United Nations (United States) (AFP) - UN Secretary General Ban Ki-moon appointed former Irish president Mary Robinson and Kenyan diplomat Macharia Kamau as special envoys for El Nino and climate.The El Nino weather phenomenon, which occurs every two to seven years, affects rainfall patterns and causes both drought and flooding.Its effects can be seen in places like Sudan, where the UN estimates 400,000 people will need food aid due to El Nino-related drought. Neighboring Ethiopia is experiencing its worst drought in 50 years.The phenomenon has "created massive needs across the world," the UN said in a statement, particularly in east Africa, southern Africa, Central America and the Pacific."This year’s El Nino is taking place in a world already dramatically affected by climate change. More extreme weather events are expected in the future, and these hit the poorest communities -- those least responsible for climate change -- first and hardest," the statement said."Aid is not enough; a longer term approach is required in order to build the resilience of the most vulnerable."The new special envoys will be responsible for "raising the profile and sounding the alarm," Ban said in the statement."It is vital that we scale up our humanitarian response urgently. As the ocean rose, they had to flee.“The sea has started to come inland, it forced us to move up to the hilltop and rebuild our village there away from the sea,” said Sirilo Sutaroti, 94, a leader of the Paurata tribe, to a group of Australian environmental scientists. The scene of this rising sea is an archipelago of upthrust volcanoes and coral atolls, which dots the Pacific to the northeast of Australia: the Solomon Islands. There, a swollen sea is claiming the shoreline — and even, researchers say, entire masses of land.In a recent paper in the journal Environmental Research Letters, the scientists link the destructive sea level rise to anthropogenic — that is, human-caused — climate change. The study is the first time anyone has concretely analyzed the loss of Solomon Island shoreline in the context of global warming, they say.Such work comes at a time when coastal villages — where a few hundred people like Sutaroti might live, whose familial roots could stretch back a century — have scattered, re-forming in smaller clusters where there is suitable higher ground. On the island of Nuatambu, the sea has claimed 11 houses. “Another 12 remain,” wrote Simon Albert, one of the study authors and a civil engineer at the University of Queensland, Australia, in an email to The Washington Post.“The families that have left have moved to the nearby large island of Choiseul.” What was once a single community has fractured into five smaller hamlets.Taro Island, a populated atoll in northwest Solomon Islands, may become the first capital city on the planet that people desert due to climate change, according to the Sydney Morning Herald. When Ban Ki-moon, the United Nations secretary-general, visited the Solomon Islands and nearby Kiribati, he witnessed an entire population of a Taro Island town preparing to move. (His hotel room, he said in the same 2014 speech, came equipped with life preservers.)-The Solomon Islands, which consists of six main islands and nearly a thousand others, is one of the least densely populated Pacific island nations. Across 26,000 square kilmometres live just over half a million people. Despite the low population density, finding a safe place to call home has become a challenge for some Solomon Islanders.The rates we have recently seen in the Solomons will be experienced globally in the second half of this century-“There are large volcanic islands where people can relocate to,” wrote Albert. So-called dynamic atolls are in constant flux, according to one 2014 paper, able to keep their sandy tops above water. But Albert and his colleagues cataloged 11 drowned Solomon Islands — six that had “severe erosion” and five that sunk completely.When it comes to island erosion, several factors can mask or overpower the effects of climate change; Albert mentioned plate tectonics, hurricanes, waves, and human disturbances like seawalls or reclamation projects. In the new paper, the researchers attempted to home in on the effects of climate change as much as possible. “The study we conducted in the Solomon Islands is unique as the islands do not have human habitation,” Albert said, with Nuatambu Island being the one notable exception. (Those still living on Nuatambu are building basic stone walls by hand, the scientist said, which are “unlikely to help slow the erosion.”)-What’s more, the sea-level rise observed in this study — at about a fourth to two-fifths of an inch a year — is triple the global average. In most places, the added water from melting polar glaciers raise the sea level just slivers of an inch annually. But if the ice sheets that cover Greenland and Antarctica were to dissolve into the ocean, by 2100 the oceans could rise by as much as 15 metres.Using historical evidence and satellite images of the Solomon Islands, the environmental scientists mapped the changes of a subset of 33 coral atolls over the years between 1947 and 2015. In the north, where the waves were strongest, islands were most likely to succumb to the sea. And these islands at risk, the researchers found, were far more than sterile humps of sand.

