16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.
19 From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

Dore Gold: The way it is now, peace talks won’t go very far-Foreign Ministry chief recalls witnessing 1975 terror attack in Jerusalem, whose perpetrator was recently honored by the PA-By Raphael Ahren July 20, 2016, 4:31 pm-THE TIMES OF ISRAEL

Foreign Ministry director-general Dore Gold on Wednesday indicated that Israeli-Palestinians peace negotiations were doomed to fail as long as Ramallah continues to glorify terrorists. In a video posted to the Foreign Ministry’s Twitter account, Gold also called on Palestinian Authority President Mahmoud Abbas to “tear down” a recently erected monument of a terrorist who carried out a deadly attack 41 years ago, recalling having witnessed the bombing when he was a student living in Jerusalem.“The way it is now, we’re not going to be able to get very far in any kind of negotiation. Because negotiation requires a culture of peace and not a culture of death,” Gold says in the video.“So I am hoping that Mahmoud Abbas, who heads the PA, who heads the Fatah movement, will tear down that monument.”The PA recently unveiled a statue in the West Bank town of Ramallah to honor the “martyr” Ahmad Ibrahim Jbara, known in Israel by his nom de guerre Abu Sukar. On July 4, 1975, Abu Sukar together with Bassam Tbila carried out a terror attack in Jerusalem’s central Zion Square by exploding a bomb hidden in a refrigerator. Fourteen people were killed and 80 injured.‘I was shopping innocently until suddenly I heard this loud explosion. I turned around and saw bodies strewn everywhere’Gold was a 21-year-old student at the time, he recalled in the clip. “It was Friday and I was doing my shopping innocently until all of a sudden I heard this incredibly loud explosion. I turned around and I saw bodies strewn everywhere. Apparently there had been a terrorist attack. The Fatah organization had brought a refrigerator packed with explosives and placed it right across the street, in front of a hardware store.”Standing on Zion Square, Dold said he recently learned of the statute honoring Abu Sukar. “That’s the education that the Palestinian Authority wants to give to Palestinian children?” he asks incredulously, calling on Abbas, who heads the Fatah movement today, to “tear down that monument.”Prime Minister Benjamin has also chided the PA for honoring the terrorist. “Abu Sukkar murdered 15 people by detonating a refrigerator filled with explosives on a busy Jerusalem street. Rather than dedicate a statue to a mass murderer, I ask that you consider honoring a champion of co-existence,” he said in a recent video addressing Abbas. “This will help educate future generations to love peace over war, compassion over violence. It will also help convince Israelis that they have a true partner for peace.”In 1977, two years after carrying out the deadly attack, Abu Sukar was sentenced to a lifelong prison sentence but was released in 2003 as goodwill gesture to the PA before the Aqaba summit. He rejoined the Palestinian leadership, serving as an adviser to Yasser Arafat. He died in 2003 after suffering a heart attack.

Syria post near Golan border bombed, unclear if Israel involved-IDF declines to comment on report of jets hitting Assad government-held building near Quneitra; Hezbollah points finger at Nusra Front-By Ilan Ben Zion July 20, 2016, 1:33 pm-THE TIMES OF ISRAEL

A Syrian government building near the Golan border was bombed Wednesday, with some reports initially attributing the attack to Israel. However, Hezbollah and several Arab media outlets indicated the building in Medinat al-Ba’ath had been attacked by rebel groups. It wasn’t immediately clear what purpose the building served, or whether it was occupied at the time of the strike. There was no immediate word on casualties.Unconfirmed reports indicated that the planes targeted Hezbollah operatives in the area. The Lebanese Al-Mayadeen news agency denied the accuracy of reports attributing the bombing to Israeli airstrikes in Syria, quoting Hezbollah saying the al-Qaeda affiliated Nusra Front launched rockets at Quneitra, inflicting casualties. The Local Coordination Committees in Syria, meanwhile, claimed Free Syrian Army forces fired rockets at Assad forces in Medinat al-Ba’ath.The Syrian Qasioun news agency claimed that the building was an Assad government command post that may have been used for Hezbollah activities. There was no immediate response to the reports in the Syrian official news agency and the IDF Spokesman’s Unit said it didn’t comment on reports regarding Israeli strikes in Syria.Shortly after the reported strike, the Local Coordination Committees in Syria reported that Assad government helicopters bombed the nearby towns of Umm Batna and Ajraf.Syrian Army artillery then were said to target and destroy Nusra Front positions in response to the reported rocket attacks on Medinat al-Ba’ath.Earlier in the day, gunfire hit an army post near the Israeli town of Metulla on the Lebanon border. The IDF said it was investigating but believed the bullets to be stray fire from across the border. On Tuesday, Prime Minister Benjamin Netanyahu marked 10 years since the Second Lebanon War with Hezbollah by warning that “if the need arises, we will respond to aggression — and the response will be powerful. Whoever thinks they will find ‘spiderwebs’ here will get… an iron fist.”He was alluding to a 2000 speech by Hezbollah leader Hassan Nasrallah, in which he called the Jewish state “feebler than a spiderweb.”Israel has maintained an official policy of nonintervention in the Syrian civil war, which has wracked the country for over five years and left over 250,000 dead and millions displaced but Israeli officials have made clear that Israel would act to prevent Hezbollah from obtaining sophisticated weaponry from Syria or Iran. The IDF has also retaliated when fighting by the various rebel groups and government forces struck Israel.Earlier this month the IDF struck two Syrian artillery pieces after errant fire struck just inside the border fence with Israel. On Sunday, the army also attempted to shoot down a drone that infiltrated the Golan from Syria, but failed to hit it with two Patriot missiles and a missile shot from a jet.The IDF has been bolstering defenses along the northern border, expanding the network of fences and surveillance capabilities, to prepare for a possible war with Hezbollah, the Shiite group that fought a war with Israel in 2006 and has vowed to destroy the Jewish state. The border has been largely quiet in the ten years since the Second Lebanon War, with Hezbollah’s forces deployed to support Iranian and Assad regime forces in the Syrian civil war.

Explosions hit Syrian town near Golan Heights-[Reuters]-July 20, 2016-YAHOONEWS

BEIRUT/AMMAN (Reuters) - Syrian rebels and a monitoring group said two explosions that struck a Syrian town near the Israeli-occupied Golan Heights on Wednesday were caused by an Israeli air strike but Lebanon's Hezbollah blamed rocket fire by al Qaeda-linked militants. At least one blast struck near the governorate building in Baath City, capital of the southern province of Quneitra which borders the Golan region. The town is held by pro-Syrian government forces, including the army and Hezbollah fighters. The Nusra Front, Western-backed rebels, and groups which have pledged allegiance to Islamic State also operate in the region.A Syrian military source said two rockets had hit the town but their origin was unknown. "There is information that there was a rocket which fell on one of a government headquarters in Quneitra in the area of the town of Baath," he said. Two Syrian rebels said an Israeli jet had been seen circling the area and carried out an air strike on a military position."Our information is that the attack targeted a Hezbollah outpost," said Maher al Ali, a spokesman for the Syrian Revolutionaries Front, a Western-backed rebel group. The Syrian Observatory for Human Rights monitoring group said an Israeli jet fired a rocket near the governorate building. It said it had no information on casualties.Hezbollah said Nusra Front fired two rockets loaded with high explosives towards Baath City, causing civilian deaths. "The Israeli enemy was monitoring the launchpoint of the rockets next to the Nusra positions. There is no truth to (reports of) any raids by the Israeli enemy," it said.An Israeli military spokeswoman said: "We do not respond to reports of this kind."Though formally neutral on the civil war, Israel has targeted Hezbollah officials and arms convoys inside Syria several times during the conflict. In January last year it carried out a helicopter attack in Quneitra province that killed a top Iranian Revolutionary Guard general and several Hezbollah members including a son of the group's late military commander, Jihad Mughniyeh.Wednesday's incident took place three days after Israel said it fired missiles towards an unmanned drone that briefly entered Israeli-controlled airspace from Syria. The Golan Heights is a strategic plateau that Israel captured from Syria in the 1967 Middle East war, and annexed in a move that has not won international recognition.(Reporting by Suleiman al-Khalidi in Amman, Laila Bassam and Lisa Barrington in Beirut; Editing by Catherine Evans)

People come here and see no synagogue and think there must be no Jews'-A small island of Judaism in Hawaiian politics-Tiny but stalwart, the Jewish contingent on America’s youngest state maintains a unique, and strong, sense of identity-By Lisa Klug July 20, 2016, 4:31 pm-THE TIMES OF ISRAEL

