The euro in the world

As well as serving as the currency of the euro area, the euro has a strong international presence. Currencies are the means by which wealth is stored, protected and exchanged between countries, organisations and individuals. A global currency, such as the euro, does this on a global scale. Since its introduction in 1999, it has firmly established itself as a major international currency, second only to the US dollar.Within the euro area, the single currency, the euro, is the means by which governments, companies and individuals make and receive payments for goods and services. It is also used to store and create wealth for the future as savings and investments. However, the size, stability and strength of the euro-area economy – the world's second largest after the United States – make the euro increasingly attractive beyond its borders, too. Public and private sectors in third countries acquire and use the euro for many purposes, including for trade or as currency reserves. For this reason, today, the euro is the second most important international currency behind the US dollar. The widespread use of the euro in the international financial and monetary system demonstrates its global presence:

-The euro is increasingly used to issue government and corporate debt worldwide. At the end of 2006, the share of the euro in international debt markets was around one-third, while the US dollar accounted for 44%.
-Global banks make significant loans denominated in euro around the world.
-The euro is the second most actively traded currency in foreign exchange markets; it is a counterpart in around 40% of the daily transactions.
-The euro is extensively used for invoicing and paying in international trade, not only between the euro area and third countries but also, to a lesser extent, between third countries.
-The euro is widely used, alongside the US dollar, as an important reserve currency to hold for monetary emergencies. At the end of 2006, more than one-quarter of the global foreign exchange holdings were being held in euros, compared to 18% in 1999. Developing countries are among those which have increased their reserves in euro the most, from 18% in 1999 to around 30% in 2006.
-Several countries manage their currencies by linking them to the euro, which acts as an anchor or reference currency.

The status of the euro as a global currency, combined with the size and economic weight of the euro area, is leading international economic organisations, such as the IMF and the G8, increasingly to view the euro-area economy as one entity. This gives the European Union a stronger voice in the world.To benefit from this stronger position, and to contribute effectively to international financial stability, the euro area is speaking with one voice more and more in important economic fora. This is done through close coordination between the euro-area Member States, as well as the European Central Bank and the European Commission during international economic meetings.A number of third countries and regions are even more closely linked to the euro. The stable monetary system behind the euro makes it an attractive 'anchor' currency for them, particularly for those that have special institutional arrangements with the EU, such as preferential trade agreements. By linking their currency to the euro they bring more certainty and stability to their national economies.The euro is also widely used in third countries and regions neighbouring the euro area, for example in South-eastern Europe, while some other countries – Andorra, Monaco, San Marino and the Vatican City – use the euro as their official currency by virtue of specific monetary agreements with the EU, and may issue their own euro coins within certain quantitative limits.

Links to other currencies

Several countries and territories outside the European Union have linked their currencies to the euro. This is because the stable monetary system behind the euro makes it an attractive 'anchor' currency for them. In some cases, it is by bilateral agreement with the EU, while in others it is a unilateral decision of the country concerned.Non-euro area Member States link their currencies to the euro through the Exchange Rate Mechanism (ERM II). This linkage is part of the preparations for entry to the euro area. However, other countries can also link their currencies to the euro by supporting a fixed exchange rate against the euro. This is known as a ‘currency peg’.In some cases, countries with weak economies make this linkage as a safety measure. Linking the value of their national currency to a ‘hard currency’, such as the euro, brings more certainty and stability to their national economies. In other cases, the linkages can be made to promote trade stability by avoiding strong exchange-rate fluctuations. While for some, this linkage is made through a ‘basket’ of currencies that includes the euro – in such cases the link is less direct.

Currencies linked to the euro by bilateral agreements are:

-The CFP franc used in French overseas territories in the Pacific region (French Polynesia, New Caledonia and Wallis and Futuna Islands). The CFP franc was previously linked to the French franc via a fixed parity and is now pegged to the euro. The euro area has no obligation to support the exchange rate with the CFP franc.
-The two CFA francs used by several countries in two monetary unions in West Africa and Central Africa. These countries have historical relations with France, and the CFA francs were previously pegged to the French franc. They are now pegged to the euro through bilateral agreements with France. The euro area has no obligation to support the exchange rate with the CFA francs.
-The Comorian franc (Comoros Islands) and the Cape Verde escudo (Cape Verde) were previously linked to the French franc and Portuguese escudo, respectively. They are now linked to the euro through bilateral agreements. The euro area has no obligation to support these currency pegs.

Examples of currencies linked unilaterally to the euro

-Several countries link their national currency directly to the euro. This is achieved through supporting an exchange rate against the euro that is only allowed to fluctuate within defined limits. The third countries’ monetary authorities support this exchange-rate peg on their own by intervening in currency markets. The euro area has no agreements or obligations to support these currencies. Such unilateral links with the euro exist, for example, in the former Yugoslav Republic of Macedonia, Serbia and Tunisia.-A number of EU countries which are not yet part of the euro area – Czech Republic, Croatia, Romania – also manage their currencies in this way. And Hungary even shadows the Exchange Rate Mechanism (ERM II) by pegging the forint and applying a ±15% fluctuation band.-Bulgaria and Bosnia and Herzegovina maintain euro-based currency boards in charge of supporting the fixed foreign exchange rate, to which the normal objectives of central banks are subordinated.-Other countries link their currencies to the euro through a ‘currency basket’. In this case, the exchange rate of the national currency is linked to a fictitious exchange rate from a ‘basket’ of other currencies, such as the euro, the US dollar, and the Japanese yen. Countries that use such ‘currency baskets’ are Botswana, Jordan, Libya, Morocco, Russia, Seychelles, and Vanuatu.

