Over 1.7 million visit Auschwitz, breaking annual record-Recent years have seen a dramatic rise in visitors at site of Nazi death camp, up from fewer than 500,000 in 2000-By JTA January 4, 2016, 9:58 pm-the times of israel

WARSAW, Poland — A record number of more than 1.72 million visitors came to the Auschwitz memorial in 2015.The new mark breaks the standard of 1.534 million visitors set last year, the Auschwitz-Birkenau Memorial and Museum in Poland reported Monday. Recent years have seen a dramatic rise in visitors, up from fewer than 500,000 in 2000.In 2015, Poland clocked the most visitors to the site with 425,000. Rounding out the top five were the United Kingdom (220,000), the United States (141,000), Germany (93,000) and Italy (76,000). Next were Spain (68,000), Israel (61,000), France (57,000), the Czech Republic (47,000) and the Netherlands (43,000).August saw the most visitors with over 210,000.“Going through the remnants of the former camp does not constitute only a history lesson,” Piotr Cywinski, director of the Auschwitz-Birkenau Memorial and Museum, said in a statement. “It is also the moment of unique reflection on our own responsibility for the shape of our world nowadays. That is why systematic tools supporting educational visits of young people at the Memorial have been created in so many democratic countries.”Nearly 80 percent of the visitors are guided by museum educators in one of 20 languages.“The appropriate preparation and training of nearly 300 educators constitutes a challenge taking into account dynamically changing attendance of visitors from different language areas,” said Andrzej Kacorzyk, director of the International Center for Education about Auschwitz and the Holocaust.Created by an act of the Polish Parliament in 1947, the memorial museum comprises two parts — the Auschwitz I camp, entered through the iconic “Arbeit Macht Frei” gate, and the vast area of Auschwitz II, at Birkenau, about two miles away. One of the museum’s key challenges is conserving the site’s deteriorating buildings, ruins, archival holdings and artifacts. The museum is a state-run entity. The Polish government provides more than one-third of the approximately $15-million annual budget, and the European Union also contributes some funding. But more than half of the budget is generated by the museum itself through visitor fees for guides, sales of publications, onsite business concessions and other income sources. In 2009, a special Auschwitz-Birkenau Foundation was established to “amass and manage” a perpetual endowment fund of $120 million whose income is specifically earmarked for long-term conservation. Some 35 states have pledged or donated funds to the endowment, including more than half of the sum from Germany alone.

Netanyahu denies placing conditions on aid package for Arabs-But minister confirms he and colleague were asked to draw up list of demands for community to get billions of earmarked funds-By Raoul Wootliff January 4, 2016, 11:38 pm-the times of israel

Prime Minister Benjamin Netanyahu rejected reports Monday he is preparing to impose conditions on Israel’s Arab community for a recently passed multi-billion-shekel development plan, though one minister said he had been asked to draw up the demands.Channel 2 News reported Monday night that Netanyahu was considering withholding funds earmarked for Israeli Arab communities unless they accept new measures for “increased law enforcement,” in the wake of a Friday terror attack in Tel Aviv.According to the report, the prime minister instructed government ministers Ze’ev Elkin and Yariv Levin to prepare such a plan in response to the deadly shooting, which, police say, was carried out by Israeli Arab Nashat Milhem. The Prime Minister’s Office denied the report, saying there were no plans to limit or condition the NIS 15 billion ($4 billion) aid package for the Arab community passed by the government last week.“There is no change,” a statement said. “The prime minister is obligated to the plan.”But Immigration Minister Ze’ev Elkin contradicted the PMO’s statement and confirmed the Channel 2 report.Asked to respond to the claims, a spokeswoman for the minister told The Times of Israel that Elkin “affirmed the details in the report” and said he had been asked by the prime minister to prepare measures as a condition for the aid package.Elkin defended the plan Monday, saying it was not directed against Israeli Arabs and had been decided on before Friday’s attack.“We are not talking about giving or withholding budgets from a specific community,” he told Channel 2. “The money goes to local councils and we are saying that if a local council doesn’t take steps for the good of the State of Israel then it shouldn’t be able to receive funds from it.”The report that Netanyahu planned to condition the funds drew harsh condemnation from opposition politicians and members of the Israeli Arab community.Joint (Arab) List head Ayman Odeh rejected the proposal, calling it “spin” and “incitement” from Netanyahu.“We will stand united against any effort to divide the Israeli Arab community into moderates and extremists,” he said in a statement. “We have no expectations from Netanyahu’s extreme right-wing government. It’s clear to us that we will have to fight at every stage for the implementation of this plan.”The five-year aid proposal, approved by the cabinet last week, would funnel money into Israeli Arab and other minority communities aimed at leveling funding shortfalls and bringing them up to par with the general population.Meretz chairwoman Zehava Galon said the threat to withhold the funds showed Netanyahu was “straying from the norm acceptable in a democratic society.“Netanyahu’s decision to condition the transfer of billions of shekels, aimed at reducing the gaps in Arab society, is a continuation of his despicable incitement performance from the scene Saturday night,” she said in a statement.Dov Khenin, the only Jewish lawmaker in the Joint List, asked on Twitter whether Netanyahu would withhold funds earmarked for the Jewish community the next time a Jew carries out a killing.Netanyahu has caught flak over comments made at the scene of the attack Saturday night, in which he railed against anti-Israel “incitement” in the Arab community.Speaking outside the Simta Bar on the coastal metropolis’s Dizengoff Street, Netanyahu vowed to compel national loyalty from Arabs, as well as increase law enforcement in Arab population centers. The comments drew a volley of criticism from opposition lawmakers, who accused the prime minister of inciting against Israel’s Arab population.Speaking at his Zionist Union faction’s weekly meeting in the Knesset, opposition leader Isaac Herzog slammed Netanyahu for Saturday’s comments.“Israel does not have a prime minister,” Herzog said Monday. “If Israel had a prime minister, he would not incite against one-fifth of Israel’s citizens and turn them into outlaws.”Netanyahu rejected the criticism, pointing specifically to the recently passed development plan. The plan, by Netanyahu, Finance Minister Moshe Kahlon and Social Equality Minister Gila Gamliel, aims to “advance a systematic and structural economic development plan for the minority sector,” the Prime Minister’s Office said in a statement last week.“This is a significant addition designed to assist minority populations and reduce [societal] gaps,” Netanyahu said during the cabinet meeting. “The plan will lead to the end of single-family home construction and a transition to high-rise construction, as exists throughout the country. At the same time, the plan will strengthen law enforcement in the minority sector with emphasis on illegal construction.”The proposal will focus on Israel’s communities of Muslims, Druze, Christians and Circassians — members of a displaced ethnic group originating in the Caucasus, now spread across the Middle East, of whom there are about 4,000 living in Israel.Times of Israel staff contributed to this report.

Arabs complain of police abuse, discrimination in hunt for Tel Aviv shooter-Tel Aviv residents vent frustration after their apartments targeted by police searching for suspect in Friday’s fatal Dizengoff shooting-By Dov Lieber January 5, 2016, 12:52 am-the times of israel

As Israel Police focused their hunt for the prime suspect in Friday’s fatal Tel Aviv shooting around the northern neighborhood of Ramat Aviv, Arabs living in the area on Monday reported abuse and complained of alleged discrimination by officers who searched their homes.Police intensified their search for Nashat Milhem on Monday afternoon after his cellphone was found in the area days earlier. There were conflicting reports whether the 29-year-old gunmen from Arara — an Arab village in northern Israel — had ditched the phone before or after the attack, in which two people were killed and seven others were injured. In one popular and very sarcastic Facebook status, which included pictures of the apartment in a mess after the police search, Ramat Aviv resident Ahmad Amer wrote:“So the police decided today 4.1.16, that it makes perfect sense to enter our apartment in Ramat Aviv, to turn it completely upside-down in a barbaric way, to take out the clothes in the closet, because obviously the terrorist is hiding in the third shelf, to turnover the couch because, no doubt, he crawled under there.“Of course, all this without any warrant—because we are Arabs and we—a doctor, an engineer, and manager in the stock exchange want to hide your terrorist.“I am seething mad and I have nothing to do with this matter except to write a meaningless Facebook status.”A Druze resident of Ramat Aviv who formerly served as an IDF officer told The Times of Israel on condition of anonymity that he felt the search of his apartment strained the positive relations between the Druze community and the state.“Our apartment was also searched. But unlike other apartments, this apartment is inhabited by two discharged soldiers, one of whom served as a combat officer. This certainly raises a lot of questions about nationality aside humanity, and it also certainly raises a question about the blood-pact policy that Druze leaders advocate,” he wrote referring to the concept that the fates of Druze and Jewish citizens are intertwined through joint military service. The former soldier’s statement continued: “Is this policy real, or is it that the moment you take off your uniform, you’ll wake up on Friday morning to nine officers in the police’s Special Patrol Unit in your apartment with their faces covered?””In a private Facebook status, Muhammad Abdulqader, who is also a student activist for the Hadash Party — a joint Jewish-Arab party currently within the Joint (Arab) List — jibed at the perceived discrimination by police who searched Arab apartments in the hunt for Milhem.“Eliyahu Hakim 10, a new building, seven floors, 28 apartments. But only one apartment is suspected: Apartment No. 20, on the 5th floor. A light knock at the door, police. Unfortunately, this was expected. From the entire building, they went directly to the 5th floor and apartment No. 20. But of course it is ‘random.’-“Well it’s no fun when Mohammed, Mohammed and Qassam are sitting in an apartment in this cold, with too much ‘radicalism’ at the same time.”“So yalla, one for the documents, one for the inspection and one for searching the apartment. And no, do not continue your search in the next apartment for Nashat Milhem. Just click for the elevator and go to the nearest Arab apartment, you can even use Waze: 200 meters more and there is another Arab apartment,” he wrote, referring to the popular Israeli navigation app.Abdulqader told The Times of Israel that the police who came to his apartment acted professionally.“They checked our ID cards, looked around to see who was in the apartment, asked politely some questions and left.”He said he personally knew of 10 cases in which Arab apartments had been searched, and only in one incident had their been any damage done to the premises.“It’s not the damage that bothers me,” continued Abdulqader. “I just think it’s ridiculous to choose me because I am an Arab.”

