Rome-“Welcome!” Pope Francis said as he warmly shook hands and greeted President Barack Obama in the Vatican’s Apostolic Palace on the morning of March 27, for their first meeting ever, during which – then and in a subsequent meeting with senior Vatican officials, “views were exchanged” on international questions, including those relating to conflict and peace, collaboration between Church and State, and issues of particular interest to the Church in the USA.“Thank you!  It is wonderful to be here. It’s a great honor. I’m a great admirer. Thank you so much for receiving me!" Obama responded, clearly pleased to meet the Argentine Pope with whom he feels he has so much in common with on many social issues, including a shared commitment to fight poverty and inequality.Obama arrived in the Vatican under heavy escort and was saluted on arrival by a platoon of Swiss Guards, and welcomed by the Prefect of the Papal Household, Archbishop Georg Ganswein, who escorted him to the Pope.The first Latin American Pope came out to welcome the first black President of the USA, and then accompanied him into the library where popes traditionally talk with heads of State. Once inside, the two men sat down facing each other across the table, smiling and exchanging some words, as photographers and TV cameramen recorded the historic moment. For the next 52 minutes, the two leaders, amongst the most influential in the world, talked together in private, assisted by two interpreters. Their private time had been scheduled to last around 30 minutes but it far exceeded that, suggesting that their conversation was both deep and wide-ranging. By comparison, when Francis met Russia’s President Vladimir Putin in the Vatican, last November, their private encounter, also with the help of interpreters, lasted 35 minutes.The Vatican, in a statement issued that afternoon, recalled that President Obama had two separate conversations: first, with Pope Francis and afterwards with Cardinal Pietro Parolin, Secretary of State, and Archbishop Dominique Mamberti, Secretary for Relations with States. “During the cordial meetings”, it said, “views were exchanged on some current international themes and it was hoped that, in areas of conflict, there would be respect for humanitarian and international law and a negotiated solution between the parties involved.” This would seem to suggest that Syria was discussed, but also perhaps the Ukraine and the Israeli-Palestinian conflict, but the Vatican did not say so explicitly. Surprisingly in the statement there was no explicit reference to poverty, given both the President’s and the Pope’s interest in combatting global poverty, but perhaps that is included under the broad topic of “international themes”.The Vatican statement went on to say that, “in the context of bilateral relations and cooperation between Church and State, there was a discussion on questions of particular relevance for the Church in that country” – meaning the USA. It said those issues included, “the exercise of the rights to religious freedom, life and conscientious objection, as well as the issue of immigration reform.”The final sentence of the Vatican statement made clear that both sides stated “the common commitment to the eradication of trafficking of human persons in the world”.As is normal with such Vatican statements, it is not immediately clear whether all or only some of the above mentioned topics were actually discussed between the President and the Pope, or whether some were only addressed between the President and the senior Vatican officials.  Greater clarity on this may come later when Obama gives a press conference this afternoon.  In any case, it is clear that a wide range of issues featured in the conversations the President had in the Vatican.At the end of their long private session, a visibly happy and relaxed President presented the 14 members of his delegation to the Jesuit pope, including Secretary of State, John Kerry, a Catholic, who told the Pope “I am a great admirer of everything you are doing, as a Catholic, for the Church”, Susan Rice, National Security Advisor, and the US Ambassador to the Holy See, Kenneth Hackett, former CEO of Catholic Relief Services in the USA.Then the two leaders from the Americas exchanged gifts and smiles as they examined each other’s presents.  Francis looked with some wonderment as Obama presented him with a large blue wooden and leather box containing various fruit and vegetable seeds from the White House garden to be planted in the gardens of the papal summer residence at Castel Gandolfo which Francis has opened to the public. "If you have a chance to come to the White House, we can show you our garden!” the President said with a smile. “Of course!” the Pope replied.   Francis is expected to visit the USA in September 2015 to address the United Nations in New York and attend the World Meeting of the Family in Philadelphia. A visit to the White House now looks to be on the cards too.Among the gifts the Jesuit Pope gave the President was a red-covered copy of his Apostolic Exhortation, “The Joy of the Gospel” (Evangelii Gaudium), which is the programmatic document of his pontificate.   Obama remarked that he would probably read it in the Oval Office when he gets frustrated, saying he felt sure it would give him strength and calm. “I hope so,” Francis replied. They both laughed.Then the two leaders stood together under the 15th century painting of the Resurrection by Perugino, flanked by the President’s delegation, for a group photo, before bidding farewell.   Obama is the ninth American president to visit a pope in the Vatican over past one hundred years, and at the end of his hour long session with the Pope, the President firmly shook and held the Pope’s hand and exchanged some confidences with him in private before departing. He then went to talk with the Secretary of State, Cardinal Parolin, and, the Secretary for Relations with States, Archbishop Mamberti, before leaving the Vatican under heavy escort for his engagements in Italy.

Struck by Francis’ message and testimony, Obama evidently wanted this meeting and is taking seriously the possibility of a common effort by the US and the Holy See in the fight against poverty and human trafficking, as well as in negotiating a solution to the conflict.“During the cordial meetings, views were exchanged on some current international themes and it was hoped that, in areas of conflict, there would be respect for humanitarian and international law and a negotiated solution between the parties involved,” the Vatican’s official statement reads.But thorny issues which have caused friction between the US Church and President Obama in the light of Obama’s healthcare reform were ignored. Issues such as abortion, contraception and conscientious objection.” In the context of bilateral relations and cooperation between Church and State, there was a discussion on questions of particular relevance for the Church in that country, such as the exercise of the rights to religious freedom, life and conscientious objection, as well as the issue of immigration reform,” the Vatican statement reads.But Obama and the Pope did not just talk about what unites them but also about matters the two disagree on. The US President said he shared the Pope’s commitment to eradicate poverty but this is no “holy alliance”.In an interview with Italian newspaper Corriere della Sera, published today, Obama said the following about Francis. Obama said he was deeply grateful to His Holiness for receiving him. Francis “has been an inspiration to people around the world, including me,” the President said referring to the Pope’s efforts in the field of social justice and his message of love and compassion, aimed especially at the poor and vulnerable. President Obama commented on the fact that Francis does not just proclaim the Gospel, he lives it and said everyone, including himself have been struck by the Pope’s humility and his acts of mercy. Francis’ testimony and the simple fact that he goes out and seeks contact with the poor and those living in difficult conditions reminds us all of the responsibility we have as individuals to live righteous and virtuous lives, the President said. He added that we are all aware of the pope’s great moral authority and when the Pope speaks his words are of enormous significance. The President said this was why he mentioned  Francis in his speech on income inequality.By continuously putting pressure on us, the Pope warns us of the dangers of getting accustomed to inequality. If we get used to these kinds of inequalities we begin to accept them as the norm, the President added during the interview. And we must not make this mistake.“One of the qualities that I admire most about the Holy Father is his courage in speaking out on some of the great economic and social issues of our time,” Obama said, according to The Washington Post. “It doesn’t mean we agree on every issue, but his voice is one that I think the world needs to hear. He challenges us. He implores us to remember the people, especially the poor, who are affected by the economic decisions we make. He invites us to stop and reflect on the dignity of man.” And as we have been able to witness first hand, his words count. He is able to focus the planet’s attention on an urgent issue in one single phrase. The Pope is able to get the people of the world to pause and reflect, the President said.

