U.S. President Barack Obama will host a counterterrorism meeting, with over 100 countries invited, that will address Islamic State, foreign terrorist fighters and violent extremism. Chinese aircraft performed 'unsafe' maneuver near U.S. plane: Pentagon-Reuters-SEPT 22,15-YAHOONEWS

WASHINGTON (Reuters) - A Chinese aircraft performed an unsafe maneuver during an air intercept of a U.S. spy plane last week, a Pentagon spokesman said on Tuesday, an incident revealed just as Chinese President Xi Jinping kicks off a week-long U.S. visit.The intercept occurred on Sept. 15, about 80 miles east of the Shandong peninsula in the Yellow Sea and involved an American RC-135 reconnaissance plane, said Peter Cook, the Pentagon spokesman."The pilot reported that he felt ... the (Chinese) aircraft passed in front of his nose in an unsafe fashion," Cook said. "There's no indication this was a near collision."The Department of Defense is reviewing the report of the incident, Cook said.Cook said last week's intercept was not similar to an incident in August 2014, when a Chinese warplane flew as close as 20 to 30 feet (7 to 10 meters) to a U.S. Navy patrol jet and conducted a barrel roll over the plane.But it was the latest in a series of moves by China seen as an assertion of the expanding reach of its military. WASHINGTON (AP) — White House officials will seek to demonstrate during Chinese President Xi Jinping's visit that cracking down on theft of commercial secrets and promoting fair trade is in China's best interests in helping to sustain and grow the world's second-largest economy.White House officials previewing Xi's visit Thursday and Friday say that engagement with China is critical. The officials said they expect robust discussions on cyber, trade and human rights, and they will also look for more ways to improve cooperation to stem global warming and improve global health. The two countries worked together to tackle the Ebola outbreak in West Africa.Ben Rhodes, a deputy national security adviser, said that cracking down on the theft of intellectual property will be a centerpiece of discussions. He said U.S. businesses are key stakeholders in promoting a strong U.S.-China relationship, and China shouldn't want to risk that support."We are increasingly hearing concerns about activities that the Chinese have been engaged in, so we want to make very clear this puts at risk China's ability to continue on its growth if businesses don't have confidence they won't be subjected to cyber theft," Rhodes said.Xi is scheduled to arrive Thursday afternoon and the two presidents plan a private dinner that night. Officials said they expect the two leaders to use the dinner to have informal discussions about their respective priorities. On Friday, there will be an arrival ceremony at the White House followed by meetings and a joint news conference. A state dinner honoring the Chinese president will be held at the White House on Friday night.Officials said the relationship between the U.S. and China is complicated but that it could be argued they are working together on a broader array of issues than ever before. ERBIL, Iraq (Reuters) - Kurdistan reasserted its right to export oil independently to the United States and other countries on Tuesday despite a court ruling in favor of the Iraqi federal government, which has sought to block crude sales from the autonomous region.The U.S. Court of Appeals for the Fifth Circuit in New Orleans on Monday dismissed the Kurdistan Regional Government (KRG)'s bid to overturn an earlier ruling against a planned sale of oil to an unidentified buyer in the U.S.Iraq's federal government filed a lawsuit in a U.S. court last year to thwart the sale of the one million barrel cargo from the Kurdistan region in an ongoing dispute over the right to export oil.The tanker was stuck off U.S. shores in legal limbo for six months before sailing to Israel where it was sold, rendering the Kurds' appeal moot, the court said in Monday's ruling. Kurdistan's Ministry of Natural Resources however said in a statement on Tuesday that the ruling would force the Iraqi oil ministry to drop its "baseless" lawsuit."Although the KRG believes that the case should have been dismissed earlier, and for different reasons, the state of play remains the same: there is no prohibition on the KRG’s export of oil to the United States or elsewhere, and the KRG will continue to export hydrocarbons as the Iraqi constitution permits.”A deal reached in December between Baghdad and the Kurds to resolve their dispute over oil export rights and revenue sharing has come apart in recent months. WASHINGTON (Reuters) - The United States said on Tuesday it had transferred Abdul Shalabi, a longtime hunger striker at the Guantanamo Bay prison and described as a bodyguard for former al Qaeda leader Osama bin Laden, to his home country of Saudi Arabia.His departure after more than 13-1/2 years at the Guantanamo facility leaves 114 detainees at the U.S. naval base in Cuba, the Pentagon said in a statement. The U.S. Defense Department has described the 39-year-old Shalabi as a member of al Qaeda and a longtime bodyguard for bin Laden, who received "specialized close combat training for his role as a suicide operative in an aborted component" of the Sept. 11, 2001, attacks on the United States.Shalabi was transferred "to the government of the Kingdom of Saudi Arabia," the Pentagon said, marking the second detainee departure from Guantanamo in less than a week. The Pentagon last Thursday said Younis Abdurrahman Chekkouri, a Moroccan detainee held since 2002, had been returned to his home country." Venezuela holds military exercise, raising tensions with Guyana-AFP-SEPT 22,15-YAHOONEWS