Hezbollah targets Israeli forces with bomb, Israel shells south Lebanon-[Reuters]-By John Davison and Suleiman Al-Khalidi-January 4, 2016-YAHOONEWS

BEIRUT (Reuters) - Hezbollah set off a bomb targeting Israeli forces at the Lebanese border on Monday in an apparent response to the killing in Syria last month of a prominent commander, triggering Israeli shelling of southern Lebanon.Israel has struck its Iran-backed Shi'ite enemy Hezbollah in Syria several times, killing a number of fighters and destroying weapons it believes were destined for the group, whose support for President Bashar al-Assad has been crucial in the country's civil war.Israel's army said Monday's blast, targeting military vehicles in the Shebaa farms area, prompted Israeli forces to respond with artillery fire. It made no mention of casualties.Hezbollah said in a statement that the explosive device had been detonated in the Shebaa farms area and carried out by a group whom it named after Samir Qantar, a commander killed in December. The group has accused Israel of killing Qantar in an air strike in Syria, and vowed to retaliate. The U.N. peacekeeping force in Lebanon, UNIFIL, urged both sides to avoid an escalation, saying it had stepped up patrols on the ground after the incident. In a statement, head of mission Major-General Luciano Portolano urged both sides "to exercise utmost restraint against any provocation."Lebanese media said Israeli shelling had hit the nearby town of Al Wazzani and other areas, with reports of material damage but no serious injuries.Witnesses said at least 10 Israeli shells had hit Al Wazzani shortly after the blast.A Reuters witness said the shelling had stopped later in the day. Al Manar TV reported that calm had returned to the Shebaa area.An Israeli air strike killed Qantar on Dec. 20 in Damascus, Hezbollah said. Hezbollah leader Sayyed Hassan Nasrallah said a week later that retaliation would be inevitable.Israel stopped short of confirming responsibility for the strike that killed Qantar, but welcomed the death of the militant leader, who had been jailed in Israel in 1979 and repatriated to Lebanon in a 2008 prisoner swap.Hezbollah did not say which role Qantar played in the Syrian conflict, but Syrian state media said he was involved in a major offensive earlier this year in Quneitra, near the Israeli-occupied Golan Heights.Hezbollah is fighting on the side of Assad in Syria's civil war. The conflict has exacted a heavy toll on Hezbollah, with many hundreds of its fighters killed. In January last year, an Israeli helicopter attack killed six Hezbollah members including a commander and the son of the group's late military commander Imad Moughniyah. An Iranian general was also killed in that attack. Two Israeli soldiers and a Spanish peacekeeper were killed later that month in one of the most violent clashes between the two sides since a 2006 war.Israel and Hezbollah have avoided large scale confrontation along their 80-km (50-mile) frontier since the 34-day war in 2006, which killed 120 people in Israel and more than 500 in Lebanon.Nasrallah has made repeated threats against Israel since then, part of what is seen as a calibrated policy of deterrence.(Additional reporting by Tom Perry and Laila Bassam; Ori Lewis in Jerusalem; Editing by Richard Balmforth)

Hezbollah bombs army vehicles on northern border, none hurt-Terror cell named for Samir Kuntar takes responsibility, Israel shells Lebanon in response to attack at Shebaa Farms area near tense border-By Judah Ari Gross January 4, 2016, 4:19 pm-the times of israel

An improvised explosive device detonated near an Israeli army bulldozer and another vehicle near the border with Lebanon Monday afternoon, the military said.No soldiers were hurt in the attack, according to initial reports, which came amid sky-high tensions with Lebanese terror group Hezbollah over the alleged Israeli assassination of a top operative, a known terrorist, last month.Hezbollah took responsibility for the Monday attack, which it said was carried out by a cell named for Samir Kuntar, killed in an airstrike in Damascus on December 20.The group claimed it destroyed an IDF Hummer and injured those inside. However, the army said no one was injured and the vehicles targeted heavy machinery. The heavy engineering vehicles, including at least one D9 bulldozer, were in the area of the northern border in order to create clear a pathway of obstructions and just such explosive devices, the army said.Israel fired “targeted” artillery shells into Lebanon in response to the attack, the IDF said in a statement. Some 20 shells were reportedly fired from Shebaa Farms, known in Israel as Har Dov. Nine of them landed near the Lebanese village of al-Wazzani, located just north of the Israel-Lebanon border, the Lebanese news site Naharnet reported. The United Nations Interim Force in Lebanon received reports of the bombing against Israeli vehicles and the IDF’s return fire, but was still investigating the claims independently with its forces on the ground, UNIFIL’s spokesperson Anrea Tenenti said.Defense Minister Moshe Ya’alon convened a meeting of security chiefs to discuss the tension on the northern border later Monday. Residents were told to continue with their normal routines. The IDF has been reportedly firing on positions in southern Lebanon for a number of days, in an attempt to keep terrorists away from the border fence. The army has instructed residents of Israel’s north to stay in their homes, a spokesperson said. The IDF has also closed some roads in the area surrounding the border with Lebanon, Hebrew media reported.Israel has anticipated some form of response by Hezbollah or another terrorist group for the death of Kuntar, who led a raid into northern Israel in 1979 in which four Israelis were killed. He served 29 years in an Israeli prison, before being released as part of an exchange in 2008.Over the past few days officials said the military wants to prevent Hezbollah operatives from laying roadside bombs in the area, where Israeli army jeeps perform patrols. On January 28, 2015, two soldiers were killed when an anti-tank missile hit a patrol near Shebaa Farms along the border with Lebanon. The attack came 10 days after an apparent Israeli airstrike killed Hezbollah and Iranian operatives in Syria.

Syria's opposition urges all Arab states to cut Iran ties-[Reuters]-January 4, 2016-YAHOONEWS

BEIRUT (Reuters) - Syria's political opposition in exile urged all Arab countries on Monday to sever diplomatic ties with Iran after Saudi Arabia, a strong supporter of the Syrian opposition, cut relations with Tehran.Saudi Arabia has been rallying Sunni allies to its side in a growing diplomatic row with Iran, deepening a sectarian split across the Middle East following its execution of a prominent Shi'ite cleric. The Turkey-based Syrian National Coalition declared its support for Riyadh's move, calling on "all Arab and Islamic countries to take a similar step" and criticised what it said was Iran's support for militias in Syria and Iraq.Iran supports Syrian President Bashar al-Assad, whose forces, backed also by Russia, are fighting against an array of insurgent groups including rebels backed by Saudi Arabia and other countries in the region.Sunni-Shi'ite tension in the region spilled over on Saturday night when Iranian protesters stormed the kingdom's embassy in Tehran after Saudi Arabia executed a prominent Shi'ite cleric.(Reporting by John Davison; Editing by Dominic Evans)

At U.N., Saudi Arabia says 47 executed were granted fair trials-[Reuters]-January 4, 2016- YAHOONEWS

UNITED NATIONS (Reuters) - Saudi Arabia defended its judicial process at the United Nations on Monday, saying that 47 people executed at the weekend had been granted "fair and just trials without any consideration to their intellectual, racial, or sectarian affiliation."The Saudi U.N. mission expressed "deep regret" that U.N. Secretary-General Ban Ki-moon had raised concerns about the nature of the charges and fairness of the trials of those executed, which included a prominent Shi'ite Muslim cleric.(Reporting by Michelle Nichols; Editing by Chris Reese)

