Residents of the Amona outpost will consider cancelling an agreement to leave their homes peacefully if the High Court rejects a state request to delay the court-imposed evacuation slated for this week until February 2017, a spokesman said Tuesday.The government officially asked the High Court of Justice for a month-and-a-half delay in the evacuation on Tuesday, two days after it promised residents of the West Bank outpost to do so as part of a deal for them leave peacefully.Authorities are hoping the deal can prevent a repeat of the violence that followed the destruction of several permanent buildings in the outpost in 2006.“We are not obligated by the agreement,” Amona spokesman Ofer Inbar told The Times of Israel. “If they reject it, we will have to see what to do.”Amona is the largest of about 100 unauthorized outposts — erected without permission but generally tolerated by the government — that dot the West Bank. In December 2014, after multiple appeals and delays, the court accepted the claim that the settlement was built on privately owned Palestinian land and ordered the outpost be evacuated within two years, or no later than December 25 of this year.The state asked the court for a 45-day delay of the evacuation, which currently has to be carried out by Saturday, in order to prepare temporary housing solutions for the families slated to be evicted, according to a statement from the State Attorney’s office.Residents of Amona voted Sunday to accept a proposal that would see 24 of the 41 families moved to an adjacent plot of land while the government worked towards building permanent homes for all residents and creating a new settlement in the area.But the state would not request a further delay even if the preparations for temporary homes were not completed, the statement read.If the request is accepted by the court, the new final date for the evacuation would be February 8, 2017.While the court has already rejected a petition to postpone the dismantling of the settlement, the state hopes the court will accept the new petition based on the residents’ agreement to leave peacefully and the relatively shorter delay — the previous request was for eight months.“We are talking about a concrete request that would allow the willing and peaceful evacuation of Amona’s residents in a way that would drastically limit the possible damaging consequences of the event while providing an appropriate solution tot he families living there,” the 76-page request states.But presenting the petition just four days before until the current deadline for the court-imposed evacuation could be “problematic,” leaving judges with little time to fully consider the request, a spokesperson for the court told The Times of Israel earlier Tuesday.Including the extension in the agreement appeared to have been a bargaining chip used by the government, with the immediate threat of evacuation looming if the deal was not signed.While government officials floated the idea of requesting an extension two weeks ago, a spokesman for the Justice Ministry said “political reasons” held up the request.No court debate is required for judges to rule on the request but they are obligated to ask the anti-settlement group Yesh Din, who originally petitioned the court against Amona, for their response.A spokesman for the group told the Times of Israel that it will oppose the request.

Police said they found a device hooked up to large batteries, which they believe to be the source of the explosion.This is the second time this month Shamir, a former Israeli Air Force pilot, is believed to have been targeted in what appears to be an intimidation campaign. SYDNEY, Australia — For two years, a handful of ships have diligently combed a remote patch of the Indian Ocean west of Australia in a $160 million bid to find Malaysia Airlines Flight 370. On Tuesday, investigators made what was surely a painful admission: They have probably been looking in the wrong place.The latest analysis by a team of international investigators concluded the vanished Boeing 777 is highly unlikely to be in the current search zone and may instead be in a region farther north. But though crews are expected to finish their deep-sea sonar hunt of the current search area next month, the possibility of extending the search to the north appeared doubtful, with Australia's transport minister suggesting the analysis wasn't specific enough to justify continuing the hunt.The latest twist in the search for Flight 370 highlights the extraordinary difficulty officials have faced in their attempts to find the aircraft based on the faintest scraps of data. All along, officials have said they are not simply looking for a needle in a haystack — they are looking for the haystack.On Tuesday, the haystack was poised to shift again, with the release of a report by the Australian Transport Safety Bureau, which is leading the search for the plane. The report is the result of a November meeting of international and Australian experts who re-examined all the data used to define the search area for the aircraft, which vanished during a flight from Kuala Lumpur to Beijing on March 8, 2014, with 239 people on board.Since the plane disappeared, experts have analyzed a series of exchanges between the aircraft and a satellite to estimate a probable crash site along a vast arc