Israel has begun using tax money it collects on behalf of the Palestinian Authority to pay off existing Palestinian debts, according to senior officials who spoke to Israeli media outlets Monday night.An unidentified Israeli official who spoke to Walla News said Jerusalem had embarked on the economic “punishing steps” that were agreed to by the cabinet following last week’s announcement of a reconciliation pact between Hamas and Fatah.He said the PA had been informed of the move, which he claimed was “only a first step.”A senior Palestinian official who spoke on condition of anonymity to Ynet Monday confirmed that Jerusalem had informed Ramallah over the weekend that the Israeli government would begin to use tax funds collected on behalf of the PA to offset debts owed by the PA to Israel at the end of the current month. The PA notably owes about 1 billion shekels ($285 million) to the Israel Electric Company.The government is now considering additional sanctions against the PA, including the revocation of VIP access documents for certain Palestinian officials. Prime Minister Benjamin Netanyahu instructed Defense Minister Moshe Ya’alon Tuesday to cancel a hearing on settlement construction scheduled for the following day.The directive coincided with the deadline for the US-mediated peace, amid concerns that should renewed construction be pushed forward, the blame for the collapse of the negotiations would be pinned on Israel, officials told Army Radio.“We are making great efforts to convince the world that [PA President Mahmoud Abbas] rejects peace, [and] embraces Hamas,” an unnamed official said. “This is a strong card, and it would be wrong to squander this [opportunity]. An announcement on construction now could shift public opinion against us in a second.”However, Avi Roeh, chairman of the Yesha Council, an umbrella movement of Jewish settlers, said he was not informed of the decision to push off the discussion indefinitely.“They didn’t tell us anything,” he told the radio station. Roeh claimed that with regard to such decisions, the West Bank council heads were kept in the dark “because no one includes us: not in the negotiations, and not in these discussions, and not in other discussions.”“I call on the prime minister to summon us and explain the process,” he said.The Civil Administration, tasked with overseeing the West Bank, declared 28,000 dunam (6,900 acres) in 40 strategic areas in the West Bank as state land last year, Haaretz reported Tuesday.The approvals were granted by the Blue Line task force, established by the Civil Administration in 1999 to reevaluate the demarcations of state land. During the 1980s, then-head of the administration Plia Albek designated nearly 1 million dunam (247,000 acres) as state land. The Blue Line task force is investigating all of the approvals granted then that were deemed hastily given and imprecise.The approvals pave the way for settlements to apply to build on the allotted plots. Many of them are adjacent to existing West Bank settlements, the largest of which is a 3,476-dunam (858 acres) bloc near Ariel. JERUSALEM (JTA) — Nine months of negotiations were supposed to propel Israelis and Palestinians into a future of peace. Instead, the collapse of talks is threatening to make the future look much like the past.Israel’s decision last week to suspend negotiations — a day after the signing of a reconciliation between the Fatah faction of Palestinian Authority President Mahmoud Abbas and Hamas — has prompted both sides to resort to their old ways.For the Palestinians, that means focusing on internal unity and a redoubled effort to win international recognition for statehood, particularly at the United Nations. For Israel, it’s a return to shunning the Palestinian political leadership.“If the Palestinian Authority persists with efforts to reunite with Hamas, that is not only a game changer,” Michael Oren, Israel’s former ambassador to the United States, told JTA. “It is a game stopper.”After weeks in which they teetered on the brink of failure, peace negotiations finally stalled April 23 when Fatah agreed to form a unified Palestinian government with Hamas, the ruling power in Gaza considered a terrorist organization by the United States, Israel and the European Union.The two groups split after violent clashes in 2007. Three previous reconciliation deals — in 2007, 2011 and 2012 — have gone unimplemented.Israel responded to the reconciliation agreement as it had to earlier ones, declaring that it would not negotiate with Hamas and announcing economic sanctions against the Palestinian Authority. On April 24, Israel suspended the peace negotiations, five days before their initial nine-month term was set to expire.“Instead of choosing peace, Abu Mazen formed an alliance with a murderous terrorist organization that calls for the destruction of Israel,” said Israeli Prime Minister Benjamin Netanyahu, referring to Abbas by his nom de guerre. “Whoever chooses the terrorism of Hamas does not want peace.”Israel and the United States have called on Hamas to recognize Israel, commit to nonviolence and abide by previous Israeli-Palestinian agreements — three conditions that have guided negotiations for a decade. But on Sunday, Hamas officials vowed never to recognize Israel.Palestinian officials nevertheless moved to downplay the significance of the unity accord on the peace process, noting that an interim government set to be formed in the coming weeks would be made up of technocrats, not political figures aligned with Fatah or Hamas. Munib al-Masri, a Palestinian industrialist who served as a Fatah delegate to the reconciliation talks, told JTA that Abbas would continue to manage negotiations should they go on.
“All parties will abide by President Abbas regarding the political agenda,” al-Masri said. “The most important thing is to have one voice for the Palestinians.”Despite such hopes, Israel remains deeply wary of Hamas’ intentions. Naftali Bennett, chairman of the pro-settler Jewish Home party, said in a Facebook post that the PA has now become “the biggest terror group in the world” and vowed not to negotiate with murderers. Prior to the unity deal, Bennett had compared peace talks with Abbas to buying a car from someone who owns only half of it.With prospects for a peace accord receding, several Israeli politicians urged the government to respond by unilaterally settings its own borders. Bennett has encouraged Netanyahu to annex all areas of the West Bank that contain Jewish settlements. Oren argued that Israel should withdraw to a frontier it sets, creating a de facto Palestinian state.“What are the borders that give us the maximum amount of security and embrace the maximum number of Israelis?” Oren told JTA. “There are people on all sides of the Israeli political spectrum that have considered the necessity of taking our destiny into our own hands.”Al-Masri said that absent direct negotiations, Abbas will turn again to various UN bodies for recognition, as he did in 2012 when the General Assembly accepted Palestine as a non-member observer state. Israeli analysts said such diplomatic pressure will have little impact on the ground.“Their position in the UN doesn’t mean anything,” said Avraham Diskin, an emeritus professor of political science at Hebrew University. “Life is one thing and declarations are another.”Given the failure of previous attempts at Palestinian unity, experts are doubtful that the latest pact will succeed, not least because Hamas likely will not agree to hand over its weaponry and soldiers to Fatah control.“They’re talking about a technocracy so they won’t have to split the pie between them,” Mordechai Kedar, an expert on Islamist groups at Bar-Ilan University. “They can’t agree on anything.”Netanyahu thus far has not responded to calls for unilateral action, but the collapse of negotiations means his governing coalition will hold for the moment. Jewish Home had threatened to leave had Netanyahu agreed to withdraw from much of the West Bank.Meanwhile, analysts were not expecting another wave of violence. GAZA (Reuters) - A Palestinian unity deal will not lead Islamist group Hamas to recognize Israel's right to exist and will not result in any Gaza militants coming under President Mahmoud Abbas's control, a senior Hamas official said on Tuesday.Veteran Hamas strategist Mahmoud Al-Zahar told Reuters the group, which runs the Gaza Strip, was waiting for Abbas to form a unity government, but said the Palestinian leader was taking his time in an effort to overcome U.S. and Israeli opposition.Hamas, which is viewed as a terrorist group by many Western capitals, unexpectedly agreed with Abbas last week to lay aside old animosities and create a transitional cabinet paving the way to long-overdue elections across the Palestinian Territories.The reconciliation accord angered Israel, which promptly suspended floundering peace talks with the Western-backed Abbas, saying it would not negotiate with any administration backed by Hamas.Zahar, who is one of Hamas's most influential voices, said Abbas only decided to seek unity because the U.S.-driven negotiations were leading nowhere, but predicted he would take his time trying to assemble a government of technocrats."He is trying to overcome a great wave of pressure. He is marketing it in this way to minimize the pressure," said Zahar, who took part in the unity negotiations.Hamas leaders have said in the past that the movement could live peacefully alongside Israel if it wins a state on all Palestinian land occupied by Israel in 1967, although the Islamist group's 1988 founding charter calls for the destruction of Israel and for recovering all mandate Palestine. But it continues to say it will not recognize Israel officially.