International financial markets

The euro is a key global currency which has an important role in international financial markets. It is used widely by third-country governments and private actors worldwide as a currency of choice for their reserves, their borrowing and for trade.The euro is an attractive currency for the international financial markets because of the size of the euro-area economy, its openness to trade with the world, its commitment to prudent economic management, and the clear mission of the European Central Bank to run a monetary policy that ensures price stability.These factors give international financial markets the confidence to use the euro widely, alongside the US dollar, in a range of financial instruments:

International debt markets

-Third countries wishing to raise large amounts of money can do this by issuing bonds that are repaid with interest at a fixed future date. Large institutional investors, such as pension funds, usually buy such bonds because they are seen as low-risk investments. When a country issues bonds in a foreign currency, they are known as sovereign bonds. Large private corporations can also issue "corporate bonds" in a foreign currency to fund their operations and investments. Such bonds are traded on "international debt markets". At the end of 2006, the share of euro-denominated debt in international debt markets was 31.4%, while the US dollar comprised 44.1%

International loan and deposit markets

-Banks make loans and accept deposits across the world in various currencies which form the international loan and deposit markets. This lending and borrowing involves countries and corporations worldwide, for example a corporation borrowing to fund new investments in a developing country, or a government placing oil revenues on deposit with a bank until needed. The euro is playing an important role in these markets. In December 2006, euro-area bank lending to non-bank institutions outside the euro area was denominated at 36.3% in euro and 44.8% in US dollars.

Foreign exchange markets

-Foreign exchange (forex) markets are those where currencies are traded for others. The euro has become the second most actively traded currency in forex markets. At the beginning of 2007, it was a counterpart in around 37% of the daily transactions, compared to a share of 86.5% for the US dollar, 16.5% for the Japanese yen and 15% for the pound sterling (both sides of transactions are counted so that shares add up to 200%).

International trade

-The euro is increasingly used by euro-area Member States as the currency of settlement and invoicing in international trade. In the first quarter of 2006, in most euro-area countries where data was available the average share of the euro in euro-area exports of goods to countries outside the EU was around 50% - slightly surpassing the US dollar, which is used in around 44% of the transactions in terms of value - whereas in imports of goods the euro's share was around 35%. To a much smaller extent, the euro is beginning to be used as a 'vehicle currency' for trade between third countries, although the US dollar is still dominant in this. As the euro area constitutes the largest trading block and one of the most open economies in the world, the use of the euro in international trade can be expected to grow in the future.

Reserves and anchors

-As a major currency, the euro is used as an "anchor currency" by some third countries to manage their own exchange-rate regimes. For example, Russia uses the euro as part of a basket of currencies for the daily management of the rouble exchange rate. In addition, the euro is increasingly held as a reserve currency by third countries because they have confidence it will maintain its value. The share of the euro in global foreign exchange reserves is over 25% (mid 2007) and close to 29% in developing countries, which have increased their reserves significantly from 18% held in 1999. In comparison, the US dollar accounts for around 65% and the pound sterling for around 4.5% of global currency reserves.

The establishment of the euro area also created the second largest currency area in the world. On international markets, the euro is the second most important international currency after the US dollar. The size and stability of the euro-area economy and the liquidity of its financial markets make holding and using the euro attractive to third countries as an alternative to US dollars - helping reduce the risks of currency fluctuations and contributing to global economic stability. The euro-area Member States also benefit, as trading in euro becomes more widespread. Further, the importance of the euro gives the euro area a stronger voice on the international stage.

Factsheet-Special Drawing Rights (SDRs)-April 9, 2015

The SDR is an international reserve asset, created by the IMF in 1969 to supplement its member countries’ official reserves. Its value is based on a basket of four key international currencies, and SDRs can be exchanged for freely usable currencies. As of March 17, 2015, 204 billion SDRs were created and allocated to members (equivalent to about $280 billion).

The role of the SDR

The SDR was created by the IMF in 1969 to support the Bretton Woods fixed exchange rate system. A country participating in this system needed official reserves—government or central bank holdings of gold and widely accepted foreign currencies—that could be used to purchase the domestic currency in foreign exchange markets, as required to maintain its exchange rate. But the international supply of two key reserve assets—gold and the U.S. dollar—proved inadequate for supporting the expansion of world trade and financial development that was taking place. Therefore, the international community decided to create a new international reserve asset under the auspices of the IMF.

