China’s central bank faces a difficult choice. Raising the yuan fixing on Monday to match last week’s dollar drop would undo much of the benefits of January’s depreciation. Any overt weakening bias after the week-long holiday risks worsening global market turmoil.The monetary authority will probably choose the middle road and boost the daily reference rate slightly, according to Credit Suisse Group AG, which expects a fixing of around 6.52 to the dollar. That translates to a gain of 0.17 percent from Feb. 5, compared with a 0.9 percent retreat in a measure of the greenback. The offshore currency strengthened about 0.5 percent while China was on the Lunar New Year break.“They have to take into consideration the big drop in the dollar while they were away,” said Nizam Idris, head of foreign-exchange and fixed-income strategy at Macquarie Bank Ltd. in Singapore. “But unfortunately for China, they’ve made it such that the market tends to read the fixing as a signaling tool, and that makes Monday’s reference rate very important.”The People’s Bank of China has to tread a fine line between boosting the slowest economic growth in 25 years and avoiding a depreciation sharp enough to trigger capital outflows and a currency war. Foreign-exchange reserves fell $99.5 billion in January, the second-biggest drop on record, as the PBOC limited the yuan’s decline. Data scheduled to be released Monday will probably show exports contracted for the seventh straight month, making the case for a strong currency more difficult.-Outflow Risk-PBOC Governor Zhou Xiaochuan said there’s no basis for continued depreciation of the yuan because the balance of payments is good, capital outflows are normal and the exchange rate is basically stable against a basket of currencies, according to an interview published Saturday in Caixin magazine.The onshore yuan has declined 1.2 percent this year, adding to the risk of further outflows. An estimated $1 trillion of funds left the country in 2015, more than seven times the amount of the previous year, as the yuan plunged 4.5 percent. This came as the PBOC devalued the currency on Aug. 11 in a move that rattled global markets and sent equities and commodities into a tailspin.The monetary authority has stepped up efforts to stem the exodus, warning speculators that they will be punished. It intervened in the Hong Kong market last month after the yuan’s offshore exchange rate sank to a record discount to the onshore rate. Apart from selling dollars, the monetary authority also gave guidance to some Chinese lenders in the city to suspend yuan lending to curb short selling, a move that contributed to the overnight interbank lending rate surging to an all-time high of 66.8 percent on Jan. 12.-’Plan Unchanged’-“We do not expect the fix to be too strong over the course of the week as they don’t want a strong currency in general,” said Roy Teo, Singapore-based senior currency strategist at ABN Amro Bank NV, which Bloomberg data show had the most-accurate forecasts for the yuan last year. “Their plan, which has not changed and will not change, is basically to have a gradual depreciation of the currency against a trade-weighted basket. They will move along with the flow but there will not be too strong a yuan.”Teo was referring to the CFETS RMB Index, which the PBOC unveiled in December while saying that the yuan’s performance shouldn’t be measured against the dollar alone. The basket is composed of 13 currencies, with weightings based mainly on international trade. The dollar has the largest share with 26.4 percent, followed by the euro and the yen with 21.4 percent and 14.7 percent, respectively.-Limited Room-Authorities can keep the exchange rate basically stable against the basket because the nation has ample currency reserves and a solid financial system, the China Foreign Exchange Trade System said earlier this month. The nation needs to keep the yuan steady to limit outflows, according to Goldman Sachs Group Inc. The difference is that injections are temporary and can be scaled back if policy makers don’t roll over lending facilities, whereas a RRR cut is more permanent."The actions taken already arguably have taken away the need for an immediate ‘announcement event’ of a reserve ratio cut, which could have hit sentiment towards the yuan further," said David Mann, chief Asia economist at Standard Chartered Plc.China has no incentive to depreciate the currency to boost net exports, and there’s no direct link between the nation’s gross domestic product and its exchange rate, Zhou said in the Caixin interview. Capital outflows need not be capital flight, and it would be hard to implement tighter controls because of the size of global trade, the movement of people and the number of Chinese living abroad, he added.The country will not peg the yuan to a basket of currencies but rather will seek to rely more on a basket for reference and try to manage daily volatility versus the dollar, Zhou said. Only on the streets of cities like Cairo, Abuja or Tashkent can you gauge just how much pressure developing countries are under to ease controls on their currencies.Individuals and businesses in five nations across central Asia, the Middle East and Africa are paying anywhere from 4 percent to 136 percent more than official exchange rates to get their hands on dollars, according to a Bloomberg survey. So-called black markets flourish at times when there’s a shortage of greenbacks and are one indicator of how much a currency should be allowed to depreciate to reach its fair value.Central banks that uphold pegs have been under strain after tumbling commodity prices and slowing global growth weakened currencies from Brazil to Russia by at least 19 percent in the past year. In the four months that followed China’s shock devaluation of the yuan in August, Kazakhstan, Argentina and Azerbaijan abandoned control of their exchange rates to boost competitiveness and avoid draining reserves.