of ocean in the southern hemisphere. A deep-sea search of a 120,000-square kilometre (46,000-square mile) stretch of water along the arc has so far come up empty.In November, the experts went back over the satellite data, along with the results of a new ocean drift analysis of the more than 20 items of debris likely to have come from the plane that have washed ashore on beaches throughout the Indian Ocean. The analysis, based on where the items washed up and when, suggested the debris originated farther north along the arc from the current search zone.Given the number of aircraft parts found so far, the team concluded that a debris field had floated on the water surface after the plane crashed. So they eliminated areas of the ocean where air crews had searched the surface in the early stages of the hunt.That left a 25, 000-square-kilometre (9,700-square-mile) area immediately to the north of the current search zone as the most likely place where the plane hit the ocean, the report said.The investigators concluded with "a high degree of confidence" that the plane is not in the current search area. And they agreed the new area needs to be searched."The experts concluded that, if this area were to be searched, prospective areas for locating the aircraft wreckage, based on all the analysis to date, would be exhausted," the report said.However, a new search would require fresh funding. The countries involved — Malaysia, Australia and China — agreed in July that the $160 million search will be suspended once the current effort is exhausted unless new evidence pinpoints the plane's exact location.Australian Transport Minister Darren Chester suggested an extension was unlikely, noting that the latest report does not give a specific location of the plane."As agreed at the Tripartite Ministers meeting in Malaysia in July we will be suspending the search unless credible evidence is available that identifies the specific location of the aircraft," Chester said in a statement. "The search for MH370 has been the largest in aviation history and has tested the limits of technology, and the capacity of our experts and people at sea."Malaysia's Transport Minister Liow Tiong Lai did not explicitly rule out a new search, but said in a statement, "We remain to be guided as to how this can be used to assist us in identifying the specific location of the aircraft." When asked about the search, a Chinese foreign ministry spokesperson did not comment beyond noting China's role in the effort so far.Australian government oceanographer David Griffin, who worked on the analysis of how the debris drifted, said he is confident the plane is in the newly identified search area. And he dismissed the idea that the new analysis means the search to date has been a wasted effort, saying that the current search zone was based on the best available data at the time."It could have been where we were searching, absolutely, but the new information does clarify that immediately north is more likely," Griffin said.As part of their analysis, Griffin and his team built replicas of the first piece of debris that was found — a wing fragment known as a flaperon that was discovered on Reunion Island off the African coast in July 2015. The team then set the replicas adrift, measuring how fast they travelled and noting how much the wind influences their rate of speed. They then ran computer simulations of how the aircraft parts could have drifted, which helped paint a picture of where they originated.The newly identified search zone does include an area that was searched very early on in the hunt, but crews didn't comb a wide enough area to rule it out, Griffin said. "They didn't go quite far enough away from the arc to cover all possibilities," he said.The fact that crews were so close to the area now identified as the likeliest crash site — coupled with the lack of commitment to search the new area — is sure to frustrate families of those on board, who have been pushing the governments to continue searching."They should keep searching no matter how much money they will spend," said Li Jingxin, whose brother was on the plane. "The cost of the search has nothing to do with us relatives. The current cold spell in B.C.'s Interior has many people pulling on their long johns and digging their parkas out of the closet.But historically this cold snap is almost T-shirt and shorts weather.There have been several winters over the past 100 years where the mercury in the Southern Interior dropped so low, Okanagan Lake completely froze over.In those years people in Kelowna walked, skated and even drove vehicles right across the lake and to other Okanagan communities, said Okanagan Historical Society president Bob Hayes in an interview with CBC Radio One's Daybreak South.The last time Okanagan Lake froze over completely is up for debate, said Hayes."I believe the last time it froze solidly — and that's always the question — was it solidly frozen — was probably 1986 but the year that I think most people will recognize it freezing was the winter of 1968-69," he said."That was a very cold winter."Historical records from the Kelowna Public Archives show Okanagan Lake froze at least eight times over the past 110 years.The lake froze two winters in a row in 1949 and 1950.1958 and 1937 were recorded as particularly cold with stories of people using dynamite to break up ice that formed overnight on ferry routes across Okanagan Lake.