Russia has grown impatient, with top officials several times suggesting an imminent deal, only to have American officials counter that the sides weren't close. The bombing runs from a base near the Iranian city of Hamedan, 175 miles southwest of Tehran, may have been a reminder to the Obama administration that Moscow could be cozying up to Iran if Washington doesn't come around."The Russians are showing they have options in Syria while they have Washington over a barrel on Aleppo," said Andrew Tabler, a Syria expert at the Washington Institute for Near East Policy. OTTAWA — The Liberal government is looking at making counter-radicalization counselling mandatory for people under anti-terrorism peace bonds, the public safety minister says.Ralph Goodale floated the idea one week after jihadi sympathizer Aaron Driver was killed by police in Strathroy, Ont.Driver, 24, was under a court-ordered peace bond intended to limit his activities but he was able to obtain explosives, plan an apparent attack and film a martyrdom video.Police got wind of his plans through a tip from the U.S. Federal Bureau of Investigation and intercepted him as he was leaving his southwestern Ontario home in a taxi.There were some ad hoc interventions aimed at helping deradicalize Driver but nothing deliberate and well-organized, Goodale said Wednesday after a speech to the Canadian Association of Chiefs of Police.The government is looking for ways to make peace bonds more effective — perhaps involving community outreach organizations — or to find alternatives to the tool, which is not a panacea, he said."It's not a perfect solution to every situation."About a dozen people are currently under anti-terrorism peace bonds.The RCMP has acknowledged that Driver was not under constant surveillance."That is obviously a lesson that one needs to look at very carefully, as a result of the incident in Strathroy," Goodale said. NAIROBI, Kenya — The soldier pointed his AK-47 at the female aid worker and gave her a choice."Either you have sex with me, or we make every man here rape you and then we shoot you in the head," she remembers him saying.She didn't really have a choice: By the end of the evening, she had been raped by 15 South Sudanese soldiers.On July 11, South Sudanese troops, fresh from winning a battle in the capital, Juba, over opposition forces, went on a nearly four-hour rampage through a residential compound popular with foreigners, in one of the worst targeted attacks on aid workers in South Sudan's three-year civil war. They shot dead a local journalist while forcing the foreigners to watch, raped several foreign women, singled out Americans, beat and robbed people and carried out mock executions, several witnesses told The Associated Press.For hours throughout the assault, the U.N. peacekeeping force stationed less than a mile away refused to respond to desperate calls for help. Neither did embassies, including the U.S. Embassy.The Associated Press interviewed by phone eight survivors, both male and female, including three who said they were raped. The other five said they were beaten; one was shot. Most insisted on anonymity for their safety or to protect their organizations still operating in South Sudan.The accounts highlight, in raw detail, the failure of the U.N. peacekeeping force to uphold its core mandate of protecting civilians, notably those just a few minutes' drive away. The Associated Press previously reported that U.N. peacekeepers in Juba did not stop the rapes of local women by soldiers outside the U.N.'s main camp last month.The attack on the Terrain hotel complex shows the hostility toward foreigners and aid workers by troops under the command of South Sudan's President Salva Kiir, who has been fighting supporters of rebel leader Riek Machar since civil war erupted in December 2013.Army spokesman Lul Ruai did not deny the attack at the Terrain but said it was premature to conclude the army was responsible. Eventually, he was told to leave. He made his way to the nearby U.N. compound and appealed for help.Meanwhile, soldiers were breaking into a two-story apartment block in the Terrain which had been deemed a safe house because of a heavy metal door guarding the apartments upstairs.The soldiers then sexually assaulted women and shot through the door of a bathroom where several people were hiding, said Jesse Bunch, an American contractor who was hit in the leg."We kill you! We kill you!" the soldiers shouted, according to a Western woman in the bathroom. "They would shoot up at the ceiling and say, 'Do you want to die?' and we had to answer 'No!'"The soldiers found John Gatluak, a South Sudanese journalist. The tribal scars on his forehead made it obvious he was Nuer, the same as opposition leader, Machar.The soldiers then forced the foreigners to stand in a semi-circle, said Gian Libot, a Philippines citizen.One soldier ranted against foreigners. "He definitely had pronounced hatred against America," Libot said, recalling the soldier's words: "You messed up this country. You're helping the rebels."Then Gatluak was hauled in front of the group. One soldier shouted "Nuer," and another soldier shot him dead.From the start of the attack, those inside the Terrain compound sent email, text and Facebook