Brussels - Foreign policy debates are usually a polite affair. Ideas may clash, but the exchange rarely gets personal.This was not the case on Friday (21 March) during the "Brussels Forum", an annual gathering of European and American politicians and experts, including the Russian ambassadors to the EU and Nato.The Estonian President, Toomas Ilves, complained about the EU "sitting and watching" while Russia annexed Crimea and giving Moscow "a minor slap on the wrist" by blacklisting a few dozen people, a reaction which Russia "laughed at."The Italian foreign minister, Federica Mogherini, who was defending the EU decisions, snapped: "So let's bomb Russia? What is the solution?"Ilves retorted: “We should begin defending ourselves, because once you start going in this direction [annexation of territories], what possible intellectual reasoning could say 'this won't continue'?"The Russian ambassador to the EU, Vladimir Chizhov, defended what he called the Russian "intervention" in Crimea, saying the crisis had started earlier, when Ukraine slipped into "deep political and economic problems" and risked turning into a "failed state."Ilves said Chizov was being "disingenous," because "you can't destabilise a country and then express concern that it's a failed state."Mikheil Saakashvili, the former president of Georgia at the time of Russia’s last “intervention,” its 2008 invasion, said he had "no respect" for Chizov, who reminded him of a character from Dr Strangelove, a Cold War satire directed by Stanley Kubrick in 1964.On a separate panel, Nato secretary general Anders Fogh Rasmussen cornered the Russian ambassador to Nato, asking why Russia is not respecting the international principle it subscribed to in 1999 - that each country has a right to freely decide on its international alliances."This is true, but there is also the international law enshrining the principle of indivisibility of security. Nobody will improve their security at the expense of the security of others. Nato is free to take any decision. And Russia is free to take any decision to protect its legitimate security interest," the Russian ambassador, Alexander Grushko, said."From the beginning, we said that if Nato will go on with enlargement, it will continue producing new dividing lines, moving dividing lines towards the Russian borders. We also said that in some cases, these dividing lines will cross inside countries. It's up to you if you listen or not," he added.Rasmussen continued his grilling: "Would you accept Georgia's right to choose Nato membership if this is a Georgian deision and if Nato accepts that? Would you accept that?"Grushko replied: "We are against, we believe that this is a huge mistake. This is the position of my country."

The Russian ambassador also said that instead of focusing on "how to show its muscles" militarily, Europe should focus on the rights of Russians in the Baltic states, where hundreds of thousands are denied citizenship "just because they speak Russian.""I think it would be a better solution than to send US [missile defence] interceptors,” he noted.Meanwhile, senior figures who had dealt with Russian leader Vladimir Putin during their career warned of the consequences of letting him get away with the annexation of Crimea.With Putin knowing that Nato will not go to war over Ukraine or Georgia because they are not members of the alliance, Former Nato chief Jaap de Hoop Scheffer said Moldova may be next on Putin's list."Let's not forget Moldova, because the next stop might really be Transnistria," he said.The former ambassador of the US to Nato, Kurt Volker, warned that the dismemberment of Ukraine sets a terrible precedent after it unilterally gave up its nuclear arsenal."After Russia's incursion in Ukraine, no country will give up nuclear weapons in return for territorial guarantees," Volker said.In the aftermath of the Soviet Union's collapse, in 1991, the newly independent Ukraine had on its territory the world's third largest nuclear arsenal, larger than those of Britain, France, and China combined.Five years later, it handed over all its nuclear warheads to Russia for dismantling, after having signed a memorandum in Budapest with the UK, Russia, and the US pledging to respect Ukraine's territorial integrity.US President Barack Obama did tell Putin he is in violation of this Budapest memorandum. But both Washington and London are excluding the "military option" in reaction to Russia's actions in Ukraine.Contacts say the furthest they might go is arming the Ukrainian military, which according to its foreign minister, is preparing to defend itself in case of attacks beyond Crimea.

British FM warns Russia of 'isolation and stagnation'

"As things stand today, the arc of Russia’s path in world affairs risks once again bending towards isolation and stagnation," he noted, in reference to escalating Western sanctions.

