The terrorist to civilian ratio of Palestinian deaths in Operation Protective Edge is an unprecedented 1:1, a news study released last week reveals - supporting earlier findings regarding the so-called "civilian casualties" Hamas touts to international media. According to the highly respected Meir Amit Intelligence and Terrorism Information Center (ITIC), 49% of the "martyrs" listed on the Hamas-run Palestinian Health Ministry (PHM) list were found to have been linked to terrorist organizations; just 51% were confirmed civilian casualties.The study, which has examined PHM's death tally since the war's early stages, has now tracked roughly 40% of published casualties during the war - some 842 people. According to the ITIC, of those 842: 354 of those killed were terrorist operatives. 367 of those killed were non-involved civilians.121 people who were killed are unidentified at this stage. Therefore, it is not possible to determine whether they were terrorist operatives or non-involved civilians.Of the 721 dead who could be identified, terrorist operatives constitute approximately 49% of the names. Non-involved civilians constitute approximately 51%.In addition, two names deemed originally as civilian casualties have now been re-identified as members of Hamas's "military wing," the Al-Qassam Brigades. A third has been re-identified as a member of Islamic Jihad.PHM - the officiating body for casualty counts in Gaza which has enacted a monopoly on Western media - is run by a known Hamas terrorist, Dr. Ashraf Al-Qurda. The PHM does not differentiate between terrorists and civilians, but several "Palestinian rights groups" - including one UN-based group - do, and have estimated the civilian casualty rate at between 72-82%.Israel, however, has maintained since the early stages of the operation that some 900 of those killed, or 47%, were terrorists.Such a ratio of combatant to non- combatant casualties - roughly 1:1 - would be almost unprecedented in the history of urban warfare.

Arutz Sheva was at the scene as hundreds of concerned Jews gathered on Tuesday in the Samaria town of Givat Assaf, located north of Jerusalem near Beit El, to join in a prayer rally to save the community from destruction.The far-left group Peace Now seven years ago petitioned for the town's destruction claiming it was built on Arab-owned land; residents argue it was not privately owned and therefore can easily be recognized as state land, adding that nearly all of the land was purchased and legally registered by residents in the state land registry.In a court discussion on three buildings in the town two weeks ago, a state representative said the government will not recognize the town, in a reversal of earlier promises which legal experts argue may pave the way for a wider destruction of the community. That fear was strengthened after judges chose to wait on the three buildings for an additional decision on the case."They claimed we were sitting on stolen land. The lands here were nearly all obtained in full, everything was in order, and everyone knew it," Givat Assaf resident Eldad Shorek told Arutz Sheva at the rally. "And then they invented a new claim, that these lands were not slated for regularization and the country isn't interested in resolving their recognition (as state land)."The move is a prelude to demolition, argues Shorek, noting that "telling the High Court there's no intention to regularize is like telling the High Court 'go on, destroy.'"Shorek added that there isn't even an Arab complainant in the case claiming ownership of the lands, saying "it's the most basic thing, you don't start a case without a complainant. Afterwards, there's also the fact that we bought the land."Chief Rabbi of Tzfat (Safed) Rabbi Shmuel Eliyahu was present at the prayer rally and led prayers, and was joined by Deputy Religious Affairs Minister Eli Ben-Dahan (Jewish Home)."The message is clear, that the land of Israel belongs to the nation of Israel," said Ben-Dahan. There's no reason in the world why this place shouldn't find its solution too."Yesha Council Chairman Avi Roeh was also at the event, and said "we've done up till now everything possible to enable (the continuation of the community), including purchasing lands that cost more than a little money to ensure the continued existence of Givat Assaf."Roeh noted the line from the prayer service "restore our judges as in days of old and our advisers as in the beginning," saying he was convinced the prayers would help the community in this time of hardship, that falls during the Days of Awe during which in Jewish tradition all mankind is judged.

