Japan, Not China, Emerges as Currency Worry at G-20 Meeting-Jeff Black-James Mayger-Updated on February 27, 2016 — 8:16 AM EST-bloomberg

China’s currency was expected to be one of the the main topics at this week’s Group of 20 meeting. Instead, Japan’s yen and monetary policy were identified as a source of concern for some officials from the world’s leading economies."The debate was also about Japan, to be honest -- there was some concern that we would get into a situation of competitive devaluations," Eurogroup chief Jeroen Dijsselbloem said in Shanghai. Once one country devalues it’s currency, "the risk is very large that another follows and we get into competitive devaluation," Dijsselbloem told reporters. The comments indicated increasing concern about the Bank of Japan’s unprecedented monetary stimulus, which has weakened the yen against the dollar and driven bond yields to historic lows. The announcement of a negative rate policy last month surprised markets and spurred currency volatility. There was "absolutely no" opposition or opinions expressed about the BOJ’s negative-rate policy, BOJ Governor Haruhiko Kuroda told reporters in Shanghai Saturday. The bank’s explanation of its policy of "Quantitative and Qualitative Easing with a Negative Interest Rate" was well understood by the nations, Kuroda said. "The BOJ’s easing policy is to achieve the 2 percent inflation target as quickly as possible, and if needed we will add policy, and this has always been understood by the G-20."A Japanese Finance Ministry official told reporters Friday that there weren’t any questions from other nations in response to Kuroda’s presentation to the G-20.-No Surprises-If devaluation is a consequence of monetary policy which is motivated by real macro-economic domestic reasons, then nations must make sure to inform and consult with each other so there are no surprises, Dijsselbloem said Saturday.By contrast, one official from the G-20, who asked not to be identified as the talks were private, said members were broadly reassured that China isn’t going to start weakening its currency. Chinese policy makers have repeatedly said there’s no basis for long-term depreciation of the yuan. Brazilian Finance Minister Nelson Barbosa claimed credit for his country in convincing China to avoid competitive devaluation. The BOJ in January followed the European Central Bank, the Swiss monetary authority and others in charging financial institutions interest on some of the reserves they keep at the central bank. The policy doesn’t target foreign exchange rates, Kuroda said in parliament Friday before heading to Shanghai. From the perspective of Japanese policy makers, they might not have had any choice, said one official from a G-20 emerging market. Yet BOJ policy creates an impact around the region and there was concern about this, said the official, who asked not to be identified as the discussions aren’t public.

G-20 Wants Governments Doing More, and Central Banks Less-Enda Curran-Jeff Black-Updated on February 27, 2016 — 8:59 AM EST-bloomberg

Finance chiefs from the world’s top economies committed their governments to doing more to boost global growth amid mounting concerns over the potency of monetary policy. In a pledge that will prove easier to write than deliver and may disappoint investors looking for a coordinated stimulus plan, the Group of 20 said "we will use fiscal policy flexibly to strengthen growth, job creation and confidence." After a two-day meeting in Shanghai, finance ministers and central bank governors also doubled down on a line from their last gathering that "monetary policy alone cannot lead to balanced growth."For those few analysts calling for a 1985 Plaza Accord-type agreement to address exchange-rate tensions, there was no such luck: International Monetary Fund Managing Director Christine Lagarde said there were no discussions about anything like that. The G-20 members did reaffirm they will refrain from competitive devaluations, and -- in new language -- agreed to consult closely on currencies.-Reaching Limit-An increasing sense monetary policy is reaching its limit permeated officials’ briefings during the meetings that ended Saturday. While central banks proved critical in avoiding a global slide into depression last decade, there is now no consensus among the world’s top economic guardians backing stepped-up monetary stimulus. That leaves focus on fiscal polices that are subject to domestic political constraints, and a structural-reform agenda the G-20 said will be gauged through a new indicator system."Central bankers have done their bit in recent years to stabilize the world economy," said Frederic Neumann, co-head of Asian economic research at HSBC Holdings Plc in Hong Kong. "But as their tools are losing their effectiveness, only more aggressive fiscal policy and structural reforms will help to lift growth."Among those publicly indicating a potentially reduced role for central banks was Lagarde, who said Friday the effects of monetary policies, even innovative ones, are diminishing. Bank of England Governor Mark Carney used a Shanghai speech ahead of the G-20 to voice skepticism over negative interest rates -- now in place in continental Europe and Japan -- and their ability to boost domestic demand.-Negative Spillovers-For his part, Chinese Premier Li Keqiang, speaking in a pre-recorded video at the G-20, said quantitative easing policies can’t remove structural obstacles to growth and may lead to negative spillovers. The People’s Bank of China has been using more orthodox tools to support fiscal spending and structural reforms.Adding to an atmosphere of unease about further central bank actions, some officials expressed concern about Japan’s policies, after its surprise move to adopt negative interest rates last month roiled the currency market."The debate was also about Japan to be honest -- there was some concern that we would get into a situation of competitive devaluations," Eurogroup chief Jeroen Dijsselbloem, who heads gatherings of euro area finance ministers, told reporters Saturday. "If policy decisions -- for example for domestic issues -- lead to devaluation, we should inform and consult with the different countries."Japanese policy makers are now contending with a yen that rallied more than 6 percent in February, the biggest monthly surge since 2008 -- and one that stoked speculation among traders that officials could intervene in the market by selling the currency. The G-20 said in the Shanghai communique that "we will consult closely on exchange markets," language that wasn’t included in its September statement.Delivering on the G-20 statement to ease pressure on central banks will require political appetite for unpopular domestic reforms, while new spending may be constrained by already over-stretched budgets, especially across much of the advanced world."Where is the boost to growth going to come from? Fiscal policy? Reform?" said Richard Jerram, the chief economist at Bank of Singapore Ltd. "After six or seven years of trying to promote recovery there is no appetite for fiscal stimulus, and no easy or obvious reforms that have been neglected."Some countries are heading in the other direction on the fiscal front. U.K. Chancellor of the Exchequer George Osborne warned just days ago he may make further cuts in public spending in his annual budget on March 16. Japan is planning a 2017 sales-tax increase. German Finance Minister Wolfgang Schaeuble rejected fiscal stimulus Friday. U.S. budget policy has proved a constant battleground between Republicans and Democratic President Barack Obama.-‘Bare Minimum’-"There is no positive surprise" from the G-20 commitments, said Mitsumaru Kumagai, chief economist at Daiwa Institute of Research in Tokyo. "There are no detailed plans in this agreement, so generally you can say they just achieved the bare minimum," he said. "Stocks may sell off a bit."Host-nation China came through with the most specific plans, with Finance Minister Lou Jiwei pledging a wider fiscal deficit as his country’s leaders prepare for an annual gathering of the national legislature starting March 5. People’s Bank of China Governor Zhou Xiaochuan also highlighted room for further monetary action. Other G-20 members haven’t ruled out further central bank actions, and -- for all his criticism of Japan -- Dijsselbloem said Friday that monetary policy can still do more.Officials at the European Central Bank have signaled that, given the dimming of the global outlook and downward pressure on inflation coming from energy prices, a reduction in their deposit rate from the current minus 0.3 percent and even a boost to the pace of quantitative easing may be on the cards. The ECB’s Governing Council is due to announce its decision in Frankfurt on March 10.Reflecting a consensus that central banks are already deploying their tools vigorously, the G-20 said that "monetary policies will continue to support economic activity and ensure price stability, consistent with central banks’ mandates."With the Federal Reserve already signaling it has pared back plans for rate hikes this year, there was less of a focus at the G-20 gathering about U.S. monetary policy. The upshot: central bankers leave Shanghai with little pressure to act at their respective March meetings.

