EDMONTON - While the focus is expected to be on greenhouse gas emissions targets at the Paris climate summit, Alberta Premier Rachel Notley says there are many ways to achieve success."I am hopeful to see that we agree to a number of significant policy changes that will bring about real emissions reductions worldwide," said Notley on Saturday, prior to boarding a plane for Paris."I think those will be achieved through a number of different mechanisms. Ontario Premier Kathleen Wynne is encouraging Prime Minister-designate Justin Trudeau to pursue more climate change agreements with international partners, including a major deal with the U.S. and Mexico. Speaking to CTV’s Question Period, Wynne was hesitant to tell Trudeau what to do, but pressed for more cross-border climate change agreements. “I think the more agreements we can get across jurisdictions, the better off we will be. And so my hope would be that he will be in conversation with those North American leaders. That can only support our position in the global discussion,” said Wynne. The Liberal premier was also hopeful that world leaders will reach a global climate change deal at the United Nations summit in Paris this December. And she’s confident that Trudeau, who has invited the premiers and his fellow federal leaders to join him at the Paris conference, will strengthen Canada’s position in fight against global climate change.“I think that our voice can be a very strong one, given our geographic size and given the fact that we’re pulling in the same direction now across the country,” said Wynne.Trudeau has also promised to hold a first ministers' meeting with the premiers within 90 days of the Paris meeting, where they are expected to discuss federal and provincial approaches to climate change. For instance, he has said he will work with the provinces and territories to set a national carbon price.Wynne said she is looking forward to more federal leadership on the climate change front, but she also called on Trudeau to support provincial programs that encourage the reduction of greenhouse gases.“For example, in Ontario, we’ll be looking to the federal government to help with investments to help people to live up to their commitments around reduction, whether it’s home-retrofit programs, that kind of thing.”The Ontario premier is “happy for the people of Canada,” saying she thinks Canadians now have a prime minister who understands the importance of working with the provinces, not only on climate change but also other issues, including infrastructure. Wynne recently pledged $10.5 million to help more Syrian refugees settle in Ontario. “We are very eager to work to get as many refugees as possible. PARIS (AP) — This time, it's a hotter, waterier, wilder Earth that world leaders are trying to save.The last time that the nations of the world struck a binding agreement to fight global warming was 1997, in Kyoto, Japan. As leaders gather for a conference in Paris on Monday to try to do more, it's clear things have changed dramatically over the past 18 years.Some differences can be measured: degrees on a thermometer, trillions of tons of melting ice, a rise in sea level of a couple of inches. Epic weather disasters, including punishing droughts, killer heat waves and monster storms, have plagued Earth.As a result, climate change is seen as a more urgent and concrete problem than it was last time."At the time of Kyoto, if someone talked about climate change, they were talking about something that was abstract in the future," said Marcia McNutt, the former U.S. Geological Survey director who was picked to run the National Academies of Sciences. "Now, we're talking about changing climate, something that's happening now. You can point to event after event that is happening in the here and now that is a direct result of changing climate."Other, nonphysical changes since 1997 make many experts more optimistic than in previous climate negotiations. For one, improved technology is pointing to the possibility of a world weaned from fossil fuels, which emit heat-trapping gases. Businesses and countries are more serious about doing something, in the face of evidence that some of science's worst-case scenarios are coming to pass."I am quite stunned by how much the Earth has changed since 1997," Princeton University's Bill Anderegg said in an email. "In many cases (e.g. Arctic sea ice loss, forest die-off due to drought), the speed of climate change is proceeding even faster than we thought it would two decades ago."Some of the cold numbers on global warming since 1997:—The West Antarctic and Greenland ice sheets have lost 5.5 trillion tons of ice, or 5 trillion metric tons, according to Andrew Shepherd at the University of Leeds, who used NASA and European satellite data.