JAKARTA, Indonesia (AP) — A volcano in western Indonesian unleashed hot clouds of ash on Saturday, killing three villagers and injuring four others, an official said.Mount Sinabung in North Sumatra province blasted volcanic ash as high as 3 kilometers (2 miles) into the sky, said National Disaster Management Agency spokesman Sutopo Purwo Nugroho. He said ash tumbled down the slopes as far as 4.5 kilometers (3 miles) westward into a river.The 2,600-meter (8,530-foot) -high mountain in Karo District had been dormant for four centuries before springing to life in August 2010, killing two people and forcing 30,000 to flee. An eruption in February 2014 killed 16 people.All the victims of Saturday's eruption were working on their farms in the village of Gamber in Simpang Empat subdistrict, about 4 kilometers (2.5 miles) away from the slope, or within the danger area.Mount Sinabung is among more than 120 active volcanoes in Indonesia, which is prone to seismic upheaval due to its location on the Pacific "Ring of Fire," an arc of volcanoes and fault lines encircling the Pacific Basin.

Costa Rican volcano Turrialba erupts spewing ash over capital San Jose-AFP-ABC

A volcano has erupted near the capital of Costa Rica, choking surrounding communities with smoke and ash.In the capital San Jose, 30 kilometres from the Turrialba volcano, the air reeked of sulphur as dust and ash coated buildings and vehicles."It seems to me to be the strongest (Turrialba) eruption in the past six years," volcanologist Gino Gonzalez said.He spoke to media near the site of the eruption, where a vast cloud of grey smoke was billowing from the 3,340-metre volcano.Television channels showed footage of shuttered schools and hundreds of people flocking to hospitals with breathing and skin problems.The National Emergencies Commission in a statement advised people to wear masks and tight clothing to protect their lungs and skin from the ash.Dr Gonzalez said the wind was blowing the ash and smoke westward, toward the country's most populated areas.Costa Rica is home to five active volcanos.AFP

Sendai (Japan) (AFP) - The World Bank announced Saturday a new program to mobilize funds quickly against virulent disease outbreaks after the world was caught unprepared in the 2014 Ebola disaster in West Africa.World Bank President Jim Yong Kim said the new Pandemic Emergency Financing Facility (PEF) will accelerate global and national responses to disease outbreaks that threaten large populations and fragile economies.He said the PEF, a combination of catastrophe insurance and bonds, is a direct reaction to the sluggish donor response to the outbreak of Ebola, which eventually killed close to 11,000 in West Africa and shut down economic activity for months."Pandemics pose a serious threat to global health and economic security," said Kim."The recent Ebola crisis in West Africa was a tragedy that we were simply not prepared for. It was a wake-up call to the entire world.""There is no effective international system ready to respond quickly to a pandemic."Kim, a medical doctor and expert on health and disease in developing countries, put the World Bank in the lead of the response to Ebola at the time.But he acknowledged that it took months to bring together the hundreds of millions of dollars needed to pay for deploying health personnel, supplies, and other relief to Sierra Leone, Guinea and Liberia.In the meantime, he said, the death toll rose ten-fold.Kim announced the creation of the PEF at the gathering of G7 finance ministers in Sendai, Japan.He said the group of global powers had pressed the World Bank last year to develop a quicker way for the world to respond to pandemics.Kim said Japan was the first to commit support for the PEF, with a $50 million contribution.The insurance will cover outbreaks of several classes of infectious diseases most at risk for epidemics: new orthomyxoviruses including influenza pandemic viruses A, B and C; coronaviruses like SARS and MERS; filoviruses like Ebola and Marburg; and other zoonotic diseases -- those that move between animals and humans -- including Crimean Congo, Rift Valley and Lassa fever.That list does not include Zika, the deadly mosquito-borne virus spreading through the Americas. CAIRO (AP) — Smoke was detected in multiple places on EgyptAir flight 804 moments before it plummeted into the Mediterranean, but the cause of the crash that killed all 66 on board remains unclear, the French air accident investigation agency said on Saturday.Agency spokesman Sebastien Barthe told The Associated Press in Paris that the plane's automatic detection system sent messages indicating smoke a few minutes before the plane disappeared from radar while flying over the east Mediterranean early on Thursday morning.The messages, he explained, "generally mean the start of a fire," but he added: "We are drawing no conclusions from this. Everything else is pure conjecture."Looking for clues to whether terrorists may have brought down the Airbus A320, investigators have been poring over the passenger list and questioned ground crew members at Charles de Gaulle Airport in Paris, from which the plane took off.The aircraft had been cruising normally in clear skies on a nighttime flight to Cairo early Thursday when it suddenly lurched left, then right, spun all the way around and plummeted 38,000 feet (11,582.4 meters) into the sea, never issuing a distress signal.Search crews are scouring for further wreckage of the aircraft. Paris (AFP) - France will test an EU-wide passenger data sharing system aimed at helping to detect jihadists at two of its busiest airports later this month, a senior interior ministry official said Saturday.The Passenger Name Record system, approved by the European Parliament in April, will be tested at Paris's Charles de Gaulle airport and that of southeastern Nice before the tests are extended to all French airports, the official told AFP.He said the system should be "fully operational" by the end of the year, although EU countries were given two years to turn it into national law.The idea is to "gradually link all the airlines" operating in France, the official said.Airlines participating in the tests will include Air France, Delta Airlines, Air Transat, Etihad and Emirates, the French daily Le Figaro reported.The European Parliament vote overcame privacy concerns and ended five years of debate that intensified after the November jihadist attacks in Paris and the Brussels bombings in March.The collection of PNR data will be aimed at helping to prevent, detect, investigate and prosecute terror attacks and other serious crimes such as people trafficking, child pornography, drug smuggling and arms dealing.PNR data includes information that passengers give airlines, travel agents and tour operators when they make flight reservations and check in for flights. Itineraries, ticket types, contact details, baggage information and payment information will all be included.The measure covers all EU member states except Denmark.

