Here’s a part of the political calendar that nobody in the Republican Party seems to have noticed: This spring, just as the GOP nomination battle enters its final phase, frontrunner Donald Trump could be forced to take time out for some unwanted personal business: He’s due to take the witness stand in a federal courtroom in San Diego, where he is being accused of running a financial fraud.In court filings last Friday, lawyers for both sides in a long-running civil lawsuit over the now defunct Trump University named Trump on their witness lists. That makes it all but certain that the reality-show star and international businessman will be forced to be grilled under oath over allegations in the lawsuit that he engaged in deceptive trade practices and scammed thousands of students who enrolled in his “university” courses in response to promises he would make them rich in the real estate market.Although the case has been winding its way through the courts for the past five years — and Trump has denied all wrongdoing — the final pretrial conference is now slated for May 6, according to the latest pleadings in the case. No trial date has been set, but the judge has indicated his interest in moving the case forward, the pleadings show.“This is pretty amazing,” said Scott Reed, a veteran Republican Party consultant, about Trump’s upcoming due date in federal court. “Usually, you clean this stuff up before you run for president.”Trump’s new lead lawyer in the case, Daniel Petrocelli, best known for representing one of the slain murder victims in a civil suit against O.J. Simpson, did not respond to emailed questions about Trump’s upcoming testimony, including how long he expects his client to be on the witness stand.As noted by Yahoo News last week, the Trump University case has already intruded on Trump’s political schedule. Exactly what he said in the deposition remains under seal, but lawyers for Tarla Makaeff, a California yoga instructor who is the lead plaintiff in the case, cited portions of his testimony (blacked out in her pleadings) to support their contention that Trump has threatened to ruin her financially for bringing the lawsuit and that she needs protection from his “retaliation.”But the upcoming civil trial could be a much bigger burden on Trump’s time. If it takes place in May, that would put it in the middle of the final phase of the GOP primary schedule: Nebraska and West Virginia vote on May 10, Oregon on May 17, and Washington state on May 24. Then on June 7, the biggest prize of all: the California primary (with 172 delegates at stake). New Jersey, Montana, New Mexico and South Dakota vote the same day.While it is unclear how long the trial over Trump University will take, both sides have submitted lengthy witness lists: 72 individuals have been identified as prospective witnesses by the two sides. The case shows little sign of being settled. Trump just last December hired Petrocelli, a master litigator, and he recently identified 965 trial exhibits he expects to use at trial, including PowerPoint presentations, course curriculums, emails, letters, videos and other material. Picking jurors who have neutral views on Trump could present another time-consuming hurdle.The core case revolves around the operations of a school Trump launched in 2005 with a promotional You Tube video, as well as ads that proclaimed, “I can turn anyone into a successful real estate investor, including you,” “Are YOU My Next Apprentice?” and “Learn from my handpicked experts how you can profit from the largest real estate liquidation in history.” The plaintiffs, former students at Trump University, allege they were misled into maxing out their credit cards and paying up to $60,000 in fees for seminars in hotel ballrooms and “mentoring” by Trump’s “hand-picked” real estate experts. The lawsuit against the school, which is no longer in business, alleges the seminars turned into little more than an “infomercial” and the Trump mentors offered “no practical advice” and “mostly disappeared.” New York Attorney General Eric Schneiderman filed a separate suit in 2013 alleging fraud on the part of the “university,” which was never an accredited institution and awarded no degrees.Trump’s lawyers have adamantly denied the charges. “None of it is true. No one was defrauded,” said Alan Garten, the Trump Organization’s general counsel, in an interview about the allegations last year. “The people that take these classes go into it with their eyes open. BRUSSELS, Today, 19:27-The European Commission and the Dutch EU presidency warned on Tuesday (23 February) of a humanitarian crisis in the Western Balkans and "especially in Greece,” adding that preparation for "contingency plans" was under way.The warning comes after border controls along the Western Balkan migration route were tightened in recent days in Austria and Macedonia.It is the realisation of a worst-case scenario becoming reality for EU authorities, in which Greece would be in effect cut off from the Schengen area and left to cope with hundreds of thousands of stranded refugees, while still being itself in the middle of an economic and social crisis.On Monday, Macedonia decided to deny entry to Afghan migrants and restricted access to Syrians and Iraqis.The move followed last week's decision by Austria to cap to 80 the number of daily asylum applications and to 3,200 the number of entries, also under the condition that the people go to another country to apply for asylum.The situation illustrates the growing rift between the actions of some EU and Balkan states and the common policies the European Commission and Germany have tried to put in place since the start of the migrant crisis last summer.The result is growing and potentially dramatic pressure on Greece, where 2,000 to 4,000 migrants arrive on the islands each day. Why Europe should fight Nord Stream II By Sijbren de Jong-FEB 23,16-EUOBSERVER

