More snow, high winds headed for B.C. on Boxing Day-[CBC]-YAHOONEWS-December 26, 2016

Heavy snow and high winds are in store for Boxing Day in much of B.C. with a Pacific frontal system blowing across North Vancouver Island and the Central Coast.Up to 90-kilometre winds are expected along this path, that may "toss loose objects or cause tree branches to break," warns Environment Canada."Winds up to 90 km/h over the exposed coastal sections will persist this morning."The weather system is expected to translate into 20 to 25 centimetres of snow on the Coquihalla Highway from Merritt to Hope and the Fraser Canyon, as some drivers head out out on the road after Christmas Day celebrations.While snow Inland Vancouver Island may be spotty, across the Lower Mainland — two to four centimetres is expected. Other higher elevations will see up to 20 centimetres.The Fraser Valley is expected to get up to 15 centimetres, while the Sunshine Coast can expect five to 10 centimetres.Howe Sound can expect up to 25 centimetres through to Dec. 27.Metro Vancouver will see a blast of white, with the Sea to Sky Highway receiving the brunt of the flurries with 20 to 25 centimetres expected to fall by Tuesday.Highway 16 between Smithers and Terrace will see snow moving inland, where 30 centimetres will fall near Terrace and visibility will be bad for drivers.

Winnipeg declares parking ban to clear snow-clogged streets-[CBC]-YAHOONEWS-December 26, 2016

The city of Winnipeg is ramping up snow clearing efforts after a major winter storm dumped between 18 and 33 centimetres of snow on the city.A parking ban will come into effect starting at midnight for declared snow routes and will last until 7 a.m. Tuesday morning.Crews have been out clearing snow since Sunday when a powerful Colorado low storm began bearing down on southern Manitoba. A number of provincial highways have been closed due to blizzard conditions including poor visibility.Anyone driving on Winnipeg streets should use extreme caution, said Ken Allen, communications officer for the City of Winnipeg's public works department."The biggest thing to think about today is safety and the roads throughout the city of Winnipeg and throughout the province for that matter are pretty much clogged with snow," he said.About 100 pieces of heavy snow-clearing equipment hit Winnipeg streets Sunday when the first snowflakes began to fall, said Allen.The snowplows and front-end loaders are focused now on clearing priority streets like Portage Avenue, Main Street and Pembina Highway."Those are the roads that carry the lion's share of the traffic and obviously we have our transit system and other emergency vehicles that use those roadways," said Allen.-Delays to transit, emergency services-Winnipeg Transit is warning riders to expect delays while Handi-Transit has been canceled except for dialysis patients.Starting at about 7 p.m., about 400 pieces of heavy equipment will increase snow clearing efforts overnight on Monday and into Tuesday, said Allen."We're going to be focusing on all aspects of snow clearing in the coming hours and days," he said."Top priority is to keep those main roads open today."The Winnipeg Fire Paramedic Service is currently experiencing longer than normal delays responding to calls, the city said.Response times are being monitored, the city said, and additional resources may be put on duty if necessary.-Back lane clearing begins Tuesday-Allen said back lane clearing will begin at 7 a.m. on Tuesday."The way we do the back lane clearing is we focus on the areas where garbage pickup is scheduled," he said.Recycling and garbage collection is delayed because of snow accumulation, said a city news release.The city asks that for residents whose collection day is Monday that they put out garbage and recycling bins again tomorrow.