THE BIG ISLAND, Hawaii — During Josh Green’s childhood in Pittsburgh, Pennsylvania, deciphering his heritage for his non-Jewish classmates became a familiar practice. As a state senator in Hawaii, the same responsibility has fallen upon him again.“I was the only Jewish child in my school growing up and people looked to my family to explain Judaism and the High Holidays to them,” says Green, who grew up Reform and lives in Kailua-Kona in Hawaii, the Big Island. “In Hawaii, there is very little awareness of Judaism and I often feel like I did as a child when I explain our faith to my colleagues.”Green, a Democrat and the state’s Majority Whip, is among a handful of politicians with Jewish ancestry holding office in the Pacific archipelago. Perhaps Hawaii’s best known Jewish elected official is its former Republican governor, Linda Lingle, now a senior advisor to (non-Jewish) Illinois Governor Bruce Rauner.Hawaii’s current elected officials with Jewish ties include Democrat state senate incumbent Russell Ruderman and Republican incumbent state senator and Minority Floor Leader Sam Slom. At least two other lawmakers, State Representative Nicole Lowen of Hawaii, the Big Island, and State Senator J. Kalani English of Maui, were both born to Jewish fathers. One more Hawaiian legislator, US Senator Brian Schatz (Dem.) represents the “Aloha State” in Washington, D.C.“We joke and kibitz, we kid each other a little bit,” Ruderman told The Times of Israel. “We don’t bond specifically in a Jewish way. It’s more of a cultural identity.”Like many members of the tribe from various backgrounds, these politicians share Jewish culture as a common reference point to varying degrees. Aside from state senator English, nearly all are transplants from the mainland to the Pacific. Each focuses on specific issues in their legislative work, which occasionally looks to Israel for inspiration. Some of them also hold day jobs, with careers spanning from the medical profession to the natural foods industry. And those roles sometimes overlap in ways that fuel their work. For Green, a health care professional, the overlap between his responsibilities is readily evident.“I believe people need someone to fight for them who understands their greatest challenges,” says Green, an emergency physician. “I… see people in their times of extreme stress and need. This informs my work as a senator.”As part of his weltanschauung, Judaism also plays a part in Green’s approach.“I incorporate my beliefs and my medical work into my role as a legislator — but I do it very privately and am careful to welcome people of all faiths and backgrounds into my efforts to help people,” says Green, who plans to visit his extended family in Haifa in the future with his wife and children.‘I incorporate my beliefs into my role as a legislator’-With 18 years of service behind him, Slom is the senior statesman among the bunch. He is also the only Republican.A native of Allentown, Pennsylvania and a University of Hawaii alumnus, Slom grew up Reform and received his law degree from LaSalle University Law School. Until he retired two years ago, he led Smart Business Hawaii, the largest organization for small business in the state. His involvement in politics dates back to 1996 when he worked on Lingle’s first campaign for governor in which she was defeated by a single percentage point in the closest election in Hawaiian history. She ultimately gained distinction serving two terms as both Hawaii’s first female governor and its first Jewish one from 2002 to 2010. She was also the state’s first Republican elected governor since 1962 when William Quinn left office.“People used to ask if she was going to outlaw Christmas,” Slom told The Times of Israel. Although he says he initially set these naysayers straight, after a while, he played along. “I told them yes, she was going to outlaw Christmas but was going to institute Chanukah instead and that was better because it’s eight days.”Despite Slom’s stature as the state’s only Republican among 25 state senators, Ruderman suggests there are many other Conservatives who are registered Democrats “in name only who want to play on the winning team. In any other state, they would be Republicans… There are probably a few Democrats who are more conservative than Sam Slom, the lone Republican.”While there are no official stats on the state’s number of Jewish residents, the islands are home to a surprising number of Jews.“There is a fairly healthy Jewish community here even though we don’t have a synagogue,” Ruderman says. “People come here and see no synagogue and think there must be no Jews.”Ruderman moved to the island from the San Francisco Bay Area 18 years ago. Describing himself as “not secular and not Orthodox,” he occasionally attends events organized by the unaffiliated shul, Kona Beth Shalom, which does not have its own building. As Jews born in the Holy Land under the British mandate, Ruderman’s parents spoke Hebrew in the young Jewish enclave. Although he last visited Israel when he was 10 with his parents and sister, he would like to return. His Hebrew is “a bit rusty,” he says, but he can speak “k’tzat,” a little.Ruderman’s Russian grandparents named their daughter Aviva after their adopted city of Tel Aviv. And Ruderman, who is the father of a four-month-old girl with his Filipina American wife, recently carried on the tradition by naming his daughter Aviva.Ruderman says, “We kept her name alive in that regard.”Ruderman credits his parents with giving him a strong sense of ethics rooted in Judaism.‘I carry a certain sense of pride in myself that I won’t bow down in front of anyone but God’-“I carry a certain sense of pride in myself that I won’t bow down in front of anyone but God and that informs the way I conduct my public life,” Ruderman says. “The form it takes is not physically bowing down but not bowing down to bullies who want you to bow down to them. And I feel a strong sense of being ethical in my business and political dealings. My parents taught me their version of Judaism that has a lot to do with treating other people with respect.”Ruderman moonlights in two bands, a Latin group called El Leo, and a Grateful Dead cover band titled Terrapin Station after a famous Dead song.A self-described tree-hugging environmentalist liberal, Ruderman also owns a trifecta of successful natural food stores called Island Naturals. Israeli born farmer Michael Manor credits Ruderman for taking a leadership role to assist small farmers.“Russell Ruderman has done more to help Hawaii’s organic farmers than the whole state Agriculture Department, and it’s not just Russell. It’s also the produce managers in the store,” says Manor, who has been selling his products to Island Natural since the company launched in 1998. “They were instrumental in getting farmers to grow something they can sell and encouraging them.”Looking to Israel for inspiration with water issues is important to Senator English, who hails from Maui’s lush farm land in Hana.“Permaculture and desalination are two areas that Hawaii pays close attention to in Israel,” says English, who has served in the Senate since 2000 and visited the Jewish state about a decade ago. “I felt very at home when I visited Israel because I felt a lot of similarities. We have the reverence for those before us and our ancestors and we have this idea that lineage and lineage holders is important.”English’s mother gave her son to her parents to be raised in Maui, which he described as a common tradition called “hanai,” a form of adoption.“For Hawaiians, we are very conscious of our background, our ancestry,” says English, who did not know his father, only his mother. “She had to make sure that I understand my father was Russian Jewish. It was never anything hidden.”Maintaining a sense of her heritage is equally important to Representative Lowen, whose sister is married to an Israeli and maintains joint US and Israeli citizenship. Lowen grew up unaffiliated and moved repeatedly because her father worked in the Foreign Service of the US State Department, a career which inspires her own service in public office.“We traveled a lot and moved around a lot so I didn’t have a consistent religious upbringing,” Lowen says. “I’m pretty much a secular person on one level but I really identify and know a lot about the history of my Jewish family and it’s always been important to me.”A native of Long Island, her father shared stories of relatives such as Lowen’s great grandfather, Ernest Jacob “EJ” Wile, who served as the president of Temple Rodeph Shalom in Manhattan — one of the oldest synagogues in the US. Other relatives were lost in the Holocaust.Born in 1932, her father recalled the war-era and had a first cousin, Gustav, who wrote the family from Germany.“He sent letters and said things were okay, then not okay, and ‘can you send shoes?’ and then the letters stopped coming,” she recalls.“I identify with the half of me that’s Jewish but it’s more an identification that we all share with family in Europe that perished in the Holocaust,” Lowen says. “In Hawaii, we are minorities in so many different ways,” she says, pointing to the many Pacific Islanders, Asians and other ethnicities that make up the population.“There is no majority in Hawaii,” English agrees. “Everyone is a mix and a composite and everyone is very tolerant of each other’s beliefs and lifestyle. That is why Hawaii is such a welcoming and tolerant place.”

Brother of pride parade killer held on fresh attack suspicions-Other members of Schlissel family banned from Jerusalem as police crack down ahead of highly charged march-By Times of Israel staff July 20, 2016, 2:51 pm

The brother of a man who carried out a deadly attack on Jerusalem’s gay pride parade last year was arrested Wednesday on suspicion of planning an attack on the annual march set for Thursday, as police cracked down on possible threats to the march a year after it was beset by deadly violence.Michael Schlissel was arrested based on intelligence information that he planned to attack the parade, according to Hebrew media reports. His mother and four other brothers were also banned from the city until after the parade, after being questioned by police.During last year’s march, Yishai Schlissel, an ultra-Orthodox Jewish man, stabbed seven people, killing 16-year-old Shira Banki and injuring six others.According to the report, police have asked a court to order Michael Schlissel kept in jail until after the parade. The move comes ahead of the highly charged march planned to go through central Jerusalem on Thursday afternoon under heavy security.Police on Tuesday said they would beef up security around the march and only allow participants who had undergone a security check.“The pride parade will proceed this year as usual, and anyone attempting to disrupt the march will be dealt with firmly,” Jerusalem District Police Commander Yoram Halevi said.Security officials were criticized in 2015 for failing to keep Schlissel away from the parade despite the fact that he had just been released from jail for a similar though nonfatal attack in 2005, in which he stabbed three people. The Schlissel family’s lawyer Itamar Ben Gvir accused the police of overreach in banning the family members.“The police admitted… that there was no basis for the detainment. This is simply abuse because they are the family of Yishai Schlissel.”However Schlissel’s father seemed to support the move.“I trust the police to do everything that needs to be done,” he told the Walla news site, “I had hoped that they would have done more last year and then perhaps the entire business would have been prevented.”Last year Schlissel killed the 16-year-old Banki at the Jerusalem pride parade and injured 10 others. He had been released from prison several weeks before the parade after serving 10 years for a similar attack at the Jerusalem gay pride parade in 2005.Yishai Schlissel, who expressed religious motives for his actions, was sentenced to life behind bars after the killing.Other anti-gay activists also received police warning or were banned from the city. The Association for Civil Rights also condemned the police’s actions.“Banning the Schlissel family from Jerusalem and making warning calls and excluding activists who oppose the gay pride parade is a violation of human rights and abuse of police authority,” the group said in a tweet.Police also said they had put a 28-year-old man under house arrest after he expressed plans to commit suicide after the parade. In a letter by the man, he mentioned a dispute with Shira Banki’s father.Banki’s parents have called on the public to attend the parade and to honor their daughter’s memory by rejecting violence.“After Shira’s murder, there were many voices saying that even though they don’t agree with the way of life LGBTQ community members live, and moreover they resist the concept of the Jerusalem Pride March, they still cannot accept violence as a legitimate demonstration of disagreement,” Ori and Mika Banki wrote in a Facebook post.“To all of these voices, and everyone who feels and thinks that way — we expect to see you march this year and in the years to come,” they wrote.