G20 to say world needs to look beyond ultra-easy policy for growth-SHANGHAI | By Gernot Heller and Adam Jourdan-feb 27,16-yahoonews

The world's top economies declared on Saturday that they need to look beyond ultra-low interest rates and printing money to shake the global economy out of its torpor, while renewing their focus on structural reform to spark activity.A communique from the Group of 20 (G20) finance ministers and central bankers flagged a series of risks to world growth, including volatile capital flows, a sharp fall in commodity prices and the potential "shock" of a British exit from the EU."The global recovery continues, but it remains uneven and falls short of our ambition for strong, sustainable and balanced growth," said the communique, issued at the end of a two-day meeting in Shanghai."Monetary policies will continue to support economic activity and ensure price stability ... but monetary policy alone cannot lead to balanced growth."Faltering growth and market turbulence have exacerbated policy frictions between major economies in recent months, and the statement also noted concerns over escalating geopolitical tensions and Europe's refugee crisis. The reference to "Brexit" had not been included in earlier versions of the text, according a senior official who had seen various drafts, but was added after British officials pressed for it. Britons will vote in June 23 referendum on whether to remain in the European Union."Our view is that it's in the national security and economic security of the United Kingdom, of Europe and of the United States for the United Kingdom to stay in the European Union," U.S. Treasury Secretary Jack Lew said after the meeting.-VOLATILITY VS FUNDAMENTALS-The G20 ministers agreed to use "all policy tools – monetary, fiscal and structural – individually and collectively" to reach the group's economic goals.Christine Lagarde, managing director of the International Monetary Fund, said she sensed renewed urgency among the group's members for collective action, warning that without it there was a risk that the recovery could derail. But there was no plan for specific coordinated stimulus spending to spark activity, as some investors had been hoping after markets nosedived at the start of 2016. Over the course of the two-day meeting in Shanghai comments by policymakers made clear the divergence of views on the way forward.Finance chiefs had agreed that "the magnitude of recent market volatility has not reflected the underlying fundamentals of the global economy", the communique draft said.To pep up the global economy, faster progress on structural reforms "should bolster potential growth in the medium term and make our economies more innovative, flexible and resilient", it said."We are committed to further enhancing the structural reform agenda," it added.Divisions have emerged among major economies over the reliance on debt to drive growth and the use of negative interest rates by some central banks, such as in Japan.Germany had made it clear it was not keen on new stimulus, with Finance Minister Wolfgang Schaeuble saying on Friday the debt-financed growth model had reached its limits."It is even causing new problems, raising debt, causing bubbles and excessive risk taking, zombifying the economy," he said. The G20, which spans major industrialised economies such as the United States and Japan to the emerging giants of China and Brazil and smaller economies such as Indonesia and Turkey, reiterated in the communique a commitment to refrain from targeting exchange rates for competitive purposes, including through devaluations. They pledged to "consult closely" on foreign exchange markets.-CURRENCY CONCERNS-Jeroen Dijsselbloem, chairman of euro zone finance ministers, said G20 members had agreed to inform each other in advance about policy decisions that could lead to devaluations of their currencies.G20 host China used the meeting to try to allay concerns about the world's second-biggest economy, and Beijing's ability to manage it, that have grown since a market rout and a surprise devaluation last August."Monetary policy will probably have to be kept appropriately loose, even though people have realised that its role cannot replace fiscal policy," said China's Finance Minister Lou Jiwei.Chinese policymakers reiterated pledges not to devalue the yuan again, and Premier Li Keqiang told the G20 opening session on Friday there was no basis for continued depreciation of the yuan. But there appeared to be concerns that some members may seek a quick fix to domestic woes through a weaker currency.Japan implemented negative interest rates this month to spur growth, and Bank of Japan governor Haruhiko Kuroda said he had "fully gained (their) understanding" from G20 ministers about the BOJ's thinking with regard to negative rates as a tool for escaping the deflation that has dogged its economy for years.Japanese Finance Minister Taro Aso said he had urged China to carry out currency reform and map out a mid-term structural reform plan with a time frame."Chinese authorities need to present a mid-term structural reform plan with concrete schedule and a package of measures to stabilise yuan, based on recognition that communication between Chinese authorities and markets has caused market volatility and capital outflows," he told reporters.(Reporting by Gernot Heller, Jan Strupczewski, Adam Jourdan, Brenda Goh and Kevin Yao in Shanghai, and Tetsushi Kajimoto and William Mallard in Tokyo; Writing by John Ruwitch and Pete Sweeney; Editing by Alex Richardson)