Only a few years after the creation of SDRs, the Bretton Woods system collapsed and the major currencies shifted to a floating exchange rate regime. In addition, the growth in international capital markets facilitated borrowing by creditworthy governments. Both of these developments lessened the need for SDRs. However, more recently, the 2009 SDR allocations totaling SDR 182.6 billion have played a critical role in providing liquidity to the global economic system and supplementing member countries’ official reserves amid the global financial crisis.

The SDR is neither a currency, nor a claim on the IMF. Rather, it is a potential claim on the freely usable currencies of IMF members. Holders of SDRs can obtain these currencies in exchange for their SDRs in two ways: first, through the arrangement of voluntary exchanges between members; and second, by the IMF designating members with strong external positions to purchase SDRs from members with weak external positions. In addition to its role as a supplementary reserve asset, the SDR serves as the unit of account of the IMF and some other international organizations.

Basket of currencies determines the value of the SDR

The value of the SDR was initially defined as equivalent to 0.888671 grams of fine gold—which, at the time, was also equivalent to one U.S. dollar. After the collapse of the Bretton Woods system in 1973, the SDR was redefined as a basket of currencies. Today the SDR basket consists of the euro, Japanese yen, pound sterling, and U.S. dollar. The value of the SDR in terms of the U.S. dollar is determined daily and posted on the IMF’s website. It is calculated as the sum of specific amounts of the four basket currencies valued in U.S. dollars, on the basis of exchange rates quoted at noon each day in the London market.

The basket composition is reviewed every five years by the Executive Board, or earlier if the IMF finds changed circumstances warrant an earlier review, to ensure that it reflects the relative importance of currencies in the world’s trading and financial systems. In the most recent review (in November 2010), the weights of the currencies in the SDR basket were revised based on the value of the exports of goods and services, and the amount of reserves denominated in the respective currencies that were held by other members of the IMF. These changes became effective on January 1, 2011. In October 2011, the IMF Executive Board discussed possible options for broadening the SDR currency basket. Most directors held the view that the current criteria for SDR basket selection remained appropriate. The next review is currently scheduled to take place by the end of 2015.

The SDR interest rate

The SDR interest rate provides the basis for calculating the interest charged to borrowing members, and the interest paid to members for the use of their resources for regular (non-concessional) IMF loans. It is also the interest paid to members on their SDR holdings and charged on their SDR allocation. The SDR interest rate is determined weekly and is based on a weighted average of representative interest rates on short-term debt instruments in the money markets of the SDR basket currencies.

SDR allocations to IMF members

Under its Articles of Agreement (Article XV, Section 1, and Article XVIII), the IMF may allocate SDRs to member countries in proportion to their IMF quotas. Such an allocation provides each member with a costless, unconditional international reserve asset. The SDR mechanism is self-financing and levies charges on allocations which are then used to pay interest on SDR holdings. If a member does not use any of its allocated SDR holdings, the charges are equal to the interest received. However, if a member's SDR holdings rise above its allocation, it effectively earns interest on the excess. Conversely, if it holds fewer SDRs than allocated, it pays interest on the shortfall. The Articles of Agreement also allow for cancellations of SDRs, but this provision has never been used. The IMF cannot allocate SDRs to itself or to other prescribed holders.

General allocations of SDRs have to be based on a long-term global need to supplement existing reserve assets. Decisions on general allocations are made for successive basic periods of up to five years, although general SDR allocations have been made only three times. The first allocation was for a total amount of SDR 9.3 billion, distributed in 1970-72, the second—for SDR 12.1 billion—distributed in 1979-81, and the third—for SDR 161.2 billion—was made on August 28, 2009.

Separately, the Fourth Amendment to the Articles of Agreement became effective August 10, 2009 and provided for a special one-time allocation of SDR 21.5 billion. The purpose of the Fourth Amendment was to enable all members of the IMF to participate in the SDR system on an equitable basis and rectify the fact that countries that joined the IMF after 1981—more than one fifth of the current IMF membership—never received an SDR allocation until 2009.

The 2009 general and special SDR allocations together raised total cumulative SDR allocations to SDR 204 billion.

Buying and selling SDRs

IMF members often need to buy SDRs to discharge obligations to the IMF, or they may wish to sell SDRs in order to adjust the composition of their reserves. The IMF may act as an intermediary between members and prescribed holders to ensure that SDRs can be exchanged for freely usable currencies. For more than two decades, the SDR market has functioned through voluntary trading arrangements. Under these arrangements a number of members and one prescribed holder have volunteered to buy or sell SDRs within limits defined by their respective arrangements. Following the 2009 SDR allocations, the number and size of the voluntary arrangements has been expanded to ensure continued liquidity of the voluntary SDR market. The number of voluntary SDR trading arrangements now stands at 32, including 19 new arrangements since the 2009 SDR allocations.

In the event that there is insufficient capacity under the voluntary trading arrangements, the IMF can activate the designation mechanism. Under this mechanism, members with sufficiently strong external positions are designated by the IMF to buy SDRs with freely usable currencies up to certain amounts from members with weak external positions. This arrangement serves as a backstop to guarantee the liquidity and the reserve asset character of the SDR.