The Hague, Today, 09:02-Last week the European Commission published its long awaited gas package. The usefulness of the proposed measures on security of supply and oversight on bilateral energy agreements notwithstanding, it was interesting to see the biggest elephant in the room being notably absent from any of the proposals.The one development that threatens to unravel the entire Energy Union – the Nord Stream II pipeline – did not feature at all. Despite differences of opinion on whether or not EU law applies to the project, the risk that Nord Stream II confines the Energy Union to the dustbin is too high. For that reason, the commission would do well to not give ground and let the courts decide whether the project is in line with the law.Proponents of Nord Stream II claim that the project is strictly commercial. However, upon closer examination the project’s business credentials are dubious at best. At an estimated cost of €10 billion at a time when oil prices are at rock bottom, the consortium led by Russian state-owned gas company Gazprom would expand pipeline capacity when half of the existing transit capacity from Russia to the EU is in fact unused.Also, gas demand in Europe has gone down due to the competition from renewables and coal. Convincing business case, huh? The real goal is geopolitical. The project is to circumvent Ukraine, which the Kremlin views as an unreliable transit state and interfering with its desire for control of its strategic markets. If the pipeline is built, the Ukrainian route would pretty much cease to exist.-Politics, not business-The existing supply route through Poland could similarly be at risk. Kiev would lose over $2 billion a year in transit revenues; a death-blow to its fragile economy and Poland could find itself at the mercy of Gazprom and Russia. Through Nord Stream II Gazprom’s market share in Germany would increase from 40 percent to 60 percent, at a time when Brussels actually wants to lessen its dependence on Russian gas.What is more, with the Ukrainian route gone, as much as 80 percent of all Russian gas exports to Europe would flow via Nord Stream. Although the European Commission views destination clauses (i.e. contractual clauses that forbid the resale of imported gas to other countries) as illegal, it is not unimaginable that Gazprom will pump just enough gas through the pipes to supply Germany and perhaps a few other EU states, but not enough so that significant reverse-flow capacity would be available to Ukraine. This would mean that Kiev again has to knock on Putin’s door. Strictly business? I think not.-European Unity and Security at Risk-At a time when Europe buckles under the refugee crisis, Nord Stream II is an additional threat to the fragile unity that holds the EU together. The pipeline has alienated Germany from the Baltic States, Poland and other Central European countries. The German position, and particularly Angela Merkel’s support for the project, is downright peculiar given Merkel’s tough stance on Vladimir Putin over Russia’s aggression in Ukraine.You cannot push other EU Member States to stay firm on sanctions, yet strike a pipeline deal with the Kremlin at the same time. Italy’s Matteo Renzi was right in pointing out Germany’s double standards. Worse, the project directly contradicts every political goal agreed upon at European level concerning EU energy policy. Germany’s Ostpolitik handling of Nord Stream II is doing no favours for Berlin or Europe.Interestingly, hard security aspects appear wholly absent from the discussions at the EU level, despite the fact that naval movement in the Baltic Sea will be affected by the construction work throughout the whole building period.The transport of pipes will disrupt maritime traffic above and below the sea level across the whole length of the Baltic Sea, from Northwest Russia in the Finnish, Swedish, German and Danish exclusive economic zones, and right off the coast of Poland, and the three Baltic States.In light of the ongoing tensions with Russia, and the fact that building Nord Stream II will take many months and involves construction bases on Nato and EU territory, this is a factor to consider when assessing the broader security ramifications of the project. Perhaps this sheds a different light on why the Russian exclave of Kaliningrad is not used as a base for construction.A scenario of Russian area denial tactics under the cover of pipeline construction poses a risk to lightly defended areas such as the Swedish island of Gotland which will not see the return of troops stationed there until 2018. Worse, area denial vis-a-vis non-Nato member states Sweden and Finland would render the defence of the three Baltic States – if required in the event of a few "little green men" paying a quasi-permanent visit – even more complicated than it already is.These risks set aside, upon completion of the pipeline, you can expect the Russian navy to increase its presence in the area to "protect" Nord Stream II.