It now wants to maintain the controls but is restricted by a six-month limit.-New evaluation report-The six-month limit can be lifted but only after EU institutional procedures and evaluations determine the gaps on the Greek frontiers somehow pose a major threat to Schengen.All eyes are now on Greece which, for its part, denies it has failed to properly seal its own borders.EU officials in November went to the Greek land border with Turkey in an unannounced visit. They also went to the Greek islands of Chios and Samos.Neither island has a so-called hotspot, areas where arriving refugees are screened and identified, up and running. The problem is due, in part, to other member states having failed to offer up the required experts needed to man the arrival zones.But on Tuesday (22 December), a commission official told MEPs in the civil liberties committee that the November spot checks will form the basis of a new evaluation report."Recently an unannounced visit to Greece took place on the land borders with Turkey and on the sea borders. BEKAA VALLEY, Lebanon (Reuters) - Inside a garage in Lebanon’s Bekaa Valley filled with green dust and piles of cannabis, stand a woman and a 13-year-old boy, sifting through the twigs and buds of the recent harvest.They are Muslim refugees from Raqqa province - de facto capital in Syria of Islamic State fighters - and part of an extended family of about 25 that fled in the past few years to live in tents in the relative safety of a Lebanese village.The 29-year-old woman, who declined to be identified for safety reasons, left two months ago with her youngest son, 5, to join family including cousins, second cousins and grandparents. Wearing scarves over their faces to protect them from the crop, the women and their relatives work in fields of the sticky green, spiky-leafed plants. It is a job that migrant workers from neighboring Syria have done for many years, spending a few months a year in the region before returning home.Since the rise of Islamic State, it is now a task that could put them, and their family back in Syria, at risk of harm including death because working with, getting close to or consuming drugs and alcohol is considered a sin in Islam, refugees say."If Islamic State back home knew we work with hashish, they would cut us" with knives, says another refugee, Aisha, 15.Hind, a Lebanese landowner, spoke of the longstanding ties between Raqqa and the Bekaa, a broad and fertile valley in the center of Lebanon."Farmers from Raqqa have been coming to work our fields during harvest season for the past eight years," she says. However since the rise of Islamic State, Hind says that the Lebanese villagers tend to view the Syrians with suspicion.The Syrian woman says she grew cotton on her 10 acres of land in Raqqa, adding that she often encounters racism from locals in Bekaa."The Lebanese villagers sometimes call us Daesh," she says, using a derogatory Arabic acronym for Islamic State.Although what is said may sometimes sound like a joke, she says that she believes that some Lebanese regard Syrian immigrants from Raqqa with caution because of their home region’s association with Islamic State.Growing cannabis can be a lucrative business for landowners, even if it is illegal in Lebanon." Any job in Lebanon makes you $700 per month, but working with drugs can get you $10,000 a day,” says Sharif, a landowner and grower of cannabis.The woman earns $16 a day processing the plant, which allows her to send some money back home to her family still in Raqqa.Living in Lebanon has also given her and other refugee women a measure of freedom they didn’t enjoy in Syria, she says."In Raqqa I have to be covered from top to bottom, even my eyes are not allowed to show," she says, wearing a tight veil, jeans and long top. "If I went out with what I'm wearing now, I would get a few whips" from Islamic State supporters, she adds.As she harvests and processes cannabis, the woman constantly thinks of family still in Syria, she says. Bogota (AFP) - Colombian President Juan Manuel Santos signed a decree Tuesday legalizing and regulating medical marijuana, the latest softening of the country's hardline tactics in the war on drugs.In a nationally televised address, Santos announced it would be fully legal to grow, process, import and export cannabis and its derivatives for medical and scientific use."This decree allows licenses to be granted for the possession of seeds, cannabis plants and marijuana," he said from the presidential palace."It places Colombia in the group of countries that are at the forefront... in the use of natural resources to fight disease."He added that the measure "does not go against our international commitments on drug control."Colombia's government has long been a close ally of the United States in fighting international drug trafficking, using its military and billions of dollars in US funding to try to shed its title as the world's largest cocaine producer.But it has shown signs of easing its hardline stance in recent months.Santos's announcement follows a recent decision to stop aerially spraying the herbicide glyphosate on fields of coca, the raw ingredient for cocaine.The World Health Organization warned in April that the chemical, sold by US biotech company Monsanto under the brand name Roundup, is "probably carcinogenic."Santos also announced in September that Colombia would begin giving land to farmers who stop growing coca.Medical marijuana had previously fallen into a legal gray area in Colombia.It was authorized under a 1986 law, but the lack of regulation prevented production on a national level."The manufacture, export, sale, and medical and scientific use of this and other substances have been permitted for several decades in Colombia. However, they were never regulated. But many fear it could harm civil liberties.The bill gives details on what happens when a state of emergency is declared, amid questions on the efficiency of existing counter-terrorist measures.It explains in which circumstances a state of emergency can be declared and what kind of measures can be taken. So far, the French constitution only says that the government can declare it, leaving details to a law voted in 1955.The new article introduced in the constitution will allow the government to declare a state of emergency in case of "immediate danger resulting from serious breach of public order" or in case of "events presenting, by nature and gravity, a characteristic of public calamity.”The duration of the state of emergency will be fixed by law.Exceptional measures, such as house arrests or administrative searches, will be allowed for six months after the end of the state of emergency.