A Palestinian man stabbed an Israeli Sunday afternoon at a bus stop on the side of a West Bank highway near the settlement of Ariel.The incident took place on Route 5, just east of Ariel, in the northern West Bank.The 25-year-old victim was moderately hurt with stab wounds to his upper body. He was taken to Beilinson Hospital in Petah Tikvah for treatment.The suspect fled the scene. According to Channel 2, the suspect approached the bus stop wearing a Jewish skullcap and attacked the victim.After a manhunt by police and the IDF, Israeli soldiers apprehended a suspect in the nearby village of Marda.The suspect initially fled the scene, prompting IDF troops to block the entrances to several nearby Palestinian villages in order to help search for the perpetrator of the attack.The man was identified by the Shin Bet as Tamer Khadir, 26, of the village of Beita, near Nablus. He has no prior record, the internal security agency said in a statement. He was taken in for questioning.Sunday’s attack took place as dozens of Palestinian workers arrived at the junction, returning to the West Bank after working in Israeli cities during the day.Earlier on Sunday, Israeli security forces thwarted an attempted stabbing at a checkpoint in Hebron, near the Tomb of the Patriarchs. A Palestinian woman who pulled out a knife at the site was shot dead. No Israelis were reported injured in that incident.

The man who carried out a deadly shooting terror attack at the Beersheba central bus station a week ago was in contact with Palestinian terror group Hamas for an extended period, and prepared for his attack ahead of time, police said Sunday.The terrorist, Muhanad Alukabi, 21, from an unrecognized Bedouin village in the Negev, had photos of Hamas operatives, guns and other weapons saved on his phone, police said in a statement.On October 18, Alukabi opened fire in the bus station of the southern city, killing a soldier, stealing his gun and wounding 11 others. He was killed in a shootout with police after holing up in a bathroom.The attack was seen as out of the ordinary both because it was carried out with a gun and because the attacker had Israeli citizenship.Most attacks during the current round of violence have been carried out by so-called “lone wolf” attackers not acting as part of a larger terror group. But the Alukabi link shows Hamas may have been linked to the shooting.Southern District Police Commander Yoram Halevi said after a gag order on the investigation was lifted that one could say “without a doubt and in contradiction of the rumors and conspiracy theories on social networks that Muhanad Alukabi is not innocent.”“It has been proven unequivocally that he was the terrorist who murdered IDF soldier Omri Levy, may his memory be blessed, and was involved in the shooting and harming of police officers who courageously disarmed the terrorist and prevented the continuation of his murderous journey,” Halevy said.He said that evidence showed that Alukabi “planned his action carefully over a long period of time.”Police also released security camera footage showing Alukabi following Levy for an extended period before killing him, and the police shootout with him.According to the Shin Bet security service, Alukabi’s mother was originally from the Gaza Strip and was granted citizenship because she was married to an Israeli Arab. The attack occurred near the settlement of Metzad, east of the Etzion settlement bloc south of Jerusalem.The victim, a middle-aged man, sustained moderate injuries to his upper body and was taken to Jerusalem’s Hadassah Hospital Ein Kerem, according to reports. He was stabbed after exiting his car when it was pelted with stones, the IDF said.Troops launched a search for the stabber, who fled the scene. LONDON (Reuters) - The overall cost of replacing and maintaining Britain's nuclear deterrent will reach 167 billion pounds ($256 billion), much more than expected, according to a lawmaker's and Reuters' calculations based on official figures.The Scottish Nationalist Party, which wants Britain's Scotland-based nuclear-armed Trident submarines scrapped, called the sum "unthinkable and indefensible" at a time when deep cuts under the government's "austerity" policies mean "thousands of people across the UK are struggling to afford basics like food".Some military officials also oppose investment in Trident, saying the money would be better spent on maintaining the army and on more conventional technology, which have also faced cuts.Until now, Prime Minister David Cameron's government has said replacing the ageing fleet of four submarines which carry nuclear warheads to provide a continuous at-sea deterrent would cost an estimated 15-20 billion pounds.It has as yet given no official estimate of the cost of its replacement and maintenance. Critics have previously said Britain will need to spend 100 billion pounds, a figure based on a 2014 report by the independent Trident Commission.In a written parliamentary response to Crispin Blunt, a lawmaker in Cameron's Conservative party, Minister of State for Defence Procurement Philip Dunne said on Friday the acquisition of four new submarines would cost 25 billion pounds.He added that the in-service costs would be about 6 percent of the annual defense budget over their lifetime. JERUSALEM (AP) — John Kerry's latest Mideast mission has aimed for the modest goal of easing tensions around