-See you in court-According to the European Commission’s energy directorate general EU competition regulations apply to the whole project, including the offshore section. This would mean Gazprom has a problem, as it cannot simultaneously own the infrastructure, as well as supply the gas.However, the European Commission’s legal service in a recent opinion claimed EU energy market rules in fact do not apply. Finding a conclusive answer to this question is essential to determine whether Nord Stream II can be built.The European Court of Justice is an excellent place to settle disputes like these. Sure, you run the risk of losing the case, but the stakes are simply too high to rely on a political settlement which would likely undermine the Energy Union anyhow.Moreover, from a security point of view, the risks to the Baltic Sea region should not be underestimated. It’s got almost 8,000 categories: every species of fish, every chemical has its own tariff category. Importing a parka? Its tariff will depend on whether it's wool, or polyester for example.Trade deals are like poker games. Europe’s big offer comes with a big hope: that the US will open up its public bidding process to European firms. That way, European construction companies like Hochtief could bid on contracts to build US highways, or BMW could sell cop cars to American sheriffs.-Meat is 'underdog'-For the first time, the tariff offer makes clear what TTIP might do for consumers. Remove duties, and prices tend to drop. With tariffs on parts gone, cars could get cheaper. Per part, tariffs add just a few cents on the euro, but altogether European car manufacturers could save a billion euros each year, according to German Association of the Automotive Industry calculations. Manufacturers could then pass the savings on to consumers.Some duties are levied on foodstuffs. Right now, peppers from the US have an import tariff of up to 14 percent. Fish caught on US coastlines are charged up to 25 percent; raspberries 9 percent. Take those away, and it could make economic sense for American food producers to export to the EU – putting domestic farmers under pressure.Grain and meat, on the other hand, are largely left out of the reductions for now. “The meat industry is definitely an underdog,” says Pekka Pesonen, general secretary of the European Farmers Association (COPA-COGECA). Animal feed is produced much more cheaply in the US than in the EU. And for products like meat, “there are a lot of reasons it’s complicated to fully liberalise trade,” Pesonen says – animal welfare is more regulated in Europe, and using growth hormones is forbidden.Opening the agricultural market completely would be difficult for Europe’s small family farms in particular, as they already struggle to compete against industrial-scale farms. That means the back-and-forth over grain and meat is likely to continue.But the EU has to make a few offers here, too, because the US is eager to see the European agricultural market open up a bit. Pork or seed corn, for example, could be offered up for tariff cuts. The EU has yet to decide when the tariff cuts come into effect. The process is alarming for farmers, who aren’t eager to have their products used as negotiation tools.-Privileged industries-Both sides have placed conditions on their offers. There are 19 pages of tariffs on clothing, for everything from parkas to shoes, overalls and yarn. Tariffs hover between 9 and 12 percent, but the EU is offering total cuts, with an “R” for "reciprocity". In other words, we’ll cut ours only if you cut yours. The US, on the other hand, has made clear that cuts on textiles depend on opening a discussion over country-of-origin labels.For example, if a shirt is sewn in Vietnam but packaged in the US, is it “Made in Vietnam” or “Made in the USA”? Once that’s worked out, it’ll be possible to discuss whether the new duties apply to that shirt or not.Take a look at the EU’s confidential offer and it’s clear some industries have been privileged. Next to the many zeroes on the list are phase-in periods of three or seven years. Some aluminium products, for example, won’t be allowed into the EU duty-free for seven years.Hydraulic motors, too, have a grace period. Duties on LCD monitors won’t go down immediately; consumers will have to wait seven years for import duties to drop. That, in theory, will give these industries time to adjust to competition. But these measures are still being negotiated.Thus far, access to the specifics of the TTIP deal was limited to a small circle: Negotiators, government officials, the US Congress, the EU Parliament and 600-odd “trade advisers” in the US.