“There is enormous pressure on some of the pegs in emerging markets, with the unofficial rate diverging significantly from the official one,” said Bernd Berg, an emerging-markets strategist at Societe Generale SA in London. “Countries like Nigeria are maintaining fixed exchange rates that are unsustainable. Once the pegs break, investors in the local currency face significant losses.”In Argentina’s case, the move to a free float in December eliminated the 4.2-peso gap between the official and black market rates. In the months prior to the move, it cost as much as 50 percent more to buy the currency on the street than at the central bank rate.That premium is similar to what currency vendors in Nigeria’s capital Abuja are charging for dollars now, while hawkers in Tashkent are demanding more than double to convert the Uzbeki soum. The cost to buy the U.S. currency in unregulated trading in Egypt keeps rising even after the central bank devalued the pound three times last year.The street rate “is a better reflection of where a market-based rate should be," said Simon Quijano-Evans, the chief emerging-markets strategist at Commerzbank AG in London. It shows “how domestic participants and individuals really feel about their currencies,” he said.The existence of a black market isn’t the only indicator that a country may be on the verge of changing currency policy. Under these pressures, central bank reserves fell to $28 billion this month, the lowest in at least five years, while an executive director at the nation’s biggest company, Dangote Group, said last week the currency policy has created an “extremely tight” supply of foreign exchange. Non-deliverable forwards predict the naira will drop another 30 percent from the official rate to 288 in 12 months, approaching the black market level that exceeds 300 per dollar. -Angola-Currency: kwanza-The stress may be even greater further south in the continent’s second-largest oil producer. Angola has been reducing the amount of foreign exchange it makes available to banks and businesses over the past two years to stem the drain on reserves that fell to the lowest levels since 2011 last year. The central bank let the kwanza depreciate 24 percent in 2015 and another 15 percent last month. But that may not be enough, with hawkers selling the currency at a premium of 136 percent to the official rate at 161 on Friday.-Egypt-Currency: pound-Egypt’s ability to defend the currency with reserves has been crippled since the so-called Arab Spring uprising five years ago triggered political instability, drove out foreign investors and curbed tourism, one of the country’s biggest sources of hard currency. The pound, which has fallen 26 percent since the end of 2010, is still under pressure as street vendors in Cairo charge 8.75 to buy dollars, compared with an official rate of 7.83. Since taking over as central bank governor in November, Tarek Amer has sought to shore up confidence in the pound in part by paying foreign stock and bond investors the money owed to them that had been trapped in the country and by limiting some imports.-Uzbekistan-Currency: soum-A slowdown in China and a plunge in the currencies of Russia and Kazakhstan, Uzbekistan’s biggest export markets, are weighing on the central Asian economy. While low external debt and “large” international reserves provide a cushion, Uzbekistan is likely to allow the soum to weaken at least 15 percent this year to restore competitiveness, according to Per Hammarlund, chief emerging-market strategist at SEB SA in Stockholm. The black market rate of 5,950 in soum is more than double the official level at a record-low 2,837, according to data compiled by Bloomberg and the American Chamber of Commerce in the country. The central bank let the exchange rate slide 13 percent in 2015, compared with drops of 20 percent for the ruble and 46 percent for the tenge.-Tajikistan-Currency: somoni-This country of 8 million people borders Uzbekistan, Kyrgyzstan, China and Afghanistan in the heart of Central Asia. It relies on remittances from workers abroad, notably in Russia, for about half of its gross domestic product, according to SEB’s Hammarlund, who predicted the somoni will depreciate by about 30 percent against the ruble in the coming months. The Tajik currency dropped 25 percent last year and trades at 7.84 per dollar, compared with an unofficial rate of 8.15, according to data compiled by Bloomberg and figures from the American Chamber of Commerce in the capital Dushanbe.

