Sometime on the morning of October 13, as an ancient sun clambered up the Judean hills to perch above the holy city, five men left their East Jerusalem neighborhoods, armed with knives, hatchets, a pistol, a steering wheel and the will to kill or maim as many Jewish Israelis as possible, wreaking mayhem, chaos and terror. By the time their murder spree was complete, three Israeli men were dead, the cities of Jerusalem and Ra’anana were shaken to their cores, and a fight that until now had mostly been relegated to knives, with their mercifully low casualty rate, had escalated to a whole new kind of battle.Judging from the front pages of Israeli papers Wednesday morning, which are reminiscent of the bad old days of the summer of 2014, or the Second Intifada, that battle is on the way to becoming a full-on war, though the way in which that war will be fought garners a heap of second-guessing.Much of the coverage in the print editions focuses less on the four attacks in Jerusalem and Ra’anana and more on the government’s response, which includes an army deployment to Jerusalem – nearly unheard of in the annals of the state — and a similarly drastic move of setting up checkpoints in East Jerusalem neighborhoods and possibly closing them off altogether.“Jerusalem: Soldiers to guard buses,” reads the main headline in Yedioth Ahronoth in bright red letters, above a large picture of ZAKA volunteers in white plastic suits cleaning up the mess from a gun and knife attack aboard a bus, one of four assaults Tuesday in the seemingly never-ending wave of terror that has gripped the country. Israeli citizens deserve massive protection. It’s their right as citizens. It’s also the army’s job,” he writes. “The Israeli public is going through a hard time. All of us. The cabinet reportedly approved Tuesday the issuing of dozens of restraining orders against identified “heads” of a Palestinian incitement campaign from entering the Temple Mount, part of a series of measures Israel is hoping will help stem the recent wave of terror attacks.According to a report by Hebrew-language website Ynet, the cabinet also approved the administrative detention of several of the so-called inciters.The approval came as the cabinet okayed a number of anti-terrorist measures, including the deployment of troops to Israeli cities, loosening gun control restrictions for civilians and taking extra security measures for Jerusalem, including checkpoints around some Arab neighborhoods.The move came hours after a series of terror attacks in Jerusalem and central Israel killed three and injured dozens more on Tuesday, the deadliest day in a wave of terror that has seen near daily stabbing attacks for nearly two weeks.Following cabinet approval, the Shin Bet security service will submit to Israel Police a list of the people who it wants restrained from the Temple Mount or arrested. Police will carry out the arrests and serve the restraining orders. This week Lisbon began bestowing citizenship upon descendants of Sephardic Jews who were persecuted on the Iberian Peninsula some 500 years ago. Only three have qualified in Portugal thus far, but since October 2 in neighboring Spain, 4,302 new citizens have begun the bureaucratic citizenship process based on similar laws offering statehood as way of making amends for the historical crimes committed during the Inquisition.Seeing the media buzz generated by Spain and Portugal’s initiatives, Ashley Perry, a longtime adviser to the Foreign Ministry and international pro-Israel organizations, realized that, ironically, Israel is neglecting this same population.In an August interview, Perry told The Times of Israel that, despite concerns about Jewish law, he “dreams to create a law similar to the Spanish and Portuguese law for bnei anusim [descendants of Sephardi Jews, who are largely no longer Jewish in practice].”And now Israel may be one step closer as Perry and other like-minded individuals and politicians launched a new Knesset caucus Tuesday that aims to reconnect these potential friends of Israel to the state their ancestors prayed for.‘There are few Jews who don’t have someone in their ancestries who wasn’t forcibly converted’To Perry, a Sephardi Jew born in England, these descendants of Jews who were expelled or tortured during the Inquisition — currently scattered around the globe — could instinctively be natural supporters of Israel. Likewise, said Perry in August, “There are few Jews who don’t have someone in their ancestries who wasn’t forcibly converted.”Perry’s main motive, he said, is to “correct a historic injustice. It is a moral imperative to welcome back the bnei anusim.” And rebinding their fate with that of their distant Jewish relatives will, he said, “only strengthen the Jewish people.”With that in mind Perry recently founded Reconectar, an organization whose mission is to facilitate the reconnection with descendants of Spanish and Portuguese Jewish communities. Additionally, he is the director of the Knesset Caucus for the Reconnection with the Descendants of Spanish and Portuguese Jewish communities, which launched on Tuesday with a media event and conference hosting international academics and speakers.The Knesset event, which saw some 300 participants, including several MKs and the Spanish and Argentine ambassadors, was “something very symbolic and historic,” Perry told The Times of Israel this week.The subsequent conference, which took place in Jerusalem’s Ben Tzvi Institute, was chaired by Yisrael Beytenu MK Robert Ilatov, who cited the significance and potential global reach of this new initiative through the sheer numerical force of the descendants, which “stand in the tens of millions around the world,” said Ilatov.