UN chief to visit Israel, PA, Gaza to push peace efforts-Ban Ki-moon’s visit to coincide with Netanyahu-Kerry meet as efforts to jump-start talks gain steam-By Times of Israel staff June 21, 2016, 2:19 pm

UN Secretary General Ban Ki-moon is reportedly slated to visit Israel and the Palestinian Authority next week for a two-day round of meetings with Israeli and Palestinian leaders. The visit, scheduled for Monday and Tuesday next week, will take him to Jerusalem, Tel Aviv, Ramallah and the Gaza Strip, the Walla news site reported Tuesday. The visit comes amid renewed international diplomatic efforts to restart Israeli-Palestinian peace talks stalled since 2014.Prime Minister Benjamin Netanyahu is also slated to meet US Secretary of State John Kerry next week in Europe to discuss, among other issues, the recent French initiative to jumpstart talks.Channel 2 reported Sunday that Netanyahu plans to tell Kerry he backs potential Egyptian-led efforts to revive negotiations, rather than the international approach being pushed by France.Netanyahu has recently given mixed signals on the Saudi-drafted Arab Peace Initiative as a means to resolve the Israeli-Palestinian conflict, suggesting partial support for it but also calling for it to be amended. His Foreign Ministry director-general, Dore Gold, told The Times of Israel three weeks ago that Israel believes improved ties with certain Arab states could enable subsequent progress with the Palestinians.“The conventional wisdom for the last few decades has been that a solution to the Palestinian issues will result in improved ties between Israel and the Arab world,” Gold said. “But there is a serious basis for thinking that, actually, the sequence is exactly the opposite — that by improving ties with the Arab states, we set the stage for a future breakthrough with the Palestinians.”Ban is slated to pay a special visit to the Gaza Strip during his visit in order to inspect from up close UN agencies’ aid work in the coastal territory.

Israel blasts Europe’s ‘colonialist’ peace initiative-EU has ‘no credibility whatsoever’ to deal with the conflict as long as it cannot solve its own problems, official fumes-By Raphael Ahren June 21, 2016, 3:01 pm-THE TIMES OF ISRAEL

Europe’s approach to Israel appears to be a resurrection of its past colonialism, a senior Israeli official said Tuesday. It was part of an unusually blistering attack on the EU and its Middle East policies, in which the official accused European leaders of cynically employing the Israeli-Palestinian conflict to deflect criticism and to distract the public from their inability to solve the continent’s real pressing problems.“When I look at the sequence of the EU implementing labeling [for settlement products] and now the endorsement of an international conference, I feel that those are the ghosts of a colonial European past coming back to life,” Foreign Ministry spokesperson Emmanuel Nahshon told The Times of Israel. The EU’s 28 foreign ministers on Tuesday endorsed France’s plan to hold an international peace conference in Paris to advance the stalled peace process. Israel has repeatedly rejected the French initiative, arguing that it hardens Palestinian negotiating positions and thus distances peace.Nahshon said the union was unqualified to deal with the Israeli-Palestinian conflict as long as it struggled to properly address its own woes.“They have no credibility whatsoever if they deal with this conflict without dealing with the major issues that are far more important to Europe and the world, starting with the Syrian civil war, and challenges that Europe itself is facing, such as Brexit, immigration and Islamic terror,” he said.Jerusalem wonders “whether Israel is not being employed, whether we are not being used in a cynical and deliberate way as a kind of fig leaf, a universal panacea, for a continent that is obviously unwilling or unable to deal with its real issues,” the diplomat thundered.“Unfortunately, the conclusion is that this is probably the case,” he said. “Whenever you are in trouble, whenever you are a European leader unpopular at home, and whenever you face insurmountable challenges, then there’s nothing like organizing a conference on Israel to create a false agenda that will attract attention elsewhere.”Nahshon charged that while the EU was embroiled in its most urgent problems – such as mass waves of immigration from Africa and the Middle East and the possible British decision to leave the union – it “seems to invest a lot of energy” in a peace summit in Paris that is doomed to fail.If the EU was genuinely concerned about the stalled peace process, it would focus all its efforts on getting the Palestinians to agree to enter direct bilateral talks with Israel, the diplomat said. That is the only way to achieve progress, as evidenced by Israel’s peace treaties with Egypt and Jordan, he added.During their monthly meeting in Brussels Monday, the EU foreign ministers pledged to make “a concrete and substantial contribution to a global set of incentives” for Israelis and Palestinians, urging EU institutions to “present proposals, including on economic incentives, without delay.” They reaffirmed their 2013 offer of an “unprecedented package of political, economic and security support to be offered to and developed with both parties in the context of a final status agreement.”Nahshon flatly rejected the European offer of incentives.“It is inconceivable and unacceptable that upgrading our relations with Europe should be conditioned on our participation in a misguided diplomatic effort,” he said. “This is tantamount to illegitimate pressure. Israel is an important member of the international community, a world leader in science and technology, which the EU benefits from. There is no reason why we should be subjected to such pressure.”EU officials insist that their offer of assistance to incentivize the peace process is unrelated to efforts to advance EU-Israel bilateral relations on other issues, but Nahshon refused to accept that argument.“If the EU really wants to promote the peace process it should invest all its energies to bring the Palestinians back to the negotiation table. Israel-EU relations should not be linked to misguided EU initiatives,” he concluded.Meanwhile Tuesday, a top European Union official said the bloc stands ready to provide Israel and the Palestinians with massive political, economic and security support as part of any peace agreement between them.European Council President Donald Tusk said that the EU will “back up a peace deal with an unprecedented package of cooperation and support to both Israel and the future state of Palestine.”Tusk said after talks in Brussels with President Reuven Rivlin that “a lasting peace in the region remains a top priority” for the EU.AP contributed to this report.

Cameron: We must stay in EU to influence Europe’s approach to Israel-The Prime Minister tells guests at Jewish Care dinner to reject ‘divisive and intolerant’ Leave campaign-By Justin Cohen June 21, 2016, 11:34 am-JEWISH TIMES

