SAN FRANCISCO (Reuters) - An agreement on Tuesday by four major U.S. internet companies to block illegal hate speech from their services in Europe within 24 hours shows the tight corner the companies find themselves in as they face mounting pressure to monitor and control content.The new European Union "code of conduct on illegal online hate speech" states that Facebook Inc, Google's YouTube, Twitter Inc and Microsoft will review reports of hate speech in less than 24 hours and remove or disable access to the content if necessary.European governments were acting in response to a surge in antisemitic, anti-immigrant and pro-Islamic State commentary on social media.The companies downplayed the significance of the deal, saying it was a simple extension of what they already do. Unlike in the United States, many forms of hate speech, such as pro-Nazi propaganda, are illegal in some or all European countries, and the major internet companies have the technical ability to block content on a country-by-country basis.But people familiar with the complicated world of internet content filtering say the EU agreement is part of a broad and worrisome trend toward more government restrictions."Other countries will look at this and say, 'This looks like a good idea, let's see what leverage I have to get similar agreements,'" said Daphne Keller, former associate general counsel at Google and director of intermediary liability at the Stanford Center for Internet and Society."Anybody with an interest in getting certain types of content removed is going to find this interesting."-POLICING CONTENT-The EU deal effectively requires the internet companies to be the arbiters of what type of speech is legal in each country. WASHINGTON (Reuters) - The United States warned its citizens on Tuesday of possible summer terrorist attacks in Europe, saying targets could include the European soccer championship in France, although a State Department official said there was no specific threat information.Concern about security in Europe has increased since the Nov. 13 attacks in Paris that left 130 people dead as well as the March 22 attacks in which two suicide bombers struck Brussels airport and a third the city's metro, killing 32."We are alerting U.S. citizens to the risk of potential terrorist attacks throughout Europe, targeting major events, tourist sites, restaurants, commercial centers and transportation," the U.S. State Department said in a travel alert that extends through Aug. 31.The department routinely issues such warnings for individual countries and, at times, for an entire continent even when it does not have specific threat information about particular targets.The last U.S. warning for Europe was issued on March 22 following the Brussels attacks and was due to expire in late June. May, 12:07-Companies in the EU can ban Muslim employees from wearing headscarves to work, a senior jurist has said in a case involving British security firm G4S.The headscarf ban “may … be justified in order to enforce a legitimate policy of religious and ideological neutrality pursued by the employer”, Juliane Kokott, a German advocate general at the EU Court of Justice in Luxembourg, said in a statement on Tuesday (31 May).She said the ban must be based on “a general company rule” on religious symbols of any type and must be “proportional”.She added that the issue is so “delicate” that national courts should have “a measure of discretion which they may exercise in strict accordance with EU rules”.Kokott’s opinion is not binding on the final verdict of the EU court, but it is a strong sign of what the final “clarification” will say.The case arose when G4S fired Samira Achbita, a Muslim receptionist at one of its offices in Belgium, because she refused to come to work without her scarf.She sued for damages in Belgian courts and won the backing of the Belgian Centre for Equal Opportunities and Combating Racism, a government agency.But judges ruled against her on two occasions. Her appeal is currently being heard by Belgium’s Court of Cassation, which asked the EU court for a “clarification” before issuing its final ruling.Kokott added that the Belgian court should look at details of the case, such as “size and conspicuousness of the religious symbol, the nature of Ms Achbita’s activity and the context in which she must perform her activity, as well as the national identity of Belgium”.Belgium is a traditionally Roman Catholic, but secular society. May, 18:19-EU institutions are fast-tracking plans to establish a European border and coast guard (EBCG) agency.Members of the European Parliament’s committee on civil liberties, justice and home affairs (Libe) on Monday (30 May) endorsed a report on the proposal.They also gave Artis Pabriks, a centre-right Latvian lawmaker, the mandate to start negotiations with EU member states without the need for passing through a plenary vote for approval.The guard is bound to be operational after the summer.The legislative process has been fast