Japan's bid to revive its once-soaring economy is on the ropes as an equity market bloodbath and resurgent yen threaten to knock Prime Minister Shinzo Abe's growth plan to the canvas.Abe met with his hand-picked central bank chief Haruhiko Kuroda for an emergency meeting Friday amid huge volatility on global markets, which is wiping out the gains Abenomics has achieved since the premier swept to power in late 2012.All eyes will be on Japan's fourth-quarter GDP data on Monday with many economists expecting a contraction of about 0.7 percent in the world's number three economy.That could deal a near fatal blow to Abe's easy money policies, which he hailed as the answer to beating the deflation blamed for holding back growth in the fast-ageing nation, analysts warned."The risk is not that Japan faces an imminent financial crisis or that the Abe administration could collapse, but rather that the government's economic programme simply fails to achieve its goals," said Tobias Harris, political risk analyst at consultancy Teneo.That would leave "Japan no more capable of reckoning with the implications of demographic decline than before Abe took power".Abe's plan -- big government spending, central bank monetary easing and reforms to the highly regulated economy -- appeared to bear fruit at first.The yen weakened sharply, which boosted Japanese exporters' profits and sparked a huge stock market rally that bolstered Abe's claim that "Japan is back".But sustained growth in the economy has been elusive and Abe's efforts to overhaul the economy have been widely criticised as half-hearted."(The plan) actually worked, but now it is moving in reverse," said Takuji Okubo, director of Japan Macro Advisors in Tokyo."Policymakers are not really helping to make Japan robust enough so that the economy can actually sustain growth... The king of Morocco has reportedly sent a veteran Moroccan Jewish negotiator to push for a meeting between Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas, in order to renew peace talks.Mohammed VI is making efforts to facilitate the meeting using Sam Ben-Shitrit, Channel 2 news reported Monday.Ben-Shitrit is the founder and chairman of the World Federation of Moroccan Jews, and has on a number of occasions acted as a middleman between Israel and Morocco, which do not have official diplomatic relations.According to the TV report, Ben-Shitrit has arranged a meeting between several unnamed high-level PA and Israeli public officials to take place later this week. Both Netanyahu and Abbas gave the okay for the meeting and even reportedly expressed willingness to meet each other.Morocco kingNetanyahu reportedly told Ben-Shitrit that the king’s plan is an opportunity to restart talks between Israel and the Palestinian Authority.In a recent meeting with Ben-Shitrit, Abbas, for his part, said he would be willing to meet with Netanyahu without agreed-upon preconditions for restarting negotiations, Channel 2 said.After that meeting, Ben-Shitrit is said to have sent a letter to Netanyahu quoting Abbas as saying, “At the beginning of next month, I will write a personal letter to Netanyahu proposing a meeting with him.”The Israeli and Palestinian leader have not held an official meeting in over five years; they were last photographed together in November 2015, shaking hands on the sidelines of the climate change conference held in Paris. Islamic State terrorists employed mustard gas against Kurdish fighters during battles in Iraqi Kurdistan last August, an unnamed diplomat confirmed Monday, Reuters reported.This marks the first documented use of chemical weapons in Iraq since the fall of strongman Saddam Hussein in December 2003, according to a source at the Organization for the Prohibition of Chemical Weapons (OPCW), Reuters said.Samples tested for the chemical, which causes burning to the eyes, skin and respiratory tract, came back positive after 35 Kurdish militants had become ill while fighting IS near Erbil, northwest of Baghdad and the capital of the autonomous Kurdish region in Iraq.Reuters also quoted an official as saying that the issue will likely be discussed when the OPCW Executive Council meets again in a month.According to Reuters, experts are unclear as to how Islamic State could have acquired the chemical weapons, or whether the group has access to more.Another diplomat told Reuters that the mustard gas could have come from a Syrian stockpile, which would point to the Syrian regime having concealed parts of its own chemical weapons program that was dismantled three years ago under international observers.“If Syria has indeed given up its chemical weapons to the international community, it is only the part that has been declared to the OPCW and the declaration was obviously incomplete,” the diplomat told Reuters.