-'Adequate means'-The revision of the constitution was announced by president Francois Hollande in an address to parliament on 16 November, three days after the Paris attacks which killed 130 people and injured 350.A 12-day state of emergency was imposed on the night of the attacks and was later extended for three months.In his address to deputies and senators, Hollande said he wants to give the state "adequate means to take exceptional measures for a certain amount of time, without having recourse to a state of siege and without compromising the exercise of public liberties."Putting more detail on the state of emergency into the constitution would guarantee that no government would go too far in the implementation of exceptional measures, Hollande’s government says.But critics say that inscribing emergency measures in fundamental law creates a risk of permanent exception.Implicit in the debate is the fact the far-right National Front is a rising force in French politics and could one day access power and have far-reaching tools at its disposal.But the debate is also about how effective the measures taken under the state of emergency actually are, and whether infringement on public liberties is compensated by increased security.There were 2,898 administrative searches since the state of emergency was declared on 13 November, and 384 people have been put under house arrest, French authorities say. SALT LAKE CITY (AP) — A federal judge ruled Tuesday that Utah can cut off federal funds to the state's Planned Parenthood organization, a move the Republican governor ordered after the release of secretly recorded videos by an anti-abortion group.The ruling from U.S. District Judge Clark Waddoups reversed an earlier decision temporarily ordering the money to keep flowing to the Planned Parenthood Association of Utah.His ruling allows Utah to cut off funds to Planned Parenthood while the organization still pursues its lawsuit against the state.Like Utah, other states have moved to cut funding to Planned Parenthood chapters. The organization has filed lawsuits in Arkansas, Alabama and Louisiana to block them from stripping contracts and federal money distributed by the states.The Planned Parenthood Association of Utah sued the state in October, arguing Gov. Gary Herbert's move to block the money violated its First Amendment right to advocate for or perform abortions.Herbert stopped about $275,000 in federal funds for sexually transmitted disease testing and sex education programs. His move followed the release of the undercover videos by a California anti-abortion group. The activists claim the videos show Planned Parenthood officials in Texas and other states discussing fetal tissue from abortions.Planned Parenthood in Utah argued Herbert was acting in response to unproven allegations that the officials illegally sold fetal tissue from abortions for medical research.Even though the Utah group has not engaged in wrongdoing, it is affiliated with other Planned Parenthood entities "that have allegedly engaged in illegal conduct," Waddoups said in his ruling.The judge said Utah's government has an interest "in avoiding the appearance of corruption," and any harm from ending the contracts is outweighed by the risk to the state if it's denied its right to end contracts at will.Allowing the contracts to continue, Waddoups said, could reasonably be perceived by Utah citizens as approval of wrongful conduct.Karrie Galloway, CEO of Planned Parenthood Association of Utah, called the judge's ruling "regrettable," and said the organization is working to figure out its next steps. State officials cited the same concerns in emails in the weeks before and after Herbert moved to block the money.Utah's move to cut off funding followed similar moves against Planned Parenthood chapters in other states.Helene Krasnoff, senior director for litigation and law with Planned Parenthood Federation of America, said the Utah ruling is "a bit of an outlier," as judges in all other Planned Parenthood lawsuits this year have ruled in the organization's favor.In other states, officials have blocked Medicaid money. (Reuters) - Virginia will no longer recognize concealed-carry handgun permits from 25 states that have reciprocity agreements with the state, effective Feb. 1, Attorney General Mark Herring said on Tuesday. When she left her billing job at a California hospital, Rizwan helped her cover expenses.And when she sold the family's five-bedroom house in Riverside this year, her son welcomed her into the townhome where he lived with his Pakistani bride, Tashfeen Malik, and their newborn daughter in nearby Redlands.On the morning of Dec. 2, the 28-year-old Rizwan and his wife, 29, left their daughter with his mother, telling her they had a medical appointment, the Farook family's attorneys said. About 11 a.m., they burst into a holiday luncheon attended by many of Rizwan's co-workers in the San Bernardino County public health department and opened fire.They killed 14 people and hours later were shot to death by police. The FBI