by EU standards. The commission presented its proposal in December 2015. EU ministers rubber-stamped it in April.Pabriks also met with council and commission representatives on Tuesday morning (31 May) to get negotiations under way.The EP negotiator is confident that negotiations will be swift.”There is no member state that isn’t interested in having more advanced and better management of the EU outside borders,” Pabriks told journalists on Tuesday.The proposal would give the council the right to deploy intervention teams when EU external borders are ”under pressure” - for instance, in case of the arrival of large numbers of refugees.MEPs endorsed a clause which gives the council the right to send teams even to a member state that does not want the help. The country’s objections can be overruled by a qualified majority of the other member states.The new guard, with an annual budget of €300 million, will have twice the financial and human resources of the current border agency, Frontex, which it will replace.”If this appears to be too limited, there’s a possibility to grow financial resources until 2020”, Pabriks said.The agency’s pool of 1,500 guards should have the capacity to be deployed ”within days”, he added.The idea to set up a European agency for border guards is not new. May, 17:54-Greece has told its creditors it cannot implement some of the extra changes required in exchange for fresh bailout loans.In a letter sent to the European Commission, the European Central Bank (ECB) and the International Monetary Fund (IMF) last week, finance minister Euclid Tsakalotos said some of the additional demands could not be fulfilled.The existence of the letter, first revealed by Greek media and Reuters, was confirmed to EUobserver.It could further delay disbursement of much-needed funds to pay off IMF loans expiring in June and European Central Bank bonds maturing in July.After months of negotiations, Greece and its lenders last week agreed on the disbursement of €10.3 billion in two tranches, in mid-June and in September, under the condition that Athens amended laws concerning pensions, privatisation and sale of non-performing loans.In the marathon talks they also agreed to open the way for debt relief, something Greece has been keen to secure.There are two problematic issues for the Greek government.It said it cannot axe aid for small pensions, as required by creditors. It also wants to exempt loans with a state guarantee from the loan sale scheme.Greek daily Kathimerini reported that the governement initially hoped to complete all the necessary changes before the ECB’s governing council meets on Wednesday (1 June).The new target to complete the necessary actions has been moved to Friday.

OTTAWA - The federal government's controversial bill on assisted dying sailed through the House of Commons on Tuesday, approved by a vote of 186-137."It's an historic day," Health Minister Jane Philpott said immediately following the vote, thanking MPs for passing a bill she said "will essentially transform end-of-life care options for Canadians."Only four Liberal MPs — including Rob Oliphant, the chair of a special joint parliamentary committee that had recommended a much more permissive approach to assisted dying — voted against Bill C-14, as did most Conservatives, all New Democrat and Bloc Quebecois MPs and Green Leader Elizabeth May.But the bill now heads into choppier waters in the Senate, where the government has less control over the agenda and many independent-minded senators are pushing for amendments.It is virtually guaranteed the bill will not be passed by Monday, the day the ban on assisted dying is formally lifted in accordance with last year's landmark Supreme Court ruling."No, no, impossible," said Sen. Claude Carignan, Conservative leader in the Senate.Senators are not dragging their feet; they've agreed to extend their sitting hours and have taken the unusual step of inviting Justice Minister Jody Wilson-Raybould and Philpott to testify about the bill before the entire Senate on Wednesday.However, they must still debate the bill at second reading, send it to committee to hear from some half a dozen witnesses, propose and consider possible amendments and debate and vote on the bill a final time.Carignan said more than 40 Conservative senators want to speak during second reading debate alone and he expects "many amendments" will be proposed. Consequently, he said the bill can't be put to a final vote until the end of next week at the earliest, possibly sometime the following week.Advocates of assisted dying are urging senators to scrap the bill's restrictive eligibility criteria. But Wilson-Raybould suggested that would amount to "one of, if not the broadest assisted dying regimes in the world.""Under an approach where any serious medical condition is eligible, the law would be saying that an assisted death could be an acceptable treatment for a soldier with post-traumatic stress disorder, a young person who suffered a spinal cord injury