Madrid, Today, 09:27-Spain is likely to remain without a proper government for at least another month despite a meeting on Wednesday (30 March) between the leaders of two parties key to breaking the three-month political stalemate.Socialist leader Pedro Sanchez is due to meet Pablo Iglesias, the leader of anti-austerity party Podemos, 100 days after a December general election produced the most fragmented parliament in the country’s four decades of democracy.Although the conservative People’s Party (PP) won the most seats - 123 in the 350 seat parliament - it lost its majority and remains without allies, largely because of its perceived failure to deal with a slew of corruption allegations against party members.The socialist party, which has 90 seats, said this week they would continue pushing for a “majority for change” in the run-up to a 2 May deadline to form a coalition. Under Spain’s constitution, if no candidate can win a parliamentary vote to be prime minister, King Felipe VI must dissolve parliament for a fresh election at the end of June.Most analysts are sceptical that a breakthrough could be reached in the near future, particularly since Sanchez and Iglesias had promised to meet before Easter but held a 30-minute phone call instead.-Catalonia disagreement-“The leaders haven’t stopped travelling around Spain holding events with their members and supporters, one more sign that they are in a pre-election campaign,” said an editorial in newspaper El Pais on Monday entitled 100 Lost Days.The king nominated Sanchez to try to form a government after acting prime minister Mariano Rajoy declined his invitation.The socialists managed to strike a 200-point pact with liberal newcomers Ciudadanos (Citizens), who have 40 seats. But the PP and Podemos voted against the programme at two investiture votes earlier this month.Podemos continues to insist that the Socialists scrap their deal with pro-business Ciudadanos in favour of a left-wing coalition in which Iglesias would be deputy prime minister.But Sanchez wants to make the Ciudadanos pact the basis for negotiations, saying Podemos can sign up to many of the measures such as those designed to help poor families, to increase the power of collective bargaining for workers and to tackle corruption.Although Podemos-backed groups could potentially give Sanchez 69 seats, compared to Ciudadanos’ 40, the socialists are wary of governing with Podemos, which aspires to replace it as the largest party on the left, and because it would still need to lean on regional parties to defeat votes by the PP and Ciudadanos.The socialists want Podemos to drop a pledge to grant Catalonia a Scottish-style referendum on whether the north-eastern region should break away from the rest of Spain, arguing under the constitution all Spaniards should have a say on sovereignty.-Looming deadline-Spain’s protracted political crisis is frustrating voters who want to see measures to tackle corruption and help families affected by the 20 percent unemployment rate.Rajoy’s caretaker government cannot pass legislation but continues to perform other functions, including representing Spain at the recent EU summit on refugees.However, the PP has been criticised by other parties for failing to send ministers to parliament to explain its decisions.The government had argued that its ministers were chosen by the former parliament, so could not be held accountable by current MPs.Rajoy has since agreed to appear before parliament to brief MPs on the last two EU summits.Though the IMF forecast Spain's economy would grow by about 2.7 percent this year, businesses are delaying investment decisions until they gain clarity on the new government and its policy.The PP passed the budget last year for 2016, which buys Spain some time, but the European Commission warned earlier this month it had until next month to draw up additional measures to meet its budget deficit target of 2.8 percent of GDP this year.Some analysts think parties could become more flexible in deal-making in the run-up to the 2 May deadline, particularly if they fear losing seats at a new election.So far, opinion polls suggest voters would deliver a similarly fragmented parliament. However, some show Ciudadanos increasing, suggesting voters are rewarding it for making a deal with the socialists.In the weeks ahead, the parties could see the risks of another election and decide to vote for Sanchez or to abstain at his investiture.While Rajoy has the headache of judicial investigations against party members close to him, Podemos is in the midst of a crisis after Iglesias sacked one of the most senior members of its management team over his handling of regional disputes.“As we get closer to 2 May … the probabilities of a deal increase,” said Pablo Simon, a lecturer in political sciences and member of the political analysis group Politikon.He believes there is currently a 50 percent chance of Spain securing a government without a fresh election and that will rise to 60 or 70 percent over the next month."It is the left who will decide whether there are new elections or not," he said."So the left has one thing that the right does not. It has the fear of losing the blame-game of who is held responsible for us having to vote in new elections."