WASHINGTON (AP) — President Barack Obama's complex relationship with Europe faces new challenges during a weeklong trip as he tries to persuade allied leaders to hold firm in efforts to punish Russia for its incursion into Ukraine.The deepening dispute between East and West is expected to dominate his visit to Europe, which begins Monday in the Netherlands. The four-country trip was long-planned, but now provides the U.S. and Europe a well-timed chance to present a united front against Russian President Vladimir Putin.But behind the scenes, Obama will be gauging how far the still economically shaky European Union is willing to go in punishing Russia, one of its largest trading partners. He'll also be confronted with other European frustrations with the U.S. that are bubbling just below the surface.Some European officials, chief among them German Chancellor Angela Merkel, are still smarting over revelations of National Security Agency spying on the continent. There's also lingering resentment among EU leaders over what it sees as Obama's snubbing of the alliance."There's an anger there, there's a frustration there," said Heather Conley, a Europe expert at the Center for Strategic and International Studies. She added that while the Ukraine crisis may "mute" some of Europe's irritation with Obama, "it doesn't solve it."In the Netherlands, Obama will join world leaders at the Nuclear Security Summit and head a hastily arranged meeting of the Group of Seven - the U.S., Britain, Canada, France, Germany, Italy and Japan.The latter meeting will focus on boosting financial support for Ukraine's fledgling government, while also serving as a symbol of the West's efforts to isolate Moscow. Russia often joins the G-7 nations for Group of Eight meetings, including a summit Putin is supposed to host this summer. Those plans are now in doubt.

Russia is participating in the nuclear summit, but Putin will not attend. He's sending Foreign Minister Sergey Lavrov to The Hague.Obama's focus on Ukraine will continue in Brussels, the headquarters for the EU and NATO. A later stop in Rome will feature a highly anticipated meeting with Pope Francis. Then it's on to Saudi Arabia for a fence-mending visit with the important Gulf ally.Initial punishments from the U.S. and EU did little stop Russia from annexing the Crimean Peninsula from Ukraine. Western officials are now warily watching Russia build up its troop presence elsewhere along the former Soviet state's border.Russian officials say those troops are simply participating in military exercises. But Obama's national security adviser, Susan Rice, said that given Russia's "past practice and the gap between what they have said and what they have done, we are watching it with skepticism."The U.S. has warned that further Russian incursions could result in broader penalties targeting the Russian economy, including its robust energy sector. But administration officials acknowledge that American sanctions wouldn't have the same kind of bite as European penalties, given Europe's deeper economic ties with Russia.That puts Obama in the position of seeking cooperation from the sometimes unwieldy EU, the 28-country bloc that has often bristled at what its leaders see as snubs by the American president.The president has skipped over Brussels on all eight of his previous trips to Europe as president. He ended the practice of holding U.S-EU summits annually, preferring to hold meetings instead with individual European leaders. On the rare occasions when he has attended EU summits, the meetings have been brief and yielded little of consequence."They know the president can't stand sitting in these meetings," Conley said of EU leaders. "They got that message very clearly."The NSA spying disclosures have strained Obama's relations with Europe, particularly with Merkel, the leader with whom he had perhaps the closest relationship. Last year's explosive leaks from NSA contractor Edward Snowden included a revelation that the U.S. was monitoring Merkel's cellphone.Former State Department official Jeremy Shapiro said that while anger over the NSA persists, Europe's leaders are unlikely to get let that matter bleed into discussions over Ukraine."Ukraine is too serious an issue for them." said Shapiro, now a fellow at the Brookings Institution. "Russia is too serious an issue for them. And the need to work with the United States is too serious an issue to complicate it with this type of thing."The crisis in Ukraine seems likely to overshadow what had been expected to be the most-attention grabbling stops of Obama's trip - meetings with Pope Francis at the Vatican and Saudi Arabia's King Abdullah in Riyadh.Obama has praised the new pontiff and sees a connection with Francis' recent statements on income inequality, an issue the president is pushing at home.Hot-button issues in the Middle East will dominate Obama's stop in Saudi Arabia, his second visit to the kingdom as president. NATO commander warns of Russian threat to separatist Moldova region

