ISRAELI PRIME Minister Benjamin Netanyahu faces what looks to him like a serious diplomatic threat: that Western powers, including the United States, will soon launch a multilateral effort to formulate a plan for Palestinian statehood. France is convening a meeting of foreign ministers this week to discuss a possible Middle East peace conference. President Obama is said to be weighing whether to support a U.N. Security Council resolution later this year spelling out terms for a two-state solution. Israel has long opposed any such international initiative, worrying that it would produce results it found unacceptable.Several months ago, Mr. Netanyahu embarked on a political project that looked as though it could head off the outside intervention. The result, after several twists and turns, has been to make it more likely. Mr. Netanyahu tried to strengthen and moderate his fragile right-wing coalition by striking a deal with the leader of the left-wing Labor Party; as part of the bargain, his government would have stopped supporting settlement expansion in most of the West Bank and embraced an Egyptian offer to broker talks with the Palestinians.Then the prime minister abruptly switched course. Talks with Labor were suspended, and on Monday, the parliament ratified his appointment of Avigdor Lieberman, a hard-line nationalist with an abysmal international reputation, as defense minister. Mr. Lieberman’s party will join the government coalition, while Labor will remain in the opposition. Its leader, Isaac Herzog, bitterly accused Mr. Netanyahu of losing his nerve “at the moment of truth.”That may not be entirely fair. The defense minister he pushed out, Moshe Yaalon, said in departing that “extremist and dangerous forces have taken over Israel.”In what looked like an effort to mitigate the diplomatic damage, both Mr. Netanyahu and Mr. Lieberman made statements this week in support of a Palestinian state. They hinted that they were interested in reviving the 2002 Arab Peace Initiative, under which dozens of Arab and Muslim countries pledged to establish full diplomatic relations with Israel if it struck a comprehensive peace settlement with the Palestinians.Such rhetorical gestures are unlikely to reduce the international pressure unless accompanied by actions. Mr. Netanyahu may protest, with some reason, that Palestinian leaders have been uncompromising. But to stop the “internationalization” of the peace process, his government will have to show that it is willing to facilitate rather than foreclose a future Palestinian state. The partial settlement freeze Mr. Netanyahu discussed with Mr. Herzog would be a good start.

A Palestinian woman approached a checkpoint in the West Bank Thursday and attempted to stab a soldier. Troops opened fire and shot her dead, the army said.According to the Israel Defense Forces, the woman tried to attack one of the soldiers at the Anabta checkpoint near the Einav settlement, northwest of the Palestinian city of Nablus.Forces at the scene “responded to the immediate threat by shooting the attacker and killing her,” the IDF said in a statement.No Israeli soldiers were injured.On Monday, a 19-year-old Palestinian stabbed and lightly injured an IDF soldier with a screwdriver in Tel Aviv.After nearly six months of regular stabbing attacks in the West Bank and Israel, the past two months have seen a marked decrease in the number of such incidents.