Opinion-Can EU–India summit revive flagging partnership? By Garima Mohan and Joel Sandhu-mar 29,16-euobserver

Berlin, Today, 09:19-The strategic partnership between India and the European Union has stagnated over the years, producing few results in terms of strategic cooperation.Last year, Indian prime minister Narendra Modi dropped Brussels from his itinerary and planned his trip to accommodate other important European partners, like Germany, France and the United Kingdom.Moreover, the EU–India partnership has been routinely held hostage by single issues, such as the detention of Italian marines by India or the negotiations on the EU–India Free Trade Agreement (FTA).But all of this may change when Modi touches down in Brussels on 30 March to resume the EU–India summit – an “annual” meeting that has not taken place in four years. What is more, Modi’s administration has been working assiduously to strengthen foreign policy ties since he took office in May 2014.The forthcoming EU–India summit is an opportunity to take advantage of these positive signs and to revitalise a partnership that is too critical to squander.It is in the interest of both sides to remember the strategic and economic importance of their relationship.To start, India has security interests in, and proximity to, Afghanistan and Pakistan, a highly volatile area torn by war and terrorism. This intersects significantly with Europe’s own security interests.In addition, India’s growing influence in the geopolitics of the Indian Ocean Region (IOR) has significant implications for Europe, since a major part of the continent’s trade passes through these sea lanes.-Biggest trading partner-India is the world’s fastest-growing economy, with more than €100 billion worth of trade in goods and services, and the EU is India’s biggest trading partner.Europe has emerged as an important destination for Indian companies seeking to make cross-border investments and overseas acquisitions. With the Modi government’s “Make in India” campaign, foreign direct investment is set to increase in the manufacturing sector – a ripe opportunity for European companies.It comes as no surprise, then, that high on the agenda for the EU–India summit will be the resumption of talks on the FTA.After 16 gruelling rounds, the FTA negotiations were suspended in 2013. While the reopening of talks is a welcome development, it alone does not guarantee a deepening of the EU–India partnership.There are several issues that hindered FTA negotiations in the past and have yet to be resolved. For instance, the EU has demanded that India lower its duties on cars as a condition for resuming FTA negotiations. But India’s industry body staunchly opposes the idea because it could hurt the government’s Make in India initiative.Another potential hurdle to resuming negotiations is India’s long-standing concern regarding restrictions on the temporary movement of skilled professionals from India to the EU.-Fighting transnational terrorism-But the summit should not revolve solely around the trade talks. If their relationship is to live up to its strategic potential, India and the EU must move beyond seeing each other through an economic lens.Instead, their dialogue should include a strong security dimension, not least because India is a critical player and potential anchor of stability in the AfPak (Afghanistan-Pakistan) region. During the summit, focusing on issues that are of importance to both the EU and India would lay the foundation for taking their strategic partnership to the next level.Cooperation on fighting transnational terrorism needs to be a top priority at the summit, given that both actors are serious about international peace and stability. In fact, a recent report by the EU counter-terrorism coordinator (CTC) identified the issue of foreign fighters as a top priority.Radicalisation within Pakistan, the deteriorating security situation in Afghanistan and the crises in Iraq, Syria and Yemen are security threats that have an impact on both India and Europe. India is also grappling with the worsening situation in Jammu and Kashmir as well as left-wing extremism.While these various threats may seem isolated from each other, the many sources of financing, radicalisation and networking could be shared by terrorist groups.To start, cooperation and intelligence exchange between India’s intelligence agencies and Eurojust, Europol and the CTC need to become more systematic.The EU and India could also work together on the deadlocked Comprehensive Convention on International Terrorism, a proposed United Nations treaty that seeks to criminalise all forms of international terrorism and deny terrorists access to financial support, arms and safe havens.There is also potential for maritime security cooperation between Europe and India, since both are interested in securing the Indian Ocean Region. In the Indian Maritime Security Strategy released in 2015, India declared its aim of being a “net security provider” in the region.Based on its own knowledge, the EU could offer strategies for multi-agency and sectoral coordination in the IOR. Therefore, given the EU’s experiences and India’s ambitions in the region, there is room for cooperation, not least in building multilateral forums for cooperation with other littoral states.-Climate and energy-Another area for cooperation is climate change, which constitutes a major non-traditional security threat for India. New Delhi seeks greater cooperation from its partners on this issue. While the EU is actively providing climate change adaptation programmes with aid funds, there is room for more cooperation in this field.Helpfully, policy elites in India view the EU as a global leader on climate change. The forthcoming summit can focus on EU–India cooperation on renewable energy, keeping in mind the Indian government’s immense push to reduce dependence on coal at the moment.Moreover, with the Indian energy market poised to grow in coming years, the EU could help India reach its renewable energy targets, through investments as well as technology transfers. Similarly, initiatives such as Clean Ganga, smart cities and solar farms have tremendous potential for cooperation between both sides.While a focus on these areas leaves out issues that are important on the European side – India’s relationship with Russia, for example – the summit poses a unique opportunity for the two actors to kickstart long-term, proactive cooperation.During the summit, the EU can go beyond its “trading partner” role in India, pushing the two sides to work on other issues of mutual interest. If the EU and India are serious about leading the world into effective multilateralism, they need to progress from the currently lacklustre cooperation, one built on a long and unrealised wish list.If they fail to breathe new life into this relationship by the end of March, prospects for a meaningful strategic partnership could irrevocably flat-line.Dr. Garima Mohan is a Research Associate and Joel Sandhu is a Project Manager at the Global Public Policy Institute (GPPi) in Berlin

