The official turnout was listed as 44 percent - spoiled and illegible ballots accounting for the difference.On the night of the vote, Orban hailed the result, announced a constitutional amendment and a continued fight in Brussels, but made no mention of the invalidity of the vote.The government's spin has been focusing on the result, rather than whether the referendum is valid or not."Nine out of 10 Hungarian voters said Hungary has a right to an independent decision on immigration," says their argument."Fifteen percent more participated now than in the EU membership vote. KUNDUZ, Afghanistan (Reuters) - Taliban fighters entered the northern Afghan city of Kunduz on Monday, almost exactly a year after they briefly seized it in their biggest success of the 15-year war, while heavy fighting in the south underscored the country's deteriorating security.Sheer Ali Kamawal, commander of the 808 Tandar police zone in Kunduz, said the attack began at around midnight (3.30 p.m. ET Sunday) and fighting was going on in and around the city. ANKARA, Turkey (AP) — Officials say at least 13 Kurdish militants and two soldiers have been killed in violence in Turkey's mainly Kurdish southeast.A military statement said Monday that Turkey's security forces killed 13 rebels of the Kurdistan Workers' Party, or PKK, during three separate operations in the provinces of Sirnak and Hakkari, near the border with Iraq, and in Agri province, bordering Iran.The state-run Anadolu news agency reported that two soldiers also died in Hakkari after PKK rebels detonated a roadside bomb that struck their military vehicle.Fighting between state forces and the PKK resumed last year after a cease fire collapsed.Anadolu says more than 600 security force members and thousands of PKK militants have been killed since then.The PKK is considered a terror organization by Turkey and its allies.
