BRUSSELS, Today, 09:07-The European Parliament will not be legitimate “for 100 years”.Who made such a statement? Some advocate of Brexit speaking on the campaign trail? Or someone from a growing bunch of nationalistic far-right parties? No. It was Francois Mitterrand in 1991, a good European, no doubt.One is not necessarily an enemy of European integration when one criticises the European Parliament or other institutions, although the MEPs or members of the European Commission often try to suggest otherwise.Both the European Parliament and the European Commission deserve much criticism these days.It is now two years since the last European elections and it is high time to say it clearly: the so-called Spitzenkandidaten (top candidate) process, the main innovation of those elections, has failed and needs to be abandoned.Under Spitzenkandidaten, the top parties name their candidates for commission chief before European Parliament elections. The candidate from the winning party then takes up the EU's most powerful post.First of all, the selection of the commission’s president through the Spitzenkandidaten process has created nothing more than an illusion of democracy.In the European Union there is no single public space that could serve as an arena for the competition of political parties. Elections are national.Can someone in his or her right mind really think that people in Germany, the Czech Republic, Italy or Estonia were passionately arguing whether to vote for Juncker or Schulz? The Spitzenkandidaten process is political theatre for the Brussels bubble.No wonder that, according to media reports, even senior German politicians including Angela Merkel want the Spitzenkandidaten process abolished.-Ignoring member states-It is equally unsurprising that the commission and the parliament will fight tooth and nail to keep it. It gives considerable power to a small number of leaders of both institutions.Since the last elections we can observe a very pronounced trend of mutual cooperation between the commission and the parliament. They act in tandem (one is almost tempted to use the word “cartel” instead). Their leaders are sometimes not even trying to hide their contempt for the member states. This is dangerous.Juncker, Schulz and their aides are thus transforming the so-called community method, where the commission proposes legislation that, in order to come into force, has to be adopted by both the parliament and the member states (the Council of the EU), into a clash where the commission and the parliament are too often allied against member states.Deals are prepared in advance and then both institutions pressure the member states to agree. We have seen it in the course of the current refugee crisis where the commission has repeatedly ignored the will of the member states.This leads to serious irritation among those member states that do not share the view that the notion of an ever closer union is gospel that the EU needs to follow on every possible occasion.-A counterproductive move-“The commission and the parliament are deliberately setting the countries against one another,” complains a senior official from a Central European country.Thus, the member states – and not just those from Central and Eastern Europe, far from it – are losing faith in the impartiality of the commission and they suspect that the whole Spitzenkandidaten process serves as a vehicle for the commission and the parliament to enhance their own powers.The idea of selecting a very powerful commission president in a democratic-in-name-only process no matter what the European Council might be thinking, who allies himself closely with MEPs who are unknown to most people in Europe, and who pushes for far-reaching measures towards further integration, is counterproductive for the European ideal.Rightly or wrongly, people around Europe are more and more distrustful of the EU and of “Brussels”.The Spitzenkandidaten process, by decreasing powers of national politicians who hold a truly democratic mandate, risks inflaming this distrust even more.Ondrej Houska (@OndrejHouska on Twitter) is Brussels correspondent for the Czech public radio.