The unity pact follows a trail of previous, failed efforts to overcome the deep schism that has traumatized Palestinian politics. Agreed in just a few hours, it sidestepped one of the most sensitive issues - who would be in charge of security.Hamas's armed wing has some 20,000 men in its ranks. Abbas has his own, Western-trained forces, that often cooperate with Israeli troops and police in the nearby West Bank - a practice that Zahar called "shameful".Zahar said Hamas would remain in charge of its own troops regardless of the latest deal and irrespective of who won national elections, that are slated for later this year."Nobody will touch the security sections in Gaza. No one will be able to touch one person from the military group. Nobody asked for that," he said, sitting next to a photograph of one of two sons who were killed in Israeli attacks.Hamas won the last legislative elections held in the Palestinian Territories in 2006 and then seized control of Gaza after ousting forces loyal to Abbas a year later.It appeared to be on the ascendance when fellow-Islamists were elected to office in neighboring Egypt, but its fortunes crumpled following last year's military coup in Cairo, with the new army-backed rulers launching a fierce crackdown on Hamas.Hundreds of smuggling tunnels connecting Gaza to Egypt were destroyed, compounding an Israeli blockade on the Palestinian enclave, that restricts movement of goods and people.Zahar said divisions in Egypt were a "catastrophe" for the region. vatican city-The day after the canonization of the two Popes, Francis’ group of eight cardinal advisors held a meeting in St. Martha’s House and set to work on the reform of the Roman Curia. The group which is referred to as the C8, might as well be called the C9 given that the Vatican Secretary of State, Pietro Parolin, also took part in today’s two meetings. Pope Francis obviously wants him to be directly involved in the process of reorganizing the Holy See’s dicasteries. Francis has also attended all of the Council’s meetings as a listener: he and the Secretary of State absented themselves only to attend the audience with the King and Queen of Spain.The Council of Cardinals which Bergloglio established exactly one month after his election, has the task of assisting him in the government of the universal Church and looking into a project for the revision of the “Pastor Bonus” , the Apostolic Constitution on the Roman Curia. During its morning and afternoon meetings, the Council began examining the situation and proposals for the reform of the Pontifical Councils. Each of the cardinals presented a summary of the material collected, to the other members of the group.Readers will recall that the issue of Curia reform had come to a halt in recent months because last February the Council of Cardinals focused their attention on the Vatican’s financial and economic affairs. The group made the proposal to establish the Secretariat of the Economy - the Vatican’s centralised “finance ministry” which oversees spending and personnel – its own. The proposal was presented by one of the commissions for reference. In February, the Council of Cardinals also addressed the issue of IOR reform after the commission of reference on the IOR presented its report.The Council’s meetings will go on until Wednesday evening. Another four-day session is expected to take place next July. This is when the cardinals will finish discussing their proposals. We will have to wait until then to find out which proposals will finally be presented to the Pope. So far, cardinals have discussed the possibility of merging some of the Pontifical Councils and introducing a new figure, the “moderator Curiae”, who would coordinate the work of the dicasteries. There is a strongly felt need to make sense of the numerous existing offices so as to cut the red tape and the Curia more efficient.The Pope’s Council of Cardinals is made up of the following eight members: Giuseppe Bertello (the only Italian and the only Curia member in the C8), Francisco Javier Errázuriz Ossa (the group’s only emeritus member), Oswald Gracias, Reinhard Marx (recently nominated coordinator of the Council for the Economy made up of cardinals and lay financial experts), Laurent Monsengwo Pasinya, Sean Patrick O’Malley, George Pell (the former Archbishop of Sydney who was recently nominated “minister of the Economy”) and Andrés Rodríguez Maradiaga. Maradiaga is also the group’s coordinator, while Albano Marcello Semeraro holds the position of secretary.

