U.N. begins inquiry into attacks and weapons in Gaza-Reuters-By Nidal al-Mughrabi-DEC 3,14-YAHOONEWS
GAZA (Reuters) - The United Nations has begun investigating Israeli attacks that hit U.N. facilities during last summer's Gaza war and how Palestinian militants came to store weapons at several U.N. schools, officials said on Wednesday.A team of UN investigators arrived in Gaza on Tuesday to conduct the inquiry, three months after the war ended. They had already met with Israeli representatives in Jerusalem. The investigation is expected to last three weeks."They are visiting the affected sites, they are conducting meetings and interviews with people who were involved," Robert Turner, the director of operations for the UN Relief and Works Agency in Gaza told reporters. "It is specifically to look at violations of neutrality of UN installations."During the July-August conflict, Israeli artillery and tank shells hit at least six UN-run facilities, killing around 30 Palestinian civilians who were sheltering there, according to Palestinian officials. Israel said it believed militants were using the facilities as cover to fire rockets into Israel. At the same time, several UN schools, all of them closed during the war, were found to have been used by Hamas militants to store rockets, prompting heavy criticism from Israel. Both Israel and Hamas, the Islamist group that dominates Gaza, have said they will cooperate fully with the inquiry, which was established by Secretary-General Ban Ki-moon.However, Israel has said it will not cooperate with a separate inquiry being carried out by the UN's Human Rights Council, which is looking into possible war crimes, saying that it believes the council is biased against Israel.Paul Hirschson, a spokesman for the Israeli foreign ministry, said Ban's inquiry was "an authentic investigation with potential for us to improve our performance in the course of conflict and learn from our mistakes".Hamas spokesman Sami Abu Zuhri said while the group was happy to cooperate with both investigations, Israel should be compelled to submit to the Human Rights Council's inquiry."Israel's selective process to deal with a committee and boycott another is unacceptable and it damages the reputation of the United Nations before anything else," he said.(Reporting by Nidal Almughrabi; Editing by Larry King)
Two Injured in Mishor Adumim Stabbing Attack-Terrorist begins attacking civilians outside Rami-Levy; terrorist apprehended by security guard.By Yishai Karov and Tova Dvorin-First Publish: 12/3/2014, 4:37 PM / Last Update: 12/3/2014, 5:37 PM-ISRAELNATIONALNEWS
Two people were injured in a stabbing attack Wednesday afternoon, after a terrorist began attacking civilians at a Rami-Levy superstore in Mishor Adumim, near Ma'ale Adumim in the Jerusalem area.Magen David Adom (MDA) forces arrived at the scene shortly after the attack began at around 4:20 p.m., and gave emergency first-aid treatment to the injured. Both are men in their mid-50s and suffering from shoulder and head wounds; according to MDA spokesman Zaki Heller, at least one of the injured was an actual MDA paramedic. The terrorist was apprehended and has sustained light injuries after being shot by a security guard at the scene. Two additional suspects have now been arrested as well, Walla! News reports about one hour after the attack, and eyewitnesses say that the Israel Security Agency (ISA) is interrogating them at the scene. It remains unclear whether they were involved."Near the cash registers there were two people, injured, about 50 years old, fully conscious with stab wounds in the upper body," Fadi Badarne, an MDA medic, stated to the press. "They told us that as they were shopping, they were jumped upon suddenly by a terrorist, who stabbed them.""We gave them first aid at the scene and evacuated them to Hadassah Ein Kerem Medical Center in Jerusalem while fully conscious, with moderate injuries," Badarne continued. "The terrorist was shot in the limbs and treated there as well; he's in mild to moderate condition."Hadassah Medical Center representatives added just before 5:30 pm that two additional people had been admitted to Hadassah Hospital at Mount Scopus and are being treated for acute anxiety.Meanwhile, photos and some video of the attack - and its aftermath - have begun surfacing on social media. Initial reports indicated that the attack was a shooting, but MDA medics and Channel 2 reported shortly after reports first aired that the attack was, in fact, a stabbing - and that the terrorist was not shot and killed, but merely injured.