Last week the Israeli State Comptroller’s Office issued a scathing report chastising the Foreign Ministry for not having a cohesive strategy to fight the Boycott, Divestment and Sanctions movement, which targets Israel over its perceived ill-treatment of the Palestinians.But despite the many “failings” detailed in the report, underlining an inability to present any significant political achievements in the battle against BDS, the movement seems to be having little economic impact, according to a Bloomberg report examining foreign capital flow into the country.While BDS has seen some victories in its efforts to stop international entertainers from performing in Israel and encourage companies to divest from Israeli firms, total foreign investment in Israeli assets has in fact gone up, with 2015 clocking a record high of $285.12 billion, Thursday’s report said. That’s a threefold increase since 2005, when the BDS campaign was first launched.“We don’t have a problem with foreign investment in Israel — on the contrary,” Yoel Naveh, chief economist at Israel’s Finance Ministry, told Bloomberg.The report showed that even firms based in the West Bank — a specific target of BDS — have seen an increase in investment. It surveyed nine major Israeli firms with varying ties to settlements that all recorded a hike in non-Israeli holdings over the past three years.Of the companies included, the two that saw the largest percentage increase in their foreign holdings were banks: Bank Leumi, Israel’s largest by total assets, went from 33 percent to 50%; and Israel Discount Bank more than quadrupled its percentage, going from 13% to 55%.A number of reasons were cited for the sustained increase in foreign investment.“Money managers, economists and government officials say Israeli assets are an attractive alternative to weak performers elsewhere. The country’s economy is slowing but growing faster than those of the US and Europe and its interest rate is higher,” the report said.A forecast of 2.8% growth for the Israeli economy in 2016 compared with just 1.8% in the US and Europe, coupled with an appreciating shekel, creates the perfect conditions for breeding foreign investor confidence.In addition, the moral arguments presented by BDS seem to have little impact on potential investors.The BDS movement says it targets Israel primarily over its treatment of the Palestinians through its continued military presence in the West Bank and blockade of Gaza. Yet, according to the report, many investors reject the idea “that investing in Israeli innovation and natural gas violates Palestinian rights, and that Israel’s misdeeds are so exceptional that they justify singling it out for censure.”Still, some companies have been swayed by the BDS movement and chosen to pull funding from Israeli projects and companies.In January 2014 GM of the Netherlands, one of the 20 largest pension asset managers in the world, decided to divest from five Israeli banks because of their involvement in financing the construction of Jewish settlements in the West Bank. Last year the US United Methodist Church followed suit, adding the banks to a list of companies in which it will not invest. More recently, Norway’s $860 billion sovereign wealth fund excluded Africa Israel Investments from its portfolio.But according to Israeli officials, the damage is but a drop in the vast ocean of foreign funding.True, there are “some institutional investors that said they are pulling their investments,” Naveh, the Finance Ministry economist, said, but based on the continued increase in foreign investment, “we don’t need it.”

The past two months have seen a significant drop in the number of arrests carried out by the IDF in the West Bank, as well as in the number of raids made by Israeli forces in Palestinian Authority territory.The data is based on both the IDF and testimony from Palestinians, among them senior officials, who say it is the outcome of an implicit understanding between the sides. Senior Palestinian officials say contacts between representatives of the Israel and PA security services aimed at ending Israeli operations in Palestinian cities — an arrangement strongly opposed by members of the Israeli cabinet — have not borne fruit, yet the two sides agreed that IDF soldiers would operate in PA territory only in cases when they are preventing terror attacks.Those understandings led to a drop in the number of arrests and entries into PA territory, the Palestinian officials said. IDF figures show that in March there were 338 arrests in the West Bank. But by April there was already a considerable drop, to 223 arrests, and last month the number had further declined to 215.On the Israeli side, officials cite two main reasons for the drop. First is the plummet in the number of terror attacks, which has reduced the risk by a significant degree since the period between October 2015 and March 2016. The slackening of what has been termed the “lone wolf intifada,” the series of almost-daily terror attacks over those months, has lessened the need for Israeli operations in the Palestinian territories.The second reason for the drop in Israeli arrest operations is the relative effectiveness of the Palestinian security services, which have been carrying out many arrest