Alberta bringing in extra firefighters to gain upper hand on Fort McMurray fire-[The Canadian Press]-May 21, 2016-yahoonews

EDMONTON - A massive wildfire that destroyed parts of Fort McMurray hasn't grown in size in the forest around the city and officials are planning a surge of firefighters in the coming days to try to gain the upper hand.Alberta senior wildfire manager Chad Morrison said Friday cooler temperatures, higher humidity and a forecast for rain have allowed the government to safely put more boots on the ground."From a firefighting perspective we hope to hold this fire in place over the weekend," Morrison said. "Even if we don't get rain, the firefighters and our resources out there are making great progress. These are great firefighting days for us."As every day goes by, we continue to run this thing down and continue to secure it."The province plans to bring in an extra 1,000 firefighters over the next two weeks, adding to 1,100 already on the ground, Morrison said.Many will come from a pool of Alberta crews who had been spelled off earlier in the month. The rest will come from other jurisdictions.The blaze is already about 5,000 square kilometres in size, with nearly eight square kilometres stretching over into Saskatchewan. This single fire has burned the same amount of forest as all fires consumed in Alberta last year.More than 2,400 buildings were destroyed in Fort McMurray earlier this month and the northeastern Alberta city remains under a mandatory evacuation order.Major oilsands operation to the north of the city, including Suncor and Syncrude, were also placed on mandatory evacuation earlier this week when the fire pushed in that direction and destroyed a work camp.Late Friday, the Rural Municipality of Wood Buffalo announced those evacuation orders had been lifted. Workers at Suncor, Syncrude, Millennium, Borealis, Hudson, Noralta and Ruth Lake camps would be allowed back immediately.There was also some good news from Imperial Oil on Friday. The company announced it has restarted limited operations at its Kearl oilsands site.The province is hoping to have the more than 80,000 evacuees from the city return to the region starting June 1, providing certain safety benchmarks can be met.The government has been giving out preloaded debt cards to evacuees to help with immediate expenses and the Red Cross has also been distributing electronic money transfer. Schreiber acknowledged that there have been reports of some people trying to take advantage of that system. Police are following up on those cases."In general, it is an extremely small number," said Shane Schreiber, assistant deputy minister with the Alberta Emergency Management Agency. "We've had a handful of reports of this activity going on."

