BRUSSELS, 18. Mar, 19:33-EU diplomats are hoping Israel’s PM didn’t mean what he just said on the two-state solution. But if he did, they have few ideas how to change his mind.The EU foreign relations chief, Federica Mogherini, and British PM David Cameron were among the first to congratulate Benjamin Netanyahu on Wednesday (18 March) on winning a fourth term in office.It’s not the result the EU wanted. Netanyahu on Monday answered “correct” when asked by the NRG news agency if he rejects the idea of a Palestinian state. He indicated he will build more settlements and, on Tuesday, stirred racist feeling by referring to “Arab voters” being bussed to ballot stations “in droves” to vote against him.His victory saw an immediate backlash by Palestine.Saeb Erekat, its chief two-state negotiator, said EU and US impunity for Netanyahu’s past “settlements, racism, apartheid” helped him win and pledged to pursue Israel cases in the International Criminal Court in The Hague.Hamas, the militant group which rules Gaza, urged Erekat’s Palestine Authority (PA) to sever ties with Israel.The EU statements put a cheerful face on the situation, however.Cameron said only: “As one of Israel’s firmest friends, the UK looks forward to working with the new government”.Mogherini said: “The EU is committed to working with the incoming Israeli government on a mutually beneficial relationship as well as on the re-launch of the peace process … I’m confident that we can work together”.Her statement didn't use the phrase “two-state solution”. But her spokeswoman, Maja Kocijancic, told EUobserver: “The EU position hasn’t changed regarding the two-state solution [as the model for peace], and that's well known”.She added that, despite Netanyahu’s statements, “the new government has yet to define its position”.Campaign speeches aside, Israel's position will become clear in the next three to six weeks, when Netanyahu negotiates a government programme with his new coalition partners.One senior EU source told EUobserver member states are keen for him and for the Israeli public to quickly forget the NRG remarks.“We would hopefully see his comment as desperate last-minute electioneering”, the source said.He noted that if Netanyahu is serious it would amount to a “fundamental breach” of the “bedrock of our international community approach” to the crisis, and that “from [my country’s] perspective, that should trigger the EU to use the leverage it has on Israel, but the EU remains deeply divided on using that leverage”.The potential for full leverage, in terms of trade restrictions (the EU and Israel do €30bn a year of business together) and diplomatic isolation (support for EU and UN recognition of Palestinian statehood) is considerable.The realistic next step would be to publish a non-binding EU code for retail labels on settler imports.Other EU contacts say neither option is likely, not least because it wouldn’t make a difference unless the US also applies pressure, a development no one expects.“I think there’ll be more focus on a diplomatic push, not on small issues, like labelling of settler goods, which wouldn’t change the mind of a very confident PM who just received a strong mandate”, a second EU source said.He noted the EU might endorse a multilateral model, involving Arab countries, instead of the Israel-Palestine model, for future two-state negotiations.“This regional approach to re-engage the peace process hasn’t been clearly fleshed out yet, but there’s a need for a regional framework because the purely bilateral framework hasn’t worked … the majority of Israelis don’t see Abbas [the PA president] as a partner, so a regional framework could be one way to address this”.A third source, from an EU country which holds a UN Security Council veto, said Europe might gamble on the US abstaining on a new resolution.Referring to a joint British-French-German text, drafted in December but never put to a vote, which speaks of resumption of two-state talks with a two-year deadline for conclusion, the EU source said: “We’ve already sketched out a political horizon, which has been absent for some time, and which offers reassurance to the Palestinians and Israelis that there is some sense in going back to a process [two-state talks] which lacks credibility on both sides”.Whether Netanyahu will wait until his rhetoric blows over or whether he plans, in earnest, to pursue a one-state or other model, remains to be seen.But his comments in the small hours of Wednesday morning, as the vote-count sealed his victory, were already different to those of 48 hours before.“Real security, economy, and social welfare, which we are committed to, this is what's important to … everyone, Jews and non-Jews alike”, he said."All of you are important to me”.