BRUSSELS, Today, 09:26-Nato has begun three military exercises - Anaconda-16, Baltops and Iron Wolf 2016 - designed to show it is ready to defend its eastern allies from Russia.The Anaconda-16 war game in Poland is the largest of its kind since the end of the Cold War.The 10-day drill involves 14,000 US soldiers, 12,000 Polish ones and up to 1,000 British troops out of a total of 31,000 personnel from 24 nations.In one event on Tuesday, 1,130 paratroopers will practice landing in Torun, northern Poland. Other drills will see an emergency bridge built over the Wistula river and a simulated night-time assault by 35 attack helicopters.It will also see, for the first time since WWII, German tanks cross the border into Poland.The Baltops (Baltic Operations) exercise, which takes place every year and which also began on Monday, involves 4,500 troops in Nordic and Baltic countries.It will include hundreds of soldiers from Finland and Sweden, which are not in Nato but which are cultivating closer ties because of Russia's aggression in Ukraine.Iron Wolf 2016 involves 5,000 troops and will take place largely in Lithuania and Latvia.The drills come ahead of a Nato summit in Warsaw in mid-July that will see the alliance firm up plans for a Russia-deterrent force in the region and that will see Montenegro join the mutual defence club.The Russia deterrent force envisages new command centres and arms depots in the region.At the same time, the US is finalising plans to switch on components of an anti-ballistic missile shield in Poland and in Romania. Poland itself is creating a 35,000-strong force of reservists.Russia has spoken out against what it calls Nato’s build-up in the region.Russian leader Vladimir Putin on a recent trip to Greece said people who host US anti-missile bases should get used to being in Russia’s "crosshairs." Fort McMurray apartment complex goes up in flames-[CBC]-June 6, 2016-YAHOONEWS
Cassia Manor at Franklin Landing, an apartment complex in Fort McMurray, erupted in flames on Monday night just days after the first residents returned home to the beleaguered city.The complex is located downtown, near Prairie Loop Boulevard and Franklin Avenue, which was clogged with emergency vehicles around 9 p.m. MT The fire broke out around 8 p.m. Officials said it didn't appear to be related to the wildfire, although the cause was under investigation. No injuries were reported.Bob Couture, of the Regional Municipality of Wood Buffalo, said the fire was contained and under control while emergency crews continue to fight the blaze. Mitchell Hurst, of Thunder Bay, Ont., has been in Fort McMurray for three weeks doing restoration work on smoke damaged buildings, and helping to clean up the wildfire wreckage in some of the worst-hit neighbourhoods.He was taking a break for dinner, when a plume of thick black smoke from the downtown apartment building came into view.He pulled over and decided to help by alerting residents about the approaching flames."I decided to pull the fire alarm in the building right next to it, so I jumped the fence and went inside, but there was no fire alarm to pull in the front entryway, and all the doors were locked, so I yelled 'fire' a few times and got out of there."By the time I got outside, there were flames shooting out from the roof."Within minutes, emergency vehicles arrived onto the scene, but Hurst said the building was fully engulfed."I was 20 feet away and I could feel the heat of the flames inside my car," he said.-'Icing on the cake'-Although Hurst was shaken by what he saw, his thoughts were with the affected tenants and the city."We work in fires all the time, I mean, that's why we're here, but I've never seen one that close."I just, I felt bad for the people living in those buildings. “Fix society.”These words from transgender teen Leelah Alcorn’s suicide note, which she wrote before jumping in front of an oncoming truck in 2014, still haunt me. I think they always will. As a trans person, I consider them daily and think about all the work that needs to be done, and how far behind we are. I often say it’s at least 20 years behind in comparison to LGBQ people, and when an activist said the same thing this month, it was vindicating.For the seventh time, a bill is before Parliament that aims to protect trans people against hate crimes and discrimination. Six times we’ve been let down, and the last time it was because an amendment was introduced that stipulated we could not use bathrooms, shelters or be kept in prisons that correspond to our gender identities. Of course, this defeated the purpose because it put us at further risk of hate crimes.This is absolutely ludicrous, and the results of an exclusive poll Yahoo Canada commissioned from Ipsos Reid suggest this. Canadians overwhelmingly reject the hateful rhetoric by politicians in the United States that says we are predators. The stats show the opposite. The majority of Canadians say trans people should use the washroom of their choice (30 per cent) or simply don’t care where we go (34 per cent). And really, why should anyone care? Nobody wants to be in a public washroom anyway.If Bill C-16 is kiboshed by the Senate based on unfounded fears, this will be the seventh time Canadian governmental institutions have let us down. It will also be doing a disservice to Canadians as a whole. I guarantee you have used a bathroom with a trans person and both not known and been fine.This “issue” is obscuring myriad systemic discrimination issues — actual, real problems — trans people face on a daily