Expectations run high as President Obama meets Pope Francis in the Vatican-President Obama and Pope Francis are likely to focus on issues that unite rather than those that divide, including an end to the war in Syria, a peace accord between Israelis and Palestinians, world poverty and immigration-Gerard O’Connell


Rome-Expectations were running high on the eve of President Barack Obama’s first meeting with Pope Francis in the Vatican.  Sources said they were hopeful the two leaders would focus on the issues that unite rather than on those that divide, issues relating to peace, poverty, immigration and the importance of good cooperation between the Church and the Administration in the USA.Obama is the ninth American President to make an official visit to the Vatican over the past one hundred years.  He comes at the end of his European visit where the Ukraine and Russia’s annexation of the Crimea topped an agenda with the leaders of the industrialized countries known as the G8, but now the G 7 after they voted to oust Russia.  He also participated in important discussions on containing nuclear proliferation.When the Pope and President sit across the table in the private library of the pontiff, there will be many important topics for discussion in the time available, but people on both sides are hoping that the conversation  can be facilitated if there is good chemistry, as expected, between the first black President of the USA and the first Latin American Pope. Sources told Vatican Insider that the meeting offers an important opportunity to open and build a constructive relationship between the Pope and the US President, as well as offering a chance to help repair and renew relations between the Catholic Church in the USA and the Obama administration.  Today, Catholics count for 25% of the US population. The US President is likely to begin by briefly sharing with Pope Francis his reading of the present delicate political moment in European history as a result of the crisis in the Ukraine, and the discussions he had in these days with other world leaders on this, as well as on the nuclear question. One of the areas where Obama hopes to find much common ground with Francis is on the question of global poverty and inequality.  Since his election, Pope Francis has given considerable attention to the plight of the world’s poor and has repeatedly called for a radical reform of the world’s economy, so as to make it a person-centered one.   In this context too, Pope Francis will want to raise the issue of immigration with the US President, an issue that is a high priority for the Catholic Church in the USA and other countries in the region.In the course of their private conversation, sources expect the two leaders to discuss the dramatic situation in Syria and the urgent need to negotiate an end to the war there.  The Pope and President are also likely to discuss the importance of reaching a peace accord between Israelis and Palestinians, and the uphill effort by the US to broker such an accord in the Holy Land where Pope Francis is due to visit in May.
Other issues that could feature in their conversation are the question of religious freedom in the world, and the great value of good cooperation between the Church and the Administration on this and other matters. While US commentators have given a somewhat mixed reading of what might be expected from the Pope-President meeting, Obama has sought to prepare the ground well by praising Francis on several occasions over recent months for his commitment to the poor and his authentic witness to the social Gospel.  As a young man, he was deeply engaged in social work projects with the Catholic Church in Chicago, and he clearly feels he has much in common with this Jesuit pope.Pope Francis is immensely popular in the Unites States today, whereas the same cannot be said of the President. Moreover, on the eve of Obama’s visit, the Speaker of the House of Representatives, John Boehner, invited the Pope to address a joint session of the two houses of the US Congress – the Senate and the House of Representatives.  It remains to be seen whether Obama will invite him to visit the White House in 2015, when the Pope is expected to visit the USA.Since 2008, the White House and the American bishops have been at loggerheads on a number of issues, and clashed over the Administration’s positions on abortion and the contraception-linked clauses in the Obamacare legislation. And while the majority of Catholics voted for him in both the 2008 and 2012 elections, the US Bishops seemed to have preferred his Republican predecessor to Obama.  In spite of all this, Obama chose a Catholic to be his vice-President and has a number of Catholics on his administration including Secretary of State, John Kerry, and Chief of Staff, Dennis McDonough. Significantly too he appointed another Catholic, Kenneth Hackett, former CEO of Catholic Relief Services, as the United States ambassador to the Holy See.  All three will be part of the President’s delegation when he meets the Pope.

vatican city-He is the Archbishop of Philadelphia, a Capuchin monk of American Indian origin and has always been an enthusiastic supporter of the US Episcopate’s pro-life battles (according to the US press, in July he stated that the that members of the right wing of the Catholic church "generally have not been really happy about [Francis’] election"). Today, Mgr. Charles Joseph Chaput expressed his full support to Pope Francis and said he hoped Thursday’s meeting between Francis and the US president Barack Obama, who is rather unpopular among the US episcopate’s more conservative circles, will be “fruitful, clear and honest”.  At the end of a press conference for the presentation of the 8th World Meeting for Families which will take place in Philadelphia in September 2015, mgr. Chaput responded to some questions put to him by journalists, stressing that although it is important that the Church listens when it comes to the divorced and same-sex couples, it is also important not to be too influenced by what the issues raised by the press.

You said that whilst it is important to listen when it comes to issues like divorce and same-sex couples, we should not dwell excessively on these problems. What do you mean? “It is important to exchange views with people and take real life into consideration, our daily experience tells us that these issues exist. But if we focus on the problems alone, or we treat them as the starting point, we won’t go very far. I think it is important to consolidate what has worked in the past in terms of family life and put it into practice instead of just talking about it. It is the press to a certain extent that focuses on the problems, not the people I deal with. I know that you journalists discuss these issues and I don’t mean to downplay the reality or importance of said issues. I just don’t want to spend all my time giving answers to a limited number of questions, when there are many other bigger questions that need addressing.”