messages pleading for help."All of us were contacting whoever we could contact. The U.N., the U.S. embassy, contacting the specific battalions in the U.N., contacting specific departments," said the woman raped by 15 men.A member of the U.N.'s Joint Operations Center in Juba first received notice of the attack at 3:37 p.m., minutes after the breach of the compound, according to an internal timeline compiled by a member of the operations centre and seen by AP. The timeline shows other appeals for help.The American who was released requested help from three different U.N. battalions."Everyone refused to go. Ethiopia, China, and Nepal. All refused to go," he said."The peacekeepers did not venture out of the bases to protect civilians under imminent threat," Human Rights Watch said Monday in a report on abuses throughout Juba.Eventually, South Sudanese security forces entered the Terrain and rescued all but three Western women and around 16 Terrain staff. A private security firm rescued the rest the next morning.Asked why U.N. peacekeepers didn't respond to repeated pleas for help, the U.N. said it is investigating."Obviously, we regret the loss of life and the violence that the people who were in Hotel Terrain endured, and we take this incident very seriously," the deputy spokesman for the U.N. secretary-general, Farhan Haq, told reporters Monday.The U.S. Embassy, which also received requests for help during the attack, "was not in a position to intervene," State Department spokeswoman Elizabeth Trudeau told reporters Monday. The plan is part of the Asteroid Redirect Mission (ARM), in which the agency hopes to capture part of an asteroid and drag it back to Earth within the next decade.From September 2016 until August 2018, the agency will accept proposals from private companies for its ARM Umbrella for Partnerships (ARM-UP) in areas such as partner-provided payloads and experimentation on the asteroid.NASA’s asteroid capture mission consists of two distinct stages planned for 2021 and 2026 respectively.During the first stage, called the Asteroid Redirect Robotic Mission (ARRM), the agency will send a robotic vessel to a near-Earth asteroid where it will survey the surface in a series of close flybys. After identifying a manageable boulder, the vessel will descend on the asteroid, capture the boulder, lift off, and drag the object back to lunar orbit. However, just before the vessel travels to the Moon, it will perform a “planetary defense demonstration,” in which it will use the gravitational attraction between the asteroid and the spacecraft to gently deflect the asteroid’s trajectory.Astronauts will travel to the boulder aboard an Orion spacecraft in the second phase, the Asteroid Redirect Crewed Mission (ARCM). In this mission, the crew will collect asteroid samples and return them to Earth for study, which NASA says will mark the single biggest haul of asteroid material ever returned to Earth by a space mission. In the first six months of this year, foreign central banks sold a net $192 billion of U.S. Treasury bonds, more than double the pace in the same period last year, when they sold $83 billion.China, Japan, France, Brazil and Colombia led the pack of countries dumping U.S. debt.It's the largest selloff of U.S. debt since at least 1978, according to Treasury Department data."Net selling of U.S. notes and bonds year to date thru June is historic," says Peter Boockvar, chief market analyst at the Lindsey Group, an investing firm in Virginia.U.S. Treasurys are considered one of the safest assets in the world. A lot of countries keep their cash holdings in U.S. government bonds.Many countries have been selling their holdings of U.S. Treasuries so they can get cash to help prop up their currencies if they're losing value.The selloff is a sign of pockets of weakness in the global economy. Low oil prices, China's economic slowdown and currencies losing value are all weighing down global growth, which the IMF described as "fragile" earlier in the year.Despite all the selling by these countries, private demand for the bonds has sky rocketed. Four Palestinian men were arrested Tuesday morning in the southern Eshkol region minutes after crossing from the Gaza Strip into Israel, according to Hebrew media reports.IDF troops reportedly apprehended the men shortly after they crossed into Israeli territory.They were said to be carrying wire-cutters used to cut through the border fence.The Eshkol region lies between the southern Israeli cities of Ashkelon and Beersheba and contains the majority of Israel’s land border with the Gaza Strip.The border fence contains a bevy of sensors and cameras to support the large number of soldiers who regularly patrol the area. Infiltrators are typically caught within hours, if not sooner.Last week, however, a Palestinian man who sneaked into Israel from the Strip evaded capture for nearly 24 hours before he was picked up by security forces. On Tuesday afternoon, soldiers monitoring the closed-circuit cameras along the southern border with Gaza noticed the man cross into Israeli territory in the Eshkol region. The man was found by Border Police officers over six miles (10 kilometers) inside Israeli territory, hiding near some greenhouses outside the town of Netivot.

