BEIJING (AP) — The leaders of China and Russia signed agreements Sunday to boost energy cooperation, including an understanding to develop a second major route to supply the Chinese side with Russian gas following an initial $400 billion deal in May.The cooperation with China gives Russia a boost at a time when Washington and the European Union have imposed sanctions against Moscow and grown increasingly wary of the Kremlin because of the crisis in Ukraine.Presidents Xi Jinping of China and Vladimir Putin of Russia presided over the signing of the accords, which also included financing agreements, after meeting in Beijing ahead of this week's Asia-Pacific Economic Cooperation summit."Regarding cooperation in the international sphere, the most important thing is cooperation between China and Russia to keep the world within the framework of international law, to make it more stable, more predictable," Putin said. BEIJING (Reuters) - U.S. President Barack Obama said on Monday a successful China was in the interests of the United States and the world but Beijing had to be a partner in underwriting international order, and not undermine it.Referring to growing concerns among U.S. and other companies about the Chinese business environment after arriving in Beijing, Obama also urged China to reject the use of cyber theft for commercial gain and create a more level playing field where policy is not used for the benefit of some firms over others.Obama's trip to China for an Asia-Pacific summit comes at a time of growing China-U.S. friction, with Washington trying to expand American interests in Asia while Chinese President Xi Jinping demonstrates more willingness than his predecessors to demonstrate Beijing's clout on regional issues.The two countries have disagreed in recent months on a range of topics, including trade, maritime issues and cyber security, while the United States has lobbied against the creation of a multilateral infrastructure investment bank sponsored by China."Our message is that we want to see China successful," Obama told a news conference. BRUSSELS - The European Commission will unveil plans to harmonise the bloc's capital markets in 2015 and reduce the reliance of Europe's businesses on bank lending, the bloc's new financial services chief has revealed.Speaking at a conference of financial sector leaders and EU officials on Thursday (6 November), Jonathan Hill said that he would present an "action plan" by summer 2015 which would serve as a "roadmap to developing an ambitious capital markets union."The EU executive would also launch a public consultation involving the financial sector, politicians and NGOs, said Hill. "We still do not have a fully functioning single market for capital," he added.As the EU's new financial services commissioner, Hill has been tasked with developing a so-called capital markets union, one of Jean-Claude Juncker's main pledges during his successful campaign for the European Commission presidency.But although the program's name clearly echoes that of the bloc's banking union, politicians have been less able to pin down what it will mean in practice.Lawmakers are anxious to explore ways to make firms less reliant on banks, which currently provide 80 percent of business finance, and follow the example set in the US where companies get five times as much funding from capital markets as their EU counterparts. Pope Francis encouraged a free exchange of ideas at the assembly, or synod, in contrast to previous years, when such events were tightly scripted.At a meeting Monday in Baltimore, Archbishop Joseph Kurtz, president of the U.S. Conference of Catholic Bishops, signaled there was no conflict between a gentler approach and upholding church orthodoxy. rome-In a series of top level changes in the Roman Curia, Pope Francis has appointed the English-born Archbishop Paul Richard Gallagher as Secretary for Relations with States – the third highest position in the Vatican.He succeeds the Moroccan-born Archbishop Dominque Mamberti who has held this post since 15 September 2006, whom the Pope has promoted to be Prefect of the Supreme Tribunal of the Apostolic Segnatura ( a position equivalent to that of a Chief Justice).Mamberti, a civil and canon lawyer, succeeds the American Cardinal Raymond Leo Burke, who has served in that role since 27 June 2008 but was not confirmed in the post after completing the statutory five year term of office. Cardinal Burke has been re-assigned to be Patron of the Sovereign Order of the Knights of Malta.Archbishop Gallagher is the first Englishman ever to hold such a position, and comes to this important role – the equivalent to that of a Foreign Minister - with thirty years of distinguished experience in the diplomatic service of the Holy See, in a wide variety of situations on all continents.The sixty-year old friendly, astute and courageous Gallagher, whose motto is “Walk humbly with God”, has served in the Holy See’s missions in Tanzania, Uruguay, the Philippines, as Observer at the European Parliament in Strasbourg, and then as nuncio to Burundi, Guatemala and Australia, where he was at the time of his new appointment.He knows the Secretariat of State well having worked in its Second Section, which manages relations with states, from 1995 to 2000. The “Synod effect” that resonates through his words, is the awareness that the Christian message begins with accompaniment and closeness, not with the presentation of a set of rules and doctrines on the basis of which people are to judge the lives of others.“We can restore hope in marriage by calling forth such witnesses to help one another, and to help us accompany and encourage families with practical, on-the-ground support. We can work to better convey St. John Paul II's remarkable vision of marriage and family life as developed in his theology of the body,” the Archbishop explained.“And because, as St. John Paul II put it, "the Church is a home and a family for everyone, especially those who 'labor and are heavy laden,” we must especially seek out those who suffer under the weight of the difficulties faced by families today, remembering to see the person first, walking with them and pointing the way toward God.”“We all strive to be faithful pastors, so we know what this looks like. Both the bishop and the journalist have siblings with Down’s Syndrome. Kurtz asked Rodari: "Is Giovanni hard to understand?" Paolo nodded. "But do you understand him?" I asked. Paolo smiled and nodded again. Paolo has learned to understand Giovanni, because they're family,” the Archbishop said.A new approach therefore emerged today. An approach which does not question faith-related truths but instead focuses on encounter, listening and accompanying before judging or feeding people sets of rules. Burke himself confirmed his nomination in an interview given during the recent Synod.The new Vatican “foreign affairs minister” who succeeds Mamberti is Paul Richard Gallagher, Titular Archbishop of Hodelm (an old Scottish diocese that was closed down), was born in Liverpool on 23 January 1954 and is currently Apostolic Nuncio to Australia. Gallagher was appointed Nuncio in Burundi and consecrated as a Bishop in 2004. From 2009 to the end of 2012 – before he took over his post in Australia – he was Papal Representative in Guatemala.Gallagher was born in the same neighbourhood where the Beatles kick-started their career. He was a priest in the Diocese of Liverpool in 1977, began by serving as an assistant to the parish priest in the Holy Name Church and was chaplain at Fazakerley hospital. He graduated with a degree in Canon Law and entered the Holy See’s diplomatic service in 1984. Before being appointed Apostolic Nuncio he served the Vatican diplomatic missions in Tanzania, Uruguay, the Philippines and soon the Council of Europe.As a Nuncio in Burundi, Gallagher succeeded Irish Archbishop Michal Aidan Courtney, a great peace campaigner during the civil war, who was murdered on 29 December 2003. He also survived a bomb explosion in his residence. Nominated by Benedict XVI, to serve first in Guatemala and then in Australia, he presented his letters of credence in Canberra on 30 April 2013.The Vatican’s new “foreign affairs minister” has a diplomatic experience spanning five continents: most recently in Oceania, previously in Latin America and Africa and before this in Asia and Europe. Another 10 percent said they wanted Catalonia to be a state but remain part of Spain, while 4.5 percent voted No to both questions.But the vote was non-binding after Spain's constitutional court forbade Catalonia to hold a formal referendum.Sunday's vote was also illicit after the court calls for its suspension pending an analysis on whether it breached the Spanish constitution.Meanwhile, many Catalans who are against independence stayed at home, and there was no coherent No campaign.With a turnout of 2 million people, the vote shows a substantial portion of the Catalans had the will to express themselves on the future of their region.Because the vote was informal, it is difficult to determine what the official voter turnout percentage will be. Russian military trying to intimidate Nato, report says-Today @ 09:27-NOV 10,14-EUOBSERVER-By Andrew Rettman