The High Court of Justice has challenged a key component of the government’s controversial framework agreement to develop Israel’s newly found natural gas fields, questioning its ability to enshrine the terms of the deal for years to come, without Knesset legislation.In an opinion published Monday, the court expressed its reservations over a clause included in the agreement, which prevents the state from making any substantial changes to the framework deal for 10-15 years. It demanded the government respond to its questions within seven days.“We are focusing at the moment on the stipulations dealing with the stability of the deal, and with the question of whether this sort of clause is possible without legislation,” the court wrote.“In order to remove all doubts, we want to know whether there is any room to write this clause into law,” the statement added.The agreement would grant a two-company partnership — America’s Noble Energy and Israel’s Delek Group — the rights to develop the Leviathan gas field in the Mediterranean, the largest yet found in Israel’s territorial waters.The opinion was published following a Sunday appearance of Prime Minister Benjamin Netanyahu before the court where he urged the deal be approved, saying it was critical to ensuring Israel’s security and position in the Middle East.If the current deal isn’t approved, he told the panel of five justices, “we will lose our export potential to Jordan, Turkey, Egypt, the Palestinians and also the European Union.”The appearance by the prime minister at the High Court to defend the deal was nearly unheard of in the annals of the court, and came after Netanyahu, in his capacity as economy minister, requested permission to testify in person in response to a court challenge against the draft agreement.Netanyahu sought to convince the judges to dismiss five petitions submitted by opposition parties and a handful of NGOs seeking an injunction against the plan.The “stability clause” — which has been included at the behest of the gas companies, fearful that a change to the framework would affect the profitability of the project — has caused considerable opposition from the groups protesting the deal. A renowned Israeli professor of computer science says robots could take over most human jobs within the next 30 years, leaving mankind with a lot of free time and little to do.Moshe Vardi, of Houston, Texas’s Rice University, told the annual meeting of the American Association for the Advancement of Science in Washington on Saturday that society’s major challenge in the coming decades will be to find meaning in a mostly automated life.“We are approaching a time when machines will be able to outperform humans at almost any task,” Vardi said. “Robots are doing more and more jobs that people used to do. Pharmacists, prison guards, boning chicken, bartending, more and more jobs we’re able to mechanize them.With robots eliminating many middle-class jobs, Vardi said unemployment could rise beyond 50 percent.“I believe that society needs to confront this question before it is upon us: If machines are capable of doing almost any work humans can do, what will humans do? …The question I want to put forward is, ‘Does the technology we are developing ultimately benefit mankind?'”Vardi’s warning quickly made international headlines on Saturday.While many may relish the thought of an existence with few work hours and copious amounts of leisure time, Vardi said he was not at all certain this would be healthy to the human race.“A typical answer is that if machines will do all our work, we will be free to pursue leisure activities,” he said. “I do not find this a promising future, as I do not find the prospect of leisure-only life appealing. That seems to me a dystopia. The Israeli Robotics Association signed an agreement with a coalition of Chinese investors and the city of Guangzhou, one of China’s biggest industrial centers, to build a robotics R&D center in Israel dedicated to developing robot tech that China will be able to use to automate and modernize its massive industrial base.Zvi Shiller, a professor at the Department of Mechanical Engineering and Mechatronics Faculty of Engineering Ariel University and chairman of the Israel Robotics Association, said Israel is one of the most advanced countries in the world in robot development and research, “but we don’t have a lot of opportunity to deploy that technology because our economy is too small.