In the Iran-Saudi Arabia conflict, a clash of civilizations-The cold war between the two regional powers is likely to heat up, reviving an age-old sectarian war between Sunni and Shiite Islam in which every country and group in the Middle East will have to choose a side-By Avi Issacharoff January 4, 2016, 6:03 pm-THE TIMES OF ISRAEL

The attack by an angry Iranian mob on the building of the Saudi Embassy in Tehran appears to be the opening salvo in an escalating battle between Iran and Saudi Arabia.Only a few hours later, the official website of Iran’s spiritual and supreme leader Ali Khamenei published a summary of his speech to Shiite religious figures in the Iranian capital, in which he clearly said that Saudi Arabia could expect revenge for the execution of the Shiite religious figure Nimr al-Nimr. The Revolutionary Guard Corps also published a similar announcement shortly after Sheikh Nimr was executed along with another 46 “terror suspects.”Monday morning headlines in all the major Arab media outlets dealt with the Iranian-Saudi dispute, and by the time the afternoon rolled around several Arab countries had severed or downgraded their ties with Tehran. One report dealt with American fears of the expected escalation between the two countries. And indeed, nearly all the actors in the Middle Eastern arena now understand that the Iranian declarations are not hollow and that Tehran will try to give them substance in the form of an attack on the Saudi kingdom.Any revenge attack via Shiite actors will draw a Saudi response. Which means, as the London-based site Al Araby Al Jadeed wrote Monday, the cold war will heat up suddenly into a more much more dangerous confrontation between the two countries. It has to be said that this crisis, which is likely to lead to a clash of the two civilizations, Shiite and Sunni, does not come as much of a shock. In all, what’s come to light here is the depth of the loathing between the two local powers, which have for years been fighting behind the scenes for years for regional hegemony. There’s hardly a country or a region in which the fingerprints of the hostility between Tehran and Riyadh cannot be seen; or more precisely, between the representative of Sunni Islam — Saudi Arabia — and Iran, its competitor in the Shiite world.Consider the list: Lebanon, where for more than a year and a half there has been no president, partly because of the tension between Saudi Arabia and Iran; Yemen, where a civil war is being waged with the direct intervention of Saudi forces and Iranian advisers; Syria, of course, where Iran’s Revolutionary Guards are fighting militias funded by Riyadh; Iraq (which is in many ways similar to Syria in that regard); and even the West Bank, where the Iranians give financial support to the Islamic Jihad, to the A-Sabireen movement in Gaza and, to a limited extent, to Hamas. The problem that Hamas will have from now on is that this battle between Iran and Saudi Arabia will force it to take a side.Hamas is not alone. From now on, the name of the game in our region is that every country or organization will have to choose a side. The Israeli-Arab conflict no longer interests decision-makers in Riyadh or Cairo; rather the battle for the future of the Middle East between Shiites and Sunnis occupies center stage.Almost 1,400 years have passed since the first battles broke out within the Muslim world between the inheritors of the Prophet Muhammad, which led to the schism between Shiites and Sunnis, and it seems little has changed here: We are returning to the same very old sectarian war, which is likely to lead to severe ongoing bloodshed that will once again shape the face of the region.

EU in telephone diplomacy on Saudi-Iran crisis By Andrew Rettman-EUOBSERVER-JAN 4,16

BRUSSELS, Today, 09:29-EU foreign relations chief Federica Mogherini has urged Saudi Arabia and Iran to avoid escalation over the Saudi execution of a Shia Muslim cleric.Saudi authorities, on Saturday (2 January), hung and shot 47 people, including Sheikh Nimr al-Nimr, a Shia Muslim cleric, who had been arrested in 2004 on terrorism charges. He had taken part in anti-government protests, calling for democratic elections and for greater rights for the Shia minority in Saudi Arabia, a Sunni Muslim state. His killing comes amid a proxy war between Saudi Arabia and Iran in Syria and Yemen, which dates back to Iran’s 1979 Islamic Revolution and the ensuing struggle for regional hegemony between Riyadh and Tehran. But the sectarian rivalry has much deeper roots, going back to the Battle of Karbala 1,300 years ago.EU states, in a joint statement on Saturday, said al-Nimr’s killing “raises serious concerns regarding freedom of expression and the respect of basic civil and political rights”.It added that the move “has also the potential of enflaming further the sectarian tensions that already bring so much damage to the entire region”.Mogherini the next day phoned the Saudi foreign minister Adel al-Jubeir and his Iranian counterpart, Javad Zarif. She told al-Jubeir she “deplored the attack” on the Saudi embassy in Tehran on Sunday and voiced “concern for the risk of an escalation of sectarian violence in the Muslim world”.Her office said Mogherini and Zarif agreed that “the security and stability of the whole region … is at stake.”The EU readout added: “The international community and the main regional actors are actively working together to support a political solution for the crisis in Syria and to join forces against terrorists groups, and these efforts should not be jeopardised by new instability.”Saudi Arabia is a strategic ally and oil supplier to the EU and US and buys billions of euros of Western arms each year. But it has long faced criticism for supporting radical Islamist groups in Syria and further overseas, including in Europe. The EU and the US, last year, finalised a deal on nuclear non- proliferation with Iran, auguring a thaw in relations and increasing Iran’s political and economic weight.Iran and Saudi Arabia have also joined a fragile, US-led coalition to fight against Islamic State, a Sunni Muslim group, in Syria and to orchestrate a political settlement in Damascus. The Syrian war has prompted the worst refugee crisis in Europe since World War II.More than 1 million people, most of them Syrian refugees, fled to the EU last year, creating internal tension on border security and burden-sharing which threatens to unravel the Union, EU leaders have warned.

Poland to trade UK welfare for Nato bases By Andrew Rettman-EUOBSERVER-JAN 4,16

BRUSSELS, Today, 09:27-Poland has said it is willing to trade British welfare rights for UK support for Nato bases, as the country edges closer to pariah status in the EU over domestic reforms. Its foreign minister, Witold Waszczykowski, put forward the UK bargain in an interview with the Reuters news agency in Warsaw on Sunday (3 January).Asked if there was anything Britain could do to soften Polish opposition to its idea of freezing EU migrant welfare benefits - part of the British demands ahead of an In/Out EU referendum - Waszczykowski said: “Of course. Britain could offer something to Poland in terms of international security.”“We still consider ourselves a second-class Nato member state, because in central Europe ... there aren't, aside from a token presence, any significant allied forces or defence installations, which gives the Russians an excuse to play in this region.”He said the Polish government, elected in October, is to increase welfare and salaries at home to offset potential UK restrictions. But he added: “It would be very difficult for us to accept any discrimination [against Polish workers] … unless Britain helped us really effectively with regard to the Polish defence ambitions at the summit in Warsaw.”Poland is to host a meeting of Nato leaders in its capital city in July.Nato is already creating new facilities in the Baltic states, Bulgaria, Poland, and Romania as part of a rapid reaction force to deter Russian aggression. The facilities are to act as “command and control” centres. Separate facilities are to warehouse heavy armour, including US tanks, so they can be deployed more quickly. Nato states are also posting extra troops to the region on a temporary or “rotational” basis.Previous Polish governments have called for permanent bases which host between 3,000 and 5,000 troops each, on the model of Cold War-era US facilities in Western Germany. But Russia says it would violate a 1997 treaty on Nato’s presence in former Iron Curtain countries.Russian leader Vladimir Putin, on 31 December, also signed a new National Security Strategy which names the US and Nato as “threats to national security” because they’re “moving military infrastructure closer to Russia’s borders.”-EU angst-Poland’s UK bargain augurs a rift in eastern Europe.Poland has previously joined the Czech Republic, Hungary, and Slovakia - the so-called Visegrad club - in opposing “discriminatory” welfare restrictions. But Waszczykowski’s government has bigger fish to fry in terms of EU problems.Speaking to the FAZ daily in Germany also on Sunday, the German EU commissioner, Gunther Oettinger, said Poland should face special scrutiny, leading to potential suspension of its EU Council voting rights.“Many reasons exist for us to activate the ‘rule of law mechanism' and for us to place Warsaw under monitoring,” he said.He singled out a new media law, adopted by Polish MPs last week, which would let the treasury minister fire directors of state TV and radio broadcasters, extending political control over media.“A director cannot be dismissed without cause. It would be arbitrary,” Oettinger said.-13 January showdown-The media law comes after Poland, also in December, adopted reforms to its highest court, the Constitutional Tribunal, allowing the government to install loyalist judges and making it harder for the court to block new laws. The European Commission has, in letters to Warsaw, criticised the media and constitutional changes and plans to hold a debate on the situation at its first New Year meeting, on 13 January.Oettinger’s threat refers to article 7 in the EU treaty, which says Council voting rights can be suspended if there’s a “serious and persistent breach” of common values and rule of law.The threat was previously invoked when a far-right party joined a coalition government in Austria 15 years ago.Left-leaning and liberal MEPs have also called for an article 7 procedure against Hungary, due to judicial and media curbs by the government of PM Viktor Orban.