Caracas (AFP) - Venezuela said Tuesday it is conducting military exercises in the eastern part of the country, a move neighboring Guyana denounced as an "extraordinary escalation" of an ongoing border dispute. Defense Minister Vladimir Padrino Lopez said the troop buildup, which Guyana had noticed with concern, was an "operational deployment exercise."He said Venezuelans could rest assured "because we are really preparing ourselves ... even with all the fronts we face today," alluding to simultaneous border tensions with Guyana and Colombia.Guyana's President David Granger said his cabinet was meeting with military and police chiefs to craft a response to Venezuela's movement of naval vessels and ground forces in the area. Venezuela has been pressing claims to Guyana's Essequibo region, which encompasses two-thirds of the former British colony, since Exxon Mobil discovered oil in disputed waters off its coast earlier this year."We feel that Venezuela is treading a dangerous course at this point in time rather than seeking a peaceful resolution of the matter," Granger told reporters."Venezuela seems to be pursuing a very offensive and aggressive course," he added."What we have noticed during the month of September is an extraordinary escalation of Venezuelan military activity in eastern Venezuela," said the retired brigadier.Calling the military build-up "very provocative," he said he would be raising the issue in his speech to the United Nations General Assembly next week.Granger had said previously he will tell UN Secretary General Ban Ki-moon that Guyana is no longer interested in continuing a 23-year old mediation process, which Venezuela wants to revive.Granger instead wants the International Court of Justice in the Hague to settle the border dispute. Guyana maintains that valid land borders were set in an 1899 arbitration court decision, a ruling Venezuela has never recognized.The latest round of recriminations followed Exxon Mobil's announcement May 20 it had made a significant oil discovery in an offshore concession granted by Georgetown.Venezuela countered by unilaterally extending its maritime boundaries to include waters off the Essequibo region.The tensions lately have been overshadowed by a month-long crisis on Venezuela's western border, which saw thousands of Colombians flee the country amid a government crackdown on migrants and smuggling. Venezuelan President Nicolas Maduro and his Colombian counterpart Juan Manuel Santos agreed Monday to restore diplomatic contacts and work out their differences.

London (AFP) - British Prime Minister David Cameron and French President Francois Hollande agreed that a political process in Syria must be revived, a source close to the French president said.At a meeting at Cameron's country residence, Chequers, the two leaders "expressed agreement on the need to revitalise the political process" in Syria, according to a source in Hollande's entourage.In addition, the two leaders "discussed how a big part of the answer to the refugee crisis must be a solution to the situation in Syria", a spokesman for Cameron's office said.The two agreed that a European Council meeting on Wednesday should focus on "increasing assistance for the countries neighbouring Syria to enable more refugees to stay there" the spokesman added.The regime of Bashar al-Assad in Syria -- where a brutal conflict has killed more than 240,000 and caused four million to flee -- received its first new fighter planes and weapons from ally Russia to fight the Islamic State group on Tuesday.The French source described as "an important step" Cameron and Hollande's exchange of views on Syria and Libya, where instability is blamed for exacerbating the worst refugee crisis since World War II.On Tuesday, European Union countries agreed to accept 120,000 refugees between them despite fierce opposition from central and eastern European countries.The two had agreed "that EU countries should do more to return migrants who don't have a genuine claim to asylum to their countries of origin", according the Cameron spokesman.The prime minister also "underlined the UK support for French efforts to secure a global climate deal" at upcoming United Nations talks in Paris at the end of this year.The Conservative leader showed Hollande around Chequers, including a portrait gallery of 16 former prime ministers and the "Long Gallery", where former leader Winston Churchill watched films during World War II.The two shared a working dinner where they discussed British demands for reforms to the European Union ahead of a referendum on its membership due by 2017.Cameron is seeking changes to areas including competitiveness in Europe, powers for national parliaments, relations in the euro zone and the ability of citizens from one member state to claim social security benefits in another, the French source said."They agreed that many things could be settled without having to revise the treaties," the source added.The talks also touched on Russia and Ukraine, where separatist rebels are battling Kiev's forces in the east.Both leaders agreed on the importance of implementing a peace plan signed in February in Belarussian capital Minsk, according to the French source.