-Skating and driving on the lake-"People had fun on the lake too. They would go an skate and they would drive their vehicles," Hayes said."I well remember people doing donuts out on the lake. It was a form of recreation."Hayes said he remembers a motorcycle once fell through the ice.Articles in the Kelowna Public Archives also mention instances of vehicles falling into the lake including a car that successfully drove from Kamloops to Penticton, but fell through ice on the return trip.A team of horses and a tow rope had to be used to remove the car from the water.Hayes said 1968 was the coldest winter he has every experienced growing up in Kelowna."Once the lake freezes, it creates its own climate and it is like being in an ice age or living on a glacier," he said."It was bitterly cold. The alert has affected 460 million people, according to Greenpeace East Asia, which calculated that about 200 million people were living in areas that had experienced levels of air pollution more than 10 times above the guideline set by the World Health Organization.Members of the public closely watch levels of PM2.5, particles measuring 2.5 microns across that are easily inhaled and damage lung tissue. The World Health Organization designates the safe level for the tiny, poisonous particles at 25 micrograms per cubic meter. On Tuesday morning, the PM2.5 reading in Beijing climbed above 300. In many northern Chinese cities, the reading has exceeded 500 micrograms per cubic meter.State media reported that 169 flights have been cancelled at Beijing Capital International Airport, where visibility fell at one point to 300 metres (984 feet). Cyberstalking is more prevalent among single, never-married young women, a new study from Statistics Canada shows.The study of internet users aged 15 to 29 also showed those with a history of being victimized are much more likely to experience cyberstalking, or cyberbullying.The results come as no surprise to Ron MacLeod, a cybersecurity specialist who has worked in the industry for about 30 years and is currently the president of the High Technology Crime Investigation Association for Atlantic Canada.Young women tend to live their social life online, through online dating sites and the use of social media, said MacLeod, the father of two teens."Unfortunately, the online world is a bit of a jungle and within that jungle there are predators with malicious intent that will take that information and sort of use it against you," he said.He urges people to carefully consider what personal information they share, who they share it with and how they share it."You know perhaps we don't necessarily need to know where you're having lunch that day, or what your plans are for this weekend, or when you're travelling or who your latest romantic involvement is with," he said."So I ask people to step back and take a very close look at the types of information that they're readily sharing out to the ether."In 2014, seven per cent of young women reported that they had been cyberstalked, versus five per cent of young men., according Statistics Canada. Similarly, the single/never-married population was also more at risk of being a victim of cyberstalking, at six per cent, compared with four per cent for those who had ever been (or were currently) married or living common-law.-Correlation with past abuse-About 17 per cent of the population aged 15 to 29 that accessed the internet at some point in the previous five years reported they had experienced cyberstalking or cyberbullying. Of those, 31 per cent reported experiencing both.Young Canadians with a past experience of victimization were significantly more likely to experience cyberbullying and cyberstalking. For example, 31 per cent of those who were physically or sexually assaulted before the age of 15 experienced either cyberstalking or cyberbullying, compared with 13 per cent of those who did not report an experience of assault.MacLeod believes the correlation between cyberstalking or cyberbullying and people who have previously been victimized in another way is due to the fact they are more readily able to recognize abuse.Being a victim of either cyberstalking or cyberbullying raises the risk of having a reported emotional, psychological or mental health condition and a low level of trust in people at school, work, or in the neighbourhood, the report found.-May continue for another generation-MacLeod said the results left him with an "overwhelming sadness that, you know, we're still dealing with this and the knowledge that we're going to be dealing with it for maybe another generation.""There are lot of people that look at these situations and say, 'We've got to get out there and have awareness programs,' and there's sort of an underlying belief that perhaps we can correct this in a couple of years," said MacLeod."But the truth is we are just in the very early stages of the adoption of a new technology that is radically influencing the way that we live our lives and it may be a generation or two before we would mature enough into our use of that technology that we would begin to address these types of problems."In the meantime, people should not live in fear, he said, but should take precautions to protect themselves.