Jerusalem's most sensitive holy site — the focal point of more than a month of deadly unrest.But the steps announced by the U.S. secretary of state over the weekend did little to address the deeper issues behind the fighting, disappointing the Palestinians and raising fears that even if calm is restored, it is just a matter of time before another round of violence erupts.During a swing through the region, Kerry announced the steps on Saturday after several days of meetings with Israeli, Palestinian and Jordanian leaders. The highlight was a Jordanian proposal to install surveillance cameras at the Jerusalem holy site that is known to Jews as the Temple Mount and to Muslims as the Noble Sanctuary.More than a month of violence has been fueled by Palestinian allegations that Israel is trying to change the delicate status quo at the site, which allows non-Muslims to visit but not pray.The hilltop compound, home to the biblical Jewish Temples, is the holiest site in Judaism. EL REBALSE, Mexico (AP) — The town square in El Rebalse is now an island amid Hurricane Patricia's floodwaters, a place for Maria Santana Vazquez and her husband to rest Sunday after wading through water, at times chest deep, trying to return home.All around, kids swam, a dog paddled and just before noon two high-clearance army transport trucks arrived — the first outside help since Patricia, the hemisphere's strongest hurricane on record, roared in Friday night and washed out the only paved road into town.While Mexico for the most part was relieved that the storm caused no fatalities and only marginal damage in the resort of Puerto Vallarta and the principle port of Manzanillo, the sparsely populated zone of Pacific coast where Patricia delivered its fury was only beginning to assess the full damage Sunday.President Enrique Pena Nieto said Saturday that 3,000 to 3,500 homes were damaged and about 8,650 acres of farmland were hurt. But that was before anyone from the government arrived in El Rebalse, a town surrounded by banana plantations that Associated Press journalists tried to reach on foot before hitching a ride on the army trucks.Banana trees as far as the eye could see were snapped in half, and large bunches of the fruit moldered in the intense sun."They're going to lose a whole year," Santana's husband, Artemio Sanmeron Sanchez, said of the plantations where everyone in town made their living.Then the couple slipped back into the water and waded off. Already they had slogged from the neighboring town, Cihuatlan, where they evacuated. They assumed their home of 15 years was destroyed.In the surrounding Cihuatlan Valley, less than 6 miles (10 kilometers) from the Pacific, between 1,800 and 2,000 people depend directly on agriculture for livelihoods, said Narciso de Jesus Ramirez Rubio, a banana grower and president of the municipal small landowners association. That's not counting their families.He was annoyed that, in his mind, Pena Nieto had played down the damage. He said that only with government help could the owners of the mango and banana plantations hope to get their fields producing again in a year's time. Work to build levees to contain the nearby Marabasco River began three years ago, but were not completed, he said."This is total destruction," Ramirez said as he watched soldiers work to make a washed out section of road passable. "Agriculture along with tourism is the principle source of employment."The Mexican navy put out a statement Sunday that it had 5,791 sailors and marines, 192 vehicles, seven aircraft, three vessels and eight mobile kitchens working to reach those affected by the mega-storm.Patricia made landfall as a powerful Category 5 hurricane, having peaked at sea with winds up to 200 mph then coming ashore Friday evening with winds of 165 mph.After the wind and rain subsided, the river entered through a gap behind the banana plantation where Martha Gutierrez and her husband had lived and worked for nine years. It was 1:20 a.m. and the family scrambled to another house with a second story. They hadn't evacuated before the storm because they wanted to care for their animals. In the end, five of their six pigs drowned, and their house was destroyed."We have nothing to eat," Gutierrez said.In El Rebalse, Rosalinda Hernandez Murga stirred a pot of rice soup over a wood fire.Her family and three others took shelter in a well-constructed, two-story house before Patricia struck. Its sloped driveway to an elevated parking area is now a landing area for boats.All 16 people staying there crowded into a room on the second floor when the storm hit. The fiercest winds lasted about two hours, but strong winds blew for five or six hours shaking the house."It felt like it was going to lift off," Hernandez said.Around 1 a.m. the water began rising around them. By Sunday it had gone down somewhat, but was still about chest high in the street.Out on the road leading to El Rebalse, mud-caked and breathing hard, Carmela Jeronimo Avalos heaved a big garbage bag of clothing off her shoulder and onto the pavement. She had just slogged about a mile (2 kilometers) into the flood zone with relatives to salvage what they could. With the water subsiding to ankle deep, they could haul out clothes, a small television and two electric fans. After catching her breath, Jeronimo turned around and began another trek to her ruined home to see what else could be saved.