basis.All of these things stem from the overwhelming societal viewpoint that transgender people are “not normal.” The Trans PULSE survey, an examination of how discrimination and violence affect trans people’s health, found 96 per cent of transgender Ontarians it surveyed had heard they were not normal.We comprise such a tiny portion of the world’s population, yet face such high levels of violence. For example, life expectancy for transgender women of colour is 35, according to the Huffington Post. In the U.S., the National Coalition of Anti-Violence found in 2013 that 67 per cent of LGBTQ homicides were against transgender women of colour.In Ontario, the Trans PULSE Project found 20 per cent of trans people had been physically or sexually assaulted for being trans, while another 34 per cent had been verbally threatened or harassed because they were trans. Further, trans people often do not report their experiences with violence to the police because they are either not taken seriously, or face further violence when reporting. The Trans PULSE survey found 24 per cent of trans people had reported being harassed by the police.But violence doesn’t have to be physical. It can come in the form of social exclusion and erasure. It comes in your pronouns and name not being respected. It comes in your family throwing you out on the streets. It comes in being denied a job because your gender presentation will make people “uncomfortable” — if you even get an interview. It comes in being told you must use a certain washroom while at work. It comes in the form of being told “sorry, the room is no longer available” when you go looking for housing, of having the landlord turn off your heating in the dead of winter, of returning home to find the locks changed and an eviction notice on your door. It comes in having your bank account locked on you because your voice suddenly changes. It comes in your doctor refusing to refer you to a trans-affirming medical practitioner or telling you you’re “mentally ill.” The Trans PULSE survey found 40 per cent of us have experienced discriminatory behaviour from family doctors at least once.I have faced discrimination in the form of harassment, being targeted in public with and without my partner, and in having people cut me out of their lives because I am trans. But my life is vastly different from many transgender people. I not only have a job, but I have one that I like and where my transition has been supported. I have understanding landlords, while many trans people are homeless. As a trans man who is taking testosterone and whose voice and physical features have started to change, I’m acquiring “passing privilege,” meaning most strangers don’t know I’m trans. I have a caring doctor, and financed my top surgery myself through a private clinic so I could get around the two-year wait to get it done through OHIP. My name and gender have also been legally changed.But I am still often afraid. I think it would be nice for trans people not to live in fear. That’s really just the bare minimum. While it’s true that laws don’t stop people from committing crimes, they at least serve as deterrents. But laws are worthless if they’re not enforced, or if those who commit hate crimes against protected groups are held to a different standard.In April, James Dixon pleaded guilty to manslaughter in the death of Islan Nettles, a transgender woman of colour who he attacked in New York in 2013 after finding out she was trans. Nettles died five days later of head injuries.In his trial, Dixon admitted attacking Nettles because she was trans. Yet somehow, he was not charged with a hate crime, despite the clearly targeted nature of the case. He is now serving 12 years in prison, which Nettles’ family feels is not nearly an adequate sentence.Hate crimes like this must not happen in Canada. Human rights protections, which are great to have, are worthless if they don’t actually result in changes that make our lives better. That sends the message that our lives are not worth the same as cisgender people, that we are not grievable, or worse, that we simply are not human at all.But if you look at our low employment rates, reporting human-rights violations gets even more complicated. Many of us do not have jobs, are homeless, struggle financially or experience all of those things in tandem. The Trans PULSE survey found half of the trans Ontarians who responded to the survey make less than $15,000 a year, while 44 per cent of us have post-secondary or graduate degrees. This means affording court cases is out of the question for many trans people. If trans people were hired, taken seriously in the workplace and seen as valuable to employers (as I am), this would perhaps look different.It’s all very well to say it’s illegal to discriminate against a transgender person in terms of employment and housing or to commit violence against them. But when a trans person can’t afford to take someone to court for doing that and is not taken seriously when they report that discrimination, what difference do those laws really make? Hire us. The stats say we’re qualified. Rent to us. Listen to us. We are people. It’s time to start telling a different story about trans people — one that no longer sees us as freaks or tragedies, but as people whose lives have value and who matter.We desperately need human rights protections, but they are just the beginning. We need society to do some real, soul-searching work. But if Canadians can see through the bathroom issue, I know they can work with us on this.
