For safety reasons, residents who lost their homes in the wildfire are strongly discouraged from sifting through the toxic rubble to find any remaining belongings.Team Rubicon, a specially trained team of volunteer military veterans and first responders, has been doing this work for residents since the beginning of June. As of June 16, Team Rubicon has completed more than 400 siftings. Around 330 more are currently scheduled, out of an approximate 1,800 homes eligible for the service. The team has found many valuables over the past couple of weeks, Team Rubicon spokeswoman Meg Mill said."It's been incredible. From finding nothing, really, since it was such an incinerating fire, to finding whole coin collections and old antiques," Miller said."I believe we found a 100-year-old tea set for a family, so that was really encouraging."Homeowners can schedule an appointment with the team by calling 780-743-7000 by June 19. The phone line is open 24 hours a day.The sifting service is available until July 1, the Regional Municipality of Wood Buffalo said in a news release. IMF urges 'strong collective action' by EU By Eric Maurice-euobserver

Jun, 09:29-The International Monetary Fund has said that political divisions between Europeans make the eurozone more vulnerable.The eurozone is increasingly divided and vulnerable to risks at a time when medium term outlook is weak, the International Monetary Fund (IMF) has warned, calling for "strong collective action"."The euro area is at a critical juncture," it said in its annual review of the eurozone's economy published on Thursday (16 June)."Growing political divisions and euroscepticism have weakened prospects for collective action, leaving the euro area increasingly vulnerable to a number of risks at a time when there is little policy space," it noted.The fund said that "the lack of a collective response to the refugee surge has vividly exposed political fault lines". "If border controls persist, or refugee inflows pick up again, these divisions could deepen, jeopardizing free movement within the single market", it added.It also said that a British vote to leave the EU on 23 June, "or even a close result in favor of remaining, could exacerbate these tensions, contributing to further Euroscepticism and uncertainty".The IMF called for "strong collective actions … to allay euroscepticism and renew faith in the monetary union"."Without more decisive actions to boost growth and strengthen integration, the euro area may be subject to instability and repeated crises of confidence," it said.Speaking in Luxembourg after a Eurgroup meeting, the IMF director Christine Lagarde suggested that EU countries put money "in a common pot for projects and certain operations".She said the pot could be "a top-up to the Juncker plan", a €315-billion investment plan launched by the European Commission in 2014, "or a whole new budgetary pot".The common resources would be used to deal with the migrant and refugee issue or for "an energy policy based on better pooling of effort to combat climate change," she said. The condition for that pooling of resources would be that all countries respect EU budgetary rules and carry out structural reforms.-Using opportunities-"Structural reforms remain high on our agenda," Eurogroup president Jeroen Dijsselbloem said after the meeting.He said that eurozone finance ministers "concurred with IMF that we need to make our economies more resilient".He said the eurozone should use "the opportunities that we have at the moment", like low interest rates.He said it should also "reduce deficits and debts, work on the banking union and make its economies more flexible, to help them adjust faster".He did not mention the IMF's idea for a common pot for projects, a controversial proposal for some countries, especially Germany.

Jun, 19:30-The European Commission has indicated that the Nord Stream 2 gas pipeline could face similar legal hurdles to South Stream, a defunct Russian project.Commission president Jean-Claude Juncker outlined its position in a letter to nine EU leaders, dated 3 June and seen by EUobserver.“If built, Nord Stream 2 would have to fully comply … with applicable EU law, including on energy and the environment. This is also the case for off-shore infrastructure under the jurisdiction of member states, including their exclusive economic zones”, he said.“The construction of such an important infrastructure cannot happen in a legal void, or only according to Russian law”, he added.The pipeline is to be built from Russia to Germany under the Baltic Sea, with parts of it to lie in Danish, Finnish, German and Swedish maritime zones.EU energy law, the so called third energy package, obliges pipeline operators to divest production assets and to share pipelines with competitors.The EU laws led Russia to abandon South Stream, a gas pipeline that was to lie under the Black Sea and then run on land from Bulgaria to Austria.Gazprom, the Russian firm behind both projects, had been hoping for different treatment for Nord Stream 2.Jens Mueller, a spokesman for the Gazprom-run Nord Stream 2 consortium, recently told EUobserver that EU energy law would not apply to the off-shore part of the project.“Nord Stream 2 will bring gas to the border of the EU internal energy market, whereas South Stream was planned to transport gas across the internal market itself as well”, he said.“Connecting pipelines within the internal market that will transport from Nord Stream 2 onwards across Europe will be subject to all EU energy legislation; however, such projects are not part of Nord Stream 2”.Juncker sent the 3 June letter to the leaders of Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and Slovakia.