Israel’s security services broke up two terror cells, which had been created by the Hezbollah terrorist organization, arresting nine suspected members over the past few months, officials revealed Tuesday.Hezbollah operatives from the group’s Unit 133 — its foreign operations unit — working out of Lebanon and the Gaza Strip recruited members in the West Bank, Gaza Strip and within Israel through social media sites, notably Facebook, the Shin Bet security service said.The terror cells had planned to carry out suicide bombings and ambush IDF patrols in the West Bank. They received funding from Hezbollah, and some members had begun preparing explosive devices for use in attacks, the Shin Bet says.“The Hezbollah organization has recently made it a priority to try to spark terror acts, doing so from far away, while attempting to not clearly expressing its involvement,” the Shin Bet said in a statement.The terror operatives were arrested earlier this summer, but information about the case was kept under a court-issued gag order. The Shin Bet has credited their operation with thwarting a number of terror attacks against Israeli targets in the West Bank and Israel.According to Israel’s security forces, the ringleader of the West Bank terror cell was Mustafa Kamal Hindi, 18, a resident of Qalqilya.During his interrogation, Hindi told interrogators that he’d been recruited through a Facebook page, “Palestine the Free,” where Hezbollah posted “anti-Israel and pro-jihad content,” the Shin Bet said.Through the page, Hindi was in contact with a Hezbollah operative known only as “Bilal.” The two began speaking through the social media site, but later moved to encrypted forms of communications to avoid detection, the Shin Bet said.Following instructions from “Bilal,” Hindi recruited additional members for the terror cell in order to carry out a shooting attack against an IDF patrol in Qalqilya, the security service said.In June 2016, before they could carry out the alleged attack, Israeli security forces arrested Hindi and the other members of the terror cell: Mehmed Majd Mehmed Amin Daoud, Taher Mehmed Mahmoud Nofal, Islam Iyad Zahir Abu-Sha’ib and Bara’a Iyad Mehmed Sa’id Hemad.All residents of Qalqilya, the alleged terrorists were between the ages of 18 and 22.Daoud, who also maintained connections with the Hamas terrorist group, is accused of assisting Hindi in recruiting the other members, the Shin Bet said.Nofal allegedly purchased the material necessary to create explosive deices for the group, which Hemad helped him to manufacture. Meanwhile, Sha’ib collected intelligence about the IDF patrols in the area in order to plan the attack, the agency said.In addition to the explosive devices, the group had also acquired rifles and begun training to use both, according to the Shin Bet.Soon after the arrest two months ago, the cell was indicted by a West Bank military court with a number of charges, including planning a terror attack.One Hezbollah operative from the Gaza Strip is believed to have recruited three Palestinian men from the West Bank, ranging in age from 22 to 49, to carry out shooting and suicide bombing attacks, the Shin Bet said.‘Najm also agreed to recruit others to join Hezbollah and eventually carry out a suicide bombing on an Israeli bus “in exchange for $900″‘Mehmed Fa’iz Abu-Jadian, a resident of the Gaza Strip and member of Hezbollah’s Unit 133, reached out to Usama Nu’af Sid Najm, a 36-year-old resident of Qabalan, south of Nablus, through Facebook.After making initial contact through the social media, Abu-Jadian instructed Najm to use a computer encryption program in order to contact Hezbollah operatives in Lebanon, according to the investigation.Najm also agreed to recruit others to join Hezbollah and eventually carry out a suicide bombing on an Israeli bus “in exchange for $900,” the Shin Bet said.Najm, along with a resident of the Gaza Strip, Louie Taisir Ali Salame, also spoke with Yousef Mehmed Yousef Hajajrah, a member of the Popular Front for the Liberation of Palestine (PFLP) based in Syria, in order to form a branch of the PFLP in the northern West Bank, the Shin Bet said.On March 17, 2016, Najm was arrested and indicted a short time later for “belonging to a terrorist organization, contacting the enemy and importing the enemy’s funds into the region,” the Shin Bet said.Jenin refugee camp resident Ma’aman Issam Abd al-Rahman Nashrati, 22, who had previously been arrested for taking part in riots and was suspected of throwing pipe bombs at Israeli forces, was also recruited to join the Hezbollah terrorist organization through Facebook, the security service said.Abu-Jadian instructed Nashrati to purchase an M-16 assault rifle in order to carry out a shooting attack on IDF troops in the Jenin area, according to investigators.The Gaza-based Hezbollah operative spoke to Nashrati by telephone, as well as through Facebook and secret email accounts. In exchange for recruiting additional operatives and carrying out the shooting attack, Nashrati was “promised that afterwards he would be paid NIS 30,000 ($8,000),” the Shin Bet said.Nashrati was arrested on May 31, 2016, and was later indicted in a military court.From Gaza, Abu-Jadian also recruited 49-year-old Mustafa Ali Mahmoud Basharat, a resident of Tamun in the northern West Bank and former member of the PFLP.Similar to the other men, Basharat was first contacted through social media, before moving on to emails, phone calls and finally an encrypted communication program, the Shin Bet said.In his conversations with Abu-Jadian and other members of Hezbollah, Basharat “expressed his willingness to assist Hezbollah in any way, from carrying out terror attacks to collecting intelligence on targets for attacks. Basharat told his handlers that he had 30 years of experience in security activity. He expressed willingness to recruit others for deployment by Hezbollah and even noted that he was interested in learning how to make explosives devices,” the security service said. ‘The Security Council must finally designate Hezbollah a terrorist organization’-Israeli forces arrested Basharat on June 2, 2016, charging him with belonging to an illegal organization and holding a position in an illegal organization.Within Israel, the Shin Bet also detected multiple attempts by Hezbollah to recruit operatives among the country’s Arab population through a Facebook profile that posted anti-Israel and pro-Palestinian sentiments.In response to these recent attempts by Hezbollah to recruit residents of the West Bank and Israel, Ambassador to the UN Danny Danon called on the international organization to formally recognize Hezbollah as a terror group.“The international community must condemn Hezbollah’s attempts to harm innocent Israeli civilians, and the Security Council must finally designate Hezbollah a terrorist organization,” Danon said in a statement.