—The five-year average surface global temperature for January to October has risen by nearly two-thirds of a degree Fahrenheit, or 0.36 degrees Celsius, between 1993-97 and 2011-15, according to the U.S. National Oceanic and Atmospheric Administration. In 1997, Earth set a record for the hottest year, but it didn't last. Records were set in 1998, 2005, 2010 and 2014, and it is sure to happen again in 2015 when the results are in from the year, according to NOAA.—The average glacier has lost about 39 feet, or 12 meters, of ice thickness since 1997, according to Samuel Nussbaumer at the World Glacier Monitoring Service in Switzerland.—With 1.2 billion more people in the world, carbon dioxide emissions from the burning of fossil fuels climbed nearly 50 percent between 1997 and 2013, according to the U.S. Department of Energy. The world is spewing more than 100 million tons of carbon dioxide a day now.—The seas have risen nearly 2 1/2 inches, or 6.2 centimeters, on average since 1997, according to calculations by the University of Colorado.—At its low point during the summer, the Arctic sea ice is on average 820,000 square miles smaller than it was 18 years ago, according to the National Snow and Ice Data Center. That's a loss equal in area to Texas, California, Montana, New Mexico and Arizona combined.—The five deadliest heat waves of the past century — in Europe in 2003, Russia in 2010, India and Pakistan this year, Western Europe in 2006 and southern Asia in 1998 — have come in the past 18 years, according to the International Disaster Database run by the Centre for Research on the Epidemiology of Disaster in Belgium.—The number of weather and climate disasters worldwide has increased 42 percent, though deaths are down 58 percent. From 1993 to 1997, the world averaged 221 weather disasters that killed 3,248 people a year. From 2010 to 2014, the yearly average of weather disasters was up to 313, while deaths dropped to 1,364, according to the disaster database.Eighteen years ago, the discussion was far more about average temperatures, not the freakish extremes. Now, scientists and others realize it is in the more frequent extremes that people are truly experiencing climate change.Witness the "large downpours, floods, mudslides, the deeper and longer droughts, rising sea levels from the melting ice, forest fires," former Vice President Al Gore, who helped negotiate the 1997 agreement, told The Associated Press. "There's a long list of events that people can see and feel viscerally right now. Every night on the television news is like a nature hike through the Book of Revelation."Studies have shown that man-made climate change contributed in a number of recent weather disasters. Among those that climate scientists highlight as most significant: the 2003 European heat wave that killed 70,000 people in the deadliest such disaster in a century; Hurricane Sandy, worsened by sea level rise, which caused more than $67 billion in damage and claimed 159 lives; the 2010 Russian heat wave that left more than 55,000 dead; the drought still gripping California; and Typhoon Haiyan, which killed more than 6,000 in the Philippines in 2013.Still, "while the Earth is a lot more dangerous on one side, the technologies are a lot better than they were," said Jeffrey Sachs, director of Columbia University's Earth Institute. Solar and wind have come down tremendously in price, so much so that a Texas utility gives away wind-generated electricity at night.Another big change is China.In Kyoto, China and developing countries weren't required to cut emissions. Global warming was seen as a problem for the U.S. and other rich nations to solve. But now China — by far the world's No. 1 carbon polluter — has reached agreement with the U.S. to slow emissions and has become a leader in solar power."The negotiations are no longer defined by rich and poor," Gore said. "There's a range of countries in the middle, emerging economies, and thankfully some of them have stepped up to shoulder some of the responsibility."U.N. climate chief Christiana Figueres said there's far less foot-dragging in negotiations: "There is not a single country that tells me they don't want a good Paris agreement."Figueres said that while the Kyoto agreement dictated to individual nations how much they must cut, what comes out of Paris will be based on what the more than 150 countries say they can do. Montreal police have been carrying out a series of search warrants overnight and early this morning on the island of Montreal and Longueuil.The operation is still underway.Const. The military's research arm is looking for better ways to protect satellites from catastrophic failure after a 2011 space incident exposed Canada's vulnerability to communications collapse.Defence Research and Development Canada is launching an initiative with the private sector to improve the reliability of satellites threatened by space debris, harmful radiation and even software glitches that can shut down essential services, from internet access to airline flights.A Canadian space scientist referred to the strategy at an international conference in Jerusalem last month, suggesting satellites should be regarded as "critical infrastructure" requiring special public-private safeguards such as those covering nuclear power stations, hydroelectric facilities and dams."Canada does not currently specifically identify space systems as CI [critical infrastructure], however it is noted that space systems do have a highly important role to play in many CI sectors," Patrick Gavigan told the International Astronautical-Congress in mid-October.