Knesset Votes 84:0 to Dissolve Itself; Election Date: March 17-Knesset convenes to dissolve itself after party heads set date for snap elections in 105 days, after Netanyahu disbands the government.-By Hezki Ezra, Ari Yashar-First Publish: 12/3/2014, 11:03 AM / Last Update: 12/3/2014, 11:23 AM-ISRAELNATIONALNEWS
The Knesset convened Wednesday morning for a stormy debate in which it voted on its own dissolution. A bill submitted by MK Zehava Galon (Meretz) passed by a vote of 84:0 with one abstention. The heads of all Knesset parties met earlier Wednesday morning at Knesset Speaker MK Yuli Edelstein's (Likud) office to set a date for upcoming snap elections. The elections will be held next March 17, which falls on a Tuesday.Setting the date for elections comes after Prime Minister Binyamin Netanyahu dismissed ministers Tzipi Livni and Yair Lapid the night before, accusing them of holding a "putsch" against him and preventing him from leading."All of the parties showed responsibility, there were no attempts to drag us into an extra half-year of lawlessness," said Edelstein. "I call on all citizens of Israel to show good citizenship and go to the ballots to vote."The heads of the Arab Knesset parties raised in the meeting that the recent increase of the threshold needed to make it into the Knesset to 3.5% poses difficulties to them with quick unexpected elections. Edelstein promised to look into the matter. The Knesset is set to vote on opposition bills to disband the government later on Wednesday, and given that the bill is expected to pass it will be then passed on to the Knesset Committee.MK Ayelet Shaked (Jewish Home) said ahead of the meeting "we didn't want these votes, they were forced on us and we ask for the elections to be as soon as possible. During elections the country is paralyzed. The people don't pay us to appear in panels, rather (they pay us) to work."Despite her statements that Jewish Home didn't want the elections, which echoed comments by Jewish Home MK Uri Orbach Tuesday night, some suggest that Jewish Home chairman Naftali Bennett may in fact have engineered the elections in backroom politicking to try and strengthen his own position.Primaries will be held in Likud and Jewish Home in early January, with votes on the head of the Likud on January 6 and similar votes for leadership of Jewish Home the day before.Hareidi MK Menachem Eliezer Moses (United Torah Judaism) spoke about the recent polls that indicate Netanyahu will need the hareidi parties in order to form a new coalition, saying "according to the polls we see that without the hareidim it's impossible to move, no?"Netanyahu accused Lapid the night before of trying to form an alternate coalition to replace him with the hareidim, even as Lapid denied siding with the hareidim in pubic statements. Netanyahu likewise denied reports he had sought out a coalition with the hareidim.
Likud Hopes to Form Large Right-Wing Union-Deputy Minister Akunis says his party and Jewish Home learned lessons of infighting in the last elections, slams Lapid-Livni 'putsch.'By Shimon Cohen, Ari Yashar-First Publish: 12/3/2014, 11:59 AM-ISRAELNATIONALNEWS
Deputy Minister in the Prime Minister's Office MK Ofir Akunis (Likud) spoke to Arutz Sheva on Wednesday, making sense of Prime Minister Binyamin Netanyahu's decision the night before to disband the government, and explaining his party's goals in the upcoming elections.Likud's focus now is not to replace the dismissed Yesh Atid and Hatnua ministers, said Akunis, but rather "the most important now is to win in the general election campaign that was forced upon us by two partners who did one of the dirtiest tricks ever done in Israeli politics - replacing the prime minister during their tenure."Akunis's comments refer to Yesh Atid chairperson Yair Lapid and Hatnua chairperson Tzipi Livni, who Netanyahu dismissed Tuesday night accusing them of staging a "putsch" by attacking the government from within the coalition.According to the deputy minister, the upcoming elections set for next March 17 will be a struggle by Likud and other right-wing parties to form as wide a government as possible. When asked about the "putsch" attempt which Livni and Lapid have denied, Akunis said the two had indeed acted to try and overthrown Netanyahu. Referencing comments by hareidi MKs indicating Lapid's attempt to form an alternate coalition with them, he noted "they are telling us that in private conversations and in the media. They tell us that there were requests particularly from Yesh Atid, and that's the most shocking because they base their mandates on hatred of the hareidim.""They proposed a replacement of the government," said Akunis. "There's no escape from advancing the elections. They strove all the time, from the first days of the government, against the national line of the prime minister, a line in support of building in Judea, Samaria and Jerusalem."The statement may strike some as odd given Netanyahu's covert months-long freeze on Jewish construction in those very areas, which has not come in exchange for any benefit to Israel, and coincides with a severe housing crisis.According to Akunis, Likud does not intend to run a negative campaign against Jewish Home as it did in the last elections, a campaign which was seen as harming the Likud as well. Jewish Home chairman Naftali Bennett at the time accused Likud of "firing inside the APC.""Every reasonable person needs to reach conclusions. I hope that they will also learn on the other side. The firing in the APC was mutual. It was a mistake of the two parties. There is a match between the directions of the two parties," said Akunis.Referring to Yisrael Beytenu chairperson Avigdor Liberman and former Likud Minister Moshe Kahlon who has formed his own new party, Akunis said "I hope and expect that Kahlon and Liberman will announce their support for establishing a government headed by Netanyahu.""Kahlon owes that to the public and particularly to the right which gave him high places in the Likud list," said the deputy minister.Akunis said he would "continue to stand on my positions against a Palestinian state and releasing terrorists, and for a building push in Judea and Samaria. No freezes and no withdrawals and no (concession) plans. If the Likud will be strong and can found a right-wing government with rightist parties next to it, that will block all initiatives, European, American or otherwise."