has labeled it a terrorist attack, the deadliest by Islamic extremists on American soil since Sept. 11, 2001.Since the attack, Rafia Farook, 62, has emerged as an obscure figure; someone apparently close to her son, yet according to family attorneys unaware of his plans or that he had been amassing materials that could be turned into bombs.In the hours that followed the attack, Rafia Farook was detained for questioning and released by authorities. The next year, Rafia, who had completed two years of college, got a part-time job as a clerk for Kaiser Permanente, earning $16 an hour. She eventually became a full-time biller, earning $23 an hour before leaving in 2013, family court records show.In 2006, Farook sought a divorce and obtained a restraining order against her husband, claiming he was a drunk and tried to hit her in front of their children. At her request, the court named 19-year-old Rizwan to supervise visits between his father and younger sister, the records show.In 2008, Farook legally separated from her husband. They were granted a divorce earlier this year.In her Riverside neighborhood, residents said Farook kept mostly to herself. Her elder son, who served in the Navy, was more outgoing, while Rizwan spent his time working on cars.According to an FBI affidavit, Rizwan befriended next-door neighbor Enrique Marquez and introduced him to Islam. Marquez, 24, is charged with providing guns used in the attack and plotting an earlier terror attack with Rizwan. He was in court Monday and ordered held.Immigration records show Rizwan told officials in a letter that he had planned to make a pilgrimage to Saudi Arabia in 2013 with his parents and had arranged for his family to meet the relatives of his intended Pakistani bride.His letter was released Tuesday by the House Judiciary Committee, which is investigating the issuance of the visa.Former neighbor Rosie Aguirre said Rafia was seen mostly shuttling to and from work, except when she sometimes donned glittering dresses and headscarves on weekends.While Rizwan boasted of memorizing the Quran, Rafia apparently was less familiar with the sacred text. Last year, she took a two-month course for women called "Journey Through the Quran" given by the Islamic Circle of North America, a Muslim educational and outreach organization.The course is offered annually for those less familiar with the Quran, said Waqas Syed, ICNA's deputy secretary general. "This is an attempt to get them interested in actually learning what is in the Quran," he said.After leaving Kaiser, Farook sold her house for $290,000 and moved in with Rizwan, who worked as an environmental health inspector."She had been downsized, and retired, so she needed to cut her expenses," said Linda Holmes, her real estate agent.Rafia was placed on an addendum to the lease for the townhome in Redlands but her son was footing the monthly $1,200 bill, said landlady Judy Miller, who recalled speaking with her once during a visit to the home."She was there with the baby, and was just very, very nice," Miller said. Shortly after the attacks, David Chesley, a lawyer for the Farook family, said Rafia had never seen anything to suggest her son and daughter-in-law were planning a massacre or building explosives. WASHINGTON (Reuters) - San Bernardino shooter Tashfeen Malik denied having any militant sympathies or intentions when she was asked in an application form for a U.S. visa two years ago, documents described to Reuters on Tuesday showed.Information in the documents could bolster complaints of critics in Congress who said flaws in the immigration system meant Malik was not thoroughly investigated, but the papers also showed that statements by Malik and her husband and fellow shooter Syed Rizwan Farook, did not raise any alarms among authorities that they were potential Islamic State militants.U.S.-born Farook said they first met in person and became engaged during the October 2013 Haj pilgrimage to Mecca with their respective families, according to other documents released by a congressman on Tuesday.They showed precisely what Malik and Farook stated to immigration officials when Malik went to the United States in December 2013, two years before their deadly shooting rampage in California that killed 14 people and wounded 21 at a municipal holiday party.In one part of Malik's immigration file, described to Reuters by congressional sources, Malik answered "no" to questions about her background and activities, including whether she had ever used or sold weapons or engaged in "terrorist activity."The questions were included as part of a permanent residence application, a Form I-485 used by the Department of Homeland Security's immigration unit. The process began in January 2014 and it was approved on July 27 the same year.Officials familiar with the investigation have said that it was discovered after the Dec. 2 shootings that Malik began sending private messages by social media expressing sympathy for Islamist militancy before her U.S. visa was granted. According to an accompanying statement Farook filed, the couple met through an online website and decided to meet in person, along with their families, during the October 2013 Muslim pilgrimage to Mecca.In the application Malik said the couple first met over the Internet on a "a matrimonial website."Goodlatte, head of the House Judiciary Committee, said in a statement that the record alone was not strong enough to establish that Farook and Malik had met in person before seeking the fiancee visa. In a statement, Goodlatte indicated there were questions about dates of entry to Saudi Arabia and other aspects of the application that should have raised questions with immigration authorities."Visa security is critical to national security, and it’s unacceptable that U.S. Citizenship and Immigration Services did not fully vet Malik’s application and instead