The Antonov is a large transport plane of a type used by Ukraine's forces.The message read: 'In the area Torez we just hit down An-26, it's lying somewhere in the mine "Progress".'We warned you- do not fly in "our sky". A Malaysia Airlines Boeing 777 plane carrying 280 passengers and 15 crew crashed in Ukraine near the country's border with Russia, according to an Interfax report.Malaysia Airlines tweeted that it "lost contact" with the plane. "The last known position was over Ukrainian airspace."A Malaysia Airlines spokesman tells Mashable they have no information at this time.An adviser to Ukraine’s Interior Ministry reports the plane was brought down by a ground-to-air missile.A government minister says Ukrainian rebels shot it down.The Ukrainian Air Traffic agency reportedly confirmed Malaysian Airlines plane crashed near Ukrainian-Russian border. KIEV (Reuters) - Russian jets shot down a Ukrainian SU-25 fighter plane that was on military operations over the east of Ukraine, where government forces are fighting to quell a pro-Russian separatist rebellion, the Ukrainian military said on Thursday.It was the first time Ukraine had directly accused Russia of using air power in the war. In a previous attack on a military transporter, which it said was launched from Russia, Kiev was unable to specify whether it came from landbased missiles or airborne.Russia's defence ministry declined to comment on Thursday's accusation by Kiev.The Ukrainian Defence Ministry said the plane was brought down on Wednesday night near Amvrosiyivka, about 15 km (about 9 milles) from the border with Russia, by rockets which hit it in the tail as it wheeled away from the border."It is likely that this was carried out by air-to-air rockets from the Russian airforce which were patrolling the border in a pair," the ministry said in a statement on its website.The pilot safely ejected, Andriy Lysenko, a spokesman for the National Defence and Security Council, told journalists.The downing of the SU-25 came against a background of increasingly strident charges of direct Russian involvement in the three and a half month conflict in which the pro-Western government in Kiev is fighting to put down a rebellion by separatists who want a future in Russia.Moscow denies orchestrating the rebellion. But Western governments accuse it of failing to do enough to help curb the violence. U.S. President Barack Obama imposed sanctions on Wednesday on some of Russia's biggest companies, limiting their access to funding.

April 2003-Plane Threat-Terrorists have never shot down an American passenger jet with surface-to-air missiles. But it's only a matter of time.By Soyoung Ho

Late last November, two slender metal tubes arced into the Kenyan air, streaking toward a charter aircraft that had just taken off, laden with Israeli tourists, from the Mombasa airport. Fired by suspected al Qaeda operatives, the Soviet-made missiles missed their target--leaving passengers relieved, and Americans suddenly aware of yet another terrorist threat. It may be new to them, but it's not to security analysts. Since the 1980s, shoulder-launched missiles have been fired at commercial airliners roughly twice a year, and even more frequently since September 11. And while terrorists haven't yet managed to blow up a nuclear power plant or detonate a dirty bomb, over the last 30 years, according to Jane's, the respected defense publication, such missiles have brought down enough charter, medical, or cargo planes flying over conflict zones to kill 900 people. More than two dozen guerrilla and terrorist groups are known to possess them. "If it has happened before, certainly we have to think … that it will be tried again," says Brian Jenkins, a terrorism expert at the RAND Corporation.How big is the threat? For all the fear they inspired, last year's anthrax attacks killed just four people, while 1995's sarin gas attack in Tokyo, perpetrated by a Japanese cult, cost only 11 lives--terrible, to be sure, but illustrative of the relative difficulty of employing chemical and biological agents as weapons of mass destruction. By contrast, a single shoulder-fired missile could take down a Boeing 747, killing up to 500 people. And last May, the FBI warned American law-enforcement agencies that terrorist cells may already have smuggled such weapons into the United States. Yet the attention paid to this threat is minuscule compared with that of chemical, nuclear, and biological weapons. Legislation, proposed by the Senate, requiring all U.S. airlines to retrofit their passenger jets with antimissile countermeasures has met a tepid response. Meanwhile, top administration officials almost never talk about this threat. And for all the pressure it has put on other countries to check the proliferation of chemical and biological weapons, the administration has done little to keep these deadly yet economical weapons out of the hands of terrorists. Even worse, it has done a few things that might make the eventuality more likely.

