London (AFP) - Struggling oil producers could suffer even more pain in 2016 with further plunges in already record-low prices, BP Chief Executive Bob Dudley warned Saturday."A low point could be in the first quarter," Dudley told BBC radio.Oil prices fell by 34 percent in 2015, battered by prolonged global oversupply and a slowdown in energy-hungry China's economy.Dudley predicted that prices could stabilise towards the end of the year, but would remain low for the forseeable future."Prices are going to stay lower for longer, we have said it and I think we are in this for a couple of years. For sure, there is a boom-and-bust cycle here," Dudley said.Prices have particularly slumped since December 4 when the Organization of the Petroleum Exporting Countries decided against limiting production as members fight to keep market share.Potentially adding to the supply worries was action by the US Congress last month to end the 40-year-old ban on exports of crude oil produced in the country.

Even the Abba Museum, despite being a shrine to the 1970s pop group that wrote “Money, Money, Money,” considers cash so last-century that it does not accept bills and coins.Few places are tilting toward a cashless future as quickly as Sweden, which has become hooked on the convenience of paying by app and plastic.This tech-forward country, home to the music streaming service Spotify and the maker of the Candy Crush mobile games, has been lured by the innovations that make digital payments easier. It is also a practical matter, as many of the country’s banks no longer accept or dispense cash.At the Abba Museum, “we don’t want to be behind the times by taking cash while cash is dying out,” said Bjorn Ulvaeus, a former Abba member who has leveraged the band’s legacy into a sprawling business empire, including the museum.Not everyone is cheering. Sweden’s embrace of electronic payments has alarmed consumer organizations and critics who warn of a rising threat to privacy and increased vulnerability to sophisticated Internet crimes. Last year, the number of electronic fraud cases surged to 140,000, more than double the amount a decade ago, according to Sweden’s Ministry of Justice.The “Kollektomat,” enabling tithing by card, at the Filadelfia church in Stockholm. This year, only about 20 percent of all consumer payments in Sweden have been made in cash, compared with an average of 75 percent in the rest of the world, according to Euromonitor International.Cards are still king in Sweden — with nearly 2.4 billion credit and debit transactions in 2013, compared with 213 million 15 years earlier. But even plastic is facing competition, as a rising number of Swedes use apps for everyday commerce.At more than half of the branches of the country’s biggest banks, including SEB, Swedbank, Nordea Bank and others, no cash is kept on hand, nor are cash deposits accepted. They say they are saving a significant amount on security by removing the incentive for bank robberies.Last year, Swedish bank vaults held around 3.6 billion kronor in notes and coins, down from 8.7 billion in 2010, according to the Bank for International Settlements. Cash machines, which are controlled by a Swedish bank consortium, are being dismantled by the hundreds, especially in rural areas.Mr. Eriksson, who now heads the Association of Swedish Private Security Companies, a lobbying group for firms providing security for cash transfers, accuses banks and credit card companies of trying to “price cash out of the market” to make way for cards and electronic payments, which generate fee income.“I don’t think that’s something they should decide on their own,” he said. “Should they really be able to use their market force to turn Sweden into a cashless society?”The government has not sought to stem the cashless tide. If anything, it has benefited from more efficient tax collection, because electronic transactions leave a trail; in countries like Greece and Italy, where cash is still heavily used, tax evasion remains a big problem.Leif Trogen, an official at the Swedish Bankers’ Association, acknowledged that banks were earning substantial fee income from the cashless revolution. But because it costs money for banks and businesses to conduct commerce in cash, reducing its use makes financial sense, Mr. Trogen said.Cash is certainly not dead. The Swedish central bank, the Riksbank, predicts it will decline fast but still be circulating in 20 years. Recently, the Riksbank issued newly redesigned coins and notes.But for an increasing number of consumers, cash is no longer a habit.Doing away with cash, “might be trendy,” said Bjorn Eriksson, a former director of the Swedish police force and former president of Interpol. “But there are all sorts of risks when a society starts to go cashless.” At the University of Gothenburg, students said they almost exclusively used cards and electronic payments. “No one uses cash,” said Hannah Ek, 23. “I think our generation can live without it.”The downside, she conceded, was that it was easy to spend without thinking. “I do spend more,” Ms. Ek said. “But if I had a 500 krona bill, I’d think twice about spending it all.” (Five hundred kronor is about $58.)The shift has rippled through even the most unlikely corners of the Swedish economy.Stefan Wikberg, 65, was homeless for four years after losing his job as an I.T. technician. He has a place to live now and sells magazines for Situation Stockholm, a charitable organization, and began using a mobile card reader to take payments, after noticing that almost no one carried cash.