sloppily approved her visa," Goodlatte said.ENGAGEMENT IN SAUDI ARABIA-The administration of President Barack Obama has not made the documents public. My fiancee and her family drove from Riyadh to Mecca so we could meet and it is on this day that we got engaged,” Farook added.To support this narrative, Farook told U.S. authorities that he had included a copy of his Haj visa to show that he was in Saudi Arabia in October 2013 and that he also included copies of his fiancee’s passport pages to show she was also there that month."My fiancee and I intend to marry within the first month of her arriving in the United states," Farook's statement said.The file, described to Reuters but not made public by Goodlatte, contains a marriage license issued to Farook and Malik in Riverside, California, dated Sept. 8, 2014.Reuters reported last week that U.S. consular authorities in Pakistan could have sought, but did not seek, a more thorough background investigation of Malik before granting her an initial visa to enter the United States as Farook's fiancee.Also in the material made available to Reuters was a standard questionnaire completed by Malik, which asked her numerous potentially revealing questions about her background and intentions. BEKAA VALLEY, Lebanon (Reuters) - Inside a garage in Lebanon’s Bekaa Valley filled with green dust and piles of cannabis, stand a woman and a 13-year-old boy, sifting through the twigs and buds of the recent harvest.They are Muslim refugees from Raqqa province - de facto capital in Syria of Islamic State fighters - and part of an extended family of about 25 that fled in the past few years to live in tents in the relative safety of a Lebanese village.The 29-year-old woman, who declined to be identified for safety reasons, left two months ago with her youngest son, 5, to join family including cousins, second cousins and grandparents. Wearing scarves over their faces to protect them from the crop, the women and their relatives work in fields of the sticky green, spiky-leafed plants. It is a job that migrant workers from neighboring Syria have done for many years, spending a few months a year in the region before returning home.Since the rise of Islamic State, it is now a task that could put them, and their family back in Syria, at risk of harm including death because working with, getting close to or consuming drugs and alcohol is considered a sin in Islam, refugees say."If Islamic State back home knew we work with hashish, they would cut us" with knives, says another refugee, Aisha, 15.Hind, a Lebanese landowner, spoke of the longstanding ties between Raqqa and the Bekaa, a broad and fertile valley in the center of Lebanon."Farmers from Raqqa have been coming to work our fields during harvest season for the past eight years," she says. However since the rise of Islamic State, Hind says that the Lebanese villagers tend to view the Syrians with suspicion.The Syrian woman says she grew cotton on her 10 acres of land in Raqqa, adding that she often encounters racism from locals in Bekaa."The Lebanese villagers sometimes call us Daesh," she says, using a derogatory Arabic acronym for Islamic State.Although what is said may sometimes sound like a joke, she says that she believes that some Lebanese regard Syrian immigrants from Raqqa with caution because of their home region’s association with Islamic State.Growing cannabis can be a lucrative business for landowners, even if it is illegal in Lebanon." Any job in Lebanon makes you $700 per month, but working with drugs can get you $10,000 a day,” says Sharif, a landowner and grower of cannabis.The woman earns $16 a day processing the plant, which allows her to send some money back home to her family still in Raqqa.Living in Lebanon has also given her and other refugee women a measure of freedom they didn’t enjoy in Syria, she says."In Raqqa I have to be covered from top to bottom, even my eyes are not allowed to show," she says, wearing a tight veil, jeans and long top. Bogota (AFP) - Colombian President Juan Manuel Santos signed a decree Tuesday legalizing and regulating medical marijuana, the latest softening of the country's hardline tactics in the war on drugs.In a nationally televised address, Santos announced it would be fully legal to grow, process, import and export cannabis and its derivatives for medical and scientific use."This decree allows licenses to be granted for the possession of seeds, cannabis plants and marijuana," he said from the presidential palace."It places Colombia in the group of countries that are at the forefront... in the use of natural resources to fight disease."He added that the measure "does not go against our international commitments on drug control."Colombia's government has long been a close ally of the United States in fighting international drug trafficking, using its military and billions of dollars in US funding to try to shed its title as the world's largest cocaine producer.But it has shown signs of easing its hardline stance in recent months.Santos's announcement follows a recent decision to stop aerially spraying the herbicide glyphosate on fields of coca, the raw ingredient for cocaine.The World Health Organization warned in April that the chemical, sold by US biotech company Monsanto under the brand name Roundup, is "probably carcinogenic."Santos also announced in September that Colombia would begin giving land to farmers who stop growing coca.Medical marijuana had previously fallen into a legal gray area in Colombia.It was authorized under a 1986 law, but the lack of regulation prevented production on a national level."The manufacture, export, sale, and medical and scientific use of this and other substances have been permitted for several decades in Colombia. However, they were never regulated. That is what we are doing today," Santos said.Under the decree, growers will apply for licenses from the National Narcotics Council, while those seeking to manufacture cannabis-based drugs will apply for permits from the health ministry.The health ministry will also grant permits to export such drugs to countries where they are legal."Our goal is for patients to be able to access medications made in Colombia that are safe, high-quality and accessible. It is also an opportunity to promote scientific research in our country," Santos said.