Mar, 09:26-Israeli PM Benjamin Netanyahu has said that if he is re-elected there will be no Palestinian state, putting in doubt the future of EU-Israel relations.He made the announcement in a video clip for Israeli news agency NRG on Monday (16 March), on the eve of general elections on Tuesday.“I think that anyone who is going to establish a Palestinian state today and evacuate lands is giving attack grounds to radical Islam against the state of Israel … there is a real threat here that a left-wing government will join the international community and follow its orders”, he said.Asked explicitly if he rejects the two-state solution, he answered: “Correct”.He gave the interview in Har Homa, a Jewish settlement in East Jerusalem, on the other side of Israel’s 1967 border. He added that he gave the green light to Har Homa’s construction in his previous time as PM in order to prevent Palestinian statehood."I thought we had to protect the southern gateway to Jerusalem by building here … there was huge objection, because this neighbourhood is in a location which prevents Palestinian [territorial] contiguity”.Netanyahu’s comments are an attempt to win right-wing votes to improve his position in post-election coalition building.His Likud party currently trails the centre-left Zionist Union, led by Isaac Herzog, by four points, meaning the Israeli president would appoint Herzog to launch coalition talks if the result stays the same.Herzog, also on Monday, took the opposite line on the Palestinian conflict, saying: “I promise: I will be a prime minister to everyone … for right and left, for settlers, Haredim, Druze, Arabs, Circassians; I will be prime minister for the center and for the periphery”. WASHINGTON — Officials in Washington quickly made it clear that they were not buying into  Prime Minister Benjamin Netanayhu’s about face on support for a two-state solution Thursday, repeating statements that they would re-evaluate their approach to the peace process.Netanyahu seemingly attempted to mend ties with Washington by walking back a pre-election promise not to support a Palestinian state, but spokespeople in the White House and State Department did not express any sentiments welcoming Netanyahu’s assurances that he continued to support a two-state solution to the Israeli-Palestinian conflict.“Prime Minister Netanyahu was the prime minister three days ago as well,” responded State Department Spokeswoman Jen Psaki to his Thursday assurances. “We believe he changed his position three days ago.”On Monday, the day before the elections, Netanyahu was asked by an interviewer from Israel’s NRG website about policy on the Palestinians and said: “Anyone who is going to establish a Palestinian state, anyone who is going to evacuate territories today, is simply giving a base for attacks to the radical Islam against Israel. UNITED NATIONS — The UN Security Council warned Thursday that recent violence along Lebanon’s border with Israel and the presence of unauthorized weapons in a UN buffer zone pose a risk of a new conflict.The violence in late January killed two Israeli soldiers and a UN peacekeeper from Spain and sparked fears of yet another crippling war between the two neighboring countries. It was the deadliest escalation on the disputed border since the 2006 war between Lebanese Hezbollah militants and Israel.In a presidential statement approved by all 15 members, the council urged all parties to exercise “maximum calm and restraint and refrain from any action or rhetoric that could jeopardize the cessation of hostilities or destabilize the region.”The Security Council also expressed concern at other border violations including the presence of extremist groups in Lebanese territory. It condemned terrorist acts in Lebanon, including hostage-taking, by the Islamic State group and Jabhat al-Nusra.The council warned that “the deepening involvement of some Lebanese parties in the fighting in Syria” also poses a risk for Lebanon’s stability. It did not name Hezbollah, which sent fighters into Syria to support the government of President Bashar Assad. Council members criticized incursions, abductions and arms trafficking across the Lebanese-Syrian border and said continuing cross-border fire and shelling from Syria into Lebanon has killed and injured Lebanese civilians.On the political front, the Security Council urged Lebanese leaders to quickly end a 10-month stalemate over the election of a president.The standoff “has undermined Lebanon’s ability to address the security, economic and social challenges it faces and has jeopardized the normal functioning of Lebanese institutions,” it said.

WASHINGTON — The Obama administration insisted before skeptical lawmakers Thursday that any deal with Iran would ensure in “perpetuity” that it could not develop nuclear weapons.A comprehensive accord would also see “phased, proportionate” relief from tough sanctions that have severely constrained Iran’s economy, but such relief could be swiftly reversed should the Islamic republic violate any final deal, said Deputy Secretary of State Antony Blinken.Several members of Congress and other critics have warned that the ongoing negotiations between world powers and Tehran would lead to a deal that would sunset after 10 years.Once the deal ends, critics fear, the Islamic Republic could once again freely crank up its nuclear program and develop a bomb.“That is simply not true,” Blinken told a hearing of the House Foreign Affairs Committee.“To the contrary, Iran would be prohibited from developing a nuclear weapon in perpetuity -– and we would have a much greater ability to detect any effort by Iran to do so.”He said that while some constraints would be lifted after a “significant period,” others would last “indefinitely, including a stringent and intrusive monitoring and inspections regime” by the United Nations’ International Atomic Energy Agency. And that’s not right,” Royce said. “Congress built the sanctions structure that brought Iran to the table and if the president moves to dismantle it, we will have a say.”Royce said it seems as if the Obama administration plans to push the UN Security Council to adopt a resolution to “basically bless” this agreement and relax sanctions. “But at the same time, you are pushing off Congress. Why push for UN action and not Congress?”Rep. Eliot Engel, the top Democrat on the committee, also defended Congress’ role if the US signs any agreement.“There really cannot be any marginalization of Congress. Congress really needs to play a very active and vital role in this whole process and any attempts to sidestep Congress will be resisted on both sides of the aisle,” Engel said.Blinken said the administration is not “pushing off” Congress.“Congress will have to exercise its authority to lift sanctions at the end of an agreement if Iran complies,” Blinken said. “And indeed, keeping that until the end — until we see that Iran is compiling, is the best way to sustain leverage.”Lawmakers also pointed to the need to include restrictions on Iran’s ballistic missile program in any nuclear deal, as reinforcement against the country using such a delivery system for an atomic bomb.“The critical question of the possible military dimension of Iran’s program… would have to be part of any agreement,” Blinken acknowledged.Britain, China, France, Russia, the United States and Germany are currently seeking an accord meant to ensure that Iran will not develop nuclear weapons under the guise of its civilian program — an aim it denies having.The deal is due to be finalized by July.