Despite warnings not to travel, thousands went out to Winnipeg stores Monday for Boxing Day sales."The weather can't stop us," said Amritpal Singh, outside of Polo Park's Best Buy as his friend's car's wheels spun.Singh and friends got stuck in the parking lot on the way to the store to buy phones Monday afternoon.Spencer Smith, 26, went to CF Polo Park in search of new video games, clothing and electronics.It was a journey getting to the mall from the city's Transcona neighbourhood.He got stuck on the way and had to use a shovel to get out. "People were getting stuck right left and centre," he said.Smith said he was prepared to spend over $1,000 Monday while shopping at the mall.-'It was an adventure'-Davina Kelsey, 13, said she wanted to be the first in line to get deals at Polo Park.She and her mother came from Blumenort and stayed with friends Sunday night.On Monday, the snow did not deter them."It was an adventure," she said. "I want to be the first one to get those deals.Polo Park manager Deborah Green called Monday a 'really good' day.She said electronic door counters were keeping track of the number customers at the mall, but the final tally won't be known until Wednesday.Green said last year there was over 88,000 customers at the mall on Boxing Day in 2015, the busiest day they've ever had.

Analysis-Plan to 'revitalise' complex financial products lacks clear target By Peter Teffer-EUOBSERVER

Dec, 07:54-The European Union is trying to “revitalise” a market for controversial financial products, but one of the goals appears to already have been achieved without the EU's help.Securitisation is the packaging of loans, mortgages, or other contractual debts into securities that can then be sold on the market, together with the risk attached to those debts.It had an instrumental role in the financial crisis of 2008, but the European Commission says giving the securitisation market a boost can help the real economy.The commission has not given a target figure of when “revitalisation” will have been achieved, but spoke in a press release of going back to the “pre-crisis average”.The commission did not want to comment on the record, but one commission official said that if the market would return to average pre-crisis issuance levels, this would generate €100-€150 billion in additional funding for the economy.“This would already be a major achievement for the securitisation markets,” the commission official said.EUobserver looked at how average issuance levels have done so far, and found that more securities have been created through securitisation since the crisis than before the crisis.This website collected data from the Association for Financial Markets in Europe (AFME), a lobby group for the financial service sector, and the Securities Industry and Financial Markets Association, its US-based counterpart.Taking a very narrow view, the "pre-crisis" years are 1996-2006. The average issuance of securities in Europe was €168 billion.When including 2007, the average was €203 billion. When including 2008 – when the financial crisis was in full swing – the average was €251 billion.Last week, AFME released data for the third quarter of 2016. The first three quarters of 2016 were the best three quarters since 2012.Taking the most recent data into account, the average annual issuance of securitisation since 2009, is €270 billion.Last year the figure was €216 billion.Even when correcting for inflation, the post-crisis period is already better than the pre-crisis period.Converting the averages to today's prices, the average since 2009 is €282 billion, compared to a 1996-2007 average of €244 billion.One could, therefore, argue that securitisation has on average already reached pre-crisis levels again.But according to Anna Bak, a manager at the securitisation division of AFME, the financial sector lobby group, looking at the creation of securities is not enough. They also need to be sold.“The commission's securitisation proposal will be a success when we see a trend towards more securities being placed on the market in Europe,” Bak told EUobserver.In recent years, financial institutions have bundled loans, mortgages, or other contractual debts, but often kept them on their balance sheet, instead of selling off the risks to those debts.“A lot of securitisation done today is done by banks to obtain collateral, to be eligible for ECB credit,” said Bak, referring to the European Central Bank. Collateral is something a lender can seize if the borrower does not pay back a loan.The EU commission official, who would speak only when not being named, also noted that “while in 2007 69 percent of issuance was placed, today only 35 percent is placed, the rest being retained by issuers”.“The market has not revitalised itself, it is instead stuck to issuance levels of the early 2000s,” the official noted, indicating that these levels are apparently too low.-'Helpful' to small businesses-The commission has argued that securitisation would help small and medium-sized enterprises (SMEs), although former capital markets commissioner Jonathan Hill acknowledged it had no concrete evidence of that.Indeed, a regular survey of the ECB said in November that access to capital is a decreasing concern for SMEs. They are more worried about other challenges, like finding customers and the cost of production and labour.Yet AFME still thinks securitisation can help.“Securitisation is not going to solve all problems, but it is helpful. It should not be banned or treated as toxic waste,” said Bak.