vatican city-The day of the double canonization of John XXIII and John Paul II is here. The mass Francis is going to be concelebrating with Benedict XVI begins at 10 am. The celebratory area opened to the public at 5:30. An hour later St. Peter’s Square was packed. One million people are expected to attend today’s ceremony.Pilgrims started queuing at the crack of dawn after the “white night of prayer” in churches across Rome, which opened especially for the occasion. Some pilgrims slept in sleeping bags. The “red zone”, the area around the Vatican that had been closed off to the public, remained out of bounds until 7 pm yesterday evening. Three passages on Via Conciliazione, Via Traspontina and Via San Pio X opened up at 5:30 this morning and the crowds were channeled into Via della Conciliazione. A line of young volunteers split pilgrims into groups to manage the influx of people. When St. Peter’s Square, Via della Conciliazione and the Castel Sant’Angelo gardens are full the plan is that the crowd will be diverted towards Via dei Fori Imperiali, Piazza Santa Maria Maggiore, Piazza Farnese and Piazza Navona. Seventeen giant screens have been installed across the city.According to figures offered by the municipality of Rome, there will be “at least five hundred thousand and at most one million pilgrims present, including tourists.” Two billion people across the world will be watching today’s ceremony on live television and in cinemas. Brussels - The EU on Tuesday (29 April) added 15 more names to a travel ban list of Russian officials linked to events in eastern Ukraine, but unlike the US, it refrained from targeting businesses and trade with Russia.According to the legal text published in the Official Journal of the EU, "in view of the gravity of the situation" in eastern Ukraine 15 persons were added to the blacklist which so far contained 33 names.The move was co-ordinated with the US, which extended its own blacklist on Monday and added businessmen, companies and limited trade of military-use products with Russia.The most prominent on the list is the head of the Russian army, Valery Vasilevich Gerasimov, "responsible for the massive deployment of Russian troops along the border with Ukraine and lack of de-escalation of the situation."Six names on the EU list are linked to the annexation of Crimea: Dmitry Nikolayevich Kozak, a deputy Prime Minister "responsible for overseeing the integration of the annexed Autonomous Republic of Crimea into the Russian Federation" is listed together with Oleg Yevgenyvich Belaventsev, a Russian presidential envoy to Crimea and Oleg Genrikhovich Savelyev, the minister for Crimean affairs.Sergei Ivanovich Menyailo, acting governor of Sevastopol, the Crimean military port, is also on the list. ISTANBUL (Reuters) - In this city's Grand Bazaar, sellers along labyrinthine passageways hawk carpets, jewelry and souvenir knick-knacks to tourists.Turkish police believe that until recently, the area around the market also sat at the center of an audacious, multi-billion-dollar scheme involving bribery and suspect food shipments to Iran.To date, no one has been charged. But a recently leaked police report - which contains allegations of payments to top Turkish government officials including cash stuffed into shoeboxes - has added fuel to a growing corruption scandal that has shaken the highest levels of Turkey's political establishment.A review by Reuters of the report's 299 pages, as well as interviews with currency and precious metals dealers, offer colorful new details of how what police call a "crime organization" allegedly helped Iran exploit a loophole in the West's sanctions regime that for a time allowed the Islamic Republic to purchase gold with oil and gas revenues.While the gold trade was then legal, the police report alleges the purported crime network bribed officials in part so it could maintain control of the lucrative business.Then, when the West last July prohibited the gold trade as a sanctions violation, the police report alleges the network concocted records of shipments of food at preposterous volumes and prices to continue giving Iran access to foreign currency.The police report - which includes transcripts of wiretapped conversations and surveillance photographs - was prepared for prosecutors. Reuters confirmed its authenticity with Ekrem Aydiner, the current chief prosecutor in charge of the case.Turkey's Prime Minister, Tayyip Erdogan, has called the police investigation a foreign-orchestrated plot without legal merit. In recent months, Turkey's judiciary removed several prosecutors from the case. That has raised questions about whether Turkish law enforcement authorities will continue to pursue it. Aydiner said the matter remains under active investigation.In many ways the plot described in the police report resembles a made-for-TV crime series: A cop who is thought to have tipped off tax authorities finds himself transferred to a distant outpost by the Black Sea, a plane that arrives from Ghana carrying 1.5 metric tons of gold with no clear owner, and millions of dollars in payoffs to various officials to block rivals and gain valuable favors such as fast-track Turkish citizenship for members of the purported crime network and their families.The report presents a wealthy young businessman of Iranian descent named Reza Zarrab as the ringleader. Zarrab grew up in Turkey, holds citizenship, resides in a manor on the Bosphorus and goes by the Turkish name Riza Sarraf. He is well known on Istanbul's celebrity circuit, and is married to Turkish pop star Ebru Gundes, who is a judge on a popular television talent show. Following her husband's detention in December - he was released from jail two months later without being charged - she tearfully told viewers, "God willing, I hope these dark days will pass quickly."When Reuters reporters recently visited his residence, they were greeted by about a half-dozen security guards who said he was out of town. His attorney, Seyda Yildirim, later declined to comment.In an interview published on April 19 with Sabah, a Turkish newspaper, Zarrab said, "The trade I do is completely legal." He later said in an interview on Turkish television that he had helped to reduce the country's current account deficit.
GOLD RUSH
The police report states that its investigation found evidence of bribery, fraud and gold smuggling. Although not central to the police investigation, the West's economic sanctions on Iran provide the backdrop of the alleged scheme.As financial sanctions tightened in 2012, both Turkey and Iran had pressing needs: Turkey required oil and gas for its fast-growing economy, while Iran desperately needed hard currency to pay for new automobiles and other foreign imports.Under the sanctions - imposed by Washington and Brussels to contain Iran's nuclear ambitions - Turkey was permitted to purchase oil and gas from its neighbor. But it was required to pay in Turkish lira, a currency that is of limited value for buying goods on international markets. All payments were to be deposited in an Iranian bank account at Turkey's state-controlled Halkbank.In 2012, Turkey purchased from Iran more than $10 billion worth of oil and gas, according to Reuters' calculations based on data from Turkey's energy market regulation board and Turkish officials.One commodity that Iran was permitted to purchase with its money was gold. A veritable Turkish gold rush ensued with bullion shipped to Iran in everything from couriers' rucksacks to airplane cargo holds.Turkish gold exports to Iran exploded from one metric tons in 2011 to 125.8 metric tons in 2012, worth $6.5 billion, according to the Turkish statistical institute. Another 85 metric tons, worth $4.6 billion, were exported that year to the United Arab Emirates, a known transshipment point to Iran.The police report alleges that Zarrab and a network of companies he controlled were running much of the gold trade with Iran, sometimes via Dubai. "It is understood that, to overcome sanctions and move money to Iran, Riza Sarraf used Turkey as a stepping stone," the report states.To keep the business running smoothly, the report alleges, Zarrab's network paid bribes to Zafer Caglayan, Turkey's economy minister; Muammer Guler, the interior minister; Egemen Bagis, the European Union Affairs minister; and Suleyman Aslan, Halkbank's chief executive.All three ministers, who have since either resigned or been dropped from the cabinet, have denied wrongdoing; none have been charged. Caglayan declined to comment; Guler could not be reached for comment. Lawyers for Bagis and Aslan did not return calls seeking comment.Halkbank has denied violating any domestic or international laws. A spokesperson declined to answer questions but did say the bank is not under any investigation by Turkey's police or judiciary.According to the police report, many of the payoffs were allegedly picked up in a building on a row of jewelry dealers near the Grand Bazaar. Police also tracked the shipment of a Swiss watch the network allegedly gave to Caglayan, the economy minister, that cost about $340,000. Bagis, the EU Affairs minister, at one point allegedly received $500,000 cash delivered in a chocolate box, along with a silver plate. In an intercepted phone conversation about the plate, the report quotes Zarrab as telling an associate, "Don't make it too expensive."The report alleges that Aslan, the former head of Halkbank, and Caglayan received a percentage of the Iranian money transfers, resulting in bribes that totaled tens of millions of dollars. In December, police raided Aslan's house and seized $4.5 million stuffed in shoeboxes, according to local media reports. Aslan told police the cash was a charitable donation from various businessmen to build an Islamic school, the media reports said.The police report alleges the bribes bought the network perks such as reduced commissions from Halkbank for money transfers, authorization to drive along