MH370: Claims of air traffic supervisor asleep as flight disappeared to be investigated - Liow-Astro Awani | Updated: March 12, 2015

KUALA LUMPUR: The Transport Ministry has established a special committee to investigate claims that an air traffic supervisor at the Kuala Lumpur Air Traffic Control Centre (KLATCC) was asleep when the individual was contacted four hours after the Malaysia Airlines (MAS) MH370 flight disappeared from radar on March 8, 2014.Its minister Datuk Seri Liow Tiong Lai said that the claims were taken seriously.“This is serious. We will investigate and take stern action if there is any misconduct,” said Liow.He said this during an event held at the Tunku Abdul Rahman University College here this morning.He also announce that a tripartite working group meeting would be held this month  between China, Australia and Malaysia followed by a ministerial meeting in April.The discussion would among others look into the search efforts and to ensure the next course of action.An interim report on the disappearance of flight MH370 released by the International Civil Aviation Organisation (ICAO) on Sunday revealed that a phone call made between the Kuala Lumpur Air Traffic Control Centre and the MAS operation room found that the officer involved was asleep after the flight disappeared from radar.By that time, the air traffic control centre in Ho Chi Minh had confirmed that it could not trace the flight after the Vietnamese civil aviation tried to contact the flight for 20 minutes.The MAS operation room had asked the Kuala Lumpur control room if it managed to hand over the responsibility for the Beijing-bound flight to Vietnamese air traffic control, but the controller said he had just taken over duties and would have to wake up his supervisor in order to find out.The interim report also among others stated that the investigation team had interviewed over 120 people and visited the various bodies involved.The Beijing bound flight MH370 disappeared from radar screens with all 239 passengers and crew on board on March 8, 2014.

rome- The spotlight is back on the Turin Shroud ahead of the next Ostension, which Pope Francis will be attending along with all the other pilgrims. The Shroud is considered one of the most important icons or relics of Jesus’ Passion. While the history of the cloth remains shrouded in mystery and lacks watertight testimonies that can vouch for its existence before the Medieval period, the formation of the image on the Shroud remains unexplainable: So far, no one has succeeded in producing a satisfactory replica of it. As Nello Balossino, a Professor at the University of Turin and an expert on the Shroud explained to Vatican Insider, the Shroud contains “three dimensional information” within it.It has often been said that the image on the Shroud  resembles a photographic negative. Is this true? “In terms of formation, an image is created through the interaction of light energy coming from a setting through the acquisition system. But it is only the light intensity that is recorded, not the phase in which the depth is codified: a photographic negative does not therefore possess three-dimensional information. The image on the Shroud behaves like a negative in as far as the inverting chiaroscuro and special dimension are concerned but it is not a negative in terms of photographic acceptation. The Shroud image contains evident  reddish chromatic nuances which form a body in terms of the morphometry: this is the three-dimensional content. By inverting the intensity and specularity we can get a real-life view of the figure, preserving the elevation aspect.”So the Shroud behaves like a special kind of photographic negative...“As I said, an ordinary photographic negative does not reproduce three-dimensional information. The image on the Shroud contains this information, which is codified in a series of nuances. In other words, what we have before us is an image formed through a three-dimensional process, which cannot yet be explained and simulated in practice in order to obtain replica images of the Shroud. The difference in tonality between the light and dark elements of the image is so low that the eye is only able to perceive the general features of a human face, but the details are not easy to make out. In fact the light distribution on the face depicted in the image is exactly the opposite to what we perceive in reality, with protruding elements appearing darker than the hollows of the face. The inversion process presents the face of a man from a real-life perspective.”What would need to be done in order to replicate it? “I have examined the various attempts through the use of different techniques to reproduce the Tutrin Shroud. In none of these cases did the images last in time or contain the three-dimensional information contained in the Shroud and the features that are unique to the image such as the superficiality in the chromatic variation of the cloth fibres and their integrity. These details certainly make it harder to justify the explanation according to which the Shroud image is a medieval forgery.