Menace in a Golf Bag

Known technically as Man-Portable Air Defense Systems, or MANPADS, such missiles are in some ways an ideal weapon for the al Qaedas of the world. They are far more powerful than most small arms, and can strike from a distance, enabling would-be terrorists to inflict great damage at minimal risk. Small and light at about 35 pounds, they're easily smuggled. (With 20,000 uninspected cargo containers coming into U.S. ports every day, and fairly porous land borders, says Jenkins, "How difficult can it be for something that fits in a golf bag?") Nor are such weapons hard to find. The world's arsenals boast an estimated 500,000, from American Stingers to Russian Strelas; 5,000 to 10,000 of these are unaccounted for, including between 300 and 600 American-made Stingers delivered by the CIA to Afghan mujaheddin in the 1980s. (When the Soviet-Afghan war ended in 1989, the CIA tried to buy some of them back, but only with limited success.)-Some 56 countries are known to have the SA-7, a widely-copied, 1960s vintage Soviet model. Another 20 own variations on the American Stinger. Pakistan, North Korea, China, and Egypt all manufacture variants on U.S. or Russian missiles. For terrorists seeking reasonably high body counts and wider ripples of fear and chaos, taking down a commercial airliner would do nicely, disrupting air travel and tourism as 9/11 did. "Al Qaeda, in particular, likes to destroy symbols of American economic power and global domination," notes Alan Kuperman, a professor of international relations at Johns Hopkins University. "Destroying American aircraft, especially overseas, would fit the bill quite well."So if they have the means and motivation, why haven't terrorists brought down an American 747? For a missile attack to be successful, an individual or group needs three things: missiles, motivation, and opportunity. And it's not easy to get all three at the same time.One simple reason shoulder-launched missiles haven't often been used against commercial airliners is that, until recently, it was simply easier to hijack a plane. But as airlines installed metal detectors and better airport security during the 1970s, hijackings became harder to pull off: There were 72 in 1969, but only seven in 1998. In-flight bombs, like the one that brought down Pan Am flight 103 over Lockerbie, Scotland, began to replace hijackings (9/11 notwithstanding).If terrorists were willing to use bombs, why not missiles? Here, too, the answer is that getting a bomb on a plane has been technically easier than downing it with a portable missile. Such missiles are more complex and delicate than simple timed bombs. Indeed, many of the shoulder-fired missiles most widely available on the black market are older models nearing the end of their shelf life. Over time, crucial components such as battery cooling units wear down. And although these can be replaced, refitting surface-to-air missiles isn't quite as simple as popping in a few Duracells. The end result is that terrorists wind up with more than a few duds. During the 1980s, Libya supplied a dozen SA-7Bs to the Irish Republican Army, but most turned out to be unusable. When U.S. troops raided al Qaeda strongholds in Afghanistan, they found shoulder-fired missiles piled up in caves, their fuses and other parts corroded or damaged. So it's not surprising that, out of the 1,250 aviation terrorist incidents catalogued by RAND since 1968, only 42 have involved shoulder-fired missiles. Since 9/11, a total of five missiles have been fired at civilian airliners--two in Kenya, one in Saudi Arabia, and two in the Czech Republic. All five either missed or misfired.

