CNN invites 16 out of 17 Republican presidential hopefuls to Sept 16 debates-Reuters-AUG 11,15-YAHOONEWS

WASHINGTON (Reuters) - All but one of the 17 Republicans vying for the party's presidential nomination have made the cut so far for the next debates hosted by CNN, the network said on Tuesday in a decision that could leave former Virginia Governor Jim Gilmore on the sidelines.CNN and the Ronald Reagan Presidential Library, which is co-hosting the Sept. 16 debates, said invitations have been sent by former first lady Nancy Reagan to 16 candidates who meet their criteria. All but Gilmore "have qualified thus far and have received invitations," they said in a statement.Earlier this year CNN said candidates must meet certain criteria, including an average of 1 percent of support in three recent national polls. CNN's latest poll released showed Gilmore at the bottom of the pack with less than one percent."Additional candidates will receive invitations if they meet all of the previously released debate criteria." CNN and the library said.Like last week's Republican presidential debates hosted by Fox News, the CNN event will actually be two debates - dividing the crowded Republican field into two groups, with one featuring the top 10 candidates.Although nearly all of the candidates made the cut for the CNN event, it is still unclear how the field will look a month from now when CNN and the library determine how to split the group based on their standing as of Sept. 10.Gilmore, who was governor of Virginia from 1998-2002 and previously made a brief run for the presidency in 2008, also has until then to try to boost his recognition among voters to make the cut. The candidates are vying to be their party's nominee in the presidential election in November 2016. WASHINGTON (Reuters) - Two allies of U.S. Republican presidential contender Rand Paul were charged on Wednesday along with another man with concealing payments made to a local politician to secure an endorsement for Paul's father during the 2012 presidential election campaign.The three men concealed payments to an Iowa state senator to get him to switch his endorsement to Ron Paul, a former U.S. congressman, prosecutors said.Jesse Benton, 37, of Louisville, Kentucky; John Tate, 53, of Warrenton, Virginia; and Dimitrios Kesari, 49, of Leesburg, Virginia; were charged with conspiracy in making false statements to the Federal Election Committee. Benton is also charged with making false statements to the FBI and Kesari is accused of obstruction of justice.Benton is currently the head of America's Liberty PAC, which supports the presidential candidacy of Senator Rand Paul of Kentucky, according to the Washington Post. Tate is its president, according to the PAC's website.A spokesman for Rand Paul's campaign said in a statement the timing of the indictment, a day before the first Republican presidential debate, "appears suspiciously timed and possibly politically motivated."His father, Ron Paul, said in a statement he also found the timing "highly suspicious."Benton, Tate and America's Liberty PAC did not immediately respond to requests for comment. Kesari could not immediately be reached for comment.According to the indictment, the three men conspired to give more than $73,000 to former Iowa state Senator Kent Sorenson. Sorenson pleaded guilty in August 2014 to concealing that amount, which he admitted he was paid to endorse Paul over U.S. Representative Michele Bachmann.Both Ron Paul, a former U.S. representative from Texas, and Bachmann, then a U.S. representative from Minnesota, were seeking the 2012 Republican presidential nomination.Benton initiated the deal with Sorenson, whereby monthly installments of $8,000 were paid and the defendants falsely recorded the payments as audio-visual expenditures, prosecutors said.Benton was a spokesman for Ron Paul's unsuccessful 2012 presidential campaign. He was also campaign manager for a time during Republican Senator Mitch McConnell's re-election campaign last year, but resigned two days after Sorenson pleaded guilty. In all her record-setting travels, she stopped by Iraq exactly once.”American troops left Iraq in December 2011 as required under a 2008 security agreement worked out by former President George W. Bush. Both countries tried to negotiate plans to keep at least several thousand U.S. forces in Iraq beyond the deadline to help keep a lid on simmering tensions among Islamic sects.The Iraqi government refused to let U.S. forces remain in their country with the legal immunity President Barack Obama’s administration insisted was necessary to protect them. Obama, who campaigned for president on ending the war in Iraq, took the opportunity to remove U.S. forces from the country.