MEPs fear further 'Putinisation' of Turkey By Eszter Zalan-EUOBSERVER

BRUSSELS, 19. Jul, 20:41-"We have seen that from a coup you can get to a counter-coup," conservative German MEP Elmar Brok summed up the mood at an extraordinary meeting of the European Parliament's foreign affairs committee on Tuesday (19 July) to discuss events in Turkey.MEPs and EU neighbourhood commissioner Johannes Hahn criticised the Turkish government for the harsh crackdown launched after last Friday's failed military overthrow."I was suprised that in a few days, in a few hours you can come up with a list of thousands of prosecutors and lawyers held responsible for the coup," Brok said."It is an incredible administrative effort," he quipped.Brok added that there was a danger that with the ongoing crackdown, Turkey could move further away from Europe.More than 9,000 people have been detained since Saturday and over 10,000 civil servants have been suspended. On Tuesday, 1,577 university deans were urged to resign, and 24,000 teachers and interior ministry employees across the country were fired.Kari Piri, the parliament's rapporteur for Turkey, said the Ankara government has the right and obligation to bring the people involved in the coup to justice. But the Dutch social-democrat MEP also asked for restraint from the Turkish authorities."The first reactions by the Turkish authorities raise the fear that the government of president Erdogan is pursuing a witch-hunt as thousands of military, police, judges and governors have been arrested or put on non-active," Piri said."I hope recent events will not be used to further 'Putinise' Turkey," she said, referring to Russian president Vladimir Putin's autocratic rule.Piri recalled that there have been concerns for several years over silencing critics in Turkey and curtailing the media. She also said it was high time that the EU's external service appoints a new ambassador to Turkey, after the previous one left last month after making critical comments about the Turkish government.Hahn reiterated that he was concerned by the fact that Turkish authorities came up with a list of people to arrest in a matter of hours. He added that he was surprised that his earlier similar comments caused a stir."To come up with a list in a few hours, is something most administrations aren’t able to do," he said."With 20 percent of judges suspended or replaced, that will have a direct impact on judicial rulings," the Austrian commissioner said."Even in a state of emergency, clear rules have to be respected," he warned Ankara. His comments were criticised by Turkish foreign minister, Mevlut Cavusoglu, who said Hahn's statements were unacceptable. He also added that no-one should prejudge the end of the judicial process.MEPs also reiterated that introducing the death penalty in Turkey would end EU accession talks.Jan Philipp Albrecht, a German Green MEP, said what was happening in Turkey was president Recep Tayyip Erdogan's doing, and could not be blamed on the EU."What is just happening is that president Erdogan is changing fundamental values and rule of law principles, and it is EU not doing that, we are not threatening anybody when we say introducing the death penalty ends the accession procedure," he said.

New UK government abandons migration pledge-By EUOBSERVER-JULY 20,16

Germany: Afghan teenage ax attacker acted alone-Authorities say 17-year-old asylum seeker who stabbed Chinese family was radicalized by Islamic State propaganda online-By David Rising July 20, 2016, 4:36 pm-THE TIMES OF ISRAEL

BERLIN (AP) — A 17-year-old Afghan asylum seeker who went on a rampage on a Bavarian train with an ax and a knife appears to have acted alone, goaded on by online Islamic extremist propaganda, Germany’s top security official said Wednesday.Five people were injured in the Monday evening attack and two remain in critical condition, “and it is not yet clear if they will all survive,” Interior Minister Thomas de Maiziere told reporters in Berlin. The Islamic State group has claimed responsibility for the attack and though German authorities have said that they have found no direct link to the extremists, an IS flag was found among the suspect’s possessions and he refers to himself as a “soldier of the Islamic State” in a video that was posted by the group.De Maiziere said it was not yet clear when the video was made, but confirmed that investigators had determined it was authentic. It shows the young man waving a knife as he talks into the camera.“It appears to be a classic farewell video of a suicide attacker,” de Maiziere said.In the video, the suspect, whose name has not been released, urges others to commit attacks, saying “if you can’t come to Iraq and Syria the least you can do is kill these infidels in the countries that you live in.”In the video the suspect speaks in Pashto, one of Afghanistan’s main languages, with an accent that suggests he is from the eastern part of the country. The accent is also similar to that of Pakistanis who speak Pashto, leading to speculation that he may have lied about his country of origin when he came to Germany last year as an unaccompanied minor asylum-seeker, to increase his chances of being allowed to stay.De Maiziere said authorities were looking into the possibility that he might actually have been from Pakistan, but that other evidence speaks to his being from Afghanistan, including comments he made about a friend in Afghanistan having recently been killed — something authorities think may have prompted him to plan his attack.German authorities also have statements about family from Afghanistan on immigration documents, de Maiziere said.“There needs to be further investigation,” he added.

Germany fears more 'lone wolf' attacks after train rampage-[Reuters]-July 20, 2016-YAHOONEWS

BERLIN (Reuters) - Germany is likely to face more Islamist attacks, its interior minister said on Wednesday, but played down any link between the government's open-door refugee policy and Monday's ax assault on a train in Bavaria.Anti-immigrant party Alternative for Germany (AfD) has seized on the train attack to criticize Chancellor Angela Merkel's migrant policy, under which some 1.1 million people entered Germany in 2015, many fleeing war in Syria, North Africa and Asia."You cannot say there is no connection between refugees and terrorism, but the danger was high before and remains high, regardless of questions about refugees," Interior Minister Thomas de Maiziere said.A 17-year-old who had sought asylum in Germany was shot dead by police after wounding four people from Hong Kong, some of them severely, on the train and injuring a local resident while fleeing the scene near the city of Wuerzburg. The perpetrator was initially thought to be Afghan but de Maiziere said on Wednesday there were indications he was from Pakistan. Officials have said the attacker came to Germany as an unaccompanied minor and registered as a refugee in June 2015 at Passau on the Austrian border. The train attack came four days after a Tunisian delivery man drove a truck into crowds celebrating Bastille Day in the French city of Nice, killing 84 people. Militant group Islamic State has claimed both attacks.De Maiziere said the government had introduced measures to improve security in the last year but warned: "Like several EU countries, like the whole EU, Germany is also in the target area of international terrorism ... the situation is serious."Investigations pointed to the train attacker being a "lone wolf" who had been spurred into action by Islamic State propaganda, said de Maiziere.VIDEO-Police found a hand-painted Islamic State flag in his room and a letter he appeared to have written to his father which officials said read: "And now pray for me that I can get revenge on these non-believers, pray for me that I go to heaven".Islamic State posted a video, described by de Maiziere as authentic, in which a man whom it identifies as the refugee vows to carry out a suicide mission and urges others to do the same.De Maiziere said it was unclear when the film was made, adding it was "a classic farewell video by a suicide attacker".Germany's federal prosecutor said on Wednesday an investigation had been opened into the case and it was necessary to clarify whether other people were involved in the attack or helping behind the scenes. It launched an investigation against persons unknown on suspicion of belonging to a "foreign terrorist association" and attempted murder. It did not provide further details. It is unclear how the youth became radicalized. He was living with a foster family and had a part-time job at a bakery.De Maiziere said Germans would have to get used to more video surveillance and police officers on the streets."We need the active cooperation of Muslims living here, including the mosque communities working here. They, too, must make a contribution to integration, to prevention and to spotting the radicalization process early on," he said.Steffen Seibert, spokesman for the German government, warned against harboring general suspicion toward the refugees in the wake of the train attack, saying: "A cruel attack carried out by an individual can't discredit a group of many thousands."(Reporting by Madeline Chambers, Paul Carrel and Michelle Martin; Editing by Janet Lawrence)

Protesters fire at police in standoff over custody death near Paris-[Reuters]-July 20, 2016-YAHOONEWS

PARIS (Reuters) - Ill Armed protesters fired at police, lightly wounding five, during overnight confrontations in an area north of Paris over the death of a young man in police custody, local officials said on Wednesday.Officials made no link to last week's militant attack in the coastal city of Nice, in which nearly 90 people were killed by a speeding truck, but France and its security forces remain on tenterhooks. The protests in the Val d'Oise area were sparked when a 24-year-old died after being arrested, deputy prosecutor François Capin-Dulhoste told Reuters.Capin-Dulhoste said the man had suffered a heart problem during transportation to the police station, but that the cause of death was being investigated.Family members said police hit the man as they detained him for trying to prevent the arrest of his brother on suspicion of violence and extortion."About a hundred individuals ... came looking for the law enforcement forces after a person died at the premises of the gendarmerie in Beaumont (town)," Jean-Simon Merandat, director of the Val d'Oise prefect's office, told France Info radio."Things are calm now and we have about 130 gendarmes and other police on the spot," he said.Capin-Dulhoste said five police sustained gunshot wounds from firearms, and a sixth was wounded in physical violence from a protester. Merandat said the firearms used by the protesters were probably hunting weapons. It was not clear if protesters were wounded in the standoff, but one arrest was made, the police said.Weeks of rioting erupted in Paris's often grim suburbs in 2005 after the death of youths electrocuted when they hid from police in a power hub.(Reporting By Brian Love and Chine Labbe; Editing by John Irish and Raissa Kasolowsky)

Authorities to provide details about Kansas officer's death-[The Canadian Press]-Bill Draper And Jim Suhr, The Associated Press-July 20, 2016-YAHOONEWS