Dec, 09:21-Africa's last colony hopes a judgment by the European Court of Justice (ECJ) will help clear obstacles to its self-determination.The EU court ruled on Wednesday (21 December) that two EU deals with Morocco - a cooperation agreement signed in 2000, and a 2012 trade pact - don't apply to Western Sahara, a territory annexed by Rabat and kept under military control since 1975."This ends the EU's double language, where it officially declares that Western Sahara isn't part of Morocco, but still signs agreements with Rabat which it knows will include Western Sahara," said Mhamed Khadad, a senior member of the Polisario Front, the Saharawi liberation movement."The court said clearly that Western Sahara isn't part of Morocco. It is a non-autonomous territory, where Morocco is an occupying power," he told a news conference in Brussels on Thursday.The judgment could have great consequences for EU companies operating in the occupied territories on the basis of arrangements with Rabat."These companies are now left without a legal framework," said Gilles Devers, the Polisario Front's lawyer."We have given them 15 days to either leave, or contact the legitimate representative of Western Sahara, namely the Polisario Front, and regularise their presence," he said.Some of those that set up shop in occupied Western Sahara are Siemens and Enel, which have invested there in solar thermal plants and windmills. Another two are Idyl and Azura, two French farming companies.The EU court said that the EU Council, representing EU governments, and the European Commission were aware that Morocco would apply the trade agreements to Western Sahara, which it considers an integral part of the kingdom.During the process, the EU executive admitted that companies located in Western Sahara were on its list of exporters benefiting from preferential access to the EU market, and also carried out sanitary and veterinary checks of their facilities.The court said “the EU intended to implement those agreements in a manner incompatible with the principles of self-determination” and that Saharawi people should have given their consent to the extension of the deals to Western Sahara.Judges ordered the commission to pay the Polisario Front import taxes for Saharawi products unduly exported under the agreements during the last 16 years.The representatives of Western Sahara say Morocco wouldn't be able to afford the occupation of Western Sahara without EU economic activities.-Saharawi celebrations-News of the ruling, which is definitive, was met with celebrations in Saharawi refugee camps in southern Algeria.Last year, a lower court partially cancelled the 2012 EU-Morocco trade liberalisation agreement, insofar as it applied to Western Sahara, after a challenge by the Polisario Front.It also recognised the Polisario Front as the sole legitimate representative of the Saharawi people.The ruling had Morocco suspend diplomatic ties with the EU. They were only resumed when the EU foreign service appealed the ruling.On Wednesday, the EU foreign service (EEAS) issued a joint statement with Morocco's government to confirm their good relations and said the EU-Morocco trade pact remained in force."The court found the action for annulment of the agreement brought by the Polisario Front inadmissible," they wrote in their communique.They said the court gave the EU Council right, as it annulled the lower court's ruling.Morocco's foreign minister delegate Nasser Bourita furthermore told Associated Press that the ruling allowed for EU-Morocco trade to resume after the lower court had put the pact on hold.Polisario's lawyer Devers said it was good that the EU and Morocco welcomed the ruling: "They aren't contesting a ruling which says that Western Sahara isn't part of Morocco, and calls Morocco an occupying power.""They focus on the fact that the Polisario Front's action was deemed inadmissible, which to us, is the most beautiful victory," he added, because one of the conditions to introduce a process before the EU court is that one is directly affected by the matter.-Legal standing-"The court considers the action of the Polisario Front inadmissible precisely because Western Sahara isn't part of Morocco. The agreement between Morocco and the EU doesn't concern it any more than Italy can have a say over the business of Spain," Devers said.The court also didn't overrule the lower tribunal's recognition of the Polisario Front as the legitimate representative of Saharawi people, nor that it had the right to stand before EU courts.Asked for clarifications by this website on Thursday, the commission couldn't say who had won the process."We are closely examining the full implications of the judgment. Dec, 09:25-The Italian government agreed on Friday (23 December) to bail out Monte dei Paschi di Siena, after the world’s oldest bank failed to raise €5 