“It was a case of blind haste to get out and to call the tragic consequences somebody else’s problem,” Bush will say. “Rushing away from danger can be every bit as unwise as rushing into danger, and the costs have been grievous.”Since last year, after the Islamic State gained a foothold in Iraq and Syria, Obama has ordered the deployment of about 3,500 American military trainers and advisers who are helping Iraqi forces fight the Islamic State.But despite 6,000 airstrikes flown by U.S. and allied forces on Islamic State positions over the past year, American intelligence agencies recently concluded that the group remains a well-funded extremist army able to replenish its ranks with foreign fighters as quickly as the U.S.-led coalition can eliminate them. Eurogroup to meet Friday for Greece deal talks: Spain's Rajoy-Reuters-AUG 11,15-YAHOONEWS

MADRID (Reuters) - Finance ministers in the euro zone are due to meet on Friday to approve a bailout agreement between Greece and its international lenders, Spanish Prime Minister Mariano Rajoy said on Tuesday.Rajoy said that the Spanish parliament would next week likely vote on the bailout package, worth 85 billion euros ($93.79 billion). His centre-right People's Party (PP), which has a majority in parliament, will be asking other parties to vote in favour of the deal, he said."The European Union is once again making a big bet," Rajoy told journalists at an event in northern Spain. ATHENS (Reuters) - Greece and its international lenders reached a multi-billion euro bailout agreement on Tuesday after talking through the night, officials said, potentially saving the country from financial ruin.The agreement, reached after a 23-hour session of talks, must still be adopted by Greece's parliament and euro zone countries. The single currency bloc's finance ministers are due to meet on Friday, giving time to finalize the deal before a major debt repayment next week.The negotiations appeared to have resolved all the main outstanding issues, after Greece's leftist government effectively capitulated last month to creditors' demands for deep austerity measures in order to receive loans."Finally, we have white smoke," a Greek Finance Ministry official said after exhausted Greek officials emerged in a central Athens hotel to announce the two sides had agreed on terms. "An agreement has been reached."Finance Minister Euclid Tsakalotos confirmed only "two or three small issues" were pending. Greek shares rose, with the banking index surging 6 percent, while two-year bond yields fell more than 4 percentage points."The institutions and the Greek authorities achieved an agreement in principle on a technical basis. Now as a next step, a political assessment will be made," European commission spokeswoman Annika Breidhardt said in Brussels.Still, officials in skeptical northern European countries remained cautious, pending final approval of the deal."There remains work to be done with details," said Finland's Finance Minister Alexander Stubb. "We must take one step at a time. Agreement is a big word."Commission President Jean-Claude Juncker was due to hold talks later on Tuesday with German Chancellor Angela Merkel and French President Francois Hollande.PAINFUL CHAPTER-Approving the agreement would close a painful chapter of aid talks for Greece, which fought against austerity terms demanded by creditors for much of the year before relenting under the threat of being bounced out of the euro zone.After a deal in principle last month, the latest round of talks began in Athens three weeks ago to craft an agreement covering details of reform measures, the timeline for their implementation and the amount of aid needed.A Greek Finance Ministry official said the pact would be worth up to 85 billion euros ($94 billion) in fresh loans over three years. Greek banks would get 10 billion euros immediately and would be recapitalized by the end of the year.An EU diplomat said the agreement was worth between 82 billion and 85 billion euros.Greek officials have said they expect the accord to be ratified by parliament on Wednesday or Thursday and then vetted by euro zone finance ministers on Friday. This would pave the way for aid disbursements by Aug. 20, when a 3.2 billion euro debt payment is due to the European Central Bank.Facing a revolt from the far-left of his leftist Syriza party, Prime Minister Alexis Tsipras is expected to once again rely on opposition support to push the package through parliament. "It must be convincing that it's not just about Aug. 20."STICKING POINTS-The latest round of talks with inspectors from