But the euro area is not a political union of the sort where some countries permanently pay for others."He noted that the 19 euro countries must be able to "stand on their own two feet" and are "responsible" for their policies. Outside the building, which has housed ECB staff for four months already, thousands protested against the bank's and Germany's eurozone policies.“In the past, we protested against things like the rescue of the banks in Europe," said Werner Renz, a representative of protest group Attac, according to Reuters." China is responsible for just under a quarter of the world's emissions.“The things that we want to do on a global level, especially on climate change, aren't going to be achievable without a strong EU-China, and indeed EU-China-US partnership,” said Mathews.China has promised that by 2030, its emissions will have peaked. “Perhaps even before 2030”, said Qian Bo, minister-counselor at the Chinese mission to the EU in Brussels.According to the International Energy Agency, 2014 was the first year in forty years in which the world's emissions from the energy sector did not grow while the economy did. The IEA attributed part of the halt to less burning of Chinese coal.“We are committed to this goal,” said Qian, although he added that the world's expectations of China cannot be too high.“We are quite aware that we have a special responsibility. But at the same time, you want to caution everybody, that China is a developing country. Mar, 09:28-Economic sanctions on Russia are likely to be extended shortly after Thursday’s (19 March) summit or in June despite objections, diplomats say.The leaders’ draft conclusions, dated Monday (16 March) and seen by EUobserver, still have a blank space on the thorny subject.But diplomatic sources say pre-summit consultations have narrowed down two options.The first is to announce already this week that the measures, which expire in July, will be rolled over until the end of the year and to implement the move by a legal act shortly after the summit.The second is to state, also this week, the intention to do so, but to put off a final decision until an 11th hour summit in June.The new, end-2015 timeframe is designed to overlap with Minsk 2 commitments - a set of 13 ceasefire measures to be put in place by the end of the year, which were agreed by France, Germany, Russia, and Ukraine last month.One EU source said Council president Donald Tusk “has been in contact with capitals - his thinking is that whatever Merkel and Hollande [the German and French leaders] recommend should be implemented because they are the brokers of Minsk 2, so they have the best insight into the two other parties and what might work best”.A second EU source said: “One camp wants to send a strong signal to Russia already in March about the need to implement Minsk 2. The second camp is saying: ‘If we extend the sanctions now, it might provoke further escalation on the ground’.”German chancellor Angela Merkel has aligned herself with the hawkish group, which also includes the Baltic states, most Nordic countries, and Poland.The French position is less clear. But the anti-sanctions camp includes Austria, Cyprus, Greece, Italy, Spain, and Slovakia.“We hope there will be a joint position between France and Germany”, the first EU contact noted.In the background, Russia is courting closer ties with potential veto-wielders.It has held high-level meetings with Cyprus, Hungary, Italy, and Spain, while the Greek PM and the EU foreign relations chief, Federica Mogherini, are expected in Moscow in April.Its food safety authority has said Cyprus, Greece, and Hungary will be the first to see Russian counter-sanctions on food exports lifted if EU sanctions expire.Its arms industry authority said it expects France to decide in May if it will deliver its “Mistral” warships before it decides whether to seek compensation.The EU draft conclusions also envisage: pursuing closer EU ties with Georgia and Moldova on the Ukraine model; taking steps to cut energy dependence on Russia; and taking steps against Russia’s war propaganda.“Particular efforts should be devoted to advance co-operation in state building, mobility and people-to-people contacts, market opportunities and interconnections” with Georgia, Moldova, and Ukraine, the draft text notes.“The European Council looks forward to the earliest possible ratification by all member states of the association agreements/deep and comprehensive free trade areas ... with Georgia, Republic of Moldova, and Ukraine”.

The summit takes place amid concern that Russia will attack the Ukrainian city of Mariupol.There is also concern it will use soft power to derail Georgia and Moldova’s EU integration.Speaking to the Russian parliament on Monday, Russia’s EU ambassador, Vladimir Chizhov, noted: “Of crucial importance in the development of relations between Russia and the EU will be the future of countries of the ‘common neighbourhood’.”He said Russia wants EU "co-operation in making Ukraine as well as Moldova and Georgia, booming, politically stable, friendly countries, which enjoy all benefits of a legally binding off-bloc status".

The summit's so-called Energy Union package calls for: gas and electricity interconnectors to help share power in case of a Russian cut-off; compliance with EU law on bilateral deals with Russia; and exploring joint purchases of gas.The counter-propaganda initiative tasks Mogherini with creating a new “communication team” which is “to prepare by June an action plan on strategic communication in support of media freedom”.The summit text also endorses finalising talks on a new EU-US free trade treaty, designed to fortify the Western alliance, “by the end of the year”.

Mar, 19:22-Poland has said Russia’s military drill is designed to cow EU leaders into taking a softer line on sanctions at this week’s summit.The Polish PM, Ewa Kopacz, told reporters in Warsaw on Tuesday (17 March): “I’m certain that Russia is making these kinds of gestures … in order to influence a little the decision of the European Council, which relates to extending sanctions, or, eventually, if there’s no peaceful solution and no respect of Minsk 2 [a ceasefire accord], imposing more painful economic sanctions”.For his part, Edgars Rinkevics, the foreign minister of Latvia, which currently chairs the EU presidency, said member states are “not happy” about the Russian troop movements.But he didn’t share Kopacz’s analysis."I don’t think this is a positive step, but we cannot link sanctions policy on non-recognition of Crimea and the situation in Ukraine to [Russia’s] military drills”, he added, Russian state news agency Tass reports.Russia on Monday announced a five-day long exercise by its Northern Fleet and by