You referred to the paedophilia problem in the Philadelphia Church. Do you hope the issue will be addressed at the 2015 meeting? “I don’t just hope it will be dealt with, I am certain it will be. We need workshops on how families deal with these kinds of things. As a Church we need to ensure this does not happen again. The issue will certainly be reflected upon. People are aware that the Church has a big training programme, both for individuals and communities, to help identify sex abuse cases and react. We want people to listen to this again and again.”

How will the diocese of Philadelphia pay for the international meeting of families? “We are covering the entire cost of the event. Milan (which is where the last family meeting took place in 2012, Ed.) cost something like 10-12 million Euros, 13-14 million dollars. They had a lot of support from Italy in areas such as security, whereas we will have to pay for these kinds of things out of our own pocket. It’s going to be expensive but we are all aware of the positive effect this meeting will have on families. There is a great deal of interest in the event, not just on the part of the Catholic community and Philadelphia, but on the part of the whole country and this will help us find funding. So far, we have collected 5 million dollars but we hope to get much more. I would also like to add that we hope this fundraising will give us more than what we need so that we can give the rest to the Pope as a gift for the poor. People understand the importance of this: he is coming to our country, a country that is well off and he receives a gift for the poor. We are also looking for funds to make it possible for poor people from North and South America to take part.

What do you expect from this Thursday’s meeting between the Pope and Obama? Some Catholic circles are critical of this president. “I don’t think I’m in a position to discuss what the Pope and the President will talk about. I just hope it will be a fruitful meeting for the Holy See, the president and our country. Our country has a significant role to play. I am certain that the Pope will focus his attention on peace, the Middle East, Ukraine and doing all that is possible to achieve peace. I don’t know whether family-related issues will be touched on. I just hope it will be a fruitful, honest and clear meeting.”

US media claim you said Pope Francis doesn’t speak out forcefully enough against abortion…“I never once said such a thing. I think the Pope is very successful in his approach and that God is guiding him for the good of today’s Church. I love the Pope and I support him. All that he is doing is working thanks to God.”

"We are monitoring this airspace very closely and have the ability to identify all air movement,” said Colonel Rene Moerland, Deputy Commander of the AWACS Component.The summit brings together the leaders of over 50 countries to discuss important nuclear security issues and international agreements. NATO’s AWACS aircraft were requested as part of Dutch measures to ensure the security and safety of conference participants. They will operate in close cooperation with British and French E-3s to provide continuous airspace coverage for the duration of the summit.The AWACS provides the Alliance with an instant airborne command and control system and provision of an air and maritime surveillance and battle space management capability. Throughout the summit the AWACS will work very closely with the Royal Dutch Air Force. "NATO’s fleet of AWACS aircraft performs a unique and valuable role for the Alliance by conducting a wide range of operational missions,” said the AWACS Force Commander, Major General Jochen Both. "Operationally we are exceptionally busy at the moment as our personnel continue to support NATO’s mission in Afghanistan as well as several other operations. The transatlantic bond between North America and Europe is the bedrock of security in Europe and in North America. And I really appreciate your reaffirmation of the commitment of the United States to our shared defence and security.And I welcome the steps that the United States has taken in response to Russia’s reckless and illegal military actions in Ukraine. Clearly collective defence of our Allies is a core task for NATO and I join you in your call for additional measures to enhance our collective defence including updated and further developed defence plans, enhanced exercises, and appropriate deployments. Our commitment to the defence of our Allies is unbreakable and at the same time we are firm in our support of Ukraine’s sovereignty and territorial integrity. We will intensify our military cooperation with Ukraine including helping the Ukrainians to modernise their armed forces. As we prepare for our next summit in Wales later this year, we will review the viability of our relationship with Russia, we will enhance cooperation with our partners, we will further strengthen our collective defence and we will reinforce the transatlantic bond. NATO Secretary General Anders Fogh Rasmussen and US President Barack Obama stressed the Alliance’s strong commitment to collective defence during talks in Brussels on Wednesday (26 March 2014). “Our commitment to the defence of our Allies is unbreakable,” said the Secretary General.Mr. Fogh Rasmussen expressed his strong appreciation for the leadership role the United States plays in the Alliance during his meeting with President Obama. The talks focused on the crisis in Ukraine, relations with Russia and implications of the crisis on the preparations for this September’s NATO Summit in Wales. “I welcome the steps that the United States has taken in response to Russia’s reckless and illegal military actions in Ukraine. Collective defence of our Allies is a core task for NATO and I join you in your call for additional measures to enhance our collective defence including updated and further developed defence plans, enhanced exercises and appropriate deployments,” said Mr. Fogh Rasmussen.He added that NATO is “firm in our support of Ukraine’s sovereignty and territorial integrity. We will intensify our military cooperation with Ukraine including helping the Ukrainians to modernise their armed forces.” Allies will review the viability of their relationship with Russia in preparations for the Wales Summit. NATO will also enhance its cooperation with partners, including Ukraine and Allies will further strengthen their collective defence and reinforce their transatlantic bond, the Secretary General said.“NATO is a force for peace but also unmatched militarily. We do not seek confrontation but we will not waver if challenged and our Alliance is more than just a military Alliance, we are a community of values that also brings hope for all people seeking freedom and peace,” Mr. Fogh Rasmussen states.