UK EU exit would be global economy 'shock' - G20 leaders-feb 27,16-bbcnews

Finance ministers from the world's leading economies have warned of a "shock" to the global economy if the UK leaves the EU.The ministers gave their opinion in a statement released at the end of a two-day meeting of G20 nations in China.Chancellor George Osborne, who is at the event, told the BBC the referendum issue was "deadly serious".But UKIP's Nigel Farage said the G20 announcement was "no surprise" as it was "mates helping each other out"."I'm not surprised that big government gets together to support David Cameron," he added."This is big banks, big business, big government all scratching each other's backs. I don't think that impresses voters."The chancellor told the BBC: "The financial leaders of the world's biggest countries have given their unanimous verdict and they say that a British exit from the EU would be a shock to the world economy."And if it's a shock to the world economy imagine what it would do to Britain."He added: "This isn't some adventurous journey into the unknown, with all the humour attached to it, this is deadly serious."Elsewhere, Prime Minister David Cameron in Northern Ireland as part of his UK tour to persuade voters that membership of a reformed EU is in their best interests. With the gleaming early spring sunshine behind him, as he stood on the bank of Shanghai's Huangpu river, the chancellor said he was "deadly serious".He's not the only one. It seems the other 19 leaders at the G20 agree about the "shock", as they've called it, if the UK walked out of the EU.It's not a big surprise. The president of hosts China made it clear last year during his Chequers stay that he wants Britain 'In'.But then again China doesn't really do intervention in domestic politics.George Osborne will be pleased to have this significant and very public diplomatic backing as he sits on the plane back home tonight. There's a whiff of the Scottish referendum campaign about it though, when various foreign leaders lined up behind the government position.Asked if he or his officials had asked for the warning to be included in the statement, the chancellor said: "We've got countries around the table like the United States of America, like the IMF, like the Chinese who frankly don't do what anyone tells them to do."A senior official from the Treasury told the BBC the chancellor's US counterpart had raised the issue during the meeting, as did others, including senior Chinese officials and Ms Lagarde.US Treasury Secretary Jacob Lew later urged UK voters to "consider the impact" of voting to leave, and said the White House believed it was in the UK's "national security interests" to remain in the union.CBI director general Carolyn Fairbairn described the potential consequences of the UK leaving the EU as an "evident risk".-'Out is out'-"Those who wish to leave must put forward a clear economic case, explaining how being outside the EU will enhance jobs, growth and prosperity in the UK and across Europe."The majority - but not all - of CBI members want the UK to remain in a reformed EU," she added.Meanwhile, London Mayor Boris Johnson has clarified his position over the idea that a vote to leave the EU could force Brussels to give Britain a better deal over its membership and trigger a second referendum.Mr Johnson had previously suggested that only by voting to leave would the UK "get the change we need".But in The Times, Mr Johnson stated categorically: "Out is out".The UK will vote on whether to leave or remain in the EU on 23 June.Mr Cameron set the date last weekend after agreeing a deal with fellow EU leaders about a renegotiation of the UK's EU membership.

TTIP: US yet to approve EU investor court plan By Peter Teffer-euobserver

Brussels, 26. Feb, 18:29-The United States “understands” why the European Union wants to include an investor court system in the proposed EU-US free trade agreement, discussed in Brussels this week, but the US' chief negotiator refrained from giving a substantive analysis of the EU plan.“We’ve received the proposal fairly recently,” said Dan Mullaney at a press conference on Friday (26 February), wrapping up the twelfth round of negotiations on the Transatlantic Trade and Investment Partnership (TTIP).“We do understand the concerns that are behind the proposal,” he noted, but did not say whether he liked the idea or not, only that the two sides would discuss it further.“I can’t say at this point what the outcome of those discussions are going to be, but we are pursuing those discussions with full understanding of what the objectives are behind these provisions and with a focus on how best we can achieve what are essentially commonly shared goals and outcomes in this area.”This week was the first time that the two sides discussed the European proposal for an investor court system (ICS), which was announced last year as a substitute for the investor-state dispute settlement (ISDS) system.“Investment protection is a highly complex subject,” said Ignacio Garcia Bercero, the EU’s chief negotiator.“This round marks the beginning of the process of discussions in this area, and we have spent significant time understanding each others’ proposals better and [are] also starting to identify areas of convergence."However, no decisions were made.“We haven’t yet reached the point where we are already beginning drafting common language,” Garcia Bercero noted.EU trade commissioner Cecilia Malmstroem proposed the court last September as an alternative to ISDS. Critics feared an ISDS deal under TTIP would empower US firms to sue EU governments should laws or policies run against their interests. But despite the alternative, protests remain. On Monday, Greenpeace activists protested outside the negotiating venue in Brussels. They believe that the ICS court is just as dangerous.“[Negotiators] say they want to protect environmental, health and labour standards, but instead they are giving foreign corporations exclusive rights to challenge these same standards in a special court,” Greenpeace said in a statement.Garcia Bercero and Mullaney are “not at all frustrated” by the level of opposition to TTIP, they both said.“We are continuously ready to engage with everyone in Europe who has a view on TTIP. We are ready to meet, we are ready to discuss,” said the European negotiator.“We believe this continued policy of engagement, of transparency, is the best way to convince European citizens that there are no risks and a lot of benefits in the TTIP negotiations,” he added. And not everyone is against TTIP.Lobby group Copa-Cogeca said Thursday on behalf of European farmers that they “strongly support the TTIP negotiations for a comprehensive and balanced outcome”.The group’s secretary-general, Pekka Pesonen, said instead that a rival agreement between the United States and eleven countries around the Pacific Ocean could pose a threat to the European agricultural sector. The US recently signed the Trans-Pacific Partnership, or TPP, with countries like Japan and Australia.“If the TPP agreement from the Pacific region is ratified and implemented before we can conclude anything, that would give a comparative advantage to our competitors, especially in these two countries, Japan and US,” said Pesonen at a press conference Thursday. The EU and US meanwhile said they still hoped to conclude TTIP talks in 2016.“Let me be clear. We want to finish this year, but we do not favour an early harvest, or a TTIP light. We want an ambitious, comprehensive and high-standard agreement,” said Dan Mullaney, echoing similar words by his European counterpart.