Even when the missiles aren't defective, they're not easy to operate. It's not as if Joe Terrorist can wander down to the local range and fire off a couple of practice shots. Before the mujaheddin received training by CIA operatives, they had significant trouble hitting Soviet aircraft with their U.S.-supplied Stingers. Most shoulder-fired missiles sitting in arsenals today have a range of 11,000 to 15,000 feet. Since that's far lower than the 33,000 feet airliners normally cruise at, terrorists must fire off the weapon while planes are taking off or landing. Likewise, the missiles still most widely available, SA-7s, have to be launched from behind an aircraft so that their targeting mechanisms can lock onto the heat emitted from a plane's engines. SA-7s also can't maneuver once in the air, making it relatively easy for pilots to take evasive action and avoid being hit.During the Yom Kippur war of 1973, according to a U.S. Air Force report, Arab armies fired more than 5,000 SA-7 rounds against Israeli Air Force ground-attack aircraft, but shot down only 30 planes. Even today, as a general rule, the best soldiers trained in the missile's use only hit about 70 percent of their targets in combat. And civilian jumbo jets, while bigger and slower-moving than fighters, can actually be harder to bring down with shoulder-fired missiles, since they can usually still fly after losing one or two engines. Of those aforementioned 42 attempts against non-military aircraft, about a dozen were successful. But only twice have larger commercial passenger jets been brought down--once in 1993, when Abkhazian rebels in Georgia shot down a Russian airliner, killing 106 passengers; and once in 1983, when UNITA rebels in Angola claimed to have bought down another such aircraft, killing 130.No one has ever taken down an American airliner with a shoulder-fired missile, in part because American airlines do a good job staying out of trouble. Most anti-American terrorists operate out of countries that don't get a lot of U.S. airliner flights. Of the groups known to both have the missiles and target Americans, few target civilians en masse. The Moro Islamic Liberation Front, though affiliated with al Qaeda, limits its scope of operation to the southern Philippines, where few Americans venture by plane. Hezbollah famously attacked the American embassy and U.S. Marine barracks in Beirut in 1983, and was involved in the 1996 attacks on a Air Force barracks in Saudi Arabia, but generally shies away from going after American civilians.For that matter, American intelligence and law enforcement agencies have actually been pretty good at nipping missile attacks in the bud. Over the years, the FBI has prevented the real IRA from obtaining Stingers in the United States and blocked Muammar Qaddafi's attempt to provide rocket launchers to an Islamist street gang in Chicago. More recently, last November, Attorney General John Ashcroft announced that two attempts to exchange drugs for cash and Stingers were foiled; in one case, the missiles were destined for al Qaeda camps.

Jam the Attackers

That's the good news. The bad news is that, to some extent, each of these barriers to entry is slowly crumbling. Since 9/11, for instance, the United States has made major strides tightening up airport security, from scanning luggage to searching passengers to a new program that would allow pilots to carry sidearms. But the harder we make it to hijack or place bombs on airliners, the more incentive terrorists have to try something else--like shoulder-fired missiles.Advances in missile technology, meanwhile, mean that should terrorists attempt to shoot down an airliner, they'll be more likely to succeed. The latest models, manufactured primarily by the United States, Russia, Japan, and France, have ranges of over 22,000 feet. That means terrorists can fire from farther away; it also means that airliners are vulnerable during a longer portion of their takeoffs and landings. The new missiles are also more agile, so that, once launched, they're better able to home in on the target and counter the pilot's attempts to evade. Finally, they're able to close in on aircraft from any direction, not just from behind--giving would-be terrorists greater flexibility in choosing a secure place from which to fire.That doesn't mean shoulder-launched missiles can't be countered. Under legislation proposed by Sens. Barbara Boxer (D-Calif.) and Chuck Schumer (D-N.Y.), airlines would oufit their planes with electronic devices that would jam the attackers' guidance systems. And other countermeasures can be deployed, from tighter security around airfields (thus forcing the rocketeers to fire at a higher and shorter sector of the aircraft's path) to scheduling more flights at night (when planes are harder to target). Airports could also reduce the number of flight paths and deploy aerial buoys--basically big balloons broadcasting IR and UV static--along those that remain, providing a curtain of sorts that would interfere with missiles' targeting systems.But in the