Denmark introduces German border-control-By EUOBSERVER-JAN 4,16

Today, 14:58-Denmark's PM Lars Loekke Rasmussen on Monday announced temporary border-controls at the Danish border with Germany. Rasmussen said the controls are being stepped up in response to Sweden's new ID-controls, which could lead to more traffic and more refugees being stranded in Denmark.

Arabic language options lacking in Manitoba schools, organizer says-[CBC]-January 3, 2016- YAHOONEWS

Hundreds of Winnipeggers came together Sunday in a push to get Arabic language classes included as an option for students in Manitoba schools.Adults and children filled the Winnipeg Grand Mosque on Waverley Street to get more information on how to get Arabic into the school curriculum. "It is the first step in a long process to know what the options [are]," Ibrahim Eldessouky said. The crowd heard advice from a consultant from Manitoba Education and Advanced Learning. He explained that the likelihood of getting Arabic classes into the public school system is dependent not only on demand, but on the volume of students from Arabic-speaking families in different parts of the province."If we have large volume in one school it could be implemented easy," said Eldessouky, who helped organize the meeting. "If we are scattered ... we don't think it will be accepted."Eldessouky said the fast-growing Muslim and Arabic-speaking community is growing in Manitoba, thanks in part to the arrival of Syrian refugees. If German, Ukrainian and Spanish languages are able to be taught in schools across the province, Eldessouky said Arabic should be as well."Arabic language is very important for not only Arab but for all Muslims," he said.According to Statistics Canada, there were almost 12,500 people who identified as Muslim in 2011. Eldessouky said that number has grown to about 15,000 since then."We need the 15,000 people, at least their children and next generation, to speak Arabic," he said.Unlike areas like Montreal, Toronto and British Columbia, Manitoba is still behind the curve when it comes to offering Arabic language courses in school, Eldessouky added."We are struggling here," he said. "It's very important."Eldessouky said currently, families who want their children to learn Arabic have to enrol them in weekend language classes.

Refugee fears prompt Swedish border clampdown By Nikolaj Nielsen-JAN 4,16-EUOBSERVER

BRUSSELS, Today, 09:29-Sweden on Monday (4 January) launched identity checks on its border with Denmark, in a move which unravels over 60 years of free travel between the two EU states. The drastic measure comes in response to the inflow of asylum seekers who cross over from Denmark to Sweden. ID checks are also being required on ferries from Germany to Sweden, with Denmark now mulling additional controls with Germany. An estimated 160,000 people seeking international protection arrived in Sweden last year. With a total population of just under 10 million, Sweden has the highest number of refugees per capita in the EU.Stockholm says it is unable to accommodate any more, although a senior government official told Swedish Radio that up 220 municipalities say they “can do more.”The United Nations refugee agency (UNHCR) told Swedish media authorities not to impose ID checks on people entitled to asylum.“There is a tremendous strain to be on the run and you can not expect that those who are entitled to asylum will also have the right documents with them from the beginning - it is quite impossible,” Mattias Axelsson, a spokesperson for UNHCR in northern Europe, told the Swedish news agency, TT.But Swedish authorities have come under intense political pressure at home to stem the flow of people.Anyone travelling from Denmark by train, bus or ferry, will now have to present photo identification before being allowed into Sweden. Those without the proper paperwork will be denied entry. Some 150 guards from Securitas, a private security firm, are verifying IDs.Direct rail from Kastrup to Sweden has also stopped in a move set to impact the thousands who commute daily across the Oresund bridge between the two countries.Denmark's rail company, DSB, says passengers should expect half-hour delays in a direct commute which normally takes around 40 minutes.DSB, along with other ferry and bus companies, will be required to pre-screen passengers for IDs or face possible fines by Swedish authorities.DSB expects the new checks will cost it €1.2 million, a fee it may pass on to customers.Sweden's state-owned train operator, SJ, said it would stop services to and from Denmark to avoid the identity checks."It's as if we are building a Berlin Wall here. We are going several steps back in time," the AFP quoted Michael Randropp, a spokesman for the local Kystbanen commuters' association, as saying. But for his part, Per-Arne Andersson, a senior official at the Swedish Association of Local and Municipal Governments, told Swedish radio that Sweden is able to take in more refugees."There are 40 to 50 municipalities that are facing a crisis, but the other 200 to 220 municipalities say they can do more," he said.Meanwhile, similar moves are being imposed elsewhere.Danish prime minister Lars Lokke Rasmussen in his New Year speech said Denmark is considering border controls with Germany, the main destination state for asylum seekers, following the Swedish decision.Finnish ship operator Finnlines is also requiring boarding passengers in Germany to present a valid passport, a photo ID card, visas, residence permits "or other equivalent documents", reports Finnish state media YLE."Finnlines will not carry on board its ships any person who does not have all the documents requested for entry,” noted the company in a statement before Christmas.Norway in late December introduced a draft law to tighten asylum rules, which include turning back asylum seekers who have no visas. The bill is aimed at cracking down on the inflow of refugees from Sweden. The Swedish border control with Denmark is the latest blow against the EU's cherished passport-free Schengen area, as member states scramble to manage unregulated asylum and refugee flows primarily from Syria, Iraq, and Afghanistan.Germany in September also restored temporary border controls. The German clampdown prompted neighbouring countries to impose similar checks at their own borders.

Syria chemical arms probe found signs of sarin gas exposure - U.N.-[Reuters]-By Louis Charbonneau and Michelle Nichols-January 4, 2016-YAHOONEWS

UNITED NATIONS (Reuters) - A fact-finding mission of the global anti-chemical weapons watchdog has found indications that some people in Syria were exposed to deadly sarin gas, or a compound like it, according to a report the United Nations released on Monday. The findings come in the latest monthly report on Syria from the Organization for the Prohibition of Chemical Weapons (OPCW) chief Ahmet Uzumcu. U.N. Secretary-General Ban Ki-moon attached it in a Dec. 29 letter to the 15-nation Security Council. Uzumcu's report said his agency's fact-finding mission in Syria was looking into charges by the Syrian government that chemical weapons were used in 11 instances. The report did not specify when the alleged toxic gas attacks occurred."In one instance, analysis of some blood samples indicates that individuals were at some point exposed to sarin or a sarin-like substance," Uzumcu said. "Further investigation would be necessary to determine when or under what circumstances such exposure might have occurred."The Syrian government has long accused opposition fighters, who have been seeking for nearly five years to oust the country's president, of using chemical weapons. Western-backed rebels in Syria have repeatedly denied using chemical weapons.Western officials say it is unlikely rebels would have the capability to deploy sarin gas.Uzumcu said the source of the sarin or sarin-like compound was unclear, adding that the OPCW fact-finding mission "did not come across evidence that would shed more light on the specific nature or source of the exposure."Syria agreed in September 2013 to destroy its entire chemical weapons program under a deal negotiated with the United States and Russia after hundreds of people were killed in a sarin gas attack in the outskirts of the capital, Damascus. At the time, Washington was threatening the government of Syrian President Bashar al-Assad with air strikes. The OPCW had previously determined that mustard gas was used in a Syrian town where Islamic State insurgents were battling another group. The last of 1,300 tons of chemical weapons declared to the OPCW was handed over in June 2014, but several Western governments have expressed doubt that Assad's government declared its entire arsenal. The OPCW has reported previously that chlorine has also been used illegally in systematic attacks against civilians in Syria.Several international investigations have determined that chemical weapons have been used in Syria, though none has so far assigned blame. A U.N.-OPCW joint investigative mission has been given the task of determining who was behind those attacks.(Reporting by Louis Charbonneau; Editing by Lisa Shumaker)

Ukraine utility cyber attack wider than reported - experts-[Reuters]-By Eric Auchard and Jim Finkle-January 4, 2016-YAHOONEWS