Two paragraphs in particular address the attitude to adopt with regard to remarried divorcees – a hotly debated and controversial issue – and also the possibility of them participating in the sacraments in certain cases and under certain conditions.The decision to entrust communion for remarried divorcees to the “discernment” of pastors has been approved by a two-thirds majority, with only one vote beyond the necessary two thirds (178 “yes” votes against the required 177 votes for a qualified majority). These are the result of the vote on the Relatio Sinodi.  There were 80 “no” votes. Three of the text’s paragraphs – numbers 84, 85 and 86 –  received consensuses that were higher than the required two-thirds (177) but only by a narrow margin.Paragraph 85 quotes the following passage of John Paul II’s “Familiaris consortio” as a “general criterion”: “Pastors must know that, for the sake of truth, they are obliged to exercise careful discernment of situations. Furthermore, it cannot be denied that is certain circumstances, ‘imputability and responsibility for an action can be diminished or even nullified’ due to a number of factors,” the text says, quoting point number 1735 of the Catechism of the Catholic Church.“ Consequently,” the document goes on to say, “judgement of an objective situation cannot lead to a judgement on the “subjective imputability” (Pontifical Council for Legislative Texts, Declaration of 24 June 2000, 2a). In certain circumstances, people find it very difficult to act differently. Therefore, although a general rule is to be followed, it must also be recognised that responsibility for certain actions or decisions is not always the same in all situations. Pastoral discernment must address these situations bearing in mind that people’s conscience is based on the Church’s teaching. The consequences of an act are also not necessarily the same in all cases.” On the basis of traditional doctrine, the Synod Fathers recall that besides the objective situation in which remarried divorcees live, one must also take subjective situations into consideration and these could significantly reduce the level of responsibility.In this way, paragraph 86 of the concluding document explains, “the process of accompaniment and discernment encourages faithful to take stock of their situation before God. Discussion with the priest in an internal forum, facilitates the formation of a correct judgement about what stands in the way of the possibility for full participation in the life of the Church and on the steps that can be taken to move in this direction and help it grow.” The text clarifies that this discernment, “can never overlook truth and charity, which are vital elements of the Gospel that the Church encourages. This is possible  when the necessary conditions of humility, discretion, love for the Church and its teaching are guaranteed, demonstrating sincere efforts to respect God’s will and the willingness to respond to this in a better way.”Essentially, the text the Synod Fathers delivered to the Pope, presents a path of prudent openness for the evaluation of situations on a case-by-case basis, leaving it up to him to decide and to possibly discuss this in a potential future document.Paragraph 84, states that “Catholics who have divorced and remarried in a civil ceremony, need to be integrated into Christian communities more, in all ways possible, avoiding scandal. The logic of integration is the key to their pastoral accompaniment,” in order to help them feel that not only do they “belong” to the Church, but that their experience within it can be a joyful and fertile one. They are baptised, they are brothers and sisters, the Holy Spirit pours gifts and charisms into them for the good of everyone.” As far as the forms of participation are concerned, it is necessary “to discern which of the different forms of exclusion currently practiced” – for example the fact they cannot become godfathers or godmothers or teach the catechism or give readings in Church – can “be overcome”. Not only must remarried divorcees “not feel excommunicated, but they must live and grow as living members of the Church, feeling it as their mother that welcomes them always”. “Taking care of these people” “does not mean the faith” of the Christian community “is weakened, nor that their testimony of the indissolubility of marriage is weakened: on the contrary, the Church expresses its charity through this kind of care.”Finally, the text also asks for “pastoral discernment” in situations to do with “access to the sacrament of baptism for people experiencing complex matrimonial circumstances,” in other words those who have entered a civil marriage and only subsequently discover the faith and ask to be baptised.