In 2013, a small asteroid exploded in the atmosphere over Chelyabinsk, Russia. The sonic boom from the event sent more than a thousand people to the hospital, mostly from flying glass from shattered windows. The Chelyabinsk meteor was a relatively small chunk of space rock—asteroid researchers think it was probably about 20 meters (66 feet) across—but exploding over a city made it a noteworthy event. It's probable many similar asteroids hit Earth on a regular basis, but most don't happen to fly over metropolitan areas; they fall into the ocean or over lightly populated regions.However, Earth has played target in the cosmic darts tournament before. Meteor Crater in Arizona, the Tunguska impact in Siberia in 1908, and most famously the Chicxulub asteroid in Mexico (which played a part in the extinction of the dinosaurs) are just three of many known examples. That's why many people are looking at viable options for planetary defense: destroying or turning asteroids aside before they can hit Earth. And planetary defense is one reason the United States' National Nuclear Safety Administration (NNSA) has given for not destroying some of its surplus nuclear warheads.It's easy to be cynical about American nuclear weapons policy, especially now that we're decades since the end of the Cold War. Debates over nuclear winter, mutually assured destruction, and the like feel very distant. So reports that the US wasn't following the stated schedule for decommissioning nukes in the name of planetary defense triggered skeptical radar, not least since The Atlantic, The Wall Street Journal, and other sources made it sound like the plan was to blow asteroids to smithereens.There are many good reasons to doubt the wisdom of such a strategy, but it turns out this initial impression—and the impression given by many published articles—was wrong. The real plan is a lot less problematic than trying to obliterate an asteroid.As a result, there's reason to be less cynical about the prospect of nuking asteroids, though there are still some open questions and fierce debate over planetary defense. To see the fuller picture, it's necessary to look at the risks of asteroid impacts, what we know about asteroids themselves, and what that means for the prospect of pushing them around. So let's examine whether the stated goals of stockpiling nukes are consistent with asteroid mitigation; sadly Bruce Willis will not be involved.

Most asteroids and the smaller chunks of rock we call meteoroids are Chelyabinsk-scale threats, but a significant number are bigger—and not all of them are far away. While many big asteroids reside in the Main Belt (sometimes simply called the "asteroid belt") between Mars and Jupiter, researchers have identified a large number of near-Earth asteroids (NEAs), of which about 1563 are deemed "potentially hazardous." NEAs are asteroids that orbit in a range a little closer to us than Mars. However, while a number of these NEAs cross Earth's orbit frequently—the "Apollo" and "Aten" groups of asteroids—very few large specimens come anywhere close to us. And none of them present an immediate danger to us. After all, the Solar System is a big place and Earth is relatively small.For that reason, experts are divided on how much we should worry about asteroid impacts right now. The risk is low for the next few decades, but the potential damage is sufficiently high even for small impacts that some think we should focus a lot of effort on mitigation. The dinosaur-killing Chicxulub asteroid may have been 10 kilometers (six miles) across, but we don't need one that big to wreak serious havoc.So if we want to take the long view, there is a persistent danger. Gravity from Jupiter and (to a lesser degree) Saturn can kick asteroids out of the Main Belt. Some of those are ejected from the Solar System entirely or fall into the Sun, but others end up in shallower orbits, where they might become new NEAs. The rate at which the gas giants are creating NEAs may be slow, but we're well advised to keep watch anyway. If we spotted an asteroid today that could be on a collision course with Earth, say within the next 30 years, it gives us time to prepare now rather than closer to the time of potential disaster."The dinosaurs didn't have a space program, much less telescopes, so it didn't end very well for the dinosaurs," says Alessondra Springmann, a planetary scientist who studies asteroids at the University of Arizona. "Hopefully we can find asteroids before they find us."Asteroid researchers would also like to see them spotted because they want to study the structure of NEAs. "Planets are formed out of the same things the asteroids are formed out of," says Springmann. "But planets have been heated up, they've melted, the planets have surface properties, and Venus, Earth, Mars, the outer planets all have atmospheres." Asteroids, by contrast, are relatively pristine: "They're a whole source of information about Solar System as it formed." NEAs are particularly nice for the practical reason that they're close to us. We don't need to fly space probes (or presumably humans) out past the orbit of Mars to study them.One fascinating discovery has been made by early NEA studies. "About 15 percent of near-Earth asteroids larger than 200 meters [656 feet] have moons," says Springmann. By measuring the orbits of those moons, researchers can find the mass of the asteroids they orbit using Kepler's Third Law (the same way astronomers measured the mass of the Sun or Jupiter). Combining the mass with radar measurements of the size of NEAs, astronomers have obtained the overall density of the asteroids.The result: many asteroids are "rubble piles" (more formally known as "gravitational aggregates"), collections of smaller rocks and grains held together by gravity and molecular forces derived from static electricity. With some densities just greater than water, "they're more like conglomerations of styrofoam rather than a big type of boulder," says Springmann.The aggregate nature has some interesting consequences. According to our theoretical understanding of these bodies, sunlight can heat one side of these asteroids slightly more than the other, increasing their spin until they literally fragment. At least one seems to have broken up entirely, but in less drastic cases, a smaller chunk falls off to make one of the moons astronomers have observed. And we might be able to exploit a the effect sunlight uses to steer asteroids away from Earth.

