U.S. Secretary of State John Kerry thinks it is a “mistake” for Israel to demand that the Palestinian Authority (PA) recognize it as a Jewish state in order to achieve peace.“I think it's a mistake for some people to be raising it again and again as the decider of their attitude towards the possibility of a state and peace, and we've obviously made that clear," Kerry told the House Committee on Foreign Affairs on Thursday, when asked to clarify the official position of the Obama administration on the issue, according to the Breitbart website.He further said that the issue was resolved in 1947, when UN Resolution 181, which divided Palestine into a Jewish state and an Arab state, was passed. This resolution, said Kerry, referred to "Jewish state" several times.Kerry also said that former PA Chairman Yasser Arafat explicitly recognized Israel's right to exist as a Jewish state.Prime Minister Binyamin Netanyahu has insisted that the PA recognize Israel as a Jewish state in order to reach a peace agreement, explaining that the Arabs’ refusal to recognize Israel stands at the heart of the conflict.PA Chairman Mahmoud Abbas has repeatedly insisted that the PA would not recognize Israel as a Jewish state and has also stressed that the future Palestinian state would not include the presence of a single Israeli – civilian or soldier.He stood his ground last Friday, saying during a meeting with Fatah youth activists that that there is "no way" he will recognize Israel as a Jewish state and accept a Palestinian capital in just a portion of eastern Jerusalem.On Sunday, he was backed by members of his Fatah party, who unanimously endorsed his rejection of demands to recognize Israel as a Jewish state.On Saturday, Kerry’s spokeswoman Jen Psaki said that the United States believes there is no need for the PA to recognize Israel as a Jewish state as part of a peace agreement.Psaki, who spoke to the PA-based Arabic-language Al-Quds newspaper, said, “The American position is clear, Israel is a Jewish state. The recent escalation in violence between Israel and Gaza will likely not derail or even hamper Israeli-Palestinian peace talks, current and former Israeli officials said Thursday.“I don’t see a direct influence. There are other obstacles and challenges for the talks, but I think it only [shows] the demands on Israel in a different perspective,” Deputy Defense Minister Danny Danon told The Times of Israel.While he personally opposes the release of Palestinian terrorists in the framework of the negotiations, Danon said he does not expect the recent events to impact the government’s decision on whether to go ahead with the fourth and final round of these releases, planned for March 29. Other ministers, though, do oppose the scheduled release.The Islamic Jihad terror group fired more than 60 rockets from Gaza at Israeli towns beginning Wednesday afternoon, leading the IDF to retaliate against terror-related targets in the coastal strip. On Thursday afternoon, Islamic Jihad announced that a truce had gone into effect and Israeli officials said quiet would be met with quiet.Danon said Wednesday’s heavy rocket fire should serve to illustrate Israel’s predicament to “our allies and friends, who are trying to push forward the negotiations,” and strengthen Israel’s position in the talks.