in an accident or a survivor whose mind is haunted by memories of sexual abuse," she said.Wilson-Raybould also argued there is uncertainty whether the court's criteria would have "the legal effect of completely striking down existing criminal law that prohibits consensual killing and the aiding of suicides outside of an assisted dying context." She did not explain that assertion.In what's known as the Carter decision, the Supreme Court ruled that consenting adults have a right to seek medical help to end their lives if they have "grievous and irremediable" medical conditions that are causing enduring suffering that they deem intolerable.Bill C-14 sets out considerably more restrictive eligibility criteria, allowing assisted dying only for clearly consenting adults "in an advanced stage of irreversible decline" from a serious and incurable disease, illness or disability and for whom natural death is "reasonably foreseeable."Jocelyn Downie, a professor in both the medicine and law faculties at Dalhousie University, said Wilson-Raybould is misrepresenting the Supreme Court ruling.The court said the medical condition must be irremediable, while PTSD and memories of sexual abuse "may well be remediable," Downie said. RICHMOND, Texas - Residents of some rural southeastern Texas counties were bracing for more flooding along a river that reached a record high Tuesday as more rain was expected in the coming days.Large swaths of suburban communities southwest of Houston were underwater and hundreds of people were evacuated from their homes before the Brazos River reached 54.37 feet in Fort Bend County, just two years after it had run dry in places because of drought.National Weather Service meteorologist Charles Roeseler said the 54.37 feet at Richmond early Wednesday was not yet the crest and the river was expected to slowly rise even more overnight.An additional 1 to 3 inches of rain expected later this week could keep the Brazos in major flood stage into the weekend."I'm scared," said Abigail Salazar, standing in knee-deep water outside her home in Richmond, where she was retrieving personal belongings after the city issued a voluntary evacuation advisory. "My kids ask me in the morning, 'Ma, what happened? CINCINNATI (Reuters) - The parents of a 3-year-old boy who fell into a gorilla enclosure in Cincinnati, prompting the killing of the endangered animal in order to rescue the child, are the target of an investigation into the incident, police said on Tuesday.Investigators are focusing their attention on the actions of the parents and family that led up to the incident over the weekend and not the operation or safety of the Cincinnati Zoo, where officials fatally shot Harambe, a 450-pound (200-kg) gorilla, the Cincinnati Police Department said a statement."We are closely reviewing the facts of the case," the department said in a Tweet.Cincinnati police are taking a second look at possible criminal charges in the incident after initially saying no one was charged."Once their investigation is concluded, they will confer with our office on possible criminal charges," Hamilton County Prosecutor Joseph Deters said in a statement.Police on Tuesday also verified the age of the child to be 3 years old. Earlier reports said the boy was 4 years old.Witnesses said the child had expressed a desire to get into the enclosure and climbed over a 3-foot (1-meter) barrier, falling 15 feet (4.6 m) into a moat. Two people are dead following a shooting on the campus of UCLA. The LAPD responded to multiple calls of shots fired at approximately 10 a.m. in an engineering building. The campus was placed on lockdown and students were told to shelter in place as police SWAT teams conducted a tactical search-The FBI and ATF are assisting in the investigation.It's unclear if the shooter or shooters are still at large.

UCLA Police Chief Jim Herren confirmed that two people died in this morning’s shooting at the campus.“We have an active search to ensure that there are no further victims, that no one else is in harm’s way. And we’re still searching to see if there is a suspect that may be in the area,” he told reporters around 11:40 a.m. local time. “Those are questions we don’t have answered yet.”Immediately upon learning about the shooting, Herren said, UCLA Police put out a “Bruin Alert,” which is their campus alert notification system to advise everyone in their community of an incident occurred that could be dangerous to them.“Right now, currently, the campus is on lockdown,” he said. “We have literally hundreds of police officers and agents here on campus assisting in this active situation.”UCLA Police, he said, is working in concert with the FBI, the LAPD, ATF, LAFD, and Santa Monica College Police.“We have a lot of resources here that we are dedicating to ensure the safety of this entire campus community,” he said.The victims, both male, were found inside the engineering building, Herren said.It's unclear whether the shooter was among the deceased, he added.