highway emergency lanes and assistance in preventing rivals from participating in the lucrative trade. One Istanbul gold and currency trader told Reuters, "I went to the bank about 18 months ago and tried to open an account, saying I wanted to sell goods to Iran and that I was going to pay via Halkbank. But they did not let me. There has been unfair competition in terms of using this bank."The bribes also secured the network police protection, the report alleges. Suspecting at one point that a local police officer had initiated a tax audit of some of Zarrab's companies, the interior minister arranged to have the officer transferred to Zonguldak, a Black Sea coastal town about 200 miles east of Istanbul, the report alleges. According to the report, a wiretap allegedly picked up Guler telling Zarrab that "we have sent him into exile."The network also allegedly received special assistance when, in January 2013, a plane carrying 1.5 metric tons of gold bullion arrived at Istanbul's Ataturk airport from Ghana without proper paperwork. The report cites wiretapped phone calls between Zarrab and Caglayan's office allegedly showing that Caglayan intervened at Zarrab's request to prevent customs officers from seizing the shipment. The cargo was held up for days, but ultimately released.The circumstances surrounding the Ghanaian gold shipment remain murky. An Iranian billionaire businessman named Babak Zanjani, who is accused by the United States and European Union of violating sanctions on Iranian oil, recently posted a statement on the website of his company, Sorinet Group, stating he was the original purchaser of the gold from Ghana. "This type of trade was completely legal," he wrote.Yet Zanjani boasted last year in an interview with Aseman, an Iranian magazine, of violating sanctions. "This is my work - sanctions-busting operations," he was quoted as saying. He is in jail in Tehran on charges of owing the government more than $2.7 billion from oil sales; he denies any wrongdoing.In the website posting, Zanjani said he had met Zarrab "a few times" but that they had not done any business together. Zarrab said in the television interview earlier this month he had met Zanjani twice, but "I am neither friends nor partners with him."

Washington closed the gold loophole last July. In the television interview, Zarrab said he stopped trading gold and "shifted to food and medicine," which were still permitted. In a four-month period, he said, that trade totaled about $1.6 billion.But the police report alleges that some of the food shipments never actually took place, but consisted of counterfeit invoices submitted to Halkbank that should have raised plenty of red flags at the bank.The documentation included bills of lading that purportedly showed that cargoes "of 150,000 metric tons were being carried in vessels with a capacity of 5,000 tons," the report alleges.In another case, the report includes an alleged copy of an invoice for a shipment to Iran of about five metric tons of raw brown sugar. The cost? A whopping $250 a pound, more than a hundred times the market rate.The report also quotes from a wiretapped conversation with Zarrab in which an associate allegedly tells him about the food shipment records, "The documents we are giving are wrong. I mean, they are documents that do not exist in reality."Following their investigation, the police staged a series of raids and detained dozens of suspects in December. Later that month, one of the prosecutors on the probe was removed from the case. He accused police of refusing to comply with his orders to detain even more suspects. "Suspects have been allowed to take precautions, flee and tamper with the evidence," the prosecutor, Muammer Akkas, said in a statement to Turkish media. Reached by Reuters this month, he declined to comment.Aydiner, the new chief prosecutor on the case, said the detentions were just a precaution and that no suspects have been formally charged. Search suspended for two remaining victims of Washington state mudslide

SEATTLE (Reuters) - More than a month after a massive mudslide buried much of a small Washington state community, killing 41 people, authorities said on Monday they had suspended the active search for more bodies under half a square mile of dirt and debris.Snohomish County Sheriff Ty Trenary said that with the remains of two people still presumably buried under the rubble, the so-called "active search" had been halted because deep pools of water and adverse weather had created dangerous conditions."Mother nature is what's stopping us," Trenary said at a morning press conference. "It's time to take a pause and take a break."The sheriff said the two remaining bodies may never be recovered, but he has not lost hope. So far, Snohomomish County officials have identified all 41 recovered bodies. Rescuers saved 11 people on the day of the mudslide.As debris removal begins near the small community of Oso, officials said passive searching will continue while workers sift through the debris field to recover personal property.Trenary said the search effort has diminished significantly. At the height of the recovery effort, more than 1,000 volunteers were combing through the barren landscape where three dozen homes once stood.County officials said the area remains dangerous, and crews will continue to monitor for mudslide activity.Snohomish County Executive John Lovick said the county and state have formed a task force to investigate what the county knew about mudslide risks in the area and the effectiveness of the recovery effort."There will be a lot of questions, and we hope to have a lot of answers," he said. Israel has begun using tax money it collects on behalf of the Palestinian Authority to pay off existing Palestinian debts, according to senior officials who spoke to Israeli media outlets Monday night.An unidentified Israeli official who spoke to Walla News said Jerusalem had embarked on the economic “punishing steps” that were agreed to by the cabinet following last week’s announcement of a reconciliation pact between Hamas and Fatah.He said the PA had been informed of the move, which he claimed was “only a first step.”A senior Palestinian official who spoke on condition of anonymity to Ynet Monday confirmed that Jerusalem had informed Ramallah over the weekend that the Israeli government would begin to use tax funds collected on behalf of the PA to offset debts owed by the PA to Israel at the end of the current month. The PA notably owes about 1 billion shekels ($285 million) to the Israel Electric Company.The government is now considering additional sanctions against the PA, including the revocation of VIP access documents for certain Palestinian officials. Prime Minister Benjamin Netanyahu instructed Defense Minister Moshe Ya’alon Tuesday to cancel a hearing on settlement construction scheduled for the following day.The directive coincided with the deadline for the US-mediated peace, amid concerns that should renewed construction be pushed forward, the blame for the collapse of the negotiations would be pinned on Israel, officials told Army Radio.“We are making great efforts to convince the world that [PA President Mahmoud Abbas] rejects peace, [and] embraces Hamas,” an unnamed official said. “This is a strong card, and it would be wrong to squander this [opportunity]. An announcement on construction now could shift public opinion against us in a second.”However, Avi Roeh, chairman of the Yesha Council, an umbrella movement of Jewish settlers, said he was not informed of the decision to push off the discussion indefinitely.“They didn’t tell us anything,” he told the radio station. Roeh claimed that with regard to such decisions, the West Bank council heads were kept in the dark “because no one includes us: not in the negotiations, and not in these discussions, and not in other discussions.”“I call on the prime minister to summon us and explain the process,” he said.The Civil Administration, tasked with overseeing the West Bank, declared 28,000 dunam (6,900 acres) in 40 strategic areas in the West Bank as state land last year, Haaretz reported Tuesday.The approvals were granted by the Blue Line task force, established by the Civil Administration in 1999 to reevaluate the demarcations of state land. During the 1980s, then-head of the administration Plia Albek designated nearly 1 million dunam (247,000 acres) as state land. The Blue Line task force is investigating all of the approvals granted then that were deemed hastily given and imprecise.The approvals pave the way for settlements to apply to build on the allotted plots. Many of them are adjacent to existing West Bank settlements, the largest of which is a 3,476-dunam (858 acres) bloc near Ariel. Other areas are close to the Green Line, which could prove a tactical measure to expand the contours of Israel.Of the recently approved lands, 22,058 dunams are within settlement parameters, and 3,700 include areas that have been developed illegally, but would now be recognized under Israeli law.However, while the reconsideration of state lands seemingly aids further construction, settlers have complained that the tedious process, under which all construction must first seek higher civil administration permissions, stymies construction.In a report published Tuesday morning, the left-wing watchdog Peace Now claimed that during the nine months of US Secretary of State John Kerry’s orchestrated negotiations between Israel and the Palestinian Authority, the Israeli government approved tenders and plans for at least 13,851 apartments in the settlements and East Jerusalem.“This is an unprecedented number representing an average of 50 housing units per day, or 1,540 per month,” the group said.Jerusalem did not commit to freezing settlement construction during the negotiations when talks were announced nine months ago in July, though it has been a key Palestinian demand.Times of Israel staff contributed to this report.