long run, it's a lot more efficient to keep the missiles out of terrorists' hands than to defend thousands of airplanes and hundreds of airports. Unfortunately, new-model missiles have already been copied or acquired by Pakistan, North Korea, China, and Egypt, countries that have been willing to export military technology--and very irresponsibly--in the past. And when it comes to rogue regimes, like North Korea or Iran, "There's not much that you can do about proliferation," says Lt. Cmdr. Jim Brooks, a public affairs officer at the Defense Intelligence Agency. The sale of missiles is perfectly legal between states, and Pyongyang won't exactly issue press statements should it decide to sell the equipment to Iran, which, in turn, could hand it to Hezbollah or Hamas. Aside from lodging protests, the next step is military action, such as the United States' interception last year of a North Korean ship carrying Scud missiles to Yemen. But as missiles proliferate, they'll be harder to interdict.The Bush administration has at least acknowledged the problem. After the attacks in Kenya, they belatedly convened an interagency task force to study the problem, and according to one State Department official, sought to persuade foreign governments to destroy some of the missiles in their arsenal, and to take more stringent measures against the theft of the rest. But other White House policies have undercut these efforts. Preventing missiles from proliferating requires foreign countries to more carefully guard their own arsenals and track down terrorists who may have already acquired such weapons. Right now, as a result of the administration's penchant for overbearing "diplomacy," most countries are not in the mood to help. And the White House's evident disdain for arms-control treaties makes it unlikely that Bush would ever seek an international agreement to more tightly regulate shoulder-fired missiles. (Currently, the United States is party to the so-called Wassenaar Arrangement, which in theory binds countries to keep close track of arms sales in general and shoulder-fired missiles in particular. Unfortunately, states not party to the agreement include China, North Korea, India, Pakistan, and all of the Central Asian republics.)-Finally, we must factor in the unforeseeable effects of any war against Iraq. The administration clearly believes that taking out Saddam will send an unequivocal message to state sponsors of terrorism. Since sympathetic regimes are the best source for hardware and training for terrorists, the invasion could in theory lessen the threat from these weapons. On the other hand, the invasion is likely to inflame existing terrorist networks, such as Hamas and Hezbollah, that haven't before made a habit of targeting American civilians. Both groups are known to possess SA-7s (and possibly more advanced models), and have operational capacity within the United States. So far, when it comes to the threat of shoulder-launched missiles, the United States has been fortunate. They hinted that this type of barrage often precedes a ground invasion.Also taking part in the shelling were tanks and naval gunboats.More than 60 Hamas missiles rained down on Israel throughout Thursday, in one of the more intense days of missile fire since Operation Protective Edge was launched.Hamas appeared more defiant than ever despite attempts to coax it into a ceasefire. Prime Minister Binyamin Netanyahu is not happy about the conduct of several Arab MKs in the Knesset on Wednesday, after a video surfaced of Balad MK Basal Ghattas holding a "moment of silence" for the "victims of Israeli aggression in Gaza."Sources told Arutz Sheva Wednesday night that Netanyahu condemned the stunt in a series of heated comments to Knesset Speaker Yuli Edelstein (Likud). "Knesset members should condemn the actions of Hamas, which uses Gazans as human shields," Netanyahu said, adding that "Hamas is firing on women and children in Israel, including on Arab villages - as in the case of the Bedouin girls who were wounded." It is worth noting that many of the civilian casualties can be attributed to Hamas's use of human shields, as they have encouraged civilians over and over again to become human shields as an "effective strategy" in the PR war against Israel. By contrast, the IDF has dropped leaflets, sent phone messages, and issued general warnings to all civilians within range of upcoming airstrikes to prevent further harm. In addition, several of the rockets fired from Gaza have never made it on to Israeli soil, and may be partially responsible for Palestinian Arab deaths from within Gaza itself. According to the IDF Spokesperson's Office, over 100 rockets fired at Israel have fallen short of their targets, causing an unknown number of deaths.Some of the rockets have fallen on Israeli Arab or Palestinian Authority (PA) areas as well, with no response from Hamas. Early in the operation, one rocket fell in an Arab village near Hevron, and another in Bethlehem; two Bedouin girls were recently seriously injured by Hamas rocket fire.