Defense Minister Moshe Yaalon said Tuesday that Israel needs to “sober up” and learn a lesson from the recent war with Gaza – namely, that a similar situation must not be allowed to arise in Judea and Samaria.“ Once the area turns into Hamastan, it won't just be Hamas,” he warned, at the Institute for National Security Studies (INSS). “We are talking about an Iranian proxy and global jihadi elements. Who can afford such a security situation in Judea and Samaria? What reply will there be if they fire mortar shells from the western hills of Samaria?”Yaalon revealed that Israel was considering some unspecified positive steps vis-a-vis the Palestinian Arabs in Judea and Samaria, “but then the abduction in which the three teens were murdered in Gush Etzion” and Operation Brother's Keeper began.Yaalon said he does not know for sure if Hamas planned in advance to start a large scale war against Israel in the summer. On this matter, he said, “there are many speculations, but what happened here is definitely an attempt [to start a conflagration], either by a terror abduction or a tunnel terror strike, which were foiled in the end.”Yaalon added that the security establishment believes that at least 50% of the 2,000 people killed in Gaza in the war were terrorists.He insisted that Israel was in control of the conflict from the outset. “When we entered the campaign, we thought in advance what goal to set, and how the campaign should end. Most Palestinian Arabs would favor resuming rocket fire at Israel if it does not lift its Gaza blockade, although support for armed confrontation is dropping off, according to a poll published Monday by AFP."An overwhelming majority of 80% supports the launching of rockets from the Gaza Strip at Israel if the siege and blockade are not ended," said the survey of 1,200 Palestinian Arabs in Gaza and Judea and Samaria, conducted by the Palestinian Center for Policy and Survey Research (PSR).Conducted a month after the end of Israel’s self-defense Operation Protective Edge in Gaza, the poll says 44 percent of respondents saw armed confrontation as the best way to “end Israeli occupation” and set up a Palestinian state.It said that 29 percent believed negotiations were the best option, while 23 percent favored non-violent resistance.The poll, carried out between September 25-27 and with a margin of error of three percentage points, reflected a falloff in support both for Hamas which rules Gaza and for violence, according to AFP.PSR said that in a similar survey a month earlier, in the immediate aftermath of the war, 53 percent backed armed confrontation. Asked how they would vote if a general election were held now, 39 percent of those polled said they would support Hamas, down from 46 percent a month ago.The rival Fatah of Palestinian Authority Chairman Mahmoud Abbas would win 36 percent, up from 31 percent in August, the survey found.In a presidential race, however, Hamas's Ismail Haniyeh would receive 55 percent support compared to 38 percent for Abbas.Asked if Israel won the July-August war, or Hamas -- which fired rockets deep into Israel -- 69 percent handed victory to the Hamas in the latest survey, down from 79 percent last month.

The Defense Ministry and the IDF have decided to build a fence enclosing the Gaza Belt region, after both a survey of the long-term damage of Operation Protective Edge on the bloc and in light of two terrorist infiltrations there within a 48-hour period. But the fence is no ordinary fence. Security sources told Walla! News Monday that the barrier will be a "smart barrier," with an alarm system designed to alert the Gaza Belt Regional Council and the Gaza Division of the IDF at any suspected infiltration attempt. A similar system is in place near the Palestinian Authority and in Judea and Samaria. "Work has already begun in [Gaza Belt] communities," the source, an officer in the Southern Command, revealed. "The goal is to become more alert to infiltrations as they happen on the ground, in face of threats from [nearby] Gaza - and there are many of them.""Some infiltrations are terror attacks, and some are merely Gazans looking to find jobs," he noted, "[but] for us, those who cross the fence are, first and foremost, terrorists." "Now, if he crosses the fence, we will have further information on whether or not he entered a community," he added. Defense Minister Moshe Ya'alon is directly behind the decision, an additional security source told the daily, which is also in tandem with measures to strengthen public institutions against rocket fire in those communities - especially schools. For now, the source noted, funding for the barrier fence is not from the separate project to strengthen buildings, but directly from the IDF's own budget.The Gaza Division, under the command of Brigadier General Itai Virov, is also in the midst of conducting dialogue with mayors and security staff in the various communities and kibbutzim over operational guidelines for the "smart fence." The prime problem, he said, is fine-tuning the system to detect infiltrations, specifically - not only farmers moving in and out of community lands during the course of a typical day. The decision surfaces after something of a mass exodus during and after Operation Protective Edge, which saw as many as 60% of residents flee for safer areas of Israel. Many residents also complained about the lack of security in the region, citing an ill-timed measure by the IDF and Defense Ministry to cut guard posts around the same communities just months before the latest war began. Residents also complained during this year's snowstorm that maintenance on the fence was low-priority, further leaving communities at risk. Over the past 48 hours alone, two separate infiltration attempts have been apprehended along the same border. One terrorist was armed; the other was not.