billion from private investors.Paolo Gentiloni, Italy’s new prime minister, said during the night after an extraordinary cabinet meeting that the government would be tapping into a €20 billion fund that had already been approved by the parliament earlier this week.Monte dei Paschi, which had raised just €2.5 billion in private funds, had asked for a “precautionary” capital increase from the state.Finance minister Pier Carlo Padoan did not specify how much the rescue would cost Italian taxpayers."We will see if other banks ask for aid,” Padoan told journalists. Other Italian lenders, like Veneto Banca and Banca Popolare di Vicenza might also need government help.Under EU bailout rules that came into force in January in order to protect the taxpayers from paying for bank losses, junior bondholders will also have to take losses, as their bonds will need to be converted into shares.Padoan said the government would compensate small savers for their losses.Small investors are estimated to hold some €2 billion of Monte dei Paschi's bonds.-Gentiloni also said EU officials agreed with Italy’s plan.Italy’s banks are struggling under the weight of €360 billion of bad loans, while Italy, the eurozone's third largest economy, is also dealing with slow economic growth and political uncertainty after the resignation of previous prime minister Matteo Renzi earlier this month.Italian officials hope the bailout will stabilise the banking system along with other initiatives, like the Atlante, a private initiative backed by the Italian government, established earlier this year, to deal with the bad loans.The fallout could be more of a political nature as the populist 5 Star Movement will aim to capitalise on the situation, putting pressure on the one week-old cabinet of Gentolini.The rescue could also come back and hunt Renzi, who is expected to run again for the premiership possibly as early as next year.Founded in 1472, Monte dei Paschi is said to be the oldest surviving bank in the world.It failed an EU stress test in July due to billions of euros of bad loans on its books, mostly from companies unable to repay them.-EU commission response-Later on Friday, the European Commission said it is in touch with Italy about how to proceed."If a bank has a capital shortfall but is not able to raise its needs in full from the private market, the state can inject the remaining capital," said an EU commission spokesperson. Syrian army escalates campaign to capture Damascus water supply-[Reuters]-By Suleiman Al-Khalidi-YAHOONEWS-December 26, 2016

AMMAN (Reuters) - The Syrian army escalated aerial bombing of a rebel-held valley northwest of Damascus in an offensive begun last week to recapture the strategic area where a major spring provides most of the capital's water supplies, rebels and residents said on Tuesday.They said the army shelled and bombarded several towns in Wadi Barada valley about 18 km (11 miles) northwest of the capital in a major offensive launched since Friday. The roads leading to the towns in the valley and the mountain cliffs surrounding the area are under the control of elite Republic Guards and the Lebanese Shi'ite Hezbollah group, they said.Residents said fighting on Monday focused on Baseimeh village at the edge of the valley where the army and its allies are pushing to advance deeper in an enclave where 10 villages are inhabited by an estimated 100,000 people.The rebels said the army was emboldened by gaining full control of Aleppo city and was seeking to force them to either leave or face all out war."They are seeking to push us into a surrender deal to and we will not hand over our land," said Abu al Baraa, a commander in Ahrar al Sham, a rebel group present in the area.Through a series of so-called settlement agreements and army offensives, the Syrian government, backed by Russian air power and Iran-backed militias, has been steadily suppressing armed opposition around the capital.Alongside the main spring in Wadi Barada, the area lies on the road from Damascus to the Lebanese border that is used as a supply line for the powerful Iranian-backed Hezbollah group which is heavily involved in fighting alongside Syrian President Bashar al Assad's army.A resident and rebels said the aerial bombing has put out of commission the main Ein al Fija spring's water pumping station where a underground pipeline normally provides around 65 percent of the water to the capital's neighbourhoods.A picture taken by a rebel and seen by Reuters showed the pumping station's ceiling has collapsed. Several videos uploaded on social media show damage and fires with plumes of smoke near the pumping station. Others show damage to houses.Rebels and residents said the bombing has also killed 14 civilians and hit a medical clinic and civil defence unit in the area that has been besieged with limited access for food and