David Cameron has insisted Britain can only impact Europe’s approach to Israel by remaining inside the EU as he called on the community to roundly reject the “divisive and intolerant” campaign of Nigel Farage. The prime minister used his only address to Anglo-Jewry of the referendum to insist that the country’s influence is “enhanced” rather than diminished by being part of the Union on issues from the economy to climate change to preventing Iran getting the bomb.He told Jewish Care’s annual dinner: “When we’re fighting terrorism and Islamist extremism are we better doing that out on our own or fighting together with our European partners. When Europe is discussing its attitude towards Israel do you want Britain – Israel’s greatest friends – in there opposing boycotts or do you want us outside the room, powerless to affect the conversation.”Cameron spoke of his “love” of the country and described Jewish function as some of the most patriotic he’d attended. Invoking his predecessor Winston Churchill, he said the wartime leader chose to fight Hitler alongside allies, rather than operate alone, when he took the “greatest decision in our history”.He also launched a blistering attack on the UKIP leader over the ‘Breaking point’ poster he unveiled last week as part of the campaign to leave the EU. It featured a line of immigrants passing through Europe and was condemned as having echoes of 1930s imagery of George Osborne.“When I look at that poster which Nigel Farage stood in front of for the leave campaign I see the opposite of everything that makes our country great,” Cameron told the more than 1,000 guests at the Grosvenor House Hotel. “I’m proud that Britain is home to people who fled persecution – including those who fled the Nazis and from Russians pogroms. We should say to Farage and his campaign of division and intolerance ‘we don’t want your vision of Britain, we don’t want you’re selling, you’re not selling the kind of country we want for ourselves or our grandchildren – and I say we should vote decisively to reject it on Thursday.”.@Number10gov attacks @Nigel_Farage poster as 'opposite of everything makes Britain great' at @Jewish_Care dinner pic.twitter.com/DlwSTCYc7S— Justin Cohen (@CohenJust) June 20, 2016-While his diary was in a state of flux during the final build up to the referendum, Cameron drew huge applause for saying the dinner was one engagement he was “always going to keep”.On the day the House Of Commons was recalled to pay tribute to murdered MP Jo Cox, the prime minister reflected on her husband Brendan’s call to oppose hate in her memory.“Wherever we find hatred we should drive it out of our politics and drive it out of our communities. No one understands this better than our Jewish community.”Reflecting on the rise of anti-Semitism, he said: “I hate that this scourge has returned to this world and specifically to our country. I promise wherever we see antisemitism – from politicians who should know better to abusive graffiti daubed on synagogues and homes – I will do everything I can to drive it out of this country. For as long as I’m prime-Minister you’ve got that extra £10m I promised to CST every year for as long as necessary.”In a wide-ranging speech, he also hailed Israel’s transformation from “dessert to city” as “One of most remarkable stories of the modern democratic world” and reiterated that his commitment to her security is “non-negotiable”.“I will always stand up for right and obligation of Israel to defend its citizens – a right enshrined in international law, in natural justice and in fundamental morality. I’ll never stand by when people talk about boycotts or Israel comes under attack from rockets or terror tunnels.”Cameron heaped praise on the staff and volunteers of Jewish Care as the ‘best of Jewish and the best of British.‘I love you. All of you individually as I have a referendum to win. But I love Jewish Care and all you do. You don’t leave things to government. You help communities . You bring people together to play their part. That is the big society in action.”Ahead of a campaign video featuring three service users including 99-year-old Millie – who said a Jewish care club had given her a lifeline to get out and social aide – as a “complete inspiration”..@Number10gov to @Jewish_Care dinner: 'You are the best of Jewish and the best of British' pic.twitter.com/aT4NTYTWtL— Justin Cohen (@CohenJust) June 20, 2016-Jewish Care President and labour peer Lord Levy described the charity – hailed the PM as “a true friend to our community and our beloved state of Israel” and the charity – which helps 10,000 people weekly – as “the Backbone of our community”.Chairman Stephen Zimmerman announced that permission had been secured for a new care campus in Redbridge. He stressed that £15m must be raised annually to continue its work, with an additional £4m required by 2020.

Israel’s Airobotics raises $28.5m for operator-free drones-Investors include Noam Bardin, former chief executive of the Waze navigation app bought by Google-By Shoshanna Solomon June 21, 2016, 3:18 pm-THE TIMES OF ISRAEL

Israeli start-up Airobotics said today it has built a new kind of drone platform that will allow companies to operate drones without the need for expensive and skilled drone operators. The Petah Tikva, Israel-based company said it has raised $28.5 million in funding from investors including California’s BlueRun Ventures; Noam Bardin, the former chief executive of Waze, the navigation app that was bought by Google; and Richard Wooldridge, Google’s Advanced Technology and Projects chief operating officer.By taking the drone pilot and operator out of the equation, Airobotics removes the most expensive and hard-to-find component of industrial drone operations, the company said in a statement. The system is made up of three major parts: a drone, which can fly 30-minute missions at a time while carrying a one kilogram payload and using videos to provide customers with real time aerial insight; the airbase, a completely automated base station from which the drone launches and lands on its own, without needing human intervention, and software, which enables users “to control and manage missions with one click.”Airobotics is also creating an open ecosystem to allow other developers to come up with additional tools. Because the new drone has a payload mechanism design that can be swapped, partners can create new payloads that integrate new sensors and other tools into the drone. The Airobotics’ software is also both a complete operating system and an open platform, something that will allow third parties to build and customize the payloads and also provide the software apps to support and manage the various new missions. This will open up different and novel ways the drone can be used, the company said.Led by co-founders Ran Krauss, the chief executive officer, and Meir Kliner who is in charge of research and development, the entire Airobotics’ 70-person team is made up of people who have technological and practical drone knowledge. Airobotics is Krauss’s third drone startup, the statement said.Noam Bardin, now an executive at Google, was “immediately hooked” by the potential for Airobotics as it has “disruptive vision” and is “uniquely positioned to own the industrial drone space,” he said in the statement.Airobotics’ solution can be used by the mining, oil and gas industries, ports, and other industrial facilities which need areal views for surveys and mapping, inspection, security and emergency needs. Israel Chemicals Ltd., the fertilizer and potash manufacturer who was one of Airobotics’ first customers, ran beta trials to test, refine, and optimize the performance of the platform, the statement said.

More global cooperation needed to win cyber war, Israeli guru says-Head of team that set out Israel’s national cybersecurity policy says country sees up to 2 million attacks a day-By Shoshanna Solomon June 21, 2016, 2:19 pm-THE TIMES OF ISRAEL

More cooperation is needed globally among companies and governments to fight the ever changing threats to the cyber universe, Prof. Isaac Ben-Israel, who led a task force that set out Israel’s national cyber security policy, said in an interview.“There is not enough being done globally,” Ben-Israel, who heads the Blavatnik Interdisciplinary Cyber Research Center at the Tel Aviv University, said on the sidelines of a cybersecurity conference.“Everyone agrees that international cooperation is very important in the war against cyber crime or attacks, but no one really knows what is the meaning of international cooperation in cyber space. There are small steps here and there but it is very difficult to get international cooperation. People say let’s share intelligence, but no one is sharing intelligence. We can say it, but no one is doing it, so we should find other ways.”Increasing mobile and web usage and social media are among the key factors contributing to the “explosive increase” in cyber threats, MarketsandMarkets, a Dallas, Texas-based market research firm said in a report. The global cyber security market will be worth more than $170 billion by 2020, according to an estimate by MarketsandMarkets, with companies globally focusing on security solutions but also services.Israel witnesses 200,000 to 2 million cyber attacks each day on critical infrastructures like water, electricity, and railways, Ben-Israel said.“Cyber security is the dark side of the computer,” Ben-Israel said. “We developed the computer, we made it ubiquitous and faster. But we have also created a huge dependence on it, and the bad guys could use this weak point to damage our security. Cybersecurity is about protecting the bright side from the dark side,” he said. There are some 400 private and public cybersecurity companies active in Israel today addressing these threats, and Israel’s start-up industry has been growing at a roughly 15 percent rate in recent years, according to data provided by Tel Aviv based IVC Research Center, which tracks Israel’s high-tech industry. More than $300 million were raised by cybersecurity companies in Israel in 2015, in 72 financing rounds, IVC said.Globally, investment in cybersecurity companies reached an all-time high in 2015, rising to $3.8 billion compared with $2.8 billion in 2014 and $1.1 billion in 2011, according to New York-based data company CB Insights.Computers have on average a generation life of 1.5 years, Ben-Israel said. As long as they evolve, so also cyber security technology needs to adapt, he said.“One cannot talk about trends in cyber security, the technology is always changing so fast,” Ben-Israel said. “We don’t know what the future threats will be. We know about past threats and the current threats but we don’t have enough knowledge about the future because it is changing all the time.”Ben-Israel studied mathematics, physics and philosophy at Tel Aviv university and received his PhD in 1988. During his service in the army in which he served until 2002, Ben-Israel served in several posts in operations, intelligence and weapon development units of the Israel Air Force and served as head of military research and development of the army and the Defense Ministry. In 2011 Ben-Israel led a task force that formulated Israel’s national cyber policy and founded the National Cyber Headquarters in the Prime Minister’s office. In February 2015 the government decided to set up a new national cyber authority.“During our work in the task force we asked ourselves what we need to have in order to create a living cyber ecosystem that will nave new ideas all the time, adapt itself quickly to the ever changing technology,” he said. The rise of cyber security studies at Israeli universities coupled with human capital coming out of the army and a market opportunity identified by the local high tech industry led to the growth of Israel’s cyber industry, he said. Israeli exports of cybersecurity products account today for roughly 8 to 10 percent of what is estimated to be a $60 billion global cybersecurity industry, he said.Israel’s flourishing cyber industry is very much part of the high-tech ecosystem that has made Israel known as the start-up nation, Ben-Israel said.“It is mainly about developing human capital,” he said. “Israelis argue all the time, we have a highly developed art of criticism. The people of Israel criticized Moses. It all started there. Criticism is good for innovation.”