- 'Plan Colombia' -The push to legalize marijuana appears to be gaining momentum in Latin America, for both medical and recreational use.Uruguay legalized the production, sale and use of marijuana in 2013, Chile's Congress is debating a bill to legalize pot, and Mexico will open a "national debate" in January on overhauling its prohibitionist marijuana laws.Colombia decriminalized possession of up to 20 grams of marijuana in 2012, and it is legal to grow up to 20 cannabis plants in the country. But consuming it in public and selling it are illegal.Medical marijuana is already used in Colombia on a small scale.For example, some epileptics use cannabis extract to control their seizures.But health professionals and pharmaceutical companies say the new decree will make it much easier to buy, sell and manufacture such drugs.Illegal drugs have given rise to horrific violence by drug cartels in Colombia, and have fueled a five-decade conflict between leftist guerrillas and the Colombian government that has killed more than 220,000 people.The country has received $9 billion in US funding since 1999 under "Plan Colombia," a military and economic cooperation program aimed at combating drug trafficking.But it remains a top producer of illegal drugs, particularly cocaine.Colombia's cocaine production surged by 52 percent last year, to 442 tons, according to the United Nations.

But many fear it could harm civil liberties.The bill gives details on what happens when a state of emergency is declared, amid questions on the efficiency of existing counter-terrorist measures.It explains in which circumstances a state of emergency can be declared and what kind of measures can be taken. So far, the French constitution only says that the government can declare it, leaving details to a law voted in 1955.The new article introduced in the constitution will allow the government to declare a state of emergency in case of "immediate danger resulting from serious breach of public order" or in case of "events presenting, by nature and gravity, a characteristic of public calamity.”The duration of the state of emergency will be fixed by law.Exceptional measures, such as house arrests or administrative searches, will be allowed for six months after the end of the state of emergency.-'Adequate means'-The revision of the constitution was announced by president Francois Hollande in an address to parliament on 16 November, three days after the Paris attacks which killed 130 people and injured 350.A 12-day state of emergency was imposed on the night of the attacks and was later extended for three months.In his address to deputies and senators, Hollande said he wants to give the state "adequate means to take exceptional measures for a certain amount of time, without having recourse to a state of siege and without compromising the exercise of public liberties."Putting more detail on the state of emergency into the constitution would guarantee that no government would go too far in the implementation of exceptional measures, Hollande’s government says.But critics say that inscribing emergency measures in fundamental law creates a risk of permanent exception.Implicit in the debate is the fact the far-right National Front is a rising force in French politics and could one day access power and have far-reaching tools at its disposal.But the debate is also about how effective the measures taken under the state of emergency actually are, and whether infringement on public liberties is compensated by increased security.There were 2,898 administrative searches since the state of emergency was declared on 13 November, and 384 people have been put under house arrest, French authorities say. SALT LAKE CITY (AP) — A federal judge ruled Tuesday that Utah can cut off federal funds to the state's Planned Parenthood organization, a move the Republican governor ordered after the release of secretly recorded videos by an anti-abortion group.The ruling from U.S. District Judge Clark Waddoups reversed an earlier decision temporarily ordering the money to keep flowing to the Planned Parenthood Association of Utah.His ruling allows Utah to cut off funds to Planned Parenthood while the organization still pursues its lawsuit against the state.Like Utah, other states have moved to cut funding to Planned Parenthood chapters. The organization has filed lawsuits in Arkansas, Alabama and Louisiana to block them from stripping contracts and federal money distributed by the states.The Planned Parenthood Association of Utah sued the state in October, arguing Gov. Gary Herbert's move to block the money violated its First Amendment right to advocate for or perform abortions.Herbert stopped about $275,000 in federal funds for sexually transmitted disease testing and sex education programs. His move followed the release of the undercover videos by a California anti-abortion group. The activists claim the videos show Planned Parenthood officials in Texas and other states discussing fetal tissue from abortions.Planned Parenthood in Utah argued Herbert was acting in response to unproven allegations that the officials illegally sold fetal tissue from abortions for medical research.Even though the Utah group has not engaged in wrongdoing, it is affiliated with other Planned Parenthood entities "that have allegedly engaged in illegal conduct," Waddoups said in his ruling.The judge said Utah's government has an interest "in avoiding