Hamas terrorists Marwan Kawasmeh and Amar Abu Eisha, who abducted and murdered Israeli teens Naftali Frenkel, Eyal Yifrah, and Gilad Sha'ar on June 12, were lauded with the highest status in Islam - martyrdom - by official Palestinian Authority (PA) press and leaders.The official PA news agency WAFA praised the two as martyrs last Tuesday after the IDF succeeded in eliminating the two terrorists earlier in the day in Hevron, after the terrorists engaged Israeli forces in a gun battle."Israeli occupation forces executed citizens Marwan Kawasmeh and Amar Abu Eisha today, Tuesday, in the early hours of the morning in a military operation in central Hevron... Security sources told WAFA that the occupation forces were still holding on to the bodies of the two martyrs," wrote WAFA, as translated by Palestinian Media Watch (PMW).PA Minister of Religious Affairs Yusuf Ida'is also called the two terrorists "martyrs" while speaking with the Palestinian Arab Ma'an News Agency last Tuesday.PMW notes that the status as martyrs indicates the highest level of heavenly reward in Islam, a status that has made Arab mothers ecstatic on many documented occasions. In addition to the unadulterated praise of the terrorists without noting their heinous crimes, numerous PA sources last Tuesday rushed to condemn Israel for taking out the two, amid insinuations that they were not actually guilty of the murders. The claims come despite the fact that a senior Hamas source in Turkey last month finally took credit for the attack, and last Monday Hamas politburo chief Khaled Mashaal admitted to Yahoo News that the murders were indeed carried out by Hamas terrorists.

Ida'is accused Israel of "assassinating" the terrorists, while official PA TV news presented the elimination of the terrorists as a "cold-blooded execution." The claim is ironic given that the PA's "unity partner" Hamas executed numerous Gaza residents at the end of the recent operation, reportedly using the opportunity to take out Fatah rivals.PA Chairman Mahmoud Abbas's Fatah faction also got in on the condemnation action last Tuesday, with Fatah spokesperson Ahmad Assaf terming the killing a "cowardly execution," and "a serious violation of international law."In Hevron, where the elimination of the terrorists took place, local PA Governor Kamel Hamid said "the occupation carried out a death sentence on two Hevron citizens, and this is a premeditated crime."The PA also hinted that Israel killed the terrorist murderers to prevent them from somehow exposing they were not involved in the murder, despite the abundance of evidence.Fatah Leadership Committee Member Yahya Rabah wrote in his column for the official PA daily Al-Hayat Al- Jadida "it is possible that, were they alive, they would tell us and the world that the operation of kidnapping and murder of the three settlers is unrelated to the official Israeli version. Therefore, the execution of the young men, Marwan and Amar, amounted to the murder of the truth."The PA daily also quoted PA Security Forces spokesperson Adnan al-Damiri as saying the details of the murder was "an Israeli version from beginning to end."

The U.S. State Department distanced itself on Monday from comments made by Prime Minister Binyamin Netanyahu during his speech at the United Nations General Assembly.Speaking to reporters, State Department spokeswoman Jen Psaki particularly referred to Netanyahu’s comparison between Hamas and the “Islamic State” (IS or ISIS), as well as to his criticism of the UN Human Rights Council (UNHRC).“We believe they’re both terrorist organizations,” she said, responding to a question regarding Netanyahu’s saying that Hamas and IS are one and the same.“We obviously believe that [IS] poses a different threat to the United States, based on, of course, the military action and other efforts that are underway,” added Psaki.“We don’t believe that Prime Minister Netanyahu or anyone else from Israel is suggesting that the United States launch a military campaign against Hamas, so we certainly – they are both designated terrorist organizations under the United States designations, but certainly we see differences -- in terms of the threat and otherwise,” she said.Psaki also distanced herself from Netanyahu’s comment that the UNHRC “has become a Terrorists' Human Rights Council", though she acknowledged Washington had some issues with some of the UNHRC’s actions.“We would not agree with that,” she said, when asked if the U.S. agreed with Netanyahu’s statement that the UNHRC is a “terrorists’ commission”.“We have obviously voiced concerns when we have them about actions that are taken, but no, we would certainly not agree with that characterization,” added Psaki.