BRUSSELS (Reuters) - NATO's top military commander said on Sunday that Russia had a large force on Ukraine's eastern border and he was worried it could pose a threat to Moldova's separatist Transdniestria region.The warning comes a day after Russian troops, using armored vehicles, automatic weapons and stun grenades, seized the last military facilities under Ukrainian control in Crimea, the Black Sea peninsular that Russian President Vladimir Putin formally annexed on Friday."The (Russian) force that is at the Ukrainian border now to the east is very, very sizeable and very, very ready," NATO's Supreme Allied Commander Europe, U.S. Air Force General Philip Breedlove, told an event held by the German Marshall Fund think-tank.Russia's seizure of Crimea, which has a majority Russian population, after the ousting of Ukraine's pro-Russian president by mass protests has triggered the worst East-West crisis since the Cold War.The United States and the European Union have targeted some of Putin's closest political and business allies with personal sanctions and have threatened broader economic sanctions if Putin's forces encroach on other eastern or southern parts of Ukraine with big Russian-speaking populations.Breedlove said NATO was very concerned about the threat to Transdniestria, which declared independence from Moldova in 1990 but has not been recognized by any United Nations member state. About 30 percent of its half million population is ethnic Russian, which is the mother tongue of an overall majority.Russia launched a new military exercise, involving 8,500 artillery men, near Ukraine's border 10 days ago."There is absolutely sufficient (Russian) force postured on the eastern border of Ukraine to run to Transdniestria if the decision was made to do that, and that is very worrisome," Breedlove said.The president of ex-Soviet Moldova warned Russia last Tuesday against considering any move to annex Transdniestria, which lies on Ukraine's western border, in the same way that it has taken control of Crimea.The speaker of Transdniestria's parliament had urged Russia earlier to incorporate the region.

"NO EXPANSIONIST VIEWS"

Russia's Deputy Defence Minister Anatoly Antonov was quoted by the state's Itar-Tass news agency on Sunday as saying that Russia was complying with international agreements limiting the number of troops near its border with Ukraine.Moscow's ambassador to the European Union, Vladimir Chizhov, also told Britain's BBC television on Sunday that Russia did not have any "expansionist views".Asked to give a commitment that Russian troops would not move into other Ukrainian territory outside the Crimea, Chizhov said: "There is no intention of the Russian Federation to do anything like that."U.S. Senator John McCain, a Republican foreign policy specialist, told the same BBC show that Putin's actions in Ukraine were akin to those of Adolf Hitler in 1930s Germany."I think he (Putin) is calculating how much he can get away with, just as Adolf Hitler calculated how much he could get away with in the 1930s," McCain said.McCain criticized the international response and said he supported sending military equipment to Ukraine. He also said he considered Moldova and the Baltic nations, all former Soviet states with sizeable Russian populations, to be under threat.U.S. President Barack Obama's national security adviser said on Friday that the world was reassessing its relationship with Russia and Washington was skeptical of Russian assurances that troop movements on the Ukraine border were no more than military exercises.

"BAD PRECEDENT"

Belarussian President Alexander Lukashenko, a close ally of Russia, accepted on Sunday that Crimea was now "de facto" a part of Russia, but he criticized the annexation as a "bad precedent".Speaking to reporters in Minsk, Lukashenko said Ukraine, which shares a long land border with Belarus, should remain "a single, indivisible, integral, non-bloc state".Hopes that the limited sanctions measures in place might dissuade further incursions were dealt a blow on Sunday when Russia's SMP bank, whose main shareholders were targeted by U.S. sanctions, said Visa Inc and MasterCard Inc had resumed payment services for its clients.The bank said it was glad the two biggest international payments systems had listened to its arguments to reverse Friday's suspension of services as it was wrong to target the bank, which was not itself the target of any sanctions.Putin and Russian media had mocked the sanctions, which did not stop the Russian military completing its takeover of Ukraine's military bases in Crimea.Russia's defence ministry said on Sunday that its flag was now flying over 189 Ukrainian military installations on the peninsula.A referendum held a week ago after Russian troops had seized control of Crimea overwhelmingly backed union with Russia but was denounced by Washington and the European Union as a sham.The EU emphasized its support for the new pro-Western government in Kiev, signing a political agreement with interim Prime Minister Arseniy Yatseniuk last week.They also promised financial aid for the government - which Moscow says came to power by a coup to overthrow Russian ally Viktor Yanukovich - as soon as Kiev reaches a deal with the International Monetary Fund.The IMF is to report next Tuesday on advanced talks with Ukraine on a loan program that would be linked to far-reaching reforms of the shattered economy.Three months of protests were set off by Yanukovich's refusal to sign an association agreement with the EU, the political part of which was signed on Friday. Juncker: EU should sign Moldova treaty 'in next few weeks'