Fraudsters are attempting to scam kind-hearted Albertans out of donations, evacuees out of funds to rebuild their home and the government out of disaster funds, officials warn.Throughout the battle with the wildfire known as "the beast" that did billions of dollars of damage to the town of Fort McMurray, Albertans have displayed their kindness with donations and offers of support. But some people are trying to take advantage of that generosity, warns Ron Mycholuk of the central and northern Alberta Better Business Bureau.The most prevalent scams are fake charities collecting online or door-to-door, he said.Donors should be wary if someone at the door becomes pushy about donations, Mycholuk said."If people are really pressuring you to give money right there on the spot and not give you a chance to think or do some research, take a step back," he said.People should watch for fraudulent Go Fund Me pages or fake websites made to mimic disaster relief programs, he added."It's really easy to take advantage of web hosting software and put up a website that looks really legitimate," said Mycholuk."It only has to scam people for a really short period of time to get a lot of money, especially right now when people are so eager to give."Mycholuk said it's best to avoid any website that doesn't have a direct link to donate. It's better to donate directly to the Red Cross and avoid any intermediary website, he said. -Beware of fake contractors-When evacuees finally get to return home, Mycholuk said they should be on the lookout for people he calls "storm chasers" — fake contractors who will show up when the rebuilding process starts.These people will offer repairs at a cheaper and quicker pace than what is actually possible and ask for the money up front.Once paid, they will either disappear immediately or do quick and shoddy work. "Then when you want them to redo it properly, you'll never find them again," said Mycholuk. "They've scammed 10, 15, 20 families and then disappeared."The best way to avoid these scammers is to only work with well-known businesses or people with good, public track records, he said.Mycholuk notes that rebuilding is a long and arduous process and if something sounds too good to be true, it often is. "These people have been through so much and then to have them scammed when they are just trying to start rebuilding their lives is shameful and it is disgusting," said Mycholuk.-Scamming the government-It's not just the evacuees who need to look out for people looking to profit from the wildfire's path of destruction.On Monday, a woman was charged after she tried to use photocopied documents to access money set aside for evacuees. On Thursday, a 29-year-old man was charged in Calgary for a similar offence.Minister of Municipal Affairs Danielle Larivee said there have been attempts by people to access the province's debit cards but they are few and far between."Police have laid charges related to 10 incidents and the human services investigation unit is looking into eight suspected cases," Larivee said. Larivee added that this represents .05 per cent of the more than 38,000 cards that have already been issued.In order to get the cards, evacuees need to prove that they were forced out of their home in the fire zone and haven't been able to return for seven days."It's difficult with some people having left key documents behind, so ideally we ask them to present identification documents, proof of residence, those kinds of things," said Larivee. If an evacuee cannot provide any proof, they are asked to sign a statutory declaration.Alberta sheriffs are posted at the distribution centres to handle any attempts at fraud.

PARIS, France (AFP) — Several scenarios could explain the mysterious disappearance of the Egyptair flight between Paris to Cairo early Thursday, but experts say a terrorist attack is the most likely.Both France and Egypt have been leading targets for Islamist extremists in recent months.In October, the Islamic State group claimed responsibility for bombing an A321 plane belonging to Russian charter company Metrojet that crashed into the Sinai desert on its way from the Egyptian resort of Sharm el-Sheikh to St Petersburg, killing 224 passengers and crew.Experts say the chances of a mechanical malfunction in the case of Thursday’s Egyptair disappearance are slim.“A major technical fault — the explosion of a motor, for instance — seems improbable,” said aeronautics expert Gerard Feldzer, underlining that the A320 in question was “relatively new,” having entered service in 2003.In addition, the A320 has an excellent safety record as the best-selling, medium-range airliner in the world. An A320 takes off or lands every 30 seconds around the world, Feldzer said.“It’s a modern plane, the incident happened in mid-flight in extremely stable conditions. It all changed so quickly.A shift in the wind was all it took Thursday afternoon to blanket the Edmonton region with smoke.Eye-watering, throat-tickling smoke.In the early afternoon, Environment Canada listed the air quality index for the capital region at 3, which is considered moderate on the scale of one to 10.By 4 p.m., the index hit seven, which is high risk.At 4:43 p.m., Environment Canada issued a "special air quality statement" that warned smoke from wildfires near Fort McMurray was causing poor air quality and reduced visibility.The statement said people may experience symptoms such as increased coughing, throat irritation, headaches or shortness of breath. Children, seniors, and those with cardiovascular or lung diseases, such as asthma, are especially at risk.The air quality index hit 10 just before 6 p.m. The forecast calls to the index to hover around nine throughout the evening.CBC meteorologist Johanna Wagstaff  said the smoke will likely stick around into tomorrow.