“We don’t see the need for heated rhetoric. Palestinian Authority (PA) Chairman Mahmoud Abbas’s spokesman, Nabil Abu Rudeineh, responded on Monday evening to Prime Minister Binyamin Netanyahu’s speech at the United Nations, saying that the solution to the Arab-Israeli conflict should be based on the decisions of legitimate international institutions, on the Arab Peace Initiative and on the UN General Assembly resolution of November 29, 2012, in which “Palestine” was recognized as a non-member observer state at the UN.Abu Rudeineh added that the solution should lead to the establishment of a Palestinian state with its capital in eastern Jerusalem.He said Israel “must stop settlement construction immediately, lift the siege [on Gaza] and stop the actions of the extremists in the holy places.”In his speech, Netanyahu linked subjects such as Hamas, ISIS, Iran, anti-Semitism, and Israeli-Palestinian issues to the theme of global partnership and the war against global jihad (and, by extension, extremism).He said that "Hamas is ISIS, and ISIS is Hamas. "Distinguished delegates, I come here from Jerusalem to speak on behalf of my people, the people of Israel," Netanyahu began. "I have come here to speak about the dangers we face [. . ] against the brazen lies about my country and about the people who defend it." It is accused of massacres and beheadings of civilians and soldiers.Qatar supported the U.S. strikes against Islamic State in Syria, contributing one plane on the first night of attacks on Tuesday but did not take an active role in the operation.Other U.S. allies Jordan, Bahrain, the United Arab Emirates and Saudi Arabia joined in the strikes. BRUSSELS - The EU's likely next trade commissioner has signalled that controversial investor protection rules allowing companies to sue governments could ultimately be left out of a transatlantic trade deal with the United States."I don't exclude that in the end it will be taken out," Swedish nominee Cecilia Malmstrom told MEPs during a public hearing on Monday (29 September), although she insisted that it would be 'premature' to exclude the clause from the talks, known as TTIP, already.The status of the investor protection clauses, known as investor state dispute settlement, dominated the three hours of questioning faced by Malmstrom, currently serving as the EU executive's home affairs commissioner. The mechanism allows companies to take legal action against governments if their decisions risk undermining their investments.Critics of ISDS claim that investor claims can prevent governments from passing legislation in fields such as environmental and social protection, enabling corporations to claim potentially unlimited damages in "arbitration panels" if their profits are adversely affected by new regulations.Although Malmstrom's answers were more critical of ISDS provisions than the incumbent commissioner Karel de Gucht, with the Swedish official remarking that "I agree that there are problems with ISDS because there have been abuses," her responses will fall short of expectations for a number of MEPs.While leaving her options open on the EU-US talks, Malmstrom ruled out the possibility of re-opening the just-concluded trade agreement with Canada to exclude ISDS, commenting that "eliminating ISDS from the Canada agreement would be a very bad idea" and could "unravel the agreement".On Friday (26 September), Green MEP Sven Giegold published a draft of Malmstrom's written replies to questions posed by the committee in which the commissioner designate indicated that she would be prepared to leave TTIP out of the negotiations.However, commission officials quickly backtracked, claiming that the answer had been based on the inaccurate reporting of a quote made by Jean-Claude Juncker, the next commission president.Addressing MEPs, Malmstrom apologised for what she described as a "mix-up" in sending her written answers to the committee.EU countries are already signed up to over 1,400 ISDS agreements, but the question of whether such provisions should be included in TTIP has become a sticking point in the talks.Last week, German economics minister Sigmar Gabriel called on the commission to re-open the trade talks with the Canadian government to remove ISDS, on the basis that foreign investors already have sufficient legal protection in national courts.David Martin, trade spokesman for the centre-left Socialist and Democrat group told Malmstrom that ISDS had become "a toxic issue for this parliament".In response, Malmstrom said that MEPs had previously tasked the commission with drawing up a common EU approach to ISDS. "We need to limit the scope for abuse and increase transparency… make it clear that it can only be used as a last resort" she remarked.The parliament's left-wing and Green groups have said they will not support future trade agreements which include ISDS provisions.However, both US