BRUSSELS, Today, 09:28-Nato and Russia plan to hold further talks on how to avoid an accidental clash in the Baltic region, but there was “no meeting of minds” in Brussels on Wednesday (13 July) on the basic issues that underpin their confrontation.Wednesday’s talks were the fourth time that Nato states’ ambassadors and Russia’s envoy to the Western alliance met in the Nato Russia Council since Russia invaded Ukraine two years ago.The talks came after a Nato summit in Warsaw agreed to send 4,000 British, Canadian, French, German, Italian and US soldiers to the Baltic states and Poland to guard against Russian aggression.It also came after a series of tense encounters between Russian jets and warships and Nato assets in the region.On one such occasion, in April, unarmed Russian jets simulated an attack on a US vessel, the USS Donald Cook, in what the US military at the time said would have justified a shoot-down.Alexander Grushko, Russia’s Nato ambassador, said after Wednesday’s talks that “we are ready to fly with transponders ... along certain flight trajectories” and to hold “detailed consultations at the military level” on the issue.He added that “the aircraft of many countries do fly in the region with their transponders off”.Transponders are electronic devices that identify aeroplanes and their flight paths to civilian or military radar stations in order to avoid collisions.Nato head Jens Stoltenberg “welcomed” Russia’s offer to “pursue risk reduction measures” on Baltic air safety.He noted that “different Nato allies have different practices, partly related also to exercises, and some different operational reasons, for not always turning the transponders on”.He said the date and format of a follow-up meeting with Russia remain to be decided.He added that “military-to-military lines of communication” remained “open”.-Wider issues>Aside from transponders, Stoltenberg said “the basic thing is of course safe behaviour, is to fly in a safe and professional way, and we have seen some examples of unsafe activity in the air by Russian planes”.He also called for greater Russian transparency on military drills.He said that Nato briefed Russia on its drills and invited Russian observers even when the small scale of its exercises put them “below the threshold” of international obligations under the so-called Vienna Document.One reason for the Nato deployment to the Baltic states and Poland were mass-scale, unannounced Russian simulations of attacks on the Nordic countries, the Baltic states and Poland.“Military exercises can be used as a disguise for aggressive actions. For instance, the annexation of Crimea took place in connection with a snap exercise of Russia”, Stoltenberg said.He continued to disagree with Grushko on the reasons for the confrontational climate, however.“Allies and Russia have profound and persistent disagreements on the crisis. Brussels, Today, 10:00-European institutions should pro-actively publish information on the secret meetings they hold to discuss legislative proposals, the EU Ombudsman says.In a report published on Thursday (14 July), ombudsman Emily O'Reilly noted that some parts of EU lawmaking have become more transparent."However, discussions between the co‐legislators behind closed doors—without adequate documentation being made publicly available—risk the creation of public suspicion and uncertainty, and may hinder informed debate about its content," she wrote.The meetings, known as trilogues, have helped to speed up the legislative process at the cost of transparency.According to the ombudsman, 85 percent of legislation concluded in the last term of parliament (2009-2014) was done through trilogues. Only two terms earlier, that percentage was just 29 percent.Although some information may be available on the meetings, it is often dispersed and difficult to find."This, regrettably, increases the ‘mystique’ of trilogues, discouraging citizens from engagement and thus diminishing their democratic rights," wrote the ombudsman.A piece of legislation, after being proposed by the European Commission, has to be approved by the European Parliament and the Council of the EU, where member states meet.But the parliament and council often want to change different parts of the legislation, which means it would take several readings to reach a compromise situation. Instead, they thrash out deals behind closed doors.O'Reilly called on the European Commission, European Parliament, and Council of the EU to create one common database in which citizens can find dates of the meetings, compromise texts and a list of names of people who took part.