EARTHQUAKES

EZEKIEL 37:7,11-14
7  So I prophesied as I was commanded: and as I prophesied, there was a noise, and behold a shaking, and the bones came together, bone to his bone.(POSSIBLE QUAKE BRINGS ISRAEL BACK TO LIFE-SO NOISE AND SHAKING-QUAKES WILL ALSO DESTROY ISRAELS ENEMIES)
11  Then he said unto me, Son of man, these bones are the whole house of Israel: behold, they say, Our bones are dried, and our hope is lost: we are cut off for our parts.
12  Therefore prophesy and say unto them, Thus saith the Lord GOD; Behold, O my people, I will open your graves, and cause you to come up out of your graves, and bring you into the land of Israel.
13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,
14  And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the LORD have spoken it, and performed it, saith the LORD.

MATTHEW 24:7-8

Germany irked by Netanyahu’s claim that Merkel disavowed two-state solution-Pro-Israel MP from chancellor’s center-right party to tell PM during visit to Jerusalem that he ‘must not misinterpret’ Berlin’s position-By Raphael Ahren February 28, 2016, 7:09 pm-the times of israel

The German government is reportedly displeased with Prime Minister Benjamin Netanyahu for asserting that Chancellor Angela Merkel has changed her stance on a two-state solution for Israel and the Palestinians, and has dispatched emissaries to Jerusalem clarify Berlin’s position. On February 16, Merkel said at a joint press conference with Netanyahu in Berlin that now is “certainly not the time to make really comprehensive progress.” Netanyahu hailed Merkel’s statement, arguing that the world is slowly coming to a realization he had a long time ago.Sources in the chancellery were “surprised” by Netanyahu’s statement, the German daily Die Welt reported Sunday. Berlin has not changed its position on the need for Palestinian statehood and Netanyahu was told as much during Israel-German government consultations two weeks ago in Berlin, sources told the paper.According to Die Welt, Roderich Kiesewetter, a member of parliament for Merkel’s center-right CDU party, will confront Netanyahu on the issue during a meeting Monday in Jerusalem.“Netanyahu is usually very clear. Therefore he must state clearly that he holds on to the two-state solution. Most of all, he must not abuse visits at Israel’s closest friend in Europe — Germany — to misinterpret Germany’s position,” said Kiesewetter, a defense expert with a long history of staunch support for Israel.Kiesewetter, who is visiting Israel this week as part of a delegation of the Bundestag’s Foreign Affairs Committee, was not the only member of Merkel’s party to come out against Netanyahu. Jürgen Hardt, the foreign policy spokesperson of the CDU’s parliamentary faction, warned that “a misinterpretation of the chancellor’s position for political gains in Israel would strain bilateral relations.”The foreign policy spokesperson of the center-left SPD, which forms a part of Merkel’s coalition, declared that Germany continues to call for a two-state solution that guarantees a secure Israel alongside a viable Palestinian state. “This position is also not going to change through a very creative interpretation of the chancellor,” Niels Annen said.Even members of the opposition criticized Netanyahu. “The chancellor rightfully brought up the stagnation in the Holy Land, which is frustrating for us all,” said the foreign policy spokesperson of Greens, Omid Nouripour. “To turn this into an disavowal of the two-state solution shows what is lacking most for a solution of the conflict: political will.”Left Party MP Stefan Liebich, who will also meet Netanyahu on Monday in Jerusalem, told Die Welt that he wants to address the issue together with his colleagues from center-right CDU: “In our conversation with Netanyahu we will make clear that there has not been any change to the policy of the Federal Republic of Germany. And that we are very surprised about reports claiming otherwise.”During their press conference after the February 16 meeting in Berlin, Merkel said that Germany wants to be realistic about prospects for peace in the Middle East.“We know the threat of terrorism that Israel has to endure. We believe, on the other hand, that we have to advance a process of peaceful coexistence, and this, according to our opinion, is ultimately built on a two-state solution.” She added: “Now is certainly not the time to make really comprehensive progress, but you can achieve improvements in certain places.”Netanyahu, during a subsequent briefing for the traveling press, hailed Merkel’s statement, arguing that the world has slowly been coming to the same realization he had arrived at long ago. “When I said it a year ago, everyone came out and attacked me viciously,” he said.“Today we hear same things from the leaders of the world, not only from [US President Barack] Obama [who has stated he no longer believes Israeli-Palestinian peace can be achieved in the coming months] and Merkel. Even the leader of the opposition [in Israel, Isaac Herzog] understands it now.”