Volunteers from three provinces and at least one U.S. state have come together near Airdrie, Alta., to scour the rural area for any signs of Calgary five-year-old Nathan O’Brien and his grandparents, Kathy and Alvin Liknes. About 150 people from Alberta, Saskatchewan and B.C., as well as one traveller from Minnesota, combed meticulously through a search area defined by organizers of the civilian-led effort after a confidential phone call with police.Calgary police have laid murder charges against 56-year-old Douglas Garland, who was initially questioned by police as a person of interest during the early stages of the investigation and arrested on Monday.Garland was charged with two counts of first-degree murder in the deaths of the Likneses, and one count of second-degree murder in the death of their grandson. Investigators say they believe all three are dead.The spontaneous search came together Monday, when a group of parents in Airdrie posted a call out for volunteers on social media."I’m a grandmother, so I’ve had a terrible feeling in my stomach for the whole two weeks since this happened," said Jaimie Tessier, one of the organizers.A local Safeway grocery store donated food and other supplies, which were supplemented by donations from concerned residents."We’re a community that sticks together," said Greg Dyki, a Safeway manager. The man charged in the deaths of Calgary residents Kathryn (Kathy), 66, and Alvin Liknes, 53, and their five-year-old grandson Nathan O'Brien has personal and business links to the family, and a criminal history.Douglas Garland, 54, was charged Tuesday with first-degree murder in connection with the grandparents' deaths.He was charged with second-degree murder in connection with the death of Nathan, who was at his grandparents' home for a sleepover the night before they were all reported missing. Their bodies have not been found.Garland's sister, Patti, is in a common-law relationship with Alvin Liknes's son. His sister also lists Nathan's parents, Rod and Jennifer O'Brien, as well as Kathy Liknes (the missing grandmother) as "friends" on Facebook. One member of the Liknes family is also listed as a niece. Police believe Garland and Alvin Liknes were involved in a patent dispute and that there was "bad blood" between them because of business dealings that had gone sour.Liknes had previously registered a patent for an apparatus that separates gas from water. Family members confirmed to CBC News that the patent was a sore point between Liknes and Garland, who had worked together in the past.Police have confirmed they are investigating a business relationship between Garland and Alvin Liknes."There are some business issues that we are looking into," Calgary Police Service spokesperson Kevin Brookwell said on July 10."I can't get into specifics about what these are and who was involved, what they look like or how many people were involved. But yes, we have got a number of people who are looking into that."Garland, who had been considered a "person of interest" in the case, was staying at a motel in Airdrie, just north of Calgary, after being released on $750 bail on unrelated charges when police arrested him Monday. The motel is close to the farm property owned by Garland's parents, which has been at the centre of the investigation into the disappearance of the Liknes grandparents and their grandson.Garland also faces a charge of identity theft not related to the missing family investigation, and a charge of unlawfully possessing a bank card.In 1992, after a drug lab bust on his parents' property, Garland was charged with drug trafficking, possession of stolen property and identity theft. After failing to appear at court in 1992 for drug charges, the then 33-year-old Garland disappeared.A document from the Tax Court of Canada indicates Garland was later discovered living in Vancouver under the name of Mathhew Kemper Hartley, a 14-year-old Alberta boy killed in a car crash in 1980. The same document says Garland had attended medical school in Alberta for one year before suffering a mental breakdown.Garland told the court at the time he had been traumatized after causing what he described as a horrific accident after falling asleep behind the wheel.Garland returned to Calgary after being discovered living in Vancouver and pleaded guilty to several of the charges in connection with the drug bust and stolen identity, while the others were dropped.In 2000, he was sentenced to 39 months for making amphetamines at his parents' farm.The Parole Board of Canada gave him accelerated release after six months, noting in its decision that Garland's prior criminal record consisted of property offences over the course of 20 years.His mental health played a role in the crimes, the board said, but a psychologist determined that Garland had "little violence potential to others." It ordered a psychologist and psychiatrist to closely monitor him during his release.While Garland had confessed to stealing Matthew Hartley's identity in the 1990s, when he was hiding out in Vancouver, the identity theft charge laid against him earlier this month relates to the alleged use of that same identity.