VANCOUVER — Anastasia Lin says when she first learned about allegations the Chinese government was harvesting organs from religious prisoners to fuel its transplant industry, she decided to use an unconventional platform to raise awareness.Lin spoke out about the alleged plight of Falun Gong practitioners in China while taking part in the 2015 Miss World Canada beauty pageant, which she won.Since then, she has become an outspoken critic of the Chinese government."To not do anything is just so wrong," said Lin, 26, who is based in Toronto but spent her teenage years in Vancouver after emigrating from China with her mother."Public pressure works. We have way more leverage than we think we do," she said. "We might think that China is this big, tough bully that just doesn't listen to anyone. But that's not true."Falun Gong is a spiritual practice that emerged in China in the early 1990s, but by the end of the decade it had prompted a crackdown by the Chinese Communist Party.Falun Gong spokesman Joel Chipkar alleges the persecution was prompted by the organization's unwillingness to cede control to the Chinese government.Reports from human rights organizations such as Amnesty International have emerged of thousands of imprisoned Falun Gong followers being executed for their body organs.Multiple requests for comment to the Chinese Embassy in Ottawa and the Chinese Consulate in Vancouver went unanswered. The government officially asked the High Court of Justice for a one-month delay in the evacuation of the Amona on Tuesday evening, two days after it promised residents of the West Bank outpost to do so as part of a deal for them leave peacefully.The state asked the court for a 45-day delay of the evacuation, which currently has to be carried out by Saturday, in order to prepare temporary housing solutions for the families slated to be evicted, according to a statement from the State Attorney’s office.Residents of Amona voted Sunday to accept a proposal that would see 24 of the 41 families moved to an adjacent plot of land while the government worked towards building permanent homes for all residents and creating a new settlement in the area.But the state would not request a further delay even if the preparations for temporary homes were not completed, the statement read.If the request is accepted by the court, the new final date for the evacuation would be February 8, 2017.Amona is the largest of about 100 unauthorized outposts — erected without permission but generally tolerated by the government — that dot the West Bank. The meeting lost its quorum, according to B’nai Brith Canada.The resolution, which was submitted by a member of the Ryerson Hillel Jewish students’ group, called on the Student Union to offer annual Holocaust education programs to emphasize “the value of pluralism and the acceptance of diversity.” There was no mention of Israel.Members of StandWithUs, a pro-Israel non-profit organization active on university campuses across North America, advocated for the resolution to be passed and believe that it will create a more inclusive atmosphere on campus.“I am very happy that the RSU made the right decision” Tamar Lyons, StandWithUs Canada Emerson Fellow at Ryerson University, said in a statement released by StandWithUs Canada.“This has been the second year in many that Jewish students can feel safer and included on campus. IDF soldiers raided a gun-making workshop in the West Bank early Monday morning, which the army described as one of the largest weapons factories ever found there.The workshop was located in the underground basement of a residential building in the city of Hebron.IDF forces confiscated 15 lathes for producing guns, dozens of Carl Gustav-style guns, parts of M-16 rifles and large quantities of ammunition, according to an IDF colonel who took part in the raid.The owner of the factory and his son were arrested by the IDF.In the past year, Israeli security forces have shut down 40 gun-making workshops, which manufactured guns such as those used in the Sarona Market shooting attack in Tel Aviv in June, and which have became ubiquitous throughout the West Bank during the recent terror wave.Israeli security forces have also confiscated over 420 guns during this time, according to an IDF spokesperson.Since a nearly year-long wave of terrorist attacks began in October 2015, Israeli security forces have carried out nightly arrests of Palestinians in the West Bank possessing weapons and involved in gun manufacturing and smuggling.While many of the hundreds of weapons captured were army issue, others were improvised weapons built in illegal gun making workshops. Their street value is significantly less than higher quality guns such as a M-16 rifle, making them easier to acquire.