Spain stuck between EU sanctions and political deadlock-By Sarah Morris-JULY 14,16-EUOBSERVER

Madrid, Today, 18:18-Spain’s caretaker conservative government has promised action to avoid a fine for overshooting deficit targets, but the failure of acting prime minister Mariano Rajoy to win support to form a new cabinet may undermine its case.Acting economy minister Luis de Guindos argued that his country should not be fined for doing too little to bring its deficit to below 3 percent of GDP and has expressed confidence Spain will eventually receive just a symbolic punishment.It risks a fine of up to 0.2 percent of GDP - or €2.1 billion - and a freezing of EU structural funds. On Tuesday (12 July), the EU said Spain had 10 days to submit a request to reduce its fine, which will be proposed by the EU Commission at the end of July.In response, De Guindos promised that Spain would raise €6 billion extra this year by increasing the amounts that companies have to pay mid-tax year, meaning they would pay more in 2016.He also said the state would raise €1 billion extra by cracking down on tax fraud and would save €1.5 billion in lower interest payments on its debt.The main measure requires a change to the law, which many experts consider beyond the remit of a caretaker government.De Guindos and Rajoy's Popular Party (PP) has already been a caretaker government since an inconclusive general election last December, and will remain so until a government can be formed after a repeat election in June.“I don’t think this is going to cut it with the EU,” said Angel Talavera, a eurozone economist at the Oxford Economics think-tank in the UK.“The lower interest rates are a given. Revenues from stopping tax fraud are always a nice idea but it’s often extra money talked of which never quite happens.”He said although the details of the measure to increase payments for large companies still had to be fully disclosed, it initially looked like “an accounting trick”.The opposition parties have accused the government of Rajoy of breaching the deficit targets by lowering taxes in the run-up to local and national elections in 2015 to win support, and by promising further tax reductions even while telling the European Commission it would implement further budget austerity.-'Disguised tax hike'-“It’s the working class who pay for his broken commitments with Brussels,” socialist leader Pedro Sanchez said on Wednesday (13 July).“Mr Rajoy designed electioneering budgets last year and now we’re being served the first of the dishes we can expect in the next few months. Rajoy has announced a disguised tax hike”.The threat of the EU fine loomed as Rajoy held meetings with rival leaders to try to win backing to remain prime minister following the June election.The PP is the best placed party to govern, having increased its seats to 137, while other parties lost votes or seats. However, it still falls far short of the absolute majority of 176 seats in the 350-seat parliament.On Wednesday, Sanchez, whose party is the second largest force in the parliament with 85 seats, told Rajoy his MPs would not vote for him in a confidence vote and nor would they abstain to facilitate his government.“Mr Rajoy has got a long road to travel between 137 seats and 176. The Socialist Party won’t be on that road,” Sanchez told reporters after the meeting.-Bitter pill-Some veteran Socialists have called for the party to abstain to let the PP govern if it can come close to 176 seats through gaining the support of centrist Ciudadanos (“Citizens”), which has 32 seats, and some of the smaller parties like the Basque Nationalist Party, which has five.Other Socialists fear the party could lose support as a result to anti-austerity party Podemos whose leader Pablo Iglesias said an abstention would mean the socialists would be PP's “partner”.“I think ultimately the Socialists will swallow what is a very bitter pill because they won’t want to be seen as the guilty party for forcing third elections,” Talavera, the economist, said.“But politically it will be really very difficult for many socialists to support their arch-enemy.”For the PP to convince the EU it has credibility to cut the deficit, it needs to not just secure support for Rajoy’s confidence vote - he also needs to secure support for the 2017 budget.Analysts fear the next government may be too weak to implement further economic reforms, which include the need to prevent the pension reserve fund from running out.-Long process-“A minority PP government seems to be the most likely outcome at this point but a third election can’t be discarded,” said Antonio Barroso, deputy director of research at the US-based political risk consultancy Teneo Intelligence.“It’s far from straight-forward to agree on fiscal consolidation.”The pro-business Ciudadanos could be a crucial ally to the PP in passing reforms but the party has so far ruled out entering a coalition or voting in favour of the PP while Rajoy is the candidate for prime minister.Rajoy said on Wednesday he intended to seek the confidence of the parliament on 2 August but added he would “reflect” if he could not guarantee he would win.An investiture speech followed by a vote would trigger a two-month deadline to form a government or dissolve parliament and call a fresh election.“I don’t think the forming of the government is going to happen fast,” said Barroso.

