Morneau will be in charge of setting the government's budget so that they don't run deficits more than $10 billion, as they promised in the campaign, and keeping a close eye on the economy to make sure the Liberals can meet a promise to balance the books by the end of their four-year mandate.Minister of Justice and Attorney General Jody Wilson-Raybould: The federal government is running out of time to craft new right-to-die laws after the Supreme Court of Canada struck down the existing provisions earlier this year. Wilson-Raybould will have to oversee that legislation and how the government goes about legalizing marijuana.Minister of Public Services and Procurement Judy Foote: Foote is in charge of one of the largest departments in the federal government and some of its biggest procurements, including replacements for the aging CF-18 fighter jets. The Liberals vowed not to buy the F-35, but also promised an open competition.Minister of International Trade Chrystia Freeland: As one of the last acts in government, the Conservatives signed on to the Trans-Pacific Partnership, a massive trade pact with Pacific Rim countries. The Liberals have promised to change that and crack down on international tax cheats. PARIS (AP) — Michael Bloomberg and mayors of large world cities want to weigh in on upcoming U.N. climate negotiations with their local experiences in fighting global warming.Paris Mayor Anne Hidalgo and Bloomberg, former New York mayor and now a U.N. climate change envoy, are convening mayors of Rio de Janeiro, Mexico City, Johannesburg and other cities Dec. 4 in Paris. Hidalgo's office said the mayors will produce proposals to negotiators at the U.N. conference near Paris Nov. 30-Dec. 11.Local leaders have been at the forefront of some of the more ambitious measures to reduce emissions. WASHINGTON (Reuters) - Moscow's military force in Syria has grown to about 4,000 personnel, but this and more than a month of Russian air strikes have not led to pro-government forces making significant territorial gains, U.S. security officials and independent experts said.Moscow, which has maintained a military presence in Syria for decades as an ally of the ruling Assad family, had an estimated 2,000 personnel in the country when it began air strikes on Sept. 30. The Russian force has since roughly doubled and the number of bases it is using has grown, U.S. security officials said.The Russians have suffered combat casualties, including deaths, said three U.S. security officials familiar with U.S. intelligence reporting, adding that they did not know the exact numbers.Russia's foreign ministry declined to comment on the size of the Russian contingent in Syria or any casualties it has suffered. TEHRAN, Iran (AP) — As Iran marks the anniversary of the 1979 takeover of the U.S. Embassy in Tehran, there are signs that the Islamic Republic's attitude toward the United States is as negative as ever.The arrests of U.S. citizens, hints of a Cold War-style prisoner swap, fears of Western infiltration and even the shutdown of a lookalike KFC restaurant show the suspicion still held by hard-liners after the nuclear deal with world powers.In the short term, things may even get worse, analysts say, as Iran's Supreme Leader Ayatollah Ali Khamenei continues to warn about American influence, a crucial parliamentary election approaches and the country's intelligence and military services try to hold onto their economic and political power."I think many Americans and many Iranians didn't take the leader at his word that this does not mean detente, that this is a one-off transaction. I think the system was deadly serious about this," said Cliff Kupchan, the chairman of the Eurasia Group. "I think the increased contact will lead to detente with the U.S., but we have a lot of harsh repression to go through before we get there."On Wednesday, thousands demonstrated in front of the old U.S. Embassy, marking the 36th anniversary of students seizing 52 Americans hostage there after Washington refused to hand over the toppled U.S.-backed shah, Mohammad Reza Pahlavi. PARIS (AP) — This was the week that schoolchildren in one Paris suburb got a stark choice at the cafeteria: pork or nothing at all.Chilly-Mazarin joined a handful of towns run by right-leaning mayors which have ended a practice of offering a substitute for students forbidden by their religion from eating pork.The decisions have come amid increased discussions in France about its secularist ideals following the terror attacks in January that were blamed on French Islamic extremists — a discussion critics say has been hijacked by anti-Muslim forces on the far right.On Wednesday, the Socialist government issued unusually direct criticism against the schools that have ended the pork substitutes as it was training dozens of appointees to mediate tense questions about the role of religion in schools and in public life.In back-to-back speeches, the education and interior ministers walked the country's increasingly narrow line on religion in schools, with the unspoken threat of Islamic extremism hovering over the auditorium in Paris' tony 16th arrondissement.Education Minister Najat Vallaud-Belkacem said teachers at schools have to impart the secularist ideal, but "not a secularism that is a declaration of war against a religion, as we see when a mayor here or there decides that in the name of a so-called secular ideal, children will be forced to eat pork or skip school lunch."France forbids "ostentatious" symbols of religion in schools and government buildings, a mandate generally interpreted to mean Muslim head scarves and one that includes parents who accompany school outings wearing them. Zaragoza (Spain) (AFP) - NATO's biggest military exercise in more than a decade sends a clear message to friends and foes alike that it is ready to face the challenges of a fast-changing world, alliance head Jens Stoltenberg said Wednesday."While our aim is to train and exercise, we are also sending a clear message to our nations and to any potential adversary," Stoltenberg said."NATO does not seek confrontation but we stand ready to defend all allies," he said as troops, armoured vehicles and aircraft battled it out at the San Gregorio training grounds near the northeastern Spanish city of Zaragoza.The training moves were part of the much larger Trident Juncture exercise launched last month.The drill is putting some 36,000 troops through their paces for five weeks in Italy, Spain and Portugal to demonstrate the improved readiness levels