-Public procurement promise-The tariff offer is a milestone for TTIP. Without concrete tariff reductions, concluding a trade deal would be impossible. In theory, such arrangements have to be handled by the World Trade Organisation (WTO); bilateral deals are, technically, forbidden by the WTO. Other states could file to have the deal overturned.But there’s an exception in the WTO rules: Article 24 of the General Agreement on Trade and Tariffs (GATT) states that a deal like TTIP is allowed when both sides drop their tariffs substantially and show that they’re making trade easier. Both the EU and the US have just done that.The EU is now waiting for the US to offer a substantial deal on public procurement. In a 15 September report obtained by Correctiv, the EU Commission says “it definitely expects that the US will offer to open public procurement at a future point in time, in exchange for the revised tariff offer”.That report also indicated that the US “promised to make a proposal regarding public procurement for the first time” when the EU and US put forth their symmetrical tariff reductions, eliminating 97 percent of all tariffs.Public bids are a major TTIP sticking point. The EU wants the US to finally open its markets to allow firms like Hochtief or BMW to compete when cities put out a call for bids on a new building or fleet of cars. The US is less than eager, because that would subject domestic companies - which are already allowed to bid on projects in the EU - to increased competition.The 12th round of negotiations started on Monday in Brussels. A deal to which Greenpeace is heavily opposed.The NGO sent out photos via social media and a press release to match at 8:34am - more than two hours before the official “photo opportunity” organised by the European Commission.This means that any media that needs images to accompany its coverage of the first day of the 12th round of talks on the Transatlantic Trade and Investment Partnership (TTIP) will have material that is, in any case, visually more interesting than the handshake between the two lead negotiators.However, by jubilantly saying “Greenpeace activists block secret TTIP talks”, the anti-TTIP lobbyists may have cheered too soon.The US and EU are still aiming to finishing the talks this year, EU commissioner Cecilia Malmstroem told Austrian newspaper Der Standard in an interview published Monday.A White House spokesperson recently said that a TTIP deal may not be finished before president Barack Obama leaves office in January 2017.But European Commission sources said last week that an Obama-term deal is still possible, and insisted that the White House had clarified that it still shared this aim.“It is possible to conclude the negotiations at the political level with the current administration,” an EU source said.“But we do not hide the difficulties, in light of the many issues that still need to be solved.“We would put all our energy in trying to get this negotiations forward but never to the sacrifice of substance, and never to the sacrifice of balance, in terms of interest of both sides.”Many Europeans have expressed worry that the deal could lower environmental standards and labour rights. According to Malmstroem, there would be “many months” to study the full text of the agreement between when the deal is signed, and when it is ratified and goes into effect.Currently, it is still open what sectors will be covered in the agreement, and how. At the moment nine sectors are on the table, including for example the car sector, medical devices, and chemicals.“What we aim to achieve during this week would be to have as clear as possible common understanding by both sides, including the regulators by both sides, about what it is the concrete objective that can be achieved in TTIP in each of these sectors,” said the commission source.-Two rounds-“So that once there is a clear common understanding about what is the concrete objective, then we should be able to, in the next negotiating round, to begin to work already on texts,” the source added.For example, the two sides are looking at whether they can reduce the number of inspections in the pharmaceutical industry. Under current terms, a company selling the same pharmaceuticals on both sides of the Atlantic would be visited by both regulators.The commission aims to have another two rounds of talks after this week's round before the end of July.“Our objective … is to try to make sure that before the summer break on all areas, or nearly all areas, we have texts, a consolidated text, with only a limited number of brackets,” the EU source said. Brackets are used in draft texts during negotiations to indicate that an agreement is not yet reached in that specific area.As talks intensify, public scrutiny will also focus on what presidential candidates say about their intentions on the agreement. But the commission is not yet comparing candidates to see which ones could potentially derail the pact.It noted that TTIP had a potentially higher degree of bipartisan support than some other free trade deals.“Many congressional Democrats will tell you they have never voted for a free trade agreement, but could consider voting for TTIP because Europe has higher standards for labour protection, higher standards for environmental protection,” the commission source said.