(Reuters) - A central European security software firm said on Monday that a cyber attack last month in Ukraine was broader than initially reported last week when the nation's secret police blamed a power outage on Russia.Western Ukraine power company Prykarpattyaoblenergo reported an outage on Dec. 23, saying the area affected included regional capital Ivano-Frankivsk. Ukraine's SBU state security service responded by blaming Russia and the energy ministry in Kiev set up a commission to investigate the matter. While Prykarpattyaoblenergo was the only Ukraine electric firm that reported an outage, similar malware was found in the networks of at least two other utilities, said Robert Lipovsky, senior malware researcher at Bratislava-based security company ESET. He said they were ESET customers, but declined to name them or elaborate."The reported case was not an isolated incident," he said.Prykarpattyaoblenergo publicly blamed its outage on "interference" in the working of its system. The Kremlin did not respond to a request for comment.Researchers with computer security firms Trend Micro and iSight Partners said ESET's assessment that the attackers sought to infect other utilities appeared credible, shedding new light on evidence that this is the first power outage proven to have been caused by a cyber attack. Experts have warned for years, with growing urgency, that electric utilities are vulnerable to cyber attacks that could cut power."This is the first time we have proof and can tie malware to a particular outage," said Trend Micro senior researcher Kyle Wilhoit. "It is pretty scary."Cyber firm iSight Partners said that ESET's report of multiple attacks is consistent with its own analysis."There is pretty strong consensus that there was a blackout caused by a computer network attack," said iSight's director of cyber espionage analysis, John Hultquist.Experts with ESET, iSight and Trend Micro told Reuters the attackers used a malicious software platform known as "BlackEnergy" to access utility networks, planting a related piece of malware, "KillDisk," on targeted systems.KillDisk can delete or overwrite data files.Researchers say they have yet to determine whether KillDisk's job was to knock out power or simply conceal the attack.Cyber criminals have been using versions of BlackEnergy since 2007. Over the past two years, there has been widespread reports that a Moscow-backed group, Sandworm, was using it for targeted attacks.(Reporting by Eric Auchard in Frankfurt and Jim Finkle in Boston; Editing by Sandra Maler)

South China Sea tensions surge as China lands plane on artificial island-[Reuters]-By Greg Torode and Michael Martina-Reuters-January 4, 2016-YAHOONEWS

HONG KONG/BEIJING (Reuters) - China's first landing of a plane on one of its new island runways in the South China Sea shows Beijing's facilities in the disputed region are being completed on schedule and military flights will inevitably follow, foreign officials and analysts said.China's increasing military presence in the disputed sea could effectively lead to a Beijing-controlled air defence zone, they said, ratcheting up tensions with other claimants and with the United States in one of the world's most volatile areas.Chinese foreign ministry officials confirmed on Saturday that a test flight by a civilian plane landed on an artificial island built in the Spratlys, the first time Beijing has used a runway in the area.Vietnam launched a formal diplomatic protest while Philippines Foreign Ministry spokesman Charles Jose said Manila was planning to do the same. Both have claims to the area that overlap with China."That's the fear, that China will be able take control of the South China Sea and it will affect the freedom of navigation and freedom of overflight," Jose told reporters.China has been building runways on the artificial islands for over a year, and the plane's landing was not a surprise, although it will almost certainly increase tensions. The runway at the Fiery Cross Reef is 3,000 metres (10,000 feet) long and is one of three China was constructing on artificial islands built up from seven reefs and atolls in the Spratlys archipelago. The runways would be long enough to handle long-range bombers and transport craft as well as China's best jet fighters, giving them a presence deep into the maritime heart of Southeast Asia that they have lacked until now.Work is well underway to complete a range of port, storage and personnel facilities on the new islands, U.S. and regional officials have said.Fiery Cross is also expected to house advanced early warning radars and military communications facilities, they said.Chinese officials have repeatedly stressed that the new islands would be mostly for civilian use, such as coast guard activity and fishing research.Foreign ministry spokeswoman Hua Chunying said at the weekend that the test flight was intended to check whether the runway met civilian aviation standards and fell "completely within China's sovereignty".Leszek Buszynski, a visiting fellow at the Australian National University's Strategic and Defence Studies Centre, said he believed military landings on the islands were now "inevitable".An air defence zone, while unlikely soon, was feasible and possible in future once China's built up its air strength."The next step will be, once they've tested it with several flights, they will bring down some of their fighter air power - SU-27s and SU-33's - and they will station them there permanently. That's what they're likely to do."-DE FACTO DEFENCE ZONE-Ian Storey, a South China Sea expert at Singapore's ISEAS Yusof Ishak Institute, said he expected tensions to worsen as China used its new facilities to project power deeper into the South China Sea.Even if China stopped short of formally declaring an Air Defence Identification Zone, known as an ADIZ, Beijing's need to protect its new airstrips and other facilities could see it effectively operating one."As these facilities become operational, Chinese warnings to both military and civilian aircraft will become routine," Storey said."These events are a precursor to an ADIZ, or an undeclared but de facto ADIZ, and one has to expect tensions to rise."Hua, the Chinese foreign ministry spokeswoman, said on Monday that there were no immediate plans for an ADIZ in the South China Sea."As for whether China will establish an ADIZ, the decision will be based on our judgment of the situation and our needs," she aid, adding that Beijing respected other nations' rights to international freedoms of navigation and overflight.China claims most of the South China Sea, through which more than $5 trillion of world trade ships every year. Vietnam, Malaysia, Brunei, the Philippines and Taiwan have rival claims. The United States has no claim in the South China Sea, but has been highly critical of China's assertiveness and says it will protect freedom of navigation.China sparked condemnation from the United States and Japan in late 2013 when it declared an ADIZ over the East China Sea, covering uninhabited islands disputed with Tokyo.Chinese officials have reserved their right to do the same in the South China Sea but have said the conditions do not warrant one yet. However, regional military officials say they are logging increased warnings to aircraft from Chinese radio operators, including some from ground stations on Fiery Cross reef.(Additional reporting by Megha Rajagopalan in BEIJING, Manuel Mogato in MANILA and Matt Siegel in SYDNEY; Editing by Raju Gopalakrishnan)

North Korea to send delegation to WEF meeting in Davos-[Reuters]-January 4, 2016-YAHOO NEWS

SEOUL (Reuters) - North Korea will send a delegation to the World Economic Forum meeting in Switzerland this month, the organisation said, a sign the isolated country sees international engagement as a way to bolster its economy.South Korea's Yonhap news agency said on Monday that North Korea's participation at the event in the town of Davos, which attracts heavyweights from the worlds of business and politics, would be its first in 18 years.A World Economic Forum official confirmed the North's participation in the conference, which takes place on Jan. 20-23, but did not have further details. A list of participants will be released on Jan. 13.Impoverished North Korea is under U.N. sanctions for its nuclear and missile programmes, and struggles to attract investment. It last sent a delegation to the forum in 1998, Yonhap said.Yonhap said the North Korean delegation would be led by Foreign Minister Ri Su Yong, who spent two decades in Switzerland as ambassador and representative at the United Nations in Geneva.Ri acted as surrogate father to North Korean leader Kim Jong Un when Kim was a student at a Swiss school.Kim, believed to be in his early 30s, focused on development of the economy during a New Year's Day speech." We should concentrate all our efforts on building an economic giant to bring about a fresh turn in developing the country's economy and improving the people's standard of living," he said.(Reporting by Tony Munroe, Choonsik Yoo and Ju-min Park; Editing by Robert Birsel and James Dalgleish)

Oregon wildlife refuge occupiers denounce U.S. government-[Reuters]-By Jim Urquhart and Jonathan Allen-January 4, 2016-YAHOONEWS