Certainly, the Synod was not about settling all the issues having to do with the family, but rather attempting to see them in the light of the Gospel and the Church’s tradition and two-thousand-year history, bringing the joy of hope without falling into a facile repetition of what is obvious or has already been said.Surely it was not about finding exhaustive solutions for all the difficulties and uncertainties which challenge and threaten the family, but rather about seeing these difficulties and uncertainties in the light of the Faith, carefully studying them and confronting them fearlessly, without burying our heads in the sand.It was about urging everyone to appreciate the importance of the institution of the family and of marriage between a man and a woman, based on unity and indissolubility, and valuing it as the fundamental basis of society and human life.It was about listening to and making heard the voices of the families and the Church’s pastors, who came to Rome bearing on their shoulders the burdens and the hopes, the riches and the challenges of families throughout the world.It was about showing the vitality of the Catholic Church, which is not afraid to stir dulled consciences or to soil her hands with lively and frank discussions about the family.It was about trying to view and interpret realities, today’s realities, through God’s eyes, so as to kindle the flame of faith and enlighten people’s hearts in times marked by discouragement, social, economic and moral crisis, and growing pessimism.It was about bearing witness to everyone that, for the Church, the Gospel continues to be a vital source of eternal newness, against all those who would “indoctrinate” it in dead stones to be hurled at others.It was also about laying bare the closed hearts which frequently hide even behind the Church’s teachings or good intentions, in order to sit in the chair of Moses and judge, sometimes with superiority and superficiality, difficult cases and wounded families.It was about making clear that the Church is a Church of the poor in spirit and of sinners seeking forgiveness, not simply of the righteous and the holy, but rather of those who are righteous and holy precisely when they feel themselves poor sinners.It was about trying to open up broader horizons, rising above conspiracy theories and blinkered viewpoints, so as to defend and spread the freedom of the children of God, and to transmit the beauty of Christian Newness, at times encrusted in a language which is archaic or simply incomprehensible.In the course of this Synod, the different opinions which were freely expressed – and at times, unfortunately, not in entirely well-meaning ways – certainly led to a rich and lively dialogue; they offered a vivid image of a Church which does not simply “rubberstamp”, but draws from the sources of her faith living waters to refresh parched hearts.And – apart from dogmatic questions clearly defined by the Church’s Magisterium – we have also seen that what seems normal for a bishop on one continent, is considered strange and almost scandalous for a bishop from another; what is considered a violation of a right in one society is an evident and inviolable rule in another; what for some is freedom of conscience is for others simply confusion. Cultures are in fact quite diverse, and each general principle needs to be inculturated, if it is to be respected and applied.2 The 1985 Synod, which celebrated the twentieth anniversary of the conclusion of the Second Vatican Council, spoke of inculturation as “the intimate transformation of authentic cultural values through their integration in Christianity, and the taking root of Christianity in the various human cultures”.3 Inculturation does not weaken true values, but demonstrates their true strength and authenticity, since they adapt without changing; indeed they quietly and gradually transform the different cultures.We have seen, also by the richness of our diversity, that the same challenge is ever before us: that of proclaiming the Gospel to the men and women of today, and defending the family from all ideological and individualistic assaults.And without ever falling into the danger of relativism or of demonizing others, we sought to embrace, fully and courageously, the goodness and mercy of God who transcends our every human reckoning and desires only that “all be saved” (cf. 1 Tm 2:4). In this way we wished to experience this Synod in the context of the Extraordinary Year of Mercy which the Church is called to celebrated.Dear Brothers,The Synod experience also made us better realize that the true defenders of doctrine are not those who uphold its letter, but its spirit; not ideas but people; not formulae but the gratuitousness of God’s love and forgiveness. This is in no way to detract from the importance of formulae, laws and divine commandments, but raather to exalt the greatness of the true God, who does not treat us according to our merits or even according to our works but solely according to the boundless generosity of his Mercy (cf. Rom 3:21-30; Ps 129; Lk 11:37-54). It does have to do with overcoming