A police officer who guarded Milhem when he was jailed for attacking a soldier with a screwdriver and trying to steal his weapon in 2007 — ostensibly to avenge the killing of a cousin in a police raid — described the alleged killer as a “very problematic” and “violent” individual, who was “full of hatred.” When he heard that Milhem had allegedly carried out Friday’s attack, the police officer said, “I couldn’t believe he’d been set free” after the five-year term to which he was sentenced for attacking the soldier.Sunday’s search for Milhem focused in part on the Ramat Aviv area of north Tel Aviv, where he worked as a vegetable delivery man — for a branch of the same Anise natural foods store he was seen leaving on Dizengoff Street when he began his shooting spree.“He knew this whole area very well,” said Yoel Galatkin, a store owner in the Ramat Aviv Schuster Center where Milhem worked. “He slept here [in this area] every night.”Workers in the area who know Milhem disputed his family’s claim that he was not of sound mind, describing him as energetic and focused, albeit quick to take offense. Yigal Markis, owner a nearby dry cleaners, described him as “sociable.”A report prepared for a drugs rehabilitation center that refused to admit him, shown by Channel 10 news, described him as “easily angered” and prone to believe that he had “superpowers.” Overnight Saturday-Sunday, police converged on a Ramat Gan apartment, in the belief that the killer had activated his mobile phone. It turned out, however, that a girl had found the phone in the front yard of an apartment bloc, taken it home, and turned it on. Police now believe that he discarded it before setting off on his murderous shooting spree.Police are now certain Milhem also killed cab driver Amin Shaaban, who was found murdered in north Tel Aviv an hour after the attack, Channel 10 reported. Shaaban, a Bedouin father of 11 from Lod who worked for a taxi station at Ben Gurion Airport, was laid to rest on Sunday.The two victims of the Friday Dizengoff Street shooting — Alon Bakal and Shimon Ruimi — were also buried Sunday, with thousands in attendance. Two people critically injured in the shooting are no longer in danger, according to a report from Ichilov Hospital. One of them has a bullet lodged in his skull, which cannot be removed, the hospital said.

The father of the Arab Israeli gunman believed to have carried out Friday’s deadly shooting attack in Tel Aviv urged security forces on Saturday to detain his son as soon as possible, fearing that he would strike again.The alleged killer was named later Saturday as Nashat Milhem.“What is important to me now is that they reach my son and arrest him, because he is still armed,” the Ynet news website quoted Muhammad Milhem as saying.“And just as he murdered two people, he can murder more.”He added: “I am worried and I want to hear that he is in police hands.”The 29-year-old gunman has been on the run since the attack at a bar on the bustling Dizengoff Street on Friday afternoon.Police urged the Israeli public Saturday to be on the alert, and to report any suspicious individual to them.Thousands of police, Border Police and other members of the security forces were engaged in a manhunt for the killer.Milhem’s father Muhammad, a volunteer police officer from Wadi Ara in northern Israel, contacted the authorities after recognizing his son in footage of the attack shown on television.He had been telephoned by relatives, saw the footage himself, and then went to the local police station.He was questioned by police on Friday evening, and computers and other items in the family home have been seized by police as part of the investigation into the attack. One relative is reportedly being held by police.Ahmed Milhem, a relative, said the suspect stole his father’s weapon from a safe at their home.There was a huge police presence outside the family home on Saturday.Muhammad, the father, told reporters Saturday that “I am an Israeli citizen, a law-abiding citizen. I heard what my son has done, and I am sorry. I did not educate him to act in that way. I went to the police and helped the security forces. I did not expect that my son would do such a thing.” He expressed his sorrow to the families of the victims, and said he hoped those who were injured would make full recoveries.He also said his son had psychological issues.Police and Shin Bet officials continued their massive manhunt for the gunman Saturday, as hundreds of members of the security forces scoured the Tel Aviv area, where they believe he is still hiding.The local council in the village of Arara, where the gunman’s family lives, on Saturday issued a strong condemnation of the attack.“The council and villagers harshly condemn the shooting incident that occurred on Dizengoff Street in Tel Aviv on Friday afternoon, and strongly oppose any acts of violence,” the statement said.“The council makes clear that this is the action of one man and is not representative of the village, and stresses that the incident is alien to our culture and the culture of the village.“The council and village residents send our condolences to the families of those killed, and wish a speedy recovery to the wounded,” the statement concluded.The killer served a five-year term from 2007 after attacking a soldier with a screwdriver and trying to grab his gun. That crime, Channel 2 reported Friday, had its origins in an incident in 2006, when Milhem’s cousin was killed by an Israeli policeman. The cousin had been storing weapons for an intended terror attack, police believed, and approval was given for a raid on the cousin’s home. The cousin was indeed found to have weaponry and, in the course of the raid, brandished a gun. A policeman, believing himself to be threatened, fired on the cousin and killed him. The police internal investigation’s department probed the killing, and brought a manslaughter case against the policeman. But the case was shoddily prepared, the TV report said, and was dismissed by Haifa District Court. Subsequently, the TV report said, the Tel Aviv killer sought to avenge his cousin’s death, and that was why he attacked the soldier.A relative of the suspect, Sami Milhem, who also served as his lawyer, said Friday that Milhem was “not of sound mind.”