“Many of them are interested in exploring their Jewish roots and this movement will only be strengthened with technological advances that will aid them in this task. Set to launch in early 2016, the website will initially be in English, Spanish and Portuguese, and will, at its most basic level, connect bnei anousim interested in learning about Judaism to Jews who are interested in teaching it. ‘You can reclaim your past, reclaim your family’s past’Perry aims to “create a resource to help people with an interest in Jewish customs,” including several Sephardi practices that a surprisingly number of their families may have kept in some way for centuries. He said he’s been told about families who always swept their dust to the center of the room (a Sephardi tradition), who would place small statues of the Madonna on their doorposts and kiss the feet (it is likely their distant relatives hid a mezuzah there), who spoke a “strange Spanish” (Ladino), or even an entire Christian congregation in New Mexico that would bow to the corner of the sanctuary (it turned out a Torah scroll had been buried there).Perry wants to show that “you can reclaim your past, reclaim your family’s past.”“This building, the Knesset, and the reestablished State of Israel remind us that the Jewish People are indeed the ‘eternal nation’ and we never let historical circumstances prevent us from achieving the seemingly impossible,” Perry said Tuesday.For a successful reconnection, however, two communities must be mobilized: the Jewish world and the bnei anusim, he said.“We need to place the reconnection with the Bnei Anusim on the agenda of the Jewish world and the State of Israel, which I hope we are beginning to do here today,” said Perry.

The government and opposition are united in calling for concrete measures to immediately stem the terrorism raging in Israel’s streets, but deeply divided about the root cause for the ongoing violence and ways to tackle it over the long term.Amid plummeting approval ratings, Prime Minister Benjamin Netanyahu and his cabinet have been exclusively focusing on tactical steps — more security forces on the streets and harsher penalties for terrorists — rather than drastically changing the way they approach the Palestinian problem.The security cabinet, during a long late-night session Tuesday, approved several operational initiatives: It ordered the IDF to reinforce the police, it authorized the police to impose “closures” around parts of East Jerusalem, and asked for work to be done to complete the West Bank security fence. In addition, it decided to confiscate the property of terrorists, to demolish their homes and revoke residency rights, and to withhold the bodies of terrorists killed during their attacks.While there is debate over the legality of some of those measures, opposition leader Isaac Herzog gave Netanyahu free hand to do what he deems necessary.“We will back every security measure that you initiate and lead, without hesitation, in order to immediately return security to the country and its citizens,” Herzog told Netanyahu Tuesday in the Knesset. “We will never serve as an opposition to the nation of Israel and its security.”However, Herzog and Netanyahu — and, in a wider sense, the government and the opposition — fundamentally disagree on the source of the current crisis and on how terrorism can be defeated permanently.The only way forward is to separate from the Palestinians for good, Herzog said during the opening of the Knesset’s winter session Monday. Netanyahu’s policy of clinging to the status quo will lead to a binational state, which would be “hell” for its Jewish minority, he charged.“You believe in managing the conflict. Terror is a result of the frustration and hopelessness young Palestinians feel as a result of Netanyahu’s policies, he said. Give the Palestinians the prospect of independence and sovereignty and they will no longer feel the need to attack Israelis, he argued.Netanyahu, by contrast, doesn’t consider that terror is a direct reaction to Israeli policies. A Palestinian man stabbed an Israeli woman outside Jerusalem’s Central Bus Station Wednesday evening.The attacker was shot dead by security forces at the scene.The attack was the second of the day, after a Palestinian man attempted to stab police officers before being shot dead. Palestinian media identified him as Ahmed Fathi Abu Sha’aban, 26, of Ras al-Amoud, East Jerusalem. He was reportedly recently released from Israeli prison after serving three years on terror charges.Police said the attacker stabbed a woman, 70, on Jaffa Street and then attempted to board a city bus outside the station, which is in a busy commercial area.The victim suffered moderate injuries to her upper body and received medical treatment on site, paramedics said. She was taken to Shaare Zedek Medical Center for treatment.