NATO judges necessary to cope with new threats.Leaders of the 28-nation, US-led military alliance, shocked by Russian intervention in Ukraine, agreed in September last year to upgrade its rapid response force, more than doubling its size to around 40,000 troops.They also approved setting up what is known as the Very High-Readiness Joint Task Force (VJTF), a smaller "spearhead" unit which can put boots on the ground within 48 hours, rather than the weeks and possibly months needed for the larger unit to get to a crisis spot."Trident Juncture is an important part of NATO's long-term adaptation to a changed and new security environment," Stoltenberg said.If the Ukraine crisis provided the initial impetus, war and turmoil across North Africa and the Middle East are also major concerns for NATO.Turkey, with NATO's second largest armed forces, is especially exposed as the Syrian war drives millions of refugees onto its soil and then onto Europe, creating a major humanitarian crisis.Russian intervention in Syria and several incursions by its aircraft into Turkish airspace have also frayed nerves, although tensions appear to have eased recently as Washington and Moscow push for a political solution to the conflict.Stoltenberg stressed that Russia had been invited to the Trident Juncture exercises, and complained that Moscow had not reciprocated when holding its own training drills.He told reporters that NATO foreign ministers would discuss security on its southern borders at a December meeting, adding that the alliance planned to deploy surveillance drones to Sicily from next year to boost its situational awareness."I would like to underline that NATO has done a lot to meet security challenges to the south," he said, stressing the creation of the VJTF and the alliance's improved overall readiness.

Flashes were observed by an American military satellite in the vicinity of a Russian plane that crashed in Egypt over the weekend, but officials cautioned that it was too early to tell what they were, or even if they were connected to the plane.A defense official said there were flashes picked up by satellite infrared sensors -- designed to detect missile launches -- around the same time that the plane was passing over the Sinai Peninsula.The official said that if the flashes are connected to the aircraft, it might indicate that something happened in the air or by the plane's impact on the ground. But there was military activity in the area, so they may not be related, the official said.According to the official, a missile strike was unlikely because no trail was detected by satellite.Meanwhile, an official for the Russian company said the crash could only have been caused by a “mechanical impact” on the plane.Although the plane's black boxes are still being analyzed, Alexander Smirnov, deputy general director of Russian airliner Metrojet, insisted that the Saturday crash could not have been caused by a technical fault."The only explicable cause can be a mechanical impact on the aircraft," Smirnov said, adding "there is no possible combination of system failures that could lead to the aircraft breaking-up in mid-air."The plane's crew completely lost control over the aircraft as the disaster started to unfold," Smirnov added.Egyptian officials say there was no distress call.ABC News aviation consultant Col. Stephen Ganyard, a retired Marine fighter pilot, said it’s too early to rule out anything. “We don’t have any evidence that points us in one way or the other,” he told “Good Morning America” today.The head of Russia's Inter-state Aviation Committee investigating the crash told journalists in Cairo Sunday that the plane broke up in midair, but warned that it was "too early to state a cause for the plane's destruction." It said the search was continuing across the 9-sq-km crash site. Security sources said intelligence agencies had obtained a copy of the passenger list.Russian officials have said the plane, carrying holidaymakers from the Red Sea resort of Sharm el-Sheikh to St Petersburg, likely broke up in mid-air but said it was too early to say what caused it to crash.The first bodies recovered from the wreckage arrived on board a Russian government plane at St Petersburg's Pulkovo Airport, where grieving Russians left piles of flowers.A Reuters photographer saw a white lorry leaving the airport, escorted by police cars, heading for a St Petersburg morgue, where the bodies were to be identified. The Washington Post reports the electromagnetic pulse—or EMP—created by such an event could wipe out electricity for months on end, creating a global catastrophe.That's why the White House released its National Space Weather Strategy on Thursday. According to the Houston Chronicle, the multiagency plan details how the US will prepare for—and deal with—a massive EMP from space weather.The six-step plan requires government agencies, schools, the media, the insurance industry, nonprofits, and more to work together. In other words: We might be doomed. “This is a real and present danger," the White House's assistant director for space weather tells the Post. Back in 1859, a huge solar storm did impact Earth and caused some sparking telegraph lines. The National Academy of Sciences says something like that today could mean a $2 trillion economic hit. Something like that almost did happen in 2012, when NASA says we were nearly hit by two large plasma clouds. "If it had hit, we would still be picking up the pieces," one physicist says. A dramatic green fireball lit up the night sky over Thailand today as it streaked past and exploded.The apparent meteor was captured in several dashcam videos from vehicles in Bangkok just before 9 p.m. local time (9 a.m. ET).It was also reportedly visible in other parts of Thailand.Fireballs are meteors brighter than the planet Venus. The one seen in Thailand was a special kind called a bolide, which explodes in a bright flash after streaking across the sky.Fireballs are known to be produced at high rates during some years by the Taurid meteor shower, which takes place each October and November.According to the American Meteor Society, 2015 may be a year with an unusual number of Taurid fireballs, which peak Oct. 29 to Nov. 10. That's because the Earth is thought to be passing through a denser than usual field of debris left behind by the Comet 2P/Encke.However, it notes that most Taurid meteors appear to shoot upwards (unlike the fireball seen in Thailand) and not all fireballs seen at this time of year are from the Taurid meteor shower.