Rome - A self-organised “referendum” over the independence of one of Italy’s wealthiest regions has resulted in an overwhelming victory for the separatist camp, but authorities in Rome have largely ignored the result, amid scepticism over the regularity of the informal, non-binding poll.Nevertheless, events in Veneto, the north-eastern region around Venice that is home to almost 5 million people, have attracted international attention, particularly from government-sponsored Russian media, keen to draw comparisons with the military-backed vote that sanctioned Moscow’s annexation of Crimea.Out of 3.8 million eligible voters, 2.3 million took part in Veneto’s independence “plebiscite,” organisers said Friday, after six days of voting through makeshift polling booths, via phone or the internet. The pro-secession camp was declared the winner with over 89 percent, against just under 11 percent for the unionists.“The Venetian Republic is born again,” the leader of the ‘yes’ camp, Gianluca Busato, exclaimed at a victory rally in Treviso, in front of a crowd of a few hundred supporters.However, before the results were announced, a programme on RAI state television had shown how easy it was for non-Veneto residents to take part in the online poll using fake names. On Sunday the La Stampa newspaper noted that voter turnout was remarkably high in a region where, according to national statistics, only 60 percent of the people use the internet.“Voting for Veneto’s independence was like clicking ‘like’ on Facebook,” Stefano Allievi, a sociology professor from Padua, told La Stampa.The organisers, for their part, said they weeded out almost 7,000 invalid votes from the final count, and said unspecified “international observers” monitored procedures.By smaller margins, participants in the poll indicated that an independent Veneto should remain a member of the European Union and NATO, and should stick to the euro as its currency. Only 51.4 percent of participants approved the latter choice.There was no official reaction from central authorities in Rome, but most commentators urged the government of Prime Minister Matteo Renzi to take seriously the signals of discontent coming from the region.Secessionists, who are not attached to any mainstream political party, see themselves as the heirs of the Most Serene Republic of Venice, the state that ruled the lagoon city and its surroundings for about 1,000 years, until it was routed by Napoleon in 1797.

Economic argument for independence

Their main argument for independence is economic. They calculate that Veneto subsidizes Italy’s inefficient central government and its poorer southern regions to the tune of €20 billion a year. They claim that an independent state – modeled on the likes of Catalonia or Scotland – would be far better off.“The right of self-determination that is triumphing in Veneto is the only way to free ourselves from the worst bureaucratic monster of the Western world. The blood-thirsty beast of the Italian state is hated by all of its subjects, everywhere,” Busato said.The 44-year-old software entrepreneur was elected as one of 10 “delegates” tasked with setting independence plans into motion.“The first objective is to keep all taxes in Veneto,” he said. “Veneto’s businesses and citizens no longer have to pay immoral and illegitimate taxes to the Italian state.”It remains to be seen how such propositions can be put into practice.In 1997, another independence bid from Rome ended in a farce. A commando of eight people in combat gear, armed with a WWII-era rifle and a truck disguised as a tank, highjacked a water ferry, landed on St Mark’s Square in Venice and occupied its bell tower. They were arrested by special police forces and jailed.“The media have painted us as a rag-army, but we are not so stupid,” Andrea Arman, a legal advisor for the secessionists, told the ANSA news agency. “It will be a peaceful change,” he insisted, predicting that independence would take “from a few months to one year” to be realized.The Northern League, the anti-immigrant party that once campaigned for the secession of the whole of northern Italy, welcomed the Veneto poll. Its leader, outgoing MEP Matteo Salvini, said a similar referendum should be held in nearby Lombardy, while separatists in Sardinia said they also wanted to follow suit.Luca Zaia, the Northern League governor of Veneto, said he would push the regional assembly to approve plans to convene an official independence referendum. But he admitted that there were “objective problems of compatibility” with Italy’s constitution, which states that the Republic is “one and indivisible”.

VIENNA (Reuters) - Positions between Iran and world powers diverge widely in some areas but Iranian negotiators seem "very committed" to reach an agreement on the country's disputed nuclear program, a senior EU official said in an email seen by Reuters on Thursday.Russia, one of the six major powers seeking to persuade Iran to scale back its contested atomic activities to deny it any nuclear bomb breakout capability, separately said the two sides were "far apart" on the issue of uranium enrichment.The remarks underlined the uphill task confronting negotiators, who aim to hammer out a final settlement of the decade-old dispute over the nature and scope of Iran's nuclear program in the next four months.In a video message to mark the Iranian new year holiday Nowruz, U.S. President Barack Obama said there is a chance to reach a nuclear deal with Iran if it takes verifiable steps to assure the West the program is for peaceful purposes only."I'm under no illusions. This will be difficult," Obama said. "But I'm committed to diplomacy because I believe there is the basis for a practical solution."The brief email from European Union official Helga Schmid to senior officials of EU member states was written after a meeting between Iran and the United States, France, Germany, China, Russia and Britain in Vienna on Tuesday and Wednesday.Schmid is the deputy of EU foreign policy chief Catherine Ashton, who is coordinating talks with Iran on behalf of the six nations. Tehran says its nuclear program is peaceful but the West fears it may be aimed at developing the capability to make atomic bombs and wants it curtailed.In this week's talks, Iran and the powers locked horns over the future of a planned Iranian nuclear reactor with the potential to produce plutonium for bombs, and the United States warned that "hard work" would be needed to overcome differences when the sides reconvene on April 7.