BRUSSELS - The EU has provisionally agreed to start listing Russian companies over the Ukraine crisis ahead of Wednesday’s (16 July) summit.Member states’ ambassadors at a meeting in Brussels on Tuesday clinched a deal to alter the legal basis of the EU’s Russia blacklist to enable the bloc to target Russian firms which benefit from, or which are linked to, its aggression against Ukraine.An EU diplomat familiar with the talks told EUobserver “the new [legal] criteria would move us toward stage three, something like stage 2.7. No concrete names were discussed, but it’s less about listing top people in the Kremlin, and more about Russian companies”.The EU’s so-called “stage two” sanctions have so far targeted more than 70 individuals and two ex-Ukrainian firms taken over by Russia when it annexed Crimea.The “stage three” sanctions, which have already been drafted by the European Commission, are designed to target whole sectors of the Russian economy, such as high-tech industries or banking.The EU diplomat noted that Tuesday’s accord gives leaders’ more leeway in Wednesday’s deliberations. But he added: “The summit is dynamic and unpredictable, so it’s hard to say what this might mean in practice”.A second EU source said: “The ambassadors’ discussions did not lead to any concrete plan. BRUSSELS - Leaders meeting on Wednesday (16 July) are likely to pick only the new EU foreign policy chief, with a decision on the successor to Council head Herman Van Rompuy “possibly” delayed until autumn.According to one EU source, "if a complete deal is feasible, we should go for it. Otherwise, it will be only the high representative."A second source told this website that it is "certainly a possibility" that only the foreign affairs chief is picked.Both the foreign policy head - Catherine Ashton - and the Council president - Herman Van Rompuy - have five months to go until their terms end. But in the case of the foreign affairs job, the successor also has to undergo hearings in the European Parliament and to be voted together with the rest of the new EU commissioners in October.At the core of the delay is a disagreement in the Socialist leaders' camp.France's Francois Hollande is reluctant to endorse Danish Prime Minister Helle Thorning-Schmidt for the Van Rompuy job. Thorning-Schmidt is a centre-left politician, but close enough to the centre-right to be acceptable to the likes of Germany’s Angela Merkel or the UK’s David Cameron.The political colour of one top job will determine the other, as the centre-right and the centre left are dividing the posts evenly.If Italian foreign minister Federica Mogherini, the frontrunner, is appointed foreign policy chief the Council presidency should go to a Prime Minister from the centre-right.Ireland's Enda Kenny is one of the names being floated. Two Baltic ex-PMs - Valdis Dombrovskis of Latvia and Andrus Ansip of Estonia - are also options.A Baltic choice would mean eastern European states would get a prestigious EU role. She has little experience overall and no experience of the eastern neighbourhood. We find it hard to understand why she chose to go to Moscow to meet [Russian leader] Putin in her first trip of the Italian [EU] presidency”.The source added that Poland is “still pushing” for its FM Radek Sikorski, but said this might be designed to block Mogherini rather than to get him in.The source also said that Kristalina Georgieva, Bulgaria’s EU commissioner for humanitarian aid, is “a good compromise candidate” because she is a woman from the east with a technocratic rather than a political background.But an EU official familiar with the talks said he "doubts" Georgieva will land the post, while Mogherini is "likely" to get it.On the table are also the trump commissioner posts - economics, energy, digital agenda, trade. BRUSSELS - Italian foreign affairs minister Federica Mogherini has emerged as a frontrunner for the EU foreign affairs job, but eastern member states find her too Russia-friendly and have threatened to block her appointment.Lithuanian Prime Minister Algirdas Butkevicius on Tuesday (15 July) was the first leader to go on the record against Mogherini."The Italian foreign minister's candidacy will not be supported," he told public broadcaster