“Now people can’t get away,” said Mr. Wikberg, who carries a sign saying he accepts Visa, MasterCard and American Express. “When they say, ‘I don’t have change,’ I tell them they can pay with card or even by SMS,” he said, referring to text messages. His sales have grown by 30 percent since he adopted the card reader two years ago.At the Filadelfia Stockholm church, so few of the 1,000 parishioners now carry cash that the church had to adapt, said Soren Eskilsson, the executive pastor.During a recent Sunday service, the church’s bank account number was projected onto a large screen. Worshipers pulled out cellphones and tithed through an app called Swish, a payment system set up by Sweden’s biggest banks that is fast becoming a rival to cards.Other congregants lined up at a special “Kollektomat” card machine, where they could transfer funds to various church operations. Last year, out of 20 million kronor in tithes collected, more than 85 percent came in by card or digital payment.“People give more money to the church now because it’s electronic and easy,” said Mr. Eskilsson, adding that the church saved on security costs by handling less cash.Despite the convenience, even some who stand to gain from a cashless society see drawbacks.“ Sweden has always been at the forefront of technology, so it’s easy to embrace this,” said Jacob de Geer, a founder of iZettle, which makes a mobile-powered card reader.“But Big Brother can watch exactly what you’re doing if you purchase things only electronically,” he said.But for Mr. Ulvaeus, the music magnate, such concerns are overblown.“Everything speaks in favor of a cashless society,” he said as he strolled past the Abba Museum to retrieve his car. “It’s a utopian thought, but we’re very close to it.”He paused at a hot-dog stand for a snack. One of the granddaddies of Israeli tech is no more — but the 200 or so workers who are to lose their job with the closure of NXP Israel’s Herzliya R&D center should land on their feet, believes Shlomo Gradman, CEO of ASG Ltd., and chairman of the Israeli High Tech CEO Forum.“The chip business is still very important in Israel, and I know that several multinationals are looking to hire engineers. It may take some time, but I believe the engineers losing their jobs will find another one, sooner rather than later.”NXP is actually a new name on the Israeli tech scene; it’s the company that bought out Freescale, which, since 1982 — when it was established as a spinoff of Motorola Semiconductor — has had a presence in Israel.Until just a few years ago, the company had almost 500 engineers working on communication and networking technology; layoffs slowly ate into that level of staffing. And today, upon the completion of the acquisition of Freescale and its 15,000-plus employees, just 200 remained at Freescale Israel’s R&D center.Now, even that lessened presence is to be eliminated, company sources told Israeli tech reporters Sunday. NXP, one of the world’s largest semiconductor companies, never had an R&D lab in Israel. “They have locations all over the world, and are likely to replace the Israeli engineers with engineers from China and India.” Indeed, all seven of NXP’s test and assembly sites, as well as two of their five wafer fabrication plants, are located in the Far East.The closure of the NXP/Freescale operation in Israel truly marks the end of an era. Herzliya was once one of Freescale’s most important development centers, and chips and micro controllers designed by the company (and in Israel) can be found in literally millions of products from the world’s biggest communication companies, in use in equipment used by cell phone service providers, ISPs, cloud computing centers, and many other communication providers.But if NXP has decided that its needs do not match the innovation the Herzliya team has proven capable of, there are plenty of other firms that could use some good engineers. Gradman is one of the most “connected” people in the Israeli semiconductor industry. A veteran of the international conference circuit, he personally organizes numerous major events in Israel each year, including the Chipex event, where the semiconductor industry shows off its latest and greatest; and the upcoming (in February) Innovex, an international showcase that presents the latest in Israeli technology, and is attended by top tech executives from some of the biggest companies in the US, Europe, and the Far East.As such, he is as much in the know about what is happening in the tech business as anyone, and “I know that some of the multinationals have open positions and are very interested in hiring good engineers here.” Many of them, in fact, have R&D centers right down the block from NXP/Freescale, so “it’s possible that many of these engineers will end up in the same neighborhood that they are used to working in.”The closure of the R&D center does not reflect in any way on the greater Israeli high-tech industry, or the semiconductor business specifically; both are very healthy, and the latter particularly so.“I know the perception has been that semiconductors were long ago eclipsed by other areas, like mobile and networking technology, and that there was no way we could compete with China and India because of the economies of scale advantage they have over us, but semiconductors have always been there, below the surface,” said Gradman. Just ask Apple; “they acquired Anobit and PrimeSense, two companies whose main activity was chip design, and hired hundreds of chip designers who were let go from other companies, like Texas Instruments.”The Internet of Things, added Gradman, is a major semiconductor play, as companies race to make smaller and better connected chips to control the almost-endless list of devices that are going to be connected, uploading data to the cloud for analysis. The IoT is a major game-changer that could become “a major growth engine,” Gradman said.And the engineers now on the market are just the people to help the Intels, Microsofts, Apples and Samsungs of the world build better IoT devices. “These engineers bring extensive experience and skills with them,” said Gradman. “Two hundreds engineers is a lot for the market to absorb at one time, but I am sure things will work out for them.”