The two sides sought to spell out their positions on two of the thorniest issues: the level of uranium enrichment conducted in Iran, and its Arak heavy-water reactor. Iran denies Western suspicions that it could be a source of plutonium.Iranian Foreign Minister Mohammed Javad Zarif characterized the latest round of negotiations as "very successful" in terms of clarifying the issues involved, the Iranian official news agency IRNA reported."In terms of understanding and clarification, Vienna-2 was among our very successful round of talks ... extremely beneficial and constructive," it quoted Zarif as saying.But Russia's chief negotiator, Deputy Foreign Minister Sergei Ryabkov, made clear that major hurdles lie ahead, in comments reported by Interfax news agency.He said Iran and the powers agree that a solution should be based on November's preliminary agreement but that Iran had "very far-reaching demands" on enrichment, which can have both civilian and military purposes.

"The positions on this issue are far apart," Ryabkov said.

Under the interim accord, designed to buy time for talks on a long-term deal, Iran suspended higher-grade enrichment, a potential route to bomb-making, in exchange for some easing of sanctions that are battering its oil-dependent economy. But the powers want sharper cuts in Iran's overall enrichment capacity.The U.N. nuclear agency, which has inspectors on the ground, was expected later on Thursday to issue a monthly update to member states showing Iran is living up to its part of the November 24 agreement, diplomats in Vienna said.Ryabkov said that great attention was paid to "issues of restrictions on Iran's enrichment activity and on Iran's prospects for enrichment activity in general", Interfax reported. Surprisingly, Barack Obama, who is in theory the world’s most powerful man, did not feature in the list. Report: Germans seize cocaine addressed to Vatican

BERLIN (AP) — The drug haul was unremarkable, but the destination raised eyebrows.German weekly Bild am Sonntag reported Sunday that customs officials intercepted a cocaine shipment destined for the Vatican in January.Officers at Leipzig airport found 340 grams (12 ounces) of the drug packed into 14 condoms inside a shipment of cushions coming from South America.The paper says the package was simply addressed to the Vatican postal office, meaning any of the Catholic mini-state's 800 residents could have picked it up.Citing a German customs report, the paper adds that a sting operation arranged with Vatican police didn't lure a possible recipient. The drugs would have a street value of several tens of thousands of euros (dollars).Neither German customs nor the Vatican could be immediately reached for comment.

Today Pope Francis nominated the first eight members of the Pontifical Commission for the Protection of Minors instituted to prevent abuse in the Church. The new Commission is made up of four men and four women from different countries, including Marie Collins, who was a victim of sexual abuse in Ireland in the 1960s and the Franciscan Cardinal Sean O’Malley, Archbishop of Boston and a member of the Pope’s eight-member Council of Cardinals. O’Malley had announced the establishment of a special anti-paedophilia Commission last December. The other individuals selected are: Catherine Bonnet (France); Sheila Hollins (Britain); Claudio Papale, an Italian jurist and Professor of Canonical Law at the Pontifical Urbaniana University; former Polish ambassador Hanna Suchocka; the Jesuit priest Humberto Miguel Yanez (Argentina) and the Dean of the Gregorian Faculty, Hans Zollner (Germany).The director of the Holy See Press Office, Fr. Federico Lombardi, announced the first nominations explaining that “the Commission created by Francis to protect minors from sex abuse, is part of the Pope’s mission to respond to his sacred duty of ensuring the safety of young people.” “There will be other members chosen from various parts of the world joining this initial group,” he added. For the time being, most of the eight members that form the structure’s foundation are European. This is in order “to make meetings easier,” the Vatican spokesman said. “The Commission believes the Church has a crucial role to play in this field and intends to look towards the future without forgetting the past, adopting a multifaceted approach to ensure the protection of minors. This includes education to prevent the exploitation of children, the adoption of criminal procedures where offences are committed against minors civil and canonical duties and responsibilities, development of best-practices identified and developed within society as a whole,” Lombardi said.The newly established Commission is now called to work quickly and collaborate in a number of tasks, including:  the development of a definitive Commission structure, outlining its aim and responsibilities and suggesting more candidates, particularly from other continents and countries, who can be called to serve the Commission.”Lombardi stressed that the Pope’s initiative is a continuation of the work begun by his predecessors and added: With this new act Bergoglio makes it very clear that the Church must make child protection one of its top priorities. Landslide kills three, injures others in Washington state