North Korea fires another intermediate-range missile: South Korea-[Reuters]-June 21, 2016-YAHOONEWS

SEOUL (Reuters) - North Korea fired a second missile on Wednesday that appears to be an intermediate-range Musudan, South Korea's military said, after South Korean and U.S. officials said an earlier launch had failed. The South Korean and U.S. officials said the earlier launch that failed was also likely a Musudan launched from North Korea's east coast. It was not clear if the second launch, about two hours later, was successful.(Reporting by Jack Kim and Ju-min Park)

SKorea military: NKorea fires 2 suspected midrange missiles-[Foster Klug And Hyung-Jin Kim, The Associated Press]-June 21, 2016-YAHOONEWS

SEOUL, South Korea - In a remarkable show of persistence, North Korea on Wednesday fired two suspected powerful new Musudan mid-range missiles, U.S. and South Korean military officials said, but at least one of the launches apparently failed, Pyongyang's fifth such reported flop since April.Despite the repeated failures, the North's determination in testing the Musudan worries Washington and its allies, Tokyo and Seoul, because the missile's potential 3,500-kilometre (2,180-mile) range could target much of Asia and the Pacific, including U.S. military bases there. Each new test — apparently linked to a command from North Korean leader Kim Jong Un — also likely provides valuable insights to the North's scientists and military officials as they push toward their goal of a nuclear and missile program that can threaten the U.S. mainland. Pyongyang earlier this year conducted a nuclear test and launched a long-range rocket that outsiders say was a cover for a test of banned missile technology.A statement from South Korea's Joint Chiefs of Staff said a suspected first Musudan launch from the east coast city of Wonsan failed early Wednesday morning but gave few other details. Later Wednesday, the JCS said the North fired another suspected Musudan, but it wasn't immediately clear if it succeeded.A U.S. official also said the first launch appeared to be another failure, adding that the U.S. was assessing exactly what had happened. The official wasn't authorized to comment publicly and requested anonymity. Another American official said the first launch was a suspected Musudan but initial indications were that it failed in flight over the Sea of Japan, which the Koreas call the East Sea.The United States had no immediate details on the reported second launch. In April, North Korea attempted unsuccessfully to launch three suspected Musudan missiles, but all exploded in midair or crashed, according to South Korean defence officials. Earlier this month, North Korea had another suspected Musudan failure, South Korean officials said. Before April's launches, North Korea had never flight-tested a Musudan missile, although one was displayed during a military parade in 2010 in Pyongyang, its capital. The launches appear to stem from Kim Jong Un's order in March for more nuclear and ballistic missile tests. The order was an apparent response to springtime U.S.-South Korean military drills, which North Korea views as an invasion rehearsal.Since the end of those military drills, Pyongyang has repeatedly called for the resumption of talks with rival Seoul, even as it pursues new missile development, but the South has rejected the overtures. It wants the North to first take steps toward nuclear disarmament. Pyongyang says its rivals must negotiate with it as an established nuclear power, something Washington and Seoul refuse to do.The string of recent launch attempts show the North is pushing hard to upgrade its missile capability in defiance of U.S.-led international pressure. The North was slapped with the strongest U.N. sanctions in two decades after it conducted a fourth nuclear test and a long-range rocket launch earlier this year.Earlier Tuesday, at a Washington briefing, Pentagon spokesman Peter Cook said that if North Korea were to conduct another missile test, it would violate U.N. resolutions and "be another provocative action. So we certainly would urge North Korea to refrain from doing that sort of thing."North Korea has recently claimed a series of breakthroughs in its push to build a long-range nuclear missile that can strike the American mainland. But South Korean officials have said the North doesn't yet possess such a weapon. The North, however, has already deployed a variety of missiles that can reach most targets in South Korea and Japan, including American military bases in the countries. The Korean Peninsula remains in a technical state of war because the 1950-53 Korean War ended with an armistice, not a peace treaty. About 28,500 U.S. soldiers are stationed in South Korea to deter possible aggression from North Korea; tens of thousands more are stationed in Japan.___Associated Press writers Josh Lederman and Lolita C. Baldor in Washington contributed to this report.

2nd firefighter dies battling huge Cyprus forest fire-[The Canadian Press]-Menelaos Hadjicostis, The Associated Press-June 21, 2016-YAHOONEWS

NICOSIA, Cyprus - A huge forest fire raging out of control for a third day in the mountains southwest of the Cyprus' capital of Nicosia has claimed the life of a second firefighter, authorities confirmed Tuesday. The announcement of 44-year-old Marios Aristotelous' death came a day after another colleague, Andreas Sophocleous, 49, lost his life in the line of duty. Both firefighters died from injuries sustained when their truck slid down a 20 metre-gully Monday.Cypriot President Nicos Anastasiades and the head of Cyprus' Orthodox Christian Church Archbishop Chrysostomos II said they were distraught at the news of the firefighters' deaths and pledged to financially support their families.A third firefighter remains in critical condition with head injuries suffered in a separate accident Sunday when his truck overturned.Forestry Department spokesman Andreas Christou said three more planes, one from Italy and two from France, are expected later Tuesday to join 16 other aircraft from Greece, Israel, Cyprus and Britain. Some 350 firefighters and volunteers along with more than 60 vehicles are trying to contain one of Cyprus' largest forest fires in difficult terrain amid a heat wave with temperatures surging to over 40 degrees Celsius (104 Fahrenheit). The fire has scorched around 15 square kilometres (5.8 sq. miles) of trees and countryside. The Forestry Department said crews have checked the fire's spread on several fronts, but are battling to contain flare-ups in the northeastern foothills of the Troodos mountain range. The blaze prompted Anastasiades to postpone Tuesday's scheduled meeting with breakaway Turkish Cypriot leader Mustafa Akinci as part of talks aiming to reunify ethnically divided Cyprus so he can visit the affected areas.___This story has been corrected to say both firefighters died from injuries sustained in same accident.