CAPE CANAVERAL, Fla (Reuters) - - Independent NASA accident investigators said the U.S. space agency should “perform a greater level of due diligence for major system components” in rockets that deliver cargo to the International Space Station following a 2014 explosion.The recommendation came in the investigators' report on the explosion of Orbital ATK's Antares rocket that destroyed a load of cargo for the space station. It may spur calls for more oversight of NASA's use of commercial contracts to deliver cargo - and soon crew members - to the space station.NASA shared development costs for those programs with its commercial partners, while earlier rockets were fully government-funded.Separate accident investigations are underway to determine the cause of a SpaceX Falcon 9 rocket failure on June 28, 2015, which claimed another load of station cargo.NASA hired both Orbital and privately held Space Exploration Technologies, or SpaceX, to fly cargo to the station after the space shuttles were retired. The U.S. space agency is working on a similar program with SpaceX and Boeing to fly crew.Orbital, in a report obtained by Reuters from the Federal Aviation Administration on Tuesday, said the Oct. 28, 2014 Antares explosion was most likely caused by an engine manufacturing defect, while NASA said it could also have been caused by a design issue or debris in the engine.Both investigations said a fire and explosion in the rocket engine’s liquid oxygen turbopump caused the booster to fail about 14 seconds after liftoff from Wallops Island, Virginia. First flight of the refurbished Antares is expected in 2016.The use of Russian engines is controversial – they have been banned from use in rockets carrying military payloads – but analyst Marco Caceres, with Teal Group, says NASA has no choice if they want competition. “We know the Russians build excellent engines, but we don’t know how the quality control is,” he said. “To a certain extent, it’s a moot point because NASA doesn’t have a lot of choices.” The NASA investigators said a manufacturing defect was possible in the Antares case, noting that a defect also was found in a separate AJ-26 engine that exploded during testing in May 2014. But they said it was not clear the defect alone could have caused the explosion.The NASA probe found two other potential causes of the failure: an engine design that made the turbopump “vulnerable to oxygen fires and failures,” and silica and titanium debris found in the engine.The probe said any one of the three potential causes, or a combination of them, could have triggered the explosion. The main indexes retreated as Federal Reserve Chairwoman Janet Yellen hinted that a rate hike in December will not derail the economy. The S&P 500 SPX, -0.35% fell 7.46 points, or 0.4%, to 2,102.33. The Dow Jones Industrial Average DJIA, -0.28% fell 50.57 points, or 0.3%, to 17,867.58. The Nasdaq Composite COMP, -0.05% ended the day down 2.65 points, or less than 0.1%, at 5,142.48.