four creditor institutions -- the European Commission, European Central Bank, the European bailout fund and the International Monetary Fund -- progressed smoothly in Athens, in contrast to acrimonious negotiations during most of the year.In talks that dragged through Monday night, the sides reached agreement on the three main sticking points - dealing with non-performing loans held by banks, setting up an asset sales fund, and deregulation of the natural gas market.Athens wanted to set up a "bad bank" to take on the problem loans, while creditors want them bundled and sold to distressed debt funds. BERLIN (Reuters) - Germany will examine Greece's third bailout deal over the next few days to ensure that it is valid for several years, Deputy Finance Minister Jens Spahn told Reuters."It is decisive that this is a basis for the next few years; it cannot just last a few months. HONG KONG — As China contends with an economic slowdown and a stock market slump, the authorities on Tuesday sharply devalued the country’s currency, the renminbi, a move that could raise geopolitical tensions and weigh on growth elsewhere.The central bank set the official value of the renminbi nearly 2 percent weaker against the dollar. The devaluation is the largest since China’s modern exchange-rate system was introduced at the start of 1994.China’s abrupt devaluation is the clearest sign yet of mounting concern in Beijing that the country could fall short of its goal of roughly 7 percent economic growth this year. Growth is faltering despite heavy pressure on state-owned banks to lend money readily to companies willing to invest in new factories and equipment, and despite a stepped-up tempo of government spending on high-speed rail lines and other infrastructure projects.A steep drop in the Shanghai and Shenzhen stock markets in late June and early July, only halted by aggressive government actions, appears to have dented consumer demand within China. Automakers, typically a bellwether of demand, have announced declines in sales last month; Ford China, for example, said last Friday that its sales had fallen 6 percent last month compared with July of last year.China’s devaluation represents a difficult dilemma for the Obama administration. By the end of the Asian business day, it had fallen even further in offshore trading to around 6.36 renminbi per dollar, a drop of about 2.7 percent, signaling overseas investors expected further weakening.The move also jolted the currencies of countries that depend heavily on China as a market for exports. SANAA (Reuters) - Militiamen clashed with Yemen's dominant Houthi group inside the city of Ibb on Tuesday, residents said, in their latest significant advance into territory the Houthis had held unopposed for months.The local tribal fighters advanced into the central city, home to around 200,000 people, from two surrounding rural areas and set up checkpoints at its entrances. (Reuters) - Two rivers in Colorado and New Mexico hardest hit by contamination from toxic wastewater spilled from a defunct gold mine will remain closed to drinking water and irrigation intakes for at least another week, U.S. environmental officials said.The San Juan River and its northern tributary, the Animas River, have been fouled by the release of more than 3 million gallons (11.3 million liters) of acid mine drainage inadvertently triggered by a team of Environmental Protection Agency (EPA) workers last week.The discharge has continued to flow at the rate of 500 gallons (1,900 liters) per minute from the site of the century-old Gold King Mine, near the town of Silverton in southwestern Colorado, into a stream below called Cement Creek.The wastewater has then washed into the Animas River and into San Jan River in northwestern New Mexico.The orange-tinged contamination plume, containing heavy metals such as arsenic, mercury and lead, has dissipated through dilution as it spreads downstream, with its leading edge no longer visible from aerial surveys, the EPA said.However, experts say a long-term concern is the deposit of heavy metals from the spill that have settled into river sediments, where they can be churned up and unleash a new wave of pollution when storms hit or rivers run at flood stage.An unspecified number of residents who live downstream from the mine and draw their drinking supplies from private wells have reported water discoloration, but there has been no immediate evidence of harm to humans, livestock or wildlife, according to EPA officials.Still, residents have been advised to avoid drinking or bathing in water drawn from wells in the vicinity.Two Colorado municipalities, including the city of Durango, and