and EU trade officials have so far argued that ISDS should remain in any pact, and that it would not limit the right of governments to legislate in the public interest.Meanwhile, Malmstrom promised she would increase MEPs' access to negotiation documents and publish a list of her meetings and correspondence with lobbyists on the trade talks, commenting that the EU executive "must demonstrate that we are not negotiating a secret deal behind the parliament's back."The hearings for the 27 commission nominees will continue this week and will conclude on 7 October. BRUSSELS - The EU is keen for Ukraine to accept a winter deal on Russian gas, but Ukraine is wary of the terms and of broader EU-Russia energy ties.The deal - put forward by the European Commission in talks in Berlin last Friday (26 September) - currently exists as three sheets of paper with no legal status or signatures.It is being discussed in Kiev and Moscow. Brussels hopes they will agree to it by the end of the week and turn into a “binding protocol” by the end of next week.If they do not, people in eastern EU states, the Western Balkans, and Ukraine will be at risk of electricity shortages and freezing in their homes during winter.If they do, Ukraine will pay Russia $3.1 billion of debt and pre-pay for gas each month at $385 per thousand cubic metres (tcm), while Russia will deliver 5 billion cubic metres (bcm) of gas between now and April.An EU source told EUobserver “the Russian side is basically in agreement already, but the Ukraine side is being more cautious”.A Ukrainian diplomat gave one reason why Kiev is unhappy. He said the market price for gas should be $250/tcm and that Russian gas firm Gazprom is helping the Kremlin to “pay for the war” in east Ukraine.“Why should we support a company that is supporting terrorists in Ukraine and even paying for this war?” he told EUobserver.A Ukrainian analyst, Michael Gonchar, who used to be a senior executive at Ukraine’s top gas company, Naftogaz, and who has read the EU’s three-page accord, gave a less emotional response.He said the “protocol” should be enshrined in international law if Gazprom is to stick to it. He added that it should spell out how much of the 5 bcm is to be delivered to Ukraine each month, how much of it is to be transited to the EU, and how much is to stay in Ukraine.“This deal is not good for us because it is too vague, so Gazprom can play with it to exert pressure”, he noted.Gonchar said one scenario is that Gazprom will reduce Ukraine supplies, claim that Ukraine stole the gas, and use the crunch to urge the EU to let it pump more gas via the Nord Stream pipeline to Germany.The Ukrainian diplomat also complained the EU rejected all its energy security ideas in the past few months.Kiev suggested the EU, Russia, and Ukraine should put monitors at pumping stations to verify any allegations of “stolen” volumes and that EU firms should buy gas at the Russia-Ukraine border instead of the EU-Ukraine border so they have more control of transit.The diplomat added the commission has put on ice its three-year old probe into Gazprom price-fixing in Europe for fear of annoying Russia too much.“There is no motivation from high-ranking authorities to conclude this. They have all the files but they are still waiting for the political signal”, he said.For her part, a commission spokeswoman, Marlene Holzner, said the monitoring and gas-purchasing ideas are “old … we are moving away from these steps, which were designed to help cope with a crisis, to a situation where the gas will keep on flowing despite the [Russia-Ukraine] conflict”.Another commission spokesman, Antoine Colombani, said the Gazprom probe is “actively ongoing” and that it is “normal” for complex cases to take a long time.Meanwhile, even if the winter gas deal goes ahead, it might not be enough to keep everyone warm.The 5 bcm figure is based on EU and Ukraine needs factoring in reverse flows from Hungary, Poland, and Slovakia to Ukraine.But Hungary last week stopped supplies citing “technical reasons” after a visit to Budapest by the Gazprom CEO.The commission’s energy supremo, Gunther Oettinger, who drafted the Berlin agreement, said in the German capital on Friday that Hungary did nothing wrong.“[EU] member states also need to fill their own storage tanks, so I don’t think this is a blockade [by Russia]”, he told press.He added that Slovakia’s contracts with Gazprom also mean that it can refuse to let it use some of its pipelines to reverse-supply Ukraine.Holzner on Monday added that while European Energy Community (EEC) rules oblige Hungary to deliver the gas to Ukraine “in principle” the terms of individual contracts with Russia trump the EEC regime.The EEC is an energy club created by the EU and Western Balkan states, Moldova, and Ukraine in 2005.