Chinese men moved stolen Bangladesh millions to Philippines-AFP-MAR 29,16-YAHOONEWS

Two Chinese men were responsible for moving $81 million stolen by hackers from Bangladesh's foreign reserves into Philippine casinos, an inquiry in Manila heard on Tuesday.Following the heist, the millions stolen from the Bangladesh central bank's American accounts on February 5 were immediately sent via electronic transfer to a Philippine bank.The dollar accounts where the stolen funds landed were reportedly opened by two men, Sua Hua Gao from Beijing and a Macau associate identified only as Mr. Ding, in Manila's Rizal Commercial Banking Corp (RCBC) nine months before the theft."Two foreigners were responsible for bringing in the $81 million," casino operator Kim Wong said at a Senate hearing in Manila.A portion of the money was later converted into Philippine pesos and deposited into Wong's account at a Manila mega-casino where the junket operator is based, Filipino investigators have alleged.Wong said he did not know that the money was stolen from Bangladesh's foreign reserves, which were kept at the United States Federal Reserve in New York.Wong and another Chinese casino junket operator, Weikang Xu, are under criminal investigation by Filipino prosecutors for their alleged role in laundering the proceeds of the heist.Wong said he was told last month by the duo that "money was coming" to the five RCBC accounts.The authorities said the cyber heist occurred a day later.RCBC has admitted the accounts through which the allegedly stolen money was deposited had been opened under fictitious names.Wong's testimony appears to shed some light on the brazen caper that has forced Bangladesh Bank governor Atiur Rahman to resign and highlighted how the Philippines has become a money-laundering destination due to loose regulation of its casinos.Philippine law exempts casino transactions from scrutiny by the country's anti-money laundering council without a case filed in court.Wong described Sua as a "big junket operator" who was 450 million pesos ($9.7 million) in debt at Manila's Solaire, one of the Philippines' biggest casinos.Wong said the high roller told him he would use the RCBC dollar accounts to transfer money to pay off his debt."He said he was selling property in China," Wong told the hearing.However, Ding said he was planning to invest in the Philippines because "casinos in Macau are struggling", according to Wong.The current whereabouts of the two Chinese nationals is unknown.The Senate investigation earlier established that $29 million of the stolen Bangladesh Bank money was shifted to Solaire.Wong said his friend and RCBC branch manager Maia Deguito, who authorities say is a suspect in the Philippine investigation, helped open the dollar accounts, reportedly telling Sua at one point: "Leave it to me."Deguito, who has denied involvement in money laundering, was suffering from fatigue and was absent from Tuesday's hearing, her lawyer said.None of the money has been recovered yet.

BRUSSELS, Today, 09:29-If you think it’s hard for adults to cope with the aftermath of the Brussels terrorist attacks, just think how hard it is for kids.How do you convince them that the metro they take regularly is safe again when a suicide attacker has just blown 20 people to shreds in a similar carriage to the one they are now sitting in? How do you explain to them that the airport you are about to jet off from for sunnier climes won’t suffer the same fate as the one in Brussels, where a dozen innocent voyagers were killed? And how do you answer the inevitable questions about what drives people of faith to massacre innocent people without getting bogged down in the quicksands of politics, religion and history? If you are a child psychologist, no doubt you have pat answers to these questions. But we, and tens of thousands of other parents like us in Brussels, are not child psychologists. So we offer hugs and shrugs instead of explanations and try to shield our kids from the worst of the horror, knowing full well that in a wired world any attempt at siphoning news is futile.Above all we improvise – and we’ve been doing so since January last year when 17 people were shot dead in Paris at a Jewish supermarket and the offices of satirical magazine Charlie Hebdo. Ever since, terror has entered our homes, upended many of our family rituals and seeped into the minds of our children in ways I could never have imagined.-From rugby to bombs-When I was growing up in south Wales in the 1970s and early 1980s, dinnertime conversations usually revolved around rugby, rock music and Risk.The threat of the world being blown to smithereens hovered in the background but it was never palpable and teachers’ drills involving us ducking and covering under our desks to protect us from nuclear bombs always seemed slightly ludicrous.There was also the Soviet menace - and later IRA attacks - but the idea of the Red Army marching down Swansea High Street seemed as implausible as the Berlin Wall falling or Nelson Mandela becoming president of South Africa. Quite frankly my greatest existential worry was whether Wales would beat England in rugby.What a contrast with the world my daughters, aged 10 and 12, are being brought up in. For the past year or so in Brussels, table talk has been about refugees drowning, suicide bombers blowing themselves up and cartoonists getting massacred – in addition to the usual family fare of unemptied dishwashers, undone homework and untidied bedrooms.Of course, it doesn’t help that mum and dad are political wonks who are hooked on the news like some are hooked on heroin. Neither does it help that maman is from central Paris – scene of the Charlie Hebdo attacks and the Bataclan concert hall massacre at the end of the year. Along with hundreds of thousands of others, our children waved placards proclaiming ‘Je Suis Charlie’ at the Place de la Republique commemoration in Paris. And later in the year they marched behind “Refugees Welcome” banners in Brussels and donated the proceeds from their annual old clothes sale to those fleeing war in Iraq and Syria.-The golden 'frite'-But my kids are by no means unique in what they have experienced over the past 15 months. Every pupil in their schools observed a minute’s silence for the murdered cartoonists in January 2015, the Bataclan slaughter in November and the Brussels attacks last week.Immediately after last Tuesday’s atrocity, my younger daughter’s teacher told the class about what had happened. Three pupils broke down in tears because their relatives worked at the airport or near the metro station where the bombs exploded. The day after, my 12-year old had an hour’s conversation in class about the attacks while the 10-year old was asked by her teacher to express in images how she felt about the tragic events. She copied a cartoon she’d seen on Instagram of a golden ‘frite’ (chip/French fry) giving the middle finger to terrorists. In true Belgian style, her teacher pinned it to the classroom door.The next day at breakfast one daughter arrived for school wearing the yellow, red and black of the Belgian flag while the other was dressed head-to-toe in black. It was their and their classmates’ defiant way of mourning the dead – all organised on Snapchat.