the New Mexico towns of Aztec and Farmington have shut off their river intakes, the EPA said.EPA officials said on Monday the Animas and San Juan rivers would remain closed until at least Aug. 17 to drinking, irrigation supply, fishing and boating as experts try to gauge safety risks posed by the spill.Wastewater continues to pour from a tunnel wall accidentally breached by EPA crews last Wednesday but the concentration of heavy metals reaching local streams has diminished.Emergency treatment of the effluent by diverting it into settling ponds before it empties into Cement Creek has reduced acidity and metal levels in the creek, the EPA said.The creek's water quality was already badly degraded from a long history of acid mine drainage in the area, EPA officials acknowledge.The conservation group American Rivers says Colorado has more than 4,000 abandoned mines, about 1,100 of them around Silverton, which it calls "ticking time bombs."The Navajo Nation has also been affected. NYC mayor wants new laws to stem Legionnaires' as death toll hits 12-Reuters By Katie Reilly-AUG 11,15-YAHOONEWS

NEW YORK (Reuters) - New York City Mayor Bill de Blasio, reacting to a deadly outbreak of Legionnaires' disease, proposed legislation on Monday to register and maintain the city's estimated 2,500 cooling towers, some of which are being blamed for the illness.On Monday the death toll was raised to 12 from 10 on Saturday and the number of cases to 113 from 108. Officials said the higher figures stem from new reporting, not new deaths or cases."All levels of government have been in close coordination and now we are turning our attention to ensuring we can handle any such outbreak in the future and, in fact, prevent any such outbreak," de Blasio said at a press conference on Monday.The proposal comes as both city and state health officials work to find and disinfect every cooling tower in the city. In the South Bronx area, inspectors have found 39 such towers, 12 of which have tested positive for Legionella, the bacteria that causes Legionnaires' when it is inhaled through mist.De Blasio said 22 of the identified cooling towers have tested negative for the bacteria, and five are still awaiting results. He said all will be disinfected by Monday night.City health officials said the last time a person became sick with Legionnaires' was a week ago on Aug. 3, and that the outbreak has peaked.On Saturday, Governor Andrew Cuomo, in partnership with the federal Centers for Disease Control and Prevention, sent state health workers to help inspect cooling towers in the South Bronx, a move that prompted political questions because of its overlap with the mayor's response to the outbreak.But de Blasio said on Monday that health experts at all levels are working together."The politicians are not the issue here. Texas power demand breaks record again in heat wave-Reuters-AUG 11,15-YAHOONEWS

(Reuters) - The Texas power grid operator said electric demand hit another record high on Monday as consumers cranked up their air conditioners to escape a brutal heat wave.Demand reached a record 69,783 megawatts on Monday, topping the previous records of 68,912 MW set on Aug. 6 and 68,459 MW on Aug. 5, the Electric Reliability Council of Texas (ERCOT) said in a statement. ERCOT is the grid operator for most of the state.Before the latest heat wave, the grid's previous peak demand was 68,305 MW set on Aug. 3, 2011. One MW is enough to power about 200 homes during periods of peak demand."Demand is expected to remain high until temperatures begin to break at the end of the week," said Dan Woodfin, ERCOT director of System Operations.Temperatures in Houston, the biggest city in Texas, have topped 100 degrees Fahrenheit (38 Celsius) since Sunday and were expected to remain at or around triple digits Fahrenheit through Saturday, Aug. 15, according to weather forecaster AccuWeather.com."Our focus continues to be on ensuring we maintain overall reliability and protect the grid, while having sufficient generation in place to meet demand," he said.There are more than 73,000 MW of generation in the grid, according to the ERCOT website. (Reuters) - Riot police clashed early on Tuesday with protesters in the streets of Ferguson, Missouri marking the anniversary of the police shooting of an unarmed black teen whose death sparked a national outcry over strained race relations.About 200 demonstrators, some waving flags, beating drums, and shouting anti-police slogans, marched along a street that was a flashpoint of riots that erupted last year after white police officer Darren Wilson killed 18-year-old Michael Brown.Police carrying shields rushed into a crowd