Alberta man accused of using fake ID to get money meant for fire evacuees-[The Canadian Press]-May 19, 2016-yahoonews

CALGARY - A 29-year-old man is facing charges of using fake identification to get emergency money meant for Fort McMurray fire evacuees.Calgary police Const. Melissa van Waes says the man went to a centre set up by the Alberta government to give debit cards to people who had to flee their homes in northeastern Alberta due to a massive forest fire earlier this month.The officer says a Service Alberta worker noticed something when the man produced identification and it turned out it was fake.It was also discovered that the man had two other debit cards from another centre.Debit cards for evacuees are loaded with $1,250 for an adult and $500 per child.Van Waes says police are working with Service Alberta to determine whether the funds have been accessed.Charges of fraud under $5,000 and uttering a forged document are pending against the man.The officer says the man has no fixed address.The Alberta government said as of Wednesday, 34,006 debit cards totalling $73.1 million had been distributed to assist 70,252 individuals.More than 80,000 residents fled Fort McMurray on May 3 when the fire started burning homes on the edges of the city. EDMONTON - The Alberta government says people from the fire-ravaged city of Fort McMurray could start going home starting June 1 if conditions are safe, but warned there will only be basic services and a partially open hospital."Remember, many hazards remain in Fort McMurray," Premier Rachel Notley said Wednesday."We need to address all of them before it is safe for residents to begin to return."Notley said the re-entry will be done in stages over two weeks. The city will not be suitable for everyone, including people with breathing problems, late-term pregnant women and those undergoing cancer treatment."We anticipate that many people will not return as early as June 1," she said.Five safety conditions must be met, including that wildfire is no longer an imminent threat and the air is safe to breathe. Basic emergency, medical and other services such as electricity and natural gas must also be available.Notley warned that a boil-water advisory is likely to remain in place until the end of June and that people returning should bring with them what they need, including medications and groceries.The hospital is scheduled to be fully operational by June 15.In the meantime, the province announced a new, interactive online map application that provides detailed new images of fire-damaged areas. Notley said she was not aware of any further damage to oilsands industry work camps.One facility was destroyed Tuesday after 8,000 workers were evacuated from several camps in the area.Erin Peach works at a Shell facility that has continued operations throughout the fire, and has been flying in and out of the region to work her shifts, staying with her fiance at a hotel south of Edmonton when she's off.She was relieved to hear she might soon be able to settle back into more of a routine, saying they've already found a place to rent in Fort McMurray."I just want to get back to normal," said Peach. "If I've got to boil my water and sleep in my car, I don't care. I just want to get back to Fort McMurray."Manny Eshete, who works for a company that tests soil and concrete, was unsure about rushing back. He said his downtown apartment was untouched by the fire but he wants to be more comfortable in the community — not boiling water — when he returns.Opposition Wildrose Leader Brian Jean, who represents Fort McMurray in the legislature and lost his home in the fire, said residents have been anxiously waiting for information on when they can go home so that they can feel like their lives are moving forward.Pausing to choke back tears, Jean said his once beautiful city will flower again."We will rebuild our city and it will be better than ever," Jean said. "I will have my tool belt on and my shovel in my hand and we will clean it up and rebuild it."Melissa Blake, the mayor of the Regional Municipality of Wood Buffalo which encompasses the city of Fort McMurray, praised the Alberta government for the plan.She warned residents that it won't be the same community they left and suggested people wait a little longer before going home if they require more services.Blake also asked residents to keep in mind that the city will bounce back over time."I beg you not to put yourself in any kind of risk or peril, to think about again what you're returning to is not being what you've seen before," she said."Envisage and imagine with me what we will be one year from now, five years from now, ten years from now, because that's the journey that council will be on now."Wildfire officials were hopeful about a weather forecast that said some rain could fall in the parched area Thursday and Friday."We are all crossing our fingers that that happens," Notley said.