-Social media world-Some parents believe the best way of protecting their children is to restrict what they see. Unfortunately, reality does not always give you that luxury. After the November shootings in Paris, all schools – along with universities, cinemas, government offices and shopping malls – were shut for three days in what became known as the Brussels lockdown. Soldiers have patrolled the streets of the city ever since, often disembarking from troop carriers with guns cocked. Difficult to hide that from the kids.After the lockdown it was revealed that one of the ringleaders – Abdelhamid Abaaoud – had studied at the same Catholic school in the leafy neighbourhood of Uccle that child one goes to. So for weeks after a handful of armed soldiers were stationed outside her school. In a classic Belgian compromise, child two’s primary school got an armed guard every other day.What our children don’t see and hear at home and in their classrooms, they find out from the media. When pictures of the drowned Kurdish boy Aylan Kurdi were published I was haunted by the images and didn’t want my kids to see them.A few days later my younger daughter produced a copy of her ‘Journal des Enfants’ – a free newspaper distributed at school – and showed me the picture of the lifeless refugee child Aylan accompanied by a story they had already discussed in class. When police raided an apartment rented by suspected terrorist sympathisers in the neighbouring Forest district last week, a police helicopter hovered above my elder girl’s school for over four hours. When I got home, both were watching the scene unfold live on Belgian TV. Social media has made breaking news and views even more ubiquitous, omnipresent and inescapable – no matter how gory. After the twin Paris attacks, number one posted #jesuischarlie and #prayforparis hashtags. And after the Brussels killings, her Facebook, Snapchat and Instagram timelines – like those of all her friends – have been full of images of Tintin and Snowy with tears rolling down their cheeks and the Manneken Pis statue peeing on terrorists.-Disturbing nonchalance-A depressingly familiar pattern is now emerging after each atrocity: shock and horror, followed by mourning for the victims at candlelit vigils or in defiant messages on social media. And if truth be told, this familiarity with terror is fostering a disturbing nonchalance.During the November lockdown, my younger daughter felt afraid for her safety and for weeks after both had nightmares about Jihadists storming their bedrooms at night. But after this week’s attacks, there was shock but little surprise.Classes resumed the next day and soldiers were too busy hunting down terrorists to guard the girls’ schools. ‘#prayforbrussels’ tweets were sent but failed to trend like ‘#prayforparis.’ Even a ‘March against Fear’ planned for the Sunday after the carnage was cancelled because of fear for participants’ safety.Terror, it seems, has become the new normal.Gareth Harding is Managing Director of Clear Europe, a communications company. Brussels, Today, 09:18-The Italian coastguard reported on Monday (28 March) it had rescued 1,482 migrants off the Libyan coast in two days, a new indication that the number of migrants attempting to cross the Mediterranean to Italy is on the rise.Some analysts had feared that the EU's focus on shutting down the so-called Balkan route would force migrants to aim for other ways of getting into Europe.Last week, the United Nations refugee agency said in 2016 almost 14,500 people had arrived in Italy via Libya, which was 42.5 percent more than in the same period last year, AFP news agency reported.Crossings into Europe are watched closely by EU governments to see any side-effects of a migrant swap deal with Turkey was concluded at a summit in Brussels earlier this month. The deal, aimed at stemming the flow of people via the Aegean sea, came into effect on 20 March.Since then, Greece has reported falling numbers of people arriving on Greek islands. On Thursday (24 March) the Greek government said according to Kathimerini newspaper that no migrants had arrived at all, although the following day 161 people arrived, and on Saturday 78.However, it is too soon to say whether the drop was caused by the EU-Turkey deal, or other factors like difficult weather. AMSTERDAM (Reuters) - The U.S. Federal Bureau of Investigation (FBI) told Dutch police that two brothers were being sought by Belgian authorities a week before the pair blew themselves up in suicide attacks in Brussels, the Dutch interior minister said on Tuesday.Ard van der Steur was responding by letter to questions from Dutch legislators about Belgian brothers Ibrahim ('Brahim') and Khalid El Bakraoui, who prosecutors say took part in the March 22 attacks which killed 35 people, excluding the attackers.A series of missteps and blunders by Belgium's security and intelligence agencies have come to light since the attacks, as well weaknesses in communication between intelligence agencies across Europe.Ibrahim was deported to the Netherlands from Turkey in July 2015, a month after being picked up by Turkish police near the Syrian border. WASHINGTON (AP) — As North Korea rattles its nuclear saber, threatening to bomb the U.S. at "any moment," a nerve-jangling question hangs in the air: If Pyongyang did launch a nuclear-armed missile at an American city, could the Pentagon's missile defenses overcome their spotty test record and shoot it down beyond U.S. shores? America has never faced such a real-life crisis, and although officials say they are confident the defenses would work as advertised, the Pentagon acknowledges potential gaps that North Korea or others might be able to exploit, someday if not immediately.One possible vulnerability involves a foe's "countermeasures," or decoys carried aboard long-range offensive missiles to fool a U.S. interceptor missile into hitting the wrong target.The Pentagon has poured at least $84 billion into missile defense over the past decade and is planning to spend another $3.3 billion over the next five years for a single element of the system, known as Ground-based Midcourse Defense, or GMD. Its key part is a network of interceptor missiles designed to launch from underground silos, fly into the path of an enemy missile as it arcs through space and smash into