“There was a woman in her 60s sitting next to the driver, bleeding but fully conscious, with stab wounds to her upper body. We gave her medical treatment and sent her to the hospital. She is in moderate to serious condition,” Dr. Yoni Elstein, who was on the bus where the attack occurred, told the Times of Israel.A few other people were treated for shock, Magen David Adom’s CEO told Channel 2.Sarah Blum, a French-Israeli, told the Times of Israel that she was walking down Jaffa Street after exiting the bus station when “the guy came at me when I was on the phone with my mom.”She said she saw him, just yards away, “with his hand pulling a knife from his side,” leaped off the sidewalk and yelled for help. He reiterated the Hamas line urging Palestinians from refraining from approaching the border fence with Israel.The incident along the border of the central Gaza Strip was the latest in a slew of attacks on Israeli security personnel near the security fence.Palestinians opened fire Tuesday at the vehicle of a senior IDF officer which was patrolling near the border fence in the central Gaza Strip. No injuries were reported but the car was damaged, according to Channel 2. Earlier this week, another Israeli car was targeted in a similar shooting attack.Also Tuesday, dozens of Palestinians broke through the border fence separating Israel and Gaza during a violent demonstration in the southern Strip, the IDF said.Troops on the scene used nonlethal riot control measures to force the Gaza residents back, an IDF spokeswoman stated. With the release of its latest Global Financial Stability Report, the IMF said there remains an increased risk to global financial stability, with the danger now shifting to emerging economies.Presenting the report, financial counsellor at the IMF, Jose Vinals, said that while financial stability has improved in advanced economies, emerging and developing economies pose challenges due to their slow economic growth, putting global financial stability in jeopardy. Exports shrank 3.7 per cent, though that was an improvement from the previous month's 13.8 per cent decline.Weakness in trade has fueled doubts Beijing can hit its economic growth target this year of about 7 per cent.Much of China's slowdown over the past five years was self-imposed as the ruling Communist Party tries to steer the economy to more self-sustaining growth based on domestic consumption instead of exports and investment. Economic growth held steady in the quarter ending in July at 7 per cent. JERUSALEM (Reuters) - Space Exploration Technologies, or SpaceX, expects to return a repaired and upgraded Falcon 9 rocket to flight around the start of December, a company vice president said, less than six months after one exploded shortly after liftoff.The 208-foot-tall (63-meter) rocket carrying a load of cargo for the International Space Station exploded less than three minutes after liftoff from Florida on June 28.The cause of the accident was traced to faulty bracket inside the rocket’s upper-stage engine. When the steel bracket broke, a bottle of high-pressure helium was released, causing the engine to over-pressurise and explode."We believe in the next six to eight weeks we’ll be able to return to flight," Lee Rosen, SpaceX vice president of mission and launch operations, said on Tuesday at the International Astronautical Congress under way this week in Jerusalem.The Falcon 9, which failed after 18 successful flights, will carry a communications satellite for Luxembourg-based SES SA.The rocket also will deliver a tiny satellite for SpacePharma, a privately owned Israeli startup, which developed a miniaturized laboratory for microgravity research. Two others were injured fighting the fire at the building that had businesses on the ground level and apartments above.He says the collapse happened after the building had been evacuated and that it appears a second-story section collapsed, forcing a wall outward about 30 feet. SALMON, Idaho (Reuters) - Hundreds of Wyoming residents were forced to flee a wind-driven wildfire that destroyed at least 10 homes even as a separate blaze in neighboring Idaho burned several cabins to the ground and prompted dozens to evacuate, fire managers said on Monday.The fire that broke out on Saturday evening in a brush pile at a landfill north of Wyoming's second largest city of Casper has charred 10,000 acres (4,000 hectares) of grasslands and trees and led to the evacuation of more than 300 residents, said Bob Fawcett, fire marshal with the Natrona County Fire Protection District.At least 10 houses and an unknown number of outbuildings have been lost