Shas leader Aryeh Deri on Sunday pushed off his reappointment as interior minister to consult on the legal aspects of his nomination with Attorney General Yehuda Weinstein, who said that the move raises “legal difficulties.”Deri was set to return to the post this week, some 16 years after a corruption conviction ended his tenure and put him behind bars for almost two years.Seeking to fend off criticism and the expected appeal to the High Court of Justice by NGOs, Deri asked for a legal opinion from Yehuda Weinstein prior to the cabinet’s approval.Deri, 56, will replace the former Likud interior minister and vice prime minister Silvan Shalom, who resigned from the Knesset last month as pressure mounted over an increasing number of allegations of sexual harassment by women who had worked with him.The Shas chief will also retain his current position as minister for the development of the periphery, Negev and Galilee.Deri headed Shas until 1999, when he was convicted of accepting $155,000 in bribes while running the Interior Ministry. He served 22 months in prison.In 2012, he returned to politics and reclaimed the leadership of the Sephardi ultra-Orthodox party, after staying out of politics for the seven years required for those found guilty of a crime entailing moral turpitude.In March of last year, as the possibility of Deri’s return to a ministerial position surfaced, a petition posted online called on Prime Minister Benjamin Netanyahu to refrain from accepting Deri into his government and to prevent him from re-assuming a ministerial position, owing to his criminal record.The petition, which garnered more than 11,000 signatures, expressed “concern and outrage at the casual and natural manner in which politicians are now discussing the appointment of Aryeh Deri to interior minister in Netanyahu’s fourth government — the same job he once held and during which he carried out crimes.”Deri was found guilty by the Jerusalem District Court after a drawn-out, five-year trial on one set of charges. He appealed the decision, and while some charges against him were dropped, the appellate court found that Deri had also received $60,000, free vacations abroad, a free one-night visit to a Jerusalem hotel and another unknown sum of money that was deposited in his family members’ bank accounts.He was sentenced to a three-year prison term, but served only 22 months in Ma’asiyahu Prison, winning an early release for good behavior.Upon his release, however, Deri was then prosecuted for the second case against him. The Jerusalem Magistrate’s Court found him guilty of violating public trust when, in just one instance, he worked to allocate NIS 400,000 for the creation of a beit midrash — a Jewish house of learning — in Jerusalem that was named for his father- and mother-in-law.At the time, the court found that Deri “worked against the interests of his public position in favor of his personal ones, and should have stopped himself from handling an issue that dealt with his family members.”Deri was found guilty and sentenced to three months’ probation and an NIS 10,000 ($2,570) fine.In May last year, on the day the Knesset approved Netanyahu’s new government, Weinstein issued a decision, first published by the Ynet news site, which said there was “no legal impediment” to Deri’s appointment as a government minister.However, Weinstein wrote: “This is a decision that arouses legal difficulties due to Deri’s onerous criminal past and the harm to the public’s trust in the administration’s morality and the correctness of its actions, which Deri’s appointment as a minister is liable to cause.”Even more potentially damning, Weinstein added, was that Deri was not “someone who has recognized his sins and taken responsibility for his actions.”Weinstein added: “There is a need to balance the clear public interest in retaining the correct moral standards of public candidates with the interests of [sectoral] representation — the desire to allow the public to be represented by their elected officials.”But, Weinstein wrote, the “clean” appearance of the candidate for a ministerial position was of even greater importance.While the Basic Law governing the Knesset only restricts the appointment of a minister for seven years after a jail sentence, the last Knesset’s Ministerial Committee for Legislation discussed an amendment that would remove the seven-year limit on the restriction, making it illegal to ever appoint a minister who had been convicted of a crime while serving in the Knesset or the government, Weinstein said.This law did not move forward, because the government was dissolved just a few days later.Days after Weinstein issued his opinion, the nonprofit Movement for Quality Government in Israel filed a petition asking the Supreme Court to issue a temporary injunction against the appointments of Deri and Yoav Galant (now construction minister for the Kulanu party) as ministers in the new government.In August 2015, the Supreme Court ruled: “The truth must be told, the required balance in our case between opposed considerations places us in a complex and difficult bind. However, the appointment of Deri can be considered borderline acceptable, in light of the various elements that have been described and given the weight of the discretion of the prime minister in these matters, we have found no cause to intervene.”Last month, Deri resigned as economy minister to allow the government to green-light a multi-billion-dollar gas deal with US energy giant Noble Energy and Israel’s Delek Group. This ended a drawn-out affair, during which Deri had refused to sign off on bypassing antitrust regulations regarding the deal.Deri’s other portfolio was subsequently expanded and renamed the Ministry for the Development of the Periphery, Negev and Galilee, to embrace all areas outside the economic center of the country.