Deal on Canada Pension Plan reform was swift in policy-making terms-[The Canadian Press]-Andy Blatchford, The Canadian Press-June 21, 2016-YAHOONEWS

OTTAWA - In two and a half years, Canadians will gradually start paying more premiums into the Canada Pension Plan.In several decades, supporters say the "historic" CPP deal reached Monday between Ottawa and most provinces will boost retirement security for future generations. But by policy-making standards, the agreement-in-principle — an unlikely outcome just a few months ago — happened in the blink of an eye.Even the federal finance minister, a pension expert, had given himself until the end of the year to finish up negotiations.Instead, the provinces are now being asked to finalize an agreement by July 15 that will eventually increase contributions and retirement benefits through the public plan.Following weeks of talks and an all-day meeting in Vancouver on Monday, finance ministers emerged with the agreement-in-principle.Even provinces such as Saskatchewan and British Columbia, which had expressed concerns about the timing of CPP reform, had signed on. Only Manitoba and Quebec declined to agree to the terms. The agreement came together as pollsters pointed to overwhelming popular support for public pension reform amid concerns about the adequacy of retirement savings. The federal Liberals ran on platform to upgrade the public pension system, as did their Ontario cousins. The result also means Ontario will abandon its project to go it alone with its own pension plan. How did this all happen so quickly? Sources familiar with the talks said doubters had concerns about the potential economic impact of boosting the CPP, even at the late stages of negotiations. They said Ottawa made a major push in the final days and hours, which helped secure enough country-wide support to expand the CPP. To make the change, they needed consent of a minimum of seven provinces representing at least two-thirds of Canada's population. The sources also suggested Prime Minister Justin Trudeau himself was involved in the extra effort. On top of that, Ontario, which had been moving forward its more-ambitious pension plan proposal, backed away from its earlier demands that CPP reform should be just as robust.Ontario Finance Minister Charles Sousa said in an interview Monday after the announcement that the swift agreement was driven by several factors.Sousa said all of his counterparts agreed there were "undersaving issues." He also said that Ontario's proposed pension plan — and its parameters — gave ministers around the table an example to examine. And some provinces, especially those hit hard by the commodity-price shock, were looking for only a gradual implementation due to the fragile economy, Sousa added. The agreement Monday states the CPP premium increases on workers and employees will only start to be phased in on Jan. 1, 2019. Ontario's increase was set to begin in 2018.British Columbia Finance Minister Michael de Jong said the deal was reached in part because of compromises and the desire to maintain a single, portable CPP across Canada."We think this strikes the right balance in that regard," de Jong told reporters after the announcement. The deal, however, wasn't embraced by everyone.Federal Finance Minister Bill Morneau said Manitoba needed more time to examine the deal since its government was only a few weeks old."This comes very fast and hard for them," Morneau said of Manitoba, whose finance minister wasn't present for the news conference.Quebec refused to sign the deal out of concern a broad-based premium increase would have a negative impact of low-income earners, the province's finance minister said in an interview. The province operates its own sister program of the CPP — the Quebec Pension Plan. Quebec can adjust the QPP as it likes, but it has typically followed the CPP.Quebec Finance Minister Carlos Leitao said in an interview he will raise QPP premiums according to the CPP deal. He said would also phase them in over the same period. But unlike the broader-based CPP reform agreement, he said Quebec would only raise premiums on income earned above $27,500.That's why Quebec didn't sign the agreement-in-principle, Leitao said."Those people already have a hard time saving, so their disposable income is pretty tight — and I think by taking the decision that we took, we will avoid an unfair tax on them and also on their employers," he said."As we know, payroll taxes tend to be the most economically inefficient taxes."To help offset the effect on low-income earners of increased CPP premiums, Ottawa said would it enhance the federal Working Income Tax Benefit and provide a tax deduction.Critics of CPP expansion have also said it would squeeze workers and employers by imposing additional contributions — and hurt the economy.Dan Kelly, the president of the Canadian Federation of Independent Business, warned that the CPP expansion is "pretty devastating" for small businesses."The big question I ask myself is what was the size of the federal cheques that were written to some of these provinces to get them to the table?" Kelly said.Others were thrilled by the announcement. The head of an organization that has been campaigning for CPP reform for years said Monday's deal would create the first benefits increase for the plan since it was created in 1966."It's really historic — I never thought this moment would come," said Hassan Yussuff, president of the Canadian Labour Congress.— Follow @AndyBlatchford on Twitter

Canada and provinces reach preliminary deal on pension plan reform-[By Julie Gordon]-June 20, 2016-YAHOONEWS

VANCOUVER (Reuters) - Canada's federal government and provinces agreed in principle on Monday to support a compromise plan to expand the national pension plan that would see premiums raised moderately over time to provide greater payouts for pensioners. The proposed changes, if formally approved by the provinces, would start in 2019 and be phased in over seven years, according to the plan signed by eight provincial finance ministers and federal Finance Minister Bill Morneau.Reforming the Canada Pension Plan, or CPP, requires the support of the country's federal government plus seven of the 10 provinces, representing two-thirds of the Canadian population.Like other governments around the world, Canada faces a challenge to provide for its aging population. The CPP has been deemed by some experts as insufficient to provide enough income in retirement without being supplemented by a workplace pension.Fewer employers are offering workplace pensions and those that do are reducing the benefits of those plans, prompting advocates to lobby for CPP reform. The previous federal Conservative government refused to consider changes, which prompted Ontario's Liberal government to come up with its own plan to boost retirement security for residents in the absence of a national solution. The election of a federal Liberal government last October opened the door to new cooperation, although securing the required backing among provinces proved challenging. The proposed changes, following a day of talks between Morneau and his provincial counterparts, are revised from Ontario's proposal and will now be considered by the provinces. If approved, a final agreement could be formalized within weeks."I think we have reached a balanced approach to satisfying the objectives that were set out - that is a modest enhancement, that is fully funded and is affordable," British Columbia Finance Minister Michael de Jong told reporters. The agreement means Ontario will likely not go ahead with its proposed Ontario Retirement Pension Plan.Quebec, which has its own pension plan, did not sign on but expressed its support for "modest, targeted and gradual enhancements." Manitoba is the only other province that did not sign the deal.Under the current plan, both employers and employees contribute 4.95 percent of income up to a C$54,900 ($42,927) cap. The maximum payout is C$13,110 annually, lower than that of other wealthy nations. With the new deal, the earnings cap would rise to C$82,700 by 2025, with the income replacement level increasing to one-third of the cap.(Additional reporting by Matt Scuffham in Toronto; Editing by Leslie Adler and Peter Cooney)

Giant Mutant Rats Invade One Of UK’s Biggest Eco-Communities-[Yahoo News]-June 21, 2016

Residents at one of Britain’s biggest eco-communities are terrified of leaving their homes after the development was invaded by giant mutant rats. The rodents, that measure upwards of ten inches long, have decided to take up residence in the BedZed carbon-neutral development in Hackbridge, Surrey, and have been witnessed JUMPING at people living there.Scared locals are now calling on the council and estate managers Peabody to bring in some heavy-duty poisons to get rid of the massive rat infestation.Elodie Ledent, a resident on the 82-home estate, said: “I’m scared to take my bin out now, they jump out at you as you open the bins to throw the rubbish away."I have even taken my rubbish out to the bin in the street because the rats are not afraid to come close to you."I first told Peabody about this problem with the rats in October and they have not done much since.”She put the blame on the invasion on some residents leaving their rubbish out of the bins.BedZed tenant Marianne Rasmussen added: “When people are coming home at night you can hear them as they see rats run across the path.”Housing association Peabody Estates said it was investigating the problem, which has also been reported to Sutton Council.A spokesman added: "We’ve visited the site regularly with our pest control experts, and believe there could be nest sites near the river."We’ve been laying bait and are looking at what action we can take, such as moving compost bins or securing them in metal containers, to improve the situation."We’ll keep residents updated about how we are tackling the problem and our next steps.”A Sutton Council spokesman said: “The responsibility for keeping land clear of rats or mice rests with the owner or occupier, not the council."However, the council will carry out enforcement action when necessary.”