the recurring temptations of the elder brother (cf. Lk 15:25-32) and the jealous labourers (cf. Mt 20:1-16). Indeed, it means upholding all the more the laws and commandments which were made for man and not vice versa (cf. Mk 2:27).In this sense, the necessary human repentance, works and efforts take on a deeper meaning, not as the price of that salvation freely won for us by Christ on the cross, but as a response to the One who loved us first and saved us at the cost of his innocent blood, while we were still sinners (cf. Rom 5:6).The Church’s first duty is not to hand down condemnations or anathemas, but to proclaim God’s mercy, to call to conversion, and to lead all men and women to salvation in the Lord (cf. Jn 12:44-50).Blessed Paul VI expressed this eloquently: “”We can imagine, then, that each of our sins, our attempts to turn our back on God, kindles in him a more intense flame of love, a desire to bring us back to himself and to his saving plan… God, in Christ, shows himself to be infinitely good… God is good. Not only in himself; God is – let us say it with tears – good for us. He loves us, he seeks us out, he thinks of us, he knows us, he touches our hearts us and he waits for us. He will be – so to say – delighted on the day when we return and say: ‘Lord, in your goodness, forgive me. Thus our repentance becomes God’s joy”.Saint John Paul II also stated that: “the Church lives an authentic life when she professes and proclaims mercy… and when she brings people close to the sources of the Saviour’s mercy, of which she is the trustee and dispenser”.Benedict XVI, too, said: “Mercy is indeed the central nucleus of the Gospel message; it is the very name of God… May all that the Church says and does manifest the mercy God feels for mankind. When the Church has to recall an unrecognized truth, or a betrayed good, she always does so impelled by merciful love, so that men may have life and have it abundantly (cf. Jn 10:10)”.In light of all this, and thanks to this time of grace which the Church has experienced in discussing the family, we feel mutually enriched. Many of us have felt the working of the Holy Spirit who is the real protagonist and guide of the Synod. For all of us, the word “family” has a new resonance, so much so that the word itself already evokes the richness of the family’s vocation and the significance of the labours of the Synod.In effect, for the Church to conclude the Synod means to return to our true “journeying together” in bringing to every part of the world, to every diocese, to every community and every situation, the light of the Gospel, the embrace of the Church and the support of God’s mercy! BRUSSELS, Today, 16:07-Leaders of frontline states on the Balkan migrant trail are in talks on hosting hundreds of extra border guards to “slow down the flows” of refugees.The proposal, seen by EUobserver, was put forward by the European Commission ahead of a mini-summit, being held in Brussels on Sunday (25 October), on the crisis.The 16-point plan says Frontex, the EU border control agency in Warsaw, is to deploy staff on the Greek-Albanian and Greek-Macedonian border “to focus on exit checks” and “registration of refugees and migrants who have not yet registered in Greece”.Frontex will help “detect irregular border crossings and support registration and fingerprinting in Croatia”.It will also deploy, by Wednesday, “400 border guards and essential equipment” in Slovenia.At the same time, “leaders will ensure a full capacity to register arrivals, with maximum use of biometric data … at the point of first entry into the EU”.They will also “commit to refrain from facilitating the movement of refugees or migrants to the border of another country of the region without the agreement of that country”.The commission underlines that its emergency scheme “does not replace” the “obligation for EU member states of mandatory registration in line with the common European asylum system rules”.Commission chief Jean-Claude Juncker called Sunday’s meeting as tens of thousands of people a day keep coming, mostly from camps in Turkey, via Greece and the Western Balkans, en route to Austria and Germany.The situation has seen Hungary seal its borders, creating human bottlenecks in Croatia and Slovenia.It has also seen Austria and Germany threaten to close borders, with Bulgaria, Romania, and Serbia threatening to follow suit.Sunday’s event includes German chancellor Angela Merkel, who expects up to 1 million asylum claims in her country this year.It also includes counter parts from EU states Austria, Bulgaria, Croatia, Greece, Hungary, Romania, and Slovenia, and from EU candidate countries Albania, Macedonia, and Serbia.Serbia-An EU source said that, on top of the commission blueprint, EU states will try to persuade Serbia to host more refugees in return for financial assistance and political perks, on the model of a recent EU-Turkey “action plan”.There’s less scope for Macedonia co-operation because Skopje is bogged down in an internal political crisis.But its PM, Nikola Gruevski, who’s under EU fire for failure to comply with anti-corruption