Air Canada passengers rescreened on Toronto tarmac after security lapse in Paris-CBC-June 6, 2016-YAHOONEWS
All passengers on an Air Canada flight from Paris to Toronto were forced to be rescreened on the tarmac after arriving in Canada last Friday after more than a dozen flyers did not receive proper security screening in France before getting on board.The airline said crew aboard Air Canada Flight 881 on June 3 learned mid-flight that 17 of its passengers did not go through the required preboard security screening at Paris's Charles de Gaulle airport. There were 325 passengers and 12 crew on board the flight.Air Canada said the passengers were "misdirected" by staff at Charles de Gaulle after getting off a connecting flight from Sri Lanka and were supposed to go through more security. But that additional screening never happened.-'Flight was secure'-Peter Fitzpatrick, a spokesman for Air Canada, said those passengers had been screened prior to their flight from Sri Lanka and did not leave the "secure zone" at Charles de Gaulle. He said their bags were properly screened in Paris."We assessed the situation in consultation with Canadian government authorities and determined the flight was secure," he told CBC News in an email on Sunday.He said the rescreening was required by Transport Canada and the Canada Border Services Agency (CBSA).Travis O'Brien, a spokesman for the CBSA, said the rescreening took place after learning there were "passengers on board that had not completed preboard security screening in Paris.""The CBSA was made aware of this incident and immediately put measures in place for the arrival of the flight at Toronto Pearson International Airport," O'Brien said.When asked how frequently situations like this occur, the CBSA told CBC News that this was an "exceptional circumstance."-'Pretty shocking'-Anthony Germain, who hosts the St. John's Morning Show on CBC Radio in Newfoundland, was on the plane coming back from vacation and missed a connecting flight because of the rescreening delays.He said all of the carry-on items were scanned again on the Pearson tarmac and that passengers were also scanned with a metal detector wand, and some were patted down.Germain was seated near the back of the plane, so he said it took him about two hours to get through the process. He noticed that crew members were being screened as well.Germain said passengers weren't told about the issue until they landed in Toronto. That's when someone came on board the plane and explained the situation. He said they were told the rescreening was being done for their "safety."He said he was surprised that something like this could happen."Given what's happened in France and Belgium, to me it's pretty shocking," he said.After being rescreened, passengers were taken by bus to the terminal, where they then had to clear customs.Charles de Gaulle airport has not responded to multiple requests for comment.

The burden placed on refugees who have to pay for their travel costs.Those are a few of the issues MPs on the citizenship and immigration committee have heard about as they spent the past month questioning federal officials, private sponsors, resettlement agencies and refugees themselves about the government's efforts to resettle 25,000 people displaced by the Syrian conflict.An extraordinary amount of government resources were deployed in a period of four months, from November to the end of February, in an effort to resettle 25,000 Syrian refugees. In the three months since the Liberal government reached its goal, about 2,580 more Syrians have arrived in Canada as part of the ongoing efforts.The Liberal-dominated Commons committee had originally agreed to Continue its study until June 7, at a cost of $39,200, but last week MPs decided to extend that by another two weeks — until June 21, days before the House is expected to adjourn for the summer.Private sponsorship groups who have raised thousands of dollars to support refugee families have been vocal about the slow pace of arrivals after the initial 25,000 target was met, a complaint that the government says it has moved to address in recent weeks.Here is a closer look at four other things MPs heard about the Liberal government's Syrian refugee plan: 1. Lack of affordable housing-Experts told MPs that finding permanent housing was one of the "most challenging" parts of the government's plan to resettle 25,000 refugees."It took an average of five and a half weeks to move the newcomers from temporary housing into their own homes," said Mario Calla, the executive director for COSTI Immigrant Services, an agency with 17 locations in the greater Toronto area that helped resettle some 1,800 Syrians.Calla said while Canadians have long complained of the lack of affordable housing, the resettlement of Syrian refugees was further proof that this is a "serious" problem."The rental costs are in excess of 50 per cent of their income," Calla said. "It is generally accepted that for housing to be affordable, it should consume less than 30 per cent of a person's income."Emily Woods, the sponsorship program officer for Action Réfugiés Montréal, a small non-profit organization funded by churches and individuals, said while the overall housing experience has been "positive," several housing challenges remain."Some families have faced challenges when meeting