Greece's bailout funds released; EU's Juncker hails Greek efforts-[Reuters]-June 21, 2016-YAHOONEWS

ATHENS (Reuters) - Greece got more than 7 billion euros in bailout funds on Tuesday after a review of the country's progress in implementing economic reforms, the head of the euro zone's bailout fund told reporters in Athens.Greece needs the money to pay off growing state arrears, maturing ECB bonds and International Monetary Fund loans. Talks with its foreign creditors over Greece's efforts to implement a reform program have dragged on for six months. The European Stability Mechanism "disbursed today 7.5 billion euros ($8.50 billion) to Greece," Klaus Regling, the managing director of the fund, said after meeting Greek Finance Minister Euclid Tsakalotos in Athens.Athens will use 5.6 billion euros of the amount to pay debts and 1.8 billion euros for state arrears. The ESM, Greece's largest creditor, will continue to loan Athens money under favorable conditions. Interest rates charged on Greek loans are at 0.8 percent currently and the average maturity of the loans is 32 years, Regling said."We want to help the Greek economy for the entire period," he said, but "we don't know exactly, given that forecasts are very uncertain, what the needs in a few years time will be."Regling said that a 3.5 percent primary surplus target, which Greece has agreed to achieve in 2018, should be respected. The International Monetary Fund has said the target is unrealistic and would prefer it being lowered to 2.0 percent."I'm absolutely content," said European Commission President Jean-Claude Juncker, who was visiting Athens when Regling met with Tsakalotos. "Greece is on the right path and I would like it to have national ownership of the programs which are currently being implemented."(Reporting by Lefteris Papadimas and George Georgiopoulos, editing by Larry King)

Britain's EU referendum nail-bitingly close two days before vote-[Reuters]-By Michael Holden-June 21, 2016-YAHOONEWS

LONDON (Reuters) - With two days to go until Britain's referendum on EU membership that will shape the future of the European Union and the West, polls and surveys indicated public opinion is so divided that the outcome is too close to call.Britons vote on Thursday on whether to quit the 28-nation bloc amid warnings from world leaders, investors and companies that a decision to leave would diminish the former imperial power's political and economic influence, unleash turmoil on markets and send shock waves around the Western world. As each side sought to play its last trump cards, the pro-EU "Britain Stronger in Europe" campaign issued a final poster of a door leading into a dark void with the slogan: "Leave and there's no going back."And former England soccer captain David Beckham, a hugely popular public figure, added his voice to Remain's list of celebrity supporters. "For our children and their children we should be facing the problems of the world together and not alone," he said.Leave campaigners stepped up their relentless focus on what they call uncontrolled immigration, saying Prime Minister David Cameron had been warned four years ago his goal of reducing net arrivals was impossible due to EU rules. The anti-EU UK Independence Party issued a poster showing a traffic jam with the message "The school over-run" and saying nearly one in four of Britain's primary schools were full or oversubscribed. The EU - already shaken by differences over migration and the future of the euro zone - would lose its second-largest economy, one of its top two military powers and by far its richest financial center.George Soros, the billionaire who bet against the pound in 1992, wrote in an article for the Guardian newspaper that a vote to leave would trigger a bigger, more disruptive devaluation than the fall on Black Wednesday, when market pressure forced sterling out of the European Exchange Rate Mechanism. There could also be severe political ramifications, with many in the Brexit camp regarding Cameron's leadership as untenable if there is a vote to leave.Justice Secretary Michael Gove, a senior government figure and one of the leading voices of the Leave camp, said he would "reflect" on his own position depending on the outcome.-KNIFE EDGE-Sterling has been climbing in recent days on the back of more positive opinion polls, suggesting the mood of the public was swinging behind the "In" camp, but even its supporters said the result was on a knife edge."Things have improved for the 'Remain' side in last few days but it could still be very close ... I have more confidence over the last few days," junior finance minister Greg Hands told investors at a conference on Tuesday. An ORB poll for Tuesday's Daily Telegraph newspaper found support for Remain at 53 percent, up 5 percentage points on the previous one, with support for Leave on 46 percent, down three points."All the signs of ORB's latest and final poll point to a referendum that will truly come down to the wire," said Lynton Crosby, a political strategist who advised the ruling Conservative Party at the last national election in 2015.The "Leave" camp had "failed to quash the almost ubiquitous perception that it is the riskier of the two options," he said.Social research body NatCen also published a survey that found Remain on 53 percent and Leave on 47 percent, using a method that took on recommendations by an official inquiry into why pollsters got last year's election wrong, although its research was conducted from May 16 to June 12.However, an online poll by YouGov for The Times showed Leave ahead on 44 percent, up one point, with Remain on 42 percent, down two points.Campaigning was suspended for three days after the murder of pro-EU lawmaker Jo Cox, who was shot and stabbed to death in her constituency in northern England last Thursday. Some "Leave" campaigners accuse the "Remain" camp of exploiting the death as part of what they portray as a campaign of scaremongering by the establishment at home and abroad.Turnout is predicted to be key to the result, and the ORB poll found that Remain supporters, who had been regarded as being more apathetic, were becoming increasingly motivated to vote as polling day approaches.-STERLING, SHARES BOOST-Prior to the murder of Cox, polls had shifted towards "Leave", and the indication that an "In" vote was now more likely has boosted sterling. The pound hit its highest level against the dollar since the start of the year on Tuesday.According to Betfair betting odds, the implied probability of a British vote to remain in the EU was 75 percent. But analysts in the financial markets were more cautious."We will go into the vote without high confidence in predicting the outturn in either direction," JPMorgan researcher Malcolm Barr said in a note to clients. The "Out" campaign says it is the anti-establishment choice, and its message that EU membership has handed political control to Brussels and fueled mass immigration appears to have struck a chord with many Britons. That issue again gained prominence when Cameron's former close aide Steve Hilton said civil servants had explicitly told the prime minister four years ago that his target to cut net immigration to the tens of thousands was unachievable because of the free movement demanded by the EU."There are good ways of controlling immigration ... but pulling out of the single market, wrecking our economy, that is a bad way," Cameron told ITV's "Lorraine" program. The Remain camp has focused mostly on the economic benefits of EU membership and the risks posed by leaving.Pro-EU leaders, including former prime ministers Tony Blair and John Major, have warned that an exit could also trigger the break-up of the United Kingdom by prompting another Scottish independence vote if England pulled Scotland out of the EU.(Additional reporting by Elisabeth O'Leary, John Geddie and Estelle Shirbon; Editing by Guy Faulconbridge and Paul Taylor)

French police arrest one, swoop on houses in cop killer investigation-[Reuters]-June 21, 2016-YAHOONEWS

PARIS (Reuters) - French police on Tuesday arrested a man with suspected links to the killer of a police commander and raided several houses, the prosecutor's office said, part of a deepening investigation into last week's attack claimed by Islamic State. The police probe is focusing on suspected associates of Larossi Abballa, the Frenchman of Moroccan origin who pledged allegiance to the Islamist militant group and told police negotiators during the attack that he had answered a call to "kill infidels at home with their families.""There was a chance that these people might carry out other attacks against police officers. We were removing any doubt," said the Versailles prosecutor leading the investigation. The prosecutor did not name the man who had been detained and it was not immediately clear whether police missed other targets or decided no further arrests were required.Tuesday's swoop came after the Paris prosecutor's office said on Saturday that two other suspected associates were to be placed under investigation for membership of a terrorist organisation.Abballa stabbed 42-year-old Jean-Baptiste Salvaing to death in a suburb west of Paris before taking Salvaing's partner, Jessica Schneider, and their son hostage. He used a knife to kill Schneider before he was shot dead by elite commandos.Abballa was jailed in 2013 for his involvement in a militant recruitment network that sent young men to Pakistan. The men placed under investigation on Saturday, named as Charaf-Din Aberouz and Saad Rajraji, were founding members of the group and sentenced alongside Abballa, prosecutors said.At this stage, investigators have not made any direct link between Aberouz and Rajraji and the killings last Monday, the first Islamic State-inspired attack in France since militant gunmen and bombers killed 130 people in Paris last November.(Reporting by Chine Labbe; writing by Richard Lough; Editing by Andrew Callus)