BRUSSELS - Russia has, in parallel with its war on Ukraine, instigated almost 40 “highly disturbing” anti-Nato incidents, a new British report says.The survey - Dangerous Brinkmanship, by the London-based think-tank ELN, out on Monday (10 November) - notes that what happened to flight MH17 over Ukraine in July almost happened over Sweden three months earlier.It says that on 3 March an SAS 737 passenger jet, carrying 132 people from Copenhagen to Rome, had a near miss close to Malmo, Sweden, with a Russian reconaissance plane which had failed to transmit its position.It adds that “major loss of life” was avoided only due to “good visibility and the alertness of the passenger pilots”.It lists 11 other “serious incidents” which risked “escalation”.On 12 April, a Russian fighter jet made 12 “agressive” passes over a US warship in the Black Sea, while the next day a Russian jet undertook “threatening manoeuvres” next to a US reconaissance plane over the Sea of Okhotsk.In June, armed Russian bombers simulated an attack on the Danish island of Bornholm. On 16 July, an armed Russian jet flew within 10 metres of a Swedish surveillance plane in international airspace in the Baltic region. Two days later, Russian jets also “chased” a US reconaissance plane into Swedish airspace.In early September, Russian strategic bombers near Canada “practiced cruise missile strikes” on the US and Russian jets “buzzed” a Canadian frigate in the Black Sea.Later the same month, two Russian bombers entered Swedish airspace near the Oland island, while in October a Russian jet came “within metres” of crashing into a Swedish surveillance plane over the Baltic Sea.The ELN report classifies the rest of the incidents as “near-routine” in terms of how Russia and Nato test and shadow each other’s capabilities.But it notes that the “increased number” of events from the Russian side in the past eight months is “adding to an atmosphere of tension”.Some of them, while “near-routine” for specialists, are also likely to cause fear in civilian onlookers.In one almost-normal incident, on 10 April, two Russian naval ships entered Lithuania’s maritime zone during a Russian “live-fire” drill, causing “serious disruptions” to commercial shipping.In other figures, the ELN paper says that up to October this year Nato jets carried out more than 100 “intercepts” of Russian military aircraft - three times the whole number for last year.Nato “air-police” also carried out 68 “hot identification and interdiction” operations on the Lithuanian border alone. Latvia recorded more than 150 incidents of Russian planes approaching its airspace, while Russian aircraft violated Estonian air on six occasions.The report notes that Russian armed forces “seem to have been authorised and encouraged” to act in a “much more aggressive” way toward Nato and to non-Nato Western allies Finland and Sweden.It says Russia’s actions amount to “intimidation and coercion” of its neighbours, sending the message, for instance, to Finland and Sweden that there will be “more harassment” if they join the Western military alliance.It notes Russia is trying to “undermine the confidence” of Baltic states that Nato is capable of defending them.With the West hesitating to arm the Ukrainian military in its war with Russian regular and irregular forces, Russia is also trying to show it “has the means and the willingness to confront Nato … in the even of a conflict”.Meanwhile, the air acrobatics are meant to serve Kremlin “propaganda” and “boost” Russian military “morale” in the face a technologically superior adversary.The ELN authors urge Russia to cool off and urge Nato to increase military-to-military diplomacy and transparency.They warn that if, in future, an incident leads to loss of life on either side, it could prompt “punitive military action” and “feed a spiral” of confrontation between “a nuclear-armed state and a nuclear-armed alliance” which “may be difficult for either side to fully control or stop”.