to a blaze fed by winds that gusted up to 60 miles an hour (95 kph) over the weekend amid bone-dry conditions, he said.That fire and a blaze in southwest Idaho that has destroyed three cabins and forced about 80 people from their homes since igniting Saturday near the small mountain town of Idaho City have come at a time the fire season in the Northern Rockies is usually drawing to a close, officials said."We're not used to seeing a threat this severe so late in the season," said Fawcett.Drought and unusually warm temperatures that have persisted in much of the region have been cited by U.S. fire managers as key factors in a 2015 fire season in the U.S. West that brought the most destructive blaze in California history and the largest on record in Washington state.Climate changes affecting Western states in recent years have caused the fire season to start earlier and last longer, fire managers have said. MONTREAL - Get ready for the Great Shakeout.On Thursday, drills in British Columbia and Quebec will provide people with the opportunity to learn how to be safer during earthquakes.B.C. organizers say 750,000 people have registered for that province's event, which will see participants drop to the ground at 10:15 a.m. local time, take cover by getting under a table or desk and hold on for about 60 to 90 seconds. The exercise, which happens yearly on the third Thursday in October, was first held in British Columbia in 2011.Alison Bird, a seismologist with Natural Resources Canada, is urging Canadians to take steps to prepare for an earthquake — not just in southwestern B.C. where there's a high risk — but across the country.Bird says some groups in Ontario will also be doing the drill, but it is not provincewide.She stresses the worst thing a person can do is to run through a building when a quake hits."When you're in a stressful situation your brain is not functioning properly so your body wants to do the instinctive thing, which is to run," she said, adding that the most dangerous place to be is just around the outside of a building.Bird says people need to be taught to drop, find cover and hold on if an earthquake hits."It's really important to create that muscle memory so that you do the right thing in an earthquake," she said.Over the centuries, earthquakes in Canada have claimed at least 30 lives, with most of them victims of a tsunami that hit Newfoundland in 1929.People living on Moresby Island, off the B.C. mainland, have been coping with their share of earthquakes over the years.Bill Beldessi, the director of Moresby Island regional district, remembers the 2012 quake in the Haida Gwaii region that measured 7.8 on the Richter scale."It was probably one of the worst one since I've lived here," he said in an interview from Sandspit, B.C."I was in bed and I noticed the light fixtures started making noises and a few things dropped off the wall and then a couple of aftershocks happened within five minutes."Beldessi, 66, says everyone headed for higher ground.That threat of massive tidal waves also prompted the community to pull together and set up an emergency centre."That's what we're doing right now,'' he said. ''We have a tsunami centre up in the hills and it's full stocked."As far as the big one, who knows when it's going to come — we don't lay awake worrying about it."We constantly have earth tremors here so it's not a big deal when we get something around three-and-a half or (magnitude) four. It's normal."Bird says people living in Victoria have a one-in-three chance of experiencing a damaging earthquake over the next 50 years.For Vancouver, there's a one-in-five chance.The danger is lower in the B.C. Interior, but Bird cautions ''there's nowhere that has zero hazard for earthquakes."The hazard decreases further inland and while provinces like Saskatchewan and Manitoba can experience quakes, the threat there is low.Bird says there are approximately 4,000 earthquakes a year in the West and about another 2,000 in the East."So it's a very active country for earthquakes. . . we really have to try to get people to recognize that that's the case."Her colleague, Maurice Lamontagne, who monitors Eastern Canada, says there are three active seismic zones in Quebec.He says 60 earthquakes are registered yearly in the west Quebec region, which includes the Laurentians, Montreal, Ottawa and eastern Ontario.Another seismic zone is the Charlevoix region northeast of Quebec City where two children died in an 1866 quake.The third seismic zone in Quebec is the Lower St-Lawrence region and Lamontagne says it's mainly under the river that the 60 yearly quakes are produced.The seismologist adds that neighbouring New Brunswick has had its share of quakes and continues to register small ones.Lamontagne warns there could be a repeat of the 7.2 earthquake off the Grand Banks of Newfoundland that was followed by a tsunami. It killed 28 people as waves carried away several villages in the Burin Peninsula."Absolutely!, there could be earthquakes that could cause tsunamis like that one," he said in an interview.