Iraqi forces retake two Falluja districts from Islamic State, push west-[Reuters]-June 21, 2016-YAHOONEWS

BAGHDAD (Reuters) - Iraq's armed forces pressed on with their offensive to retake the city of Falluja from Islamic State on Tuesday, dislodging the militants from two eastern districts and pushing them back into a handful of northern and western neighbourhoods.A military statement said the elite counter-terrorism forces took the northeastern Shurta police district while units from Baghdad operations command recaptured the Askari military neighbourhood.Islamic State still held the northern districts of Jughaifi and Golan as well as the western banks of the Tigris river.Fighting to recapture the Iraqi city longest held by Islamic State, now in its fifth week, has forced more than 85,000 residents to flee to overwhelmed government-run camps.Prime Minister Haider al-Abadi said last week that the recapture of Falluja would pave the way for the military to march on Mosul, Islamic State's de facto capital. The operation's commander Lieutenant General Abdul Wahab al-Saidi told Reuters on Monday that U.S.-backed Iraqi forces expected the final push would take place in the west. The Iraqi army is also pressing on with an offensive to dislodge the militants from farmlands located on the western bank of the Euphrates, opposite the built-up area of Falluja, that the militants use as a base for snipers and mortar attacks."The simultaneous attacks are continuing from four directions to tighten the noose around Daesh (Islamic State)fighters entrenched in houses among civilians and prevent them from catching their breath," said Colonel Ahmed al-Saidi from the federal police.Government troops launched the operation on May 23 to retake Falluja, a bastion of the Sunni Muslim insurgency against U.S. forces that toppled Saddam Hussein, a Sunni, in 2003, and later against Shi'ite-led governments-The militants seized Falluja in January 2014, six months before they declared a "caliphate" over part of Syria and Iraq.(Reporting by Ahmed Rasheed; Writing by Maher Chmaytelli; Editing by Richard Balmforth)

IS regains control of areas it lost to Syrian government-[The Canadian Press]-The Associated Press-June 21, 2016-YAHOONEWS

BEIRUT - The Islamic State group has launched a counteroffensive in Syria's northern province of Raqqa, retaking wide areas the militants recently lost to government troops. The Britain-based Syrian Observatory for Human Rights said on Tuesday that the government forces have lost all territories they gained in Raqqa province since launching their offensive in early June. The IS-linked Aamaq news agency posted a video showing the extremists in control of Thawra oil field as warplanes strike nearby.Syrian journalist Eyad al-Hosain, embedded with the army, wrote on his Facebook page that even if special forces "retreat for hours they will come back."The provincial capital of Raqqa that carries the same name is the de facto capital for IS.

Powers must push for political solution in Syria - U.N.[Reuters]-June 21, 2016-YAHOONEWS

GENEVA (Reuters) - United Nations war crimes investigators called on world powers on Tuesday to pressure the warring sides in Syria to return to the negotiating table to end the conflict and civilian suffering.Paulo Pinheiro, chair of the U.N. independent commission of inquiry on Syria, said that the Syrian government was conducting daily air strikes, while militant groups including Islamic State also carried out indiscriminate attacks."We need all states to insist time and time again that influential states and the (U.N.) Security Council unconditionally support the political process," Pinheiro told the U.N. Human Rights Council in Geneva. The Syrian government and opposition High Negotiations Committee (HNC) - who ended the last round of talks in Geneva in late April - must resume talks and agree to confidence-building measures, including an end to indiscriminate bombings, granting access to besieged areas and releasing prisoners, he said."Schools, hospitals, mosques, water stations - they are all being turned into rubble," Pinheiro said. "Tens of thousands are trapped between frontlines and borders in the north and south of Syria."Syria's ambassador Hussam Aala, in a speech to the rights forum, accused regional powers of "supporting terrorism" and "causing the failure of intra-Syrian talks in Geneva".He said schools and hospitals in Aleppo were being destroyed and civilians killed by missiles provided by Turkey and Qatar to the Nusra Front, al Qaeda's Syrian branch.European Union ambassador Peter Sorensen said: "The EU condemns the excessive, disproportionate and indiscriminate attacks that the Syrian regime continues to commit against its own people."(Reporting by Stephanie Nebehay; Editing by Dominic Evans)

EU envoys extend economic sanctions on Russia until end-January - sources-[By Gabriela Baczynska and Alastair Macdonald]-June 21, 2016-YAHOONEWS

BRUSSELS (Reuters) - The European Union's Brussels envoys agreed on Tuesday to extend until the end of January the energy, financial and defence sanctions on Russia over the conflict in Ukraine, diplomatic sources said. The bloc's ministers have yet to formally approve the six-month roll-over but diplomats said there was no doubt they would. France and Britain asked for time to receive comments from their parliaments, though these have no power to block it.Diplomats said formal ministerial approval had been pencilled in for a meeting in Luxembourg on Friday although it could be held over until an EU leaders summit next week, or even later. After more than two years of sanctions slapped over Moscow's annexation of Crimea from Kiev and backing for east Ukraine's rebels, the EU is planning a broader review of its policy vis-à-vis Russia in the second half of this year. The German foreign minister and the Italian prime minister are among a growing chorus of politicians pushing for sanctions relief. In April, the French parliament approved a non-binding resolution calling for the lifting of EU sanctions. They say the EU can no longer afford to miss out on trading with Russia and that any sanctions should only be a temporary rather than stay in place for too long if they fail to force a change of policy from the Kremlin.Poland and the Baltic states are more wary of Russia and say the restrictions must hold until a troubled peace plan for east Ukraine is fully implemented.More than 9,000 people died in fighting there and rival sides in the conflict must yet withdraw heavy arms from the region, Kiev should organise local elections there and Moscow is bound to help Ukraine regain control of its border with Russia. The EU needs unanimity to decide on sanctions, some of which were slapped over Russia's annexation of Crimea from Kiev in March 2014, a move that was not recognised by any country in the world. Russia vows not to give back the Black Sea peninsula. That leaves diplomats in Berlin and Brussels looking at options for a potential partial or gradual sanctions relief.European Council President Donald Tusk plans to dedicate an evening working session to the bloc's policy vis-à-vis Russia and the conflict in Ukraine when he chairs a summit of the 28 EU leaders in October.(Reporting by Gabriela Baczynska, Alastair Macdonald, additional reporting by Leigh Thomas in Paris; editing by Ralph Boulton)

Edano may take legal action to challenge Fukushima crisis report

Democratic Party Secretary General Yukio Edano attends a press conference in Tokyo on June 17, 2016. Edano said a report on how Tokyo Electric Power Co. handled the Fukushima nuclear disaster is inappropriate as it notes the then TEPCO chief instructed staff not to use the term "core meltdown" in describing the situation in the early days of the crisis due to pressure from the prime minister's office. Edano, then chief Cabinet secretary, said, "We may take legal action to challenge it." (Kyodo)

TEPCO: Delay in declaring ‘meltdown’ was a cover-up-THE ASSOCIATED PRESS-June 21, 2016 at 17:40 JST-THE ASAHI SHIMBUN

The utility that ran the Fukushima nuclear plant has acknowledged its delayed disclosure of the meltdowns at three reactors was tantamount to a cover-up and apologized for it.Tokyo Electric Power Co. President Naomi Hirose's apology Tuesday followed the revelation that an investigation had found Hirose's predecessor instructed officials during the March 2011 disaster to avoid using the word "meltdown."TEPCO instead described the reactors' condition as less serious "core damage" for two months after the earthquake and tsunami wrecked the plant, even though utility officials knew meltdowns had occurred. An investigative report released last week said TEPCO's former president instructed officials to use the milder description under alleged pressure from the Prime Minister's Office, though it found no proof. Former officials at the Prime Minister's Office denied the allegation.