of protesters around midnight, prompting many to scream and run away. Twenty-three people were arrested, some for throwing frozen water bottles and rocks at officers, according to the St. Louis County Police Department.Authorities declared a state of emergency on Monday for the St. Louis suburb and surrounding areas after police officers shot and critically wounded a man in an exchange of gunfire Sunday night, marring what had been a day of peaceful demonstrations to commemorate the anniversary.Ferguson resident Roberta Lynch, 51, one of the demonstrators on Monday evening, said relations between police and the community had improved little over the past year."They are doing the same old stuff, taking our rights," Lynch said. NEW YORK (Reuters) - Mass incarceration, a problem that President Barack Obama and nearly all 2016 White House hopefuls agree must be tackled, can only be substantially reduced by easing punishments for some violent criminals, according to an analysis released on Tuesday.A range of ideas for shrinking the swelling U.S. prison population, now at 2.2 million, was advanced by the Urban Institute, a policy think tank, in the wake of Obama's historic prison visit last month and call for congressional sentencing reform legislation.The Urban Institute unveiled an online tool, called the Prison Population Forecaster, to measure how the changes would affect the prison population, which grew exponentially over the past four decades even as crime dropped to all-time recorded lows. It uses data from 15 states that represent nearly 40 percent of the U.S. prison population.The first example focused on narcotics offenses. Many states have been reforming their drug laws, and if the number of people imprisoned for drug offenses were cut in half, that could shrink the prison population by 7 percent by 2022.Sentencing reform for property offenses such as burglary could have an even greater effect, as would rethinking the decision to lock up parolees who commit technical violations of their release. Imprisoning half as many parole violators could reduce prison populations by 14 percent by 2022.But with most people in state prisons incarcerated for a violent offense, the most effective method would be shortening the length of stays for some violent crimes, the researchers said.In Michigan, New Jersey, New York and Rhode Island, reducing the length of incarceration for violent offenses by 15 percent would cut the prison population by 50 percent more than reducing drug admissions, the institute said."We believe there is no way to have a substantial impact on mass incarceration without considering violent offenses," Peterson said."Not every person in prison for a 'violent offense' is a murderer or an imminent danger to the public," he said. A new NBC News poll conducted Friday and Saturday finds Donald Trump holding his lead with 23 percent support among Republican primary voters, following the Republican debates on Fox News.Texas Senator Sen. Ted Cruz (R-TX) came in second in the poll, with support from 13 percent of Republican voters. Ben Carson, retired neurosurgeon and political rookie, received 11 percent support and former Hewlett-Packard CEO Carly Fiorina was fourth, with 8 percent.A majority of Trump supporters said they would vote for him as an independent candidate for president, if he does not win the Republican nomination.The NBC News online poll conducted by SurveyMonkey over Friday night and into Saturday showed Republican primary voters declaring Carly Fiorina the overall debate winner.Cruz and Fiorina were the candidates with the largest gains in support, 7 points and 6 points respectively, but there was no real change among most candidates.Carson's good showing was not very surprising after a Gravis poll conducted immediately after the debate had found that 22 percent of Republicans felt Carson had won the debate, compared to 19% of Republicans who said Trump won the debate.Fiorina was followed by Marco Rubio (8), Jeb Bush (7) and Scott Walker (7).According to an analysis on Breitbart, “the highest poll ranking of a candidate acceptable to the Republicans in D.C. is Florida Sen. Marco Rubio (R-FL), in fifth place with just 8 percent. This is stunning considering the obvious attacks on Trump by Fox moderators, the limited number of questions offered to Cruz and Carson and the relegation of Fiorina to a non-prime time debate slot.“In the post-debate analysis, Fox News roundly criticized Trump and heaped praise on Rubio and former Arkansas Gov. Mike Huckabee, a former Fox News anchor.”The controversy between Trump and Fox News moderator Megyn Kelly isn’t factored into this poll’s results.