with landlords, or were left with no housing at the last minute after landlords signed multiple leases with families for the same housing unit.""In one particular case, a family was asked to pay for a full year of rent up front," Woods said. 2. Paying for travel costs-Both Woods and Calle, who appeared before the committee on different dates, urged the government to waive all travel costs for Syrian refugees who arrived in Canada before Nov. 4. and do away with the federal loans offered to other refugees to help pay their costs.As CBC News reported in March, Immigration Minister John McCallum said the Liberal government was considering paying travel costs for all refugees resettling to Canada in the future — an option that would come at considerable cost to the federal government."Transportation loans are a huge burden on families. It is putting them... in an additionally vulnerable position upon their arrival," Woods said."Historically these loans have had a crushing impact on the ability of refugees to make ends meet from month to month," said Calle from COSTI."We urge the government to extend the waiver of the loan program to all refugees," he said.David Manicom, a senior immigration official, confirmed before the Commons committee that the Immigration Loan Program continues to be "under active review." 3. Gaps in dental care-The Canadian Dental Association urged the government to review the dental policies of the interim federal health program so that refugees can have "immediate access" to basic dental care.The Liberals restored expanded health benefits for refugees and asylum seekers on April 1, but according to Randall Croutze, president of the CDA, several concerns remain."The strict limitations of the program are not in line with the accepted best-practices of care," he told the committee.Croutze said the association wants the government to do away with the requirement to submit a pre-authorization form for fillings, and to expand its coverage to include stainless steel crowns and certain x-rays not currently covered."Refugees, especially children, who have been lacking consistent dental treatment, preventive care or fluoridated water have a host of problems that may require further treatment beyond what the IFHP affords," Croutze said.According to Croutze, many dentists have come forward to help Syrian refugees by providing them with free screenings and pro-bono care."However, relying exclusively on pro-bono work is not sufficient to address the oral health needs of this cohort of new arrivals," Croutze said. 4. 'Intense' coordination-Immigration, Refugees and Citizenship Canada will present sometime in the fall a report on what the government learned in resettling 25,000 people in a period of four months.David Manicom, a senior immigration official, said one of the reasons the operation was successful was because it was the "most intense interdepartmental coordination effort" he'd ever seen.Officials in the immigration department worked jointly with the Canada Border Services Agency, Global Affairs Canada, National Defence, Public Safety and the Public Health Agency of Canada."I think that was a lesson which, if we're doing an operation like this again, we would replicate to some extent," Manicom said.The Commons committee on citizenship and immigration continues to hear from witnesses later today.

BEIRUT (Reuters) - President Bashar al-Assad vowed on Tuesday to fight on in what he called Syria's war against terrorism, showing no sign of compromise in his first major address since peace talks broke down in April.Assad said he would win back "every inch" of Syria and said Aleppo would be a graveyard for the hopes and dreams of Turkish President Tayyip Erdogan, a major sponsor of the insurgents battling to topple him."Our war against terrorism is continuing," Assad said in a speech to parliament broadcast by state TV. "As we liberated Tadmur (Palmyra) and before it many areas, we will liberate every inch of Syria from their hands. Our only option is victory, otherwise Syria will not continue."The Syrian army and allied militia, aided by Russian air strikes, recovered control of Palmyra from Islamic State insurgents in March. In addition to the war with Islamic State, Assad is fighting rebels who include groups that have received support from his foreign enemies, Turkey included.The war has greatly diminished Assad's control of Syria, with Islamic State, an array of rebel groups, and a powerful Kurdish militia establishing authority over wide parts of the country.Aleppo, Syria's largest city and pre-war commercial hub, and the surrounding area at the border with Turkey have comprised a major theatre in the war, divided between areas of government and rebel control. Escalating fighting there helped ruin the cessation of hostilities agreement agreed in February.Assad accused Erdogan of recently sending thousands of militants to Aleppo. Russia, which has been bombing in support of Assad since September, said on Saturday more that 2,000 militants had mobilised in the Aleppo area.Russia said on Monday its air forces would provide "the most active" support to Syrian government troops so as not to let Aleppo and the surrounding area fall into the hands of fighters it called terrorists.The United States and Russia brokered the cessation of hostilities as part of an effort to get U.N.