it, destroying it.That system has failed three of its last four intercept tests. The only success in that series was the most recent test, in June 2014.A congressional watchdog agency, the Government Accountability Office, said in February that the Pentagon "has not demonstrated through flight testing that it can defend the U.S. homeland against the current missile defense threat."Adm. State-run media reported earlier this month that leader Kim Jong Un ordered preparations for a "nuclear warhead explosion test" soon and test-firings of "several kinds of ballistic rockets able to carry nuclear warheads." With increasing regularity, the North Koreans are claiming major advances on the nuclear front that have caught Washington's attention, even if they are exaggerated.President Barack Obama, who plans to address 50 heads of state gathered in Washington this week for a nuclear security summit, has said North Korea's pursuit of nuclear and missile programs "increasingly imperils the United States."Of particular worry is a long-range missile under development in North Korea that the U.S. calls the KN-08. The Pentagon's most recent public report on North Korea says the KN-08 has a range of more than 3,400 miles (5,470 kilometers), putting it into the category of an intercontinental ballistic missile, or ICBM.Gortney said the KN-08 has "profound implications," especially if it is deployed as a road-mobile weapon, meaning it could be moved and launched from vehicles that make it less vulnerable to detection. Such mobility, he said, would enable the North Koreans to elude or confound traditional U.S. pre-launch warning systems.Gortney says the North Koreans may have figured out how to make a nuclear warhead small enough to fit atop a KN-08 missile."While the KN-08 remains untested, modeling suggests it could deliver a nuclear (weapon) to much of the continental United States," Gortney told a Senate panel March 10.The segment of U.S. missile defenses designed to stop a long-range North Korean missile are the interceptors based at Fort Greely, Alaska, and Vandenberg Air Force Base in California. Three years ago this month, then-Defense Secretary Chuck Hagel announced that the Pentagon would increase the number of deployed interceptors to 44 by putting an extra 14 at Fort Greely. The price tag for that expansion, initially put at $1 billion, has jumped to $1.5 billion.None of the extra 14 interceptors has been deployed yet, but all are to be in place by the end of next year. Defense Secretary Ash Carter told a House committee last week that the Pentagon also is working on a more effective "kill vehicle," which is the device attached to the top of an interceptor; its internal guidance system helps steer it into an oncoming missile, destroying it by force of impact.

WASHINGTON (Reuters) - The Obama administration ordered the families of U.S. military, diplomatic and other government personnel to leave parts of southern Turkey on Tuesday and warned U.S. citizens against travel to the region amid mounting concerns over security.The U.S. military's European Command said it had ordered the departure of families of personnel stationed in Adana, including Incirlik air base, which is used heavily in the fight against Islamic State militants. It said families of U.S. military personnel also had been told to leave Izmir and Mugla provinces.The decision was authorized by U.S. Defense Secretary Ash Carter, a statement from European Command said."We understand this is disruptive to our military families, but we must keep them safe and ensure the combat effectiveness of our forces to support our strong ally Turkey in the fight against terrorism," General Philip M. Islamic State terrorists are planning an imminent attack on Jewish kindergartens, schools and youth centers in Turkey, according to a report by Britain-based Sky News Monday.The report came hours after Jerusalem issued an alert for all Israeli citizens to leave Turkey as soon as possible, citing an Islamic State threat, and nine days after three Israelis were killed in a bombing in Istanbul.According to Sky News, citing an “intelligence source,” terrorists were plotting to attack a synagogue which also doubles as a school and community center in the Beyoglu neighborhood of Istanbul.The source said the threat was imminent and could happen at any moment.“This is a more than credible threat. This is an active plot,” the source said. “We don’t know when it’s scheduled for. International mediators are interested in brokering a prisoner swap between Israel and Hamas, a source in the Gaza-based Islamist group reportedly said on Monday.A source in Hamas told the London-based daily Asharq al-Awsat that though there are currently no direct negotiations between Hamas and Israel, foreign parties are examining the possibility of completing a prisoner exchange.Hamas is thought to be holding two Israeli citizens, as well as the bodies of two Israeli soldiers killed in 2014.Israel and Hamas do not officially maintain direct contacts, and any deal would have to be mediated by international parties. In 2011, kidnapped Israeli soldier Gilad Shalit was released in exchange for 1,027 Palestinian detainees, in a deal brokered with the help of a German diplomat.Hamas has reportedly refused to even entertain the possibility of negotiating a swap until Israel releases all Palestinians rearrested after being freed in the 2011 deal for Shalit.The group is also demanding the talks be held separately from all other issues, according to the report.Hamas is believed to be holding 29-year-old Avraham Mengistu, as well as a Bedouin-Israeli citizen whose name was not released for publication. Barely one year after the 20th Knesset was sworn in, a new poll finds that only 17 percent of Israelis believe that lawmakers properly represent the will of the people, and 38% say that the Knesset “functions badly or very badly,” a new poll found.According to the survey by the Israel Democracy Institute, almost one third of Israelis (29.5%) say this distrust stems from a lack of professionalism on the part of MKs, while 28.5% say lawmakers are disconnected from the public.Furthermore, the poll found that more than half of Israelis (56%) believe that it is impossible to make successful contact with lawmakers, while a little over one-third (37%) hold the opposite opinion. Almost two-thirds of respondents (61%) also said that even if they did make a request of an MK, that request “will not receive proper attention or treatment.”The survey was commissioned to mark the launch of a new caucus to “improve the image of the Knesset and its members.” The caucus, which is the initiative of Yesh Atid MK Elazar Stern, has also won the backing of President Reuven Rivlin, the IDI said.The details of the survey released by the IDI did not include the margin of error, the number of respondents or their demographic breakdown.