GENEVA (Reuters) - More than 40 mainly Western countries led by the United States on Wednesday denounced Russia's annexation of Crimea and voiced concern for the fate of minority Tatars as well as missing activists and journalists.In a joint statement to the United Nations Human Rights Council, they urged Russia to allow international monitors to deploy across Ukraine, "including Crimea".Russia has agreed with the 56 other members of the Organization for Security and Cooperation in Europe (OSCE) to send a six-month monitoring mission to Ukraine, but said it had no mandate in Crimea.Paula Schriefer, U.S. deputy assistant secretary of state, read a two-page statement to the Geneva forum from 42 countries, saying: "We call on Russia and all concerned to ensure full and unimpeded access and protection for the teams to all of Ukraine, including Crimea ...""We are deeply concerned about credible reports of kidnappings of journalists and activists, the blocking of independent media and the barring of independent international observers," she said."Furthermore, the situation of minorities in Crimea, in particular the Crimean Tatars, is extremely vulnerable since the Russian military incursion," she said, reading the statement signed by sponsors including the main European powers, Australia, Canada, Japan and former Soviet states Georgia, Latvia, Lithuania and Moldova.Russia's ambassador to the U.N. in Geneva, Alexey Borodavkin, rejected the statement as containing statements that were "far from the truth" while ignoring human rights issues faced by the Ukrainian people.Crimean Tatars would be given all rights in Russia, including the right to speak their national native language, he said."This crisis was raised by very ugly forces, the ultranationalists, the neo-Nazis and racists," he said, adding that while not being many in number, they had "decisive influence on the domestic and foreign policy course of Ukraine"."The ultranationalists are threatening the other minorities including the Jews, the Poles, the Czechs and the Hungarians," Borodavkin said.Ukraine was "on the brink of financial collapse" and resources promised by the West were insufficient, but Russia was ready to give the legitimate government of Ukraine credit amounting to $15 billion, he said.(Reporting by Stephanie Nebehay; Editing by Robin Pomeroy and Sonya Hepinstall)

EU should press US on drone secrecy

BRUSSELS - Trade and the crisis in Ukraine are likely to dominate the agenda during US President Barack Obama’s first official visit to Brussels on March 26.But the European Union and Nato leaders also should use the summit to press Obama on another critical issue: ensuring that US operations against terrorist suspects, most often carried out with remotely piloted aircraft known as drones, comply with international law.A strong European stance on targeted killings is the clear wish of the European Parliament, which in February passed a resolution calling on the EU to “promote greater transparency and accountability” from countries that use armed drones, and to “ensure” that victims of unlawful drone strikes have effective access to remedies.Targeted killings are also of concern to the United Nations Human Rights Council in Geneva.Later this week (March 27-28) the council is expected to approve its own resolution pressing states to ensure transparency on drone attacks and to carry out prompt and impartial investigations when strikes may have gone wrong.The US, disappointingly, opposes the Human Rights Council resolution, making it all the more important that the EU press the issue directly with Obama.Two UN special rapporteurs also have recently issued separate reports expressing concerns about potentially unlawful targeted killings and calling for greater transparency.Taking a strong rights-respecting stance on drones is critical not only for the US but also for EU member states. Currently the UK is the only EU member that deploys armed drones - in Afghanistan. But a “drones club” composed of France, Germany, Greece, Italy, the Netherlands, Poland and Spain is developing an armed drone.The US has carried out at least 400 drone strikes and other targeted killings since Obama took office in 2009, reportedly killing upwards of 2,600 people in Pakistan, Yemen and Somalia, according to independent research groups. Obama disputes claims of significant civilian casualties in these strikes.But his administration won’t confirm any casualty figures, much less individual strikes or the total number of its targeted killing operations.Human Rights Watch (HRW) has serious concerns that at least some of these attacks violate international law and Obama’s policies on targeted attacks announced last May, including that the US strikes only when it has “near-certainty” that no civilians will be harmed.In examinations of seven US targeted killing operations by drones and other weapons systems since 2009 in Yemen, we found clear violations of the laws of war in two attacks that indiscriminately killed civilians.One unlawful attack killed 14 alleged militants, but also 42 sleeping Bedouins, two-thirds of them women and children. The other killed 12 civilians - 8 farmers, a mother and 3 children - on a sports utility vehicle coming home from market.HRW found possible laws-of-war violations in the other five cases, including a strike on cars in a wedding procession that killed 12 men, wounded 15 others, and slightly injured the bride.HRW also questions the US assertion that it is in a global war with Al-Qaeda and similar groups and that therefore the laws of armed conflict apply to all of its targeted killings.Outside of armed conflict, where criminal justice rules govern, states can only use lethal force to prevent an imminent threat to life. The US has not made a compelling case that its attacks are all governed by the laws of war or overcome the higher threshold for the use of lethal force outside armed conflict.EU states often deplore legally questionable actions by foreign governments. Yet they have hesitated to do the same when it comes to their close ally, the United States.EU countries will not undertake criticism of their powerful friend lightly. But the misuse of drones has implications that extend beyond the actions of the United States - and that over time will circle the globe.The US unwillingness to acknowledge possibly unlawful aspects of its targeted killings program or conduct the necessary investigations into specific attacks sets a dangerous precedent for other governments that may seek to use armed drones against their enemies - whether those strikes are launched from Russia, China or even somewhere in Europe.The writer is the senior terrorism and counterterrorism researcher at HRW and the author of two recent reports on US targeted killings in Yemen

BRUSSELS - Barack Obama and top EU officials have described America and Europe as a fortress of justice against a “disgraceful” Russia, but indicated that Ukraine is on the other side of the wall.
The US leader in his first visit to the EU capital, on Wednesday (26 March), told press: “We are more secure, we are more prosperous, the world is more just, when Europe and America stand as one.”
EU Council chief Herman Van Rompuy called Russia’s annexation of Crimea “a disgrace.” He said “in days like these” the EU and US must forge closer ties “to show our own public opinion and the wider world who we are … economies based on rules, societies based on values, and proud of being so.”European Commission chief Jose Manuel Barroso added: “I’d like to say to the American people that you can count on us as your best friends and allies.”Obama also warned Russia not to test his obligation to defend former Soviet and former Communist countries who joined Nato.“At the core of Nato is our article V commitment to collective defence … there’s no junior Nato members versus senior Nato members, when it comes to collective defence everybody is on the same footing,” he said.The three politicians pledged to help Ukraine and pro-EU governments in Georgia and Moldova to resist Russia’s machinations.Obama said EU and US blacklists and Russia’s exclusion from the G8 are “the most significant sanctions against Russia since the end of the Cold War."He added: “If anyone in the Russian leadership thought the world wouldn’t care about its actions in Ukraine, or that they could drive a wedge between the EU and US, they clearly miscalculated.”But he drew a line around Crimea.He said the West will trigger economic sanctions against Russia only “should Russia move forward and engage in further incursion into Ukraine.”He also drew a line around Nato, saying there are no plans for the alliance to extend its defence pledge to Ukraine or Georgia.“Neither Ukraine or Georgia are currently on a path to Nato membership. There are no immediate plans to expand Nato,” he noted. “Part of the reason why Ukraine has not applied for Nato membership is because of its complex relationship with Russia and I don’t think that’s going to change any time soon.”Obama and Van Rompuy struck a different tone on Russia relations despite the show of solidarity, however.The US leader said Russia deserves “isolation” on the world stage. But Van Rompuy said the blacklists are “not a punishment - sanctions are an incentive to seek a diplomatic and peaceful solution.”The difference was also echoed in Berlin.Obama on Monday in The Hague belittled Russia by calling it a “regional power.” But the German government spokesman on Tuesday said: "For Berlin, Russia is an important power in Europe and beyond."Meanwhile, Obama urged EU countries to reduce their security dependence on the US and their energy dependence on Russia.“If we’ve got collective defence, it means everybody’s got to chip in and I have had some concerns about a diminished level of defence spending among some partners in Nato, not all, bit many,” he said.He added that if the EU and US agree a free trade deal, he will increase exports of shale gas to Europe.But he noted that EU countries have their own shale deposits, which they should develop despite environmental concerns. “We’ve [the US] been blessed by some incredible resources, but we’re also making choices, and tackling some of those concerns and challenges of energy development, and Europe will have to have those same conversations,” he said.