PA demands control over Iran cash handouts to terrorists-After Tehran announces $7,000 payment per ‘shahid,’ Abbas spokesman says funds must go via PA, to avoid illegal interference in its internal affairs-By Times of Israel staff and AFP February 28, 2016, 7:52 pm

The Palestinian Authority on Sunday said direct financial assistance by Iran to the families of Palestinian terrorists and attackers killed in a five-month wave of violence would be unacceptable, and called for such funding to be directed through a PA .Nabil Abu Rudeineh, a PA presidency spokesman, was quoted in local media as saying that bypassing the Authority in handing out such funds would constitute illegal interference in internal Palestinian affairs.Tehran announced last week assistance would be offered to families of those killed in the wave of Palestinian stabbing, car-ramming and shooting attacks that erupted in October 2015. The PA official did not reject the payments, but said such aid must follow official channels.Iran should “send this money through official channels to the [PA’s] Martyrs and Prisoners Foundation rather than relying on informal and circuitous routes,” Abu Rudeineh said.Iran’s ambassador to Lebanon, Mohammad Fathali, said Wednesday that Tehran would offer $7,000 to the families of each Palestinian killed in what he called the “Jerusalem intifada.”Iran will also give $30,000 to Palestinian terrorists’ families whose homes are destroyed by Israel, he told a news conference in Beirut. The money pledged is in addition to the monthly aid paid since 1987 by an Iranian institution to families of Palestinians killed, the ambassador said.Twenty-eight Israelis and three foreign nationals have been killed in a wave of Palestinian terrorism and violence since October. Nearly 170 Palestinians have also been killed, some two-thirds of them while attacking Israelis, and the rest during clashes with troops, according to the Israeli army.Iran has been accused of providing support to Hamas, which runs the Gaza Strip and is a rival to Palestinian Authority President Mahmoud Abbas’s Fatah party. Fatah dominates the Palestinian Authority.Palestinian economists have questioned whether Iran would be capable of distributing the aid to the families directly via banks since it could be considered “terrorism financing.”The day after Iran’s announcement, Israel denounced the decision, with Prime Minister Benjamin Netanyahu saying it showed Tehran was “continuing to aid terrorism.” Netanyahu has also repeatedly accused the PA of helping to incite the current round of Palestinian terrorism.

Iran said withdrawing all its fighting forces from Syria-After 160 fatalities, Tehran pulling back all 2,500 troops, TV report says, although hundreds of military advisers will remain-By Times of Israel staff and AFP February 28, 2016, 8:18 pm

Iran is withdrawing all of its 2,500-strong fighting force from Syria, Israeli television reported Sunday night. Most of the forces have already been returned home, and the rest are on their way out, Channel 2 said. It said the decision was taken by Iran’s supreme leader Ali Khamenei and President Hassan Rouhani. The forces, drawn from various units of the Iranian Revolutionary Guards Corps, have been increasingly deployed to fight alongside President Bashar Assad’s forces for more than the past two years. They have sustained some 160 fatalities, with over 300 injured, the TV report said. Among the dead are at least six senior officers, including generals and colonels. The report did not specify a single reason for the withdrawal, which comes amid a fragile new cease-fire in the bitter civil war, but highlighted an Iranian tradition, breached by their deployment, not to deploy fighting forces beyond the immediate area of Iran. The report said 700 Iranian military advisers were staying in Syria, to assist Assad.Tehran will also continue to arm and support Lebanon’s Hezbollah movement, which has itself dispatched forces to shore up the Syrian regime against local rebel forces, the report said. Iran last week also made explicit that it is funding Palestinian terror attacks against Israel, announcing the specifics of payments to “shahids” and their families. The tide of the civil war has turned in Assad’s favor of late, since President Vladimir Putin stepped up Russia’s involvement in the fighting with Assad against rebel forces. The TV report followed US Secretary of State John Kerry’s testimony in Congress last week, to the effect that Iran had withdrawn a “significant number” of its IRGC troops from the Syrian battlefield.“The IRGC has actually pulled its troops back from Syria. Ayatollah Khamenei pulled a significant number of troops out. Their presence is actually reduced in Syria,” Kerry told US lawmakers.“That doesn’t mean that they’re still not engaged and active in the flow of weapons from Syria through Damascus to Lebanon,” Kerry stressed. “We’re concerned about that and there’s an ongoing concern.”Tehran has never released official figures for the number of its troops present in Syria.

Kuralenko.“This was subsequently verified and confirmed through several channels including representatives of the Syrian Democratic Forces,” Kuralenko is quoted as saying by Russian news agencies from the Hmeimim airbase. The Syrian Democratic Forces is a US-backed Kurdish-Arab alliance.“The Russian center has turned for an explanation to the Amman-based US center for reconciliation,” Kuralenko adds, stressing that Turkey was a member of a US-led coalition. No other details are provided by the Russian side.— AFP-13:43-Airstrikes reported in northern Syria-Syria’s fragile ceasefire enters a second day with battle zones still largely quiet for the first time in five years, despite sporadic incidents including several airstrikes. The truce, brokered by Washington and Moscow, is seen as a crucial step towards ending a conflict that has claimed 270,000 lives and displaced more than half the population. The convoluted patchwork of territorial control in Syria, wrapped up in a brutal civil war since 2011, has complicated efforts to implement the deal.Warplanes, believed to be either Syrian or Russian, bomb seven villages Sunday in the northern province of Aleppo and Hama in the center, according to the Syrian Observatory for Human Rights. It is unclear if the raids hit areas covered by the ceasefire, which excludes territory held by the Islamic State jihadist group and Al-Qaeda affiliate Al-Nusra Front.According to Observatory head Rami Abdel Rahman, only one of the villages, Kafr Hamra in Aleppo province, is controlled by Al-Nusra and the others are in the hands of non-jihadist rebels.— AFP.