An Israel Defense Forces tank shelled a Hamas position in the Gaza Strip on Monday, after Israeli troops came under fire while carrying out routine repairs on the border fence.Shots were fired towards Israeli soldiers by the fence along the largely closed border by unknown assailants, the army said in a statement.“In response, tanks targeted a Hamas post,” the IDF said.Sources close to the Hamas-run interior ministry said the tanks targeted an observation tower near the Al-Bureij refugee camp in central Gaza.According to Palestinian media reports quoted in the Hebrew-language media, the tank fired three shells at the Hamas post.No casualties were reported on either side.No group has yet to take responsibility for the attack on the troops. MK Basel Ghattas of the Joint (Arab) List faction admitted Tuesday he had smuggled cellphones and coded messages to terror convicts in an Israeli prison, but insisted his actions amounted to “humanitarian and moral activism.”“The prisoners issue is unbearably painful. My visits to the prisoners are part of my humanitarian and moral activism,” he said shortly after a three-hour police questioning at the national serious crimes unit of the Israel Police in Lod.“The prisoners are suffering under difficult conditions, and dealing with this issue is part of my public and parliamentary work, which I am carrying out responsibly. I have nothing to hide. We are entering and leaving these interrogations with our heads held high,” he said.After the allegations against Ghattas surfaced this week, lawmakers on Tuesday issued a blanket ban on Knesset members visiting prisoners serving time for terrorism and other security crimes. The vote to institute the ban took place at a Knesset House Committee meeting dealing with the suspicions that Ghattas, of the Arab Joint List faction, smuggled miniature phones and coded intelligence information to Palestinian prisoners serving time for terror acts at Ketziot Prison south of Beersheba.The admission, first reported by Channel 2, came after police reportedly showed Ghattas video footage of him delivering the phones and messages during a visit Sunday with two Palestinian security prisoners. If the incoming Trump administration moves the US embassy to Jerusalem, the PLO will revoke its recognition of Israel, the prospect of a two-state solution will be over, and any hope of Israeli-Palestinian peace in the future will vanish, the top Palestinian negotiator Saeb Erekat warned on Monday.Speaking on a conference call organized by the Wilson Center policy forum in Washington, DC regarding expectations from the Trump administration, Erekat reeled off a list of what he said would be the consequences of President-elect Donald Trump honoring his campaign pledge and relocating the US embassy from Tel Aviv to Jerusalem.Erekat said he would immediately resign as the chief Palestinian negotiator, and that “the PLO will revoke its recognition of Israel” as well as all previously signed agreements with Israel.Furthermore, said Erekat, all American embassies in the Arab world would be forced to close — not necessarily because Arab leaderships would want to close them, but because the infuriated public in the Arab world would not “allow” for the embassies to continue to operate.In a statement issued by the Trump transition team on Friday announcing David Friedman as Trump’s choice for ambassador to Israel, Friedman said he aimed to “strengthen the bond between our two countries and advance the cause of peace within the region,” and that he looked “forward to doing this from the US embassy in Israel’s eternal capital, Jerusalem.”Asked about the prospect of Trump moving the embassy to the Israeli capital, Prime Minister Benjamin Netanyahu said last week that this would be “great.”In Monday’s call, Erekat castigated the selection of Friedman, citing the intended ambassador’s stated desire to work from Jerusalem and his support of settlement expansion.
