Article 50-OF THE LISBON TREATY-OF THE EUROPEAN UNION.   

1. Any Member State may decide to withdraw from the Union in accordance with its own constitutional requirements.
2. A Member State which decides to withdraw shall notify the European Council of its intention. In the light of the guidelines provided by the European Council, the Union shall negotiate and conclude an agreement with that State, setting out the arrangements for its withdrawal, taking account of the framework for its future relationship with the Union. That agreement shall be negotiated in accordance with Article 218(3) of the Treaty on the Functioning of the European Union. It shall be concluded on behalf of the Union by the Council, acting by a qualified majority, after obtaining the consent of the European Parliament.
3. The Treaties shall cease to apply to the State in question from the date of entry into force of the withdrawal agreement or, failing that, two years after the notification referred to in paragraph 2, unless the European Council, in agreement with the Member State concerned, unanimously decides to extend this period.
4. For the purposes of paragraphs 2 and 3, the member of the European Council or of the Council representing the withdrawing Member State shall not participate in the discussions of the European Council or Council or in decisions concerning it.
A qualified majority shall be defined in accordance with Article 238(3)(b) of the Treaty on the Functioning of the European Union.
5. If a State which has withdrawn from the Union asks to rejoin, its request shall be subject to the procedure referred to in Article 49.

NEW YORK (Reuters) - Global stock markets lost about $2 trillion (£1.4 trillion) in value on Friday after Britain voted to leave the European Union, while sterling suffered a record one-day plunge to a 31-year low and money poured into safe-haven gold and government bonds.The blow to investor confidence and the uncertainty the vote has sparked could keep the Federal Reserve from raising interest rates as planned this year, and even spark a new round of emergency policy easing from major central banks.The move blindsided investors, who had expected Britain to vote to stay in the EU, and sparked sharp repricing across asset classes. Mainland European equity markets took the brunt of selling as investors feared the vote could destabilise the 28-member bloc by prompting more referendums.The traditional safe-harbour assets of top-rated government debt, the Japanese yen and gold all jumped. Spot gold rose over 4 percent and the yield on the benchmark 10-year U.S. Treasury note fell to a low of 1.406 percent, last seen in 2012, but climbed higher in afternoon trading.Stocks tumbled in Europe. Global markets buckled as Britain’s vote to leave the European Union drove the pound to the lowest in more than 30 years while sparking demand for haven assets from U.S. Treasuries to gold.Why Britain Voted to Leave the EU-The Dow Jones Industrial Average fell 587 points, or 3.4 percent, erasing gains for 2016 as bank shares plunged. European stocks bore the brunt of the carnage, with the Stoxx 600 Index sliding 7 percent in its worst day since October 2008. The yen briefly strengthened past 100 per dollar for the first time since 2013. Treasury yields had their biggest drop in more than four years and gold rallied above $1,300 an ounce. A member of parliament from the political arm of Lebanese terror group Hezbollah called for Israeli communities to be captured and civilians taken hostage in any future war with Israel.Speaking on Hezbollah’s al-Manar TV, MP Walid Sukkarieh said that in addition to the group’s missile arsenal — said to number in the tens of thousands — an offensive to seize northern Israeli communities should be employed to prevent Israel from retaliating and implementing its “Dahiyeh Doctrine,” a military strategy that advocates the use of disproportionate force against a militant entity by destroying civilian infrastructure.The strategy, named after a suburb of Beirut, was implemented in the Second Lebanon War in 2006 to level whole buildings in the Hezbollah stronghold using sustained airstrikes. The doctrine was first mentioned in 2008 by the then head of the IDF’s northern division and current IDF chief of staff, Gadi Eisenkot, who warned that Israel would reapply the strategy in every village in Lebanon from which Israel is attacked.Israel is preparing to mark the 10-year anniversary of the 34-day war next month.Sukkarieh said in his interview on June 18 that Israel could not implement the doctrine if Hezbollah holds Israelis hostage in another round of conflict.“The Israeli people would be a prisoner in our hands. Year after year, Dr. Lassina Zerbo returns to Israel with the hope of convincing the Jewish state to ratify an international treaty banning nuclear tests, a move the UN nuclear test ban czar claims would have little negative effect on Israel’s security but would be a “serious step forward in showing goodwill on arms control.”Though his task may seem Sisyphean and occasionally “frustrating,” the head of the United Nation’s Comprehensive Nuclear Test Ban Treaty Organization sees progress being made, notably in the fact that this year he met personally with Prime Minister Benjamin Netanyahu, instead of meeting with a cabinet minister as he has done in the past.