HOUSTON (Reuters) - An earthquake with a magnitude of 4.5 that struck near the U.S. crude oil hub of Cushing, Oklahoma on Saturday occurred just days after regulators imposed new rules meant to prevent temblors in the area and said more changes were possible.The Oklahoma Corporation Commission (OCC), which regulates the state's oil and gas industry, ordered companies on Sept. 18 to shut or reduce usage of five saltwater disposal wells around the north-central Oklahoma city of Cushing.Saltwater, a normal byproduct of oil and gas work, is put into deep disposal wells that scientists say have contributed to a rash of small and medium-sized earthquakes in Oklahoma since 2009.At the time of its latest directive, the OCC said its "plan may be altered as more data is made available".On Sunday, some people on social media, fearing a quake could cause a fire or explosion in Cushing in the future, were already calling for tougher rules."This needs to stop," read a comment at NPR's StateImpact. "The injection wells & fracking are wrecking Cushing."Saltwater disposal needs have grown in tandem with the boom in horizontal drilling and hydraulic fracturing, or fracking.Saturday's quake reported by the U.S. Geological Survey was shallow and centered 5 km (3 miles) from Cushing. LOS ANGELES (Reuters) - Los Angeles on Friday approved safety standards that will require earthquake retrofits at thousands of apartment buildings and establish the nation's toughest rules for structurally weak concrete buildings.The rules will apply to 13,500 wood-frame buildings with so-called soft first-stories, which often consist of thin pillars supporting upper floors in an area where tenants park, and 1,500 so-called brittle concrete buildings, which lack the ability to waver or bend in a temblor, the mayor's office said.Many soft first-story buildings are rent-stabilized, which prompted concerns that any damage to the residences would wipe out Los Angeles' already limited affordable-housing stock.San Francisco and a few other California cities have instituted rules for soft first-story buildings.But the Los Angeles ordinance, which passed the City Council by a unanimous vote on Friday and was quickly signed by Mayor Eric Garcetti, marks the first time a U.S. city has mandated retrofits of brittle concrete buildings, said U.S. Geological Survey seismologist Lucy Jones, who last year was hired by Los Angeles as an adviser on earthquake safety."I applaud the mayor and City Council for their commitment to a safer Los Angeles that will be here for future generations," Jones said.Owners of the brittle concrete properties, which also are called non-ductile concrete buildings, will have 25 years to complete strengthening upgrades while owners of soft first-story wood-frame properties will have seven years to finish the work, officials said.The vulnerability of soft first-story buildings, many of which were built in the 1960s as apartments with tuck-under parking, became clear in the 1994 Northridge earthquake when one collapsed in Los Angeles and killed 16 people.California cities are seen as facing a high risk of extensive damage from weak buildings in an earthquake, and officials have warned that based on historical patterns the state could be due for a major temblor."We’re leading the nation in requiring this level of building safety retrofit before, not after, the big quake we know is coming," Garcetti said in a statement.Los Angeles officials have not made any firm commitment to help fund the sweeping retrofits at commercial and apartment buildings, and plans to pay for the work are still being formulated.(Reporting by Daina Beth Solomon; Editing by Alex Dobuzinskis and Eric Beech)