The Iran Deal Wasn’t About Nukes At All-The Obama administration decided early on that the only way to get the United States out of the Middle East was to replace it with Russia and Iran.-Tom Nichols-May 23, 2016-the federalist

Remember the Iran deal? Of course you do. The Joint Comprehensive Plan of Action (JCPOA) was one of the greatest diplomatic agreements of our time, a last-ditch effort to stop Iran from acquiring a nuclear bomb and thus avert inevitable military action by the United States and its allies. Hard negotiations provided a verifiable inspections plan that would keep Iran walking the straight and narrow for at least a decade, if not longer. The media, of course, served only as the impartial platform for analysis and debate.Anyone who doubted this narrative or raised almost any objections to the deal was just a hater, maybe even a racist with a personal grudge against Barack Obama. (Also against the deal, of course: Jews with divided loyalties.) After all, the experts—non-partisan, of course—assured us that everything was in order.This was all nonsense. What really happened was that the White House put out a set of talking points, not all of them true or accurate, to a trusted circle of journalists and advocacy groups. Those groups worked with experts in other groups, who then supported those talking points in media already friendly to the White House narrative. Asked for comment, the White House agreed with the experts it had primed, then fed more talking points back into the loop.We no longer have to speculate about this. As anyone paying attention now knows, Deputy National Security Adviser Ben Rhodes—it’s so hard to type those words—couldn’t help but take a victory lap in front of The New York Times. Rhodes named names and organizations, crowing that the White House had created “an echo chamber” mainly composed of journalists who are “27 years old and…literally know nothing.”-Follow the Money, Indeed-Critics of the Rhodes story have pushed back, in some cases with justification. Rhodes’s shot at Jeffery Goldberg of The Atlantic, for example, was inexplicable and gratuitous; Goldberg is neither 27 nor a greenhorn. On the other hand, Rhodes also named Al-Monitor’s Laura Rozen, to absolutely no one’s surprise. As Mark Hemingway has noted, “Rozen’s slavish devotion to Obama’s Iran policy has been something to behold,” and Rhodes naming her seems almost beside the point now.-What should raise more eyebrows was that Ploughshares didn’t limit its largess to like-minded groups about nuclear weapons.Iran deal defenders claim this is all a nothingburger. Rhodes never had that much influence, they say, and no one really adopted his talking points. The experts he claims to have pulled along on the deal were impartial analysts who liked the JCPOA anyway. After all, it’s not like anyone was spreading money around; indeed, the accusation of being on the take was mostly aimed at the deal’s opponents, who ostensibly stood to benefit from another war in the Middle East.Except there was plenty of money out there. The Ploughshares Fund has been completely upfront about the cash it dumped on other groups before and during the Iran deal debate. Let’s leave aside some of the arms-control experts, since I think it’s fair to say there is no circumstance in which those organizations would oppose a nuclear deal between Obama’s White House and the Iranians. (Whether they sugar-coated aspects of the deal is another matter, but we’ll get back to that.)-What should raise more eyebrows was that Ploughshares didn’t limit its largess to like-minded groups about nuclear weapons (the issue to which Ploughshares, in theory, is dedicated). Ploughshares and its chairman, Joe Cirincione, also dropped some serious coin on National Public Radio, to the tune of some $700,000 since 2005, with grants since 2010—spoiler alert—specifically mentioning Iran. NPR then had Cirincione on to explain the awesomeness of the nuclear deal, at least once forgetting to mention he’d given them several hundred thousand dollars.Later, Cirinicione hammered home his totally non-partisan and completely independent expert view in a Huffington Post article, in moment replete with both chutzpah and irony.Neoconservatives are furious that their efforts to trick the country into another unnecessary war in the Middle East failed. They spent tens of millions of dollars in an orchestrated campaign to kill diplomacy with Iran. They lost. The nuclear agreement with Iran is in place and working. It has prevented an Iranian bomb and prevented a new war.“They can’t stand it,” Cirinicione mugged, as though Iran deal opponents had lost a vote for class president. (Rhodes put it differently: “We drove them crazy.”) Cirincione went on like that, but you get the idea.-We’re Spending Money for No Reason At All-The idea that the Obama administration was ever going to go to war over the Iranian nuclear program is ridiculous, but it was a central talking point during the fight over the JCPOA. To believe Obama would have used force against Iran would have represented either incredible credulity, or revealed a conscious effort to participate in a campaign meant to create an echo chamber, in which…Oh.As if that wasn’t enough of a margin of safety, Ploughshares shot some money over to that well-known group of physicists and nuclear strategists, J Street. Of course, J Street isn’t an arms-control group. It’s a political organization, in theory dedicated to greater Israeli security but in reality a progressive advocate for any number of policies which are inimical to Israeli interests.Why was Ploughshares giving money—over a half million dollars—to a political advocacy group? This isn’t the place to rehash J Street’s left-wing record, which speaks for itself. But why was Ploughshares giving money—over a half