BRUSSELS - Chess legend Garry Kasparov was once the pride of the Soviet Union.But 25 years after the fall of the Berlin Wall he lives in exile, accusing Russian leader Vladimir Putin of “strategic failure” and the EU establishment of “ignorance” in its dealings with Moscow.Kasparov, who spoke to EUobserver on the eve of the Berlin Wall anniversary, said he will never forget the date it fell - 9 November 1989 - “because on that same day, four years earlier, I had just won the world [chess] championship”.The end of the wall has come to symbolise the end of the Cold War.But for Kasparov, who gave up chess to become an opposition activist, Europe risks entering another dark chapter in history.“What we are seeing in Russia is a resurgence of imperialism and nationalism in its most dangerous form,” he said, comparing Russia's actions in Ukraine and Putin's domestic propaganda to Nazi Germany on the eve of World War II.“Just read what Putin has been saying in his [anti-West] speeches in the past year”.“It’s 24/7 brainwashing of the Russian people … pure lies”.With the EU and US imposing economic sanctions on Russia over its war on Ukraine, Kasparov said the West is more powerful than it thinks.“Russian gas is one third of EU consumption. But Russia sells 80 percent of its oil and gas to Europe … If it all stopped, parts of the EU would freeze, but the Russian economy would fall apart”, he noted.“The leverage is on the European side”.Recalling European appeasement of Hitler when he annexed Austria in 1938, Kasparov said it would also cost less to stop Putin now than at a later stage.But he added that some in the EU elite “don’t care about Ukraine and want to return to business as usual [with Russia]” for political or business reasons.Italy and France have voiced doubt on keeping the sanctions in place.But Kasparov reserved his sharpest words for Hungarian PM Viktor Orban and Czech president Milos Zeman, the most vocal sanctions critics, whose countries once rose up against Soviet oppression.“They are committing crimes against the histories of their own nations. It’s an insult to the people who died in 1956 or 1968 from Soviet tanks, just as people in Ukraine are dying today”, Kasparov said.