(Vatican Radio) A communiqué released today by the United Nations says the Holy See flag will fly at the UN building in New York when Pope Francis arrives there on Friday.It says that after consultations with the Holy See, the United Nations will raise the flag of the Holy See for the first time on the morning of September 25, so that it will be flying when Pope Francis arrives at the UN Headquarters. The Holy See and the United Nations Secretariat have agreed that the flag will be raised with no ceremony. UN personnel will raise it at the same time they will raise the other flags that day. The flag of the Holy See has two vertical bands, one gold and one white. The white side features an image of two traversed keys, one gold and one silver, bound together by a red cord, and topped by a triple-crown or tiara crowned by a cross. The keys (Mt 16:19) and tiara are both traditional symbols of the papacy. It has been the official flag of the Holy See since 1929.

(Vatican Radio) Pope Francis on Monday visited a monument to St. John Paul II, which is located in the atrium of the Cathedral of San Isidoro de Holguín. The statue commemorates the visit St. John Paul II made to Cuba in 1998, the first ever papal visit to the country. The statue, weighing about three tons, was made by Cuban artists, and it shows the Pope standing, holding his pastoral staff against his chest and with his right arm blessing the people of Cuba.

Faith begins in us when Jesus looks at us. Only the experience of that merciful gaze can make us merciful as well and make us come out of our shell, as was the case with the apostles. On the third day of his visit to Cuba, Pope Francis celebrated mass in Holguín’s Revolution Square.Today is the feast day of St. Matthew, the dishonest and despised publican who worked with the Romans but then became an apostle and an evangelist. In his Gospel, he describes Jesus’ surprise move when he sees the tax collector in his booth and calls to him to follow him, to the shock of the scribes and Pharisees. The Argentinian Pope has said on many occasions that he recognises himself in that “forgiven sinner”. When he would visit Rome as a bishop and cardinal, he would often go to contemplate Caravaggio’s depiction of that scene that is on display in the Church of St. Louis of the French. His homily today resembled an intimate profession of his own faith. His words and images reflect the unique and incomparable energy of the Christian experience and mission. They are far from any cultural, ideological or religious militancy.At the heart of the scene is “this encounter which changed Matthew’s life”. Francis focused for a minute on the “exchange of glances” that transformed the sinner’s life.Matthew, Francis explained, was a publican. He collected taxes from the Jews to give to the Romans. Publicans were looked down upon and considered sinners; as such, they lived apart and were despised by others. They lived an isolated life. “One could hardly eat, speak or pray with the likes of these.” But Jesus went up to Matthew, looked at him “calmly, peacefully. Whereas it’s the opposite: you are saved when the Lord looks for you, when He looks at you and you let yourself be looked at and sought for. The Lord will look for you first. And when you find Him, you understand that He was waiting there looking at you, He was expecting you from beforehand. That is salvation: He loves you beforehand. And you let yourself be loved. Salvation is precisely this meeting where He works first. If this meeting does not take place, we are not saved. We can talk about salvation. Invent reassuring theological systems that turn God into a notary and His gratuitous love into a due deed to which He is supposed to be forced by His nature. But we never enter into the People of God.”Speaking about Matthew in today’s homily, Pope Francis tried to anticipate what can happen when we allow ourselves to be looked at by Jesus first: “After the Lord looked upon him with mercy, he said to Matthew: “Follow me.” Matthew got up and followed him. After the look, a word. After love, the mission. Matthew is no longer the same; he is changed inside. The encounter with Jesus and his loving mercy has transformed him.”  “The gaze of Jesus gives rise to missionary activity, service, self-giving.” A path where “Jesus goes before us, he precedes us; he opens the way and invites us to follow him.” “His gaze transforms our way of seeing things, his heart transforms our hearts.”According to Pope Francis, mercy is not an effort. You cannot force anyone to be merciful. One is merciful to others simply because “you share, you take part in Christ’s mercy”, Christ “who always sees what is most authentic in every person, which is the image of his Father”.The Church’s mission as a driver of peace in the world can only blossom out of this experience of mercy. Without this experience, any insistence on Christian duties remains sterile.  When the former happened, the Church’s mission does not have to make up anything artificial, it simply needs to remember to rejoice about what the wonderful things the Lord can make happen , even in adverse circumstances. One does not need programmes or sophisticated and powerful propaganda instruments. In his second homily on Cuban soil, Pope Francis paid homage to the missionary fervour that flourishes spontaneously on the island, in daily life, shown by the “casas de missión”, the thousands of mission houses that started springing up in the 1960s and “which, given the shortage of churches and priests, provide for many people a place for prayer, for listening to the word of God, for catechesis and community life.” He called them “small signs of God’s presence in our neighbourhoods”.When we feel God’s mercy upon us, we become merciful towards others and this can lead to n authentic and fertile missionary spirit. This is the path Pope Francis advised the entire Church to take, from Holguín’s Revolution Square.