-Private sector needs a push-"This approach points to the importance of public and private sector partnerships to ensure that systems are as resilient as possible, as market forces alone are not sufficient to push companies."Gavigan cited an incident on Oct. 6, 2011, when the Anik F2 satellite — owned by Telesat Canada — was given a problematic software update that knocked it out of commission for a day.The failure wiped out communications in the Northwest Territories, Nunavut, Yukon and northern Ontario, including long-distance telephone, internet, banking-machine transactions, mobile phones and television services. The phrases “free speech” and “freedom of speech” are being used over and over as if they were interchangeable.  Yet they mean utterly different things.The actual phrase “freedom of speech” is used in the First Amendment of the Constitution. See for yourself (with emphasis added):Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.It is always important to remember that the Constitution of the United States is not a law written by the government to control and limit the activities of the citizens. That is exactly backwards. The Constitution was authorized and approved by the early American revolutionaries to limit and control the activities of the government itself. The First Amendment made clear that Congress cannot abridge the freedom of speech. Yet over and over again, it’s interpreted to be freedom from interference and abridgment of speech by someone who’s not in the government and does not represent the government.The children that we have in our colleges and universities in this country today seem to believe that if anything said by anyone offends them, if anything said by anyone hurts their feelings, or if anything said by anyone makes them feel threatened can be suppressed, forbidden and punished.Sorry to tell you, but it seems that our students are right. At least in the legal sense. They are not in the government and they don’t represent the government, so the First Amendment doesn’t protect you or me from their desire to suppress what we say that might upset them.On the bright side, it also means that their speech and their demands, are also not protected speech. Well it’s not protected by the government. The government itself cannot “abridge their freedom of speech” but this is not to say that the administrations of universities, colleges, trade schools and any other form of higher education is legally required to pretend that they are the government itself and therefore must protect the “right” to speak their minds no matter how ludicrous what comes out of their mouths may appear to be.It appears that the First Amendment protects your freedom of speech from the government. But it does not protect what is commonly known as “free speech”.Most Americans interpret (incorrectly) the phrase “free speech” as literally meaning your speech will never have a cost attached to it. It’s free! You can say whatever you want without any fear of retaliation, or punishment, or adverse impacts. Only a fool who lives in an fantasy world could possibly believe that.Want proof?-There’s a significant difference between having the legally protected “right” to say whatever you like and the good “sense” not to say it. Let’s just say, for example, you walk into your bedroom while your wife is getting dressed. Then the most dangerous question that could possibly be asked of any man springs forth from the mouth of your spouse: “Does this dress make me look fat?”Now any experienced man would say something along the lines of “Honey, of course not. Whenever I look at you, I see the same girl I married.”However, the student body at Mizzou (or Yale, Dartmouth, Harvard, etc., etc., etc.) feeling that they are guaranteed the right, the legal right, to say whatever pops into their pinhead brains something more like “Boy do you ever look fat in that!  You look like an 18-wheeler going down the street with both back doors open.” It would be a safe bet that anyone who “exercises” their legal right to express their opinions will be introduced, forcefully, to the legal concept of “alimony”.See the difference between “freedom of speech” and “free speech”.If the employee of a private corporation announces to the world that his or her employer makes second rate products it is unlikely they will stay in the employ of this corporation much longer than it takes for the payroll department cut the final check for this individual.They may also find themselves the target of a lawsuit claiming defamation or libel or slander or any other charges the private corporation’s attorneys can come up with.It appears that many people believe that no one, not just the government but no one, can preemptively deny you the right to say whatever pops into your head.  