KANSAS CITY, Kan. - A Kansas City, Kansas, police officer was shot and killed while searching for a suspect in a drive-by shooting, and two people are in custody, though no charges have been filed yet.Capt. Robert Melton was searching for the suspect when he drove up to someone who matched that person's description just before 2 p.m. Tuesday, police spokesman Tom Tomasic said. Before Melton could get out of his vehicle, the person opened fire, hitting the officer multiple times, Tomasic said. The alleged shooter was caught five minutes later about a block away, he said.A police spokeswoman said the suspect was questioned Tuesday evening, along with another person suspected in the initial drive-by shooting. Police weren't releasing the suspects' names because charges hadn't been filed. A news conference was planned for Wednesday morning.A third person who had been taken into custody was determined not to have been involved and was released, police said. It's the second time a Kansas City, Kansas, police officer has been shot and killed this year. In early May, detective Brad Lancaster was fatally shot near the Kansas Speedway, and Melton had served in the police honour guard at Lancaster's funeral. The shooting also comes as police departments across the country are on edge after ambush attacks left eight officers dead in Texas and Louisiana."There's a lot of pain and brokenness in our community and our nation right now, and we just want to ask everyone to be prayerful and thoughtful right now," Mayor Mark Holland of the Unified Government of Wyandotte County said.Ida Ford, 87, was watching television in her two-story brick home when gunfire erupted just outside. Ford said she thought someone was knocking on her air conditioner until her son rushed downstairs and told her the three loud noises she had heard were gunshots. Ford said she looked through her window and saw the officer sprawled and unresponsive on the asphalt road in front of her home. She watched for a few minutes as paramedics worked on the officer."I'm just so sorry for his family," she said.Melton was brought to the University of Kansas Hospital just before 2:30 p.m., but resuscitation efforts did not work, trauma surgeon James Howard said at a news conference. The shooting happened after police responded to a report around 1:30 p.m. from a person who said several people in a car were firing shots. The suspect vehicle took off as police arrived, but it crashed into a fence and the occupants bailed out at 1:36 p.m., Tomasic, the police spokesman, said. Two people were taken into custody within three minutes of the wreck, he said.Melton, 46, was driving around looking for a third person when he came upon someone who matched the suspect's description, Tomasic said.Melton was a 17-year veteran of the Kansas City, Kansas, Police Department. According to his LinkedIn profile, he had also served in the Kansas Army National Guard and was deployed to Afghanistan from September 2010 to March 2012.Outside the hospital where Melton died, local Baptist preacher Jimmie Banks — a friend of the city's mayor — sat dejected on a bench, head lowered, after attending the news conference announcing the officer's passing. He said it was painful to sit in that room and see the grief-stricken faces."The contributions that peace officers make to protect and serve — they deserve better," said Banks. "When they leave home, the family expects them to return. It's shameful this has happened."___Draper reported from Kansas City, Missouri.

Saudi revives fatwa on ‘Zionism-promoting’ Pokemon-New highly popular iteration of the game leads Saudi clerics to renew 2001 ban on game which they claim also encourages gambling-By Times of Israel staff July 20, 2016, 4:30 pm

Pokemon Go may be taking the world by storm but don’t try hunting for Pikachu, Pidgey or Rattata in Saudi Arabia, as clerics there have renewed a 15-year-old ban on the game. The General Secretariat of the Council of Senior Religious Scholars reaffirmed a 2001 ban on the game, according to Reuters, following the release of a new highly popular augmented reality version of the game, in which players use their smartphones to gather virtual Pokemon. While fatwa no. 21,758 makes no mention of the latest iteration of game, it does list many sinful aspects of Pokemon.Firstly, the game is seen as a form of gambling, which itself is forbidden. Secondly, it encourages belief in Darwin’s theory of evolution, and thirdly, the fatwa says, the symbols used in the game promote the Shinto religion of Japan, Christianity, Freemasonry and “global Zionism.”“The symbols and logos of devious religions and organizations are used [including] the six-pointed star: You rarely find a card that does not contain such a star. It is associated with Judaism, the logo and sign of the State of Israel, and the first symbol of the Masonry organizations in the world,” the ruling says.Other countries are also not in favor of Pokemon Go. In Egypt, Hamdi Bakheet, a member of the committee of defense and national security told parliament that the game was being used for espionage by the country’s enemies, Al-Jazeera reported.“Pokemon Go is the latest tool used by spy agencies in the intel war, a cunning despicable app that tries to infiltrate our communities in the most innocent way under the pretext of entertainment. But all they really want is to spy on people and the state,” he said. Pearson Airport unveils updated security measures for travel to the U.S.-[CBC]-July 19, 2016-YAHOONEWS

Officials with Toronto Pearson International Airport announced an updated screening process on Tuesday for passengers headed to the United States. The revamped Security in Advance (SIA) protocol requires travellers to first pass through Canadian security, then U.S. customs. Previously, travellers visited U.S. customs first."What we've done here is to put, if you like, the cart behind the horse, instead of in the reverse order," Canadian Minister of Transport Marc Garneau said after the announcement. That adds more security for passengers and customs personnel, as baggage will be screened prior to entering the customs area, he said."This is something that our American neighbours felt strongly about. We agreed with it," he said. "It's the way it is in six of the eight airports where we do have pre-clearance and we've now corrected it here in Toronto."The switch also opens up travel to American destinations where local airports don't have a customs set-up, he said. The last phase of the switch was completed on May 17, when a new checkpoint and several pre-board screening lines opened in Terminal 1, but officials made the announcement Tuesday. The terminal 3 checkpoint has been functional since January. The switch was completed after a two-year collaboration between U.S. Customs and Border Protection (CBP), Canadian Air Transport Security Authority (CATSA) and air carriers.Pearson airport is the fourth largest air entry point into the U.S., with 5.6 million passengers flying from Toronto to the U.S. each year.

EDMONTON - An Edmonton university has confirmed that one of its students was killed in last week's truck attack in France.MacEwan University said in a release that Mykhaylo Bazelevskyy, who was 22 and also went by the first name Misha, was among those who died July 14 in Nice. The school said confirmation of his death came late Tuesday from French authorities and from his family."Few, if any of us, can comprehend the senselessness of what occurred in Nice," school president David Atkinson said is a statement. “There is no greater loss to a university than a student who has so much life and promise ahead of him."Bazelevskyy — who was in the School of Business — had permanent resident status in Canada, but was travelling on a Ukrainian passport. His parents still live in Ukraine, but his brother and sister-in-law live in Edmonton. He was one of five MacEwan students, who, along with a faculty member, were participating in a three-week entrepreneurship and innovation training program offered by the European Innovation Academy. On the night of the attack, the group of MacEwan students was heading to the Promenade des Anglais to enjoy Bastille Day fireworks, but inclement weather convinced three of them to turn back.Bazelevskyy and another student were on the promenade when the truck plowed into the crowd and chaos ensued. No one else in the MacEwan group was hurt.Bazelevskyy was active in student life at the school. He ran for student government, was a member of the men's cross-country team and was also a resident adviser."The nicest guy that anyone could meet," said fellow student and friend Amy Beard when Bazelevskyy was first reported missing last week. "Misha just always wanted to say hi to everybody in the hallway and he would always stop to talk to you. It didn't matter how busy he was. He's such a good-hearted person."Alberta Premier Rachel Notley expressed her condolences."This young man had every right to believe that he was safe. He was in a democratic country that is committed to peace," she said. "Tragically, that feeling of safety was shattered for this innocent student, and for everyone in Nice, and in France."Atkinson said the whole school feels the loss."I know that everyone joins me in expressing our profound sympathy to Misha’s family at this terrible time," Atkinson said. "Misha will be deeply missed by his friends and family."

MMIW national inquiry to focus on violence prevention not police investigations-[CBC]-July 20, 2016-YAHOONEWS

The upcoming national inquiry into Canada's missing and murdered Indigenous women will focus on violence prevention, according to a draft document obtained by CBC News.A draft of the terms of reference says commissioners will be given the broad mandate to identify systemic causes of violence and recommend "concrete action" to help end violence against Indigenous women and girls.Five commissioners, including a chief commissioner, will be named, but the document does not identify them. The draft also does not include specifics about timing or length of inquiry. Similar to the recent Truth and Reconciliation commission, the inquiry — it's start date has yet to be specified — will aim to hear from the people directly affected.Commissioners will be given a mandate to support the inclusion of "any person having substantial interest" in the process. It will travel to Indigenous communities across the country to gather statements in what is described as an "informal" and "culturally sensitive" probe. Testimony from community members and families of missing or murdered Indigenous women and girls appears to be central to process of identifying causes contributing to the disproportionate rates of violence experienced by Aboriginal women in Canada.Probe into police conduct not specified-In the government's pre-inquiry consultations in 17 communities earlier this year, families of the more than 1,200 missing or murdered indigenous women were given the opportunity to share their opinions.Families urged the government to choose an Indigenous woman to lead the inquiry and to focus on identifying root causes. At every consultation, the ministers were urged to look into police conduct and practices during criminal investigations of missing or murdered women. Some families alleged discrimination or misconduct by police during pre-inquiry consultations. Many of the recommendations from families and stakeholders appear to have shaped the mandate of the inquiry. But while the role of police or police conduct was flagged as something that should be a priority for examination during the inquiry, in the draft document, there is no specific directive to look into that. The document also directs commissioners not to interfere with ongoing criminal investigations and discourages them from recommending civil or criminal liability of a person or organization.Commissioners are encouraged to give weight to previous studies such as the TRC final report, the Royal Commission on Aboriginal Peoples, as well as five other reports specifically relating to violence against Indigenous women and girls.Inquiry details delayed-Details about the scope and mandate of the national inquiry has been long anticipated by families of victims. The Liberal government announced Phase 1 of a national inquiry shortly after it took office last December. In June, Status of Women Minister Patty Hadju told CBC News the government was "very close" to making an announcement about Phase 2 of the national inquiry."I think Canadians can be confident that, before the House rises, we'll have something to tell them about how this is going to look."Five weeks later, families of missing and murdered women are still waiting for official confirmation of next steps of the inquiry.Ottawa is in ongoing negotiations with the provinces and territories about terms of reference. The federal budget has committed $40 million over two years for the inquiry.