-backed peace talks moving earlier this year. The talks broke down in April when the main opposition alliance withdrew over what it described as a worsening situation on the ground.Assad said there had been no real talks in Geneva.He thanked Russia, Iran, China and the Lebanese Shi'ite Muslim group Hezbollah for the support they had provided.Alluding to suggestions of divisions in the alliance, particularly between Iran and Russia, Assad said people should not listen to reports about "differences, struggles and divisions". BEIRUT - A two-pronged advance to capture key urban strongholds of the Islamic State group and its self-styled capital of Raqqa has underlined a quiet convergence of strategy between the U.S. and Russia to defeat the extremists, with Syria's Kurds emerging as the common link.The dual advance toward Raqqa by the Syrian army from the southwest and the predominantly Kurdish Syria Democratic Forces from the north and west puts further pressure on the militants as they fend off simultaneous attacks on bastions such as Fallujah, and potentially Mosul, in neighbouring Iraq.The Kurdish involvement is proving vital to the interests of Washington and Moscow.For the U.S., the predominantly Kurdish SDF has proven the most capable actor in northern Syria in defeating the extremist group, a point it made when its predecessor, the Kurdish YPG, held off the militants in Kobani, in 2015. That battle was seen by many as a turning point in the war on the IS group.For Russia, the SDF advance has drawn IS fighters away from the front with the Syrian government and allowed the Kremlin's allies in Damascus to advance, showing that Moscow is participating in the battle against the IS group.While the media has focused on the battles between Iraqi government forces and IS militants in the city of Fallujah, west of Baghdad, the Syrian army on Saturday reached Raqqa province for the first time in almost two years. The Syrian government has had no presence in Raqqa since August 2014, when IS overran the Tabqa air base and killed scores of government soldiers in a massacre they documented on video. The provincial capital, Raqqa, became the militants' first captive city.Backed by intense Russian airstrikes, Syrian troops began their advance toward the province Wednesday, the same day that U.S.-backed SDF forces launched an attack on the IS stronghold of Manbij, which is 72 miles to the northwest of Raqqa and lies on a key supply route linking Raqqa with the Turkish border."In terms of direct co-ordination of activities on the ground, that is not happening," Pentagon press secretary Peter Cook said. "I know there have been discussions about changing that, but at this point, our position is the same."Asked about it Monday, President Vladimir Putin's spokesman Dmitry Peskov told reporters: "We exchange information with the United States on a daily basis, twice a day, that's all I can say."U.S. officials have consistently said that there are frequent conversations about flight safety issues and daily phone line checks to make sure the two nations can communicate quickly when necessary.Lina Khatib, head of the Middle East and North Africa program at the Chatham House think-tank , said it was hard to imagine such dual attacks on IS happening without prior agreement between the U.S. and Russia. Cooperation between the two global powers, which back opposing sides of the war, has marked the Syrian conflict in recent years."The Syria Democratic Forces is playing a complementary role to the (Syrian) army, and that is the product of a military agreement between Russia and the U.S. that is translating into a division of labour between the two forces on the ground," Khatib said.To Christopher Kozak, Syria analyst at the Institute for the Study of War, the twin offensives show the government is being astute and taking advantage of the SDF offensive to improve its position on Raqqa."It's not a coincidence that these things are happening at the same time, but I would also not go so far as to say there's co-operation," Kozak said.Syria's Kurds, who make up 10 per cent of Syria's prewar population of 23 million, have played an outsized role in the civil war, now in its sixth year. The U.S. has struggled from the beginning to find moderate, effective partners in the chaos of the conflict, and the largely secular and cohesive YPG — the armed wing of the Kurdish PYD political party — has emerged as Washington's most trusted associate.The Syria Democratic Forces — a mixed-religion anti-IS coalition made up of Kurdish and Arab groups — is dominated by the YPG. The U.S. provides critical air support to the SDF, and hundreds of U.S. special operation forces help train the group. Russia has also offered support to the Kurds, partly to gain leverage over Turkey, which considers the PYD to be a terrorist group.In a way, the situation is a bit similar to the offensive on Fallujah in Iraq, where the Iraqi army works alongside Shiite militias against IS.Both the Syrian and Iraqi armies do not have the capacity to be the sole actors in the battle against IS, and their external backers have incorporated the presence of non-state actors to provide military support.The SDF denies co-ordinating with the Syrian government. But such dynamics are partly why the group is viewed with suspicion by other