measures, is also likely to seek political concessions.The commission plan notes that “refugees need to be treated in a humane manner”.But its principal aim is to “restore stability to the management of migration in the region and to slow down the flows” of people in need.It says “leaders commit to step up their national and collectively coordinated efforts to return of migrants not in need of international protection”.It notes that “cooperation will be intensified with Afghanistan, in particular in the area of returns”.It also says if migrants “do not confirm a wish to apply for international protection” in, say, Croatia or Greece, preferring to wait until they get to Germany, then the frontline EU states “may refuse entry”.Amid increasing ill will between EU capitals, the commission adds that the “challenge … will not be solved through national actions”.“Countries affected should not only talk about and at each other but also with each other”.-Root causes-Coming into the summit on Sunday, Merkel told press: “We are here to coordinate and [to] make the reception of refugees more humane”.But she warned that only Turkey has the power to stop the exodus.Serb PM Aleksandar Vucic said: “We’re ready to take our part of the burden on our shoulders. Support for leaving the EU rose to 39 percent, from 27 percent. MOSCOW/BEIRUT (Reuters) - Syrian President Bashar al-Assad's priority is to defeat "terrorists" before holding elections but he is ready to call parliamentary and presidential polls if necessary, a Russian lawmaker who met him on Sunday said.The remarks are a first indication of Assad's response to a call by his Russian allies for new presidential and parliamentary elections, as Moscow uses its clout with Damascus to try to end almost five years of conflict in Syria.Russian Foreign Minister Sergei Lavrov, whose country has launched air strikes against Assad's opponents in Syria, called for the elections in an interview broadcast on Saturday. Moscow said Lavrov discussed Syria with U.S. Secretary of State John Kerry twice at the weekend, and spoke to his Iranian and Egyptian counterparts on Saturday. Saudi Foreign Minister Adel al-Jubeir said in Cairo that international talks had yielded some progress though more consultations were needed.Assad's opponents, however, are wary of Russia's motives, suspecting it of trying to prop up Assad and look after its own national interests in the Middle East as its warplanes support offensives against rebels on the ground. Assad visited Moscow last week on his first known trip outside Syria since the start of the conflict, which is estimated to have killed 250,000 people.The Syrian state news agency SANA made no mention of elections in its account of Assad's meeting on Sunday with a visiting Russian delegation. Unlike Saudi Arabia, which backs some Syrian rebel groups, Egypt has welcomed Russian air strikes in Syria against insurgents.Moscow says Syrian president Bashar al-Assad must be part of any political transition and that the Syrian people will decide who rules them.Washington has said it could tolerate Assad during a short transition period, but that he would then have to then exit the political stage.In a flurry of diplomatic activity around the Syria crisis, U.S. Secretary of State John Kerry visited Riyadh on Saturday and the two countries agreed to boost support for Syria's moderate opposition while seeking a political resolution to the four-year-old conflict.At a news conference in Cairo with Egypt's Sameh Shoukry, Jubeir said: "I believe that there has been some progress and positions have moved closer on finding a solution to the Syrian crisis, but I cannot say that we have reached an agreement.We still need more consultations...to reach this point."Jubeir gave no details on what positions had shifted or how far but reiterated the long-held Saudi stance that Assad must go, saying Riyadh backed the creation of a transitional ruling body that would write a new constitution and prepare for elections."There is no role for Bashar al-Assad in the future of Syria," he said.Russian Foreign Minister Sergei Lavrov called in an interview broadcast on Saturday for new parliamentary and presidential elections in Syria.A Russian lawmaker who met Assad on Sunday said the Syrian president was ready to call elections if necessary but his priority was to defeat "terrorists" first.Rebels have appealed for more military support from foreign backers, including Saudi Arabia, to confront major Syrian army offensives. Those offensives are backed by Lebanese Hezbollah and Iranian fighters as well as Russian air strikes."I believe that in the final solution we all want for Syria to be a united country in which all sects live equally and to be a country devoid of any foreign forces," Jubeir said.Egypt has yet to publicly answer a call from Russia to take part in future international talks on Syria along with Iran.Shoukry did not discuss the Russian invitation in the news conference and he denied there was any disagreement with Saudi Arabia over Syria's future.(Reporting by Lin Noueihed; Editing by Louise Ireland)
