PARIS (Reuters) - London's financial center will lose its prized "EU passport" if Britain fails to secure continued access to the bloc's single market in its exit talks, ECB Governing Council member Francois Villeroy de Galhau said on Saturday.Banks based in London, Europe's biggest financial center, rely on what is called an EU passport to operate across the bloc's capital market unhindered while basing most of their staff and operations outside the euro zone in London."If tomorrow Britain is not part of the single market, the City cannot keep this European passport, and clearing houses cannot be located in London either," Villeroy, who is also governor of the French central bank, told France Inter radio.Paris has been a rival city to London as a financial center.Brexit talks will have to be quick to limit uncertainty, said Villeroy, who is also Bank of France governor."There is a precedent, it is the Norwegian model of European Economic Area, that would allow Britain to keep access to the single market but by committing to implement all EU rules," he said."It would be a bit paradoxical to leave the EU and apply all EU rules but that is one solution if Britain wants to keep access to the single market."If that did not work out, that could be an opportunity for euro zone financial centers including Paris, Villeroy said. Britain's high commissioner is open to signing a free trade deal with Canada now that the United Kingdom has opted out of the European Union.Howard Drake said Britain will go it alone on trade agreements after the Brexit vote, adding the U.K. will not cease to be a trading nation after it pulls out of the EU."We're an island. We'll be strongly pro-free trade outside the European Union," he said in an interview with Chris Hall on CBC Radio's The House. "We'll be looking to make trade deals with other countries around the world, including Canada. Other countries that are currently outside the EU do have very good trading relationships and trade agreements with other countries, so we can be the same. We have a lot to bring to the party," he said, noting Britain is the fifth largest economy in the world.Former Conservative cabinet minister Pierre Poilievre said Friday the Liberal government should "immediately conclude" a trade deal with Britain, but that would be a difficult task given the country remains a member of the EU for the foreseeable future — at least two years — as it hammers out an exit strategy.Drake also signalled that the Commonwealth of Nations — the organization of 53 mostly former British colonies and territories — could play a more robust role in Britain's foreign policy in a post-Brexit world."We have always believed that the Commonwealth has a significant role," he said. Premier Philippe Couillard is calling out the Quebec City residents who booed the prime minister as he spoke in English during a Fête Nationale event. Justin Trudeau was in the provincial capital for the opening of a new wing of the city's fine arts museum, timed to coincide with the provincial holiday associated with the celebration of francophone culture in Quebec.During a speech at the unveiling, Trudeau addressed the results of Thursday's referendum in the United Kingdom, which saw voters support leaving the European Union. As Trudeau switched from French to English, a round of boos and whistles erupts in the crowd. Trudeau continued speaking in English for several seconds before switching back to French. Couillard, who also attended the opening, was asked about the booing at a news conference later. "It's unfortunate," the premier told reporters. "We could have listened to his message in a more positive way." "It's the Fête Nationale of all Quebecers, we expect that the speeches are given in French. He wanted, I think, to address all Canadians about the Brexit issue. But I think we have to remind everyone that we have to be open and tolerant."

PARIS (Reuters) - France's economy minister said on Saturday that the European Union needs a new road map that should be devised in consultation with voters and then put to a referendum, as Paris sought for ways to handle the fallout at home from the Brexit vote.The British people's vote to leave the EU has deepened fears among mainstream politicians across Europe about the rise of anti-establishment parties, particularly in France, where the far-right, eurosceptic National Front is increasingly popular."We've never had the courage to organise a true European referendum in its real sense. This next project must give it that strength," Emmanuel Macron told a conference."We would first build this new project with European peoples and then submit this new road map, this new project, to a referendum," he said, adding that the idea was to have one single referendum across the bloc.Macron's talk of an EU-wide referendum goes beyond comments made by President Francois Hollande and Prime Minister Manuel Valls, who both said the EU needed to reinvent itself after the Brexit vote but made no reference to a popular vote.His comments could stir tensions within the ruling Socialist Party, which in 2005 had been deeply split over a proposed new EU constitution, eventually blocked by referendums in France and the Netherlands.Macron's comments did, however, chime with those of Alain Juppe, a centre-right former prime minister leading opinion polls for the 2017 presidential election. PARIS (Reuters) - London's financial center will lose its prized "EU passport" if Britain fails to secure continued access to the bloc's single market in its exit talks, ECB Governing Council member Francois Villeroy de Galhau said on Saturday.Banks based in London, Europe's biggest financial center, rely on what is called an EU passport to operate across the bloc's capital market unhindered while basing most of their staff and operations outside the euro zone in London."If tomorrow Britain is not part of the single market, the City cannot keep this European passport, and clearing houses cannot be located in London either," Villeroy, who is also governor of the French central bank, told France Inter radio.Paris has been a rival city to London as a financial center.Brexit talks will have to be quick to limit uncertainty, said Villeroy, who is also Bank of France governor."There is a precedent, it is the Norwegian model of European Economic Area, that would allow Britain to keep access to the single market but by committing to implement all EU rules," he said."It would be a bit paradoxical to leave the EU and apply all EU rules but that is one solution if Britain wants to keep access to the single market."If that did not work out, that could be an opportunity for euro zone financial centers including Paris, Villeroy said. Britain's high commissioner is open to signing a free trade deal with Canada now that the United Kingdom has opted out of the European Union.Howard Drake said Britain will go it alone on trade agreements after the Brexit vote, adding the U.K. will not cease to be a trading nation after it pulls out of the EU."We're an island. We'll be strongly pro-free trade outside the European Union," he said in an interview with Chris Hall on CBC Radio's The House. "We'll be looking to make trade deals with other countries around the world, including Canada. Other countries that are currently outside the EU do have very good trading relationships and trade agreements with other countries, so we can be the same. We have a lot to bring to the party," he said, noting Britain is the fifth largest economy in the world.Former Conservative cabinet minister Pierre Poilievre said Friday the Liberal government should "immediately conclude" a trade deal with Britain, but that would be a difficult task given the country remains a member of the EU for the foreseeable future — at least two years — as it hammers out an exit strategy.Drake also signalled that the Commonwealth of Nations — the organization of 53 mostly former British colonies and territories — could play a more robust role in Britain's foreign policy in a post-Brexit world."We have always believed that the Commonwealth has a significant role," he said. Justin Trudeau was in the provincial capital for the opening of a new wing of the city's fine arts museum, timed to coincide with the provincial holiday associated with the celebration of francophone culture in Quebec.During a speech at the unveiling, Trudeau addressed the results of Thursday's referendum in the United Kingdom, which saw voters support leaving the European Union. As Trudeau switched from French to English, a round of boos and whistles erupts in the crowd. Trudeau continued speaking in English for several seconds before switching back to French. Couillard, who also attended the opening, was asked about the booing at a news conference later. "It's unfortunate," the premier told reporters. "We could have listened to his message in a more positive way." "It's the Fête Nationale of all Quebecers, we expect that the speeches are given in French. He wanted, I think, to address all Canadians about the Brexit issue. But I think we have to remind everyone that we have to be open and tolerant."