million dollars—to a political advocacy group? Good question. J Street’s response was a vow that it took the money “to advance the nuclear agreement with Iran out of the belief that this is an important agreement which contributes mightily to Israel’s security.”Ploughshares and everyone else involved in this hackery quickly responded by promising that their motives were only of the purest public interest. In a laugh-out-loud moment, Ploughshares spokeswoman Jennifer Abrahamson actually said that dropping a pile of money on NPR “does not influence the editorial content of their coverage in any way, nor would we want it to.” That’s because, remember, Ploughshares is non-partisan: just because Cirincione has said that “President Obama’s political opponents try to block everything he does,” that doesn’t make him a partisan.He said that on NPR, by the way.What’s the Real Game Here? The smug admissions by Rhodes and others that the “echo chamber” was real and did its job are grating. But to focus on Rhodes and Cirincione spiking the football is to miss a more important question: Why did everyone go to such lengths over a deal that was supposed to be so good? Selling the deal required subterfuge and misdirection because the Iran deal was never about nuclear weapons.Rhodes, of course, says it’s because everyone but the White House and its friends were too stupid to understand how smart the deal was. The trivial objective was to give a failed presidency at least one foreign policy legacy item. That was to be expected, since the Obama administration, in permanent campaign mode since the day the president took office, has presided over the worst American foreign policy in the modern era.The more stomach-churning objective is that the administration, as it turned out, really believed in its pledges to get America out of the Middle East, and decided early on that the only way to do this was to replace the United States in the region with a duumvirate of Russia and Iran. Here, the JCPOA was part of a huge gamble to transform the region, with nuclear weapons the secondary rather than primary issue. That’s why J Street and others were involved: they were far less concerned with notional Iranian nuclear weapons than they were with advancing President Obama’s Middle East legacy—without having to admit what it was.Many of us who opposed the Iran deal suspected this was going on, but we could only reconstruct evidence for that suspicion indirectly. (One analyst who got it right early: Mike Doran, previously of the Bush 43 National Security Countil and the Brookings Institution, and now at the Hudson Institute.) But then Rhodes shot his mouth off to The New York Times, thus saving the rest of us any further detective work.-This Wasn’t About Nukes At All-Knowing that Rhodes stage-managed the message, then gave it to allies with checks to write—including to the media—renders any other debate on the details of the JCPOA pointless. The JCPOA wasn’t a deal to stop a nuclear weapon, it was part of a plan to further a foreign policy agenda with which very few Americans would agree if it were stated to them clearly and unequivocally.For those of us who thought the Iran deal didn’t pass the sniff test from the start, it is bitter consolation that all this is coming out now. Sometimes being right isn’t much of a comfort, and this is one of those times. But there’s a far more damaging problem in all this: not only has the United States burned a lot of its credibility in this farce, but so have a fair number of journalists and experts.I don’t expect arms-control groups not to take money from other groups. If the Arms Control Association is getting a grant from Ploughshares, good on them; that’s what they’re supposed to do. But when the White House’s point man on the deal brags about creating an echo chamber, then names a group that turns out to be funding not only the sources of expert advice but a major journalistic outlet, that damages everyone in the debate.-We’re Better than You So We Can Break the Rules-As Rhodes himself admitted, another administration might be able to make the same play:When…asked whether the prospect of this same kind of far-reaching spin campaign being run by a different administration is something that scares him, he admitted that it does. ‘I mean, I’d prefer a sober, reasoned public debate, after which members of Congress reflect and take a vote,’ he said, shrugging. ‘But that’s impossible.’Donald Trump, take note. (Hillary Clinton already knows how to do this, and didn’t need any additional encouragement.)-In this, Rhodes and his minions are the living embodiment of the true motto of the Obama administration: Quod licet Iovi, non licet bovi, or “What is permissible for the gods is not allowed for cattle.” You little people in the next administration shouldn’t try what Obama and Rhodes and their enablers did; that’s only for special and virtuous people like…well, like Obama and Rhodes and their enablers.I opposed the Iran deal because I could see, as others did ahead of me, that this was an exercise in flawed negotiation that violated almost every basic rule of Diplomacy 101. But I am especially pained by the role of experts here, because—as incredible as this will seem—I largely agree with the goals of organizations like Ploughshares.I think we have too many nuclear weapons. (I don’t see anyone getting to zero, but we can get to “very low.”) I think the United States is too reliant on outdated notions of nuclear deterrence. As I have argued at in print and at length, I believe our nuclear strategy is unrealistic and I believe using nuclear weapons is fundamentally immoral.I have been on the same side of these experts in many debates. EDMONTON - Alberta Premier Rachel Notley says concerns about environmental contamination will delay the return of up