“China is a major opportunity for us, and manufacturers there are very motivated to take advantage of our technology. If President Obama — or his successor — replaces the late Justice Antonin Scalia with a strong liberal, the Supreme Court’s balance will swing dramatically to the left in the coming years. It might well be the biggest ideological swing in recent memory.Indeed, American politics has not seen a moment like this one since 1987. That was when the retirement of moderate Justice Lewis Powell, who was the pivotal vote on many big issues, left the court with four strong conservatives and four strong liberals. (The latter included Sandra Day O’Connor, whose votes through 1987 had been quite conservative.) It was clear then that if the Democratic-majority Senate confirmed President Ronald Reagan’s first nominee, the very conservative Judge Robert Bork — as at first seemed likely — the court would swing hard to the right.Bork himself later told me and others that he would have been the fifth vote to overrule Roe v. Wade and a lot more liberal precedents. But Democratic senators and liberal interest groups went all out to stop him and succeeded by a 58-42 vote.Now the court has four strong liberals, three strong conservatives and one less consistent conservative, Justice Anthony Kennedy. He sometimes joins the liberal bloc on issues including abortion, gay rights and the death penalty. Kennedy also happens to be the Reagan nominee whom the Senate confirmed after Bork’s defeat.If and when a liberal replaces Scalia, therefore, the court will likely overrule or cut back sharply major conservative precedents including those limiting abortion rights, those restricting race-based affirmative action (in theory if not so much in practice) and those giving strong First Amendment protection to unlimited spending in election campaigns.Below is a quick rundown of what the court might do — not necessarily in the next year or two, but perhaps within five or so years — if a fifth liberal tips the balance.Race. A liberal replacement for Scalia would make a dramatic difference on racial issues, on which the court has long been deeply divided by 5-4, with conservatives in the majority, usually including Kennedy.These issues include racial affirmative action preferences in state university admissions, government hiring and employment, and other walks of life; Justice Department supervision of state and local voting rights laws; and efforts to make it easier for poor and black people to vote.Indeed, a liberal majority would almost certainly overrule the court’s application of “strict scrutiny” to “benign” racial preferences since 1978 and disregard its 2003 suggestion that racial preferences in state university admissions must end within 25 years, by 2028.The effect could be to ensure that racial preferences — a major priority of Democratic interest groups — will continue well past 2050 and perhaps far into the next century.Eric Holder, Obama’s first attorney general, spoke for many liberals when he asserted in 2012 that the previous 40 years of racial preference programs had been “a relatively small period of time in which African-Americans and other people of color have truly had the benefits to which they are entitled.”Holder continued: “I can’t actually imagine a time in which the need for diversity” — engineered, he implied, by racial preferences — “will ever cease.”Kennedy has sought (without much impact) to limit racial preferences in state college admissions and other government programs, while stopping short of joining Scalia and other conservatives in seeking to outlaw preferences. A liberal replacement for Scalia would cement a solid 5-4 majority for broad approval of racial preferences.Aggressive federal judicial efforts to force more spending on inner-city schools, which the court blocked in a big 1973 decision, might also be revived. On the other hand, liberals might be restrained by the fact that many urban school districts already spend more per student than ever before, and more than many prosperous suburban schools.Campaign finance regulation. A liberal replacement for Scalia would probably work a sea change on campaign finance regulation. The 5-4 Citizens United decision in 2010, a target of liberal disdain for upholding corporations’ First Amendment rights to spend unlimited amounts on campaigns, would almost surely be overruled.The court would also likely sweep away other precedents upholding unlimited “independent” campaign spending. This would gratify Democrats and to a large extent protect incumbent elected officials.But it would be seen by many Republicans as designed to solidify the Democratic advantage that, they say, comes for free from campaign coverage and commentary the unregulated, predominantly liberal mainstream news media. Congress has exempted media corporations from restrictions on spending in support of candidates.Other free speech issues. A liberal replacement for Scalia might well foreshadow Supreme Court support for speech codes and other limitations on controversial speech — seen by some as sexual or racial harassment — that the Obama Education Department and many universities have imposed on students.The court has not so far been active in this area. But the issue is bound to come before it in the next few years. More generally, while liberals were more friendly to free speech than conservatives for most of the 20th century, the reverse is now true.Abortion. Constitutional abortion rights have long rested on a precarious 5-4 majority, with Kennedy joining the four liberals on some (not all) key votes. A liberal replacement for Scalia would guarantee almost unlimited abortion rights, probably far into the future.Freedom of