JERUSALEM (JTA) — Nine months of negotiations were supposed to propel Israelis and Palestinians into a future of peace. Instead, the collapse of talks is threatening to make the future look much like the past.Israel’s decision last week to suspend negotiations — a day after the signing of a reconciliation between the Fatah faction of Palestinian Authority President Mahmoud Abbas and Hamas — has prompted both sides to resort to their old ways.For the Palestinians, that means focusing on internal unity and a redoubled effort to win international recognition for statehood, particularly at the United Nations. For Israel, it’s a return to shunning the Palestinian political leadership.“If the Palestinian Authority persists with efforts to reunite with Hamas, that is not only a game changer,” Michael Oren, Israel’s former ambassador to the United States, told JTA. “It is a game stopper.”After weeks in which they teetered on the brink of failure, peace negotiations finally stalled April 23 when Fatah agreed to form a unified Palestinian government with Hamas, the ruling power in Gaza considered a terrorist organization by the United States, Israel and the European Union.The two groups split after violent clashes in 2007. Three previous reconciliation deals — in 2007, 2011 and 2012 — have gone unimplemented.Israel responded to the reconciliation agreement as it had to earlier ones, declaring that it would not negotiate with Hamas and announcing economic sanctions against the Palestinian Authority. “All parties will abide by President Abbas regarding the political agenda,” al-Masri said. “The most important thing is to have one voice for the Palestinians.”Despite such hopes, Israel remains deeply wary of Hamas’ intentions. Naftali Bennett, chairman of the pro-settler Jewish Home party, said in a Facebook post that the PA has now become “the biggest terror group in the world” and vowed not to negotiate with murderers. Prior to the unity deal, Bennett had compared peace talks with Abbas to buying a car from someone who owns only half of it.With prospects for a peace accord receding, several Israeli politicians urged the government to respond by unilaterally settings its own borders. Bennett has encouraged Netanyahu to annex all areas of the West Bank that contain Jewish settlements. Oren argued that Israel should withdraw to a frontier it sets, creating a de facto Palestinian state.“What are the borders that give us the maximum amount of security and embrace the maximum number of Israelis?” Oren told JTA. “There are people on all sides of the Israeli political spectrum that have considered the necessity of taking our destiny into our own hands.”Al-Masri said that absent direct negotiations, Abbas will turn again to various UN bodies for recognition, as he did in 2012 when the General Assembly accepted Palestine as a non-member observer state. Israeli analysts said such diplomatic pressure will have little impact on the ground.“Their position in the UN doesn’t mean anything,” said Avraham Diskin, an emeritus professor of political science at Hebrew University. “Life is one thing and declarations are another.”Given the failure of previous attempts at Palestinian unity, experts are doubtful that the latest pact will succeed, not least because Hamas likely will not agree to hand over its weaponry and soldiers to Fatah control.“They’re talking about a technocracy so they won’t have to split the pie between them,” Mordechai Kedar, an expert on Islamist groups at Bar-Ilan University. “They can’t agree on anything.”Netanyahu thus far has not responded to calls for unilateral action, but the collapse of negotiations means his governing coalition will hold for the moment. GAZA (Reuters) - A Palestinian unity deal will not lead Islamist group Hamas to recognize Israel's right to exist and will not result in any Gaza militants coming under President Mahmoud Abbas's control, a senior Hamas official said on Tuesday.Veteran Hamas strategist Mahmoud Al-Zahar told Reuters the group, which runs the Gaza Strip, was waiting for Abbas to form a unity government, but said the Palestinian leader was taking his time in an effort to overcome U.S. and Israeli opposition.Hamas, which is viewed as a terrorist group by many Western capitals, unexpectedly agreed with Abbas last week to lay aside old animosities and create a transitional cabinet paving the way to long-overdue elections across the Palestinian Territories.The reconciliation accord angered Israel, which promptly suspended floundering peace talks with the Western-backed Abbas, saying it would not negotiate with any administration backed by Hamas.Zahar, who is one of Hamas's most influential voices, said Abbas only decided to seek unity because the U.S.-driven negotiations were leading nowhere, but predicted he would take his time trying to assemble a government of technocrats."He is trying to overcome a great wave of pressure. He is marketing it in this way to minimize the pressure," said Zahar, who took part in the unity negotiations.Hamas leaders have said in the past that the movement could live peacefully alongside Israel if it wins a state on all Palestinian land occupied by Israel in 1967, although the Islamist group's 1988 founding charter calls for the destruction of Israel and for recovering all mandate Palestine. But it continues to say it will not recognize Israel officially.