(Reuters) - Three people died and at least eight others were injured on Saturday in a landslide that destroyed six or more homes along a state highway in northwest Washington state, officials said.Mud, possibly produced by recent heavy rain, slid across part of State Route 530 near Oso, Washington, north of Seattle, Washington state trooper Mark Francis said.The three deaths were confirmed by the Snohomish County Sheriff's Office. Eight people were rescued and were being treated at area hospitals and at least six houses were destroyed, the sheriff's office said in a statement.Francis said the slide was in the foothills of the Cascade Mountains where rains have been heavy lately.The mudslide caused blockage of the Stillaguamish River, adding flooding to the mud problem, Francis said. Once more, the OSCE has proven to be a vital framework to foster dialogue, identify common ground, and accomplish meaningful results despite differences. “The OSCE and the Swiss Chairmanship”, Burkhalter added, “will continue their efforts to rebuild bridges and find cooperative solutions to the major political and security challenges that Europe is now confronted with.”The Permanent Council decided in a special session on Ukraine today to deploy an OSCE Special Monitoring Mission of international observers to Ukraine: the mission’s aim is to contribute to reducing tensions and fostering peace, stability and security.Throughout the country, the mission will gather information and report on the security situation as well as establish and report facts regarding incidents, including those concerning alleged violations of fundamental OSCE principles and commitments. It will also monitor the human rights situation in the country, including the rights of national minorities. Facilitating dialogue on the ground to promote normalization of the situation is a further task of the mission.The mandate of the OSCE Special Monitoring Mission forsees deployment throughout Ukraine, to the east, south and west of the country. However, the Russian Foreign Ministry said a few hours later that Moscow will "harshly" respond to the latest round of U.S. sanctions — the conflicting signals apparently intended to persuade the West to end the spat over Ukraine.At Ukrainian bases on the peninsula, troops hesitated, besieged by Russian forces and awaiting orders. Russia claimed some had already switched sides and agreed to join the Russian military. He also ordered fireworks in Moscow and Crimea.At nearly the same time in a ceremony in Brussels, Ukraine's new prime minister pulled his nation closer to Europe by signing a political association agreement with the European Union. It was the same deal that touched off Ukraine's political crisis, the deal that President Viktor Yanukovych rejected in November, igniting the months of protests that drove him from office and sent him fleeing to Russia."Russia decided to actually impose a new post-Cold War order and revise the results of the Second World War," Ukrainian Prime Minister Arseniy Yatsenyuk said in Brussels. "The best way to contain Russia is to impose real economic leverage over them."President Barack Obama on Thursday ordered a second round of sanctions against nearly two dozen members of Putin's inner circle and a major bank supporting them.Moscow retaliated by banning nine U.S. officials and lawmakers from entering Russia, but Putin indicated that Russia would likely refrain from curtailing cooperation in areas such as Afghanistan. Moscow appears to hope to limit the damage.But the latest U.S. sanctions, which targeted Putin's chief of staff along with other senior Kremlin aides and four businessmen considered to be his lifelong friends, dealt a painful blow to Russia. Obama also warned that more sweeping penalties against Russia's economy, including its robust energy sector, could follow.International rating agencies downgraded Russia's outlook and Russian stocks tumbled Friday."The economic impact of the sanctions is already visible — on the stock exchange, the value of the Ruble, the investment climate," EU President Herman Van Rompuy told VRT network.The EU on Friday added 12 more people to bring its list of those facing visa ban and asset freeze sanctions to 33. According to a document obtained on Friday by the Associated Press, the list included some of Russian officials and lawmakers targeted by the first round of U.S. sanctions Monday. Beyond the targeting of officials linked to the annexation of the Crimea Peninsula, the EU leaders also decided at their summit to prepare economic sanction in case the situation in eastern Ukraine would deteriorate further.Putin tried to play down the sanctions' toll on Russia at Friday's televised session of the presidential Security Council.