the appearance of corruption," and any harm from ending the contracts is outweighed by the risk to the state if it's denied its right to end contracts at will.Allowing the contracts to continue, Waddoups said, could reasonably be perceived by Utah citizens as approval of wrongful conduct.Karrie Galloway, CEO of Planned Parenthood Association of Utah, called the judge's ruling "regrettable," and said the organization is working to figure out its next steps. (Reuters) - Virginia will no longer recognize concealed-carry handgun permits from 25 states that have reciprocity agreements with the state, effective Feb. 1, Attorney General Mark Herring said on Tuesday. Virginia took the step because laws in those states are less restrictive, Herring's office said in a statement.The change prevents people convicted of a felony, domestic abusers, those adjudicated mentally ill or incompetent, recently convicted drunk drivers and dishonorably discharged military personnel from using a permit from those states in Virginia.The state is the site of worst mass shooting in U.S. history, a 2007 rampage at Virginia Tech University in which 32 people were killed.The change came after a review by Herring's office and the Virginia State Police of the 30 states whose concealed handgun permits are valid in Virginia under a reciprocity policy.Virginia will continue to recognize concealed-carry permits from Michigan, Oklahoma, Texas, Utah and West Virginia.Concealed permit rules approved by Virginia lawmakers "should not be undermined by wrongly recognizing permits from other states with more permissive standards," said Herring, a Democrat.Governor Terry McAuliffe, also a Democrat, has vowed to tighten gun laws but has been thwarted by the Republican-controlled legislature.Chris Cox, executive director of the Institute for Legislative Action at the National Rifle Association, the Virginia-based gun lobby, said permit holders were among the safest groups of people in the United States."Plain and simple, this is putting politics above public safety. LAS VEGAS (AP) — Prosecutors on Tuesday charged a homeless woman with murder, child abuse and hit-and-run after police said she intentionally plowed a car carrying her young daughter through crowds of pedestrians on the Las Vegas Strip.Additional charges were expected against Lakeisha Nicole Holloway, 24, as investigators interview witnesses and review video and physical evidence from the Sunday night crash." This is an ongoing investigation," said Clark County District Attorney Steve Wolfson, who earlier predicted "a great number" of charges would be filed. "I've personally seen the videos from a variety of angles, and I'm appalled at the callousness of this defendant's conduct and what appears to be an intentional act."Casino and street surveillance video cited by the prosecutor has not been made public, and Wolfson said prosecutors don't plan to present it in court Wednesday, when Holloway is expected to make her first appearance before a judge.Authorities say Holloway repeatedly swerved onto a sidewalk packed with tourists in front of the Paris Las Vegas and Planet Hollywood casino-hotels. (AP) — When Rafia Sultana Farook needed help, she often turned to her younger son, a quiet and devout Muslim who the FBI says began veering toward radical ideology while living under her roof.After filing for divorce and claiming she was abused, Farook relied on Syed Rizwan Farook to help supervise visits between her then-husband and the couple's teenage daughter. When she left her billing job at a California hospital, Rizwan helped her cover expenses.And when she sold the family's five-bedroom house in Riverside this year, her son welcomed her into the townhome where he lived with his Pakistani bride, Tashfeen Malik, and their newborn daughter in nearby Redlands.On the morning of Dec. 2, the 28-year-old Rizwan and his wife, 29, left their daughter with his mother, telling her they had a medical appointment, the Farook family's attorneys said. About 11 a.m., they burst into a holiday luncheon attended by many of Rizwan's co-workers in the San Bernardino County public health department and opened fire.They killed 14 people and hours later were shot to death by police. The FBI has labeled it a terrorist attack, the deadliest by Islamic extremists on American soil since Sept. 11, 2001.Since the attack, Rafia Farook, 62, has emerged as an obscure figure; someone apparently close to her son, yet according to family attorneys unaware of his plans or that he had been amassing materials that could be turned into bombs.In the hours that followed the attack, Rafia Farook was detained for questioning and released by authorities. The next year, Rafia, who had completed two years of college, got a part-time job as a clerk for Kaiser Permanente, earning $16 an hour. She eventually became a full-time biller, earning $23 an hour before leaving in 2013, family court records show.In 2006, Farook sought a divorce and obtained a restraining order against her husband, claiming he was a drunk and tried to hit her in front of their children. At her request, the court named 19-year-old Rizwan to supervise visits between his father and younger sister, the records show.In 2008, Farook legally separated from her husband. They were granted a divorce earlier this year.In her Riverside neighborhood, residents said Farook kept mostly to herself. Her elder son, who served in the Navy, was more outgoing, while Rizwan spent his time working on cars.According to an FBI affidavit, Rizwan befriended next-door neighbor Enrique Marquez and introduced him to Islam. Marquez, 24, is charged with providing guns used in the attack and plotting an earlier terror attack with Rizwan. He was in court Monday and ordered held.Immigration records show Rizwan told officials in a letter that he had planned to make a pilgrimage to Saudi Arabia