Of course the only way an employer could do that, would be to require that employees clear whatever they say or write before they say it or write it. Of course trying to get employees to submit their thoughts and words to an employer is not only logistically impossible, but the adverse public relations impact would be a disaster. But terminating an employee who attacks his own employer could be a case in point of legal retaliation.There’s no doubt in my mind that many universities might be considered “part of the government”. Since many state colleges and universities are primarily funded by government largess, they might have a case forcing them to protect “freedom of speech”. Of course that protection, constitutionally, would not extend to a forceful response to students who ignore the regulations of such institutions. But the students would undoubtedly get aid from lawyers representing the extreme left.Again, the protection of “freedom of speech” is not the same as “free speech”.  Sadly, the school system here in the United States fails miserably at teaching students, at all levels, what the Constitution does, and does not, guarantee.The Constitution does offer us multiple protections from our own government. Unfortunately it provides us with an equal number of headaches from that very same government.

You are a Christian! And being a Christian is the greatest thing that you could ever be!”The rally was the latest pushback against the City of Toronto and the management board of Yonge-Dundas Square’s October decision to ban the Christian group, Voices of the Nations (VON), from using the square for its annual August music event.Peter Ruparelia, president of Voices of the Nations, with wife Beena at his right, told the rally-goers that Christians need to fight discrimination together: “We are one. Mayor John Tory thinks rejecting a Christian group's request to have a concert in Yonge-Dundas Square is "a bit overboard."During a Rogers TV town hall on Tuesday night, Tory was asked about Yonge-Dundas Square management's refusal to grant a permit to the Voice of the Nations (VOTN) to hold a concert next year.The group has been granted permits in the past but VOTN says it was told the 2016 permit was rejected because "proselytizing" events weren't allowed in the square."I respectfully disagree with (Yonge-Dundas Square's) decision," Tory said. "There is a city policy that says you're not supposed to make people feel uncomfortable by having a kind of what I'll call a 'hard sell' on religion or any other kind of matter in public squares and I understand that."But based on the song lyrics he's seen, Tory argued he didn't see a problem with the group having a concert in the square."We would never think of not allowing people to have a Christmas carol service in Yonge-Dundas Square. And when people are getting up and singing the chorus to O come let us adore him, O Come All Ye Faithful, O come let us adore him - the words were like that, praise the Lord and whatever. And I say, 'Well, so fine then are we going to ban Christmas carol services too?'" he asked."I think this is a bit of how the world has gone a bit overboard on some of these things." Representatives of VOTN have said they intend to appeal the decision to the Yonge-Dundas Square Board of Management at City Hall on Dec. 10."I hope that those people will reconsider and perhaps just say, 'Look, we're counting on you to act responsibly,'" Tory said. "I hope they get their permit and I hope that people understand this is no different than a Christmas carol service."The woman who asked Tory the question approved of his answer."Praise the Lord," she told him.Asked by town hall moderator Royson James if he'll do anything about the permit, Tory said he's "still learning" about what is proper for him to intervene on and what isn't."I'm quite happy if it is proper for me to call, to call and say this is my view," he said. "I don't think these people pose any threat, I really don't."Yonge-Dundas Square general manager Taylor Raths confirmed the VOTN permit application was not approved by staff."There is an appeals process in place, which is to write directly to the Yonge-Dundas Square Board of Management. If we receive a request for reconsideration the Board will consider it at its next regularly scheduled meeting," Raths said in an e-mail Wednesday."Beyond that, we generally don’t discuss confidential information about our clients or applicants."Raths did confirm "the open practice of religious beliefs and practices is freely allowed in Yonge Dundas Square, and is compatible with the YDS-Guidelines."The YDS-Guidelines restrict the use of Yonge-Dundas Square to exclude advocating of a specific religious or political point of view only where it is undertaken for the purposes of proselytizing," he said.don.peat@sunmedia.ca