PRINCETON, Ore. (Reuters) - The leaders of a group of self-styled militiamen who took over a remote U.S. wildlife refuge centre in Oregon over the weekend said on Monday they acted to protest the federal government's role in managing millions of acres of wild lands. The anti-government occupation, which began on Saturday at the Malheur National Wildlife Refuge, 30 miles (50 km) south of the small town of Burns, was the latest skirmish over federal land management in large tracts of the West.A protest leader, Ammon Bundy, told reporters outside the occupied facility on Monday that his group had named itself "Citizens for Constitutional Freedom" and was trying to restore individual rights. Bundy and law enforcement officials declined to say how many people were occupying the centre.About half a dozen occupiers could be seen outside the facility on Monday, with some manning a watchtower and others standing around a vehicle they had used to block the road leading to the building. They chatted quietly among themselves. None was visibly armed. The FBI said it was seeking a "peaceful resolution to the situation." It declined to give details on how the U.S. government would deal with the occupiers. No significant law enforcement presence could be seen at the site. The occupation followed a demonstration in Burns over the imminent imprisonment of local ranchers Dwight Hammond Jr. and his son, Steven Hammond, who were found guilty of setting a series of fires. Through an attorney, they have dissociated themselves from the occupiers.NBC News reported that the father and son turned themselves in as planned on Monday at a federal prison in California. Their lawyer did not immediately respond to requests for comment. The occupation is the latest wrinkle in decades of conflict between ranchers and the federal government over Washington's management of hundreds of thousands of acres of range land. Critics say the federal government often oversteps its authority and exercises arbitrary power without sufficient accountability.Bundy is the son of Nevada rancher Cliven Bundy, whose ranch was the scene of an armed demonstration against federal Bureau of Land Management (BLM) officials in 2014 that ended with the authorities backing down, citing safety concerns. That standoff had drawn hundreds of armed protesters after federal agents sought to seize Bundy's cattle because he refused to pay grazing fees.Jon Ritzheimer, a Marine Corps veteran who travelled from Phoenix to take part in the occupation, said the Constitution was under attack from the U.S. government, and that he and his companions were "trying to restore this land to the people."In Burns, home to 3,000 people, residents voiced sympathy for the Hammonds but also expressed frustration at the occupation, which some locals viewed as the work of outsiders."I agree they shouldn't have to go back to prison. I get why they're here," said Patrick Wright, a 33-year-old taxi driver, who said he knew the Hammonds. "Taking over the refuge and threatening gun violence is a little extreme, but it's getting them heard, that's for sure."The takeover drew criticism on social media, with some users asking if the occupiers would have been treated differently if they had been black or Muslim.-SERIES OF FIRES-The Hammonds were found guilty in 2012 of setting a string of fires, including a 2001 blaze that federal prosecutors said was intended to cover up evidence of deer poaching, that wound up burning 139 acres (56 hectares) of public lands. The younger Hammond was initially sentenced to 12 months in prison and the father three months, below the federal minimum for arson. But in October, a U.S. district judge increased the sentences to five years. The Hammond ranch borders on the southern edge of the Malheur refuge, a bird sanctuary in eastern Oregon's arid high desert, about 305 miles (490 km) southeast of Portland. Both father and son are members of the Oregon Cattlemen's Association (OCA). The group said on Monday that it would continue to assist and represent them "solely through avenues that are in accordance with the law.""OCA does not support illegal activity taken against the government. This includes militia takeover of government property, such as the Malheur Wildlife Refuge," the association's president, John O'Keeffe, said in a statement."Obviously we're aware of the situation and concerned about it," said White House spokesman Josh Earnest. He said President Barack Obama had been briefed on the situation, adding: "This ultimately is a ... local law enforcement matter."Republican White House candidates Senator Ted Cruz of Texas and Senator Marco Rubio of Florida expressed sympathy for the protesters' concerns but urged the group to remain peaceful and follow the law, according to media reports. The refuge, which encompasses 292 square miles (75,630 hectares), was established in 1908 by U.S. President Theodore Roosevelt as a breeding ground for greater sandhill cranes and other native birds.(Reporting by Jim Urquhart; Editing by Jonathan Oatis; Additional reporting by Doina Chiacu and Roberta Rampton in Washington, Daniel Wallis in Denver and Suzannah Gonzales in Chicago; Writing by Scott Malone; Editing by Jeffrey Benkoe, Jonathan Oatis and Howard Goller)

Communities in Illinois, Missouri assess flooding damage, cleanup as Mississippi River recedes- [The Canadian Press]-Jim Salter, The Associated Press-January 4, 2016-YAHOONEWS

ST. LOUIS - The Mississippi River floods more often than it used to, and at higher levels. Richard Knaup thinks he knows why.The veteran emergency management director for southeast Missouri's Cape Girardeau County is fighting floods again, just as he did last year, and the year before that, and the year before that. "Prior to levee building, the river was a wild thing and it spread out between the river bluffs," Knaup said Monday. "Now we've tried to tame it. Mother Nature and Old Man River will fight back."The rains that caused this winter's flood, blamed already for 25 deaths and damage to hundreds of homes and businesses, ended a week ago, but the water was still rising Monday in southern Missouri and Illinois. The Illinois River, which joins the Mississippi above St. Louis, was expected to reach near-record crests this week between the Illinois towns of Havana and Valley City, creating "a very dangerous situation" as levees there become saturated, said Steve Buan, a National Weather Service hydrologist.Several other states along the Mississippi River were still bracing for the crest, which was flowing past Tiptonville, Tennessee, and expected to reach Memphis on Thursday at 6.5 feet above flood stage. For many in the flood-weary Midwest, fighting the river has become an almost annual event. In Cape Girardeau County, all but five of the 32 highest crests on record have occurred since the record-setting 1993 flood, and four of the top 10 have happened since 2011.So what's going on? Unusual weather patterns are a symptom of global warming, but experts also blame more immediate developments, including efforts to protect growing towns and cities from the rivers both that sustain and threaten them.Bob Holmes, a Missouri-based hydrologic engineer for the U.S. Geological Survey, says the Midwest has received far more rainfall than normal over the past quarter of a century, and more extreme rainstorms, such as the three-day downpour Dec. 26-28 that dumped 10 inches of rain over much of Missouri and Illinois and caused this latest mess. But urban sprawl also increases flood risk, he said."Farm fields will soak up water," Holmes said. "If you pave it with concrete or asphalt, all of a sudden that is a very efficient conduit right into the streams and you get increased flooding."Bob Criss, an earth and planetary science professor at Washington University in St. Louis, also blames urbanization, and says this latest spike of rain wouldn't have caused major flooding if the river wasn't constricted by levees and floodwalls."The Mississippi River behaved during this event like a small river, and it's acting like a small river because the water has no place to go," Criss said.Earthen mounds have held back the Mississippi in places since French settlers installed the river's first levees in Louisiana in 1717. They spread quickly as riverfront communities developed, but floods have continued to pose threats ever since. This was predicted as far back as 1852, when engineer Charles Ellet Jr. warned in a report to Congress that risks would only increase as "water that was formerly allowed to spread over many thousand square miles of low lands is becoming more and more confined to the immediate channel of the river."By 1926, the Mississippi River Commission declared its levee system to be complete, and able to "prevent the destructive effects of floods." The claim collapsed less than a year later, when the "Great Mississippi Flood of 1927" devastated much of the Midwest. That calamity led to still-higher barriers as the Flood Control Act of 1928 urged the Army Corps of Engineers to develop a system of more levees, spillways and other controls.Flood control took on renewed urgency after flooding in 1993, which the Corps describes as "a hydro-meteorological event without precedent in modern times on the upper Mississippi." Damage totalled $15 billion as hundreds of levees failed; 50 people died and thousands were evacuated, some for months. The federal government bought out hundreds of homes and businesses, turning floodplains into greenspace throughout the Midwest. But locations deemed too valuable for buyouts are now protected by even-bigger and stronger levees. The Mississippi River now has an estimated 3,500 miles of levees, ranging from small barriers around farmland to Corps-built structures protecting towns and major cities.Army Corps of Engineers spokesman Rene Poche defends the federal system, saying it prevented an estimated $230 billion in damage in 2011, when the river south of St. Louis experienced its worst flooding since 1993.In Cape Girardeau County, Knaup knows that the same system he blames for increased flooding also protects homes and businesses."I appreciate every levee and floodwall we have," Knaup said. "I'm grateful for them."___AP reporter Caryn Rousseau reported from Chicago.

Mississippi River crest rolls toward Tennessee; singer's body found-[Reuters]-By Suzannah Gonzales and Tim Ghianni-January 4, 2016-YAHOONEWS

(Reuters) - Tennessee residents girded on Monday for the rapidly rising Mississippi River to crest within days as Oklahoma officials found the body of a country-rock singer whose boat capsized on a lake in late December. The swollen Mississippi and rivers that feed into it wreaked havoc in Missouri and Illinois after late December heavy rain and severe storms brought flooding across several central U.S. states, leaving at least 33 people dead.Officials on Monday found the body of Craig Strickland, 29, lead singer of the country-rock band Backroad Anthem, in an Oklahoma lake. Strickland and a friend, who also died, had been caught in a severe winter storm while duck hunting in late December. In northwestern Tennessee, the Mississippi River is expected to remain inside levees and moderate flooding is forecast in Memphis, where the river is expected to crest on Friday, according to the National Weather Service. The weather service initially expected major flooding at Tiptonville, Tennessee, but in recent days cut 3 feet (1 meter) from that forecast and said the river was near a crest on Monday with minor flooding at about 7 feet (2.1 meters) over flood stage."Things have settled down a little bit," Dewayne Haggard, a Tiptonville board manager, said in a telephone interview. "People are not as edgy."The rare winter flood is expected to bring major flooding to farther downstream from Memphis on the lower Mississippi - testing but not breaking levees as the wave pushes toward the Gulf of Mexico during the next two weeks.-RELYING ON LEVEES-In Vicksburg, Mississippi, the NWS on Monday cut its forecast for the projected river crest by 1-1/2 feet (45 centimeters) to 52.5 feet (16 meters) by Jan. 15. Officials were distributing sandbags to businesses that could be threatened by floodwaters.Although some homes and roads may become inaccessible as the water rises, no evacuations are expected, said Tracey Porter, deputy director for the Warren County emergency management agency where Vicksburg is located."The main concern is safety and protection of property," Porter said on Monday. The Mississippi is expected to reach a high of 44 feet (13.4 meters) at Baton Rouge, Louisiana on Jan. 18, about 9 feet (2.7 meters) above flood stage, said Jeff Graschel, a National Weather Service hydrologist.Graschel said such levels usually are not seen at Baton Rouge until late winter and early spring, when snow melts and there is heavy rainfall."All the levels we're expecting will be contained in the levee systems," Graschel said. Most of the deaths in the heavy flooding since late December have come after vehicles drove into flooded areas. Ten people have died in flooding in Illinois, where a dozen counties have been declared disaster areas. The toll nationally could rise. The St. Francis County Sheriff in Arkansas is searching for a man caught in flood waters on Sunday in an area about 100 miles east of Little Rock. The NWS said there was major flooding on the White River at Des Arc, Arkansas, about 50 miles northeast of Little Rock, and on the Arkansas River at Pine Bluff, Arkansas, about 40 miles south of Little Rock. I HAD A BRIEF DREAM YESTERDAY MORNING-AND I BELIEVE IT MEANS PROPHECY TEACHERS-PREACHERS WILL BE PERSECUTED BIGTIME THIS YEAR. MY DREAM STARTED WITH ME SAYING HERE ARE THE THINGS TO HAPPEN BY THE BIBLE IN 2016. I POINTED TO THE POINTS I HAD WRITTEN ON A PAPER ON A DESK. AS SOON AS I LOOKED DOWN TO SAY THE BIBLE PREDICTIONS. 2 ARMS PUSHED ME AGAINST A WALL HARD. I THEN TURNED THE PERSON A MALE TO HIS BACK AGAINST THE WALL. AN PRECEEDED TO PUNCH HIM IN THE FACE HARD 4 TIMES. THEN I WOKE UP ON THE 4TH PUNCH I HIT HIM ON THE CHIN. MY PUNCHES WERE GOING NOT A DIRECT PUNCH TO THE FACE.BUT MY PUNCHES WERE GOING FROM MY RIGHT SIDE TO UP TO THE CHIN PUNCHES TO THE FACE. ALL I CAN FIGURE THIS MEANS BIBLE PROPHECY TEACHERS-PREACHERS WILL BE FIGHTING TO GET GODS PROPHECIES OUT TO THE WORLD.AGAINST INCREDIBLE OPPOSITION.

