Conservative cardinals challenge Pope over teachings on family-[Reuters]-By Philip Pullella-November 14, 2016-YAHOONEWS

VATICAN CITY (Reuters) - Four conservative Roman Catholic cardinals on Monday made a rare public challenge to Pope Francis over some of his teachings in a major document on the family, accusing him of sowing confusion on important moral issues.The cardinals - two Germans, an Italian, and an American - said they had gone public with their letter to the pope because he had not responded.The pope has clashed before with conservatives who worry he is weakening Roman Catholic rules on moral issues such as homosexuality and divorce while focusing on social problems such as climate change and economic inequality.At issue are some of the teachings in a 260-page treatise called "Amoris Laetitia" (The Joy of Love), a cornerstone document of Francis' attempt to make the 1.2 billion-member Church more inclusive and less condemning.In the document, issued in April, he called for a Church that was less strict and more compassionate towards any "imperfect" members, such as those who divorced and remarried, saying "no one can be condemned forever".Most critics have focused on what the pope's letter said about the full re-integration into the Church of members who divorce and remarry in civil ceremonies.Under Church law they cannot receive communion unless they abstain from sex with their new partner, because their first marriage is still valid in the eyes of the Church and therefore they are seen to be living in an adulterous state of sin.In the document the pope appeared to side with progressives who had proposed an "internal forum" in which a priest or bishop decide jointly with the individual on a case-by-case basis if he or she can be fully re-integrated and receive communion.Conservatives have contested this and, in their cover letter, the four cardinals asked the pope to "resolve those doubts which are the cause of disorientation and confusion".In the letter, sent to several news organizations, they said even bishops were offering "contrasting interpretations" of the rules regarding divorced and remarried Catholics.The cardinals are Raymond Leo Burke, an American who was demoted from a senior Vatican position in 2014 and who has often criticized the pope, Germans Walter Brandmuller and Joachim Meisner, and Italian Carlo Caffarra.In their letter, they officially asked the pope to take a stand on five "doubts" they have about some of the pronouncements in his document and declare whether those supersede rulings by previous popes.(Editing by Louise Ireland)

Yemen's suspected cholera cases double to 4,000-plus - WHO-[Reuters]-November 14, 2016-YAHOONEWS

GENEVA (Reuters) - Yemen is at risk of a significant cholera outbreak with the number of suspected cases doubling within 12 days to over 4,000, the World Health Organization said.The outbreak in a country ravaged by a 20-month war that has killed thousands was declared by Yemen's Health Ministry on Oct. 6. By Nov. 1 there were 2,070 suspected cases, rising to 4,119 by Sunday."The numbers of cholera cases in Yemen continue to increase, sparking concerns of a significant outbreak," the WHO said in a report on Monday.Cases confirmed as cholera by laboratory testing rose to 86 from 71 on Nov. 1. Eight people have died in the outbreak, as well as 56 from acute diarrhoea.Yemen is already beset by humanitarian problems arising from the war between a Saudi Arabia-led coalition and the Iran-aligned Houthi group which controls much of northern Yemen, including the capital Sanaa.The war has destroyed much of Yemen's infrastructure, killed more than 10,000 people and displaced millions. The United Nations says only 45 percent of health facilities are functional and two-thirds of the population has no access to safe drinking water or sanitation.The WHO said the largest cholera caseload was in the governorates of Taiz and of Aden, the site of the government's temporary capital.But deaths due to cholera have also been confirmed in Amran, Sanaa, Hajjah and Ibb, and there are 29 "hot" districts in the country, with 11 governorates affected so far, the report said.Although most sufferers have no symptoms or mild symptoms that can be treated with oral rehydration solution, in more severe cases the disease can kill within hours if not treated with intravenous fluids and antibiotics.The U.N. estimates the cholera caseload in Yemen could end up as high as 76,000 across 15 governorates.(Reporting by Tom Miles; editing by John Stonestreet)

SYDNEY (Reuters) - The powerful earthquake that struck New Zealand was unusual in that a big event on one fault may have immediately triggered a big event on a second fault, experts said on Monday.An earthquake of magnitude 7.8 pummeled central New Zealand at 12.02 a.m., killing at least two people, damaging roads and buildings and setting off hundreds of strong aftershocks."When an earthquake occurs you are changing the stress field immediately, and if there was one fault that was pretty close to breaking, the energy from an earthquake can just tip it over the edge so that may have been what happened today," Adam Pascale, head of Australia's Seismology Research Centre, told Reuters.New Zealand's GNS Science agency principal scientist Kelvin Barrowman told Radio New Zealand: "It seems like the earthquake