Employees of Freescale Semiconductor who were on a Malaysia Airlines flight presumed to have crashed were doing sophisticated work at the U.S. chipmaker, a company spokesman said on Sunday.The 20 Freescale employees, among 239 people on flight MH370, were mostly engineers and other experts working to make the company's chip facilities in Tianjin, China, and Kuala Lumpur more efficient, said Mitch Haws, vice president, global communications and investor relations."These were people with a lot of experience and technical background and they were very important people," Haws said. (AP) — A peaceful protest Saturday in support of an eastern Oregon ranching family facing jail time for arson was followed shortly afterward by an occupation of a building at a national wildlife refuge.Ammon Bundy, the son of Nevada rancher Cliven Bundy, who was involved in a standoff with the government over grazing rights, told The Oregonian (http://is.gd/bK7d4E ) that he and two of his brothers were among a group of dozens of people occupying the headquarters of the Malheur National Wildlife Refuge.Ammon Bundy posted a video on his Facebook page asking for militia members to come help him. CHICAGO (AP) — The furor over recent Chicago police shootings has legislators considering whether voters should be allowed to recall Mayor Rahm Emanuel or future officials who hold his post.Illinois state law currently addresses only the recall of a governor, a provision voters approved in 2010 after former Illinois Gov. Rod Blagojevich was arrested and impeached. Now, state Rep. La Shawn Ford, a Chicago Democrat, wants voters to also have the power to remove the mayor of the country's third-largest city.In light of the unrest in the city, Ford said, "It's clearly the right thing to have on the books."But what about mayors in other Illinois cities? What about state lawmakers? How does Illinois compare to other states when it comes to recalls? Here's a closer look at those questions and the particulars of Ford's measure.___ FORD'S RECALL PROPOSAL-Ford introduced his bill on Dec. 9, the day Emanuel addressed the Chicago City Council and apologized for the death of Laquan McDonald, a black teenager who was shot 16 times by a white police officer in October 2014. Emanuel's apology came a couple of weeks after the release of police dashcam video that appeared to show McDonald walking away from officers when he was shot. The video triggered protests and calls for Emanuel's resignation.Emanuel has said he won't step down."We understand there's a desire by some to insert politics into this discussion, but the mayor's focus is not on his own personal politics," Emanuel spokesman Adam Collins said in a statement. Rome (AFP) - Italian health authorities on Sunday ordered investigations after five women died in childbirth in seven days, shocking a nation with one of the lowest maternal mortality rates in the world.The deaths occurred across the country between December 25 and 31.While all appear to have explicable causes, their concentration over the holiday period has raised questions over whether hospital staffing may have been a factor and also over whether older mothers-to-be are being sufficiently monitored for warning signs of potentially fatal conditions.In the latest case, Giovanna Lazzari, 29, already a mother of two who was eight months pregnant, died on New Year's Eve in Brescia, northern Italy, a day after coming to an emergency unit with a high fever and symptoms of gastroenteritis, according to her partner Roberto Coppini.As her condition deteriorated, doctors attempted an emergency Cesarean but were unable to save either the mother or the foetus."In a few hours, I lost a baby and a unique mamma. Someone has to tell me what happened," Coppini told reporters."Giovanna sent me a text message during the night in which she told me she had very strong pains but that the doctors were not paying any attention to her."She would have been 30 on January 1. She was young and healthy."Ezio Belleri, the hospital's director general, said an initial review of Lazzari's treatment had not found any indication of errors."The doctors did everything that could be done," he said. "Up to now, nothing indicates that any errors were made."Belleri said the cause of death had been septic shock brought on by haemorrhaging that was likely the result of an unpredictably rapid spread of a very strong bacterial infection.Health minister Beatrice Lorenzin has dispatched experts to establish what happened in Brescia and three of the other four fatal cases. Their first report is due Monday."We have to understand if the recommended procedures were followed or if there were organisational deficiencies," Lorenzin said."The priority is identifying any errors and preventing other tragedies."In two of the other cases, both of which resulted in still births, the mothers, aged 35 and 39, suffered cardiac arrest during labour, according to reports.Anna Massignan, a 34-year-old doctor from Lonigo, near Vicenza who died on Christmas Day, succumbed after an emergency Cesarean eight months into her pregnancy, reportedly following a fall at home. Her son was delivered alive but died several hours later.The one case not being investigated concerned a 23-year-old from Foggia in southern Italy who was approaching her due date and died suddenly at home. Doctors were able to perform a post-mortem Cesarean and save her daughter.