Opposition activists report airstrikes in northern Syria-Local group says attacks carried out by Moscow, while Russian military reports artillery fire on border town from Turkey-By Bassem Mroue February 28, 2016, 7:24 pm-the times of israel

BEIRUT (AP) — Warplanes carried out air raids on two villages in northern Syria on Sunday, the second day of a broad ceasefire, as Russia said a northern town held by a predominantly Kurdish militia came under fire from the Turkish side of the border.Sunday’s air raids came on day two of the truce brokered by Russia and the US, the most ambitious effort yet to curb the violence of the country’s five-year civil war. The truce has been holding since it went into effect at midnight Friday, despite accusations by both sides of violations. The Britain-based Syrian Observatory for Human Rights said the airstrikes hit the villages of Daret Azzeh and Qobtan al-Jabal. The group did not say whether the warplanes were Russian or Syrian. The Local Coordination Committees said the warplanes were Russian. It was not immediately clear if the warplanes struck areas controlled by al-Qaeda’s branch in Syria, known as al-Nusra Front. Both al-Nusra and the Islamic State group are excluded from the truce.Opposition activists and state media also reported clashes between troops and members of the Islamic State group mostly in the northern province of Aleppo.Meanwhile, the Russian military operating in Syria said it has information about an attack on the Syrian border town of Tal Abyad from Turkish territories with the use of large-caliber artillery and has asked the United States for an explanation.Russia has set up a center for monitoring the truce at the Hemeimim air base in Syria, where Russian warplanes are based. On Saturday, members of the Islamic State group attacked the border town of Tal Abyad and the nearby village of Suluk that were captured months ago by Kurdish fighters, according to a Syrian rebel official.Hours-long battles between Kurdish fighters and IS militants forced them out of Tal Abyad and other areas despite some presence of the extremists on the outskirts of the border town. The Observatory said the battle of Tal Abyad lasted a full day and left 70 IS fighters, 20 Kurdish fighters and 10 civilians dead. The head of the center. Lt. Gen Sergei Kuralenko, said Sunday that the suspected violation took place overnight and his center has turned to the corresponding US center in Amman for an explanation, since Turkey is a member of the US-led coalition, Russian news agencies reported. In Turkey, President Recep Tayyip Erdogan said the cease-fire aiming to reduce the violence in Syria is only being partially implemented.Erdogan expressed hope that “today or tomorrow this cease-fire will be secured and calm prevails in Syria” after noting that it is only being adhered to “in about one-third” of Syrian territories.Erdogan made the remarks at a news conference in Istanbul prior to embarking on a trip to Africa. The Syrian conflict has killed 250,000 people, displaced half the country’s population and triggered one of the worst refugee crises since World War II.

US urges warring Syria groups to give peace a chance-‘Setbacks are inevitable,’ Obama administration says after reports of violations on second day of fragile cease-fire-By AFP February 28, 2016, 8:08 pm-the times of israel

WASHINGTON — Participants in a fragile cease-fire in Syria need to give peace a chance, US officials said Sunday, following reports of truce violations on its second day.“Setbacks are inevitable,” the senior administration official said. “Even under the best of circumstances, we don’t expect the violence to end immediately. In fact, we are certain that there will continue to be fighting, in part because of organizations like ISIL [Islamic State] and [al-Qaeda-allied] al-Nusra.”The cease-fire deal brokered by Moscow and Washington excludes territory held by the jihadist groups the Islamic State, also known as ISIL, and the al-Qaeda affiliate al-Nusra. The two groups together control more than half of Syria. The Russian defense ministry said on Sunday that the cease-fire had been breached nine times over the past 24 hours, including by Turkey. The violations were committed by moderate rebels as well as “terrorist organizations,” the ministry said.Others pointed the finger at Moscow.Saudi Arabia on Sunday accused Syrian President Bashar Assad’s regime and its ally Russia of cease-fire violations.Syria’s main opposition grouping also said on Sunday that it had recorded 15 violations by government troops and allied forces. The senior administration official said “a lot of issues” involving the deal’s various sides can only be addressed as the situation develops.“This will be a difficult deal to implement, and we know that obstacles abound,” the official said. “But it is in all of our interests, and especially the interests of the Syrian people, to give this process a chance. This is a real opportunity to reduce the violence the Syrian people have endured for far too long.”A State Department official said: “We are closely monitoring reports of violations to the cessation of hostilities. We are treating allegations seriously and urge all parties to continue to practice restraint. The Russian military accused armed groups of attacking a Syrian town from Turkish territory overnight, adding that Moscow had demanded an explanation from the United States, which leads an anti-Islamic State coalition that includes Turkey.Turkey has said it is not bound by the cease-fire deal — which took effect from 22:00 GMT Friday — if its national security was threatened. The Syrian Observatory for Human Rights has said that several air strikes hit central and northern Syria on Sunday.Warplanes, believed to be either Syrian or Russian, bombed seven villages in the provinces of Aleppo and Hama, the monitor said.