LRT. He added that his view is shared by Lithuanian President Dalia Grybauskaite, who will represent his country at the EU summit in Brussels on Wednesday.The Baltic states, as well as Poland and Bulgaria, have threatened to put the decision on the foreign affairs post to a vote. But in order to get a blocking minority, they would need the support of the other eastern countries - Slovakia, Slovenia, Hungary, Romania, and the Czech Republic.They have so far taken a more neutral stance.But Italian news agency Ansa on Tuesday reported, citing sources “close” to incoming European Commission chief Jean-Claude Juncker, as saying that “10 to 11” countries are now lined up aganist her appointment.Juncker himself has said he wants someone "strong and experienced" to fill the post. EU leaders have to be "in agreement" with Juncker when making the appointment.At the core of the resistance is Mogherini's friendly attitude toward Russia.Her first foreign trip under the Italian EU presidency was to Kiev and Moscow, where she met Russian leader Vladimir Putin and invited him to an EU event in Italy in October.Both she personally and the Italian government more broadly oppose tougher EU sanctions and support the construction of South Stream - a pipeline, part of which is to be built by an Italian firm, that will pump gas from Russia to south-east Europe bypassing Ukraine.Her opponents also say that she, like her predecessor in the EU post, Catherine Ashton, lacks top-level foreign policy experience and that her appointment would downgrade the importance of the EU foreign service.The 41-year old Mogherini, who became Italy’s foreign minister in February, studied political philosophy and the link between religion and politics in Islam. She entered the Italian foreign ministry in 2003, specialising in the Middle East Peace Process, Iraq, and Afghanistan.The fact that an Italian, Mario Draghi, is already installed at the helm of the European Central Bank, is another argument against her elevation.But a meeting of Socialist leaders in Paris last month, saw Italian prime minister Matteo Renzi push for her nomination despite the counter-arguments, in a bid backed by French president Francois Hollande.Socialist leaders later agreed that Hollande would present their joint position at the EU summit.
The centre-left camp also plans to push for the post of EU Council chief to go to a Socialist after Juncker, a centre-right politician, got the most senior EU post, and amid expectations that the new chairman of the Eurogroup of finance ministers will also go to a conservative - Spanish economy minister Luis de Guindos.The centre-left demands come despite the fact that Socialist Martin Schulz just got re-assigned the European Parliament president job.Centre-right leaders have said the centre-left cannot get three out of four top jobs, especially since they lost the EU elections in May.But the parliament post is split in a deal which will see a centre-right MEP take over the office after two and a half years. Meanwhile, some centre-left politicians have questioned whether the EU foreign policy post or the parliament job can be counted on an equal footing with the Council and Commission.“The question is what counts as a top post?” one EU official told this website.An alternative to Mogherini eyed by some eastern members is the RU's current humanitarian aid commissioner, Kristalina Georgieva.A respected former World Bank official loosely affiliated with the centre-right and more neutral geopolitically, Georgieva is however hampered by not having the support of her own government, Bulgaria.Some EU leaders, notably Germany's Angela Merkel and France's Hollande, would prefer to agree an overall package of all the EU jobs at the summit dinner on Wednesday evening.But the leaders’ meeting might see just the foreign service position filled if there is no general agreement.The EU foreign post is double-hatted as a European Commission vice-president. The set-up means that whoever gets it must be approved by Juncker, undergo a European Parliament hearing, and be voted in by MEPs along with the other 26 commissioners in October.But the EU Council post can wait until the incumbent, Herman Van Rompuy, steps down in November.