Asteroid variety

Cristina Thomas of Goddard Space Flight Center notes that the sheer variation in asteroid properties makes classification hard. Asteroids range from very dark—blacker than a chalkboard—to light-colored, reflecting as much as 50 percent of sunlight back. A major way to catalog asteroid diversity is by looking at the mineralogy of meteorites, which are smaller chunks that have fallen to Earth, but which are fragments of the same types of rock constituting their larger asteroid cousins.That's why all of this information is incredibly relevant for planetary defense. Rubble pile asteroids would require different mitigation techniques than solid, rocky, monolithic asteroids, but just because they're loose aggregates doesn't mean they can be easily broken up. "If you smacked an asteroid and it fell apart, it's likely that given enough time, it would re-accrete unless you had a very very large offense," says Cristina Thomas of NASA's Goddard Space Flight Center. The tool we need to reduce the threat is more a metaphorical shovel than a hammer.Of course, even if we successfully broke an asteroid into pieces, we'd need to make sure those pieces don't all hit us and cause as much destruction as the original asteroid. From the science fiction films Armageddon and Deep Impact, you might get the idea that we shouldn't close our eyes or fall asleep the best strategy is to use nuclear weapons to blow the threatening space rock to smithereens. This idea isn't off the table completely, but it must be kept as a last resort, something to be considered only if there isn't enough time to put together something less risky to Earth. And, somewhat surprisingly, there's another possible use of nuclear weapons that is less risky.

KATHMANDU, Nepal (Reuters) - Nepalese officials scrambled on Monday to get aid from the main airport to people left homeless and hungry by a devastating earthquake two days earlier, while thousands tired of waiting fled the capital Kathmandu for the surrounding plains.By afternoon, the death toll from Saturday's 7.9 magnitude earthquake had climbed to more than 3,700, and reports trickling in from remote areas suggested it would rise significantly.A senior interior ministry official said it could rise to as high as 5,000, in the worse such disaster in Nepal since 1934, when 8,500 people were killed.Kathmandu's Tribhuvan International Airport was hobbled by many employees not showing up for work, people trying to get out, and a series of aftershocks which forced it to close several times since the quake.Home Minister Bam Dev Gautam was supervising aid delivery and arranging for passengers to leave the country. Government officials said they needed more supplies of food, medicines, specialized rescue services and body bags."The morgues are getting totally full," said Shankar Koirala, an official in the Prime Minister's Office who is dealing with the disposal of bodies.Families lit funeral pyres for the dead in towns and across the countryside.

FLIGHT FROM KATHMANDU

Many of Kathmandu's one million residents have slept in the open since Saturday, either because their homes were flattened or they were terrified that aftershocks would bring them crashing down.On Monday, thousands streamed out of the city. Roads leading from Kathmandu were jammed with people, some carrying babies, trying to climb onto buses or hitch rides aboard cars and trucks to the plains. Huge queues had formed at the airport."We are escaping," said Krishna Muktari, who runs a small grocery store in Kathmandu, standing at a road intersection.Meanwhile, the extent of Nepal's disaster was only just emerging as reports of devastation began to come in from other parts of the country.High in the Himalayas, hundreds of climbers were staying put at Mount Everest base camp, where a huge avalanche after the earthquake killed 17 people in the single worst disaster to hit the world's highest mountain.Rescue teams, helped by clear weather, used helicopters to airlift scores of people stranded at higher altitudes, two at a time.In Sindhup alchowk, about a three-hour drive northeast of Kathmandu, the death toll had reached 875 people and was expected to rise. In Dhading, close to the quake's epicenter west of Kathmandu, 241 people were killed. Survivors spoke of trying to stay flat on the ground while the tremors shook the forested mountains. Some were stuck for hours afterwards, unable to move because of injuries."There is nobody helping people in the villages. People are dying where they are," said A. B. Gurung, a Nepali soldier who was waiting in Dhading district for an Indian helicopter that had gone to his village Darkha.