German central bank: Russia has more to lose than we do

Berlin - German central bank chief Jens Weidmann said on Tuesday (25 March) that Russia has more to lose than Europe if economic sanctions are imposed over its actions in Ukraine."The escalation of the conflict has resulted in massive capital outflows, to a significant fall in value of the Russian ruble and to a rise in financing costs," Weidmann told foreign journalists in Berlin.He downplayed the impact of possible economic sanctions, noting that "even in case of a serious downturn of the Russian economy, there will be only a limited impact on the economic performance of the eurozone and of Germany."Weidmann noted that the exposure of eurozone banks to Russian customers is of €77 billion, or two percent of their overall lending operations, with Russia having "about the same importance as Poland or Turkey."According to calculations made by Bruegel, a Brussels-based think tank, the cost of replacing Russia's total gas exports to EU's 28 member states would take €36.5 billion out of the Russian economy, equivalent to 2.2 percent of its GDP. For the EU, the cost of replacing Russian gas supplies with Norwegian, North African, Dutch and more LNG imports would amount to €10.8 billion, or 0.08 percent of the EU GDP.Meanwhile, speaking in the Hague the same day, US president Barack Obama admitted that "some particular sanctions would hurt some countries more than others."“But all of us recognise that we have to stand up for a core principle that lies at the heart of the international order,” he added.Obama also painted Russia as less important than it thinks it is."Russia is a regional power that is threatening some of its immediate neighbours not out of strength but out of weakness," Obama said."They don’t pose the number one national security threat to the United States."Also in the Hague, German Chancellor Angela Merkel warned of the consequences of Russia's actions at a time when other countries are considering to give up their nuclear weapons.She pointed to a 1994 memorandum signed by Russia, the US and the UK guaranteeing Ukraine's territorial integrity in return for Ukraine giving up its nuclear arsenal, at the time, the third largest in the world."The fact that Russia has violated this territorial integrity to such extent is for sure a very bad example on international stage. I hope it sets no precedent. But the danger is there," Merkel said.Russia's stock markets have fallen by 4.5 percent since the news of EU and US sanctions.But Russian President Vladimir Putin has ridiculed the move, saying he will open up an account at Rossyia Bank, which was put on the US sanctions list.In retaliation to Visa and Mastercard refusing to do business with cardholders of Rossyia Bank, a bill was introduced in the Russian parliament banning transaction services based outside Russia. This means that Visa and Mastercard will no longer be able to service any customers in Putin's domain.

New images show more than 100 objects that could be plane debris

PERTH/KUALA LUMPUR (Reuters) - New satellite images have revealed more than 100 objects in the southern Indian Ocean that could be debris from a Malaysian jetliner missing for 18 days with 239 people on board, Malaysia's acting transport minister said on Wednesday.The latest sighting came as searchers stepped up efforts to find some trace of Malaysia Airlines Flight MH370, thought to have crashed on March 8 after flying thousands of miles off course."It must be emphasized that we cannot tell whether the potential objects are from MH370," Hishammuddin Hussein told a news conference. "Nevertheless, this is another new lead that will help direct the search operation."The images were captured by France-based Airbus Defence & Space on Monday and showed 122 potential objects in a 400 sq km (155 sq mile) area of ocean, Hishammuddin said. The objects varied in size from one meter to 23 meters (75 ft) in length, he said.A dozen aircraft from Australia, the United States, New Zealand, China, Japan and South Korea were once more scouring the seas some 2,500 km (1,550 miles) southwest of Perth in the hunt for wreckage on Wednesday, after bad weather the previous day forced the suspension of the search."The crash zone is as close to nowhere as it's possible to be but it's closer to Australia than anywhere else," Australian Prime Minister Tony Abbott said, before leading the country's parliament in a moment's silence."A considerable amount of debris has been sighted in the area where the flight was last recorded. Bad weather and inaccessibility has so far prevented any of it from being recovered. But we are confident that it will be."Malaysian Prime Minister Najib Razak this week confirmed Flight MH370, which vanished while flying to Beijing from Kuala Lumpur, had crashed in the southern Indian Ocean.Citing satellite-data analysis by British company Inmarsat, he said there was no doubt the Boeing 777 came down in one of the most remote places on Earth - an implicit admission that everyone on board had died.Recovery of wreckage could unlock clues about why and how the plane had diverted so far off course in one of aviation's most puzzling mysteries. PASSENGER RELATIVES DISTRAUGHT
An Australian navy ship returned to the area after being driven away by gale force winds and 20-metre (66 ft) waves on Tuesday, while a Chinese icebreaker and three Chinese navy vessels were now in the search zone.Two Chinese ships were looking for a two-meter floating object spotted earlier in the day by an aircraft, China's state news agency Xinhua reported.The United States has sent an undersea Navy drone and a high-tech black box detector which will be fitted to an Australian Defence vessel due in Perth in the coming days.The so-called black boxes - the cockpit voice recorder and flight data recorder - record what happens during flight, but time is running out to pick up locator beacons that stop about a month after a crash due to limited battery life.Malaysia said on Tuesday that the U.S. "Towed Pinger Locator" would not arrive in the search area until April 5, which would give it only a few days to find the black box before the beacon battery would be expected to run out.The prolonged and so far fruitless search and investigation have taken a toll, with dozens of distraught relatives of Chinese passengers clashing with police in Beijing on Tuesday, accusing Malaysia of "delays and deception".Malaysia's confused initial response to the plane's disappearance and a perception of poor communications have enraged many relatives of the more than 150 Chinese passengers and have strained ties between Beijing and Kuala Lumpur.Chinese special envoy, Zhang Yesui, met Malaysia's Najib on Wednesday and called for "unremitting efforts" to find the plane, Xinhua said.