Polish power plant leaks fuel, threatens river-Associated Press-JULY 16,14-YahooNews

WARSAW, Poland (AP) — A malfunction at a Polish power plant on Wednesday caused a leakage of fuel, prompting emergency officials to work to make sure it doesn't contaminate the nearby Vistula River.A spokesman for the plant, Piotr Ludwiczak, said about nine tons of the fuel, an oily substance used in combustion called mazut, escaped from the plant.He said most was stopped by a protective firewall, but that some "trace" amounts entered the river. TOKYO (AP) — A Japanese nuclear plant won preliminary approval for meeting stringent post-Fukushima safety regulations Wednesday, an important step toward restarting the country's first reactors under the tighter rules applied after the 2011 disaster.The Nuclear Regulation Authority accepted a report that found the design upgrades and safety improvements at Kyushu Electric Power Co.'s two reactors at the Sendai Nuclear Power Station have complied with the requirements introduced last July.The regulators deemed the plant capable of avoiding severe accidents in situations equal to what occurred at Fukushima Dai-ichi, where an earthquake and tsunami critically damaged the plant, causing reactor meltdowns that released radiation into the nearby community. All of Japan's 48 remaining reactors are offline for safety checks and repairs since the 2011 disaster.Five regulatory commissioners unanimously agreed to move to a next step, a 30-day technical public comment period beginning Thursday until Aug. 15 before a final approval.Authority chairman Shunichi Tanaka called it "a major step" and that the inspection for the Sendai plant incorporated lessons from Fukushima, particularly focusing on ways to build layers of protection in case of serious incidents in a country prone to natural disasters, including volcanic activity, earthquakes, tsunami and typhoons."Previously, safety inspections were merely design-based, but this time we focused on how to prevent severe accidents," he told a weekly commissioners' meeting, which was repeatedly disrupted with anti-nuclear protesters heckling from the floor.Multi-layer steps are mainly to protect the reactor core and its containment chamber from damage, and plans are also underway to reduce radiation leaks to a fraction of the amount released in Fukushima. The operator upgraded the equipment's seismic resistance and were to triple the tsunami seawall to 15 meters (50 feet), Tanaka said. Other risks such as terrorist attacks, airplane strikes and violent volcanic explosions also have been considered.The Sendai plant is surrounded by at least five active volcanos. Commissioner Kunihiko Shimazaki, a seismologist, said it's difficult to accurately predict eruptions but current assessment suggests a catastrophic eruption is "extremely unlikely."Though public opposition over restarts exceeds support, Prime Minister Shinzo Abe's government has been calling for restarts, saying a prolonged shutdown hurts Japan's economy and reversing a nuclear phase-out policy adopted by the previous government. "When there is a final decision that the plant is safe, we will proceed with a plan to restart the reactors, while trying to gain understanding from local communities and the residents."It will still take a few more months to get the No. 1 and No. 2 reactors at Sendai Nuclear Power Station online, officials said. The operator has to clear final steps such as on-site checks, followed by obtaining local government consent, before the two reactors resume operations. MANILA (Reuters) - A typhoon killed at least 10 people as it churned across the Philippines and shut down the capital, cutting power and prompting the evacuation of more than 400,000 residents, rescue officials said.The eye of Typhoon Rammasun, the strongest storm to hit the country this year, passed south of Manila after cutting a path across the main island of Luzon, toppling trees and power lines and causing electrocutions and widespread blackouts.By Wednesday evening, the storm was easing in the capital and markets and public offices were due to reopen on Thursday. Some schools were to remain closed.Manila Electric Company said 76 percent of the area it serves was without power, compared with 86 percent earlier in the day."Our weather is improving as the typhoon is moving further away," Rene Paciente of the weather bureau said, adding storm alerts in various part of the country were lifted or lowered.The number of evacuated residents had reached 409,000, Wilma Cabrera, the Social Welfare Assistant Secretary, told Reuters.Many of those forced from their homes were in the eastern province of Albay, the first to be hit by the typhoon, the disaster agency said. They were taken to schools, gymnasiums and town halls for shelter.

Officials said 460,000 had been affected by the storm.

Major roads across Luzon were blocked by debris, fallen trees, electricity poles and tin roofs ripped off village houses. The storm uprooted trees in the capital, where palm trees lining major arteries were bent over by the wind as broken hoardings bounced down the streets.Public Works and Highways Secretary Rogelio Singson and Admiral Alexander Pama, the executive director of the National Disaster Risk Reduction and Management Council, surveyed the typhoon-affected areas by helicopter."I am happily surprised because of the minimal casualties and damage," Singson said, adding the typhoon had passed through the most populated area of the country, with about 17 million people living in its path.Singson and Pama said the government was more prepared after the devastation caused by Super Typhoon Haiyan in November, evacuating people at risk in coastal and landslide-prone areas well before the typhoon made landfall.Parts of the Philippines are still recovering from Haiyan, one of the biggest cyclones known to have made landfall anywhere.