The unity pact follows a trail of previous, failed efforts to overcome the deep schism that has traumatized Palestinian politics. Agreed in just a few hours, it sidestepped one of the most sensitive issues - who would be in charge of security.Hamas's armed wing has some 20,000 men in its ranks. Abbas has his own, Western-trained forces, that often cooperate with Israeli troops and police in the nearby West Bank - a practice that Zahar called "shameful".Zahar said Hamas would remain in charge of its own troops regardless of the latest deal and irrespective of who won national elections, that are slated for later this year."Nobody will touch the security sections in Gaza. No one will be able to touch one person from the military group. vatican city-The day after the canonization of the two Popes, Francis’ group of eight cardinal advisors held a meeting in St. Martha’s House and set to work on the reform of the Roman Curia. The group which is referred to as the C8, might as well be called the C9 given that the Vatican Secretary of State, Pietro Parolin, also took part in today’s two meetings. Pope Francis obviously wants him to be directly involved in the process of reorganizing the Holy See’s dicasteries. Francis has also attended all of the Council’s meetings as a listener: he and the Secretary of State absented themselves only to attend the audience with the King and Queen of Spain.The Council of Cardinals which Bergloglio established exactly one month after his election, has the task of assisting him in the government of the universal Church and looking into a project for the revision of the “Pastor Bonus” , the Apostolic Constitution on the Roman Curia. During its morning and afternoon meetings, the Council began examining the situation and proposals for the reform of the Pontifical Councils. Each of the cardinals presented a summary of the material collected, to the other members of the group.Readers will recall that the issue of Curia reform had come to a halt in recent months because last February the Council of Cardinals focused their attention on the Vatican’s financial and economic affairs. The group made the proposal to establish the Secretariat of the Economy - the Vatican’s centralised “finance ministry” which oversees spending and personnel – its own. The proposal was presented by one of the commissions for reference. In February, the Council of Cardinals also addressed the issue of IOR reform after the commission of reference on the IOR presented its report.The Council’s meetings will go on until Wednesday evening. Another four-day session is expected to take place next July. This is when the cardinals will finish discussing their proposals. We will have to wait until then to find out which proposals will finally be presented to the Pope. So far, cardinals have discussed the possibility of merging some of the Pontifical Councils and introducing a new figure, the “moderator Curiae”, who would coordinate the work of the dicasteries. There is a strongly felt need to make sense of the numerous existing offices so as to cut the red tape and the Curia more efficient.The Pope’s Council of Cardinals is made up of the following eight members: Giuseppe Bertello (the only Italian and the only Curia member in the C8), Francisco Javier Errázuriz Ossa (the group’s only emeritus member), Oswald Gracias, Reinhard Marx (recently nominated coordinator of the Council for the Economy made up of cardinals and lay financial experts), Laurent Monsengwo Pasinya, Sean Patrick O’Malley, George Pell (the former Archbishop of Sydney who was recently nominated “minister of the Economy”) and Andrés Rodríguez Maradiaga. Maradiaga is also the group’s coordinator, while Albano Marcello Semeraro holds the position of secretary.

The celebratory area opened to the public at 5:30. An hour later St. Peter’s Square was packed. One million people are expected to attend today’s ceremony.Pilgrims started queuing at the crack of dawn after the “white night of prayer” in churches across Rome, which opened especially for the occasion. Some pilgrims slept in sleeping bags. The “red zone”, the area around the Vatican that had been closed off to the public, remained out of bounds until 7 pm yesterday evening. Three passages on Via Conciliazione, Via Traspontina and Via San Pio X opened up at 5:30 this morning and the crowds were channeled into Via della Conciliazione. A line of young volunteers split pilgrims into groups to manage the influx of people. When St. Peter’s Square, Via della Conciliazione and the Castel Sant’Angelo gardens are full the plan is that the crowd will be diverted towards Via dei Fori Imperiali, Piazza Santa Maria Maggiore, Piazza Farnese and Piazza Navona. Seventeen giant screens have been installed across the city.According to figures offered by the municipality of Rome, there will be “at least five hundred thousand and at most one million pilgrims present, including tourists.” Two billion people across the world will be watching today’s ceremony on live television and in cinemas. There are twenty six thousand volunteers, ten thousand policemen and women helping out in Rome. Rome’s underground was open through the night, hotels were booked out yesterday through to today and 4362 bus parking spots have been allocated for 216 thousand people. There are seventy seven ambulances on the ready.Today is also Divine Mercy Sunday, a feast introduced by John Paul II. 150 cardinals, 1000 bishops and 6000 priests will be assisting in the canonization ceremony which should end at around midday.

Brussels - The EU on Tuesday (29 April) added 15 more names to a travel ban list of Russian officials linked to events in eastern Ukraine, but unlike the US, it refrained from targeting businesses and trade with Russia.According to the legal text published in the Official Journal of the EU, "in view of the gravity of the situation" in eastern Ukraine 15 persons were added to the blacklist which so far contained 33 names.The move was co-ordinated with the US, which extended its own blacklist on Monday and added businessmen, companies and limited trade of military-use products with Russia.The most prominent on the list is the head of the Russian army, Valery Vasilevich Gerasimov, "responsible for the massive deployment of Russian troops along the border with Ukraine and lack of de-escalation of the situation."Six names on the EU list are linked to the annexation of Crimea: Dmitry Nikolayevich Kozak, a deputy Prime Minister "responsible for overseeing the integration of the annexed Autonomous Republic of Crimea into the Russian Federation" is listed together with Oleg Yevgenyvich Belaventsev, a Russian presidential envoy to Crimea and Oleg Genrikhovich Savelyev, the minister for Crimean affairs.Sergei Ivanovich Menyailo, acting governor of Sevastopol, the Crimean military port, is also on the list. ISTANBUL (Reuters) - In this city's Grand Bazaar, sellers along labyrinthine passageways hawk carpets, jewelry and souvenir knick-knacks to tourists.Turkish police believe that until recently, the area around the market also sat at the center of an audacious, multi-billion-dollar scheme involving bribery and suspect food shipments to Iran.To date, no one has been charged. But a recently leaked police report - which contains allegations of payments to top Turkish government officials including cash stuffed into shoeboxes - has added fuel to a growing corruption scandal that has shaken the highest levels of Turkey's political establishment.A review by Reuters of the report's 299 pages, as well as interviews with currency and precious metals dealers, offer colorful new details of how what police call a "crime organization" allegedly helped Iran exploit a loophole in the West's sanctions regime that for a time allowed the Islamic Republic to purchase gold with oil and gas revenues.While the gold trade was then legal, the police report alleges the purported crime network bribed officials in part so it could maintain control of the lucrative business.Then, when the West last July prohibited the gold trade as a sanctions violation, the police report alleges the network concocted records of shipments of food at preposterous volumes and prices to continue giving Iran access to foreign currency.The police report - which includes transcripts of wiretapped conversations and surveillance photographs - was prepared for prosecutors. Reuters confirmed its authenticity with Ekrem Aydiner, the current chief prosecutor in charge of the case.Turkey's Prime Minister, Tayyip Erdogan, has called the police investigation a foreign-orchestrated plot without legal merit. In recent months, Turkey's judiciary removed several prosecutors from the case. That has raised questions about whether Turkish law enforcement authorities will continue to pursue it. Aydiner said the matter remains under active investigation.In many ways the plot described in the police report resembles a made-for-TV crime series: A cop who is thought to have tipped off tax authorities finds himself transferred to a distant outpost by the Black Sea, a plane that arrives from Ghana carrying 1.5 metric tons of gold with no clear owner, and millions of dollars in payoffs to various officials to block rivals and gain valuable favors such as fast-track Turkish citizenship for members of the purported crime network and their families.The report presents a wealthy young businessman of Iranian descent named Reza Zarrab as the ringleader. Zarrab grew up in Turkey, holds citizenship, resides in a manor on the Bosphorus and goes by the Turkish name Riza Sarraf. He is well known on Istanbul's celebrity circuit, and is married to Turkish pop star Ebru Gundes, who is a judge on a popular television talent show. Following her husband's detention in December - he was released from jail two months later without being charged - she tearfully told viewers, "God willing, I hope these dark days will pass quickly."When Reuters reporters recently visited his residence, they were greeted by about a half-dozen security guards who said he was out of town. His attorney, Seyda Yildirim, later declined to comment.In an interview published on April 19 with Sabah, a Turkish newspaper, Zarrab said, "The trade I do is completely legal." He later said in an interview on Turkish television that he had helped to reduce the country's current account deficit.