AID TRICKLES IN

In Kathmandu, sick and wounded people were lying out in the open, unable to find beds in the devastated city's hospitals. Surgeons set up an operating theater inside a tent in the grounds of Kathmandu Medical College.Across the capital and beyond, exhausted families laid mattresses out on streets and erected tents to shelter from rain. People queued for water dispensed from trucks, while the few stores still open had next to nothing on their shelves.Some relief supplies began to trickle into the capital, a Reuters witness said. Some portable toilets had been set up and food was being provided by local aid agencies.A few United Nations vehicles were seen with medical equipment and first aid kits.The United Nations Children's Fund said nearly one million children in Nepal were severely affected by the quake, and warned of waterborne and infectious diseases.In the ancient temple town of Bhaktapur, east of Kathmandu, many residents were living in tents in a school compound after centuries old buildings collapsed or developed huge cracks."We have become refugees," said Sarga Dhaoubadel, a management student whose ancestors had built her Bhaktapur family home over 400 years ago.They were subsisting on instant noodles and fruit, she said."No one from the government has come to offer us even a glass of water," she said. "Nobody has come to even check our health. We are totally on our own here. All we can hope is that the aftershocks stop and we can try and get back home."A total of 3,726 people were confirmed killed in the quake, the government said on Monday. More than 6,500 were injured.Another 66 were killed across the border in India and at least another 20 in Tibet, China's state news agency said.Several countries rushed to send aid and personnel.India sent helicopters, medical supplies and members of its National Disaster Response Force. China sent a 60-strong emergency team. Pakistan's army said it was sending four C-130 aircraft with a 30-bed hospital, search and rescue teams and relief supplies.A Pentagon spokesman said a U.S. military aircraft with 70 personnel left the United States on Sunday and was due in Kathmandu on Monday. Australia, Britain and New Zealand said they were sending specialist urban search-and-rescue teams to Kathmandu at Nepal's request.Britain, which believes several hundred of its nationals are in Nepal, was also delivering supplies and medics.The disaster has underlined the woeful state of Nepal's medical facilities. Israel reportedly hit several targets belonging to Hezbollah and the Syrian army in a series of air attacks Saturday morning in the Kalamun area on the border between Syria and Lebanon.According to a report in the Saudi-owned al-Arabiya, a first Israeli Air Force strike took place Wednesday, allegedly targeting two sites believed to have been Syrian army missile depots.On Saturday, according to a report in al-Jazeera, the Syrian targets were divisions 155 and 65 of the Assad army, in charge of “strategic weapons.” Al-Arabiya reported that the targets were Scud missile depots housed in the military bases.Several explosions were heard in the areas of Kteife, Yabrud and a village in Kalamun, according to al-Jazeera on Saturday.The area is known as a Syrian military site housing weapons depots and installations.There was no official word from Hezbollah or the Syrian government on the alleged attacks.Israel is said to have targeted the same area in the past when it believed a shipment of advanced weaponry was being delivered from Iran to its Shiite proxy in Lebanon.In January, an airstrike largely attributed to Israel on a convoy in the Syrian Golan Heights killed a top Hezbollah commander, along with an Iranian general and 10 others. Two central news outlets in the Arab world on Saturday were reporting on a series of Israeli attacks on weapons depots belonging to the Syrian army and to Hezbollah in an area on the Lebanon- Syria border. The aerial attacks, according to al-Jazeera and al-Arabiya, began on Wednesday night when two targets believed to have been missile silos were struck. Overnight Friday-Saturday, several more airstrikes were reported in the Kalamun area in Syria, near the Lebanese border.The area is known as one used by Hezbollah to transfer massive amounts of weapons into Lebanon. It is also known as a Syrian military site housing weapons depots and installations.According to these reports, the targets weren’t moving convoys but military bases belonging to the Syrian army’s 65th and 155th divisions, both responsible for “strategic weapons”; in other words long-range Scud missiles. It’s hard to determine whether Israel decided to hit these targets for fear the missiles would be transferred to Hezbollah but it is certainly a possibility. Israel has in the past hit Syrian army targets, especially those that included weapons destined for the Lebanese terror group.Strikes on fixed targets — if those were indeed the targets — prevent the possibility of an immediate escalation with Hezbollah. The weapons were not yet loaded for transportation and were not yet in Lebanese territory. The terror group, like the Assad regime, has also yet to respond to the reports of the attacks and it’s possible, given the bloody civil war in Syria, Hezbollah is not interested in an escalation with Israel at the moment.(The mocking tones of the al-Jazeera and al-Arabiya reports may urge Damascus to respond, even with just a statement) The blow dealt to Hezbollah this past in January in a strike attributed to Israel in which the son of Imad Mughniyeh was killed, along with several others including an Iranian general, was met with a restrained response from the group. Satellite images have uncovered a new airstrip in a secluded part of east Lebanon believed to be used by the Lebanese terror group Hezbollah, possibly for launching Iranian-made unmanned aerial vehicles (UAVs). According to a report in IHS Jane’s Defense Weekly, the strip is said to have been constructed sometime between February 2013 and June 2014 and is located in the Bekaa Valley in a remote area west of the Syrian border.Hezbollah sources have confirmed the organization uses drones to support operations against rebels in neighboring Syria, according to the report.Hezbollah has also sought to launch drones into Israel.The strip measures 670m by 20m and is equipped with six small utility buildings and what could possibly be a control station just south of the area. The buildings were said to be not sufficiently large to house Iranian-made UAVs but two buildings 2.5 km away were of the right size.The site is guarded by a Hezbollah checkpoint and swing gate, Jane’s reported.Iran and forces loyal to Bashar Assad have routinely been using drones in war-torn Syria in their fight against rebels and Islamic extremists.In 2014, A Saudi paper reported that Hezbollah had built a new “military airport” for UVAs in the Bekaa Valley, according to Jane’s.In October 2012, Hezbollah claimed responsibility for launching a drone aircraft that was shot down over Israel, saying the UAV had been assembled by Hezbollah men using parts provided by Iran.Hassan Nasrallah said the drone was named the Ayoub, honoring both an Islamic prophet (of patience) and a “martyr” by the name of Hussein Ayoub.The UAV was shot down over the Yatir Forest in the northern Negev after it entered Israel from the skies over Gaza. Israeli officials believe it was launched from Lebanon and flew south over the Mediterranean before turning inland over Gaza.