HONG KONG (Reuters) - Tens of thousands of pro-democracy protesters extended a blockade of Hong Kong streets on Tuesday, stockpiling supplies and erecting makeshift barricades ahead of what some fear may be a push by police to clear the roads before Chinese National Day.Riot police shot pepper spray and tear gas at protesters at the weekend but withdrew on Monday to ease tension as the ranks of demonstrators swelled. Protesters spent the night sleeping or holding vigil unharassed on normally busy roads in the global financial hub.Throughout the night, rumors rippled through crowds of protesters that police were preparing to move in again. As the sun rose many remained wary, especially on the eve of Wednesday's anniversary of the Communist Party's foundation of the People's Republic of China in 1949."Many powerful people from the mainland will come to Hong Kong. The Hong Kong government won't want them to see this, so the police must do something," Sui-ying Cheng, 18, a freshman at Hong Kong University's School of Professional and Continuing Education, said of the National Day holiday."We are not scared. We will stay here tonight. Tonight is the most important," she said.The protesters, mostly students, are demanding full democracy and have called on the city's leader Leung Chun-ying to step down after Beijing on Aug. 31 ruled out free elections for Hong Kong's leader, known as the Chief Executive, in 2017.China rules Hong Kong under a "one country, two systems" formula that accords the former British colony a degree of autonomy and freedoms not enjoyed in mainland China, with universal suffrage set as an eventual goal.Protesters massed in at least four of Hong Kong's busiest areas, including Admiralty, where Hong Kong's government is headquartered, the Central business district, Causeway Bay, one of the city's most bustling shopping areas, and the densely populated Mong Kok district in Kowloon.Organizers said as many as 80,000 people thronged the streets after the protests flared on Friday night. Cracking down too hard could shake confidence in market-driven Hong Kong, which has a separate legal system from the rest of China. Not reacting firmly enough, however, could embolden dissidents on the mainland.The outside world has looked on warily, concerned that the clashes could spread and trigger a much harsher crackdown."The United States urges the Hong Kong authorities to exercise restraint and for protesters to express their views peacefully," White House spokesman Josh Earnest told a daily briefing on Monday.Human Rights Watch voiced concern about police use of force, and called on Leung to "show the kind of tolerance for peaceful protest for which Hong Kong is known, not the intolerance for it in the mainland".The demonstrations, labeled "illegal" by China's Communist-run government in Beijing, are the worst in Hong Kong since China resumed its rule over the former British colony in 1997.An editorial in the state-run Global Times newspaper said on Tuesday the government would not change its policy "just because of the chaos created by the oppositionists", and it suggested that the authorities might let the protests run their course."Without changing the earlier decision, the central and Hong Kong governments can exercise a certain degree of restraint in handling the shutdown of the city's financial areas, so as to leave some time for local people to realize the harm done by the protesters' illegal acts," it said.The protests are expected to escalate on Wednesday, with residents of the nearby former Portuguese enclave of Macau also planning a rally."Maybe the police are planning a bigger operation for the coming night, so most of them need to rest and prepare," Stanley Fong, a 22-year-old property agent, said of the relative lack of police out on Monday night.

TOKYO (Reuters) - At least 36 people are feared to have died after a Japanese volcano erupted without warning at the weekend, raining ash and stones on hikers, but the search for victims was abandoned on Monday because of fears of toxic gases.Rescuers at the peak of Mount Ontake, now an eerie moonscape under a thick layer of grey ash, on Monday found five more victims of Saturday's eruption at Japan's second-highest active volcano but authorities did not immediately confirm them as dead.The eruption of the 3,067-metre (10,062-foot) peak, 200 km (125 miles) west of Tokyo, took place as the hiking site was packed with climbers, including children, admiring autumn foliage under a brilliant blue sky.Twelve people have been confirmed dead in Japan's first fatal volcanic eruption since 1991, and 63 have been injured, some with broken bones. Eight were missing, but officials said some of them could possibly be among those who perished."It's my son, my second son. We've had absolutely no contact at all," a grey-haired man told Japanese television, adding that his 26-year-old son had gone to the mountain with his girlfriend. Mexico official suspended after Hurricane Odile-Associated Press-SEPT 29,14-YAHOONEWS

MEXICO CITY (AP) — A Mexican official in Baja California Sur has been suspended amid reports linking him to possible looting in the aftermath of Hurricane Odile.A statement from the government of Los Cabos says the civil protection coordinator for Cabo San Lucas has been removed pending the outcome of his "legal situation" before prosecutors.It said Monday that the move does not prejudge his guilt or innocence.Many stores in Los Cabos had their shelves emptied in the days after the hurricane hit earlier this month, as power, water and telephone service remained out.Mexican media reported that a number of possibly ill-gotten items were found at the official's home, including a motorcycle, six tires, two sandwich makers and three microwave ovens.