was more like two earthquakes, but very closely spaced in time."What remains unknown, and disconcerting, is whether the high number of aftershocks were just that, or "foreshocks" preceding another large quake."Let's hope this is not a foreshock of something bigger to come, which is certainly a possibility," said Dan Jaksa, senior seismologist for GeoScience in Australia.There is recent precedent.A 9.0 magnitude earthquake in Japan in 2011 that also triggered a tsunami and killed thousands of people was preceded by a quake of magnitude 7.3 and three magnitude-6.0 quakes.The effects were felt around the world, from Norway's fjords to Antarctica's ice sheet. WELLINGTON (Reuters) - A powerful 7.8 magnitude earthquake pummeled central New Zealand early on Monday, killing at least two people, damaging roads and buildings and setting off hundreds of strong aftershocks.Emergency response teams flew by helicopter to the region at the epicenter of the tremor, which struck just after midnight some 91 km (57 miles) northeast of Christchurch in the South Island, amid reports of injuries and collapsed buildings."It's just utter devastation, I just don't know ... that's months of work," New Zealand Prime Minister John Key told Civil Defence Minister Gerry Brownlee after flying over the coastal town of Kaikoura, according to Brownlee's Twitter account.He described landslips in the area as "just horrendous". In a statement seen by Reuters, Key said of the likely damage bill: "You’ve got to believe it’s in the billions of dollars to resolve."Powerlines and telecommunications were down, with huge cracks in roads, land slips and other damage to infrastructure making it hard to reach the worst-affected areas.A tsunami warning that led to mass evacuations after the original quake was downgraded after large swells hit New Zealand's capital Wellington, in the North Island, and Christchurch.Wellington was a virtual ghost town with workers ordered to stay away while the city council assessed the risk to buildings, several of which were damaged by the tremor. Marrakesh (Morocco) (AFP) - Natural disasters drive at least 26 million people into poverty each year and cause more than $500 billion in lost consumption, far exceeding the value of damage to property alone, according to a World Bank report released Monday.Those numbers will be driven up in the coming decades as climate change amplifies the destructive power of cyclones, flooding and drought, said the report, released on the margins of high-level UN climate talks in Marrakesh.Up to now, global calculations of the damage wrought by Nature on communities have not adequately taken into account disparities in wealth, according to the 190-page report, entitled "Unbreakable: Building the resilience of the poor in the face of natural disasters".The new approach has huge implications for how and where to best spend money to make cities and rural areas more resilient to such shocks."One dollar in losses does not mean the same thing to a rich person as a poor person," said lead author Stephane Hallegatte."The same loss affects poor and marginalised people far more because their livelihoods depend on few assets, and their consumption is closer to subsistence level."Today, a government deciding where to install infrastructure to avoid urban flooding would logically favour a wealthy district that suffered $20 million of property damage over a poor one where asset losses totalled $10 million.- 'Gains in well-being' -But the calculation changes as soon as the often long-lasting human misery left in the wake of flooding in a slum area is factored in.Building dikes and drainage systems in the poorer area "would generate lower gains in avoided assets loss, but larger gains in well-being," the report said.The true cost of natural disasters have been vastly underestimated, it concluded.A recent UN study of 117 countries, both rich and developing, estimated total global asset losses from natural disasters at $327 billion (304 billion euros) a year.But if lost consumption -- when medicine or schooling for example that was barely within reach before becomes unaffordable -- is included, the bill totals about $520 billion annually, the World Bank found.Based on a global survey of 1.2 million people in 89 nations, the report also showed that 26 million people fall below the income threshold of $1.9 (1.75 euros) a day, a widely accepted measure of poverty."This is surely a conservative figure," Hallegatte told AFP.Myanmar's Cyclone Nargis in 2008, which claimed some 140,000 lives, caused some four billion dollars in damage, according to the UN.But it also forced up to half of the country’s poor farmers to sell off land and other assets to relieve debt following the cyclone, pushing them deeper and more irretrievably into hardship -- making the true cost much higher.The most deadly disasters since the start of the century -– Nargis, the Indian ocean tsunami of 2004, earthquakes in China and Haiti -– have not been caused by extreme weather events.As climate change kicks in, however, the destructive power of nature will increase, scientists say."Severe climate shocks threaten to roll back decades of progress against poverty," World Bank Group President Jim Yong Kim said in a statement."Building resilience to disasters not only makes economic sense, it is a moral imperative."