A European Union revision to a controversial resolution by the UN’s cultural body on the Old City of Jerusalem had Israel “concerned” on Thursday, with the Foreign Ministry saying the new text still downplays Jewish historical ties to its holiest site.A statement from the Foreign Ministry in Jerusalem expressed “concern’ over the EU revision to the UNESCO resolution, which it said “nullifies the bond and relationship of the Jewish people to the Temple Mount.”“The EU proposal still denies the connection of the Jewish people to the Temple Mount,” the Foreign Ministry statement said.The text of the proposal has not yet been released by the EU.In its statement, the Foreign Ministry singled out EU member France, which expressed remorse over its “yes” vote on an April UNESCO resolution that ignored Jewish ties to Jerusalem.It also emphasized Jerusalem was still applying diplomatic pressure to quash the current version.“Nothing is finished yet,” the ministry added.The move came days after a joint Palestinian-Jordanian resolution on Jerusalem was shelved after failing to garner enough support. WASHINGTON (JTA) — Speakers at the Republican National Convention are scheduled to include the rabbi who converted Donald Trump’s daughter to Judaism and the pastor who said Bernie Sanders needed to embrace Jesus.On Thursday, the Republican National Convention released a list of speakers as notable for who is absent as it is for the inclusion of a number of speakers close to the Jewish community.Topping the list, presumably because he will lead the convocation at the launch of the convention, is Pastor Mark Burns, a televangelist who has become an important surrogate for Trump among evangelicals, who initially were wary of Trump because of the secular values he seemed to embrace as a reality TV star.Christian conservatives have warmed to Trump over the campaign, in part because of the intercession of Burns and others in the evangelical community.At a March rally for Trump in North Carolina, Burns spoke of Sanders — the first Jewish candidate to win major nominating contests — while warming up the crowd waiting for the candidate.“Bernie Sanders, who doesn’t believe in God, how in the world are we gonna let Bernie … really?” Burns said. “He gotta meet Jesus, he gotta have a coming to Jesus meeting.”Sanders, who this week formally ended his campaign to win the Democratic nomination and endorsed Hillary Clinton, has said he believes in God. Other US media outlets, citing sources in the Trump campaign, have also reported that Pence is Trump’s choice for his vice president.Also on Trump’s shortlist are New Jersey Gov. Chris Christie and former House Speaker Newt Gingrich, according to people familiar with the candidate’s thinking.Pence quickly exited a speaking event in Indianapolis Thursday morning without taking questions from reporters. His staff had not released details of any other planned appearances Thursday.Pence is running for re-election, but Indiana law prevents him from seeking two offices at once. The Egyptian Museum in Cairo is showcasing for the first time the earliest writing from ancient Egypt found on papyrus, detailing work on the Great Pyramid of Giza, antiquities officials said Thursday.The papyri were discovered near Wadi el-Jarf port, 25 kilometers (15 miles) south of the Gulf of Suez town of Zafarana, the antiquities ministry said.The find by a French-Egyptian team unearths papers telling of the daily lives of port workers who transported huge limestone blocks to Cairo in the 26th century BCE during King Khufu’s rule to build the Great Pyramid, intended to be his burial structure.One document was a “diary by government official Merer (the beloved) with statistics and administrative details” of his work, said Sayed Mahfouz, who co-led the 2013 discovery.Merer led a team of around 40, according to the ministry.The documents also list revenues transferred from various Egyptian provinces to feed pyramid builders and pay their wages, Mahfouz said.Revenue was written in red, while what was paid to workers would be written in black, said Mahfouz.“It gives for every day an account of the work of this crew transporting limestone blocks from the quarries of Turah on the east bank of the Nile to the Pyramid of Khufu at Giza plateau through the Nile and its canals,” the ministry said.It said the papyri “indicate the highly efficient administrative system during Khufu’s reign.”

The enthusiasm to rebuild homes after the Fort McMurray wildfire has given way to frustration for some residents."You really don't know who you can trust, that is the biggest thing in Fort McMurray right now," said MacKenzie Cadieux, who lost her home in Abasand.Cadieux and other residents from fire-ravaged communities attended a forum at Shell Place on Wednesday evening, where a lawyer and a contractor answered questions."One of the first few comments that was given to me as a sign of hope was, 'Oh, at least you get to rebuild a new house the way you want to,' " Cadieux said. "I don't want to rebuild a new house. I like my house the way it was, and this to me is a lot of aggravation in my daily life."