First scientists proved the existence of the elusive Higgs boson ‘God particle’ - a key building block of the universe - and it is seemingly well on the way to nailing ‘dark matter’ - a previously undetectable theoretical possibility that is now thought to make up the majority of matter in the universe.But next week’s experiment is considered to be a game changer.Mir Faizal, one of the three-strong team of physicists behind the experiment, said: “Just as many parallel sheets of paper, which are two dimensional objects [breadth and length] can exist in a third dimension [height], parallel universes can also exist in higher dimensions.“We predict that gravity can leak into extra dimensions, and if it does, then miniature black holes can be produced at the LHC."Normally, when people think of the multiverse, they think of the many-worlds interpretation of quantum mechanics, where every possibility is actualised."This cannot be tested and so it is philosophy and not science.“This is not what we mean by parallel universes. TAIPEI/BEIJING (Reuters) - Chinese President Xi Jinping will hold talks with his Taiwanese counterpart Ma Ying-jeou in Singapore on Saturday in the first such meeting of leaders from the two rivals since the Chinese civil war ended in 1949.The historic meeting comes at a sensitive time in Taiwan, with elections for a new president and legislature being held on Jan. 16 amid rising anti-China sentiment, particularly among younger Taiwanese who don't believe Taiwan benefits from closer economic ties with its giant neighbour. Ma's office said in a statement that the purpose of his trip was to "consolidate cross-strait peace and maintain the status quo". OTTAWA - A panel of leading defence and security experts say Canada's new government should take the politically sensitive step of joining the U.S. ballistic missile defence program and talk with NATO about how to improve military deterrence in the Arctic.The Centre for International Policy Studies released a report Tuesday that could provide the Justin Trudeau's Liberals with a road map to implement some of the party's ambitious military and diplomatic proposals.The study group includes the country's former overseas operations commander, a former NATO ambassador who served as cabinet secretary for intelligence, a former diplomat who has experience as a treasury board official and two notable defence analysts.Paul Martin's Liberal government opted in 2005 not to join missile defence — a decision the Harper government was reconsidering before it was defeated in the Oct. 19 election.Bob McRae, who represented Canada at NATO until 2011, says no government has wanted to touch the subject for years, but noted the world has changed and that it's important for a Canadian to be in the room in a crisis when decisions are made that affect the security of the country.When it comes to overall defence policy, the report makes a series of recommendations. Among them: mending a frayed relationship with the United Nations; participating in more peacekeeping operations and putting forward a "credible" position on climate change, which the authors argue is a security issue."Splendid isolation is not option for Canada," McRae told a discussion group at the University of Ottawa on Tuesday.James Mitchell, who started his career as a diplomat and spent time as an assistant cabinet secretary, said "Canada can and should be doing more in the world."Retired lieutenant-general Stuart Beare, who commanded Canadian troops overseas, said it's important the new government to do its homework in terms of delivering a comprehensive security and defence policy and it needs to answer fundamental questions about complex, emerging issues: "Why do we care? I don't think it's useful to go back over past stories," said McCrae. Saskatchewan's Opposition leader is questioning the nearly half-a-million dollars spent on travel by the head of SaskPower's carbon capture project.Cam Broten said until the project is actually working properly, Mike Monea should stop travelling the world promoting it."What is he selling? There's no clear answer from government on that," Broten said to reporters after question period on Tuesday."What is he telling people? Is it the lines that we heard from Mr. Wall last week about things running optimally? Is it like the news releases that say it's exceeding expectations?"According to public disclosure documents, Monea's travel expenses from 2009 through 2014 total $476,143.The government confirmed that today. Monea is in Saudi Arabia promoting SaskPower's carbon capture experience.The president of SaskPower, Mike Marsh, said the government-owned utility needs to position itself in case there is demand for its expertise."It may appear right now that it's very early in the game, but unless you get out there and establish your position in that community, the opportunities won't present themselves," Marsh said.Broten wonders what those opportunities are, given recent revelations about the efficiency of Boundary Dam's carbon capture plant, as well as the fact SaskPower does not own the carbon capture technology itself."Some day there will be somebody who comes knocking on the door," Marsh said.He said SaskPower may be able to sell its experience adding a carbon capture plant to an existing power station, something that has never been done before.

MONTREAL - Quebec's acting public security minister says an emailed threat to schools in many parts of the province led to closures, bomb sweeps and a beefed up police presence on Tuesday.Pierre Moreau said Tuesday some 61 institutions were affected by the threat.Moreau said the threat in question was a single email that was sent to some primary and secondary schools as well as some junior colleges in various cities across the province. He said it threatened that bombs could be planted over several days up until Friday and that thus police will keep a close watch.Quebec Provincial Police said they hadn't turned up any explosive devices as of Tuesday afternoon and that 53 schools were given the all-clear.The missive was authored by a so-called coalition Moreau identified as "Red Sceptre" — a group unknown to authorities.Police intelligence caught wind of the threat early Tuesday, with the email being sent to institutions and school boards directly. Moreau said it complained of the quality of education and the attitude of teachers and their union.Moreau said an email with the same content was sent to each institution, suggesting bombs being set at specific times and implying the complicity of those working in some of the institutions.He added that there were threats in Ontario also.North Bay police said there was a threat to Canadore College on Tuesday morning. Sgt. Jim Kilroy said police searched the campus with "negative results."Ontario's education ministry said the Toronto District School Board also received a bomb threat, but it was not made to any specific school and no schools were locked down or evacuated.Moreau said the Quebec threats are under investigation by provincial police.Moreau said the email was not related to the labour negotiations between the province's teachers and the government over a new collective agreement, although the document refers to ongoing pressure tactics by teachers.A spate of schools and institutions, both French and English, from various parts of the province were closed after the threat, with some electing to shut for the day.Schools were searched in Western Quebec, in the Abitibi region, and in Sherbrooke as well as certain establishments in Montreal and Quebec City.