Skygazers took to high-rise buildings, observatories and beaches Monday to get a glimpse of the closest "supermoon" to Earth in almost seven decades, and snap dramatic pictures.The unusually big and bright moon appeared at its most impressive as night fell over Asia, but astronomy enthusiasts will be able to see Earth's satellite loom large anywhere in the world shortly after sunset.The phenomenon happens when the moon is full at the same time as, or very near, perigee -- its closest point to Earth on an elliptical, monthly orbit.It was the closest to Earth since 1948 at a distance of 356,509 kilometres (221,524 miles), creating what NASA described as "an extra-supermoon".Skygazers and photographers headed to the best viewing spots in Asia, where the phenomenon was visible first, hoping that cloudy skies and the perennial pollution that blights many of the region's cities would not spoil the fun.The eastern Sydney suburb of Bronte became an unexpected viewing spot as thousands of people armed with picnic mats and cameras packed its small beach near Bondi to catch a glimpse of the supermoon after a Facebook invite went viral.Loud cheers went up among the crowd as the moon made brief appearances between heavy, grey clouds before disappearing."It's really nice," Aidan Millar-Powell told AFP of the festive, community atmosphere at the beach. Russia says Aleppo rebels used chemical weapons on Syrian army: TASS-[Reuters]-November 14, 2016-YAHOONEWS

BEIRUT (Reuters) - Syrian insurgents clashed in a town near the Turkish border on Monday as inter-rebel tensions spilled over, playing to President Bashar al-Assad's advantage with the government tightening its grip on rebel-held eastern Aleppo.The confrontation in Azaz pitted a prominent Free Syrian Army (FSA) rebel group, the Levant Front, against factions that also fight under the FSA banner and the Islamist Ahrar al-Sham, sources on both sides and a group that reports on the war said.The Syrian Observatory for Human Rights said headquarters and checkpoints held by the Levant Front had been seized in the fighting, which a Levant Front official said had forced the group to withdraw some fighters from a battle with Islamic State in the nearby city of al-Bab.The fighting in Azaz, some 60 km (35 miles) north of Aleppo, also prompted Turkey, which backs a number of FSA rebel groups, to close the border crossing at Oncupinar. Adjacent to Bab al-Salam in Syria, it is a major conduit for traffic between opposition-held northern Syria and Turkey.Rebel officials described the fighting as a blow to the opposition in the Aleppo region. BAYBUKH, Iraq (Reuters) - Hundreds of civilians who fled fighting near Islamic State-controlled Mosul last week are stranded without basic humanitarian assistance, underlining the challenges of the largest military operation in Iraq in over a decade.Families have been living for up to six days in abandoned homes and a school building in the village of Baybukh, about 6 km (4 miles) from the frontline at Mosul's northern border.The army is fighting within sight of city neighborhoods, but advances have been slowed by the presence of civilians who officers say are being used by the militants as human shields.Four weeks into the campaign to crush Islamic State in Mosul, the city is almost surrounded. The 9,000-pound uranium-235 bomb took 43 seconds to fall from the aircraft, which was flying at 31,060ft. Prime Minister Benjamin Netanyahu said Sunday he supports a bill to bar mosques from using loudspeaker systems for the Muslim call to prayer, and pointed to similar restrictions in European and even some Muslim countries as justification for the move.The prayer calls, traditionally announced through minarets five times a day and often amplified with loudspeakers, have been a frequent target of right-wing ire, with some claiming they are an unnecessarily loud nuisance that echoes in Jewish towns and neighborhoods.Arab lawmakers attacked the proposal as a hate-fueled assault on Muslim freedom of religion.Speaking ahead of a vote on the bill in the Ministerial Committee for Legislation, the prime minister said that the blared prayer calls are a public nuisance that cuts across all religious denominations.“The Muslims, the Jews, and the Christian are all suffering from this,” he said. “I can’t tell you how many times people have approached me, from all walks of Israeli society, who are crying out about the suffering that is caused by excessive noise reaching them from prayer house announcements.”Legislative efforts to stymie the calls have always failed to garner large-scale support, though, and it’s unclear whether this newest bid will find more backing. The bill, penned by Jewish Home MK Moti Yogev, was set to be voted on by the committee in March but was removed from agenda hours before the scheduled meeting.