Syrian actors and the local population in Arab-majority areas.Bassma Kodmani, a member of a Syrian opposition group known as the High Negotiations Committee, said the HNC is perplexed by the SDF's political position, saying the group sometimes attacks the Syrian army and sometimes fights on the same side."We have a player here that it's not at all clear what they stand for, what they want, what their ultimate agenda is — none of this is clear to us," Kodmani said. She added that such opacity creates outright hostility.The perceived co-ordination between the SDF and the Syrian army is a potential problem for the U.S., because the Syrian government forces get more emboldened by each military victory against IS."The Obama administration is keen to demonstrate some form of achievement against the Islamic State before the end of the president's term, and in a way it seems that the focus on military achievement is overshadowing what happens the day after," Khatib said.Raqqa is frequently targeted by the U.S.-led coalition, as well as the Syrian and Russian air force.The battle for Raqqa is expected to be long and hard, with Syrian troops still about 45 miles (75 kilometres) away. Very few expect any real push toward the city anytime soon.Kozak said the government is making a "low-cost investment" to position itself near Raqqa and "message its involvement in the ISIS campaign, to bolster its international credibility." The SDF has not been able to recruit enough Arab fighters, and the Kurds would rather focus on liberating areas in the Raqqa governorate that border Kurdish regions.A Raqqa resident who fled it recently said the militants have dug trenches and planted mines around the city in anticipation of an attack. TAMPA, Fla. - Tropical Storm Colin was expected to continue dropping heavy rains over the Southeast on Tuesday after moving across northern Florida, knocking out power and flooding roads.Florida Gov. Rick Scott declared a state of emergency as the storm churned its way across the state into southeast Georgia, and The National Hurricane Center said Colin marked the earliest that a third named storm has ever formed in the Atlantic basin.By 8 a.m. EDT Tuesday, the storm was moving into the Atlantic off the North Carolina coast, with maximum sustained winds up to 50 mph, the U.S. National Hurricane Center reported.On Georgia's Tybee Island on the Atlantic coast, Susie Morris said she awoke Tuesday to no wind and no rain at the Lighthouse Inn Bed & Breakfast."I certainly don't have any flooding whatsoever, thank goodness," said Morris, the proprietor of the inn, a restored 1910 home that was once part of the former Fort Screven military outpost created around the time of the Spanish American War in the 1890s.In Florida, where Colin has poured nearly 10 inches of rain on some cities, Scott cautioned that the state has seen severe flooding in unlikely places after previous storms."We'll just see how well it runs off," Scott said. "I always remember back to (Tropical Storm) Isaac in 2012, it went west but we had unbelievable flooding in Palm Beach County."There were no reports of major damage in Florida, but the state will be tracking flooding from the sudden deluge of rain, much of which fell during high tides Monday, Scott said in an interview.Parts of Pinellas County, along Florida's Gulf Coast, have seen 9 inches of rain. Other areas, from Levy to Sarasota counties, were also soaked with 1 to 6 inches of rain in a 24-hour period, the National Weather Service said Tuesday.Flood warnings were issued in many parts of the Tampa Bay area and Tuesday's commute was shaping up to be a difficult one with roads underwater and in some areas, closed entirely.The National Hurricane Center said Colin was expected to lose its tropical cyclone status by Tuesday night.The storm disrupted schools and summer programs. Many were dismissed early Monday, and two high school graduations in the Tampa Bay area were postponed due to the storms, with both ceremonies being moved to Wednesday night and Thursday. Winds from Colin also closed the Sunshine Skyway Bridge in Tampa.At Cedar Keys National Wildlife Refuge roads were flooded and businesses sent people home early.The high winds and rain also knocked out power to about 10,000 Floridians heading into Monday evening from the Tampa Bay area to Jacksonville.Colin produced rainfall amounts of 3 to 6 inches, and forecasters said up to 8 inches were possible across north Florida, southeastern Georgia and coastal areas of the Carolinas through Tuesday. Tornadoes were also a possibility across parts of the coastal Carolinas on Tuesday, the National Hurricane Center said.Not everyone in Florida was hunkering down. About 50 people were in the water with surfboards off Treasure Island on Monday to take advantage of the rare 2 to 3-foot swells breaking in the Gulf's warm waters."It's like man against nature," said Derek Wiltison of Atlantic Beach. "Surfers tend to drop what they're doing — work, relationships, whatever — to go out and catch a wave."On Tybee Island, Morris said she'd continue to pay close attention to weather reports for the remainder of this year's hurricane season, which runs through Nov. 30. Does the early start to the hurricane season worry Morris? "Worried, no," she said. "I do watch the weather report... but no, I'm not worried."