Court ruling puts Renzi bank plan in doubt By Andrew Rettman-JULY 20,16-EUOBSERVER

BRUSSELS, Today, 09:29-An EU court ruling on bank bailouts has raised the likelihood of a political embarrassment for Italian leader Matteo Renzi, with the PM’s future and Italy’s eurozone membership on the line in an October referendum. The European Court of Justice (ECJ) said on Tuesday (19 July) that Slovenia acted within EU law when it imposed a haircut of some €600 million on private-sector creditors as part of its bank rescue package in 2013.It also ruled that the European Commission was within its rights when it published guidelines in July of the same year that said member states should make private creditors pay for part of bank rescues instead of placing the entire burden on taxpayers via state aid.“Burden-sharing by shareholders and subordinated creditors as a prerequisite for the authorisation, by the commission, of state aid to a bank with a shortfall is not contrary to EU law,” the ECJ said. The Italian government is currently in talks with the EU on how to protect Italian banks from a pile of bad debts worth €360 billion.Renzi had wanted to fully protect private creditors from taking a hit. But the commission, as well as German chancellor Angela Merkel, has so far said his state-aid rescue would probably be illegal because it would distort competition. The ECJ ruling did give the commission the option to grant special exemptions. It said “the commission may authorise such proposed aid in exceptional circumstances” with “the objective of preventing a systemic risk and ensuring the stability of the [member state’s] financial system”.But a commission spokeswoman the same day indicated that Brussels was not happy to give way despite the potential political fallout.“The court has specifically confirmed that the commission is justified in introducing burden-sharing principles as a key condition to approve the [state] aid,” she told press in the EU capital.“Their application has in past cases saved European taxpayers a significant amount of money.”In a sign of how the markets see the situation unfolding, shares in Italy’s most indebted bank, the Banca Monte dei Paschi di Siena, fell a further 6 percent on the back of the court ruling.-October referendum-The developments come a few months ahead of a referendum in Italy that risks questioning the country’s future eurozone membership and, with that, the stability of the EU project as a whole. On paper, the October vote, on constitutional reform of Italy’s Senate, has nothing to do with banks or the EU.But in the post-Brexit climate, and given Italy’s broader problems - it has a staggering debt-to-GDP ratio and mass unemployment - the referendum is expected to turn into a vote of confidence on Renzi and on the EU’s handling of the economic crisis.Renzi himself has promised to step down if he loses in a move likely to prompt snap elections before the original due date in early 2018.That chain of events, if it transpires, could sweep the eurosceptic Five Star Movement party into power in the eurozone’s third largest economy.According to an Ipsos poll out this week, Five Star is already Italy’s most popular party, with 30.6 percent of support compared to 29.8 percent for Renzi’s Democratic Party (PD). The figures represent a surge in popularity, after the PD led Five Star by 6 percent in polls in January.Five Star does not want Italy to leave the EU and parties that do, such as the far-right Northern League, have dropped in polls amid the post-Brexit turbulence in the UK.But in the European Parliament, Five Star is part of the Europe of Freedom and Direct Democracy group, with Nigel Farage's UK Independence Party and Alternative for Germany. And party leaders, such as the 30-year old Luigi Di Maio, the deputy speaker of the Italian parliament, have blamed the rigours of single currency membership for Italy’s woes and believe the country would be better off it was free to make its own fiscal decisions.-Bigger than Brexit?-Speaking to The Guardian, a British daily, on Tuesday, Di Maio said the EU “is not guilty of everything it has been blamed for”.But he said that EU-imposed austerity and elitism meant that it “has decided to abdicate from its role of protecting the internal market and protecting its citizens”.He said that if Five Star got into power, it would call “a referendum which asks citizens if they want to remain in the euro, if they want to go in another direction, renegotiate the euro, or return to the lira”.If the prospect of Italian voters saying that they want to quit the eurozone appears remote, it is considered a realistic threat in the financial sector.“The key way in which Brexit becomes a global and systemic shock, the transmission mechanism, is Europe - and it’s not trade with Europe, it’s financial linkages and political goings-on in Europe,” Paul Diggle, an economist at Aberdeen Asset Management, a Scottish firm, said in a briefing earlier this week, the Bloomberg news agency reported.“There are a whole series of potential [post-Brexit] flashpoints. The most immediate one is clearly the referendum in Italy”, Diggle said.Tina Fordham, an analyst at the US-based Citibank, said in a memo published on 3 July that Italy’s October vote posed a bigger risk to EU stability than even the UK’s decision to leave the Union. The upcoming Italian referendum “is probably the single biggest risk on the European political landscape this year” Fordham’s memo said.

UK gives up EU presidency role-By EUOBSERVER-JULY 20,16

Today, 10:43-The British government has said the UK will give up its presidency of the EU Council, which had been scheduled for the second half of next year, due the Brexit vote, the BBC reported Wednesday. The decision means that Malta and Estonia might share the task when it comes up or that Estonia might bring forward its EU presidency, which had been due in the first half of 2018.

Estonia is likely to take over UK's EU presidency-By EUOBSERVER-JULY 20,16

Today, 16:12-Estonia is likely to take over the UK's EU presidency scheduled for the second half of 2017 after EU ambassadors discussed the issue Wednesday. A final decision is expected to be taken in the next couple of days, but the idea is to continue with the line-up, instead of having a new country take over, a source said. Estonia was due to follow Britain in 2018 at the EU presidency.

Hungary ready to take over UK's EU presidency-By EUOBSERVER-JULY 20,16

Today, 13:37-Hungary has indicated to the EU institutions it is ready to take over the rotating presidency of the union in the second half year of 2017 from the UK, which originally would have been at the helm, Hungary's foreign minister Peter Szijjarto said Tuesday. Hungary held the EU presidency in the begining of 2011. Malta and Estonia have also been tipped to divide the UK's six-month presidency among themselves.

May heads to Berlin and Paris for pre-Brexit talks By Eszter Zalan-JULY 20,16-EUOBSERVER

BRUSSELS, Today, 09:22-The new British prime minister, Theresa May, is heading to Berlin on Wednesday (20 July) for "frank and open" discussions on Brexit.A week after taking office, May will have a working dinner with chancellor Angela Merkel on Wednesday evening, before going to Paris to discuss Britain's exit from the EU with president Francois Hollande on Thursday."I do not underestimate the challenge of negotiating our exit from the European Union and I firmly believe that being able to talk frankly and openly about the issues we face will be an important part of a successful negotiation," May said ahead of her trip.“I also want to deliver a very clear message about the importance we attach to our bilateral relationship with our European partners, not just now but also when we have left the European Union.”May has already talked to the two leaders over the phone, but it will be her first face-to-face discussions with key European figures on the terms of divorce from Europe.Formal negotiations will not start until May has launched the exit procedure laid out in article 50 of the Lisbon treaty. She has said before this happens, she first wants to have a common UK position that takes into account the interests of Scotland, Wales and Northern Ireland.May is not expected to trigger article 50 before the end of the year.Merkel has argued that May should have enough time to form a clear negotiating position, but Hollande is expected to have less tolerance for British delays, and to push for a hard bargain. Both Merkel and Hollande face elections next year, where they might be pressed by voters not to give in to British demands. In France, far-right leader Marine Le Pen is pushing for a French exit from the EU, and wants a referendum on the issue.EU leaders said there would be no cherry-picking from the bloc's policies, and that the access to the EU's single market required the UK to agree to freedom of movement of citizens. However, May's early talks are not expected to produce tangible results just yet.Hollande and May are also expected to talk about security cooperation in the wake of the recent attacks in France.Britain is likely to join the EU's military missions targeting pirates or people smugglers even after Brexit, the UK defence secretary has suggested.-No to a second vote-Meanwhile, Britons have no appetite for a second referendum or general election, a ComRes poll for the Independent suggested. It found that 57 percent of respondents opposed the idea of a second Brexit referendum, with 29 percent in favour of repeating the vote. Also, 46 percent agreed that the Conservative party was elected for a five-year term and that May does not need to call an early election. Some 38 percent wanted to head back to the polls.

French PM invokes special powers to pass contested labour law-[Reuters]-July 20, 2016-YAHOONEWS

PARIS (Reuters) - French Prime Minister Manuel Valls invoked special constitutional powers on Wednesday to force a contested labour law through parliament in the face of opposition from left-wing lawmakers. The widely expected move leaves lawmakers in the lower house of parliament opposed to the bill with little chance to derail it before its final adoption. They have 24 hours to mount a censure motion against the government or otherwise it is considered as definitively adopted. The bill aimed at making hiring and firing easier sparked three months of street protests and waves of strikes by hardline trade unions.(Reporting by Emile Picy; writing by Leigh Thomas)

EARTH WORSHIP

DEUTERONOMY 17:3-4
3 And hath gone and served other gods, and worshipped them, either the sun, or moon, or any of the host of heaven, which I have not commanded;
4 And it be told thee, and thou hast heard of it, and enquired diligently, and, behold, it be true, and the thing certain, that such abomination is wrought in Israel:

DEUTORONOMY 4:15-19
15  Take ye therefore good heed unto yourselves; for ye saw no manner of similitude on the day that the LORD spake unto you in Horeb out of the midst of the fire:
16  Lest ye corrupt yourselves, and make you a graven image, the similitude of any figure, the likeness of male or female,
17  The likeness of any beast that is on the earth, the likeness of any winged fowl that flieth in the air,
18  The likeness of any thing that creepeth on the ground, the likeness of any fish that is in the waters beneath the earth:
19  And lest thou lift up thine eyes unto heaven, and when thou seest the sun, and the moon, and the stars, even all the host of heaven, shouldest be driven to worship them, and serve them, which the LORD thy God hath divided unto all nations under the whole heaven.