“Israel is a country that respects freedom of religion for all,” Netanyahu continued. “Israel is committed to protect anyone who suffers from the excessively loud calls. That is the custom in many European cities. Anyone who feels like he is in Europe, and thinks this is Europe, should consider going there.”Likud MKs Miki Zohar and Nurit Koren, Jewish Home MKs Bezalel Smotrich and Shuli Muallem-Refaeli, and Kulanu MK Merav Ben-Ari have also endorsed the legislation.The bill would aim to prevent both loud calls to prayer and “conveying religious or nationalist messages, or even words of incitement,” and seeks to ban sound systems at all houses of prayer in the country, not just mosques.“Hundreds of thousands of Israeli citizens — in the Galilee, Negev, Jerusalem, Tel Aviv-Jaffa and other places in central Israel — suffer regularly and daily from the noise caused by the call of the muezzin from mosques,” reads the proposed legislation.“The noise made by these public calls disturbs the rest of the citizens several times a day, including in the early mornings and at nighttime,” it says.Some 20 percent of Israel’s population are Arab, most of them Muslim, making the calls to prayer a familiar sound in many parts of the country.The issue of muezzin loudspeakers have been a source of friction in areas where Jews and Arabs live in close quarters. Prime Minister Benjamin Netanyahu on Sunday hailed the legacy of slain prime minister Yitzhak Rabin, and likened the landmark 1995 peace deal Rabin brokered with the Palestinians to his own government’s efforts to renew deadlocked peace talks.Addressing the state memorial marking the 21st Hebrew anniversary of Rabin’s murder, Netanyahu noticeably avoided the partisan, political controversy surrounding the 1995 assassination, including claims his own rhetoric led to the murder, and instead focused the bulk of his remarks on the late prime minister’s “fierce” pursuit of peace and the global threat of Islamic extremism.“Rabin strove for peace, but he also recognized the unwillingness of many Palestinians to make peace,” Netanyahu said, adding that the late prime minister “never for a moment took his eyes off the dangers we face.”“He understood early on that security was the cornerstone of our existence, and often spoke of the threat of radical Islam faced by Israel and the rest of the free world,” Netanyahu said. “Today we still face that same threat, but it is even greater now than during Rabin’s time.”Despite these regional threats, Netanyahu said Rabin “fiercely” continued to extend his hand in peace.“I have also extended my hand in peace, but time after time the Palestinians refuse to engage in peace talks or recognize a Jewish state within any borders,” he said.During the speech, Rabin’s daughter Dalia Rabin could be seen openly rolling her eyes.The 1995 Oslo Accords, signed by Rabin’s government and seen as a major steppingstone toward an eventual peace deal, created the Palestinian Authority, for the first time giving the Palestinians autonomy and creating a pathway toward eventual statehood.The groundbreaking agreement was seen as dangerous by the Israeli right, including Netanyahu, and Rabin eventually paid with his life when far-right extremist Yigal Amir shot and killed him at a peace rally in Tel Aviv on November 4, 1995.During Netanyahu’s last seven years in office, at least two attempts at peace talks have fallen apart without an agreement, though the Israeli leader maintains he is open and willing to engage in talks without preconditions.However, many critics see his right-wing dominated government as an impediment to peace talks and view Netanyahu as not only the polar opposite of Rabin, but partially responsible for his murder.After Rabin’s murder, some castigated Netanyahu and other right-wing leaders for contributing to the incendiary political climate that led to the assassination.In the weeks before his assassination, Netanyahu and other senior Likud members attended a right-wing political rally in Jerusalem where protesters branded Rabin a “traitor,” “murderer” and “Nazi” for signing a peace agreement with the Palestinians earlier that year.Critics say Netanyahu — who can be seen in photographs standing on a balcony above Zion Square as the protesters carried a black-draped coffin bearing Rabin’s name through the crowds — ignored inflammatory rhetoric that incited to Rabin’s murder.On Saturday, Netanyahu rebuffed allegations that he contributed to the anti-Rabin incitement in a video posted to his Facebook page.In the post, Netanyahu denounced the “shocking political assassination” of his former political rival, and said he was the victim of “attempts to distort the historical truth and attribute the incitement that preceded his murder.”Last week, Netanyahu came under fire from left-wing and centrist lawmakers after he failed to condemn a claim by fellow Likud MK and coalition chairman David Bitan that Rabin’s assassination was “not political.”At the memorial event, the prime minister said Rabin’s legacy must focus on his lifetime of accomplishments for Israel, and not just on his murder.“I am concerned about that the story of Yitzhak’s life will always stand the under the shadow of its tragic final moments,” Netanyahu said. “But that’s not the whole story.