operations, targeting Palestinians suspected of planning stabbing and shooting attacks and bombings.In general, the level of operations by PA security has significantly risen in recent months, and Palestinian officers are also active in the villages surrounding Jerusalem.Despite the hinted threats by the Palestinians to end security coordination, so far the cooperation remains in place and the joint activities between the two sides have only been increasing.The months from October last year till March saw near-daily stabbings, car-rammings, and shootings by Palestinians that claimed the lives of 29 Israelis and four foreign nationals. OTTAWA - The Pride flag flew on Parliament Hill on Wednesday in a historic all-party show of support to mark the start of the month celebrating Canada's lesbian, gay, bisexual, transgender and queer community.Prime Minister Justin Trudeau had the honour of raising the distinctive rainbow banner on the Hill for the first time at a celebration attended by MPs from all federal parties, as well as dozens of onlookers."This is a great day for Canada and it is part of a long series of milestones this country has hit over the years," Trudeau said."It hasn't been easy, it hasn't been automatic. But this wasn't a momentary whiff. The Red Cross was handing out masks for people to use during cleanup. The province has suggested people with heart conditions, pregnant women, children under seven and seniors not return until the air quality improves.---FRIDGE FUNGUS-When the power was cut to many homes, refrigerators and freezers shut down. Many people simply taped up their appliances and pushed them to the curb Wednesday. White and blue-green fuzz covered plastic-wrapped plates in Bachir Kourani's fridge. It was possible to make out the shrivelled remnants of a handful of snow peas, but other than that the leftovers were unrecognizable. In March, with oil prices skidding under $40 US a barrel, MEG Energy quietly published a notice of its application to build a new oilsands project south of Fort McMurray. The May River project isn't huge — it will top out at approximately 164,000 barrels per day — but it's important as a green shoot in Alberta's beleaguered energy industry."It's very positive in the sense that they're still investing money into future growth," said Kevin Birn, an oilsands analyst with IHS.MEG is a relatively small player in the oilsands, with 80,000 barrels of production per day. Like all producers, it has struggled through the downturn, but the company turned a profit in the first quarter of 2016, earning $130 million as it got control over its costs. This in a quarter when oil prices hit a low of $26 US a barrel.An application is not an investment-An application is not an investment decision, though. It's the very first step in a regulatory process that can takes years. No oil would be produced at May River until, at best, the 2020s."This isn't the point where they have to commit a large amount of capital," said Joe Gemino, an energy analyst with the investment research firm Morningstar."In order for that to happen, there needs to be sustained higher oil prices and the company needs to continue to drive down some of the capital and operating costs, which would make projects more economical at lower prices."-Oilsands construction set to slow-It's been nearly two years since the oil downturn began. In June 2014, oil was trading at $103 US a barrel, a level that seems impossibly distant now. In the past 24 months, billion of dollars in oilsands development have been put on hold — projects that were already approved by regulators but hadn't begun construction.That means that in less than two years, unless some of those projects are revived, construction will essentially stop in the oilsands."In 2015, we had nearly a million barrels under construction in the oilsands," said Birn. "That would take two to three  years to be completed and turned on and then ramped up for two to three years. That's why growth is fairly predictable to 2020."Birn said that the ongoing construction has provided a buffer to Alberta and Canada's economy, but looking to 2018, there are no projects slated to begin construction, at this point."That could be the first year that you don't have construction in the Canadian oilsands in as long as I can remember."Prices need to recover before money is spent-There are many projects that could easily be brought back to life before 2018 if a few conditions are met. The price of oil is obviously the biggest variable, with an approved export pipeline in second place.Oil futures traders are skeptical about future prices — they have oil trading at just over $50 us a barrel in late 2018. Royal Bank is calling for $70 US crude, while TD Bank is calling for $65 oil. It's anyone's guess as to whether a pipeline will be under construction by that point."Prices need to exceed the break-even threshold," said Birn. "And producers need to feel confident about the the direction of future prices."So while the MEG application is indeed a welcome green shoot, it's one that may not have the chance to grow in the near term."Just because the paperwork is going through doesn't mean this even happens," said Gemino. "Or it could be 2023 or 2030, there's so much uncertainty around it."