in 2013 with his parents and had arranged for his family to meet the relatives of his intended Pakistani bride.His letter was released Tuesday by the House Judiciary Committee, which is investigating the issuance of the visa.Former neighbor Rosie Aguirre said Rafia was seen mostly shuttling to and from work, except when she sometimes donned glittering dresses and headscarves on weekends.While Rizwan boasted of memorizing the Quran, Rafia apparently was less familiar with the sacred text. Last year, she took a two-month course for women called "Journey Through the Quran" given by the Islamic Circle of North America, a Muslim educational and outreach organization.The course is offered annually for those less familiar with the Quran, said Waqas Syed, ICNA's deputy secretary general. "This is an attempt to get them interested in actually learning what is in the Quran," he said.After leaving Kaiser, Farook sold her house for $290,000 and moved in with Rizwan, who worked as an environmental health inspector."She had been downsized, and retired, so she needed to cut her expenses," said Linda Holmes, her real estate agent.Rafia was placed on an addendum to the lease for the townhome in Redlands but her son was footing the monthly $1,200 bill, said landlady Judy Miller, who recalled speaking with her once during a visit to the home."She was there with the baby, and was just very, very nice," Miller said. WASHINGTON (Reuters) - San Bernardino shooter Tashfeen Malik denied having any militant sympathies or intentions when she was asked in an application form for a U.S. visa two years ago, documents described to Reuters on Tuesday showed.Information in the documents could bolster complaints of critics in Congress who said flaws in the immigration system meant Malik was not thoroughly investigated, but the papers also showed that statements by Malik and her husband and fellow shooter Syed Rizwan Farook, did not raise any alarms among authorities that they were potential Islamic State militants.U.S.-born Farook said they first met in person and became engaged during the October 2013 Haj pilgrimage to Mecca with their respective families, according to other documents released by a congressman on Tuesday.They showed precisely what Malik and Farook stated to immigration officials when Malik went to the United States in December 2013, two years before their deadly shooting rampage in California that killed 14 people and wounded 21 at a municipal holiday party.In one part of Malik's immigration file, described to Reuters by congressional sources, Malik answered "no" to questions about her background and activities, including whether she had ever used or sold weapons or engaged in "terrorist activity."The questions were included as part of a permanent residence application, a Form I-485 used by the Department of Homeland Security's immigration unit. The process began in January 2014 and it was approved on July 27 the same year.Officials familiar with the investigation have said that it was discovered after the Dec. 2 shootings that Malik began sending private messages by social media expressing sympathy for Islamist militancy before her U.S. visa was granted. According to an accompanying statement Farook filed, the couple met through an online website and decided to meet in person, along with their families, during the October 2013 Muslim pilgrimage to Mecca.In the application Malik said the couple first met over the Internet on a "a matrimonial website."Goodlatte, head of the House Judiciary Committee, said in a statement that the record alone was not strong enough to establish that Farook and Malik had met in person before seeking the fiancee visa. My fiancee and her family drove from Riyadh to Mecca so we could meet and it is on this day that we got engaged,” Farook added.To support this narrative, Farook told U.S. authorities that he had included a copy of his Haj visa to show that he was in Saudi Arabia in October 2013 and that he also included copies of his fiancee’s passport pages to show she was also there that month."My fiancee and I intend to marry within the first month of her arriving in the United states," Farook's statement said.The file, described to Reuters but not made public by Goodlatte, contains a marriage license issued to Farook and Malik in Riverside, California, dated Sept. 8, 2014.Reuters reported last week that U.S. consular authorities in Pakistan could have sought, but did not seek, a more thorough background investigation of Malik before granting her an initial visa to enter the United States as Farook's fiancee.Also in the material made available to Reuters was a standard questionnaire completed by Malik, which asked her numerous potentially revealing questions about her background and intentions. MINNEAPOLIS (Reuters) - The Mall of America on Monday asked a judge to block a protest planned for Wednesday afternoon by the group Black Lives Matter Minneapolis over the fatal shooting of an African-American man by a Minneapolis police officer in November.The group said the protest would go on at the suburban Minneapolis mall regardless of the lawsuit. Hennepin County Judge Karen Janisch took the issue under advisement after a hearing and said she would rule quickly on the request.Up to 1,500 demonstrators clogged the mall last December, with several dozen arrested, in a protest over the deaths of black men in police-involved incidents in New York and Missouri.An attorney for the mall, Susan Gaertner, told the judge the privately held retail center was not a place for a protest."You demonstrate in places like this, in a courthouse," Gaertner told reporters afterward. "Mall of America on Wednesday is a place to take your kids to shop."The mall lawsuit names the group Black Lives Matter and four people as defendants. It asks the judge to bar a demonstration without mall permission, and to