Prime Minister Benjamin Netanyahu warned Sunday that there were difficulties that could hamper a historic agreement to allow egalitarian Jewish prayers at the Western Wall in Jerusalem, sparking condemnation from the country’s Reform and Conservative movements.He said he had appointed the head of his bureau to help work out the difficulties. David Sharan will “coordinate discussions on this issue with the various elements” and present recommendations within 60 days to resolve the difficulties, Netanyahu said.A statement the Prime Minister’s Office said that “some difficulties have arisen” in the scheme, but noted that Netanyahu remains committed to resolving the problems and hopes to propose a solution within 60 days.“Two months ago the government took a decision to implement the recommendations of an advisory team on the matter of prayer arrangements at the Western Wall. A controversial bill that would allow MKs to suspend fellow lawmakers may be struck down by the High Court if it is voted into law but fails to garner a parliamentary majority, the Knesset legal adviser warned Monday, hours ahead of the vote.The proposal, expected to pass its first Knesset reading but without a majority Monday night, would change a Basic Law, allowing 90 members of Knesset to vote to suspend lawmakers if they “negate the existence of the State of Israel as a Jewish and democratic state,” incite racism, or express support for a terror group or state in its war against Israel.In a legal opinion published hours before the vote on the bill, Eyal Yinon, the chief legal adviser for Israel’s parliament, said that while he does not deem it necessary, it is “preferable” the proposal receive a majority and could face legal challenges if it doesn’t.The legal opinion was written after Likud MKs David Amsalem and Avraham Neguise announced they would not vote with the government, slashing its paper-thin majority majority from 61 to 59 MKs.Avigdor Liberman, head of the hawkish Yisrael Beytenu opposition party, said Monday he would not support the measure unless he gets tit-for-tat backing from the coalition for a bill to block the Supreme Court from involvement in activities of the Central Elections Committee.However, he also indicated his six-member faction would not vote against the measure either, effectively letting it pass by a likely vote of 59 to 53.Lacking a written constitution, the rules defining the key tenets of the Israeli legislative process, as well as the mechanisms to change them, are delineated in a number of Basic Laws.While some Basic Laws require at least 61 or 90 of the 120 Knesset members to be amended, others can be changed with a simple majority of MKs.According to Yinon, while the clause regarding the banning of serving lawmakers does not need a special majority to be changed, some may argue it falls under rules dealing with elections that do and would therefore require the support of at least 61 MKs.“Given the position of the High Court of Justice, which has previously ruled in favor of extending the remit of Clause 4 [dealing with elections], and given the importance of this proposal, it is preferable that passing this law be done with a majority of at least 61 MKs in all its readings,” Yinon wrote.The controversial measure has been vociferously opposed by some, including President Reuven Rivlin, who warned that the power to punish lawmakers should not be in the hands of fellow Knesset members.The bill was proposed after three Arab MKs made a condolence visit to the families of Palestinians killed while attacking Israelis, and the three observed a moment of silence, which some said was tantamount to showing support for terror.Speaking before his Likud party meeting in the Knesset Monday, Prime Minister Benjamin Netanyahu made it clear he still hoped to see the bill pass the vote.“I expect all those who say they are in favor of the bill to vote in support and to not give an advantage or profit to those who support terror,” he said.Times of Israel staff contributed to this report.