U.S. stocks finished lower Tuesday, paring losses on the session, after slumping commodity prices reawakened concerns of slowing global growth. The Dow Jones Industrial Average DJIA, -1.09% declined 179.92 points, or 1.1%, to close at 16,330.47. The S&P 500 Index SPX, -1.23% fell 24.23 points, or 1.2%, to 1,942.74. George Chouliarakis, who was finance minister in the caretaker government during the election campaign and also a respected member of the bailout negotiation team, was 'very likely' to be appointed deputy finance minister, the source said.Generally considered safe pairs of hands, the appointments if confirmed will come ahead of a review by lenders starting next month on progress in meeting bailout targets, recapitalizing the country's banks and holding discussions that Greece wants on debt relief.Tsakalotos is a stark contrast to his combative predecessor Yanis Varoufakis, who quit Tsipras's government in disagreement over the bailout in July. Barclays: These Advanced Economies Need More Currency Depreciation to Offset the Commodities Crash-Competitiveness is just a crashing currency away.Luke Kawa-September 21, 2015 — 4:22 PM EDT

The hangover from the end of the commodity supercycle has wreaked havoc on a number of advanced economies.Barclays’s foreign exchange research team found that Australia, Canada, Norway, and New Zealand have been victims of a “Dutch Disease pandemic during the recent commodity boom.”What’s Dutch Disease, you ask? Dutch Disease refers to the process by which an increase in commodity prices exerts upward pressure on the currency of a nation that exports that natural resource, and causes a decline in the country’s manufacturing sector, which loses competitiveness as the exchange rate rises.The extent to which these developments are a negative is a point of contention among economists.On the surface, during commodity price booms, the movement of labor away from manufacturing and toward the business of extracting natural resources is typically a move to a higher-productivity and higher-wage industry, and the movement of capital is to a place where it generates better returns.It is the relative atrophy—or hangover, so to speak—of the manufacturing sector as commodity prices wane, however, that prompts some economists to bemoan the reallocation of labor and capital resources that occurs when natural resource prices rise. Countries find it’s much more difficult for labor and capital to move from resources to other parts of the economy than it was for them to move toward resources in the first place—and that a significant amount of exchange rate depreciation is needed before non-commodity segments of the economy are competitive once again. It’s like trying to build up a muscle that has long been dormant.Certainly, these four nations have experienced substantial declines in the value of their respective currencies vs. the U.S. dollar over the past year:“In an environment of falling export prices and slowing demand for commodities, the severity of an economy’s Dutch Disease likely will determine the extent of currency depreciation needed to balance the economy,” wrote the Barclays team. “In extreme cases, where new investment is required to expand the non-commodity export sector, both international and domestic investors likely will want to see a significantly lower exchange rate to offset the fixed costs of committing new capital.”The Barclays analysts attempt to find out which nations afflicted by Dutch Disease will shake it off and regain strength in non-commodity segments the fastest.But first, Barclays has to prove that these economies actually suffered from “Netherlands Nausea,” as Bank of Montreal Chief Economist Doug Porter once quipped.It’s not enough for manufacturing to have declined, as this development was commonplace throughout advanced economies. Statistical analyses performed by Barclays indicate that not only did the manufacturing sectors in Australia, Canada, Norway, and New Zealand fare worse than those of their developed peers during this period, but there are also causal links among the rise in commodity prices, exchange rate appreciation, and poor performance of manufacturing from 2000 to 2012.According to Barclays’s team, Canada’s manufacturing sector is the most adversely affected by the appreciation of the currency out to five years, followed by New Zealand, Australia, and a relatively unscathed Norway:Barclays-The analysts posit that “Norway’s Government Pension Fund likely insulated the country from Dutch Disease,” mitigating the effect of rises in the price of crude by using revenue generated by oil to purchase foreign assets.But although Canada’s manufacturing sector is the one that appears to take the hardest hit during periods when the loonie is overvalued, it doesn’t require much more exchange rate depreciation to boost the manufacturing sector, thanks to other mitigating factors.“ Norway’s positive international asset position reduces the need for Norwegian krone depreciation, while a low debt burden and relatively flexible labor markets benefit the Canadian dollar,” the analysts wrote. “Conversely, the New Zealand kiwi and Australian dollar are most vulnerable, suffering from very large net debt servicing burdens that more than offset labor market flexibility.”As such, Barclays recommends shorting the New Zealand kiwi and Aussie dollar relative to the U.S. greenback, or, for the more risk-averse, going long the Canadian dollar vs. its Antipodean peers.