fuel.The army said it was targeting "terrorists."The Syrian army has blamed rebels for polluting the springs with diesel fuel in a move the water authorities said had forced them to cut supplies coming into the capital and resort to reserves to temporarily cover the shortfall.The rebels have allowed the government's water authority engineers to maintain and operate the station and supply the capital since they took control of the area in 2012. EAST OF MOSUL, Iraq (Reuters) - Iraqi forces will resume their push against Islamic State inside Mosul in the coming days, a U.S. battlefield commander said, in a new phase of the two-month-old operation that will see American troops deployed closer to the front line in the city.The battle for Mosul, involving 100,000 Iraqi troops, members of the Kurdish security forces and Shi'ite militiamen, is the biggest ground operation in Iraq since the U.S.-led invasion of 2003. The upcoming phase appears likely to give American troops their biggest combat role since they fulfilled President Barack Obama's pledge to withdraw from Iraq in 2011.Elite Iraqi soldiers have retaken a quarter of Mosul, the jihadists' last major stronghold in Iraq, but their advance has been slow and punishing. BOSTON (Reuters) - A proposed Muslim cemetery in rural central Massachusetts will go forward after the town that fought the idea for most of the year and the Islamic society that proposed the plan reached a deal, the two sides said on Friday.The agreement will allow the Islamic Society of Greater Worcester to buy a 55-acre (22.3-hectare) site where it plans to build a 6 acre (2.4 hectares) cemetery in the town of Dudley, located about 50 miles (80.5 km) southwest of Boston along the Connecticut border.Some in the community expressed discomfort with the idea of a Muslim institution, an objection town officials said played no role in the delay.Muslim communities around the United States have faced similar resistance to new mosques and other properties, and the U.S. Justice Department this month filed suits against local governments in New Jersey, Virginia and Michigan accusing them of using zoning laws to block construction of proposed mosques."We are pleased that this 11-month saga has come to an end," said Jay Talerman, an attorney for the Islamic Society, in a phone interview. "The town is recognizing and acknowledging that our clients are proposing a beneficial and permitted use that is protected by the Massachusetts and U.S. Constitutions."The Islamic Society proposed the cemetery early this year but, after a months-long review process that included heated public meetings, filed suit in state land court, saying the town was restricting the group's right to free expression of its religion.Dudley officials said their review was focused on issues including whether the cemetery would affect local drinking water.The case attracted the attention of Massachusetts' top federal prosecutor, whose office opened a civil-rights investigation into the matter. AMMAN (Reuters) - Christians in Aleppo celebrated under a giant Christmas tree lit up for the first time in five years, hailing what many described as the return of peace to a city that came back under full government control last week.The fall of rebel-held east Aleppo was the biggest victory of Syria's nearly six-year-old civil war for supporters of President Bashar al-Assad, and many in pro-government parts of the city have been jubilant.However, the rebel defeat has also brought severe hardship on civilians who fled from insurgent-held areas, thousands of whom have been forced to camp in wilderness under the snow. Aid groups say many are in peril and children have died from exposure to severe winter weather.In the war ravaged St. Elias Cathedral located on what was long the frontline in Aleppo's historic Old City, priests prayed for peace at the first Christmas Eve Mass for five years, attended by dozens of worshippers, including some Russian officers."The festive atmosphere is great. It's a new birth for Jesus Christ and a new birth for the city of Aleppo," said George Bakhash, a Christian community leader.He said the numbers attending mass across the city had surged, now that worshippers no longer feared missiles from rebel-held areas.Many Syrian Christians supported the government in the civil war, viewing Assad, a member of a Shi'ite-derived minority sect, as a protector against rebel fighters mainly drawn from Syria's Sunni Muslim majority.In the comparatively undamaged parts of the city that had long been held by the government, restaurants were thronged by Christians late into the night.Hundreds of people danced and celebrated in the Azizya neighborhood, where the public Christmas tree had gone unlit since rebels took the eastern half of the city in 2012. Rebels accuse the pro-government forces of carrying out summary