A Syrian expert for the UN’s cultural body said Monday she was “very doubtful” the destruction caused to Palmyra’s ancient monuments during its occupation by the Islamic State group can be repaired.“Everyone is excited because Palmyra has been ‘liberated’, but we should not forget everything that has been destroyed,” said Annie Sartre-Fauriat, who belongs to a group of experts on Syrian heritage set up by UNESCO in 2013.“I am very doubtful about the capacity, even with international aid, of rebuilding the site at Palmyra,” she told AFP.“When I hear that we are going to reconstruct the temple of Bel, that seems illusory. We are not going to rebuild something that has been reduced to dust. Rebuild what? A new temple? The sole suspect charged over last week’s Brussels attacks was released Monday following a lack of evidence linking him to the carnage, Belgian prosecutors said.“The indications that led to the arrest of Faycal C. were not substantiated by the ongoing inquiry. WASHINGTON (AP) — A gunman was taken into custody after firing shots in the US Capitol complex on Monday, Capitol officials said, and visitors and staff were shut in their offices and told to “shelter in place.”Initial reports said a police officer sustained minor injuries, but later reports raised doubts about who, if anyone, was shot.CNN and MSNBC reported that the suspect had been shot and taken to a hospital.According to MSNBC, the incident occured after a person pulled out what seemed to be a gun at the entrance to the visitors center.Police cordoned off access to the Capitol building during the incident. An ambulance was at the scene.The event unfolded with Congress on recess and lawmakers back in their districts.The White House was briefly put on lockdown, but that was soon lifted. A notification sent to Senate offices said no further suspects appeared to be at large, and most Capitol Hill buildings were later re-opened for business.“There has been an isolated incident at the US Capitol. There is no active threat to the public,” Washington police said on Twitter.The shooting occurred in the Visitors Center of the sprawling Capitol complex. HOUSTON (Reuters) - Earthquakes caused by human activity will now be included in the U.S. Geological Survey's seismic risk maps, the agency said on Monday after a sharp rise in temblors linked to wastewater disposal wells used by the oil and gas industry in Oklahoma.The seismic risk maps are used by emergency management officials as well as the country's major engineering and design associations to guide how strong to construct buildings."By including human-induced events, our assessment of earthquake hazards has significantly increased in parts of the U.S.," Mark Petersen, Chief of the USGS National Seismic Hazard Mapping Project, said in a statement.Some 7 million people in the Central and Eastern United States live or work in areas threatened by so-called induced seismicity, and in parts of these regions, the damage caused by earthquakes could be at parity with that seen in high-hazard regions of California, the USGS said.Oklahoma is at the greatest risk for hazards associated with induced seismicity, the USGS said, followed by Kansas, Texas, Colorado, New Mexico and Arkansas.Oklahoma in 2015 experienced 907 magnitude-3.0 or greater earthquakes, compared with just two of similar size in 2009. CHICAGO (Reuters) - U.S. scientists have identified a genetically modified strain of mice that develop Zika, an important tool needed for testing vaccines and medicines to treat the virus that is rapidly spreading across the Americas and the Caribbean.Early tests on the mice show the virus growing in the testes, offering clues about how a virus typically spread by mosquito bites can be transmitted sexually."We are going to do experiments to see if we can produce sexual transmission" in these mice, said Scott Weaver, a virologist at the University of Texas Medical Branch in Galveston who worked on the study published on Monday in the American Journal of Tropical Medicine and Hygiene.Weaver said the Zika mouse model will provide a critical tool to allow companies and scientists to test vaccines and antiviral drugs against Zika, which has been linked with thousands of cases of microcephaly, a rare birth defect marked by unusually small head size and possible developmental problems.Zika has not been proven to cause microcephaly, but strong evidence connecting Zika infections with microcephaly cases in Brazil prompted the World Health Organization to declare Zika a global health emergency on Feb. 1.Normally, creating this kind of mouse model would take several months. Trump easily won that primary — but rules there don't allow first-time state-convention-goers as delegates. That means he can't bring in a team of Trump outsiders, and must rely on party establishment types in his delegation to stick with him beyond a first ballot.One high-ranking Republican says that's the way it works.Curly Haugland of the Republican National Committee issued a public letter this month saying convention delegates should be free to vote as they choose. He calls it a myth that voters in primaries pick party nominees. It's the delegates and, he says, at every convention except 1976 they've been allowed to choose whomever they want."Without the use of force to bind the votes of delegates ... primaries are nearly worthless 'beauty contests,'" Haugland wrote."That’s right. Brussels (AFP) - Belgium raised the death toll from the Brussels attacks to 35 and charged three terror suspects Monday as police across Europe stepped up efforts to unravel an Islamic State network linked to the carnage.Police released a new video of a third suspect in the March 22 Zaventem airport attack, the so-called "man in the hat" seen with two other suicide bombers, who escaped after his bomb failed to explode.Mourners were set to hold an Easter Monday church service in memory of the victims of the bombings at the airport and at Maalbeek metro station, Belgium's worst ever terror attack.The tensions in Belgium were underscored on Sunday when police used water cannon to disperse far-right football hooligans chanting anti-immigrant slogans disrupted the makeshift memorial to the victims in central Brussels.Announcing the new death toll, Belgian Health Minister Maggie De Block tweeted: "Four patients deceased in hospital. Medical teams did all possible. Total victims: 35. Courage to all the families."Prosecutors' spokeswoman Ine Van Wymersch confirmed the new death toll to reporters at the government crisis centre, adding that it did not include the three attackers."We have counted today 35 victims of the attacks at Zaventem and Maalbeek. These figures include four people who died in hospital after the attacks, and 31 victims who died immediately at the scene of the crime," she said.Twenty-eight victims had been formally identified, she said. The US State Department on Sunday confirmed the death of two more Americans, bringing the total to four.- Three terror charges -As Belgium struggles to come to terms with the tragedy, recriminations continue over whether the authorities could and should have done more to prevent the carnage, as the links to the November Paris attacks by the IS group grow clearer by the day.Prosecutors said three men arrested at the weekend in a series of raids had been charged with participation in the activities of a terrorist group," while a fourth person had been released.The men -- identified as Yassine A., Mohamed B. et Aboubaker O. -- were held during 13 raids in Brussels and the towns of Mechelen and Duffel.A spokesman for the prosecutor's office told AFP that "no direct link has been established with the Brussels attacks".In the latest piece in the puzzle of the jihadist cross-border networks, police arrested a 32-year-old French national in Rotterdam Sunday on suspicion of planning a terror attack, Dutch prosecutors said, following a raid carried out at the request of French authorities.The man is thought to have been planning an attack in France in the name of the Islamic State group along with Reda Kriket, who was detained near Paris on Thursday, a French police source told AFP.Belgian prosecutors at the weekend also charged two men with involvement in the Kriket plot, including one shot in the leg after a dramatic stand-off at a tram stop in Brussels on Friday.An Algerian held in Italy as part of a probe into fake ID documents used by the Paris and Brussels attackers is still being interrogated but refused to answer questions, a judicial source said.- Airport suspect video -Investigations continue into the core group of Brussels attackers, with police releasing video of a man in a hat and white jacket pushing a trolley with a large bag through the departure hall next to bombers Ibrahim El Bakraoui and Najim Laachraoui."It's a new video which had not previously been released," a spokesman for the federal prosecutor's office told AFP.Prosecutors are still working on the theory that the third man is Faycal Cheffou, an activist who was charged on Saturday with "terrorist murder" in relation to the airport attack, a source close to the inquiry told AFP.Cheffou is however not cooperating with investigators, the source said.The Brussels attackers have close links to the November Paris attacks in which 130 people were killed, with bomb-maker Laachraoui's DNA being found on some of the explosives used in France.Meanwhile metro bomber Khalid El Bakraoui, Ibrahim's brother, is believed to have rented a property linked to Paris prime suspect Salah Abdeslam, who was arrested in Brussels on March 18.Brussels Airport said it would carry out a test run on Tuesday to see if the repair work in the wrecked departure hall was satisfactory, but it could not give a firm date for resuming services.