MULTINATIONAL INVESTIGATION
Flight MH370 vanished from civilian radar screens less than an hour after taking off and investigators believe someone on the flight may have shut off the plane's communications systems.Partial military radar tracking showed it turning west and recrossing the Malay Peninsula, apparently under the control of a skilled pilot.The air crash investigation is shaping up as one of the most costly and difficult ever. Normally, an official investigation can only begin once a crash site has been identified. Each Iridium satellite contains seven Motorola Freescale PowerPC 603E processors running at 200MHz.  One processor is dedicated to each cross link antenna and two processors are dedicated to satellite control with one as a spare.  Each Iridium satellite can support up to 1100 phone calls.  Communication with the Iridium network is done using a TDMA and FDMA based system using L band spectrum between 1616 and 1626.5MHz.  Iridium controls 7.775MHz of this.

State Department spokeswoman Jen Psaki was quoted telling journalists accompanying Secretary of State John Kerry to a meeting with PA President Mahmoud Abbas Wednesday morning that there were currently no plans to release Pollard, who is serving a life sentence.In exchange for Pollard, Israel would agree to release 26 prisoners, among them around 20 Arab Israelis, and the Palestinians would agree to continue talks until the end of 2014, according to Army Radio.Kerry reportedly made the offer after Prime Minister Benjamin Netanyahu made clear his intentions to forgo the final stage of a prisoner release, previously agreed to as a bargaining chip for starting peace talks this past July, unless Abbas agreed to extend the talks past the upcoming April deadline.Right-wing Israeli politicians have objected to the prisoner release, particularly letting inmates who are Israeli citizens go, but the inclusion of Pollard in the deal would likely help bring them aboard.Pollard, a US naval analyst, was jailed by the US in 1987 after being caught spying for Israel. Brazil, China, India rally round Russia after G7 snub

BRUSSELS - The G7 club of wealthy nations has cancelled a summit with Russia over its annexation of Crimea, but emerging economies have protested against its exclusion from a G20 meeting.The G7 leaders – from Britain, Canada, France, Germany, Italy, Japan, and the US – announced the move in a communique published after their meeting in The Hague on Monday (24 March).The June summit, which was to be held in the G8 format with Russia in Sochi, on the Black Sea coast, will now be held in Brussels.The communique said Russia’s actions “are not consistent” with the G7’s “shared beliefs” and that they will “suspend” the G8 “until Russia changes course”. It also said G7 states “remain ready to intensify actions, including co-ordinated sectoral sanctions … if Russia continues to escalate this situation”.For its part, US ally Australia had indicated Russia might also be excluded from a G20 summit in Brisbane in November.But Brazil, China, India, and South Africa rejected the idea.They said, together with Russia, also at The Hague, where almost 60 countries had sent VIPs to a Nuclear Security Summit, that “the escalation of hostile language, sanctions and counter-sanctions … does not contribute to a sustainable and peaceful solution” to the Ukraine crisis.“ The custodianship of the G20 belongs to all member states equally and no one member state can unilaterally determine its nature."With Brazil and China now wealthier than some G7 countries, Russian foreign minister Sergei Lavrov noted the G7 has lost its monopoly on global governance.“If our Western partners believe this format [G8] has exhausted itself, let it be. We are not clinging to it. As an experiment, we can wait a year or a year and a half and see how we live without it,” he said.Lavrov in The Hague met with his Ukrainian counterpart, Andrey Deshchytsia, for the first time since the crisis began.But he did not agree to launch bilateral talks to resolve the dispute, as demanded by the EU and US.He noted only that Ukraine must undertake unspecified “constitutional reforms” and repeated the Kremlin line that Ukraine’s revolution is a form of Western expansionism.Meanwhile, Ukraine circulated a draft UN General Assembly resolution which says Crimea’s recent referendum on secession has “no validity".It got backing from UN head Ban Ki Moon, who said Russia’s violation of the Budapest memorandum – a 1994 treaty giving Ukraine security guarantees in return for nuclear disarmament – has “profound” implications “both for regional security and the integrity of the nuclear non-proliferation regime”.Russia on Monday also hit back at Western sanctions by blacklisting 13 Canadians.It has mocked EU and US blacklists and economic threats. But its own deputy economy minister, Andrei Klepach, on Monday forecast that Russia’s first quarter economic growth will be zero and that $70 billion of capital will leave the country in developments he linked to “worsening of relations”.Russia’s state-owned Sberbank the same day said capital flight could reach $100 billion.

THE HAGUE/MOSCOW (Reuters) - Russia and the West drew a tentative line under the Ukraine crisis on Tuesday after U.S. President Barack Obama and his allies agreed to hold off on more damaging economic sanctions unless Moscow goes beyond the seizure of Crimea.Describing Russia as a "regional power" and not the biggest national security threat to the United States, Obama said Russian forces would not be removed militarily from Crimea, but the annexation of the Black Sea region was not a "done deal" because the international community would not recognize it."It is up to Russia to act responsibly and show itself once again to be willing to abide by international norms and ... if it fails to do so, there will be some costs," he told a news conference at the end of a nuclear security summit in The Hague.After scoffing at a decision by Obama and his Western allies to boycott a planned Group of Eight summit in Sochi in June and hold a G7 summit without Russia instead, the Kremlin said it was keen to maintain contact with G8 partners."The Russian side continues to be ready to have such contacts at all levels, including the top level. We are interested in such contacts," President Vladimir Putin's spokesman, Dmitry Peskov, told Interfax news agency.