CAIRO - A French ship searching the Mediterranean has detected black box signals from a missing EgyptAir flight in the waters between the Greek island of Crete and the Egyptian coast, a development that could help solve the mystery of why the aircraft crashed into the sea last month, killing all 66 on board.The discovery, announced Wednesday, could help guide search teams to the wreckage and the flight's data and cockpit voice recorders, which if retrieved unharmed could reveal whether a mechanical fault or a hijacking or bomb caused the disaster.In the two weeks since Flight 804 disappeared from radar en route to Cairo from Paris, only small pieces of debris and human remains have been retrieved from the crash site. No terrorist group has claimed responsibility, though Egypt's civil aviation minister, Sherif Fathi, has said terrorism is a more likely cause than equipment failure or some other catastrophic event.The flight recorders will be critical to determining whether the disaster was caused by an accident or a deliberate act.Equipped with sophisticated underwater sensors, the French naval vessel Laplace had been taking part in the search for the missing Airbus A320 since last week. On Wednesday, the Egyptian agency leading the inquiry into the crash said the ship had received signals "from the seabed of the wreckage search area, assumed to be from one of the data recorders."Hours later, the French company Alseamar confirmed that its equipment aboard the ship had detected signals from one of the black box recorders.It said the naval vessel started searching for the signals at midday Tuesday, and "less than 24 hours were necessary ... to locate signals from one of the recorders of flight MS804."The statement did not indicate how the company knew the signals were from the plane's black box, and the French air accident investigation agency BEA said it was impossible to tell whether they were from the flight's data or voice recorder.However, Sebastien Barthe, an agency spokesman, said the signal was specific enough to indicate that it came from one of the flight's data recorders. BEA investigators are aboard the Laplace.Locator pings emitted by flight data and cockpit voice recorders can be picked up from deep underwater. The Laplace is equipped with three detectors designed to pick up those signals, which in the case of the EgyptAir plane are believed to be at a depth of some 3,000 metres (9,842 feet). It's the weakest point and separates upon impact," he said, a fact that can help protect the recorders from severe damage the rest of the aircraft might sustain.Shaker Kelada, an EgyptAir official who has led other crash investigations for the carrier, said that Wednesday's discovery meant that half "the job has been done now" and that the next step would be to determine the black boxes' exact location and extract them from the sea."We have to find where the boxes are exactly and decide on how to pull them out," he said, adding that search teams might need to send in robots or submarines and "be extremely careful ... to avoid any possible damage."Tawfiq al-Assi, a former head of EgyptAir and a pilot himself, said the search teams would face a challenge in finding robots that can work thousands of meters under the sea.Galal said after determining the location of the recorders, the second mission would be to photograph the recorders and the wreckage to determine how to retrieve them. "Are the recorders and the tail in a position that enables robots to pull them out, or are they buried under the bulk of the plane?" he said.In addition to the black boxes, he said investigators would need at least 70 per cent of the wreckage in order to reconstruct the plane and try to determine the cause of the crash.No hard evidence has emerged so far about what caused the disaster, though earlier leaked flight data indicated a sensor had detected smoke in a lavatory and a fault in two of the plane's cockpit windows in the final moments of the flight.Al-Assi said that if there is a "clear voice segment" on the voice recorder, it could point to what happened during the final minutes before the plane crashed. But the English court subsequently asked the ECJ to clarify legal issues before giving its verdict.Both Rosneft cases object to the EU measures citing a laundry list of complaints.Rosneft has said that the Council had overreached its powers and that the terms used in its decisions - for instance, on what is “shale” gas or which kinds of financial services are forbidden by the sanctions - were unclear.It said that a 1994 EU-Russia agreement forced the EU to allow free movement of goods and capital to Russia.It said the Council had failed to justify its targeting of Rosneft and failed to provide documents that it needed for its defence. It also said that it should be able to convert shares issued before the sanctions came into effect into debt and that two EU legal acts contradicted themselves.In his opinion on Tuesday, one of the EU court’s advocate generals, Melchior Wathelet, said all of its complaints but one were invalid.The one he upheld, on contradictory language in EU legal acts, did not serve Rosneft well.Rosneft had noted that a Council decision said the sanctions covered contracts concluded before 1 August 2014. A subsequent EU regulation gave member