Tzipi Hotovely Urges Kahlon to Join 'United Right-Wing Bloc'-Deputy Minister calls on former Likud minister to bring his party into an alliance, along with the Jewish Home party.By Hezki Ezra-First Publish: 12/3/2014, 4:21 PM-ISRAELNATIONALNEWS
Deputy Transportation Minister and prominent Likud MK Tzipi Hotovely is working towards forming a united right-wing bloc to run in general elections early next year, including Likud, Jewish Home and Moshe Kahlon's new party. Polls show such a bloc would do well, and impact considerably on the character of the next prime minister. On Wednesday, Hotovely called on Kahlon to "join a major right-wing bloc whose values are your values.""Despite Kahlon's departure from the Likud he would be a fitting partner for the next government, and together with him and with the Jewish Home the Likud will lead the state after the elections as well," Hotovely said, claiming that a "wide right-wing bloc" would be truly representative of the Israeli voting public.Polls conducted by both Channels Two and Ten show a new party led by Kahlon gaining anything from 10 to 12 seats in the Knesset. The attempt by senior Likud officials to woo their former colleague - as well as rumors of a pact with the Jewish Home party - come amid a marked cooling of relations between Netanyahu and his once-close ally Avigdor Liberman, who heads the secular right-wing Yisrael Beytenu. In particular, many Likud officials are said to be concerned over Liberman's recently-leaked "peace plan", which would see large portions of Israeli territory handed over to the Palestinian Authority. Liberman accompanied the announcement of his party's platform for territorial concessions by claiming "there is no escaping" the abandonment of the ideal of maintaining the entire land of Israel - much to the bemusement of former nationalist allies.
Crisis Averted? Jewish Home Unity Talks 'Positive'-Talks between Bennett, Ariel over finalizing merger between their two factions went well, as Ben-Dahan considers bolting National Union.By Hezki Ezra and Ari Soffer-First Publish: 12/3/2014, 5:07 PM-ISRAELNATIONALNEWS
Dispelling concerns over a potential split within the party, Jewish Home officials say a meeting Wednesday between party head Naftali Bennett and number two Uri Ariel were held in a "positive atmosphere," as the two sought to smooth over issues to unite the party ahead of elections next year.Ariel's National Union faction joined with Bennett's Jewish Home prior to the last general elections in 2012, but bickering between MKs has prevented a formal merger. A point of particular contention is Ariel's insistence on the number of seats being reserved for National Union MKs in the united list, while Bennett maintains that - apart from Ariel and potentially one other MK - following a merger all potential candidates will have to compete in party primaries.Jewish Home officials say that after the "positive" meeting, the two have scheduled further talks in the coming days.Following his discussions with Ariel, Bennett met with the leaders of the Jewish Home's youth faction, and updated them on the latest developments. The talks follow a public spat between MKs from the two factions.Earlier Wednesday, Senior Citizens MK Uri Orbach (Jewish Home) took a dig on Galei Yisrael (Israel Radio) at Tekuma - the dominant faction within the National Union - over the reported offer to give them reserved spots on a joint list."There's a limit to how much can be given up on. Let them deign to come down from their holy heights and run (in January primaries) like mortals," Orbach said mockingly.MK Orit Struk of the Tekuma faction struck back, saying "in these words there's a lot of exaggeration, misplaced insult and misplaced arrogance."Meanwhile, party sources told Arutz Sheva that prominent National Union MK and current Deputy Religious Affairs Minister Rabbi Eli Ben-Dahan is preparing to leave his party and officially join the Jewish Home, in order to run in the party primaries.Such a development appear to indicate the extent to which most MKs from both factions - which are ideologically identical - want to avoid a split, which would severely weaken the showing for the religious-Zionist bloc.