2 KINGS 23:5
5 And he put down the idolatrous priests, whom the kings of Judah had ordained to burn incense in the high places in the cities of Judah, and in the places round about Jerusalem; them also that burned incense unto Baal, to the sun, and to the moon, and to the planets, and to all the host of heaven.

EU national climate goals test bloc's resolve amid Brexit-[Reuters]-By Alissa de Carbonnel-July 20, 2016-YAHOONEWS

BRUSSELS (Reuters) - EU regulators doled out bitterly disputed national emissions-reduction targets on Wednesday for spreading the burden of the bloc's climate goals by 2030, despite risks Britain's exit could unravel the effort to fight global warming. As the first major piece of legislation since Britons voted in June to leave, it is a test of the union's cohesion, as it seeks to keep to a pact agreed in Paris last year aimed at holding global warming "well below" 2 degrees Celsius. It assigns EU nations targets for slashing greenhouse gas emissions ranging from zero to 40 percent to achieve the bloc's overall goal of at least 40 percent below 1990 levels by 2030.The European Commission has spent months in shuttle diplomacy with national governments to work out the politically sensitive targets, which will require an economic shift to low-carbon technology in big employment sectors such as transport, farming and building."All member states understand very well that if you want to alleviate the burden on one country, than someone else will have to carry it," European Commission Vice-President Maros Sefcovic told Reuters. "I'm sure that the discussion will be intense."For now, the draft law sees Britain, the bloc's second-largest emitter after Germany, cutting pollution by 37 percent by 2030 from 2005 levels, more than most other EU nations. But Brexit could upend the law, diplomats say."We cannot do nothing. If something happens, we will adapt," Climate and Energy Commissioner Miguel Arias Canete said. "We have to have a signal to industry and to stakeholders."Under the proposal, which covers sectors outside the EU's Emissions Trading System (ETS), Germany's target is a cut of 38 percent and France's is 37 percent. Poland needs to reduce discharges by 7 percent."The big member states such as Germany, France and the U.K. agreed to carry the bigger burden in the name of solidarity," Sefcovic said. The strictest target of 40 percent cuts has been assigned to Luxembourg and Sweden. Finland and Denmark are projected to reduce emissions by 39 percent. These states will be allowed to use a limited amount of carbon permits to be auctioned as part of the ETS to meet their target.Bulgaria is the only EU nation asked to keep discharges unchanged. In a policy innovation, countries with high emissions from agriculture may offset these against a limited amount of credits from well-managed farmland or forests, which absorb carbon dioxide - a provision criticised as a loophole by green groups.-AMBITION WITHOUT BRITAIN?-Without Britain, the remaining 27 nations could either weaken climate goals, triggering international criticism, or step up ambitions already contested by states that rely on polluting sectors such as coal in Poland or farming in Ireland."It's one rich country less to take on some of the burden from the Poles," one EU diplomat said.Environmental campaigners warn the effort is too shallow to prevent the worst effects of climate change, blamed for calamitous weather. The Paris agreement set an aspirational goal of 1.5 degrees Celsius."Worse, loopholes risk ... allowing countries to cheat," Femke de Jong of Carbon Market Watch said. When EU environment ministers wrestle over the proposal later this year, Britain will still have a seat at the table. It remains bound by the bloc until its formal withdrawal - a two-year process yet to be launched by new Prime Minister Theresa May.But Britain's decision to leave the EU has diluted its say in the bloc's affairs, diplomats say, muting one of the loudest voices in favour of tough climate policy. The Commission also proposed on Wednesday limits for the first time on CO2 emissions from trucks and buses as well as new fuel-efficiency standards for cars and vans from 2020.(Reporting by Alissa de Carbonnel; Editing by Alexandra Hudson and Dale Hudson)

Wild horse birth control touted as humane solution to population growth-[CBC]-July 19, 2016-YAHOONEWS

A pilot project in Alberta is using birth control vaccinations to help control the wild horse population. So far, 73 mares have been injected with Zona Stat-H, also known as PZP, a vaccine that helps to prevent fertilization with up to 90 per cent effectiveness. The effects of the contraceptive are reversible, can be delivered remotely using small darts and will not harm the fetus if a pregnant animal is vaccinated.Only use on an individual for five or more consecutive years will risk sterility. The project is part of a five-year agreement signed between the Alberta government and the Wild Horses of Alberta Society in November 2014.'Most humane' solution-"It's the most humane and a very effective method of controlling the numbers," said Bob Henderson, president of WHOAS.Henderson said his organization was motivated to find a better solution after being able to save just nine of more than 200 wild horses that were captured in 2012. Most of the remaining feral horses were destroyed, he said. The PZP vaccine is "used extensively" in the United States, particularly in Nevada and Wyoming, Henderson said. The province's most recent estimates count 851 wild horses in the Foothills area, compared to 880 in April 2014.The birth control project is being piloted in a 490-square-kilometre area of Sundre to test its effectiveness on slowing population growth.Depending on the study's success, contraceptives could be considered for other equine zones.

European envoys complain to Israeli army over demolitions-Ambassadors from eight European states protest destruction of Bedouin caravans in letter to COGAT chief-By AFP July 19, 2016, 8:32 pm-THE TIMES OF ISRAEL

Eight European ambassadors have accused the Israeli army of displacing 75 Palestinian Bedouins in the occupied West Bank by confiscating caravans given to them by international donors. The ambassadors, who included Germany’s envoy, warned that policies targeting Bedouin communities could create a “coercive environment” forcing them to leave their areas.Such a scenario could result in forcible transfers, “which are considered a grave breach of international humanitarian law,” they said.In a joint letter to Major General Yoav Mordechai, head of the military body that coordinates Israeli activities in the West Bank and Gaza, the ambassadors said the confiscated caravans and materials had cost $64,500.“It is a serious concern that humanitarian assistance which is delivered under humanitarian principles be confiscated,” they said.As occupying power, they said, Israel is required to meet the basic needs of the population.“Relief items should not be requisitioned, confiscated, expropriated or interfered with,” they said. The caravans had been used as homes and a kindergarten by the Bedouin communities of Sateh Al-Bahir and Jabal Al-Baba, east of Jerusalem, which the diplomats said are among the most vulnerable in the West Bank. The signatories were the ambassadors of Germany, Spain, Italy, Sweden, Switzerland, Belgium, Ireland and Norway. The letter, dated July 7 but seen by AFP on Tuesday, comes amid increased tension over Israel’s demolition of foreign-funded structures for Palestinians in the West Bank.Earlier this year, the United Nations said Israel was demolishing Palestinian homes and other buildings constructed with international aid at an “alarming” rate.Mordechai’s department, known as COGAT, referred questions to Israel’s foreign ministry, which accused international donors of interfering.“Israel has a rule of law. Israel can’t accept illegal construction, be it by local elements or funded or aided by foreign elements,” the foreign ministry said in a statement to AFP.Under the 1990s Oslo peace accords, the Palestinian West Bank is divided into three areas.Area C, which accounts for about 60 percent of the territory, is under full Israeli control and it is nearly impossible for Palestinians to obtain building permits there, UN officials say.So far in 2016, Israel has demolished 190 structures funded partly or fully by international donors in the West Bank and east Jerusalem, nearly double the 108 from all of 2015, according to UN figures seen by AFP.Israel argues that construction of shelters by donors in Area C is interference in its affairs.European diplomats argue that Israel has failed to abide by its legal obligations to Palestinians.

On Lebanon war anniversary, PM vows ‘iron fist’ response to attacks-Netanyahu calls Hamas, Hezbollah ‘forward bases of Iran’; Rivlin praises ordinary soldiers who overcame failures in preparedness-By Times of Israel staff and AFP July 19, 2016, 5:01 pm

Israel will offer a “powerful response” if it is attacked by terror groups Hezbollah or Hamas, Prime Minister Benjamin Netanyahu vowed Tuesday at a ceremony marking 10 years since the Second Lebanon War.Netanyahu described the 2006 war as “a clash between an extremist terror organization with an Islamist ideology and a free democratic Israel.”“We are in a global battle. We are aware of the nature of the threats we face, and are preparing for any scenario,” he said at a ceremony at the Mount Herzl military cemetery.Hezbollah and Hamas, he said, “have established forward bases of Iran on our border. Everything that has happened in the Middle East in recent years is part of the same trend: radical Islamic terror that seeks to shatter liberty and culture with its sword thrusts.“This terror strikes not only Sarona or Otniel — it strikes in Paris and Nice, Brussels and Orlando. We are in a global campaign. Just as we are well aware of the character of the threats, so we are preparing for every contingency.”Israel was prepared for war, he said.“If the quiet is preserved, those who stand against us will also enjoy quiet. But if we must respond to aggression, the response will be powerful. Anyone who thinks they will find here a ‘spider’s web’ will come up against an ‘iron wall,’ and will feel an iron fist.”The Israeli premier was alluding to a 2000 speech by Hezbollah leader Hassan Nasrallah, in which he called the Jewish state “feebler than a spider’s web.”The 2006 conflict erupted when Israel retaliated for a cross-border raid in which Hezbollah captured two Israeli soldiers and killed three, and quickly spiralled into a fully fledged war.Hezbollah fired thousands of rockets into northern Israel, which carried out devastating strikes across Lebanon. Many people in Israel considered the massive ground and air war on Lebanon to be a failure because it did not halt Hezbollah rocket fire or recover the two captured soldiers. It lasted 34 days and led to the deaths of 1,200 people in Lebanon, mainly civilians, and 160 Israelis, mostly soldiers.President Reuven Rivlin praised the IDF troops who fought in the 34-day conflict. It was the ordinary soldiers, he said, who “compensated for the failures and flaws exposed in preparedness. A war in which heroism and fortitude overcame what was found lacking in emergency stockpiles and equipment.”Despite widespread criticism in Israel of the conduct of the war, Hezbollah was defeated, Rivlin said, and the victory brought ten years of calm to the northern border.“Hezbollah received a severe blow during that battle,” he said. In the years since, “quiet has returned to the north, tourism is booming, and communities are growing.“But we must internalize the essence of the threat that we face, and listen at all times to the sounds of war bubbling beneath the deceptive calm. Hezbollah continues to rearm itself and it has not ceased in its efforts to destroy Israel.”