Palestinians clashed with Israeli security forces in East Jerusalem Saturday after the IDF shot dead a Palestinian teen assailant at a checkpoint overnight.Rioters threw stones at police in the At-Tur neighborhood of East Jerusalem, and Israeli security forces responded with riot control gear. One policeman was lightly injured, Israel Radio reported, and the Red Crescent reported that 20 Palestinians were injured in the skirmish.No arrests were reported.The clashes came after the neighborhood of At-Tur declared a state of mourning following the death of Ali Mohammed Ali Said Abu Ghannam, a 16-year-old Palestinian resident who allegedly attempted to stab a Israeli soldier overnight, the Palestinian Ma’an News Agency reported. IDF soldiers shot and killed Abu Ghannam early Saturday after the teenager attempted to stab a border police officer with a butcher’s knife at a checkpoint on the road between Jerusalem and the West Bank settlement of Ma’ale Adumim, according to security officials.The teenager was pronounced dead by a medical team that arrived at the scene. The officer was not injured in the stabbing attempt.The Israeli military said the Palestinian was wielding two knives. He tried to attack troops, who chased him, fired warning shots into the air, and then fired to “neutralize him,” a police spokeswoman said.The incident took place at the Al-Zaim checkpoint. Troops “fired precise shots, neutralizing” the assailant when he failed to heed their warnings, the spokeswoman said.Earlier Saturday, IDF soldiers detained a Palestinian man who crossed the security fence from the southern Gaza Strip, near the Kerem Shalom border crossing, into Israeli territory. LONDON — At 11:45 a.m. on July 22, 1946, a stolen vehicle holding four Jewish fighters from the Irgun paramilitary organization pulled up to the basement entrance of the King David Hotel in Jerusalem. The men unloaded seven large milk containers, each containing 100 pounds of deadly explosives.At 12:37 the bombs detonated, ripping the entire building apart and killing 91 people, the majority of them civilians, including 17 Jews.In Westminster, British prime minister Clement Atlee described the attack as “an insane act of terrorism” and labeled its mastermind Menachem Begin, a Jewish terrorist. (Begin later went on to form the Likud political party, and served as the sixth prime minister of Israel from 1977 to 1983.) In his recently published book “Anonymous Soldiers: The Struggle For Israel 1917-1947,” author Bruce Hoffman — a terrorism analyst, who was once a scholar-in-residence for counterterrorism at the CIA — claims that the bombing of the King David Hotel, even 69 years later, remains one of the most infamous acts of terrorism the world has ever seen.Hoffman says that even though the Irgun gave warnings regarding the impending explosion, this ultimately cannot absolve Begin and his organization from responsibility for the massive loss of life.“The hotel was occupied by British military personnel,” says the-61-year-old in conversation with The Times of Israel from his home in Washington, DC’s historic Georgetown neighborhood.“So it was a military target. But even if the intention was not to cause casualties, that was the tragic result. And there have been many lies told to absolve the Irgun — and Begin especially — of responsibility. There is documentary evidence that clearly points to this.”“Calls were certainly received by the hotel switchboard. The problem was they were never communicated to the British authorities. Nor did they arrive in the timely fashion that the Irgun and others claim they did.”Hoffman’s latest tome is a bulky affair. Coming in at just under 500 pages, it’s a meticulously researched work of scholarship. And for nearly every point he makes in the book, he presents two or three credible sources.Much of this information he gleaned from the Public Record Office of the National Archives in Kew, London. He also scoured numerous other archives, in both Israel and the United States, and conducted several primary interviews with past members of the Irgun and Lehi, another militant group. Additionally, he spoke with former British statesmen, soldiers and police, who were all involved in governing or crafting British policy for Palestine during the British Mandate.In his book, Hoffman hypothesizes that the political violence that plagued Palestine when ruled by Britain presents an ideal case by which to examine and assess contemporary terrorism’s power to influence government policy and decision-making.Some background: Before 1948, the land that eventually became the Jewish State of Israel was administered by Britain under the terms of the mandate awarded it in 1922 by the League of Nations. During the 1920s and 1930s, both Arab rioting and anti-Jewish violence dominated Palestine. By the early 1940s, however, two Jewish militant organizations emerged: the Irgun and Lehi.Both of them strategically challenged Britain’s rule over Palestine with tactical violence that aimed to gain sympathy from the international community. And it worked, very effectively.