- 'Obsolete procedures' -A leading gynaecologist said some of the victims may have paid the price for inadequate screening for the risk of thrombosis or heart problems emerging during the latter stages of pregnancy."With preventative checks we could save so many women in the delivery room," said Rosalba Paesano, Professor of Gynaecological Science at Rome's La Sapienza university."But the health ministry does not say they are required, in reality because they cost too much. The procedures we have in place are obsolete," Paesano told La Repubblica.Consumer group Codacons said it would be filing requests on Monday for prosecutors to look into whether regional authorities and the health ministry had been negligent in their instructions to hospitals regarding screening measures and preventative treatment.Antonio Starita, medical director at Rome's San Camillo hospital, told La Stampa: "The one figure that stands out is that 35 percent of pregnancies in Italy involve women over 35 and, at this age, the maternal mortality risk doubles." Starita said blocks on new hires in parts of the health system could be creating staff shortages, particularly amongst midwives assigned to home visits who could pick up early warning signs of problems in a pregnancy. According to World Bank figures, Italy has had an average of four maternal deaths in pregnancy per 100,000 live births since 2004, one of the ten lowest mortality rates in the world.

Panama City (AFP) - Panama's expansion of its century-old canal, which has suffered costly overruns and major delays, is now to be complete "around the month of May," President Juan Carlos Varela said Saturday.The leader, speaking in an address to the nation, also urged the Spanish-led consortium behind the project to leave legal disputes to the "competent authorities" and focus on completing its work on the waterway.The appeal came after a Dispute Adjudication Board hearing a budget overrun row ordered the state's Panama Canal Authority to pay the consortium $17 million for extra labor costs and for a strike called by workers."With respect, I am calling on the contractors for the expansion project to hold dialogue with the Panama Canal Authority, to allow work to be completed, to leave legal disputes in the hands of the competent authorities and to avoid mediatized differences that in no way help the image of the contractors, the Canal Authority and the Republic of Panama," Varela said.The consortium, Grupo Unidos por el Canal de Panama, started the expansion work on the canal in 2007. The project is well behind schedule.The extensions were originally meant to have been completed in October 2014 but were then pushed back to an April 2016 deadline.Varela's announcement indicated that that may have slipped again, to May this year.The work on the century-old canal aims to triple its capacity.The cost of the work was projected at $5.3 billion, but that has been greatly exceeded.Varela also said it was "imperative" to start a study on developing a river basin to guarantee water supplies for human use and for the functioning of the canal.

(Reuters) - Residents of towns in far southern Illinois anxiously awaited flood waters from the swollen Mississippi River to peak on Sunday, with hundreds electing to remain in their homes, as states downstream prepared for the rising waters.The National Weather Service on Sunday canceled a flash flood watch for three southern Illinois counties, where record or near-record river levels had threatened to breach levees. Days of downpours totaling 10 inches or more in spots pushed the Mississippi and smaller rivers over their banks in several states. In 2006 it emitted gases only.

The peak of the shower will last about two hours, NASA said.What is the Quadrantid meteor shower? The Quadrantids, which were first observed around 1825, are named for constellation Quadrans Muralis, which no long exists, according to EarthSky. Astronomer Peter Jenniskens discovered that the Quadrantid's parent body may be asteroid 2003 EH1, but it is not entirely clear where the Quadrantids — which are located between the constellations Bootes the Herdsman and Draco the Dragon — originated. While most meteor showers have a peak of two days, the Quadrantids is much shorter — just a few hours, according to NASA. The Quadrantids are known for their bright, fireball meteors. At its peak, the shower will produce approximately 80 meteors per hour.