Iran defends secret document easing nuke program restrictions-FM Zarif says paper obtained by AP that shows Iran will be able to get within 6 months of a bomb in a decade is a ‘matter of pride’-By AP and Raphael Ahren July 19, 2016, 2:49 pm-THE TIMES OF ISRAEL

TEHRAN — Iran’s foreign minister on Tuesday defended a nuclear deal provision that allows Tehran to begin ramping up its nuclear program after 10 years, a day after the secret document was revealed, leading to concerns over the effectiveness of the landmark nuclear deal.Mohammad Javad Zarif said the document, submitted by Iran to the International Atomic Energy Agency and outlining plans to expand Iran’s uranium enrichment program, was a “matter of pride.”He said it was created by Iran’s “negotiators and experts.”Zarif’s remarks, carried by the semi-official Fars news agency on Tuesday, followed revelations the day before of the confidential document — an add-on agreement to the nuclear deal signed last year with world powers — that Iran gave the IAEA.The document, obtained by The Associated Press in Vienna, outlines Tehran’s plans to expand its uranium enrichment program after the first 10 years of the nuclear deal, essentially allowing it to get within six months or less of building a nuclear weapon well before the deal’s 15-year expiration date. The document is the only part linked to last year’s deal between Iran and six foreign powers that hasn’t been made public. It was given to the AP by a diplomat whose work has focused on Iran’s nuclear program for more than a decade, and its authenticity was confirmed by another diplomat who possesses the same document. In response, a senior Israeli official told The Times of Israel that Jerusalem’s greatest concern about the nuclear deal with Iran “was and remains that after about 10 years, it would leave Iran with an industrial uranium enrichment capacity that would enable the regime to produce the fuel for many nuclear bombs in a very short time.”The nuclear agreement “removes the restrictions on Iran’s nuclear program based on dates certain, rather than on changes in Iran’s aggressive behavior, including its support for terrorism around the world,” the senior official said. “The deal doesn’t solve the Iranian nuclear problem, but rather delays and intensifies it.”Centrifuges churn out uranium to levels that can range from suitability as reactor fuel and for medical and research purposes to much higher levels, for the core of a nuclear warhead. From year 11 to 13, says the document, Iran can install centrifuges up to five times as efficient as the 5,060 machines it is now restricted to using. Those new models will be fewer in number than those being used now, ranging between 2,500 and 3,500, depending on their efficiency, according to the document. But because they are more effective, they will allow Iran to enrich at more than twice the rate it is doing now.The US says the Iran nuclear agreement is tailored to ensure that Iran would need at least 12 months to “break out” and make enough weapons-grade uranium for at least one weapon. But based on a comparison of outputs between the old and newer machines, if the enrichment rate doubles, that breakout time would be reduced to six months, or even less if the efficiency is more than double, a possibility the document allows for.The document also allowed Iran to greatly expand its work with centrifuges that are even more advanced, including large-scale testing in preparation for the deal’s expiry 15 years after its implementation on January 18, 2016.Iran has insisted it is not interested in nuclear weapons, and the pact is being closely monitored by the International Atomic Energy Agency. The IAEA said Tehran has essentially kept to its commitments since the agreement was implemented, a little more than six months after Iran and the six powers finalized it on July 14, 2015.Speaking a few days ago on the anniversary of the deal, US President Barack Obama and Secretary of State John Kerry praised the deal.“As of today, one year later, a program that so many people said will not work, a program that people said is absolutely doomed to see cheating and be broken and will make the world more dangerous, has, in fact, made the world safer, lived up to its expectations, and thus far produced an ability to be able to create a peaceful nuclear program with Iran living up to its part of this bargain and obligation,” said Kerry, one of the main architects of the accord.“The Iran deal has succeeded in rolling back Iran’s nuclear program, avoiding further conflict and making us safer,” Obama said in a statement released by the White House on Thursday.

Russian synagogue with dark past invites Pokemon hunters-Gamers invited to catch animated creatures in St. Petersburg ‘meeting place where fun is permissible’-By Cnaan Liphshiz July 19, 2016, 8:05 pm-THE TIMES OF ISRAEL

JTA — As the Pokemon Go phenomenon grows, some institutions connected to European Jewry’s darkest hour have taken precautions against it.The Auschwitz-Birkenau Memorial and State Museum in Poland has banned the addictive smartphone game, in which players viewing their environments through their device’s camera run in search of animated figures that the game’s application superimposes on the video feed in real time.Citing the need to respect the memory of the dead, the Holocaust Museum in Washington DC also asked visitors to refrain from playing the game, which has tens of millions of players since its release this month by the gaming giant Nintendo. But in Russia, one Jewish institution with a troubled past is taking the opposite approach. In St. Petersburg, the Russian city’s main synagogue and Jewish community center is doing its best to lure players to the building’s majestic interior — by offering a bottle of kosher wine to anyone who catches a Pokemon there. The first winner was Daniel Gurevich, a local Jew whose Pokemon hunt last week at the Grand Choral Synagogue of St. Petersburg was the second time he ever visited the place, according to a report Monday by Jewish News Petersburg.Shuttered by communists in 1930 and destroyed almost completely by Nazi artillery during the vicious fight for Leningrad during World War II, it was rebuilt in the 1940s but was allowed to function only as a sham shul — a prop in the Soviet Union’s propaganda about its citizens nonexistent freedoms.Gurevich told the news site that he came to the synagogue after its staff posted an invitation to Pokemon hunters on the synagogue’s Facebook page, which local media quickly reported. “I was rollerblading nearby, I opened the news [on the smartphone] and saw that the synagogue wants me to come and look for Pokemons. Immediately I went and caught one. It’s great that our synagogue is on the crest of fashion,” he said.A spokesperson for the synagogue told the news site that joining the Pokemon craze has roots in Jewish tradition.“Any more-or-less knowledgeable person will tell you that the synagogue is no temple, it’s a meeting place where fun is permissible within reason and we see this in the Purim parties and children’s games. We very much want the youth to know: The synagogue is a modern place, not a boring one,” said the spokesperson.Unlike some synagogues, the Choral shul complex indeed functions as much a community center as a house of worship. Completed in 1888 after eight years of construction, it is one of Europe’s largest synagogues, and has many rooms and event halls. The synagogue’s kosher cafeteria, which has a WiFi connection, has many young regulars, who work on laptops there or meet up at cultural events and Q&A session organized for members of the community. The synagogue was closed down in 1930 for several years under orders from the communist government, which back then had a semi-official policy of anti-Semitism in addition to its restrictive approach to organized religion in general. Famously, KGB agents used to spy on the few Jews who dared go to shul during communism from a building opposite the Choral synagogue, where the KGB had a special window installed to survey the entrance door.

IDF mulls cutting ties with rabbi who called gays ‘deviants’-Yigal Levinstein, head of a prestigious premilitary academy, claimed the gay rights movement has ‘infiltrated the army’-By Times of Israel staff July 19, 2016, 4:38 pm