states the discretion to decide whether to include old deals. But Wathelet said that the prior decision meant that the leeway given in the regulation was “invalid”.Wathelet’s opinion pertains to the English court’s request for clarification.But the ECJ has decided to stay the proceedings in Rosneft vs. the Council until that clarification is ready because, an ECJ source said, the points in dispute are so similar that the British clarification will have a strong bearing on the Council verdict.An advocate general’s opinion is not binding on the court, but it is followed in most cases.The final verdict on the English clarification is expected between September and December. The verdict on Rosneft vs. the Council is likely to come soon afterward.In general terms, Wathelet said the EU “enjoys a broad discretion in the field of foreign and security policy, that must also apply whenever it concludes that there is serious international tension constituting a threat of war”.He said the EU did not overstep “the bounds of what was necessary” to attain its “objective of increasing the costs of the action taken by the Russian Federation by targeting strategic sectors of the Russian economy, including the oil sector”.He also said the case is of “great significance” because it will likely confirm that the Luxembourg tribunal has jurisdiction on EU foreign policy decisions.The Council had, in the recent past, lost several cases in Luxembourg brought by Belarusians, Iranians, and Ukrainians who had been subjected to travel bans and asset seizures.Many similar cases are ongoing but, unlike the Rosneft challenge, the personal cases would have little strategic impact even if the EU lost more of them.-Sanctions renewal-Meanwhile, EU states will decide, later this month, whether to extend the life of the economic sanctions for another six months.According to one senior EU diplomat, speaking on condition of anonymity, the extension is a done deal despite attempts by some small states, such as Greece and Hungary, to cultivate closer Russia ties.“There are some countries that want a review of the sanctions. But ultimately we will listen to what [German] chancellor Merkel and [French] president Hollande will say on whether the Minsk conditions have been fulfilled … my assessment and my prediction is that the conditions haven’t been fulfilled,” he said.The Minsk ceasefire accord on Ukraine, which says all “foreign”, meaning Russian, troops should leave and that Kiev should get back control of its border, was negotiated by Merkel and Hollande in the Belarusian capital last year.The diplomat said that if there was progress on Minsk over the summer then the sanctions would be reviewed in December.He added that the EU would, in a forthcoming long-term strategy paper, designate Russia as a “strategic challenge - not a strategic partner or a strategic problem. The Jewish Home party on Tuesday said there would be no Palestinian state while it is in the government, a day after Prime Minister Benjamin Netanyahu and new Defense Minister Avigdor Liberman voiced some support for an Arab peace proposal and a two-state solution.In a dramatic move, Netanyahu on Monday partially endorsed the Arab Peace Initiative, offering to negotiate with the Arab world regarding the parameters of the plan, which promises Israel full diplomatic ties with 57 Arab and Muslim states in return for cementing a peace accord with the Palestinians.But Justice Minister Ayelet Shaked from the religious-nationalist Jewish Home vowed there would be no such dramatic moves on her watch.“I will say the obvious: As long as we are in the government, there will be no Palestinian state, there will be no settlement evacuations and we will not give any land to our enemies,” Shaked said during a tour of the West Bank Binyamin region on Tuesday.The leader of the right-wing party, Education Minister Naftali Bennett, added that “everyone who is opposed to dividing Jerusalem and building a Palestinian state… don’t worry: we’re here.”The Jewish Home proclamations came less than 48-hours after a coalition crisis between the party and the Likud was resolved over Bennett’s demands for security cabinet reform.The Arab proposal was first put forward by Riyadh in 2002, but has languished since, with Israel regarding the peace plan as a take-it-or-leave-it proposition it couldn’t possibly embrace.In 2013, the Arab League showed some flexibility in allowing that, to reach a final settlement of the Israeli-Palestinian conflict, “comparable,” mutually agreed and “minor” land swaps could be possible.On Monday night, Netanyahu said the plan “contains positive elements that could help revive constructive negotiations with the Palestinians,” going further than he has before in showing support for the initiative.The statement came after months of Netanyahu and other Jerusalem officials hinting at closer ties with moderate Sunni states in the wake of the Iran nuclear deal, saying those states could help broker an arrangement with the Palestinians.