Obama said he was concerned at the possibility of further Russian "encroachment" into Ukraine and believed Putin was still "making a series of calculations". He insisted Russian speakers faced no threat in the country, contrary to Moscow's assertions.He urged Putin to let Ukrainians choose their own destiny free from intimidation, saying he was sure they would opt for good relations with both the European Union and Moscow rather than making a zero-sum choice for one against the other."Russia is a regional power that is threatening some of its immediate neighbors, not out of strength but out of weakness," Obama said. "We (the United States) have considerable influence on our neighbors. We generally don't need to invade them in order to have a strong cooperative relationship with them."Asked what was to stop a further Russian "land grab", the U.S. president drew a distinction between an attack on members of NATO, covered by its Article V mutual defense clause, and on non-members where the West could apply international pressure, shine a spotlight on those states and provide economic support.A senior administration official told reporters traveling with Obama on Air Force One to Brussels that "there's no question that NATO is prepared to defend any ally against any aggression."The official said that in Obama's talks on Wednesday with NATO's secretary general, "we'll be discussing very specifically what more can be done in terms of signaling concrete reassurance to our Eastern European allies."Previewing Obama's speech in Brussels on Wednesday, the official said the president "will speak about the importance of European security and not just the danger to the people of Ukraine, but the danger to the international system that Europe and the United States have invested so much in that is a consequence of Russia's actions."The ruble firmed and Russian assets climbed on Tuesday after Obama and fellow G7 leaders held back from new sanctions and investors took the view that the crisis had been contained for now.Dutch Prime Minister Mark Rutte said the United States and European Union allies were aligned in their response, contrary to media reports that Washington was pushing reluctant Europeans fearful for their economic interests to get tougher.

CONCILIATORY GESTURES

Moscow made two conciliatory gestures on Monday after its deputy economy minister said up to $70 billion in capital may have fled his country in the first quarter of the year.Foreign Minister Sergei Lavrov met his Ukrainian counterpart, Andriy Deshchytsia, for the first time, even though Russia does not recognize the Kiev government.Moscow also allowed monitors from the pan-European security watchdog OSCE to begin work in Ukraine after prolonged wrangling over their mandate, which Russia says excludes Crimea.The Ukrainian Foreign Ministry said Deshchytsia protested at the annexation of Crimea. Lavrov said Russia did not intend to use force in eastern and southern regions of Ukraine, and "the two sides agreed not to fuel further escalation in the Crimea problem that could cause casualties", it said.Ukraine ordered its remaining forces in Crimea to withdraw for their own safety on Monday after Russian forces fired warning shots and used stun grenades when they stormed a marine base and a landing ship. There were no casualties.That order came too late to save the job of interim Defense Minister Ihor Tenyukh, sacked by parliament on Tuesday over his handling of the crisis, after it emerged that fewer than a quarter of soldiers in Crimea plan to stay in the military. Lawmakers elected Mykhailo Koval, head of the Ukrainian border guard, to replace Tenyukh.In the Perevalnoye base, 25 km (15 miles) southeast of the capital, Simferopol, somber-looking Ukrainian troops loaded a freight truck with furniture, clothes and kitchen appliances."We are not fleeing, but leaving to the mainland where we will continue to serve," said a soldier who identified himself only as Svyatoslav. "One cannot be a soldier without a country and we have to relocate," he said.But in the Belbek air base stormed four days ago, officers and soldiers refused to leave until the Russian military releases their commander, Colonel Yuliy Mamchur, who became a symbol of Ukrainian resistance in Crimea.According to his aides, Mamchur is being held in the Russian Black Sea Fleet's home port of Sevastopol.