-'Beyond legal'-The nine EU states had earlier complained that Nord Stream 2 would make Germany more secure and central Europe less secure in terms of Russian gas supplies.They also said it would make Ukrainian transit pipelines obsolete, harming its economy at a time when the country was trying to align itself with the West.Juncker, the EU commission president, did not rule out the possibility of finding a “legal framework” that would enable Nord Stream 2 to go ahead.He said his services are in contact with German regulators and that they would keep energy ministers from all 28 EU states informed.But he acknowledged the nine countries’ concerns, saying that the “impact” of Nord Stream 2 “goes beyond the legal discussions”.He said the pipeline “could alter the landscape of the EU’s gas market while not giving access to a new source of supply”. DUBAI, United Arab Emirates - Regional adversaries Qatar and Egypt have renewed their animosity, trading harshly-worded statements over the sentencing to death by a Cairo court of six people, including two Al-Jazeera employees, for allegedly passing Egyptian documents related to national security to Qatar and the Doha-based TV network during the rule of President Mohammed Morsi.Relations between Egypt and Qatar have been fraught with tension and suspicion since the ouster by the military in 2013 of the Islamist Morsi, who enjoyed the support of the tiny but super-rich Gulf nation throughout his one year in office. Egypt claims that Qatar endangers its national security by supporting Islamist groups, including Morsi's Muslim Brotherhood, which is now banned in Egypt and has been declared a terrorist group by the government.Cairo also accuses the Doha-based Al-Jazeera network of bias in favour of the Brotherhood and other Islamist groups.Saturday's verdicts, which can be appealed, have further enflamed tensions between the two countries.In a statement on Qatar's state news agency late Saturday, the Foreign Ministry said the verdicts lacked a "proper sense of justice" and did not help in consolidating ties between the two countries."The verdict is unfounded, goes against truth and contains misleading claims," said Ahmed al-Rumaihi, who heads the information office at the Foreign Ministry. He said the charge of espionage involving Qatar is both "surprising and unacceptable."Egypt's Foreign Ministry fired back, saying the country's judiciary was independent and professional.Spokesman Ahmed Abu Zeid also said it was not surprising to see such comments from a government that had "devoted resources and efforts over the past years to mobilize its media mouthpieces to be hostile to the people of Egypt and its state and institutions."The case involved a total of 11 defendants, of whom seven, including Morsi, are in custody.Morsi, the top defendant, and two of his aides were sentenced to 25 years in prison for membership in the Brotherhood but were acquitted of espionage, a capital offence. Morsi and his secretary, Amin el-Sirafy, each received an additional 15-year sentence for leaking official documents. El-Sirafy's daughter, Karima, was also sentenced to 15 years on the same charge.Egypt's first freely elected leader, Morsi has already been sentenced to death. A hike to Canada Pension Plan contribution rates would be a “drastic step,” according to Conservative finance critic Lisa Raitt, who says it’s not necessary, as most Canadians are poised to retire with enough money. Finance Minister Bill Morneau will meet with his provincial counterparts in Vancouver on Monday, and a plan to expand the pension plan will be at the top of the agenda. Some premiers, notably Ontario’s Kathleen Wynne, have been pushing to boost benefits, which is only possible with an increase in premiums paid by workers and employers.“I don’t believe that the minister of finance has made a case based on evidence as to why we need to take such a drastic step of increasing everybody’s cost across the board in order to get a benefit in the future,” Raitt said in an interview with Chris Hall on CBC Radio's The House.Morneau has promised to reach an agreement on a CPP enhancement by year’s end, and Wynne signalled in a separate interview with Hall Friday that there now appears to be a consensus among the provinces, after a period of wrangling.“I am more optimistic. It’s a different moment than it was even a few weeks ago, there is more of a potential for some success,” she said, adding she would be willing to ditch her plan to launch an Ontario retirement pension plan if a CPP deal is achieved.Prime Minister Justin Trudeau said Thursday that he wanted to ensure “Canadians are going to be able to afford the things they need in the present while ensuring retirement security for as many people as possible.”But Raitt called it a solution looking for a problem.“Canada ranks above everybody else in being prepared for retirement,” Raitt said, citing a recent OECD study. “We have all kinds of other vehicles to allow for savings other than the traditional pensions that are set aside,“ she said, noting that many other financial products, including equities held in an RRSP, often deliver a better rate of return than funds invested in the CPP.The former Conservative cabinet minister said Finance Canada itself has found that Canadians are in good shape for retirement, with 83 per cent of households on track for a comfortable retirement."If we’re dealing [with] a cohort of only 17 per cent, figure out who it is, and then develop those tools specifically for those cohorts to have them save for the future,” Raitt said, citing a McKinsey study commissioned by the last government.The maximum CPP payout stands at $1,092.50 per month, although the average payment is closer to $500 a month.Wynne said those payments are simply not enough, and relying on RRSPs won’t cut it, as the vast majority of Canadians do not contribute the maximum allowable amount each year.“It’s not working and that’s the problem. If everyone was taking advantage of all the tools that were available, and everybody had a secure retirement ahead of them, then we wouldn’t have to have this conversation. People are not able to save, they’re not able to use those instruments.”She said Raitt and the federal Conservatives stand alone in thinking there is not an issue with retirement savings.“Across the country there’s been a pretty clear acknowledgment, certainly among finance ministers, and the premiers as well, that there is a problem. Nobody [else] is arguing that there isn’t a problem.”Raitt said she’s troubled that negotiations between the federal government and the provinces are already in full swing, and yet Parliament has been kept in the dark.The Milton, Ont., MP said she has heard from some stakeholders that the government is considering a phasing-in option for businesses — which would raise contribution rates over time — but has had trouble getting further information from the government itself.“I’m not getting any answers. I’m being told that they’ve made a commitment that they’re going to do this come hell or high water, and we’re not being told how much it’s going to cost Canadians,” she said.“I’m going to be like every other Canadian — waiting to see what these guys, locked in a room, have decided how they’re going to spend my tax dollars and put another $3,000 on my bill.”But Wynne rejected the idea that a CPP boost is some sort of tax. “This is not what this is. This is not money going into government coffers. This is money being invested in an individual’s future,” the premier said.