GOLD RUSH
The police report states that its investigation found evidence of bribery, fraud and gold smuggling. Although not central to the police investigation, the West's economic sanctions on Iran provide the backdrop of the alleged scheme.As financial sanctions tightened in 2012, both Turkey and Iran had pressing needs: Turkey required oil and gas for its fast-growing economy, while Iran desperately needed hard currency to pay for new automobiles and other foreign imports.Under the sanctions - imposed by Washington and Brussels to contain Iran's nuclear ambitions - Turkey was permitted to purchase oil and gas from its neighbor. But it was required to pay in Turkish lira, a currency that is of limited value for buying goods on international markets. All payments were to be deposited in an Iranian bank account at Turkey's state-controlled Halkbank.In 2012, Turkey purchased from Iran more than $10 billion worth of oil and gas, according to Reuters' calculations based on data from Turkey's energy market regulation board and Turkish officials.One commodity that Iran was permitted to purchase with its money was gold. A veritable Turkish gold rush ensued with bullion shipped to Iran in everything from couriers' rucksacks to airplane cargo holds.Turkish gold exports to Iran exploded from one metric tons in 2011 to 125.8 metric tons in 2012, worth $6.5 billion, according to the Turkish statistical institute. Another 85 metric tons, worth $4.6 billion, were exported that year to the United Arab Emirates, a known transshipment point to Iran.The police report alleges that Zarrab and a network of companies he controlled were running much of the gold trade with Iran, sometimes via Dubai. "It is understood that, to overcome sanctions and move money to Iran, Riza Sarraf used Turkey as a stepping stone," the report states.To keep the business running smoothly, the report alleges, Zarrab's network paid bribes to Zafer Caglayan, Turkey's economy minister; Muammer Guler, the interior minister; Egemen Bagis, the European Union Affairs minister; and Suleyman Aslan, Halkbank's chief executive.All three ministers, who have since either resigned or been dropped from the cabinet, have denied wrongdoing; none have been charged. Caglayan declined to comment; Guler could not be reached for comment. Lawyers for Bagis and Aslan did not return calls seeking comment.Halkbank has denied violating any domestic or international laws. A spokesperson declined to answer questions but did say the bank is not under any investigation by Turkey's police or judiciary.According to the police report, many of the payoffs were allegedly picked up in a building on a row of jewelry dealers near the Grand Bazaar. Police also tracked the shipment of a Swiss watch the network allegedly gave to Caglayan, the economy minister, that cost about $340,000. Bagis, the EU Affairs minister, at one point allegedly received $500,000 cash delivered in a chocolate box, along with a silver plate. In an intercepted phone conversation about the plate, the report quotes Zarrab as telling an associate, "Don't make it too expensive."The report alleges that Aslan, the former head of Halkbank, and Caglayan received a percentage of the Iranian money transfers, resulting in bribes that totaled tens of millions of dollars. In December, police raided Aslan's house and seized $4.5 million stuffed in shoeboxes, according to local media reports. Aslan told police the cash was a charitable donation from various businessmen to build an Islamic school, the media reports said.The police report alleges the bribes bought the network perks such as reduced commissions from Halkbank for money transfers, authorization to drive along highway emergency lanes and assistance in preventing rivals from participating in the lucrative trade. One Istanbul gold and currency trader told Reuters, "I went to the bank about 18 months ago and tried to open an account, saying I wanted to sell goods to Iran and that I was going to pay via Halkbank. But they did not let me. There has been unfair competition in terms of using this bank."The bribes also secured the network police protection, the report alleges. Suspecting at one point that a local police officer had initiated a tax audit of some of Zarrab's companies, the interior minister arranged to have the officer transferred to Zonguldak, a Black Sea coastal town about 200 miles east of Istanbul, the report alleges. According to the report, a wiretap allegedly picked up Guler telling Zarrab that "we have sent him into exile."The network also allegedly received special assistance when, in January 2013, a plane carrying 1.5 metric tons of gold bullion arrived at Istanbul's Ataturk airport from Ghana without proper paperwork. The report cites wiretapped phone calls between Zarrab and Caglayan's office allegedly showing that Caglayan intervened at Zarrab's request to prevent customs officers from seizing the shipment. The cargo was held up for days, but ultimately released.The circumstances surrounding the Ghanaian gold shipment remain murky. An Iranian billionaire businessman named Babak Zanjani, who is accused by the United States and European Union of violating sanctions on Iranian oil, recently posted a statement on the website of his company, Sorinet Group, stating he was the original purchaser of the gold from Ghana. "This type of trade was completely legal," he wrote.Yet Zanjani boasted last year in an interview with Aseman, an Iranian magazine, of violating sanctions. "This is my work - sanctions-busting operations," he was quoted as saying. He is in jail in Tehran on charges of owing the government more than $2.7 billion from oil sales; he denies any wrongdoing.In the website posting, Zanjani said he had met Zarrab "a few times" but that they had not done any business together. Zarrab said in the television interview earlier this month he had met Zanjani twice, but "I am neither friends nor partners with him."