to 2,000 evacuees expecting to move back to their homes in fire-damaged Fort McMurray until as late as September.Re-entering the scarred community is to proceed this week for most residents as previously announced. But Notley said Monday that more than 500 homes and about a dozen apartment complexes that escaped a wildfire earlier this month in three otherwise heavily damaged neighbourhoods are not safe to be lived in yet.She said that conclusion was reached with health experts following tests that found ash tainted with toxic heavy metals and carcinogens such dioxins and furans."It was determined that the volume of what we've just described was sufficient that those intact homes were not safe until that kind of waste was removed," Notley said. "It means that people who live in those neighbourhoods should not plan to return permanently on June 4 as originally planned."The U.S. Geological Survey found ash left after California's home-destroying wildfires in 2007 and 2008 was far more alkaline than ash from wood fires. Mixed with water, the ash was almost as caustic as oven cleaner.It was also significantly contaminated with metals, some of them toxic. Arsenic, lead, antimony, copper, zinc and chromium were all found at levels exceeding Environmental Protection Agency guidelines.As well, ash particles from urban-wildfire blazes tended to be smaller and more easily inhaled. Both arsenic and hexavalent chromium — a form of the metal known to cause lung cancer — were more readily taken up by lung fluids than they were in water.Arrangements will be made for people from the affected homes in Fort McMurray to make a one-time visit."We believe it will be possible to arrange for these residents to temporarily return to inspect their residences and retrieve their belongings," Notley said.Crews will attempt to stabilize the ash and remaining debris by spraying it with a non-toxic substance which Notley compared to papier mache. Called a tackifier, the product is made from wood pulp and recycled paper.Meanwhile, services are slowly being restored in preparation for residents who will return on schedule. Gas stations and grocery stores are being restocked."They're working very quickly with those key retail providers," Notley said. "We are certainly encouraging people to bring up as much of their own stuff as they can."The Red Cross also announced Monday that it is releasing another $20 million from donations to everyone able to move back.Returnees are to receive $300 for the first person in a household and $50 for each additional person. The electronic transfer of cash is intended to help with immediate expenses such as buying cleaning supplies and replacing rotten food.More than $100 million has been donated to the Fort McMurray relief effort. Tuesday is the last day for individual donations to be matched by the federal and Alberta governments.A provincial state of emergency that has been in effect in the Wood Buffalo municipality since shortly after the fire whipped through the city is to be extended until the end of June to co-ordinate cleanup and return of residents more easily, Notley said.The fire is still burning and covers about 5,800 square kilometres, although it is not expected to grow significantly in coming days due to cooler and wetter weather conditions. About 300 South African firefighters have arrived to help, which brings the number battling the blaze to 2,000.

A second unlikely reunion for two dogs from Fort McMurray-[CBC]-May 30, 2016-YAHOONEWS

It's a happily-ever-after ending for two dogs separated from each other, and from their owner, during the Fort McMurray evacuation.The pups miraculously found each other in Edmonton earlier this month, and will soon be reunited with their owner.CBC first reported the story of a black-and-white spaniel cross two weeks ago. The scared dog arrived in Edmonton on May 10 in the middle of the night, after a six-hour journey from Fort McMurray on a truck loaded with dozens of other pets.-Pooch perks up-The dog was a sad sight when she arrived, veterinarian Karen Allen said."My patient wouldn't lift her head up off the floor, she was so depressed," Allen said."She had a fever, she had diarrhea, lots of stuff going on. She wouldn't eat or drink when she came in."Allen brought the dog to the medical area in a warehouse set up for rescued animals. With no name, the dog became D-50, but staff called her Sweet Pea.Despite receiving fluids and antibiotics, the dog wasn't getting any better, and Allen couldn't figure out why. Allen took her for a walk through the warehouse, past another, strikingly similar dog.That dog "went wild," she said."The volunteer who was grooming the little black dog sort of stopped me and said, 'You know, this dog hasn't reacted to any other dog this whole time. They must know each other,' " Allen said.Staff soon determined that both dogs were from the same home in Fort McMurray, and had somehow been split up during the evacuation.But staff couldn't find their owner.Owner found after story goes viral-The dogs were sent to a foster home in Calgary, Allen said, where they've been enjoying playing and lounging on the deck.Allen said she recently got a call from the Alberta Animal Rescue Crew Society, who said they had located the dogs' owner.She doesn't know much about him or how he heard about his dogs. "It's a gentleman who's not on social media, so that's why it's taken us longer to find him," Allen said. "As soon as he gets back in his house and gets set up, he will be reunited with them."Allen said she isn't sure when the dogs will go home, but staff and volunteers who cared for them are grateful for the happy ending."There's lot of people that want to adopt them, but the point is to get them back with their owner," Allen said. "So it's just an even happier ending to their story."