"We should keep our distance from those people who compromise us," he said, a jocular reference to the officials on the sanctions list, some of whom attended the meeting.Putin added sardonically that he would open an account to keep his salary in the targeted Bank Rossiya, a private bank that is owned by Yuri Kovalchuk, considered to be Putin's longtime friend and banker. With about $10 billion in assets, Rossiya ranks as the 17th-largest bank in Russia and maintains numerous ties to banks in the United States, Europe and elsewhere.At the same time, Putin said he sees no immediate need for further Russian retaliation to the U.S. sanction."We must refrain from retaliatory steps for now," Putin said.He said Russia will keep funding a program to service Afghan helicopters and train their crews that has been conducted jointly with NATO. Russia is expected to play a major role in the planned withdrawal of U.S. and other NATO forces from Afghanistan later this year by providing transit corridors via its territory, and Putin seemed to indicate that the Kremlin at this stage has no intentions of shutting the route.But a few hours later, the Russian Foreign Ministry said Moscow will "respond harshly" to the second round of U.S. sanctions and Putin's spokesman, Dmitry Peskov, also said that Russia would retaliate."We will react every time. We responded to the first round of sanctions, and we will respond to those too," he said, according to the ITAR-Tass news agency.The contradictory messages were highly unusual, and seemed to convey a Kremlin warning to the West to make a deal or face Russia's retaliation.Moscow also appeared to be warming to the deployment of monitors from the Organization for Security and Cooperation in Europe, the top trans-Atlantic security and rights group. Foreign Minister Sergey Lavrov said Russia would welcome sending the OSCE observers to Russian-speaking regions in eastern Ukraine on condition that their number and locations are clearly set, but he made it clear that they wouldn't be let into Crimea.In Crimea, heavily armed Russian forces and pro-Russia militia have blocked Ukrainian military at their bases for weeks. Following Sunday's referendum they have moved aggressively to flush the Ukrainians out, storming some ships and military facilities.The Ukrainian government said it was drawing up plans to evacuate its outnumbered troops from Crimea. But at the Ukrainian military air base in Belbek, outside Sevastopol, Col. Yuly Mamchur told reporters Friday he was still waiting for orders from his commanders on whether to vacate.Russian Defense Minister Sergei Shoigu on Friday told Putin that 72 Ukrainian military units in Crimea have decided to join the Russian military. His claim couldn't be independently confirmed. Amid its political crisis, Ukraine is teetering on the verge of bankruptcy, struggling to pay off billions of dollars in debts in the coming months. The U.S. and the European Union have pledged to quickly offer a bailout.It owes Russia $2 billion in overdue payments for natural gas supplies. SOFIA, Bulgaria (AP) — Ukraine has joined two weeks of multinational military exercises that involve troops from 12 NATO member and partner nations, and demonstrate that cooperation continues between the alliance and the crisis-torn former Soviet republic.The drills, dubbed Saber Guardian, began Friday at the Novo Selo training facility in eastern Bulgaria and will include some 700 troops from Armenia, Azerbaijan, Belgium, Bulgaria, Georgia, Moldova, Poland, Romania, Serbia, Turkey, Ukraine and the United States, as well as representatives from NATO.The exercise, planned before the current East-West standoff over Russia's annexation of Crimea from Ukraine, is aimed at increasing regional flexibility, preserving and enhancing NATO interoperability, and facilitating multinational training, U.S. Army Europe spokesman Jesse Granger said.It follows joint exercises by U.S., Romanian and Bulgarian naval forces in the Black Sea.