“It’s a step up. The issue has been elevated to [Netanyahu’s] level,” Zerbo told The Times of Israel in the lobby of Tel Aviv’s David InterContinental Hotel on Tuesday.Netanyahu, for his part, was apparently convinced of the argument, saying this week that Israel would ratify the treaty at some point in the future, depending upon “the regional context and the appropriate timing.”The Comprehensive Nuclear Test Ban Treaty, known as the CTBT, was passed by the United Nations in 1996. The CTBT would not impede Israel’s ability to carry out laboratory tests or employ its alleged second strike capabilities in the case of an attack.Zerbo was unwilling to hazard a precise estimation of when Israel would ratify the treaty, but said he expected it would happen “sometime in the next five years.”He added, “That can mean tomorrow or in five years.”One of the hang-ups in the past was the lack of monitoring stations in the region, which Israel’s representative to the CTBTO, Merav Zafary-Odiz, has said would keep the treaty from being fully enforceable in the region. BALTIMORE, MD (RNN/CNN) - Baltimore police officer Caesar Goodson has been found not guilty of second-degree murder in the death of Freddie Gray. Goodson was the driver of the van the night Gray died.Goodson, 46, faced the most serious charges, including second-degree murder, in the death of Freddie Gray. Judge Barry Williams also found Goodson innocent of three counts of manslaughter, second-degree assault, reckless endangerment and misconduct in office.Goodson chose to have a bench trial in which Williams would rule without a jury.Gray was 25 years old when he suffered a spinal injury during police transport in April and died following his arrest. He died a week after sustaining the injuries.Goodson drove the van. Officers have said Gray was too unruly to secure with a seat belt.Prosecutors said Goodson drove so radically, it would have tossed Gray around in the van. They said Goodson had chances to render aid to Gray, who was shackled in a steel cage in the back of the van. The defense argued that officers who checked Gray before he was delivered to the van and the driver didn't put Gray in a seatbelt because of their decision.He is the third officer to be tried on charges related to Gray's death. Six were charged.The next trail of Lt. Brian Rice is scheduled to begin on July 7. He is charged with manslaughter.

(Reuters) - A Maryland judge will issue his verdict on Thursday in the closely watched murder trial of a Baltimore police officer for the death of black detainee Freddie Gray, an incident that triggered rioting and protests.Officer Caesar Goodson Jr, 46, was the driver of a police wagon in which Gray broke his neck in April 2015. Prosecutors said he gave Gray a "rough ride," failed to ensure his safety and should have called for a medic.Goodson's defense team argued in Baltimore City Circuit Court that Gray caused his own injuries by falling inside the transport van. Goodson also lacked the training to recognize that Gray was hurt, they said.Goodson faces the most serious charges among the six officers charged in Gray's death, making his the marquee case for prosecutors. They failed to secure a conviction in two earlier trials of officers.Judge Barry Williams will hand down his verdict on Thursday morning. Goodson waived a jury trial, and Williams is hearing the case in a bench trial.Gray's death spawned protests, rioting and arson in the majority African-American city of 620,000 people and stoked a debate on U.S. police treatment of people of color.Gray, 25, was arrested for fleeing police officers unprovoked in a high-crime area. (Reuters) - The U.S. battle over bathrooms and wedding cakes is pushing many African-American leaders in the South to the forefront of the latest civil rights frontier, as the threat of discrimination overshadows long-held reservations on gay issues.In Mississippi, black legislators have led calls to repeal their state's newly adopted law permitting those with religious objections to deny wedding services to same-sex couples and impose dress and bathroom limits on transgender residents.The president of the National Association for the Advancement of Colored People (NAACP) in Mississippi is a plaintiff in a lawsuit seeking to block the measure from taking effect on July 1. A federal judge was to hear testimony in the case on Thursday.In North Carolina, dozens have been arrested at statehouse rallies organized by a diverse coalition led by the state NAACP conference to protest a new law barring transgender people from using the bathrooms of their choice."Here we are again, facing discrimination towards a group of people," said Sonya Williams Barnes, a Mississippi black lawmaker who opposed the measure and fears that her race could be the next target. "Who knows where that is going to lead to."Just four years after President Barack Obama rocked the religious black community by supporting