BRUSSELS, Today, 20:09-Engaged in a policy struggle with the European Commission, Italian prime minister Matteo Renzi is calling for more flexible fiscal rules, growth policies, a eurozone budget and cost sharing of the migrant crisis.The demands, which Rome says are "a far-reaching policy agenda and concrete proposals", are included in a nine-page document published on Monday (22 February) by the Italian ministry of economy and finances ahead of a visit to Rome by commission president Jean-Claude Juncker."Fiscal rules should prove their adequacy to cope with a challenging economic environment," says the document, entitled A Shared European Policy Strategy for Growth, Jobs, and Stability."A framework designed for normal conditions of growth and inflation has proved incapable to tackle effectively the impact of very low nominal growth on potential growth and on debt dynamics," it notes."These shortcomings have implications for the measurement of fiscal indicators on which policy recommendations are based and should be addressed. Price developments should be more effectively embedded in fiscal rules," the document adds.Renzi's governement, which has been asking for EU flexibility in the assessement of member states' budgets, says the commission’s communication on flexibility in the Stability and Growth Pact "marked a step forward in improving the policy mix"."It creates the appropriate incentives for reforms and investment. It strengthens the coordination between structural and fiscal policies triggering a virtuous circle: structural action and investments boost medium-term growth thus supporting consolidation of public finance," it says in the document.On the migration crisis, Italy, which is a front line country, says that sharing responsibility for the management of EU external borders "would represent a powerful response".It also calls for a "mutualised funding mechanism" of EU border management, "which could entail issuance of common bonds". Marking the start of a biennial US-Israeli ballistic missile defense drill in Haifa, Defense Minister Moshe Ya’alon said Monday that a new 10-year military aid package from Washington should be finalized “in the coming weeks.”“Israel has held talks over the last months on keeping its high-quality security in the Middle East with the goal of finalizing a budget for the next decade,” he said, speaking alongside US ambassador Dan Shapiro, after touring the USS Carney.The US and Israel have been renegotiating the military aid package, which currently stands at $3 billion annually. Opinion-Six EU double standards on Israel By Martin Konecny-FEB 22,16-EUOBSERVER

BRUSSELS, Today, 09:06-Over the last few months, the Israeli government has stepped up its accusations that the EU employs a “double standard” in relation to Israel.According to Israeli prime minister Benjamin Netanyahu, “there’s a natural tendency in the EU establishment to single out Israel and treat it in ways that other countries are not being dealt with.” This double-standards allegation has become the key Israeli talking point with regard to Europe, repeated at every opportunity.So let us check the facts. Are the Israeli claims true? Does Europe really hold Israel to a different standard than other countries? Yes: It turns out that Netanyahu is absolutely right. Europe does indeed apply double standards towards Israel - except that all of them happen to be to Israel's advantage rather than the other way around. Here are six examples.-Human rights-The EU has no subcommittee for human rights with Israel, although such bodies have been a standard component of the EU's relations with Mediterranean partner countries, from Morocco to Lebanon.Years ago, the EU yielded to Israel's refusal and agreed instead to a mere informal working group on human rights.Similarly, the EU-Israel action plan that has been in place for the last 10 years has the weakest human rights commitments of all EU action plans with neighbouring countries.Although the EU has deeper relations with Israel than with any other country in the region, Israel’s human-rights issues have been given the lowest priority.-International Criminal Court-The EU strongly supports the International Criminal Court (ICC). It uses trade and development agreements with many countries to encourage them to join the Hague Court, and has withheld assistance from Sudan and South Sudan which have refused to join.But in the case of Palestine, foremost EU states including the UK and France pressured president Mahmoud Abbas not to seek membership, which could lead to prosecution of both Israelis and Palestinians for war crimes.At the time, they claimed that ICC involvement could undermine the (defunct) Israeli-Palestinian peace process. Yet the same governments have led efforts to bring other countries embroiled in conflict - Sudan, Libya and Syria - to the Court through the United Nations Security Council, and condemned Russia and China for blocking the referral in the Syrian case.When Palestine eventually joined the ICC in April 2015, it was the first time that the EU did not issue a welcoming statement.