religion. A liberal replacement for Scalia would probably be the fifth vote to overrule the 2014 Hobby Lobby decision and require religious employers and other groups to provide health insurance including free contraceptives and take other actions that they say violates their freedom of religion.Environment. A liberal replacement for Scalia might well reverse decisions including the court’s 5-4 ruling last week temporarily blocking the Obama administration’s effort to combat global warming by regulating emissions from coal-fired power plants.Federal power. A liberal replacement for Scalia would cement a majority to sweep away virtually all limits on federal regulation of the economy, many of which have been dismantled already in the Obamacare decisions, with John Roberts, the usually conservative chief justice, writing for the otherwise-liberal majority.Gun rights. A liberal replacement for Scalia might be the fifth vote to cut back on or overrule the 2008 Scalia majority opinion in District of Columbia v. Heller and subsequent Supreme Court decisions recognizing a constitutional right to keep and bear arms.Death penalty. A liberal replacement for Scalia would insure invalidation of more death penalty laws, although not necessarily complete abolition of the penalty. The court has already struck down various death penalty provisions while narrowly upholding others, such as a 2015 decision allowing use of execution drugs that were alleged to cause excruciating pain. That decision, among others, could be overruled or pared back to its specific facts.National security. A liberal replacement for Scalia might increase the already unprecedented judicial intervention into national security matters that the court pioneered in three liberal decisions (joined by Kennedy) involving the George W. Bush administration’s detention of suspected terrorists in Guantanamo.For most of our history, national security issues were treated by the court as almost the exclusive province of the president and Congress. That changed under Bush. If a liberal replaces Scalia, the justices might well become bolder in second-guessing presidents — Republicans especially.Importing foreign law into constitutional interpretation. A liberal replacement for Scalia would open wider the doors to using foreign law to interpret (some say “amend”) the meaning of the U.S. Constitution. This has been a trend favored by the liberals (and Kennedy). Scalia has been the most vocal opponent.Would respect for precedent restrain a liberal majority? Not much, or not for long, probably. While nominees habitually and sincerely vow to respect precedents during their confirmation hearings, the vows have been a bit misleading. Liberal and conservative justices alike have long been ready severely (if respectfully) to limit or to overrule constitutional precedents they don’t like, while seeking to avoid outright overruling until the precedent has been on the books for a few years.This is consistent with the views of many legal scholars that because constitutional precedents cannot normally be overruled by Congress, and should not be treated as though written in stone, they should be subject to reconsideration by the court.To be sure, the justices have traditionally been very reluctant to overrule the court’s statutory interpretations, on the theory that Congress can overrule any statutory precedents it does not like and that therefore the court should leave them alone for the sake of stability and predictability in the law. Constitutional precedents are different.Furthermore, both liberals and conservatives have proved adept, when they have the votes, at the technique sometimes called “stealth overruling.” Precedents once thought to sweep broadly are read so narrowly that the dominant thrust of the law becomes the exact opposite of what it was before.Might there be a compromise on a moderate nominee? Unlikely, in these polarized times, unless one side holds out an olive branch to the other early in the process. Behind the scenes, Republicans are well aware that both of President Bill Clinton’s appointees — Ruth Bader Ginsburg and Stephen Breyer — seemed to be moderate liberals when nominated but have ended up solidifying the liberal bloc.Only that disappearing breed — the moderate senator willing to work across the aisle in the larger national interest, or a president more interested in actually getting someone onto the court than in getting his ideal candidate — could begin to broker a deal.In the absence of a quietly brokered deal involving sacrifice by both sides, anyone whose views on any big issue are known could probably not get past both the White House and the Senate, this year or in the foreseeable future. A total of 1,075 criminal complaints have been filed, including 467 alleging crimes of a sexual nature ranging from insults to rape."The overwhelming majority of persons fall into the general category of refugees," Bremer told The Associated Press, saying recent reports describing only three of the suspects as refugees were "total nonsense."Initially, authorities in Cologne were accused of downplaying the fact that the attackers included many asylum-seekers because of the political sensitivity of the issue.The suspects included 30 Moroccan nationals, 27 Algerians, four Iraqis, three Germans, three Syrians, three Tunisians, and one each from Libya, Iran and Montenegro, Bremer said."They have various legal statuses, including illegal entry, asylum-seekers and asylum applicants," he said of the foreign suspects. Investigator asks U.N. to notify North Korea's Kim of possible probe for crimes against humanity-Reuters By Tom Miles-feb 15,16-yahoonews