Volkswagen AG said irregularities on diesel-emission readings extend to 11 million vehicles around the world, forcing the German carmaker to set aside 6.5 billion euros ($7.3 billion) in an initial tally of the potential costs.Volkswagen extended its slide after the announcement, falling as much as 30.85 euros and bringing the drop in two days to 37 percent. That has wiped out 24 billion euros in market value, as the probe into rigged air-polution widens. Regulators from Germany, France, South Korea and Italy have vowed to scrutinize the German automaker’s vehicles. To address the growing crisis, the executive committee of the carmaker’s supervisory board will meet Wednesday, said people familiar with the matter."It’s not just a U.S. matter for VW -- you have regulators all over the globe looking into it with potentially numerous fines to come," said Vincenzo Longo, a strategist for IG Group in Milan. "We don’t see any stop to this bloodbath unless there is a change at the head of VW and full cooperation with authorities. Some heads need to roll to get investors buying back VW."Chief Executive Officer Martin Winterkorn has been at the center of the scrutiny since the U.S. Environmental Protection Agency revealed on Friday that VW cheated on air- pollution tests. While the 68-year-old CEO said on Sunday that he was “deeply sorry” and promised a thorough investigation, he didn’t specifically comment on his role. He’ll need to explain to the supervisory board, which was set to vote this week on his contract extension, how deep the malfeasance is spread throughout the carmaker.-Shares Tumble-Volkswagen shares tumbled as much as 23 percent to 101.35 euros on Tuesday and were down 20 percent as of 1:18 p.m. in Frankfurt. That followed a 19 percent dive on Monday.“Volkswagen is working at full speed to clarify irregularities concerning a particular software used in diesel engines,” the Wolfsburg-based company said in a statement. The manufacturer said the money that’s being set aside could increase as investigations continue, adding that earnings forecasts for 2015 will be adjusted to take into account the costs of the scandal.The so-called defeat device was installed in a certain type of diesel engine, which powers models including the VW Passat sedan and the Audi A3 compact. For the majority of the 11 million vehicles involved, the software has no effect, VW said. Regulators will be looking to verify that after VW dragged its feet on the U.S. investigation for nearly a year. The EPA probe alone exposes the company to fines of as much as $18 billion. The U.S. Justice Department has begun its own probe into the matter, according to two U.S. officials familiar with the inquiry.“Our company was dishonest with the EPA, and the California Air Resources Board and with all of you,” Michael Horn, the head of the VW brand in the U.S., said Monday in Brooklyn, New York, where he was revealing a redesigned version of the Passat. “We have totally screwed up. The dimming outlook for inflation and growth boosted government bonds and the yen.Glencore Plc fell more than 8 percent, leading European mining stocks toward the lowest close since 2009, and Volkswagen AG lost 19 percent as it set aside 6.5 billion euros ($7.3 billion) to cover the costs of addressing irregularities in diesel engines. Borrowing costs in euros for junk-rated companies surpassed 5 percent for the first time in about two years on Monday. The longest-maturity Treasuries led gains and the yen strengthened against all of its 16 major peers.From coal to copper, raw materials are under pressure on concern the global economy is slowing. The Citigroup Economic Surprise Index, which measures whether G-10 nations’ economic data are above or below analyst estimates, has dropped to a three-month low after turning negative for the first time since July last week.