“The Irgun and Lehi were the first postmodern terrorist movements,” says Hoffman. “Especially the Irgun, primarily because of Begin’s strategy. Like all good underground leaders, Begin understood, even in an era long before 24/7 news, the power of appealing to a global audience with extreme and dramatic acts of violence.”Hoffman’s narrative asks the reader to suspend emotion for a moment, and to think about violence, objectively, as a political weapon. With this in mind, it appears that he’s asking how one could use this knowledge and apply it to numerous multifaceted, complex political conflicts that violently rage across the globe today.His argument includes questions like: Does terrorism work? And what exactly is the definition of a terrorist?States use the word ‘terrorist’ as a form of insult and to help hold the balance of power when certain dissident actors threaten their legitimacy-Former Downing Street Chief of Staff Jonathan Powell negotiated with the IRA for nearly a decade under Tony Blair’s New Labour Government to bring about the Good Friday Agreement and peace to Northern Ireland. Hoffman cites Powell’s book, “Talking To Terrorists,” three times in his new work.In conversation a year ago, Powell admitted that powerful Western governments throughout the 20th century — particularly the British — operated with appalling hypocrisy by initially claiming that men like Nelson Mandela, Martin McGuinness, and Menachem Begin were terrorists, then, in the blink of an eye, portraying these men as honorable statesmen and forgetting about past atrocities.Crucially, Powell admitted, states use the word “terrorist” as a form of insult and to help hold the balance of power when certain dissident actors threaten their legitimacy. And if so-called terrorists are using violence for purposes governments like, well, they tend to skip over that, Powell said.In recalling this conversation to Hoffman, he nods his head in agreement.“Look, that is absolutely right,” he says. “Terrorism is resorted to for practical reasons because there is no other tool available. And those who use terrorism, and then subsequently become the targets of terrorism, understand its power and how difficult it is to counter it. Not just militarily. But especially in terms of international perception. And that’s where Begin really was a master strategist.”Hoffman, like Powell, says he is not championing terrorism. But as a realist, he claims the point of his book is not to get bound up by moral judgments when speaking about the subject.Given that Israeli politicians fundamentally understand how Jewish terrorism played such an effective role in helping bring about the State of Israel, is it naïve to think they might have more of a sympathetic understanding of why Palestinians currently use terrorism to try to achieve their political objectives?“Well it’s far more simple than that,” Hoffman replies. “No country that is created where terrorism has played some role wants to admit it, for fear of that weapon being used against them. And that’s what is really at the heart of the Israeli-Palestinian conflict.”Hoffman says, however, the nature of terrorism has changed globally in the last decade, especially in the Middle East.Had Fatah, the party led by Palestinian Authority President Mahmoud Abbas, continued at the helm over all Palestinians, instead of Hamas — which currently rules in Gaza after ousting Fatah in a bloody coup in 2006-7 — would the Israeli-Palestinian conflict have evolved to a point where peace, and a two-state solution, might at least have been considered an option?“Yes,” he replies with absolute conviction.“The PLO was stridently secular, Marxist, and a socialist movement. And had it remained a secular struggle from the Arab side, things would be very different today. If you look at the PLO, during the 1970s and the 1980s, they continually cited the Zionist movement [by Begin and others] as their role model. And they were often even quoted as saying they were consciously emulating it. ”“But what we eventually saw in the conflict — from both the Israeli and the Palestinian side — was an overall transformation, where religious politics became much more powerful,” says Hoffman.Shia Islam became a much more powerful political force following the Iranian revolution of 1979. Add in the settlement movement after the 1967 Six Day War from the Israelis, and what you see developing is a lethal cocktail of religion and politics which ultimately changed the course of Middle Eastern history.Hamas’s role should not be overlooked, says Hoffman.After the First Intifada in 1987, Hamas’s popularity eventually began to overtake both Fatah and the Popular Front for the Liberation for Palestine. But it was really after 1991, when it was taken under the wing of Hezbollah, Hoffman says, that Hamas catapulted into greater political prominence, using religion as an ideological weapon to win Palestinian hearts and minds on a mass scale.Hoffman points out that it wasn’t until 1994, for example, that suicide terrorism became a chief strategy of Palestinian policy.“Suicide bombing became highly personalized. Especially during the Second Intifada,” he says. “This was when any considerable progress between Israeli and Palestinian relations was really undermined. And religion played a profound part in that.”In a world where the difference between a violent terrorist and an honorary statesman often comes down to a simple ability to be able to iron out a political agreement and sign a piece of paper, can one draw a clear line between secular terrorist groups with firm political aims and mandates (the provisional IRA, ETA, and Fatah) and fundamental Jihadi groups, who use divine intervention as their ultimate guide such as ISIS and Al-Qaida? “I think you can,” says Hoffman. “There is a huge difference. Secular terrorist groups who have an ideology and a political platform, use terrorism as a leverage, or means to get power. But religious terrorists justify their violence on religious grounds. And the latter group strikes a very visceral chord with people.“The events we are now seeing globally— whether it is in Paris, Iraq, Syria or Libya— has shown that religion is the glue that holds it together,” says Hoffman.