GENEVA (Reuters) - A U.N. expert on human rights in North Korea has asked the United Nations to officially notify North Korean leader Kim Jong Un that he may be investigated for crimes against humanity.A landmark 2014 report on North Korean human rights, co-authored by Marzuki Darusman, concluded that North Korean security chiefs and possibly Kim himself should face justice for overseeing a system of Nazi-style atrocities.Pyongyang has consistently brushed off the allegations and rejected any responsibility for human rights violations.In a report to the U.N. Human Rights Council, Darusman recommended that the Council arrange an official communication, sent directly to Kim and signed by Darusman or U.N. High Commissioner for Human Rights Zeid Ra'ad al-Hussein."(It should) advise him and other senior leaders that they may be investigated and, if found to be responsible, held accountable for crimes against humanity committed under their leadership," Darusman wrote.His report, dated Jan. 19 but published on Monday, also said three experts should be appointed to find the best legal path to hold North Korea to account and find "creative and practical" ways to establish the truth and ensure justice for victims.Darusman stressed the importance of using the International Criminal Court but said it was "able to handle only the uppermost leadership".Only the U.N. North Korean leader Kim Jong Un has praised scientists involved in the country's recent rocket launch that he said struck a "telling blow" to enemies and ordered them to press ahead with more launches, state media reported Monday.Earlier this month, North Korea ignored repeated international warnings and launched what it said was an Earth observation satellite aboard a rocket. Washington, Seoul and other view the launch as a prohibited test of missile technology and are pushing hard to have Pyongyang slapped with strong sanctions.The North's official Korean Central News Agency said the ruling Workers' Party on Saturday gave a banquet in honor of scientists, officials and others who it said contributed to the Feb. 7 rocket launch. Kim and his top deputies were present.In a speech, Kim said the launch gave confidence and courage to his people and dealt a "telling blow to the enemies seeking to block the advance of our country," KCNA said, in an apparent reference to Seoul and Washington.Kim said the North's launch decision was made when "the hostile forces were getting evermore frantic to suffocate" North Korea, and called for launching more working satellites in the future.The launch, which followed the North's fourth nuclear test last month, aggravated already-strained ties between the rival Koreas. SAN CRISTOBAL DE LAS CASAS, Mexico (Reuters) - Pope Francis embraced the people of Mexico's poor indigenous south on Monday, denouncing their "systemic" exclusion from society and encouraging the use of native languages in Catholic worship in a bid to stem a tide of Protestant conversions.The region, mired in poverty and plagued by rising insecurity, has fallen far behind other parts of the country economically.Preaching to a packed crowd at a sports ground in the southern state of Chiapas, the pope quoted the Popol Vuh, a sacred Maya text, and drew comparisons between Catholic and indigenous values."Today's world, ravaged as it is by a throwaway culture, needs you!" he said as he celebrated a Mass that included bible readings in native tongues, referring to the mostly indigenous throngs who loudly cheered him."You have much to teach us," he said, lauding Mexico's native peoples while denouncing "the systemic and organized way your people have been misunderstood and excluded from society."He said the Mass before a Hollywood-style stage set replica of the facade of the colonial-era city's main cathedral.Many women wore indigenous dress of black skirts and colorful tops, their hair braided with ribbons. Parts of the Mass were said in the Tzeltal, Ch'ol and Tzotzil languages.Factory worker Alma Gonzalez, 23, who speaks Spanish and Otomi and traveled from the State of Mexico to hear the pope, was touched he was reaching out to her people."I'm indigenous ... I want to thank him for paying attention to us, the poor," she said.The pope last year apologized for the role of the Church in the conquest of Latin America and left a Vatican decree while in Chiapas authorizing translations of the liturgy into indigenous languages.The state of Chiapas was the scene of the Zapatista uprising of Maya rebels in the 1990s.