Didn’t TEPCO betray Fukushima residents by not saying ‘meltdown’? 7:47 pm, June 19, 2016

The Yomiuri ShimbunWas Tokyo Electric Power Co. (now Tokyo Electric Power Company Holdings, Inc.) putting top priority on ensuring the safety of residents around its Fukushima No. 1 nuclear power plant when the accident occurred? The findings of a recent probe have raised doubts even about this.A third-party panel of lawyers set up by TEPCO released a report on why it took as long as two months after the crisis for the utility to acknowledge that the reactors had melted down.On March 14, 2011, three days after the accident occurred following the massive earthquake and tsunami, then TEPCO President Masataka Shimizu instructed a then executive vice president during a press conference “not to use” the word “meltdown,” according to the report. The message was delivered via a public relations staffer, citing instructions from the Prime Minister’s Office, the report said.Subsequently, TEPCO used the description “core damage” in connection with the accident. “The nuclear power plant and the head office shared a recognition that they should refrain from using ‘meltdown,’” the report pointed out. Then Prime Minister Naoto Kan and then Chief Cabinet Secretary Yukio Edano have completely denied issuing such instructions on their own.At the time of the accident, many politicians, bureaucrats and others concerned were working at the Prime Minister’s Office. The third-party probe failed to identify who gave the instructions to Shimizu. This shows the limitations that the third-party panel faced as it probed the accident based only on interviews it conducted with TEPCO officials. Furthermore, Shimizu’s memories of those days were vague. However, the probe revealed that TEPCO was paying too much attention to the Prime Minister’s Office’s intentions in responding to the accident.-Operator holds responsibility-When a nuclear power plant is hit by a serious accident, residents living around the facility face severe consequences. It is the primary responsibility of the plant operator to respond appropriately. In such a situation, the highest priority should be placed on the safety of local residents. The operator must accurately provide local governments and residents with precise and necessary information regarding the situation the power plant is facing.TEPCO chose to use “core damage,” an expression that made the status of the accident unclear, instead of “meltdown,” even though “meltdown” would have clearly shown the severity of the developments the Fukushima plant was dealing with. The operator cannot avoid criticism for having betrayed local residents with this decision. This kind of stance taken by the utility has caused increasing distrust of nuclear power plants. At the time of the accident, TEPCO had internal manuals that described what constituted a meltdown. The operator must seriously reflect on why it failed to follow these guidelines. When it came to public relations announcements at the time of the accident, the investigation committees set up by the government and the Diet both pointed out that the Prime Minister’s Office had some involvement. An official at the then Nuclear and Industrial Safety Agency of the Economy, Trade and Industry Ministry was replaced after referring to a “meltdown” during a press conference. TEPCO was told by the Prime Minister’s Office to brief it in advance of any announcements made at press conferences, according to the latest report. The Niigata prefectural government, whose administrative area is home to TEPCO’s Kashiwazaki-Kariwa nuclear power plant, has called for uncovering the whole process of how information was manipulated, saying this is a prerequisite for reactivating reactors at Kashiwazaki-Kariwa. The government cannot help but cooperate with the probe.(From The Yomiuri Shimbun, June 19, 2016)

KEPCO must clear hurdles to restart nuclear reactors at Takahama plant -8:23 pm, June 21, 2016

The Yomiuri ShimbunThe latest approval marks an important step toward making good use of nuclear power as the nation’s key energy source. The Nuclear Regulation Authority approved extensions of up to 20 years for the operational periods of the Nos. 1 and 2 reactors at Kansai Electric Power Co.’s Takahama nuclear power plant. The reactors were put into commercial operation more than 40 years ago.The new regulation system, with stricter safety standards adopted after the accident at the Fukushima No. 1 nuclear power plant, limits the operational period of a nuclear reactor to no more than 40 years, while approving an extension of up to 20 years under exceptional circumstances. Such an extension has been approved for the first time.Operating a nuclear power plant upon confirmation of the reactor’s safety, even if it has been in operation for more than 40 years, will be highly advantageous in ensuring a stable supply of electricity. However, restarting an aging reactor is not easy. KEPCO must steadily clear a number of hurdles. The biggest hurdle is upgrading facilities and systems. The plant has about 1,300 kilometers of cables, 60 percent of which will have to be replaced with fire-resistant cable. The company will take measures such as wrapping fire-resistant sheeting around the rest of the cable.Solid concrete casings must also be built for the tops of the reactor vessels as a precaution against serious accidents. In the central control room, the control board, which plays a pivotal role in maintaining the safety of the reactors, will be replaced with the latest type of panels. It is vital to make sure the complex control system is functional.KEPCO aims to complete the necessary work by the autumn of 2019 for restarting the reactors. The NRA will carry out strict inspections as the work progresses. The NRA will confirm the seismic resistance of some of the major facilities inside the reactor vessels by simulating an actual earthquake shock.-Huge expense-It is also vital to win the understanding of local communities for the nuclear reactors to be restarted. KEPCO needs to explain carefully what work it is carrying out and the need for restarting the reactors. The work will require a huge sum of money — more than ¥200 billion. Restarting the reactors is expected to help KEPCO increase its profit by ¥9 billion a month. It is hoped that by moving ahead smoothly with a series of procedures, KEPCO will present a model of a nuclear power station designed to operate long into the future. The NRA, for its part, must also streamline the screening procedures. It is also important for the mechanism of the systems itself to be reviewed.Even if an electric power company tries to apply for an extension of the operational period for a nuclear reactor with plenty of time in advance, the application period is limited under the current system. Should the screening fail to be completed by the actual day marking 40 years from the start of a reactor’s operation, the reactor in question will be decommissioned.Undoubtedly the screening schedule will therefore become precarious. This will cause problems in the screenings of other reactors. Even this time, screenings for applications to restart other reactors have been delayed.Another fundamental question is whether limiting the operational period of a nuclear reactor to 40 years is scientifically rational. The government has set a target of having nuclear power account for 20 percent to 22 percent of the nation’s total electricity for fiscal 2030. To realize this target, not only the extension of the operational period of existing reactors, but also the replacement of antiquated nuclear power plants and the building of new and additional reactors must be studied.(From The Yomiuri Shimbun, June 21, 2016)

911 transcript: Orlando gunman said he was Islamic soldier-[The Canadian Press]-Eric Tucker And Mike Schneider, The Associated Press-June 20, 2016-yahoonews