“We are willing to negotiate with the Arab states revisions to that initiative so that it reflects the dramatic changes in our region since 2002 but maintains the agreed goal of two states for two peoples,” Netanyahu said Monday night, making his statement first in Hebrew and then repeating it in English.Standing next to Netanyahu, incoming Defense Minister Liberman said he fully endorsed the prime minister’s statement, including his call for an agreement leading to two states for two peoples.His party, Yisrael Beytenu, has long supported Netanyahu’s 2009 Bar-Ilan speech, in which he for the first time accepted, in principle, the idea of Palestinian statehood, Liberman said. “President Sissi’s speech was important; it creates a genuine opportunity that obligates us to pick up the gauntlet.“I certainly agree that in the Arab Peace Initiative there are some very positive elements that will enable us to conduct serious dialogue with our neighbors in the region.”Earlier in the month, Sissi made a rare call for Israel to accept the Arab Peace Initiative, seen at the time as an unsuccessful attempt to push Netanyahu toward accepting dovish Zionist Union party leader Isaac Herzog as a coalition partner instead of Liberman, considered a hard-liner.“There is a real chance to make peace with Israel, and that it can exist naturally in the region, if it accepts the Arab Peace Initiative,” Sissi said on May 13.Liberman’s addition to the coalition has been met with skepticism in the international community and his Monday speech accepting the two-state solution was seen by many as an attempt to calm fears.According to a senior Israeli official cited in daily Yedioth Ahronoth, Netanyahu’s speech had been coordinated with Sissi in order to lay the groundwork for a regional peace conference.On Friday, several foreign ministers are expected to meet in Paris to push forward a multilateral French peace initiative. MITZPE YERICHO, West Bank (Reuters) - In the hills east of Jerusalem, overlooking the Palestinian city of Jericho and the Jordan Valley, stands a religious Jewish settlement whose red-tile roofs, neat gardens and brightly colored playgrounds give the sense of permanence.Mitzpe Yericho has stood on this escarpment close to the Dead Sea - the lowest point on earth - since 1978. It is one of more than 230 settlements Israelis have built on occupied land in the West Bank and East Jerusalem over the past half-century.Diplomats and international monitors are increasingly concerned that the drive, which has seen Israel settle more than half a million of its people at a cost of tens of billions of dollars, may be reaching the point of irreversibility.The ongoing expansion further diminishes the prospect of any significant progress being made when foreign ministers from 20 countries meet in Paris this week to discuss how to revive Middle East peace efforts, given the settlements have been a central obstacle for at least two decades.If a peace deal were magically struck tomorrow, the Palestinians would expect the Israelis living in Mitzpe Yericho to leave. But its 3,000 residents, nearly all whom are religious nationalists, have no such intention. To them, the settlement enterprise is God-given and irreversible."If there's peace with the Palestinians we're staying and if there's no peace we're staying," said Yoel Mishael, 65, who has lived in Mitzpe Yericho since its founding. "It's part of Israel, according to the Bible. It's something from God."The foreign ministers will meet on Friday with the aim of paving the way for a summit later in the year that they hope the Israeli and Palestinian leaders will attend.On Monday, in a sign that he is aware of the growing international pressure, Prime Minister Benjamin Netanyahu said he was in favor of parts of the Arab peace initiative, a proposal put forward by Saudi Arabia in 2002 that would grant Israel recognition in exchange for withdrawing from the West Bank and East Jerusalem, among other steps.Yet while some momentum may be building, there is scant indication the settlement enterprise can be halted, let alone reversed, leaving a fundamental barrier in the path to peace.-A VAST INVESTMENT-The settlement project began after Israel captured the West Bank and East Jerusalem in the 1967 war. In the 1970s, with the government's encouragement, large number of Jews began moving onto the occupied land. There are now 550,000 of them.Many live in large blocs near Jerusalem or the 'green line' that separates Israel from the Palestinian territories, while others live deep inside the West Bank, in highly protected enclaves or pre-fabricated 'outposts' perched on hill tops. All the constructions are considered illegal under international law. Israel disputes this, and plays down the term occupation.Calculating the financial cost of settlements to Israel is difficult; as well as the capital required to build there are defense and infrastructure costs and the price of tax breaks for residents who move there. But the Macro Center for Political Economics, an Israeli think-tank, estimates building alone has cost around $30 billion over the past 40 years.Barely a month goes by without a fresh announcement from the government or one of its ministries about West Bank territory being declared "state land", a precursor to settlement building, or a decision to allow new construction to proceed.At the same time, Palestinians living in a part of the West Bank known as Area C, which accounts for 60 percent of the total and is where most settlements are located, are being uprooted from the land in increasing numbers.During a visit to a sensitive