airborne forces, in manouevres involving 40,000 troops, 41 warships, 15 submarines, and 110 warplanes and helicopters. Rome-Catastrophist sentiment is running high with regard to the work that is being done in view of the next Synod on the family. Coordinated ecclesiatical media strategies continue to fuel “preventive opposition” to any suggestion regarding a reconsideration – however careful – of the ban on the sacraments for remarried divorcees. Some say the orthodoxy of the faith is at stake and that this is one of those subjects that is not open to discussion if the unity of the Church is to remain intact.But do potential clashes over controversial issues being dealt with by the Synod represent an unprecedented and fatal threat to church communion? Is it right to block the road to discussion in the name of continuity in doctrine and Tradition? Vatican Insider put these questions to priest and theologian, Severino Dianich. Dianich has spent decades passionately exploring the mystery of the Church on its journey through history.Some believe the Synod on the family is a threat to the unity of the Church. Should we be concerned? “Whoever thinks in this way seems to ignore the history of the Church. And they do not experience the calm one feels in the knowledge that it is God who leads the Church and not us, with our disputes and our battles. It is a question of faith and also of a good historical conscience. Because the whole of Christianity’s history is also the history of one big debate with tensions and conflicts surrounding the mystery of faith and the revelation of God who is greater than our words and rituals. We have in our hands things that are far greater than us so that there can be a univocal solution to every question.”How can a look at history help? “The Council of Nicaea in 325 AD, defined that Jesus Christ the Son of God is “of the same substance as the Father”. We still repeat this today in the Creed every Sunday. And yet these words were the subject of endless discussions and serious divisions, because it was innovative and therefore according to some unacceptable because you could not insert an expression that is not in the Bible, in the Creed.”And more recently? “The divisions witnessed at the Second Vatican Council were far stronger than those witnessed in the Synod on the family, partly because of the depth and the greater weight carried by many questions being dealt with. For example, it was very difficult to obtain a consensus on the Nostra Aetate declaration on the dialogue with Judaism and other religious traditions. Not to mention the disputes over the declaration on religious freedom. And yet, in the end consensus – sometimes as high as 90% – was reached among the Council Fathers, even on the most controversial of issues. In the end the Church rediscovers, renews and strengthens its unity. But this happens during the course of a historic journey not as a rigid and static deduction of a priori assumptions. During the four Vatican II sessions held over four years, in many ways the debate initially followed certain rigid channels only for the reverse to prevail at the end. And this was only possible because the discussion was real and fruitful. So although Conciliar sensibility appeared to be upheld by a minority, the vast majority of Council Fathers gradually ended up being persuaded. These are the vital dynamics of discussion in the Church.”They say the truth doesn’t change and that to make changes in this field is to undermine the dominant way of thinking.“No! The truth doesn’t change but we who believe in it and communicate it through our minds and words, change. From a moral point of view, just think of the fact that for centuries the Church considered loans that yield interest as immoral and sinful; and yet today, which of us does not have a bank account? Remember also that the death penalty was in force in the Papal State and prostitution was permitted… There are thousands of other examples of changed practices and statements of principles.”Can the truth be voted on? Can the Church become like a parliament? “To say that the truth cannot be voted on is a statement that is as indisputable as it is ambiguous. You do not vote on the truth. But we can vote on the different ways we have of recognising it, embracing it and transmitting it and above all, on the instruments with which we intend to live the truth. The procedures followed in a Synod or a Council are not the same as in a parliament. Parliaments must formulate and vote on laws. Before deciding on any laws, Councils and Synods must identify and express “the meaning of the faith” of the people of God today, the Church in other words.”What does this actually involve? “A parliament can allow itself to pass a law even if a majority is achieved through just one vote. In the context of ecclesial collegiality, however, the aim, rules aside, is always to achieve an overwhelming majority. During the last Council, Paul VI often pushed for ideas he personally did not share to be considered. He asked Council Fathers to take them into account regardless, because that meant gathering a greater consensus. Because the idea that finally emerges must always express the faith of the Church which everybody should relate to. The more robust the faith is, the more we can afford to discuss and argue, in the certainty that the grace of God will preserve our faith.”If this is so, then where does all the “catastrophism” fomented by the media stem from? “Certain key words regarding controversial issues may cause complex interest groups to form around these. Furthermore, basing one’s statements on deja vus or things that have been said in the past is becoming increasingly convenient. There are explanations that are more pertinent.”What are you referring to? “During the recent Synod discussions, someone criticised an “essentialist” line of thought. There is a tendency to interpret the faith and all aspects surrounding it as if it were a metaphysical system. Seen from this angle, all that urgently needs to be done it seems, is to establish the truth in clear and distinct terms, Descartes-style, in a sort of metaphysics of the faith, using this as a starting point for any reflection, following a robust and deductive logic. Only this would guarantee the truth and effectiveness of the system.”What is it that doesn’t work? “If you go down this route you can only go from one idea to the next, from abstraction to abstraction, from a universal principle to a universal norm. And this doesn’t tell me anything about real life. “Essentialists” aim to boil the path of faith down to a logical process. And the truth is captured inside “certain” formulas, outside of which you find yourself in the realm of contradiction. But