ORLANDO, Fla. - Orlando gunman Omar Mateen identified himself as an Islamic soldier in calls with authorities during his rampage and demanded to a crisis negotiator that the U.S. "stop bombing Syria and Iraq," according to transcripts released by the FBI on Monday. The partial transcripts were of a 911 call made by Mateen and three conversations he had with the police crisis negotiators during the worst mass shooting in modern U.S. history, in which 49 people died and dozens were wounded. Those communications, along with Facebook posts and searches Mateen made around the time of the shootings, add to the public understanding of the final hours of Mateen's life and to the possible motivations behind the rampage. The first call came more than a half-hour after shots rang out, when Mateen told a 911 operator, "Praise be to God, and prayers as well as peace be upon the prophet of God," he told the dispatcher, referring to God in Arabic."I let you know, I'm in Orlando and I did the shootings."During the 50-second call with a dispatcher, Mateen "made murderous statements in a "chilling, calm and deliberate manner," Ronald Hopper, FBI assistant special agent in charge in Orlando, said during a news conference. However, there is no evidence Mateen was directed by a foreign terrorist group, and he was radicalized domestically and on his own, Hopper said.Mateen's name and the groups and people to whom he pledged allegiance were initially omitted from the excerpt. But the Justice Department reversed course later Monday, providing a more complete transcript confirming Mateen pledged allegiance to Abu Bakr al-Baghdadi, the leader of the Islamic State. The extremist group encourages its followers who seek to commit violence in its name to make public pledges of support. The Justice Department said in a statement it initially withheld the names so as not to give extremists "a publicity platform for hateful propaganda," but the omissions became an unnecessary distraction.Shortly after the call with a 911 operator, Mateen had three conversations with crisis negotiators in which he identified himself as an Islamic soldier and told a negotiator to tell America to stop bombing Syria and Iraq. He said that was why he was "out here right now," according to the excerpt.City officials have refused to provide hundreds of 911 calls to The Associated Press and a coalition of news organizations, citing confidentiality under Florida law, and arguing that an ongoing investigation kept the tapes secret. Hopper also said Monday that the tapes would not be released out of respect for the victims."Yes, the audio was compelling, but to expose that now would be excruciatingly painful to exploit them in this way," Hopper said.Hopper also said: "Part of redacting is to not give credence to individuals who have done terrorist acts in the past. They are not going to propagate their violent rhetoric."The AP and others requested the 911 tapes and related data, a common practice after such major events. The recordings could offer insight into how law enforcement responded. Also at Monday's news conference, Orlando police Chief John Mina said that if any fire from responding officers hit victims at the club, gunman Mateen bears the responsibility. He wouldn't give further details but said: "Here's what I will tell you. Those killings are on the suspect, on the suspect alone in my mind." He stressed that the officers "acted heroically."Mina acknowledged that questions have been raised by media outlets and the public about whether Orlando police waited too long after the start of the rampage at 2 a.m. to send in a SWAT team about 5 a.m.He said an exchange of fire between police and Mateen shortly after 2 a.m. prompted the attacker to retreat into a bathroom and take hostages, shifting the incident from a shooting to a hostage-taking. Mina said there was no additional gunfire for about three hours until the SWAT team entered the building, although survivors have describing at least some firing taking place inside one of the bathrooms.Surviving hostage Patience Carter, in a live televised interview two days after the attacks, described the attacker firing when he entered the bathroom and more firing when the SWAT team burst into the building."I think there's this misconception that we didn't do anything for three hours," Mina said. "I'm trying to clarify: That's absolutely not true. Our officers were within the club within minutes, exchanging gunfire with the suspect, forced him to stop shooting and retreat into the bathroom.""From there, we let our negotiator take over and try to negotiate this to a peaceful resolution in an effort to save lives while our SWAT team set up," Mina said.Meanwhile, hospital officials said four people remained in critical condition Monday morning, more than a week after they were wounded in the attack.Orlando Regional Medical Center said 18 victims from the shooting were still at the hospital and three more surgeries were scheduled for Monday. The other 14 patients are listed in stable condition.Armed with a semi-automatic weapon, Mateen went on a bloody rampage at the Pulse nightclub June 12. He died in a hail of gunfire after police stormed the venue.U.S. Attorney General Loretta Lynch will travel to Orlando on Tuesday to meet with investigators. She said that a key goal of the investigation was to determine why Mateen targeted the gay community. The victims were predominantly gay and Hispanic since it was "Latin night" at Pulse.Around Orlando, people left balloons, flowers, pictures and posters at a makeshift memorial in front of the city's new performing arts centre and at Orlando Regional Medical Center where 49 white crosses were emblazoned with red hearts and the names of the victims. The crosses were built by a Chicago carpenter with a history of constructing crosses for victims of mass shootings. Greg Zanis drove from Illinois to Orlando last week and installed the crosses at the medical centre, where many of the 53 shooting victims who survived were taken for treatment.Dr. Khurshid Ahmed was part of a group of Muslim-Americans at a Sunday vigil attended by tens of thousands who held signs reading, "Muslims Condemn Extremism." A letter from the chairman of the Senate Homeland Security Committee, Republican Ron Johnson of Wisconsin, said Mateen wrote on Facebook that "real Muslims will never accept the filthy ways of the West."___Tucker reported from Washington. At Least 1,000 Protesters Swarm Church of Pastor Who Celebrated Orlando Massacre-[Inside Edition]-June 19, 2016-yahoonews

A legion of demonstrators showed up Sunday outside the California church where a pastor had praised the Orlando attack just hours after 49 people were murdered in a gay nightclub. At least 1,000 people protested Pastor Roger Jimenez at his Verity Baptist Church in Sacramento Sunday, many of them waving pro-LGBT signs and rainbow flags as parishioners struggled to maneuver through.Jimenez is seen a YouTube video of his June 12 sermon calling the clubgoers who were killed at the Pulse nightclub "pedophiles" whose deaths have made the world a safer place. On a Facebook page dedicated to the protest, and a smaller demonstration that took place Wednesday, an organizer wrote:"Our community is built on love and trust. We have our intra-social issues as any other community does, however we can band together when our community is hit with intolerance, indecency, hatred, ignorance, and blatant bigotry."In the YouTube video, which he posted the same day Omar Mateen sprayed the Pulse nightclub with bullets from his AR-15 style weapon, Jimenez wondered aloud to his congregation "Are you sad that 50 pedophiles were killed today?""Um – no – I think that's great! I think that helps society. I think Orlando, Florida, is a little safer tonight." A week later, at least a few protesters had to be dragged from the church by authorities as the LGBT community in Sacramento and neighboring areas showed up in force."We had a record-breaking attendance here this morning," the pastor told reporters outside his church. "Normally we have about 200 people...today we had 281."And I just wanted to thank the media for all the free publicity."

Health Canada reduces deferral period for sexually active gay men to one year-[thecanadianpress.com]-June 20, 2016-yahoonews

OTTAWA - Health Canada is making it easier for gay men to give blood, so long as they have been celibate for one year.Canadian Blood Services and Hema-Quebec will now be allowed to accept blood from men who have had sex with men as recently as one year ago.The government says the change comes after those agencies provided scientific data that the change would not compromise safety. The move brings Canada in line with a number of other countries, including the United States, Australia, New Zealand, England, Scotland and France.Canada lifted the lifetime ban on gay men donating blood in 2013, requiring instead that potential male donors not have had sex with other men for five years.Health Minister Jane Philpott says the Liberal government is committed to working towards further reducing the waiting period, and wants to base the rules on behaviour, rather than sexual orientation.

11  Then he said unto me, Son of man, these bones are the whole house of Israel: behold, they say, Our bones are dried, and our hope is lost: we are cut off for our parts.
12  Therefore prophesy and say unto them, Thus saith the Lord GOD; Behold, O my people, I will open your graves, and cause you to come up out of your graves, and bring you into the land of Israel.
13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,
14  And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the LORD have spoken it, and performed it, saith the LORD.