-Sanctions-The EU applies sanctions to more than 30 countries around the world. Sanctions seem to have become the EU's default response to international challenges, with their use massively increasing in recent years.But Israel is not on the list.This is despite its well-known, large-scale violations of international law and human rights in the occupied territories, which are, moreover, making a peaceful two-state solution to the conflict practically impossible; expansion of settlements in the West Bank is just one example. Yet the EU does not apply even the mildest sanctions against those pushing for settlement expansion, or against extremist settlers who violently attack Palestinians and destroy their property.The few measures that the EU has taken so far - such as differentiated labelling of settlement products - are not sanctions, as the Israeli press likes to describe them. They merely ensure correct application of existing EU law based on its non-recognition of Israeli sovereignty in the occupied Palestinian territory.In contrast, to underscore its non-recognition of Russian sovereignty over Crimea, the EU has imposed real, sweeping sanctions, including a ban on all trade with and investment in the peninsula.-Security-The EU often emphasises its commitment to Israel's security, but rarely mentions the security of the Palestinians. This is despite the fact that the latter have been suffering far greater levels of insecurity and much higher casualties during decades of conflict.The EU affirms Israel's right to defend itself against Palestinian attacks but never says whether the Palestinians have a right to defend themselves against Israeli attacks, within the bounds of international law.The EU also regularly calls on Palestinian militant groups in the Gaza Strip to stop firing rockets and mortars on Israel, but not on Israel to curb its almost daily attacks, which also have been shown to violate international law.In 2015, there were 35 attacks from Gaza that caused no Israeli injuries or damage. In the same year, Israeli forces conducted 56 raids into Gaza and opened fire on Gazans in over 600 cases, killing 25 people and injuring over 1,300.These incidents often target civilians who pose no threat. Yet the latest EU Council conclusions on the conflict once again only addressed rocket fire by Palestinian militants.-Quartet principles-As part of the Middle East Quartet, the EU demands that any Palestinian government recognise Israel, accept previous agreements and renounce violence.In 2006 and 2007, the EU financially boycotted Palestinian governments that included Hamas as they did not commit to these three principles. The EU's stance contributed to the disastrous political split between Gaza and the West Bank that lasts until today.Yet neither the Quartet nor the EU have demanded that the Israeli government adhere to the same principles. In fact, Israel would hardly pass the test: it has not recognised Palestine, does not abide by key elements of past agreements including the Oslo Accords or the Roadmap, and frequently resorts to violence to sustain the occupation.But rather than holding Palestinian and Israeli governments to the same principles, the Quartet has employed them as one-sided demands.-Nuclear weapons-Europe tolerates Israel’s undeclared nuclear weapons arsenal and its evasion of international inspections.In fact, it was France and Britain that secretly helped Israel to get “the bomb” in the 1950s and 60s. Germany still provides Israel with government-subsidised submarines, while reportedly knowing that Israel arms them with nuclear missiles.Europeans often vote against international resolutions calling on Israel to join the Non-Proliferation Treaty (NPT), which would open its nuclear facilities to inspections.This stands in stark contrast to the immense pressure the EU put on Iran to curb its nuclear programme, notwithstanding the differences between the two cases.Undeniably, Europeans - and Germans in particular - have a vast historical debt to the Jewish people, which factors into their stance on Israel's nuclear weapons. But it remains that there is a double standard in Israel's favour.-Redressing the imbalance-Some inconsistencies in foreign policy are inevitable - Israel is not the only area in which the EU is guilty of double standards. The reasons for Europe’s privileged treatment of Israel are multiple, and many of them are easy to understand: cultural affinity, historical guilt, sympathy for democracies, and admiration for cultural and scientific achievements (as well as organised pro-Israel lobbies).Yet Europe has every reason to redress its imbalanced approach to the Israeli-Palestinian conflict and be more even-handed. After all, as the Israeli government rightly says, the double standard “prevents the EU from being an honest broker in the conflict.”And while there is no effective broker willing to hold both sides to the same standard, the very possibility of a peaceful solution is rapidly disappearing, promising more violence and instability on Europe’s doorstep and more fuel for global extremism in the decades to come.Martin Konecny runs the European Middle East Project (EuMEP), a Brussels-based NGO