“President George W. Bush would have never abandoned us,” says Faysal Shaqooli, a Yazidi from Iraq and former interpreter for the U.S. Army who sought political asylum and now lives in the Nebraska. He was one of the 150 Yazidis who arrived in Washington this week to protest in front of the White House. They pleaded for President Obama to take immediate action to help Christians and other religious minorities in Iraq.After a couple of years of disengagement in Iraq, President Barack Obama has suddenly woken up to the stark reality that the war on terrorism is far from over and the Islamic militants and terrorists are winning.To fulfill his campaign promise, Obama decided to quickly pull out U.S. troops in 2011 despite warnings of the political instability that it would create in the region. And his administration failed to develop a viable transition plan to maintain security and remain engaged in Iraq. His politically driven decision was a devastating blow to the Yazidis – whose religion blends aspects of Islam, Christianity and Zoroastrianism – and Christians, who knew that it meant the beginning of the eradication of the minority religious communities in the region.After the U.S. troops left, Shaqooli stockpiled his home with three AKs and ten 30-rounds magazines, and told his family that they would eventually need these weapons. He was right. They began to see signs of what was to come. During the month of Ramadan, if any Christians were caught eating or drinking on the streets, a militant with the Islamic State group (previously known as ISIS or ISIL) would behead them. At one point, the militants would hang the heads on a post to warn the Christians that they would need to convert to Islam or else pay the ultimate price.Conditions worsened. The Islamic State militants targeted Christians and painted their doors with the Arabic symbol ‘N’. These radical Islamists took Christians' passports and identification so that they would be unable to escape.With the American troops gone, the Iraqi forces remained weak and unprepared. Well-funded and armed, the barbaric militants have filled the void and tortured, beheaded and murdered thousands of Christians – men, women and children. These radical Islamists have raped Christian women in front of their fathers and husbands, and slayed pregnant women and their babies. They have killed their husbands and children through public executions and crucifixions. Many of these Christian women who have survived are in jail or are being trafficked. Shaqooli's sister is one of them. The Islamic militants have captured her and her four children, along with thousands of women, and their fate is unknown.For too long, the United States and the international community remained silent. They watched the genocide and persecution of these Christian minority communities from the sidelines. No world leaders, not even the pope, raised the issue until this week.U.S. airstrikes are in motion and, finally, the Islamic militants are getting what they deserve. However, as an international security expert Paul Crespo told me, the airstrikes may be “too little too late.” He warned that the U.S. would have to re-engage militarily within five years of the troop withdrawal because Obama "pulled out precipitously and walked away with no plan to maintain security and stability." Crespo says, “Since he took office, his overriding mission was to withdraw completely from Iraq without providing any strategy to ensure Iraq’s security and stability. With no leadership and no engagement, what can one expect? The president has ignored the deteriorating situation for the past year.”Our ill-advised complete pullout from Iraq has turned into a death sentence for thousands of religious minorities and women and those trying to build a civil society there. Obama’s political actions and disengagement have also hurt America’s security interests and are an offense to every American family who shed blood in the war on terror.Terrorism did not end with the death of one man. We can celebrate the capture and death of Osama Bin Laden and believe that the terrorists and radical Islamists have been weakened, but they remain strong. These dangerous radical terrorist groups share an ultimate goal, which is to end Western civilization and spread their radical Islamic hatred of non-Muslims.Women groups, churches and world leaders all need to speak up in outrage. The Islamic State’s barbaric actions need to be stopped. The gruesome human rights violations of religious minorities and women in Iraq reminds us that we need to remain vigilant and act quickly and decisively to end genocide and persecution of innocent people. And we also need to remember that the war on terrorism is far from over.