LAHORE, Pakistan (Reuters) - Pakistan has decided to launch a paramilitary crackdown on Islamist militants in Punjab, the country's richest and most populous province, after an Easter Day bombing killed 70 people in the provincial capital Lahore, officials said on Monday.Sunday's suicide bombing at a public park was claimed by the Pakistani Taliban's Jamaat-ur-Ahrar faction, which once declared loyalty to Islamic State. The group said it was targeting Christians.The brutality of the attack, Jamaat-ur-Ahrar's fifth bombing since December, reflects the movement's attempts to raise its profile among Pakistan's increasingly fractured Islamist militants.At least 29 children enjoying an Easter weekend outing were among those killed when the suicide bomber struck in a busy park in the eastern city of Lahore, the power base of Prime Minister Nawaz Sharif. Pakistan is a majority-Muslim state but has a Christian population of more than two million.Pope Francis condemned the attack as "hideous" and demanded that Pakistani authorities protect religious minorities.It was Pakistan's deadliest attack since the December 2014 massacre of 134 school children at a military-run academy in the city of Peshawar that prompted a government crackdown on Islamist militancy.Security and government officials told Reuters the decision had been made to launch a full-scale operation involving the paramilitary Rangers, who would have powers to conduct raids and interrogate suspects in the same way as they have been doing in the southern city of Karachi for more than two years.The move, which has not yet been formally announced, represents the civilian government once again granting special powers to the military to fight Islamist militants."The technicalities are yet to be worked out. There are some legal issues also with bringing in Rangers, but the military and government are on the same page," said one senior security official, speaking on condition of anonymity as he was not authorized to share details of the plan.One other military official and two government officials confirmed the decision on condition of anonymity."The PM ordered a joint operation of ‎the counter-terrorism department and Rangers in the border areas of Punjab against terrorists and their facilitators," said one government official who attended a meeting with Sharif and Punjab officials on Monday.The move is likely to be controversial in Punjab. In Karachi, the Rangers' crackdown has drawn accusations of human rights abuses and the targeting of opposition politicians, though the rate of militant and criminal violence has dropped sharply since the paramilitary force arrived.Sharif's own party has long opposed any militarized operation against militants in its Punjab heartland.-"FAILURE IS THEIR FATE"-Military spokesman Gen. Asim Bajwa said intelligence agencies, the army and Rangers had already launched several raids around Punjab following the attack, arresting an unspecified number of suspects and recovering arms caches.Sharif visited the wounded in hospitals and described the attackers as a "coward enemy trying for soft targets"."Terrorists should know that failure is their fate," he said in a television address to the nation, vowing to crush them.Claiming responsibility on Sunday for the attack on behalf of Jamaat-ur-Ahrar, spokesman Ehsanullah Ehsan issued a direct challenge to the government: "We want to send this message to Prime Minister Nawaz Sharif that we have entered Lahore."Rescue services spokeswoman Deeba Shahnaz said at least 29 children, seven women and 34 men had been killed and about 340 people wounded, with 25 in serious condition.Jamaat-ur-Ahrar has claimed responsibility for several big attacks since it split from the main Pakistani Taliban in 2014.While it mostly focuses attacks in its base of the northwestern Mohmand tribal area, it has previously carried out at least two major attacks in Lahore: one in 2015 that targeted two Christian churches and another at the Wagah border between India and Pakistan in late 2014.Pakistan has been plagued by militant violence since it joined a U.S.-led campaign against Islamist militancy after the Sept. 11, 2001, al Qaeda attacks on the United States.While the army, police, government and Western interests have been the prime targets of the Pakistani Taliban and their allies, Christians and other religious minorities have also been attacked.Security forces have killed and arrested hundreds of suspected militants under an earlier crackdown launched after the 2014 Peshawar school massacre.