require Black Lives Matter to remove social media posts supporting the protest and post notices that it is canceled.Attorney Jordan Kushner, who represents the named individual defendants, told the judge the mall could be free to tell people to stay away, but not what they may or may not say.The mall has not established that the individual defendants organized the protest or control what appears on Black Lives Matter social media, Kushner added."We are here for Black Lives, no matter what," Kandace Montgomery, a named defendant, said before the hearing.Black Lives Matter has organized demonstrations since a Minneapolis police officer shot Jamar Clark, 24, on Nov. 15. CHICAGO (Reuters) - Several hundred protesters marched through downtown Chicago on Friday evening, calling on Mayor Rahm Emanuel to step down over complaints of abusive policing and a lack of accountability in the police department.The protesters chanted "No justice, no peace" and wore T-shirts reading "Jail Rahm Now." It was the latest in a wave of peaceful and mostly small protests in Chicago set off by the release of a video of a white police officer shooting dead 17-year-old Laquan McDonald, who was black, in October 2014.Emanuel, a Democrat with strong White House ties who was elected to a second term this year, and State's Attorney Anita Alvarez have been the target of protests because of the year-long delay in bringing charges against the officer in the video, Jason Van Dyke, who faces trial for murder.Chicago is the latest U.S. city to see demonstrations over the deaths of young black men at the hands of police, many of them caught on video.Chicago police killed an average of 17 people a year over the last seven years, most of them African American, and it is extremely unusual for police officers to face charges or be disciplined in such cases. Cook County Circuit Judge James Brown set an arraignment for Dec. 29, when Van Dyke is expected to enter a plea.A small group of protesters shouted insults at Van Dyke as he left the court house.Herbert told reporters he wants the trial moved to a county "outside the reach" of Mayor Emanuel's comments. "He has essentially told everyone in the public, in the City Council, that my client actually murdered Mr. McDonald, that he's a bad apple." Emanuel's office did not respond to a request for comment. TOKYO (AP) — Japan said it spotted for the first time Tuesday an armed Chinese coast guard ship near islands at the center of a long-running territorial dispute between the two Asian giants.Chinese ships regularly sail around the uninhabited islands, known as the Senkaku in Japanese and the Diaoyu in Chinese, but a Japanese coast guard spokesman said an armed Chinese coast guard vessel had never been sighted before in the area."We don't know China's intentions, but our response will remain unchanged, and we'll act calmly and decisively for Japan's safety," said Yosuke Watanuki, a spokesman for the regional unit covering Japan's remote southern islands.The incident is likely to fuel concern in Japan that China may be slowly escalating its activities in the East China Sea. Last month, a Chinese navy ship took its time traversing the waters, attracting Japan's attention. Japan also went public earlier this year with complaints about Chinese oil and gas exploration in the East China Sea, posting photos online of Chinese drilling rigs and other equipment.The Japanese coast guard released a photo of the armed ship sailing in the East China Sea on Tuesday. It was one of four Chinese coast guard vessels spotted in the waters, but was the only one that was armed. They did not come close enough to the islands to violate what Japan considers its territorial waters.Calls to China's coast guard were not answered.

Paris (AFP) - Dengue fever, the world's fastest growing mosquito-borne disease, has spread its wings and morphed from a tropical disease endemic in just nine countries to worldwide threat.Globalisation, urbanisation, climate change and jet travel have enabled it to move into more temperate zones.Following are some basic facts:- What is dengue fever ? -Dengue fever is a flu-like infection caused by the flavivirus; it is in the same family as yellow fever.Dengue fever has four separate strains -- DEN-1, DEN-2, DEN-3 and DEN-4. Once cured, patients are protected for life, but only against the strain they were stricken by.- How is the virus transmitted ? -Dengue is transmitted by several subspecies of the mosquito Aedes aegypti, which originate in Africa but which are now present in all tropical and subtropical areas.- The symptoms -Dengue can trigger a crippling fever along with headache, nausea, vomiting, muscle and joint pain, and skin rashes similar to measles.- The most severe form -The most severe form of the disease, dengue haemorrhagic fever, accounts for one percent of cases, killing 22,000 people a year, the World Health Organisation (WHO) says. It results in bleeding and blood plasma leakage. It can be particularly fatal among children.- How many cases ? -The number of dengue cases has risen 30-fold over the last 50 years, according to the WHO, making it the world's fastest-growing mosquito-borne disease and leaving more than half of the global population at risk.The WHO says that half a million people are hospitalised by the illness every year, many of them children; of that number, roughly 2.5 percent die.- Treatment and vaccination -There is currently no specific treatment for dengue fever.The world's first-ever dengue vaccine, Dengvaxia, manufactured by French pharmaceutical giant Sanofi, secured its first regulatory approval in Mexico on December 9.The Philippines became the first Asian country on Tuesday December 22 to approve the sale of the vaccine. Other pharmaceutical companies are developing dengue vaccines, including US firm Merck, Japan's Takeda and Britain's GlaxoSmithKline.
