led by Environmental Protection Minister Ze’ev Elkin, have sought to remove Ghattas from office with a new law passed in July, under which 70 Knesset members — 10 of whom must be from the opposition — may file a complaint with the Knesset speaker against any lawmaker who supports armed struggle against Israel or incites to racial hatred, launching the impeachment process.The Knesset House Committee can then debate the complaint before clearing it with a three-quarter majority in the committee. The motion to dismiss the lawmaker would then be sent to the plenum, where, if 90 of the 120 Knesset members vote in favor, the MK would be ousted. The deposed lawmaker could then appeal the decision with the Supreme Court.With Lapid’s support, the process to remove Ghattas can be set in motion, though it will require the support of the opposition Zionist Union party to remove Ghattas entirely in the Knesset vote. The Zionist Union has opposed the measure.The law was proposed after three Arab MKs, including Ghattas, paid a condolence visit last February to the families of Palestinians killed while attacking Israelis. The three reportedly observed a moment of silence during the visit — they denied it — which some said was tantamount to showing support for terror.Ghattas is currently accused of taking advantage of his position as a member of Knesset, who is not subject to a body search, during a visit to Ketziot prison where he met with Walid Daka, who received a 37-year sentence for the 1984 abduction and murder of 19-year-old IDF soldier Moshe Tamam. The MK also met with Basel Ben Sulieman Bezre, who is serving a 15-year sentence on a terror conviction.Police claim that, ahead of the visit, Ghattas planned with Walid’s 65-year-old brother, Assad, to hand over cellphones to Bezre who was to then pass them on to the incarcerated Daka and other prisoners. Asad Daka allegedly met with Ghattas at a gas station where he handed over four envelopes containing a dozen phones, SIM cards and chargers.The purported purpose of Ghattas’s visit was to hear complaints about prison conditions. He hid the envelopes inside his clothing and when a metal detector at the entrance to the prison beeped, Ghattas claimed it was because of his belt buckle, the indictment said.After the visit, Prisons Service officials found 12 to 15 cellphones and at least a dozen SIM cards in the prisoners’ cells, along with what officials said were “coded” notes.