as Pope Francis has said more than once, reality is superior to the idea and in its infinite elements of uniqueness, it cannot be reduced to an idea.”And how is this reduction reflected in the “magma” of real life? “Take the crucial issue of the Synod debate, in other words the passage from the affirmation of the principle of indissolubility of marriage and Church law which forbids remarried divorcees from receiving absolution and communion. This passage is neither immediate nor forced. Hence, just as the Church created the law, it can also modify it, without rejecting the principle that justified the law. Because in between the principle and the law, the facts come into play. These include for example, frequent cases of irreversible situations in which a faithful is considered to be in a state of sin because they divorced and remarried but they would be committing another sin if they abandoned their new family in order to rebuild their other family, the only so-called legitimate one. The law currently in place seems to offer an inadequate response to such a case. And this is just one of the many difficult cases that could be described here.”Which criteria and factors guarantee and safeguard the unity of the Church in the common faith? “The underlying criterion is that indicated in the last Council’s Dei Verbum Constitution: the Holy Scriptures read within the context of Church Tradition and Tradition based on the Holy Scriptures. This is the key and decisive criterion. Tradition has been through different phases – also in the case of the sacrament of marriage which is one of the themes of the Synod – precisely because it is not fixed in one written text. If you remember, it was only with the Council of Trent that the canonical form was established as necessary for the validity of marriage.”What are you referring to? “Cohabitation is not considered a valid marriage because it has no canonical form so it cannot be considered licit in the eyes of the Catholic Church. But how did Catholics marry before the Council of Trent established a canonical form for the celebration of marriage? A history of differences leads to a search and shows us the cultural changes and anthropological conditionings that characterise our times so that we can assess what these mean for the proclamation of the Christian message and the life of faith. This is what the Council did with regard to the issues it addressed.”Was there a real involvement of the whole of the Church body in the Synodal consultations which took place before the assembly? “The impression seems to be that not enough was done in Italy, particularly by the dioceses. If a serious effort had been made this would have come to light, as was the case with some isolated initiatives like the initiative taken by the Church of Bolzano. It’s a shame.”What can we expect from the October Synod? “I expect there to be a wide ranging discussion without prejudiced reservations and that a broad consensus can be reached. With some compromises, of course, but without leaving things as they are now. Pastoral attitudes toward couples considered “irregular” by Church discipline had already changed under the previous pontificate. The current pontificate and the Synod just passed followed along the same path. I hope there will be an authoritative indication and possibly a formulation of canonical rules that will make it possible to mend the damaged fabric of relations with many faithful who are unable to rebuild their old families without committing a serious injustice against their new family, despite their desire to participate fully in Church life.”

The Obama administration has been describing a weaker and colder relationship between the United States and the Jewish state in light of Benjamin Netanyahu’s victory in Israel’s March 17 elections, with some saying the US could support a United Nations resolution setting down principles for Palestinian statehood.Netanyahu’s campaign rhetoric — his statements in the days leading up to the election against a two-state solution and his election day comments on Arab voters — particularly angered the administration, prompting officials to say they would examine its future steps.On Netanyahu’s personal Facebook account on Tuesday, the prime minister warned Jewish citizens in a video, “Arab voters are coming in droves to the ballot boxes. Left-wing NGOs are bringing them in buses.”Those election day comments drew ire at home and abroad, and White House spokesman Josh Earnest called the statements “deeply concerning” on Wednesday.“It is divisive and I can tell you that these are views the administration intends to communicate directly to the Israelis.” Earnest said. “It undermines the values and democratic ideals that have been important to our democracy and an important part of what binds the United States and Israel together.”But more troubling to the White House were Netanyahu’s statements on a two-state solution, which the United States has been pursuing for decades in its effort to solve the Israeli-Palestinian conflict.In an interview with the NRG news website on March 16, when asked, “If you are prime minister there will be no Palestinian state?” Netanyahu replied, “Indeed.”“I think anyone who is going to establish a Palestinian state and to evacuate territory is giving radical Islam a staging ground against the State of Israel,” Netanyahu said.

Discourse between the two countries, for instance, would no longer be held between the heads of state directly. WASHINGTON — The Obama administration woke up Wednesday morning to a sobering new reality on the ground in Jerusalem – instead of a weakened or rejected Prime Minister Benjamin Netanyahu, Washington will now face the return of “King Bibi.” The White House has to come to terms with a Netanyahu who, defying the predictions, has been shored up by a strong mandate for his rightward-turning campaign.In the final days before the election, the Obama administration was on good behavior – both the State Department and the White House barely responded to campaign statements by Netanyahu that walked back his previous comments in support of a two-state agreement. They also abided not-very-veiled accusations of US meddling in an effort to undermine Netanyahu’s candidacy. But on Wednesday, the gloves came off.In a set of coordinated messages, the White House and State Department launched their first barrage, mostly focusing on Netanyahu’s comments apparently repudiating his 2009 statements in support of a two-state solution.The coming weeks will be critical for the short-term future of the relationship, at least until 2017. It seems that the Obama administration is waiting to see if Netanyahu’s campaign rhetoric will be backed up by a rightist