Business as usual

The business-as-usual attitude is not limited to some EU chancelleries.In a courtroom in Lyon, France, on 17 October judges listened to French public prosecutor Christian Ponsard argue why France should extradite Mukhtar Ablyazov - an opposition figure from Moscow's ally, Kazakhstan - to Russia.They also listened to Denis Grunis, a Russian prosecutor.They refused to listen to a group of activists, including Kasparov, who had travelled to the hearing.They then agreed, on 24 October, to hand over Ablyazov on grounds that Russia had followed legal due process.They did it despite the fact the Russian judge behind the extradition request, Alexey Krivoruchko, is on a US and European Parliament blacklist for his part in the torture and death in 2009 of Sergei Magnitsky, a Russian anti-corruption activist.The Lyon court and Ponsard declined to comment when contacted by EUobserver.But Kasparov took note of Ponsard’s remarks on 17 October that Russia is a “reliable partner” and that Ablyazov "will face no risk of an unfair trial, or ... other mistreatment”. When asked by EUobserver why he thinks Lyon bowed to Moscow, Kasparov blamed “ignorance” and “arrogance”.He said Western mass media and politicians, who still meet with “president” Putin and his top cadre, have created a false image of Russia as “being somehow a normal, democratic country, albeit with a few deviations, but not as bad as, say, North Korea, or even China”.He noted that the image trickles down to institutions, like judiciaries.He accused the French judges of “arrogance” because, he said, they prefer to deal with their equals in Russian officialdom instead of civil society.“Governments prefer to deal with governments. Judges with judges. There’s a general approach that if Russia has signed all the technical documents, ticked all the boxes, then why bother listening to a few individuals who are known to be in the opposition?”.He described the Ablyazov case as “emblematic”.Interpol, the international police body which is also based in Lyon, and Europol, its EU equivalent in The Hague, likewise co-operate with Russia on law enforcement.British, Dutch, French, German and US energy firms and banks do business in Russia where they can.Fifa, the world football authority, still plans to hold the World Cup there in 2018.“There is an indifference in the West to Putin’s abuse of power and to Russia’s total degradation of its own courts and legal system … The West is still willing to negotiate compromises and to sacrifice individuals for the sake of bigger deals”, Kasparov said.

Putin’s Russia

In an insight into daily life under Putin, Kasparov, a 51-year old of Armenian-Jewish origin, spoke to EUobserver from the US because he doesn’t feel safe to go home to Russia.“I could go back. But I don’t think they'd let me leave: It would be a one-way ticket”, he said.He noted that he has never been threatened. But he said Russian security services tend to strike their victims instead of making threats.“You suddenly find yourself being interrogated and put behind bars. At best”.He pointed to Alexei Devotchenko, a well-known Russian actor and Putin critic, whose dead body was, on 5 November, found in his Moscow apartment amid signs of violence.“I can’t tell you he was murdered for political reasons. But if something like this happens in Russia, you have to at least suspect Putin’s cronies”, Kasparov said.“I can bet you, in any case, the police will never find those who did it”.He noted that lawlessness at the bottom comes from lawlessness at the top.“Putin has showed [by attacking Ukraine] that he has no respect for international treaties”.“He has nothing to brag about at home - oil prices are low, the ruble is collapsing, the economy is stagnant - so the only thing he can offer to Russian people is fear of an outside enemy and fantasies of imperial greatness”, Kasparov said.Looking back at his former role as a Soviet champion, he said Russian people are still receptive to nationalist propaganda.“The collapse of the Soviet Union was painful. But, unlike in Germany, there was no process of reconciliation or lustration, of cleansing society of former Communist apparatchiks, and, most importantly, of the KGB”, he noted, referring to the Russian intelligence service, now called the FSB, where Putin began his career.“The KGB remains a massive force in society”.“There is no recognition of the fundamental sickness of the old system and of the crimes that the KGB committed inside Russia’s borders”, he added.“The fact that Russia paid no real price for annexing Crimea has created a certain euphoria”.