executions of scores of youths who stayed behind, and say looting has been rampant. Palestinian officials asserted Sunday that Israel did not curtail coordination with the PA, casting doubt on the significance of an assertion by Defense Minister Avigdor Liberman that he had instructed the IDF to cut civilian ties over a United Nations resolution condemning settlements.According to Army Radio, Liberman on Saturday ordered the IDF and the Coordinator for Government Activities in the Territories (COGAT), which is responsible for implementing Israel government policies in the West Bank, to cease all contact with political representatives of the Palestinian Authority and Palestinian civilians, as well as end all cooperation on political and civilian matters.Liberman’s statement was part of the diplomatic fallout following the passage of the resolution at the UN Security Council on Friday.But a senior official in the Palestinian Authority told The Times of Israel that meetings between Israel and the Palestinian Authority on civilian matters were continuing as usual. But it also poses dangers for the United Nations with the incoming Trump administration and may harden Israel’s attitude toward concessions.The Obama administration’s decision to abstain and allow the UN’s most powerful body to approve a long-sought resolution calling Israeli settlements “a flagrant violation under international law” was a sharp rebuke to a longstanding ally and a striking rupture with past US vetoes.US Ambassador Samantha Power said “it is because this resolution reflects the facts on the ground — and is consistent with US policy across Republican and Democratic administrations throughout the history of the state of Israel — that the United States did not veto it.”She cited a 1982 statement by then-President Ronald Reagan that the United States “will not support the use of any additional land for the purpose of settlements” and that “settlement activity is in no way necessary for the security of Israel.”The Security Council vote Friday, however, was anything but routine for Washington, which traditionally vetoes all resolutions related to the decades-old Israeli-Palestinian conflict on grounds that differences must be solved through negotiations. The small Muslim monarchy of Bahrain hosted a ceremony to celebrate the first night of Hanukkah, and the resulting video of kaffiyeh-wearing sheikhs dancing with Orthodox Jews to Hasidic music has been going viral on Facebook.On Saturday night, the kingdom, ruled by King Hamad bin Isa Al Khalifa, held a candle-lighting ceremony in which Jews, businesspeople and other Bahraini people took part.Bahrain, a group of islands in Persian gulf with a population of 1.4 million, is the only Arab gulf state that has a synagogue. The country had a Jewish population of some 1,500 Jews in 1948. However, after the declaration of the State of Israel many left, and almost all those who remained followed suit after 1967’s Six Day War. Today there are less than 50 Jews in the country.The kingdom is also unique in that its ambassador to the US from 2008-2010 was Houda Nonoo, a Jewish woman who had formerly served in the nation’s parliament.Last year was the first time that the king of Bahrain marked Hanukkah. He invited Conference of European Rabbis Director Rabbi Moshe Levin, who recited the traditional blessings while lighting the candles, and sang a verse of “Ma’oz Tzur,” the traditional Hanukkah hymn. Some 50 Jews were present for the ceremony.At that time the king welcomed his guests, saying that “the call to war against terror needs to come from the leaders of all the religions as one. After battling the flames for several hours, firefighters said Sunday evening they had gained control of a massive blaze in a gasoline tank at a Haifa refinery that had been raging since morning.Emergency crews warned that, despite containing the fire, work to extinguish it completely would continue long into the night.The huge fire sent bright orange flames and thick black smoke billowing into the air above the northern port city and threatened other installations at a large industrial complex.It was not immediately clear how the fire started.After testing air pollution levels and finding the results to be low, the Environmental Protection Ministry withdrew an earlier warning instructing local residents to remain indoors.Police briefly closed main traffic arteries near the Haifa industrial zone as dozens of firefighting teams attempted to keep the flames under the control.“It is a very serious incident. Our main aim at the moment is to stop the fire spreading to other tanks that contain dangerous material,” Haifa fire services spokesman Yoram Levy told the Ynet news site.Levy said the tank held 1,000 cubic liters of gasoline and more than 40 firefighting teams were being sent to try and contain the blaze.