coalition – but in the meantime has few reservations about giving an already teetering relationship a rope with which to hang itself.The morning after the elections found US-Israel relations more shaky than ever before. The State Department made a few things clear. US Secretary of State John Kerry’s call to congratulate Netanyahu was perfunctory and chilly. The two did not talk policy at all, said spokeswoman Jen Psaki.In fact, the message that Washington is conveying is that everything other than the most routine cooperation – security, intelligence, and military – is open to question.The administration broadcast loud and clear that it views a departure from two-state solution orthodoxy as a breach of a longstanding international consensus about the ultimate solution to the Israeli-Palestinian conflict. If post-elections Netanyahu puts his policy where his mouth is and continues to deny a path toward Palestinian statehood, Washington is signaling that things will get ugly. Uglier, that is.Administration officials have already emphasized that the US will be reevaluating its approach based on Netanyahu’s comments; they have laid down a definitive framework going forward, instead alluding to two likely scenarios.Carefully planted rumors have been circulating around Washington for weeks that the White House and Foggy Bottom are considering presenting a new peace plan, one that bypasses direct negotiations between Israel and the Palestinian Authority and attempts to impose a reality on the ground. The US – if it wants to play rough – certainly has the leverage to try and strong-arm Israel into an agreement, using critical defense allocations as carrot or stick.During last summer’s war in Gaza and immediately afterward, Israel got a taste of what it would feel like if military equipment transfers were slowed – not even halted – and the threat of a slackening of military aid is a palpable one.The pre-elections appointment of Robert Malley as the White House coordinator for the Middle East, North Africa, and the Gulf region puts the right person in the right position to play bad cop. Malley has been the focus of criticism in the past, removed from Obama’s 2008 campaign team because of contacts with Hamas and seen as a Washington insider who is comfortable taking a critical approach to Israel’s policies.The second option – this is the one the administration has been publicly hinting at in the aftermath of the elections – is a reduction of US support for Israel in the United Nations and its affiliated institutions.Psaki said that the US was still “not going to get ahead of any decisions about what the United States would do with regard to potential action at the UN Security Council,” a marked departure from earlier American commitments to veto any attempt at a unilateral declaration of Palestinian independence.Asked repeatedly about whether the US would maintain its veto policy, Psaki said simply that “the prime minister’s recent statements call into question his commitment to a two-state solution…but that doesn’t mean that we’ve made a decision about changing our position with respect to the UN.” The statement in itself – a refusal to commit to a veto – is itself a changed position.Later Wednesday, The New York Times quoted several administration officials as saying that the US could endorse a United Nations Security Council resolution setting down terms for the formation of a Palestinian state based on the 1967 lines, with mutually agreed land swaps.Netanyahu’s comments were enough in Washington to strengthen the voices of critics who suggest that he has been negotiating in bad faith the whole time. What is not yet clear is if Netanyahu simply does nothing – does not, say, initiate a building project in East Jerusalem but also doesn’t express any real interest in returning to talks with the Palestinians – how long the administration will continue to wait.The ball is in Netanyahu’s court. After years of diplomatic frostiness and walking on the edge of open hostility with Obama, crunch time is now. But with coalition talks underway and a deal with Iran on the horizon, it remains to be seen whether the prime minister has the space, capacity or desire to step back from the edge.

Now that these hopes were crushed by Prime Minister Benjamin Netanyahu’s resounding victory Tuesday, some fear that Europe and the United States will increase pressure on Israel over the stalled peace process with the Palestinians.There’s certainly cause for concern. The European Union has long threatened to punish Israel for what it perceives as foot-dragging, as well as over ongoing settlement construction, which is considered an obstacle to peace. Neither is US President Barack Obama much of a fan of Netanyahu, especially since the latter’s Congress speech earlier this month, in which he ferociously attacked the administration’s policy on Iran.How the international community will react to Israel’s 33rd government will, of course, depend to a large degree on its makeup and the policies it pursues.If Netanyahu opts for a narrow right-wing coalition including his Likud party, Jewish Home, Yisrael Beytenu, Kulanu and the ultra-Orthodox lists — as most observers predict — world leaders will look toward Jerusalem with concern and skepticism. As soon as they start sensing that the new Netanyahu government acts as intransigently as the last one, or even more so, they will likely turn up the heat on Jerusalem.Netanyahu’s assertion that no Palestinian state would come into being on his watch, in an interview on Monday, has already raised consternation in Washington.And yet, the sky won’t fall. Brussels adopted a carrots-and-sticks approach to the peace process: If a final-status agreement is signed, both Israelis and Palestinians stand to gain special membership status at the Union. If the two sides do not make progress, however, some sort of sanctions will soon be on their way, EU officials have indicated time and again.