The IDF is considering severing its ties to a prominent religious-Zionist rabbi who referred to homosexuals as “deviants.”Last week, Rabbi Yigal Levinstein, who co-heads a pre-army religious academy in the West Bank settlement of Eli, was filmed saying in an address to a Jewish law convention that “under the framework of pluralism, soldiers and officers are taught to refer to [LGBT people] as ‘proud,’ but I don’t dare call them that…. ‘Deviants’ is what I call them,” he said.In a video of his lecture, Levinstein could be seen stating: “There is a crazy movement of people who have simply lost the normalcy of life. This group is making the state crazy and is infiltrating the army with all its might. Nobody dares to open his mouth or make a sound against them. In the army training camp they gave lectures on deviancy.”Levinstein’s speech — which also referred to Reform Jewry as an offshoot of Christianity — sparked a firestorm, with politicians, other rabbis, and former students rushing to condemn his stance. On Tuesday, the head of the IDF’s Manpower Directorate, Maj. Gen. Hagai Topolanski, canceled a visit to Levinstein’s academy scheduled for that day.Topolanski has also ordered a review of the army’s invitation to Levinstein to speak before troops, effectively freezing the rabbi’s work with the army or Defense Ministry, Channel 2 reported. On Monday, the division in the Defense Ministry responsible for the premilitary academies issued a statement “vigorously condemning” the rabbi’s comments, and “demanded clarifications from the academy.”Also Monday, Public Security Minister Gilad Erdan of the Likud party and Education Minister Naftali Bennett, who heads the religious-nationalist Jewish Home party, joined the fray.“This is not the way of religious Zionism,” Bennett said. “Jewish law was meant to establish what is forbidden and what is permitted. It was not meant to be a divisive tool to mark people and communities. You cannot call an entire community derogatory names and hide behind [Jewish law].“It is true, there are clear, unquestionable prohibitions in the Torah,” he added. “However, we do not remove from our midst everyone who fails to uphold a commandment in the Torah. That is not our way.”Erdan linked Levinstein’s comments to the gay pride parade in Jerusalem, scheduled for Thursday.“How dangerous these comments are,” he said. “How cautious we must be, in order not to plant any ideas in the head of some crazy zealot.”Erdan was alluding to the murder of 16-year-old Shira Banki at last year’s parade in the capital. The killer, Yishai Schlissel, an ultra-Orthodox Jew who had just been released from prison for a nearly identical crime, has since been sentenced to life.“A year ago, I dismissed officers who were responsible for the security failures at the march. But for the parents and loved ones of Shira Banki, it is too late,” continued Erdan. “Let us not lose ourselves. Let’s respect every person, their choices, identity, beliefs. I believe that this is also the role of rabbis. This is the Judaism in whose light I follow.”The Israeli Gay, Lesbian, Bisexual and Transgender Association, known commonly as the Aguda, filed a police complaint on Sunday against Levinstein for incitement.Levinstein is affiliated with the Bnei David yeshiva in Eli. The one-year yeshiva program combines traditional religious study with preparation for army service. Bnei David was the first pre-army training program of its kind, and is still one of the most prestigious.Ramat Gan Chief Rabbi Yaakov Ariel defended Levinstein’s comments on Sunday. He said Levinstein may have used too-blunt language, but agreed with the basic message.Homosexuals are “disabled, suffering from real problems that must be cured through psychological treatment and medication,” the Ynet news site reported him as saying.Ariel added that “a normal family is a father, mother and children. An abnormal family is a family that isn’t proper and correct. It has psychological problems.”Rabbi Benny Lau, another prominent religious-Zionist rabbi, whose cousin David Lau is the chief rabbi of Israel, denounced Levinstein.“Who gave you permission to insult them? In the name of which Torah do you act like this?” he demanded in a video uploaded to Facebook.Lau spoke of an incident two years ago when Levinstein spoke to students at Jerusalem’s Himmelfarb boys’ high school and mockingly compared gay people to animals. Lau recounted that “there was a student there at the back who ran out of the hall at the moment that you told your terrible joke. He intended to kill himself. They prevented him. One year ago… the same student said that he heard you making fun of him and he wanted to kill himself again.”Many of Levinstein’s former students have written harshly against him on Facebook, including some who have come out as gay since leaving his yeshiva.Last week saw an outcry at the cancellation of Beersheba’s first-ever pride parade over threats, and the appointment of Rabbi Col. Eyal Karim as head of the military rabbinate despite his having made statements in the past that many interpreted as sexist, homophobic and racist.

Despite detente, Erdogan may find Israel too good a scapegoat to resist-Turkish leader can be expected to cite main suspect Fethullah Gülen’s past links to Israeli dignitaries, Bar-Ilan scholar Efrat Aviv says-By Raphael Ahren July 19, 2016, 4:28 pm-THE TIMES OF ISRAEL

Turkish President Recep Tayyip Erdogan is likely to start blaming Israel for the attempted coup that threatened to depose him over the weekend, due to a perceived connection between the Jewish state and the cleric he accuses of instigating the putsch, a leading Israeli expert on Turkey said.Erdogan blames the Turkish cleric Fethullah Gülen, now in exile in Pennsylvania, for instigating the failed coup. Gülen, who denies the allegations, has had ties with various Jewish groups and in the 1990s met with Israel’s chief rabbi and a senior Israeli diplomat.“Even though Turkish and Israeli leaders are saying that the coup won’t affect the rapprochement between the two countries, in my mind it’s just a question of time until Erdogan starts talking about Israel in the context of the coup,” Bar-Ilan University’s Efrat Aviv told The Times of Israel on Tuesday. The Turkish president might wait until the normalization process between Ankara and Jerusalem has been concluded before publicly scapegoating Israel, surmised Aviv, who focuses her research on modern Turkey and Gülen’s spiritual movement. “But I have no doubt that this will happen. I don’t think that Erdogan will accept Israel with open arms.”On June 29, the Israeli government approved a reconciliation deal with Turkey outlining a course of action that would end the six-year standoff between Ankara and Israel, at the end of which the two countries will exchange ambassadors. The agreement stipulates that before full diplomatic relations are restored, the Turkish parliament has to pass a law protecting IDF troops who participated in the 2010 raid on a Gaza-bound flotilla, that killed 10 Turks, from criminal and civil claims. Senior officials in both countries have asserted that the failed coup attempt in no way stands in the way of the normalization process. Currently it is unclear, however, when the Turkish parliament will vote on the matter.“The normalization of our relations with Israel will not be adversely affected by this event,” said Özdem Sanberk, a former Turkish top diplomat and chief foreign policy adviser to prime minister Turgut Özal. “Regarding the decision by the parliament of the laws concerning the normalization deal, no one can anticipate the attitude of the parliament as it is a sovereign organ of the state.”While it is obvious that Erdogan’s popularity will increase in the aftermath of the attempted putsch, “it is too early to make pessimistic scenarios for the future,” Sandberk told The Times of Israel.Populist politicians in Turkey tend to blame either Israel or a Jewish conspiracy for most evils befalling their country, said Aykan Erdemir, who served as a member of parliament for the opposition CHP party from 2011 until 2015. “Thanks to the ongoing Turkish-Israeli normalization, Israel and Jews were spared from such hate speech and scapegoating this time.”However, he added, “since the failed coup attempt, there is a dramatic rise in vigilantism and Islamist hate speech on Turkish streets. It is only a matter of time [before] the crowds scapegoat minorities.”Supporters of Erdogan’s AKP party “could take advantage of the current unrest and mobilization to propagate anti-Israeli and anti-Semitic messages,” Erdemir, who is currently a senior fellow at the Foundation for Defense of Democracies in Washington, told The Times of Israel on Saturday.-The Gülen movement’s Israel connection-Aviv, who teaches at Bar-Ilan’s Middle Eastern studies department and is a fellow at the Begin-Sadat Center for Strategic Studies, has done extensive research into the moderate Islamic Gülen movement and its connection to Israel and the global Jewish community. In an article she published in Turkish Policy Quarterly six years ago, she researched Fethullah Gülen’s interfaith outreach, which included meetings with several Jewish groups both in Turkey and the US.“Gülen sees great importance in disseminating tolerance because of the fact that the world is a global village, and it is imperative to lay the foundation for communication without making distinctions between Christians, Jews, Atheists or Buddhists,” she wrote.“Because of this approach, of perceiving dialogue as both a religious and a moral-national-social obligation, Gülen met with countless leaders and key people from the three religions during the 1990s. He met with Jewish leaders, both secular and religious, inside and outside of Turkey, in order to promote dialogue between Judaism and Islam.”In the late 1990s, the reclusive imam met at least twice with senior delegations from the Anti-Defamation League, which at the time was headed by Abraham Foxman, according to Aviv.“Gülen talked about his moderation regarding Islam, the Jews, Israel, and expressed reasonable and non-extremist views,” Kenneth Jacobson, who currently serves as the ADL’s deputy national director, recalled in 2005 about his first personal encounter with Gülen in New Jersey. “It was a very good meeting, very friendly.”Jacobson’s second meeting with Gülen took place in 1998 at Gülen’s initiative — and at his Istanbul residence — and was also attended by then-chairman of the Conference of Presidents of Major American Jewish Organizations Leon Levy, Aviv writes.“We met, and it was another pleasant encounter. We were given gifts,” Jacobson recalled, adding that Gülen reiterated his message of moderation. “He presented himself as someone that cares about moderation in Turkey and cares about a moderate Islam and as someone interested in good relations with Israel and the Jews.”In 1998, Gülen met with Israel’s Sephardic chief rabbi Eliyahu Bakshi Doron in Istanbul, a televised visit that came about at the initiative of the cultural attaché in the Israeli consulate. “This was the first time that a chief rabbi came on an official visit from Israel to Turkey, and the second visit of a chief rabbi in a Muslim country,” according to Aviv.Israel’s consul-general to Istanbul at the time, Eli Shaked, participated in the meeting.“The Israeli Foreign Ministry thought that a meeting with Gülen could help quell the hatred and resistance to Israel and/or Jews, and therefore they authorized it,” Aviv wrote. Bakshi-Doron had a different plan: he sought to ask for the cleric’s help in freeing Iranian Jews imprisoned for alleged espionage. Gülen declined the request, arguing that he has no ties to Iran.During the meeting, Gülen said he wanted to open a Muslim school in East Jerusalem and the West Bank. The chief rabbi agreed in principle, but the initiative was rejected by the government, according to Aviv. Gülen was also reported to have been interested in visiting Israel, but the Foreign Ministry in Jerusalem did not authorize the plan.During a rare interview with the Wall Street Journal in 2010, Gülen criticized the organizers of the Gaza-bound flotilla for not having secured Israel’s okay for embarking as “a sign of defying authority, and will not lead to fruitful matters.”Immediately after this weekend’s failed coup, Erdogan blamed members of Gülen’s movement, referring to it as “Gulenist Terrorist Organization” and threatening harsh punishment, including the reinstatement of the death penalty. On Wednesday, Turkey will submit to the US an official extradition request for the 75-year-old cleric.