WARSAW/WASHINGTON (Reuters) - Poland has decided to speed up its tender for a missile defense system, the Defence Ministry said, in a sign of Warsaw's disquiet over the tension between neighboring Ukraine and Russia."By the end of this year we want to already have chosen an offer. That is the acceleration by several months, compared to our original plans, that we are talking about," Czeslaw Mroczek, Deputy Defence Minister, told Reuters.The NATO member had planned to determine the supplier of its missile defence system in 2015, but the crisis in Ukraine and concerns about Russia's annexation of Crimea have prompted officials to speed up the timetable.There are four bidders: France's Thales, in a consortium with European group MBDA and the Polish state defence group; the Israeli government; Raytheon of the United States; and the MEADS consortium led by Lockheed Martin.One of the bidders, MEADS, said the tender was worth about $5 billion, but experts say the whole missile defence system could be worth as much as 40 billion zlotys ($13 billion), including maintenance costs. It is to be completed by the end of 2022.Mroczek said the decision to accelerate the process was partly caused by Russia's military intervention in Ukraine's Crimea Peninsula."To a certain extent, the decision on accelerating this process is the result of a review commissioned by the prime minister and the defence minister because of the situation in Ukraine," Mroczek said.Poland fell under Soviet domination after World War Two, along with the rest of Eastern Europe, but was one of the first to shake off Communist rule in 1989. BRUSSELS - EU and Ukrainian leaders have described as “historic” the signature of what amounts to 2 percent of an association and free trade treaty.The 28 EU Prime Ministers and Presidents, Ukraine’s interim PM, and top EU officials in Brussels on Friday (21 March) put ink on the same accord that was rejected by ousted Ukrainian chief Viktor Yanukovych last November.“The refusal to sign the association agreement with the European Union created a popular uprising, a political and cultural shift. We pay tribute to those who gave their life for freedom … It [the signature] is a sign of our solidarity,” EU Council chief Herman Van Rompuy said.Ukrainian PM Arseniy Yatsenyuk noted: “This deal meets the aspirations of millions of Ukrainians that want to be part of the European Union.”In concrete terms, Friday’s signature covers 21 out of the 1,378 pages (excluding annexes and protocols), or some 2 percent, of the full accord.The 21 pages contain a preamble, some general principles for bilateral relations, and plans for joint foreign and security policy, for instance, on arms proliferation.They also bind the EU to respect Ukraine’s “territorial integrity. ”The other 1,357 pages - a far-reaching alignment of Ukrainian commercial law and standards with the EU rulebook, or acquis - are to be signed on an uspecified date after Ukraine’s presidential elections on 25 May.Amid the flowery words in Brussels, some EU diplomats fear the part-signature will be greeted with disappointment by average Ukrainians.“People have died for the EU, and this is the solution we come up with,” one EU diplomat said.Despite Yatsenyuk’s comment on “aspirations,” the treaty preamble designates Ukraine as “a European country [which] shares a common history and common values” with EU states.The formula, which makes no reference to EU enlargement, effectively puts the topic on ice for several years.When asked on Ukraine’s accession prospects, German Chancellor Angela Merkel said on Friday: “We need to see how the discussion in Ukraine progresses.” Polish leader Donald Tusk said: “That’s not for today. Let’s face it, Ukraine has more serious problems to tackle [now] … There is no need to rush the course of history.”The EU commitment to Ukraine’s territorial integrity comes on the same day that Russia formally annexed the Ukrainian region of Crimea.

EU leaders blacklisted 12 people and cancelled a summit with Russia in protest. But they said Russia can keep the territory without incurring more painful economic sanctions. “This [the annexation] is not an element to trigger stage three [of sanctions],” Van Rompuy noted.Aside from disappointing Ukrainian people, the delay of the full treaty signature carries other risks.It means Ukraine is not yet legally bound to stay out of Russia’s Customs Union.It is unclear if Ukraine’s next president will want to sign.Dmytro Yarosh, the leader of the Pravyi Sektor, a militant nationalist group, on Friday said he will run for the post. He also said Ukraine should have a “non-aligned status,” rejecting both EU integration and Russia’s Customs Union.It also remains to be seen what levers Moscow will pull in the next few months.Russia on Friday said it wants the nearly-bankrupt Ukraine to pay $11 billion of gas debts.One EU diplomat voiced concern that if Ukraine’s former PM, Yulia Tymoshenko, returns to power, she might make a deal with the Kremlin: “She could try to become a hero by going to Moscow and winning concessions, on the invasion or on other issues, in return for an EU treaty-lite.”

Why not sign the whole thing?

There are different versions on why the EU split the pact.EU officials say it was so that Ukrainian politicians can muster popular support for the trade deal, which comes with painful reforms, in their election campaigns. Merkel said Yatsenyuk, Tymoshenko’s ally, came up with the idea: “Ukraine wanted to sign the political part only. We are willing to sign the second part on trade, but it has implications for Ukraine-Russia trade, so we respect their wishes.”

The EU diplomat cited two other motives.

The contact said large member states, including Germany, favour postponement in light of Russia’s military action because “there is a feeling it might provoke the Russians if we sign the whole agreement [now].”The source added that anti-enlargement states, such as France, are wary of the treaty implications.“The trade and economic parts of the agreement would make Ukraine into an 80-percent member state in terms of acquis compliance. It would make them closer to the EU than the Western Balkan countries [which have an accession promise]. So if they one day applied for membership, it would be very hard to say No on objective criteria,” the contact said.