Syria truce takes hold despite limited violations-AFP By Maher al-Mounes with Karam al-Masri in Aleppo-feb 27,16-yahoonews

Damascus (AFP) - Fighting subsided across much of Syria Saturday as the first major ceasefire of the devastating, five-year war appeared to broadly hold despite sporadic breaches in parts of the battle-scarred country. The truce, brokered by Washington and Moscow, is seen as a crucial step towards ending a conflict that has claimed 270,000 lives and displaced more than half the population. It faces formidable challenges including the exclusion of the Islamic State (IS) jihadist group and Al-Qaeda's Syria affiliate Al-Nusra Front, which control large parts of the country."Honestly, I was surprised that the calm lasted through the night," said Ammar al-Rai, a 22-year-old medical student in Damascus."I think this is the first time we've woken up without the sound of shelling."United Nations envoy Staffan de Mistura said peace talks would resume on March 7 if the ceasefire prevails and more aid is delivered -- a key sticking point in negotiations.A special international task force, co-chaired by Moscow and Washington, was due to meet behind closed doors in Geneva on Saturday to monitor the truce.De Mistura said it was important that any incidents are "quickly brought under control" and a military response should be the "last resort".Russia, which has waged nearly five months of intense air strikes against rebels in support of Syrian President Bashar al-Assad, said it had halted bombing in all areas covered by the truce.Moscow has vowed to keep striking IS, Al-Nusra and other "terrorist groups", but said it would ground all its warplanes in the Syria campaign on the first day of the truce to avoid potential "mistakes".- 'First chance' for peace -EU foreign policy chief Federica Mogherini said the lull in fighting was "the first chance to put an end to violence on the ground and should not be missed"."If it holds, it will create the conditions for full, sustained and unimpeded humanitarian access throughout Syria," she added.Among the limited ceasefire breaches, state media said "terrorist groups" fired a number of shells on Damascus but caused no casualties.Rebels also accused the government of intermittent "truce violations" in parts of the country. In Aleppo, Syria's second city, two people were killed and four wounded when shells hit the majority-Kurdish neighbourhood of Sheikh Maqsud, according to the Syrian Observatory for Human Rights, a Britain-based monitor.Syrian state media said one person was killed by sniper fire in the same district.Aleppo city is now almost completely encircled by pro-regime troops after a massive Russian-backed offensive that has caused tens of thousands to flee in recent weeks. But on Saturday, children played in parks."I hope the truce continues even for a limited time so we can get back part of our old lives from before the war," said Abu Nadim, a father of four.- Scepticism remains -Jihadists attacked the border town of Tal Abyad in Raqa province, sparking clashes that killed at least 45 IS members, 20 Kurdish militia fighters and two civilians, the Observatory said.US-led coalition warplanes launched at least 10 air strikes to try to drive back the jihadists, the monitor reported.Twin suicide bombings meanwhile killed six people outside the town of Salamiyeh in Hama province, where IS is present, state news agency SANA said. The complexities of a conflict which escalated from anti-government protests into a full-blown war drawing in rival world powers make brokering a lasting halt to the fighting a huge challenge.Assad has been bolstered by the support of Russia and Iran while the West, Turkey and Gulf states back rebel groups."The pressure being placed by Russia and the US on regional actors is such that many of these regional actors can't reject the political process entirely," said Firas Abi Ali, an analyst for IHS Country Risk in London."This is putting them in a bind where they're compelled to behave as if they're part of the process regardless of what they actually want from it."Syria's top opposition grouping, the High Negotiations Committee (HNC), said Friday that 97 opposition factions had agreed to respect the truce, for two weeks initially. In a particularly encouraging sign, a commander in the hardline Islamist faction Ahrar al-Sham said his group -- allied with Al-Nusra -- had not conducted any military operations since the truce started."But the ceasefire is stillborn, because it began with violations from the regime. It will be very difficult for the ceasefire to hold," Hussam Salameh warned.

Time for EU to face responsibilities on Syria By Alain Deletroz-euobserver

GENEVA, 26. Feb, 19:14-It is nearly five years since Syrians first took peacefully to the streets in hope of a better future. Since those protests were viciously put down by the regime and that country slid slowly and inexorably into war, there has rarely been cause for optimism on Syria.Although peace remains a distant prospect, the agreement reached in Munich this February is one of those rare yet fragile moments where optimism has a place. It is a moment though that needs to be grasped and held.We have seen before how fleeting such moments can be. A similar agreement was struck in Geneva way back in 2012, when the war was still a relatively local affair.Lacking in urgency, that agreement went largely ignored and was ultimately unenforced. Today the world - and Syria - are very different places.Europe is paralysed to act. The US wilfully declines to act. And Russia, currently the biggest bomber of civilians in Syria, acts mostly to obstruct constructive engagement towards any political solution that would mean the end of Syrian leader Bashar al-Assad’s power.A deeply bitter and unimaginably complex war has taken hold.Countless UN resolutions, statements, ceasefires agreements and communiques have been issued: all ignored. All the while, warring parties bomb more hospitals and schools and have forced over ten million Syrians from their homes. It is little wonder that Syrians have little faith in the international community's resolve to end the crisis. They are understandably cynical about the agreement in Munich and will measure its success in simple terms: if the bombs stop falling and the sieges are lifted.Any scepticism they have is well founded. The day before the agreement was reached, four hospitals in Aleppo and Idlbib provinces were decimated by pro-Assad jets. In one attack, 25 people were killed when a Medecins Sans Frontieres hospital in Idlib province was bombed four times in minutes.Around the world, domestic concerns take precedence over this barbarism in the minds of leaders. In Russia, for example, public support for the country’s adventures in Syria is running high. When Russian jets bombed around 900 targets in Aleppo in early February, state broadcasters told the Russian public not of the suffering wrought but of the awesome might of Russian bombers and of the heroic feats of its pilots in the skies above Syria. On one hand, we hear from all corners that there is no military solution to the crisis. But warring parties and their backers in Saudi Arabia, Iran, Russia or Western countries, are doing their best to prove such assertions wrong. Each day of destruction and vengeance moves everyone further away from peace.Ongoing carnage serves only to crystallise one thing in the minds of many Syrians: they will never accept a peace deal that keeps a brutal dictator in power or elevates extremist thugs to positions of influence. If they see this fate coming they will fight on endlessly or flee the country in even higher numbers - and many, many more will arrive on the shores of Europe. European leaders must recognise this now.It is time for European countries - the same countries from where up to 60 million refugees fled during World War II - to stop bickering amongst each other about how to accommodate 1 million refugees into a vast union of 500 million inhabitants. It is time for their leaders to stop acting like selfish, short-termist populists that turn away in times of adversity. It is time for Europe to speak with one voice, to speak loud and clear to leaders and publics alike that now is the time for a ceasefire to start, a ceasefire that offer Syrians genuine protection and sets the stage not for more war but for an agreement that finally respects the hopes and dreams of those brave Syrians who took peacefully to the streets in 2011.Alain Deletroz is an executive in residence at the Geneva Centre for Security Policy, a Swiss-based foundation, and a former vice-president of the International Crisis Group, a Brussels-based think tank.