FAKE FOOD
Washington closed the gold loophole last July. In the television interview, Zarrab said he stopped trading gold and "shifted to food and medicine," which were still permitted. In a four-month period, he said, that trade totaled about $1.6 billion.But the police report alleges that some of the food shipments never actually took place, but consisted of counterfeit invoices submitted to Halkbank that should have raised plenty of red flags at the bank.The documentation included bills of lading that purportedly showed that cargoes "of 150,000 metric tons were being carried in vessels with a capacity of 5,000 tons," the report alleges.In another case, the report includes an alleged copy of an invoice for a shipment to Iran of about five metric tons of raw brown sugar. The cost? A whopping $250 a pound, more than a hundred times the market rate.The report also quotes from a wiretapped conversation with Zarrab in which an associate allegedly tells him about the food shipment records, "The documents we are giving are wrong. I mean, they are documents that do not exist in reality."Following their investigation, the police staged a series of raids and detained dozens of suspects in December. Later that month, one of the prosecutors on the probe was removed from the case. He accused police of refusing to comply with his orders to detain even more suspects. "Suspects have been allowed to take precautions, flee and tamper with the evidence," the prosecutor, Muammer Akkas, said in a statement to Turkish media. Reached by Reuters this month, he declined to comment.Aydiner, the new chief prosecutor on the case, said the detentions were just a precaution and that no suspects have been formally charged. "Of course, they are still under investigation," he said.Shortly after the December raids, two of the ministers who allegedly accepted bribes - Economy Minister Caglayan and Interior Minister Guler - resigned; Bagis, the EU Affairs minister, was replaced in a cabinet reshuffle.Aslan, the chief executive of Halkbank, left his job in February. He was recently named to the board of directors of a larger, state-owned bank.As part of a preliminary deal struck in November between Western powers and Iran, Tehran promised to scale back its nuclear development program in exchange for the suspension of certain economic sanctions. The deal, which took effect in January and is to last until July, includes allowing Iran to resume some gold trading.But there's no evidence that Turkey is benefiting. Some Istanbul traders say they are too jittery to sell gold to Iran. CHARLOTTE, North Carolina (Reuters) - A coalition of clergy members is challenging North Carolina's ban on same-sex marriages, filing the first lawsuit to claim such laws violate their religious freedom guaranteed by the U.S. constitution.Led by the United Church of Christ, a rabbi and ministers from Lutheran and Unitarian Universalist churches in the Charlotte area said they should not be penalized for following their faith.The lawsuit, filed in the Western District of North Carolina, is the first to attack same-sex marriage bans on the grounds of religious freedom under the First Amendment of the U.S. Constitution, the Cleveland- based United Church of Christ said.North Carolina law bars same-sex couples from receiving marriage licenses and makes it a misdemeanor, with a $200 fine, for clergy who perform a marriage ceremony without the license."We are taking a stand for the freedom of religion," said Reverend Geoffrey Black, president of the United Church of Christ at a news conference in suburban Charlotte.The event at the Holy Covenant United Church of Christ had a banner that read "Jesus didn't reject." The church is a Protestant denomination with nearly 1 million members nationwide.The lawsuit is among 66 challenges pending against state gay-marriage bans across the country, according to the Campaign for Southern Equality. Like the other lawsuits, the new case also claims the North Carolina law violates the 14th Amendment which guarantees equal protection and due process.Seventeen U.S. states and the District of Columbia allow same-sex couples to marry. That number would increase if federal court rulings striking down bans in several states are upheld on appeal.Same-sex couples named in the North Carolina case said they could go out of state to wed. Search suspended for two remaining victims of Washington state mudslide

SEATTLE (Reuters) - More than a month after a massive mudslide buried much of a small Washington state community, killing 41 people, authorities said on Monday they had suspended the active search for more bodies under half a square mile of dirt and debris.Snohomish County Sheriff Ty Trenary said that with the remains of two people still presumably buried under the rubble, the so-called "active search" had been halted because deep pools of water and adverse weather had created dangerous conditions."Mother nature is what's stopping us," Trenary said at a morning press conference. "It's time to take a pause and take a break."The sheriff said the two remaining bodies may never be recovered, but he has not lost hope. So far, Snohomomish County officials have identified all 41 recovered bodies. Rescuers saved 11 people on the day of the mudslide.As debris removal begins near the small community of Oso, officials said passive searching will continue while workers sift through the debris field to recover personal property.Trenary said the search effort has diminished significantly. At the height of the recovery effort, more than 1,000 volunteers were combing through the barren landscape where three dozen homes once stood.County officials said the area remains dangerous, and crews will continue to monitor for mudslide activity.Snohomish County Executive John Lovick said the county and state have formed a task force to investigate what the county knew about mudslide risks in the area and the effectiveness of the recovery effort."There will be a lot of questions, and we hope to have a lot of answers," he said. "It is important to the families that we understand what happened."A long-term recovery task force formed by the county will focus on supporting repairs to the destroyed section of state highway and will open two long-term recovery centers to serve as a "one stop shop" for victims families and survivors.Last week, Snohomish County officials delayed a decision on a proposed ban on construction in landslide-prone areas over concerns it would hamper the re-building effort.U.S. President Barack Obama visited Oso last Tuesday to meet with families of victims and to survey the mudslide aftermath.(Editing by Dan Whitcomb; Editing by David Gregorio)

TUPELO, Mississippi (Reuters) - A storm system that killed more than 20 people continued its march across a large swath of the U.S. Southeast on Tuesday, packing baseball-sized hail, damaging winds and the threat of more tornados, meteorologists said.Reports of the death toll varied, but CNN has put it at 29 lives across six states, and scores of people have been injured.The threat of tornadoes could last for several days as the strong weather system with a large area of unstable air lashed the southern and central United States.Early on Tuesday morning, a large cluster of thunderstorms pelted Alabama, Georgia and the Florida Panhandle, with tornados likely touching down along the Alabama-Georgia state line. The tornado threat in those areas will briefly weaken before rising again in Tennessee, Mississippi and Alabama later on Tuesday morning and afternoon."The main severe threat today is down in the central and eastern Gulf Coast," National Weather Service meteorologist Brynn Kerr said, adding that there was potential for severe conditions in Tennessee and the Ohio Valley later on Tuesday.Georgia Governor Nathan Deal, who declared a state of emergency late on Monday evening in preparation for the looming storms, said in a statement: "We're prepared now, and we'll be ready for recovery should we, God forbid, experience tornado damage or flooding."Most of the deaths from the severe storm system occurred on Sunday, when tornadoes tossed cars like toys in Arkansas and other states.One of several twisters to tear across Mississippi struck Tupelo on Monday, damaging hundreds of homes and businesses, downing power lines and shredding trees, the National Weather Service said.
