WASHINGTON (AP) — The Obama administration, frustrated by Syria's ongoing violence, told Russia on Tuesday to "put up or shut up" about implementing a ceasefire in the Arab country, even as the U.S. backpedaled from an agreement for the truce to begin by Friday.Washington and Moscow announced after at a conference in Germany last week that the ceasefire would start by Feb. 19, raising hopes of a major breakthrough in a war that has raged for nearly five years, killed more than 250,000 people, beset Europe with its worst refugee crisis since World War II and helped the Islamic State emerge.But State Department spokesman Mark Toner on Tuesday only stressed the need to "see some progress on a cessation of hostilities in the coming days." Oil prices recently plummeted to under $30 a barrel, the lowest in 13 years.The four countries made their announcement following an unexpected, closed-door meeting on Tuesday in the Qatari capital of Doha that pointedly did not include Iran. They agreed to act only if other producers made similar freezes.Asali said the fall in oil prices should be blamed on oversupply and that it was up to Saudi Arabia and others to cut down production to boost oil prices. He said the four nations that participated at the Doha gathering could stabilize oil prices on their own — if they cut their production by 2 million barrels a day."These countries increased their production by 4 million barrels when Iran was under sanctions," Asali was quoted as saying by the Shargh daily. "Now it's primarily their responsibility to help restore balance on the market. There is no reason for Iran to do so."Iran is eager to ramp up its exports now that sanctions related to its nuclear program have been lifted, saying recently it aims to put another 500,000 barrels a day on the market. Figures from the International Energy Agency show it pumped 2.9 million barrels daily in December, before sanctions were lifted.Iran used to export 2.3 million barrels per day but its crude exports fell to 1 million in 2012.On Tuesday, Iran's petroleum minister, Bijar Namdar Zangeneh, signaled the Islamic Republic has no intention of giving up its share of the market. I saw fires rising to heaven. The angel said, This is the final judgment. My church shall be purified, protected and ready for the final day. Men will die from thirst. Water shall be scarce all over the Middle East. Rivers shall dry up, and men will fight for water in those countries.The angel showed me that the United Nations shall be broken in pieces because of the crisis in the Middle East. There shall be no more United Nations. The angel with the sickle shall reap the harvest.

A new analysis reveals that global water scarcity is a far greater problem than previously thought, affecting 4 billion people—two-thirds of the world’s population—and will be “one of the most difficult and important challenges of this century.”Previous analyses looked at water scarcity at an annual scale and had found that water scarcity affected between 1.7 and 3.1 billion people. The new study, published Friday in the journal Science Advances, assessed water scarcity on a monthly basis, more fully capturing the specific times of year when it could be an issue.“Water scarcity has become a global problem affecting us all,” study co-author Arjen Hoekstra, a professor of water management at the University of Twente in the Netherlands, said.The study found that almost half of the 4 billion affected by severe water scarcity for a month or more are in India and China. Millions of others affected live in Bangladesh, Nigeria, Pakistan and Mexico.The U.S. is far from immune to the problem, with 130 million people affected by water scarcity for at least one month a year, mostly in the states of Texas, California and Florida. And among the rivers the study notes that are fully or nearly depleted before reaching their end is the Colorado River in the West.There are also half a billion people who face severe water scarcity year round, the analysis found.From study:“Direct victims of the overconsumption of water resources are the users themselves, who increasingly suffer from water shortages during droughts, resulting in reduced harvests and loss of income for farmers, threatening the livelihoods of whole communities. Businesses depending on water in their operations or supply chain also face increasing risks of water shortages. Other effects include biodiversity losses, low flows hampering navigation, land subsidence and salinization of soils and groundwater resources.”The study concludes that “[m]eeting humanity’s increasing demand for freshwater and protecting ecosystems at the same time … will be one of the most difficult and important challenges of this century.”The new publication follows a pair of NASA studies led by researchers from the University of California Irvine that showed that the impacts of global warming along with growing demand has caused the world’s water supply to drop to dangerous levels.“The water table is dropping all over the world,” Jay Famiglietti, senior water scientist at NASA’s Jet Propulsion Laboratory, said at the time. “There’s not an infinite supply of water.”“We need to get our heads together on how we manage groundwater,” Famiglietti added, “because we’re running out of it.”