Zika and Ebola: A taste of things to come?-By Dr Seth Berkley CEO of Gavi, the Vaccine Alliance-26 February 2016-bbcnews

Ebola. Zika. Both diseases that were unknown to many until recently. But there have been huge outbreaks of both - and each time scientists and global health experts were caught off guard. In this week's Scrubbing Up, Dr Seth Berkley, CEO of the Gavi, the Vaccine Alliance suggests Ebola and Zika may be followed by other public health emergencies fuelled by other lesser-known diseases.First it was Ebola and now Zika; two official World Health Organization (WHO) Public Health Emergencies of International Concern within as many years. Both diseases have been known about for decades, and yet in both cases no vaccines or drugs were available when we most needed them. So what's going on? Is this just a terrible coincidence, being caught off-guard like this twice in such quick succession, or is it part of a worrying trend and a taste of things to come? At first glance it wouldn't appear that the two diseases have much in common. One is difficult to catch but a ferocious killer, while the other spreads with ease but is relatively harmless to the vast majority of people infected.Yet, in both cases there is something novel, either in the way the virus has spread or in how it affected people which has made the outbreaks more of a threat. In global health security terms that is a real concern, because such sudden changes of modus operandi can not only make public health threats even more difficult to predict or anticipate than normal, but also make all the difference between a localised outbreak and global pandemic.Even more worrying is the fact that with changing trends in human and animal migration, increasing urbanisation, the density of mega cities, the rise in antimicrobial resistance and climate change, such threats could become increasingly more common. In the case of Ebola, what changed was its ability to spread.Historically Ebola's aggression has been its own worst enemy; the virus often immobilising and killing its hosts before they had the opportunity to infect others, limiting its spread mainly to contact with the deceased.Because of this, for decades it remained a relatively low impact disease, confined to small outbreaks in remote and relatively unpopulated rural regions. What changed in West Africa was that for the first time it was able to reach more densely populated urban areas, increasing its ability to spread almost exponentially. With Zika it was different. It had been believed to be a relatively benign disease, producing only mild flu-like symptoms - if any at all.Because of this there was little concern about the spread of this mosquito-borne disease as it crossed continents. But now with a Zika outbreak suspected as the most likely cause of a sudden spike in cases of microcephaly in Brazil - which can cause babies to be born with abnormally small heads - we have another global health emergency on our hands, particularly if reports of sexual transmission prove valid and its spread is not limited to mosquitoes. If Zika is a factor with microcephaly, it is not entirely clear why. In the seven decades since Zika was first discovered, such horrific complications have never before been observed.A form of nerve damage, called Guillain-Barré syndrome, has been seen a small number of people, and in the case of pregnancies there were 17 cases of malformations of the central nervous system in foetuses following an outbreak in French Polynesia in 2014.However, even then Zika was not implicated until recently, and only after the alarm was sounded in Brazil. So, why now? It could simply be something we only see as a result of scale - 1.5m cases of Zika in Brazil, compared to just 30,000 in the worst previous outbreak.Or it could just be that surveillance in Brazil was good enough to detect it, picking up both increases of Zika and microcephaly immediately, compared to West Africa where poor health systems meant it took three months before Ebola was first confirmed.Or it could be that the virus has mutated to a more virulent strain.Regardless, the fact remains that it could take years before we establish a conclusive link with microcephaly, and possibly even longer before we understand the epidemiological factors leading to its sudden emergence now. What is clear is that in addition to mosquito control in affected countries what may also be needed is another new vaccine. But unlike Ebola, we don't have several candidate vaccines lined up, waiting in the wings which we can rapidly steer through clinical trials. Thanks to Ebola, industry has now been faster to react and commit to develop a vaccine or adapt existing ones, but it will still likely be years before one is ready. However, why does it take a global health emergency for us to even realise no vaccine exists in the first place? Part of the problem is that for some serious diseases there is simply no profit in prevention, which means that if we want to avoid epidemics we cannot expect industry to provide the solution.Instead governments, public funders and private donors need to share the costs, and they need to do so now, rather than waiting until the next epidemic. The good news is that we now already have an idea of where to focus our attention. In December the WHO brought together scientists and clinicians who came up with an "initial list" which reads like a most-wanted of the worst eight diseases, including Ebola and other haemorrhagic fevers like Marburg and Lassa fever. They also flagged a sub-set of three other serious diseases that also needed urgent attention, which included Zika. And therein lies the point. None of the diseases on the list were particularly surprising. They are known threats, it's just that they are not big enough threats to have warranted the world to rally round and put in place the incentives to develop vaccines, at least not yet. What Zika and Ebola have both taught us is that we can't assume pathogens will continue to behave the same way.We need to stop waiting until we see evidence of a disease becoming a global threat before we treat it like one.