IMF DEAL SOUGHT

Ukrainian Finance Minister Oleksander Shlapak said he was negotiating with the International Monetary Fund for a loan package of $15 billion to $20 billion because the economy had been severely weakened by months of political turmoil and mismanagement. He forecast a 3 percent contraction in the economy this year.Obama also urged the IMF to reach agreement swiftly on a financial support package for Kiev, which would unlock additional aid from the European Union and Washington.Increasing the chances a Ukraine aid bill will get through the U.S. Congress, Senate Democrats agreed on Tuesday to drop language in their measure containing reforms to the IMF. There had been stiff opposition to the IMF measures in the Republican-led House of Representatives.The legislation backs a $1 billion loan guarantee for the government in Kiev, provides $150 million in aid for Ukraine and neighboring countries and requires sanctions on Russians and Ukrainians responsible for corruption, human rights abuses or undermining stability in Ukraine.The measure is now expected to pass through Congress relatively quickly and be sent to Obama to sign into law, as long as another dispute over whether to include increased natural gas exports in the bill does not hold it up again.Both the West and Russia sought to woo other key nations present in The Hague.Obama, who discussed the Ukraine crisis with Chinese President Xi Jinping on Monday, met President Nursultan Nazarbayev of Kazakhstan, which is part of a customs union with Russia but is also seeking to join the World Trade Organization.Nazarbayev, a ruling politburo member before the collapse of the Soviet Union in 1991, expressed understanding for Russia's position in a telephone call with Putin on March 10.Lavrov sought support from foreign ministers of the BRICS grouping of emerging economic powers - Brazil, Russia, India, China and South Africa.In a joint statement that did not mention Ukraine or take a position on the annexation of Crimea, they said: "The escalation of hostile language, sanctions and counter-sanctions, and force does not contribute to a sustainable and peaceful solution ..."European diplomats said tentative signs that Putin may have decided to go no farther than Crimea in his campaign to protect ethnic Russians in former Soviet republics may reflect concern about the mounting economic consequences.The crisis is also taking a toll in Western Europe. ROME (AP) — Hoping to salvage foundering Mideast peace negotiations, U.S. Secretary of State John Kerry is interrupting a trip to Europe with President Barack Obama to press Israeli and Palestinian leaders to stick with the talks beyond an April deadline.The meetings come at a critical time in the peace talks and against a looming April 30 deadline for a settlement. But the Palestinians have threatened to walk away before then unless Israel releases a batch of prisoners as it agreed to by March 29.The State Department announced Tuesday that Kerry will travel to Amman, Jordan, to meet with Palestinian leader Mahmoud Abbas on Wednesday. Kerry also will talk with Israeli Prime Minister Benjamin Netanyahu, likely either by telephone or videoconference, in the next few days, said deputy spokeswoman Marie Harf. Kerry is currently in Rome to join Obama at a meeting Thursday with Pope Francis.Israel previously has released three groups of prisoners during the negotiations, moves that have been deeply unpopular with the Israeli public because the inmates were convicted of bloody crimes. But Israel has not said whether it will carry out the final release, which includes 14 Israeli Arabs, and is seeking assurances that the Palestinians will extend talks beyond April before doing so.The Palestinians say Israel already pledged to carry out the release and are seeking additional gestures, such as the release of high-profile prisoners or a settlement freeze before extending the talks. SEOUL, South Korea (AP) — North Korea on Wednesday test-fired what appeared to be two mid-range ballistic missiles, South Korea said, hours after Pyongyang rivals South Korea, Japan and the United States met in the Netherlands to discuss the country.Such a launch would be a violation of U.N. resolutions and a big step up from a series of shorter-range rocket launches the North has staged in recent weeks in apparent protest of ongoing annual military drills by Washington and Seoul that the North claims are invasion preparation.It also comes on the fourth anniversary of the deadly sinking of a South Korean warship that Seoul and other nations blame on a North Korean torpedo. Pyongyang denies involvement in the sinking, which killed 46 sailors.A South Korean military official said two likely Rodong missiles flew about 650 kilometers (403 miles) off North Korea's east coast early Wednesday. It wasn't immediately clear where the missiles splashed down. The official spoke on condition of anonymity because of office rules.The launch followed a meeting on Tuesday of U.S. President Barack Obama, Japanese Prime Minister Shinzo Abe and South Korean President Park Geun-hye. It was Park and Abe's first face-to-face meeting since they both took office more than a year ago. Kuwait City (AFP) - Syria's opposition called for "sophisticated" arms at an Arab summit in Kuwait Tuesday while Saudi Arabia said the military balance needed to change to "end the impasse" in Syria's civil war.But UN-Arab League peace envoy Lakhdar Brahimi insisted on the need for a "political solution" to the three-year conflict, urging an "end to the supply of arms to all parties."Opposition Syrian National Coalition chief Ahmed Jarba repeated calls on the international Community to supply rebels with "sophisticated weapons" as the two-day summit opened."I do not ask you for a declaration of war," said Jarba, urging Arab leaders to put pressure on world powers to fulfil pledges to supply arms.Saudi Crown Prince Salman bin Abdulaziz, whose country is a key backer of the rebellion against President Bashar al-Assad, said the world was "betraying" rebels by failing to arm them and leaving them as "easy prey."A solution to the conflict, in which regime forces have recently made significant advances, requires a "change in the balance on the ground to end the impasse," he said.National Coalition spokesman Louay Safi said rebels urgently needed "anti-aircraft missiles" to defend against barrel bombs that regime forces have been raining down on fighters and civilians alike.The conflict in Syria, which entered a fourth year on March 15, has killed more than 146,000 people and displaced millions.Meanwhile, Jarba said a decision not to hand over Syria's seat in the Arab League to the opposition sends a wrong message to Assad, telling him to continue "to kill.""Let me say quite frankly that keeping Syria's seat empty... sends a clear message to Assad that he can kill and that the seat will wait for him," he said.The government's brutal repression of protests that erupted in March 2011, which led to the war, resulted in its suspension from the 22-member Cairo-based Arab League.- No military solution: Brahimi -Brahimi urged a revival of peace talks."I call upon Europe, the United Nations and the United States to take clear steps to reactivate the Geneva talks," which broke off on February 15.

"There is no military solution," he stressed.

On the humanitarian front, the president Lebanon, one of several Syrian neighbours dealing with refugees, told the evening session his country was overburdened by the influx and called for help.Michel Sleiman said Lebanon was no longer capable of accepting more Syrian refugees. who now make up 32 percent of the population.He warned without elaborating that, if Beirut does not receive help, "we may look into legal ways to stop their influx."Meanwhile, a regional rift over Egypt's Muslim Brotherhood has been kept off the summit agenda.But Egyptian President Adli Mansur called for interior and justice ministers meet before the end of June to activate the Arab counter-terrorism treaty.Mansour made no specific mention of the Muslim Brotherhood of his ousted predecessor Mohamed Morsi, which Cairo designated a terrorist organisation in December.But he told the summit it was vital that League members extradite and not give shelter to "terrorists" wanted by fellow member states. That was a veiled reference to Qatar, accused of harbouring fugitive Brotherhood leaders.Relations between Egypt and Qatar have nosedived since the army's overthrow of Morsi last July.And Qatar's support for the Brotherhood has strained ties with fellow Gulf states -- Bahrain, Saudi Arabia and the United Arab Emirates -- who withdrew their ambassadors from Doha earlier this month.Kuwait's emir, Sheikh Sabah al-Ahmad al-Sabah, told the summit these rifts are threatening Arab aspirations and insisted that "we are required to resolve these disputes... and achieve unity."But Kuwaiti foreign ministry undersecretary Khaled al-Jarallah said the dispute would "be resolved within the Gulf house," not at the summit.On the Palestinian issue, Arab leaders are expected to call for $100 million (72.5 million euros) in monthly aid for the Palestinian Authority and to reject demands by Israel that Palestinians recognise it as a Jewish state.Palestinian leader Mahmud Abbas, fresh from talks with US President Barack Obama in Washington last week, told the summit that Palestinians "reject even discussing the issue."He warned of Israeli plans to divide Jerusalem's Al-Aqsa Mosque, highly revered by Muslims worldwide, between Jews and Muslims "which we totally reject."

El Nino likely in 2014, says Australian Bureau of Meteorology-MAR 25,14-Yahoonews

SYDNEY (Reuters) - Climate models show an increased chance of a 2014 El Nino weather event, said Australia's bureau of meteorology, leading to possible droughts in Southeast Asia and Australia and floods in South America, which could hit key rice, wheat and sugar crops.The Australian Bureau of Meteorology (BOM) said an El Nino could occur during the southern hemisphere winter, May-July, with Australian cattle and grain farmers already struggling with drought which has cut production.The last El Nino in 2009/10 was categorized weak to moderate. The most severe El Nino was in 1998 when freak weather killed more than 2,000 people and caused billions of dollars in damage to crops, infrastructure and mines in Australia and other parts of Asia."The latest climate model survey by the shows that the tropical Pacific is very likely to warm in the coming months, with most models showing sea surface temperatures reaching El Nino thresholds during the southern hemisphere winter," the BOM said in an emailed statement.Australia's outlook echoes similar forecasts from other weather bureaus in Japan and the United States, which each said an El Nino was increasingly like.(Reporting by Colin Packham)