An Israeli-developed “nano-nose” could help homeland security officers sniff out explosives — as well as drugs, large amounts of cash, and even small metal items that are banned from planes. “And we do it with far less false positives than dogs or other technologies that are being used now to analyze the odor of explosives and other items,” said Matan Barami, chief chemist at Israeli nanotech start-up Tracense.Barami was speaking Monday at this year’s edition of NanoIsrael, a biennial event on the burgeoning Israeli nanotechnology industry. Over the past nine years, Israeli nanotechnology researchers have filed 1,590 patents (769 granted so far), published 12,392 scholarly articles on the subject, and had 129 nano-success stories, which include establishing start-ups, selling ideas or technology to multinationals, licensing a patent, etc., according to Rafi Koriat, chairman of the event at Tel Aviv University.The conference, Koriat said, is a place for top researchers and leaders from Israel and abroad to meet and discuss the latest developments in nanotechnology, “and provides visitors with a first look at cutting-edge technologies, leading scientific achievements and unique business and investment opportunities.”Tracense, which developed the world’s first nanotech-based “electronic nose” to sniff out security threats, including bombs, biological warfare agents, and toxic liquids and materials, could be included in that “latest developments” category. “We use nanotechnology to treat electronic wires that respond to the ‘smell’ of objects, comparing them to very specific odor profiles we equip our Tracense device with. Sensors detect an odor and send its profile to the wires, which respond when a substance that shouldn’t be there shows up.”Although most people don’t realize it, “smell” is just a manifestation of specific molecules, with each smell giving off its own specific chemical qualities. Detecting an odor, thus, is just a matter of figuring out which molecules are being “smelled” — no biggie for modern science, with several systems in use to do just that, using analytical chemistry-based equipment.While there are such systems on the market, said Barami, they do not use nanotechnology, and thus are not accurate enough to use in “live” situations at airports, bus stations, and shopping centers. “Most systems, for example, will detect whether there are traces of fertilizers — which can be used to manufacture bombs — on a person. But what if he or she is a farmer?” That’s one reason similar systems are not widely used — and why Tracense will be when it hits the market, “because our system can distinguish between the chemical composition of fertilizer when it is used for farming, and the changes it undergoes when it’s used for bombs,” added Barami.Dogs have a much better record than most “artificial noses,” but deploying them on a wide basis makes people uncomfortable, “and you can’t have a dog sniff every person or every piece of luggage.” With a Tracense device unobtrusively stationed at the appropriate place in the airport, people won’t even know they are being inspected, Barami continued.The Tracense system uses an electric sensor to detect molecules, with the information passed on to wires equipped with nano-sensors. Each sensor stores a smell profile, so when an odor is detected, the system provides a very specific reaction. In numerous beta tests, the Tracense system has been able to detect ultra-low concentrations of explosives, including improvised explosive devices and home-made explosives from solid particles, gaseous streams and liquid samples, the company said.Technically, the Tracense system could be programmed to detect any odor on earth, and it may just be deployed in other areas, such as in medicine. “The system could certainly detect bacteria, insulin, sugar and other things,” added Barami, but for now the company is concentrating on the homeland security market.The system should be available commercially “soon,” said Barami. “We are putting the finishing touches on our odor profile library, and I imagine it will be very popular, considering that we are able to do something that no one else can.”