gay marriage, black leaders are becoming some of the most forceful allies in the fight against a recent wave of legislation seen as harmful to lesbians, gays, bisexuals and transgender (LGBT) people.Opposition to same-sex marriage has long offered common ground to white conservative Republicans and religious African-Americans otherwise more liberal in their political views, but the battle lines are being redrawn, said Robert P. The House of Representatives finally adjourned until July 5th after sit-in protests by Democrats halted business in Congress for more than 17 hours.Despite the decision to end the legislative session, more than a dozen Democratic members, including former House Speaker Nancy Pelosi (D-CA), were still protesting on the House floor as of this morning. John Yarmuth (@RepJohnYarmuth) June 22, 2016-The unprecedented demonstrations -- which was broadcast live through C-span and social media across the country -- started Wednesday morning and ended around 3:15 a.m. ET Thursday.Democrats seized the floor and demanded a vote, ripping Republicans for being "silent for too long" about the "epidemic" of shootings, while the GOP blasted the demonstrations as a "stunt" and "disgrace."Democrats and Republicans clashed throughout the night in the House chamber. Several Republicans heckled Democrats, and tensions flared when Rep. Louie Gohmert, R-Texas, confronted Democrats speaking on the floor about radical Islam, prompting at least one plainclothes Capitol security officer to walk onto the floor, as members separated the representatives.Around 10 p.m., House Speaker Paul Ryan briefly called the chamber back into order amid shouts of "No Bill, No Break" from the protesting members of Congress. Both of the guns Mateen used in the killings -- including an AR-15 style rifle and Glock handgun, were purchased legally.House Minority Leader Nancy Pelosi (D-Calif.), said Democrats will continue on the floor as long as necessary, and will continue protests in Washington and in their home districts. The group of Democrats taking over the chamber are demanding action and will stay until Republican leaders agree to hold a vote on gun control legislation, attempting to use the Homeland Security Appropriations bill.The event had some pageantry, with Rep. Emanuel Cleaver, dressed in a pink suit, bringing in a pink pillow. And Rep. Scott Peters got a back rub.There were also snacks delivered to the chamber and the promise of pizza, according to Rep. John Yarmuth.Democratic members of the Committee speaking in support of the amendment used their time to discuss individual victims of attacks in San Bernardino and Orlando, in order to put human faces on the issue of gun violence.House Speaker Ryan's office has declared the protest a "publicity stunt" that is in violation of the standing rules."The House cannot operate without members following the rules of the institution, so the House has recessed subject to the call of the chair,” said spokesperson AshLee Strong in a statement.Ryan's office has recessed the House -- cutting off the chamber video feed -- but has not shut off the lights in the chamber or directed the House Sergeant at Arms to remove House Democrats.Rep. Mark Walker (R-NC), said that Republicans "want to take the high road in this" and blasted the Democrats move.House Republican leadership told their members in a closed-door meeting that they plan to vote tonight on other measures before the chamber but not on gun control legislation, ignoring the protest.Unlike senators, representatives are not permitted to filibuster.Lewis, a veteran civil rights leader revered by Democrats, said action on gun violence is long overdue."The end goal of this sit in is to get the leadership of the Republican Party, the Speaker of the House, to bring forth a bill, a piece of legislation that would do something about the proliferation of guns in our society," Lewis said in an interview with ABC News. "We have waited. We've been patient. But we waited too long. We've been silent too long, and we will continue to engage in peaceful nonviolent action until something happens."Recently, the Senate voted down four gun control measures and a compromise plan from Sen. Susan Collins was in the works. Some Democratic House lawmakers protested a moment of silence being held for the victims of the Orlando shooting because they said action needed to be taken instead.About 30 minutes after the sit-in began, Rep. Ted Poe (R-Texas), tried to start the House's work at noon. The customary prayer and Pledge of Allegiance went ahead, but he was forced to recess the House when dozens of Democrats refused to leave the well, The Associated Press reported.Among those protesting on the House floor was Rep. Tammy Duckworth, D-Ill., an Iraq War veteran who lost both her legs in combat. She got out of a wheelchair and sat on the House floor with other lawmakers.House Minority Leader Nancy Pelosi, D-Calif., said the House needs to act on gun legislation rather than repeatedly hold moments of silence in memory of victims of gun violence.Many senators -- including Senate Minority Leader Harry Reid, D-Nevada, and Sens.