“There is negative momentum in the EU and this is going to continue, but most probably not at an increased pace,” a diplomatic official in Jerusalem said Wednesday. “Rather, it will increase at more or less the same pace. It’s going to get worse, but it’s not going to happen at an increased rate because of the election result.”Also on Wednesday, the EU’s foreign policy czar, Federica Mogherini, said she was committed to working with the incoming Israeli government on the resumption of the peace process. “More than ever, bold leadership is required from all to reach a comprehensive, stable and viable settlement.”In private conversations, European officials are less politically correct, admitting their apprehension at the prospect of trying to advance a two-state solution as long as Netanyahu is in power, especially if he assembles a coalition of partners to whom territorial concessions are anathema.Even Jerusalem’s closest friends in the EU — Germany, the Czech Republic and the Netherlands — would be hard pressed to defend Israel against efforts from others in the Union to turn the heat up on another Netanyahu government, they say. Governments usually supportive of Israel will be “empty-handed” in seeking to deflect such pressure if a right-wing government comes into power and prevents any progress on the peace talks, a senior European official told The Times of Israel recently.But even if Brussels will try the stick in an effort to prod Israel forward on the Palestinian front, it won’t take out a sledgehammer. Indeed, the EU might not be willing or able to apply real pressure on Israel, according to a senior European diplomat serving in Israel.“Right now, Europe’s governments are bothered by the situation in Ukraine, so it is doubtful that they will take the time to create another active front, this one against Israel,” the official told the Al-Monitor website.“While it will be difficult to sell [Jewish Home party leader Naftali] Bennett or [Yisrael Beytenu leader Avigdor] Liberman as Israel’s defense minister, it is hard to imagine that the various governments in Europe’s capitals will be in any hurry to apply real pressure on Israel.”Indeed, senior officials in Brussels cynically mocked the prospect of the EU actually trying to punish Israel for lack of progress on the peace process, according to the report.The director of the Center for European Studies at the Interdisciplinary Center in Herzliyah, Dr. Esther Lopatin, concurred, arguing that the fear that mighty Europe is about to exert heavy pressure on Israel has been exaggerated. Rather than alienate Israel, the EU is keen to increase academic, scientific and economic cooperation, she said. “There’s an acknowledgement in Europe that there a lot of smart people here who could help Europe.”More importantly, she continued, political and societal trends within Europe will lead Brussels to take an increasingly benign attitude toward Jerusalem. The European Parliament, for instance, is increasingly dominated by center-right parties sympathetic toward Israel.A case in point: Left-wing parties last year tried to pass a motion calling for the unilateral recognition of a Palestinian state. The center-right lists, however, succeeded in watering down the text of the resolution, adding the provision that such a recognition “should go hand in hand with the development of peace talks, which should be advanced.”“That was a victory” for Israel, Lopatin said, in that it basically reflects the government’s own position: that a Palestinian state can only come about as the result of negotiations.Furthermore, the arrival on the scene of the Islamic State causes many Europeans to identify with Israel’s plight. Indeed, she argued, threats of homegrown Islamist fundamentalism slowly breed understanding for Jerusalem’s positions on the peace process.“In the past, there was a consensus in Europe, which was to be very critical of Israel and attack it all the time. I see now for the first time the beginning of friction in this camp,” she said.To be sure, senior policymakers in Brussels told her repeatedly that they will “no longer tolerate” Israeli obduracy on the Palestinian front, Lopatin said. “But rhetoric is one thing, and action is something else.” Yes, the EU will continue to try to pressure Jerusalem on the peace process, but mainly by making statements and not by implementing punitive measures, she predicted. “Here and there we’re going to see things. But it’s not going to be very significant.”Wanted: a new ambassador to Washington.What about the incoming Netanyahu government’s relations with the US? Despite assurances from Washington that it’ll work with whoever Israelis elect, ties between the president and the old-new prime minister are liable to remain frosty. Indeed, some observers predict Obama will seek to take revenge on Netanyahu for his defiant speech to Congress, perhaps by trying to impose a peace deal.However, if Netanyahu indeed builds a right-religious coalition, another US-sponsored push at final-status negotiations with the Palestinians seems unlikely, as Washington knows such an effort would be doomed to failure.And yet, Obama may find other ways to get back at Netanyahu. He might, for instance, decide not to veto, or even back, a United Nations Security Council resolution that would enshrine certain principles in international law, such as the need for a two-state solution based on the 1967 lines with mutually agreed land swaps. On Wednesday, in initial comments on Netanyahu’s strong election showing, the State Department did not rule out that option.Israeli officials play down the tension between Jerusalem and Washington, but admit that the aforementioned scenario is not impossible.“Relations with the US are fantastic,” an Israeli diplomat said. “Relations between the two heads of government are not brilliant, as everyone knows, but they will live with each other. We will see some prodding here and there, but at the end of day Israel and America are on the same side.” The diplomat admitted that Jerusalem does not rule out a scenario in which the administration would refuse to prevent the passing of a pro-Palestinian Security Council resolution. “We worry by definition. That’s part of our success,” he said.Netanyahu should proactively try to prevent the current friction from developing into a long-term crisis, recommended Eytan Gilboa, an expert on American-Israeli relations at the BESA Center for Strategic Studies.For one, the prime minister should appoint a foreign minister capable of building a new working relationship with Secretary of State John Kerry. Netanyahu should also urgently replace the current ambassador to Washington.“Ron Dermer completely burned himself,” Gilboa said, referring to the Netanyahu confidant’s central role in planning his Congress speech. “Someone who will encounter closed doors at the White House and State Department cannot be effective.”The prime minister should also invite himself to the White House, Gilboa urged. Obama might not be keen on welcoming him, “but there’s no other way,” he said. “Neither the US nor Israel can wait until the end of Obama’s term, which is on January 20, 2017. Both leaders have to move on — it would be foolish to simply disconnect for the next two years.”Either way, Gilboa warned, there is a real chance that the administration might not veto a Security Council resolution on Palestine, as a means to pressure Netanyahu and perhaps also to show him that he cannot challenge the White House and expect business as usual.