THE WORD FROM GOD TO PAT ROBERTSON FOR THE YEAR OF 2016-IS GREAT MIRACLES BY GOD FOR THE CHURCH. AND THAT THE SHIITES AND SUNNI MUSLIMS WILL BE IN A GREAT BATTLE. AND THE SAUDI-ARABIA OIL WELLS WILL BE SET ON FIRE. AND THE PRICE OF OIL WILL SKYROCKET TO MAYBE $150 DOLLARS OR MORE A BARREL. SO IT WOULD NOT SURPRISE ME IF RUSSIA LIKE THE BIBLE SAYS WILL TEAM UP WITH IRAN AND THE SHIITE MUSLIM NATIONS TO MAKE SURE SAUDI-ARABIAS OIL WELLS ARE SET ON FIRE AND DESTROYED. SO IRAN AND RUSSIA CAN SKYROCKET OIL PRICES-DESTROY SAUDI-ARABIA AND CONTROL THE OIL MARKET.

Oil prices to stay low for two years: BP chief-AFP-January 2, 2016 8:20 AM-YAHOONEWS

London (AFP) - Struggling oil producers could suffer even more pain in 2016 with further plunges in already record-low prices, BP Chief Executive Bob Dudley warned Saturday."A low point could be in the first quarter," Dudley told BBC radio.Oil prices fell by 34 percent in 2015, battered by prolonged global oversupply and a slowdown in energy-hungry China's economy.Dudley predicted that prices could stabilise towards the end of the year, but would remain low for the forseeable future."Prices are going to stay lower for longer, we have said it and I think we are in this for a couple of years. For sure, there is a boom-and-bust cycle here," Dudley said.Prices have particularly slumped since December 4 when the Organization of the Petroleum Exporting Countries decided against limiting production as members fight to keep market share.Potentially adding to the supply worries was action by the US Congress last month to end the 40-year-old ban on exports of crude oil produced in the country.

In Sweden, a Cash-Free Future Nears-By LIZ ALDERMAN-JAN 4,16-new york times-nyt date dec 26,15

STOCKHOLM — Parishioners text tithes to their churches. Homeless street vendors carry mobile credit-card readers. Even the Abba Museum, despite being a shrine to the 1970s pop group that wrote “Money, Money, Money,” considers cash so last-century that it does not accept bills and coins.Few places are tilting toward a cashless future as quickly as Sweden, which has become hooked on the convenience of paying by app and plastic. This tech-forward country, home to the music streaming service Spotify and the maker of the Candy Crush mobile games, has been lured by the innovations that make digital payments easier. It is also a practical matter, as many of the country’s banks no longer accept or dispense cash.At the Abba Museum, “we don’t want to be behind the times by taking cash while cash is dying out,” said Bjorn Ulvaeus, a former Abba member who has leveraged the band’s legacy into a sprawling business empire, including the museum. Not everyone is cheering. Sweden’s embrace of electronic payments has alarmed consumer organizations and critics who warn of a rising threat to privacy and increased vulnerability to sophisticated Internet crimes. Last year, the number of electronic fraud cases surged to 140,000, more than double the amount a decade ago, according to Sweden’s Ministry of Justice. The “Kollektomat,” enabling tithing by card, at the Filadelfia church in Stockholm. Only 15 percent of the donations to the church are cash. Credit Linus Sundahl-Djerf for The New York Times-Older adults and refugees in Sweden who use cash may be marginalized, critics say. And young people who use apps to pay for everything or take out loans via their mobile phones risk falling into debt.“It might be trendy,” said Bjorn Eriksson, a former director of the Swedish police force and former president of Interpol. “But there are all sorts of risks when a society starts to go cashless.”But advocates like Mr. Ulvaeus cite personal safety as a reason that countries should go cash-free. He switched to using only card and electronic payments after his son’s Stockholm apartment was burglarized twice several years ago.“There was such a feeling of insecurity,” said Mr. Ulvaeus, who carries no cash at all. “It made me think: What would happen if this was a cashless society, and the robbers couldn’t sell what they stole?”Bills and coins now represent just 2 percent of Sweden’s economy, compared with 7.7 percent in the United States and 10 percent in the euro area. This year, only about 20 percent of all consumer payments in Sweden have been made in cash, compared with an average of 75 percent in the rest of the world, according to Euromonitor International.Cards are still king in Sweden — with nearly 2.4 billion credit and debit transactions in 2013, compared with 213 million 15 years earlier. But even plastic is facing competition, as a rising number of Swedes use apps for everyday commerce. At more than half of the branches of the country’s biggest banks, including SEB, Swedbank, Nordea Bank and others, no cash is kept on hand, nor are cash deposits accepted. They say they are saving a significant amount on security by removing the incentive for bank robberies.Last year, Swedish bank vaults held around 3.6 billion kronor in notes and coins, down from 8.7 billion in 2010, according to the Bank for International Settlements. Cash machines, which are controlled by a Swedish bank consortium, are being dismantled by the hundreds, especially in rural areas.Mr. Eriksson, who now heads the Association of Swedish Private Security Companies, a lobbying group for firms providing security for cash transfers, accuses banks and credit card companies of trying to “price cash out of the market” to make way for cards and electronic payments, which generate fee income.“I don’t think that’s something they should decide on their own,” he said. “Should they really be able to use their market force to turn Sweden into a cashless society?”The government has not sought to stem the cashless tide. If anything, it has benefited from more efficient tax collection, because electronic transactions leave a trail; in countries like Greece and Italy, where cash is still heavily used, tax evasion remains a big problem.Leif Trogen, an official at the Swedish Bankers’ Association, acknowledged that banks were earning substantial fee income from the cashless revolution. But because it costs money for banks and businesses to conduct commerce in cash, reducing its use makes financial sense, Mr. Trogen said.Cash is certainly not dead. The Swedish central bank, the Riksbank, predicts it will decline fast but still be circulating in 20 years. Recently, the Riksbank issued newly redesigned coins and notes. But for an increasing number of consumers, cash is no longer a habit.Doing away with cash, “might be trendy,” said Bjorn Eriksson, a former director of the Swedish police force and former president of Interpol. “But there are all sorts of risks when a society starts to go cashless.” At the University of Gothenburg, students said they almost exclusively used cards and electronic payments. “No one uses cash,” said Hannah Ek, 23. “I think our generation can live without it.”The downside, she conceded, was that it was easy to spend without thinking. “I do spend more,” Ms. Ek said. “But if I had a 500 krona bill, I’d think twice about spending it all.” (Five hundred kronor is about $58.)The shift has rippled through even the most unlikely corners of the Swedish economy.Stefan Wikberg, 65, was homeless for four years after losing his job as an I.T. technician. He has a place to live now and sells magazines for Situation Stockholm, a charitable organization, and began using a mobile card reader to take payments, after noticing that almost no one carried cash.“Now people can’t get away,” said Mr. Wikberg, who carries a sign saying he accepts Visa, MasterCard and American Express. “When they say, ‘I don’t have change,’ I tell them they can pay with card or even by SMS,” he said, referring to text messages. His sales have grown by 30 percent since he adopted the card reader two years ago.At the Filadelfia Stockholm church, so few of the 1,000 parishioners now carry cash that the church had to adapt, said Soren Eskilsson, the executive pastor.During a recent Sunday service, the church’s bank account number was projected onto a large screen. Worshipers pulled out cellphones and tithed through an app called Swish, a payment system set up by Sweden’s biggest banks that is fast becoming a rival to cards.Other congregants lined up at a special “Kollektomat” card machine, where they could transfer funds to various church operations. Last year, out of 20 million kronor in tithes collected, more than 85 percent came in by card or digital payment.“People give more money to the church now because it’s electronic and easy,” said Mr. Eskilsson, adding that the church saved on security costs by handling less cash.Despite the convenience, even some who stand to gain from a cashless society see drawbacks.“ Sweden has always been at the forefront of technology, so it’s easy to embrace this,” said Jacob de Geer, a founder of iZettle, which makes a mobile-powered card reader.“But Big Brother can watch exactly what you’re doing if you purchase things only electronically,” he said. But for Mr. Ulvaeus, the music magnate, such concerns are overblown.“Everything speaks in favor of a cashless society,” he said as he strolled past the Abba Museum to retrieve his car. “It’s a utopian thought, but we’re very close to it.”He paused at a hot-dog stand for a snack. But when he was ready to pay, the card reader was broken.“Sorry,” the vendor said. “You’ll have to use cash.”Christina Anderson contributed reporting.A version of this article appears in print on December 27, 2015, on page A1 of the New York edition with the headline: Where Even Banks Don’t Accept Cash Anymore