-Insurance questions-Residents had questions about demolitions, permits, damage assessments and insurance.Presenter and lawyer Terrence Cooper said people need to first understand their insurance policies.Cooper said it's critical residents understand terms like "guaranteed replacement costs," because that means insurance companies will rebuild their homes as long as the new home has the same specifications as the one destroyed.He also recommended that owners get insurance companies to break down in simple language what's required of them in order to get compensation.But most of all, the Fort McMurray lawyer said, residents shouldn't necessarily settle for the first offer they receive. TORONTO - Toronto police say millions of dollars in drugs, property and cash, along with weapons, have been seized in an investigation into an alleged drug smuggling operation with links to the United States.They say the seven-month investigation has led to the arrests of 27 people on criminal organization and drug trafficking charges.Cocaine, marijuana, crystal meth, opium, ketamine and fentanyl — 283 kilograms in total — were seized, along with 103 kilograms of cutting agents for cocaine.Investigators also seized eight firearms, including a Tec 9 machine pistol, an SKS rifle, a Springfield 40-calibre handgun and two 12 gauge shotguns, along with 418 rounds of ammunition.Assets such as bank accounts, money counters and condominiums, worth almost $3.4 million, which police allege were proceeds of crime, and $2.4 million in cash were also seized.The investigation, dubbed Project Beyond, involved Toronto police, York Regional Police and the Canada Border Services Agency.Supt. Gord Sneddon said Thursday that the alleged criminal organization's reach extended beyond Ontario."Their range of influence has spread to the United States," Sneddon said. "We worked with the Drug Enforcement Administration, particularly in New York State, and we have had some success."The unnamed organization was sophisticated and it compromised members of various ethnic groups, Sneddon said."The one common denominator is the desire to make money from the misery of other people," he said.Investigators allege Kevin Er, 40, of Richmond Hill, Ont., was the organization's leader."It's very clear from our investigation that there was a hierarchy in this organization," said Snedden.York Regional Police Insp. A woman from Greenwood, B.C. is nursing her wounds after a bear knocked her flat on her back on an Okanagan hiking trail last weekend.Rachel Lautard says she was mauled by the small black bear while camping near Conkle Lake Provincial Park, south of Kelowna."I couldn't believe this was happening to me," she said recalling the experience.Lautard was on an afternoon hike with her family and a friend when she decided to pick up her pace and got ahead of the others.She says she heard loud footsteps behind her so she turned around and saw a dog run by in a flash — followed quickly by a black bear charging towards her."The next thing I know I was on my back with this bear on top of me," she said. "I was wearing steel-toed work boots at the time and I was kicking and basically bicycling and screaming for help."She doesn't remember how long the two tussled for as she struggled to get free."He bit into my leg and he was holding on but I was kicking as hard as I could."Stitches needed-Lautard believes the bear may have been chasing the dog but attacked her instead.She suspects the animal may have been distracted and eventually let go of her of her leg, after the dog returned."He got off, and I got up," said Lautard, who says she jumped to her feet despite being injured.Her friend — who happened to be a doctor — then arrived. But the bear was reluctant to leave even as they flailed their arms and screamed at it.After her friend "ran at it", she says the bear climbed up a tree and finally took off. The two then worked on getting her wounds dressed and helped her out of the bush.She was left with two puncture wound and a gash on her left calf that needed 10 stitches.Lautard says she sees bears "all the time" and has even had another bear run at her but never with such ferocity and intensity.With files from Daybreak South.

BRUSSELS, Today, 09:00-The International Monetary Fund (IMF) has urged France and Italy to continue reforms to boost their fragile economic growth.In its annual reports on the two countries published on Monday and Tuesday (11-12 July), the IMF also warned that they could be hit by the consequences of Brexit."This risk has now materialised," the IMF says about the risk for Italy of the UK's exit from the EU.The fund noted that, since the 23 June British referendum, Italy's main stock index has fallen by 9 percent and bank equity prices declined by about 25 percent.For France, the IMF notes that "the risks to the outlook are now firmly on the downside, with much higher uncertainty around financial conditions and political developments in Europe".Like other EU economies, France's could be affected "through trade, financial, and confidence channels", the IMF said, pointing at risks for French exports to the UK and other EU countries.France and Italy, which are two of Europe's main economies but also two of its most problematic countries, still have major effort to make to secure their future, the Washington-based institution says.In France, the recovery is "solidifying", with 1.5 percent growth this year and 1.25 percent forecasted for 2017 - down from 1.5 percent because of uncertainties related to the Brexit vote.But to the IMF, the "key obstacle" to growth remains the labour market, with an unemployment rate of around 10 percent.The fund pointed out "two central policy challenges" - the creation of jobs and the sustainability of public finances.While the European Commission gave France until the end of 2017 to reduce its deficit under 3 percent of GDP, the fund notes that "structural fiscal adjustment is slowing to near zero this year" and that public debt is growing.In Italy, the economy was ”recovering gradually from a deep and protracted recession", the IMF said.But it added that "productivity and investment growth are low; the unemployment rate remains above 11 percent … bank balance sheets are strained by very high NPLs [non-performing loans, which are not repaid to banks] and lengthy judicial processes".It also pointed out that Italy's debt is now around 133 percent of the GDP and that it "limits the fiscal space to respond to shocks".Because of these internal problems and the consequences of the Brexit vote, the fund has lowered its growth forecasts for Italy, from 1.1 percent to 1 percent this year and from 1.25 percent to 1 percent in 2017.For Italy, it said, it is "imperative"' reforms are "fully carried out and deepened".