part of the West Bank near the Palestinian city of Nablus, where settlements occupy almost every hilltop and are steadily expanding their footprint, U.N. diplomats studied maps and pointed out how the Israeli enclaves were spreading east toward the Jordan Valley."It starts to look irreversible," said one official, a view separately supported by half a dozen foreign diplomats.Under the Oslo accords of the mid-1990s, Israel retains full control over Area C, where large tracts have been declared closed military areas. As a result, Israeli courts tend to approve the removal of Palestinians from the area and the demolition of their homes, even though the accords did not change the illegal status of settlements there."Settlements are the vehicle for taking control of the land," said Catherine Cook, an official with the U.N. office for the coordination of humanitarian assistance and an authority on settlements, speaking last month.Asked whether she believed the settlement enterprise was irreversible, she replied: "Some of it has to be reversible."-PRESSURE FROM WITHIN-If a peace deal were struck, many settlements would undoubtedly remain. While not openly acknowledged, Palestinian negotiators accept that land swaps, in which the Israelis would keep major settlement blocs along the green line and near Jerusalem, and the Palestinians would receive equivalent amounts of land from Israel in return, would be part of the deal.But that would still leave vast areas of the West Bank, where 2.8 million Palestinians live in major cities such as Hebron, Nablus and Ramallah, dotted with more than a hundred settlements, many large and protected by the military.Within Israel's right-wing government, there is little appetite to cede any ground to the Palestinians. Netanyahu says their failure to recognize Israel as a Jewish state is the biggest obstacle to peace, not the settlements.Education Minister Naftali Bennett is an ardent supporter settlements and wants Israel to annex all of Area C rather than allowing a Palestinian state to emerge. Defence Minister Avigdor Lieberman lives in a settlement and is similarly wary of Palestinian statehood, even if like Netanyahu he has welcomed elements of the Arab peace initiative.Hagit Ofran, a senior official at Peace Now, an Israeli NGO opposed to settlements, believes lines could be drawn that would allow a Palestinian state to emerge even if Israel kept many of its enclaves. But even then she estimates that as many as 150,000 settlers may have to be uprooted.While some might leave willingly if offered the right compensation, many others would not. The removal of just 8,500 settlers from Gaza in 2005 caused violence and outrage.Many of the settlers in the heartland of the West Bank are religious nationalists who believe all the land, which they call Judea and Samaria, was gifted to Israel in the Bible. They are not interested in financial incentives to leave.On the northern edge of Mitzpe Yericho, a lookout point provides sweeping views of Jericho and the Jordan Valley. An audio recording gives visitors a selective history of the region, with an English narration explaining how in the Bible God spoke to Joshua after the death of Moses, saying:"Prepare to cross the River Jordan together with all these people into the land which I am giving the Israelites. Every spot on which your foot treads, I will give to you."At the end of the account, the narrator adds: "Today, more than 3,000 years later, Israeli settlements have once again renewed this Biblical landscape ... A Palestinian man from the southern Gaza Strip who managed to cross into Israel was arrested by IDF soldiers overnight Tuesday-Wednesday. A knife was found in his possession, the military said.He was transferred for interrogation, Army Radio reported.It was not immediately clear what his intentions were.Israel has been battling a wave of Palestinian terror attacks that has included stabbings, shootings, car-rammings and a suicide bombing over the past eight months. The attacks seem to have abated in recent weeks, a far cry from the situation just a few months ago where Palestinian assailants were carrying out attacks against Israeli civilians and security personnel up to several times a day.The terror wave has claimed the lives of 29 Israelis and four foreign nationals since last October. Some 200 Palestinians have also been killed over the same period, the majority of them while carrying out attacks against Israeli civilians or soldiers, and the others during clashes with troops, according to the Israeli army.On Monday, a soldier was lightly wounded during a stabbing attack in the center of Tel Aviv.Security forces arrested a Palestinian teenager near the scene of the attack, after he fled and tried to hide in a residential building. Police said the stabber likely had nationalistic motives and they were therefore treating the incident as terrorism.The attacker was identified as a 17-year-old resident of the West Bank.Eyewitnesses said the teen shouted “Allahu akbar” — the Arabic for “God is great” — during the incident. The attack was apparently carried out with a screwdriver, Channel 2 news reported.Medical personnel at the scene administered first aid to the 19-year-old soldier for injuries to his upper body before taking him to Tel Aviv’s Ichilov Hospital.