Days after an Israeli man was killed by Palestinian assailants at a Rami Levy grocery store in the Sha’ar Binyamin settlement, the discount supermarket chain on Monday announced that bolstered security measures would be implemented at all of their stores in the West Bank.The announcement came after two senior Rami Levy executives attended a security hearing at the request of police who, after the attack, said the store’s lax security was partly to blame for the Thursday stabbing that killed 21-year-old off-duty soldier Tuvia Yanai Weissman.Under the new security measures outlined by police, Rami Levy locations in the West Bank must be equipped with security cameras, metal detectors and an increased number of guards, Channel 2 reported.Police noted the hearing was held in a “positive atmosphere” and said the Rami Levy representatives offered to extend the ramped up security measures to some of their Jerusalem locations.The executives said a metal detector had already been erected at the store in Sha’ar Binyamin.According to a report Monday in the Hebrew-language NRG news website, Israeli security forces have barred Palestinians under the age of 25 from entering Sha’ar Binyamin Industrial Zone until further notice.Like dozens of other attacks in recent months, the fatal stabbing on Thursday was carried out by two Palestinian teens, Omar Rimawi and Ihad Sabah, both 14, from the nearby village of Beitunia outside Ramallah.Investigators found that Rimawi and Sabah, who stabbed Weissman to death and seriously wounded another man, were able to bring knives into the store without being inspected by the security guard at the entrance.Security footage from the attack showed that three Palestinians sought to enter the supermarket. A security guard turned one away, but allowed Rimawi and Sabah in without a physical check.After the attack, officials ordered the store shuttered until serious security flaws were remedied. On January 17, Morad Bader Abdullah Adais went into his kitchen, took a knife that his family used for cutting meat and decided to use it to kill Jews, according to the indictment filed against him Monday.Earlier that day, the 16-year-old had been watching Palestinian television, notably the “Falastin” and “Ma’an” networks, and videos posted on Facebook, which described Israeli soldiers as murderers who “disgraced young Palestinian women,” Adais told his Shin Bet security service interrogators.At approximately four o’clock in the afternoon, Adais took the six-inch (14-centimeter) knife from his kitchen and set out for Otniel, where he planned to kill residents and eventually “die a holy death as a martyr.”According to the indictment, he then climbed the fence into the Otniel settlement and began searching for a victim.A short time later, Adais spotted Dafna Meir, a 39-year-old biological mother of four and foster mother to two. Meir, a nurse at Beersheba’s Soroka Medical Center, was speaking on the phone in her house.Meir, as a religious woman, had her hair covered and was clearly identifiable as a Jewish resident of the West Bank settlement.After a few minutes, Meir hung up the phone and handed the device to one of her children. As she walked outside, Adais ran at her with the knife in his hand.Adais plunged the knife into her stomach in the doorway to her family’s home. Meir and her children began screaming as she grappled with the terrorist, trying to push him out of the house and away from her and her kids, the indictment said.But Adais overpowered the mother of six. He stabbed Meir a number of times in the upper body before finally stabbing her in the head, above her right eye, according to the charges against him.Adais tried to remove the knife in order to continue his rampage, but was unable to do so. He fled the scene, as Meir lay on the floor of her kitchen bleeding to death.When Adais returned home, he “realized that he had blood on his left hand, and washed it off. Afterwards, he sat down to watch a movie with his family,” according to the indictment.Two days later, on January 19, soldiers of the Israel Defense Forces’ elite Duvdevan Unit arrested Adais in the nearby village of Beit Amra. He was handed over to the Shin Bet for questioning. There he confessed to the murder and provided many of the details in the case.In addition to the crime of murder, Adais has been charged with illegally carrying a knife.

US Ambassador to Israel Dan Shapiro recently went for a spin on Israeli company MobilEye’s driverless car and left impressed.Shapiro joined MobilEye CEO Ziv Aviram for a drive on a highway outside Jerusalem, in a vehicle sporting MobilEye’s innovative autonomous car technology.“I have to say this is the first time I’ve ever been in a vehicle where the driver was not in control and I already feel much much safer than I ever would have imagined,” Shapiro said in a video of the ride released by the US Embassy on Thursday. “I can see that it’s probably safer than if a driver was in control of the vehicle, because drivers can be distracted but this vehicle cannot.”MobilEye currently sells driver assistance technology intended to prevent accidents. In recent years it has been one of the major developers of autonomous car technology, and its systems come preinstalled in cars made by companies including Audi and Tesla Motors. It’s systems use video cameras and advanced algorithms to identify and respond to other vehicles, bends in the road, pedestrians and traffic signs.“His hands are not on the wheel, his feet are not on the pedals, and the car is able to completely navigate at a safe speed and aware of all its surroundings,” an enthusiastic Shapiro said in the video.“So it’s pretty impressive and I’m looking forward to ‘driving’ one of these myself.”MobilEye raised nearly a billion dollars in its initial public offering at the New York Stock Exchange in July 2014, making it the largest ever Israeli IPO.