France Working on Alternate Resolution on Israel-PA Talks-PA's UN envoy says a draft resolution to revive peace talks will be presented to the UN Security Council by the middle of the month.By Ben Ariel-First Publish: 12/2/2014, 6:13 AM-ISRAELNATIONALNEWS
A draft resolution to revive talks on a final Israeli-Palestinian settlement is expected be presented to the UN Security Council by the middle of the month, the Palestinian Authority’s envoy to the United Nations said Monday, according to AFP.The representative, Riyad Mansour, said the text being shepherded by France is expected to lay out a timeframe for negotiations on a final peace deal and possibly a second deadline for Palestinian statehood."The French are moving more and more, trying to bring all the European colleagues together, and I think that eventually they will succeed," Mansour told AFP.The French-led European initiative is expected to be discussed in Brussels on Tuesday when U.S. Secretary of State John Kerry holds talks with European ministers during a NATO meeting. The position of the United States, which has repeatedly vetoed UN resolutions seen as pressuring Israel, will be crucial in deciding if the latest push at the United Nations stands a chance, noted AFP.The PA, which is being backed by the Arab League, has been pushing for a draft resolution that calls for ending the “Israeli occupation” by November 2016.The text however ran into opposition from the United States and other members of the council, opening the way for the Europeans to try to present an alternative draft.Mansour said he expected a new draft to be submitted to the Council "soon, possibly in the middle of the month," with a vote to quickly follow.Any unilateral moves by the PA seeking recognition of a Palestinian state are in violation of the Oslo Accords. In addition to threatening Israel with UN moves, PA Chairman Mahmoud Abbas also recently threatened to cut ties with Israel if his unilateral move at the UN fails. He also reaffirmed on Saturday that the PA “will never recognize the Jewishness of the state of Israel” and said that the security coordination between Israel and the PA would be suspended unless peace negotiations resume.
Jordan Pushing for UN Resolution on Israel-PA Peace Talks-Jordan says it will be presenting a UN resolution on Israel-PA talks in the coming weeks.By Ben Ariel-First Publish: 12/3/2014, 1:13 AM-ISRAELNATIONALNEWS
Jordan on Tuesday launched a bid to win backing for a UN resolution on a final Israeli-Palestinian settlement that could be presented to the Security Council in the coming weeks, AFP reports.Jordan's Ambassador to the UN, Dina Kawar, said she would be meeting with representatives from Arab countries and council members to gauge whether there is support for a "unified text" on advancing Israeli-Palestinian Authority (PA) peace. If a consensus can be reached, a draft resolution could be presented to the council later this month or in January, she said."We are going to try to make it before Christmas, if not it will be in January," Kawar told reporters."We really want to get everybody on board. That's our intention."The PA, which is being backed by the Arab League, has been pushing for a draft resolution that calls for ending the “Israeli occupation” by November 2016.The text ran into opposition from the United States and other members of the council, opening the way for the Europeans led by France to begin talks on a separate draft that would set a timeframe for ending negotiations."We will be sitting together and seeing how the possibilities of working with everybody to get as close as possible to a unified text," said Kawar. The PA’s envoy to the UN, Riyad Mansour, told AFP on Monday that he expected the new resolution to be presented by the middle of the month, with a vote to quickly follow."The French are moving more and more, trying to bring all the European colleagues together, and I think that eventually they will succeed," he said.French Foreign Minister Laurent Fabius told parliament last week that a final settlement should be reached within two years. It remains unclear whether the United States, which has vetoed UN resolutions seen as critical of Israel, would support a text to re-start the peace process.Jordan's push at the United Nations came as France's National Assembly voted in favor of recognizing Palestine in a non-binding measure similar to those adopted in Britain, Spain and Ireland.Denmark is also planning to hold a vote while Sweden has taken the additional step of offering recognition of Palestine.

U.N. begins inquiry into attacks and weapons in Gaza-Reuters-By Nidal al-Mughrabi-DEC 3,14-YAHOONEWS