FREESCALE LAB IN ISRAEL CLOSES 1 YEAR 9 MONTHS AFTER 20 FREESCALE WORKERS WERE LOST IN THE DISAPPEARENCE OF MH370 IN THE INDIAN OCEAN OR CRASHED ON LAND SOMEWHERE.

JEWISH KING JESUS IS COMING AT THE RAPTURE FOR US IN THE CLOUDS-DON'T MISS IT FOR THE WORLD.THE BIBLE TAKEN LITERALLY- WHEN THE PLAIN SENSE MAKES GOOD SENSE-SEEK NO OTHER SENSE-LEST YOU END UP IN NONSENSE.GET SAVED NOW- CALL ON JESUS TODAY.THE ONLY SAVIOR OF THE WHOLE EARTH - NO OTHER. 1 COR 15:23-JESUS THE FIRST FRUITS-CHRISTIANS RAPTURED TO JESUS-FIRST FRUITS OF THE SPIRIT-23 But every man in his own order: Christ the firstfruits; afterward they that are Christ’s at his coming.ROMANS 8:23 And not only they, but ourselves also, which have the firstfruits of the Spirit, even we ourselves groan within ourselves, waiting for the adoption, to wit, the redemption of our body.(THE PRE-TRIB RAPTURE)

I WONDER IF THE MH370 PLANE CRASH HAD ANYTHING TO DO WITH THE FREESCALE CLOSURE IN ISRAEL.THERE WERE 20 FREESCALE WORKERS ON THE MH370 STILL NOT FOUND PLANE CRASH.1 YEAR AND 9 MONTHS LATER.

Israeli engineers will bounce back from Freescale lab closure, says expert-The loss of some 200 engineering jobs at one of the ‘granddaddies’ of Israeli tech does not reflect on the industry, says Shlomo Gradman-By David Shamah January 3, 2016, 7:59 pm-THE TIMES OF ISRAEL

One of the granddaddies of Israeli tech is no more — but the 200 or so workers who are to lose their job with the closure of NXP Israel’s Herzliya R&D center should land on their feet, believes Shlomo Gradman, CEO of ASG Ltd., and chairman of the Israeli High Tech CEO Forum.“The chip business is still very important in Israel, and I know that several multinationals are looking to hire engineers. It may take some time, but I believe the engineers losing their jobs will find another one, sooner rather than later.”NXP is actually a new name on the Israeli tech scene; it’s the company that bought out Freescale, which, since 1982 — when it was established as a spinoff of Motorola Semiconductor — has had a presence in Israel.Until just a few years ago, the company had almost 500 engineers working on communication and networking technology; layoffs slowly ate into that level of staffing. And today, upon the completion of the acquisition of Freescale and its 15,000-plus employees, just 200 remained at Freescale Israel’s R&D center. Now, even that lessened presence is to be eliminated, company sources told Israeli tech reporters Sunday. NXP, one of the world’s largest semiconductor companies, never had an R&D lab in Israel. “They have locations all over the world, and are likely to replace the Israeli engineers with engineers from China and India.” Indeed, all seven of NXP’s test and assembly sites, as well as two of their five wafer fabrication plants, are located in the Far East. The closure of the NXP/Freescale operation in Israel truly marks the end of an era. Herzliya was once one of Freescale’s most important development centers, and chips and micro controllers designed by the company (and in Israel) can be found in literally millions of products from the world’s biggest communication companies, in use in equipment used by cell phone service providers, ISPs, cloud computing centers, and many other communication providers. But if NXP has decided that its needs do not match the innovation the Herzliya team has proven capable of, there are plenty of other firms that could use some good engineers. Gradman is one of the most “connected” people in the Israeli semiconductor industry. A veteran of the international conference circuit, he personally organizes numerous major events in Israel each year, including the Chipex event, where the semiconductor industry shows off its latest and greatest; and the upcoming (in February) Innovex, an international showcase that presents the latest in Israeli technology, and is attended by top tech executives from some of the biggest companies in the US, Europe, and the Far East.As such, he is as much in the know about what is happening in the tech business as anyone, and “I know that some of the multinationals have open positions and are very interested in hiring good engineers here.” Many of them, in fact, have R&D centers right down the block from NXP/Freescale, so “it’s possible that many of these engineers will end up in the same neighborhood that they are used to working in.”The closure of the R&D center does not reflect in any way on the greater Israeli high-tech industry, or the semiconductor business specifically; both are very healthy, and the latter particularly so.“I know the perception has been that semiconductors were long ago eclipsed by other areas, like mobile and networking technology, and that there was no way we could compete with China and India because of the economies of scale advantage they have over us, but semiconductors have always been there, below the surface,” said Gradman. Just ask Apple; “they acquired Anobit and PrimeSense, two companies whose main activity was chip design, and hired hundreds of chip designers who were let go from other companies, like Texas Instruments.”The Internet of Things, added Gradman, is a major semiconductor play, as companies race to make smaller and better connected chips to control the almost-endless list of devices that are going to be connected, uploading data to the cloud for analysis. The IoT is a major game-changer that could become “a major growth engine,” Gradman said. And the engineers now on the market are just the people to help the Intels, Microsofts, Apples and Samsungs of the world build better IoT devices. “These engineers bring extensive experience and skills with them,” said Gradman. “Two hundreds engineers is a lot for the market to absorb at one time, but I am sure things will work out for them.”

Technology | Sun Mar 9, 2014 7:12pm EDT-Loss of employees on Malaysia flight a blow, U.S. chipmaker says-SAN FRANCISCO | By Noel Randewich-AP

Employees of Freescale Semiconductor who were on a Malaysia Airlines flight presumed to have crashed were doing sophisticated work at the U.S. chipmaker, a company spokesman said on Sunday. The 20 Freescale employees, among 239 people on flight MH370, were mostly engineers and other experts working to make the company's chip facilities in Tianjin, China, and Kuala Lumpur more efficient, said Mitch Haws, vice president, global communications and investor relations."These were people with a lot of experience and technical background and they were very important people," Haws said. "It's definitely a loss for the company."None of Austin, Texas-based Freescale's most senior executives were on board the Boeing Co 777-200ER airliner that vanished from radar screens about an hour after it took off from Kuala Lumpur for Beijing on Saturday. The employees who were on board, 12 from Malaysia and eight from China, came from a range of disciplines and they were part of a broad push by Chief Executive Officer Gregg Lowe to make Freescale more efficient and cost effective, Haws said.Top-quality engineers are hard to come by for chipmakers and other technology companies, and losing them can have a major impact on business, regardless of their seniority. While the employees on the flight account for less than 1 percent of Freescale's global workforce of 16,800 people, they were working toward the same goals and their loss will reverberate throughout Freescale, Haws said. They had been streamlining facilities in Tianjin and Kuala Lumpur that Freescale uses for testing and packaging microchips used in automobiles, consumer products, telecommunications infrastructure and industrial equipment. On Sunday, Freescale was organizing transportation and accommodation for the 20 staff members' families, as well as providing grief counseling, Haws said. One of the chipmaker's long-time competitors, Texas Instruments, tweeted on Saturday: "We extend our condolences to the families and coworkers of the @Freescale employees aboard Malaysia Airlines flight MH370."(Additional reporting by Greg Roumeliotis in New York; Editing by Mohammad Zargham)