Mad dog tactics

Kasparov’s advice to EU policy makers is to play the long game against the Kremlin.He said the sanctions regime is damaging Putin’s standing inside the Russian elite.“Europe must keep its resolve and must maintain the sanctions. Putin is gambling that they are temporary. He is telling his inner circle that they will be lifted in the next six or eight months”.“It’s important to send the message that they won't be lifted and to give full support to Ukraine. Body language is very important. But we are not seeing the right body language from the West”, he added.He noted that EU states and the US have refused to arm the Ukrainian military because of Putin’s “mad dog” tactics.The Russian leader’s wild comments that he could invade Poland and his bombers' skirting of Nato airspace have caused fear that if he is cornered he might escalate the conflict.“But the mad dog in politics is not the same as the mad dog in the street”, Kasparov said.“The more ground you cede to Putin, the more dangerous he becomes … tomorrow the price of stopping him will go up. The day after it will be even higher”.“There is a serious risk that he will do in [Nato member] Estonia what he is doing in Ukraine. Then we might hear the same voices we are hearing now: ‘Why should we die for some country we can hardly identify on the map?’ And that will be the end of Nato”.The Russian ambassador to the EU, Vladimir Chizhov, once told this website that Kasparov is “a great chess player, but a lousy politician”. Kasparov retorted: “I don’t need him to tell me if I’m good at chess. But I can tell him there is no such thing as ‘politicians’ in Putin’s one-man dictatorship”.Asked by EUobserver if Putin is a good strategist, the chess champion said “any dictator who keeps power for 15 years deserves some credit” for his cunning.But he noted that seven-or-so years ago, when Putin handed power to then-president Dmitry Medvedev, Russia appeared to be on a path of modernisation and reform.“He [Putin] could have walked away on a high point”, Kasparov said.“He could have had a good name in history. But now he is being compared to Hitler - you tell me if that’s a strategic success or a major strategic failure, even if there is some tactical success”.

MUSCAT (Reuters) - Iran, the United States and the European Union ended two days of high-level talks on Tehran's nuclear program on Monday with no immediate sign they had bridged gaps ahead of a Nov. 24 deadline for an agreement.A senior Iranian official told Reuters that minimal progress was made in the talks in Oman. "After hours of talks, we could make little progress," the official said. "Still differences remain and still we have gaps over issues."In Washington, State Department spokeswoman Jen Psaki said the talks among Iranian Foreign Minister Mohammad Javad Zarif, U.S. Secretary of State John Kerry and EU envoy Catherine Ashton had been "tough, direct and serious."She gave no further details, but said that they were "continuing to chip away at a very challenging issue."Kerry was leaving Oman late on Monday for an Asia-Pacific meeting in Beijing. Diplomats from Iran and the "P5+1" countries - the five U.N. Security Council members, plus Germany - were due to resume talks in Muscat on Tuesday ahead of a last-ditch push in Vienna next week to meet the Nov. 24 deadline.The discussions aim to yield an accord that would put verifiable limits on Iran’s uranium enrichment work - and any other potential path to a nuclear weapon - in return for a gradual lifting of sanctions.As they had begun an evening session of the closed-door talks at a luxury hotel, Kerry and Zarif were cautious. "There's still a big gap.