“They need to understand that there are other forces in the region,” he said, and thus even if Israel were able to reach an agreement with Palestinian Authority President Mahmoud Abbas, “we cannot ignore the current reality in Gaza… When we speak about security aspects and scenarios of instability in the region, and at the same time you have dozens of rockets trying to [harm] civilian population, it makes clear to our friends in Washington that we have a good reason to be worried about what would happen in the future in Judea and Samaria,” Danon added, using the Biblical name for the West Bank.A government official confirmed that Jerusalem currently has no plans to halt or reschedule the peace talks, acknowledging that Abbas and the PA cannot be blamed for the rocket fire. “We always knew that Abbas has next to no influence on what happens in Gaza,” the official said, speaking on a condition of anonymity.Prime Minister Benjamin Netanyahu’s former national security adviser, Yaakov Amidror, also said the recent escalation will probably not disrupt the process.Amidror, a retired general who dealt mostly with military intelligence, said that the only connection between the situation in the South and the peace talks is that the massive rocket fire from Gaza proved how crucial ironclad security arrangements are in any peace agreement. Israel must be able to prevent weapons from being smuggled into the West Bank, “because the alternative is Gaza,” he said.Economy Minister Naftali Bennett, on the other hand, appeared to use the rocket fire from Gaza to agitate against the continuation of the peace talks. “Sderot and Ashkelon residents are still in their shelters. Yet there are those who think running away from Samaria so that the residents of Kfar Saba are in shelters too is the solution,” he posted on Facebook.The international community urged Israelis and Palestinians not to allow the recent events to derail the talks.“The calculations of those responsible for these acts of terrorism, who hope that these attacks will torpedo the difficult and still fragile peace process, must be proved wrong,” German Foreign Minister Frank-Walter Steinmeier said. “The negotiations on peace in the Middle East are in a difficult phase. All sides need to make even greater efforts.”Middle East Quartet representative Tony Blair, speaking to British journalists after a meeting with British Prime Minister David Cameron in Jerusalem, called for a “completely new strategy towards Gaza,” but indicated that the talks need to continue. “I don’t think even with those rocket attacks that should get in way of pursuing a political process and a political negotiation that allows, under the leadership of the United States, the two sides to come together and to try and describe an outline of what a two state solution looks like of how a Palestinian state is going to be and to operate and to function,” he said.Netanyahu has so far remained silent about the future of the peace talks, indicating, however, that they will proceed as planned. On Thursday, during a visit in a Jerusalem industrial zone together with Cameron, he denounced Abbas for failing to condemn the rocket attacks fired at Israel. “I say we want to move to a genuine peace. To move to a genuine peace, we have to be very clear on our condemnation of terror and our support for the right to defend ourselves against terror. That is a crucial component of peace,” Netanyahu said.A few hours later, Abbas did condemn the attacks coming out of Gaza. ”We condemn all military escalation, including rockets,” he said at a press conference in Bethlehem alongside Cameron.

British Prime Minister David Cameron called on Israeli and Palestinian leaders to pursue peace talks and end their conflict, if necessary by carrying out “unpopular” measures.Speaking at a press conference Thursday with Palestinian Authority President Mahmoud Abbas in Bethlehem, Cameron said he believed peace was achievable, despite the many difficulties which still lay ahead of Abbas and Prime Minister Benjamin Netanyahu.“They both will have to take difficult and unpalatable and sometimes unpopular decisions for their constituencies in order to achieve that settlement, but I sense it’s possible,” Cameron said. “I’m not saying it’s definite or even probable, but it’s certainly possible.”He acknowledged that the two sides still had “serious disagreements” that would have to be tackled before a deal could be reached.Cameron condemned the downpour of rockets fired by Islamic Jihad from the Gaza Strip at southern Israel on Wednesday and Thursday, but also deplored the humanitarian situation in the Strip.“The situation in Gaza is unacceptable. There are 1.7 million people living in Gaza, a huge number are reliant for their life on food aid, there is extremely high unemployment, there is very low provision of healthcare.”Abbas too condemned the rocket fire, but implied that Israel’s airstrikes on the Strip were unjust as well. “We condemn all military escalation, including rockets,” Abbas said.The PA president went on to say that an escalation in the region would be detrimental to the peace process. “We still hope to reach an actual achievement from the talks during the prescribed period,” he said, according to news site Walla. Israeli-Palestinian peace talks are set to end next month, and US Secretary of State John Kerry is seeking both sides’ agreement to continue the negotiations on the basis of a new “framework” agreement.Abbas’s statements came hours after Netanyahu criticized him for initially condemning Israeli retaliatory airstrikes on the Strip, but not the original Islamic Jihad rocket fire from Gaza.On Wednesday, over 60 rockets were fired from Gaza at southern Israel, in the largest barrage since November 2012. Israel responded by striking 29 targets in Gaza from the air. EU envoy to Israel: You shouldn’t have released prisoners-If Europe had advised Israel, says ambassador, it would have said freeze the settlements and negotiate on basis of pre-1967 lines

While praising Benjamin Netanyahu for being bold in his peace efforts and for seeking to prepare the Israeli public for compromise, the European Union’s ambassador to Israel said the prime minister had made the wrong decision in agreeing to release long-term Palestinian prisoners as part of the current negotiations.In an interview, Lars Faaborg-Andersen said that “had the EU been asked to advise Israel on which of the three positions [sought by Palestinian Authority President Mahmoud Abbas] to accept as the basis for discussion — accepting to discuss [Palestinian statehood] on the [basis of the pre-] ’67 lines; accepting a settlement moratorium, or releasing 104 pre-Oslo prisoners — I know which two of those the EU would have pointed the Israeli government to take. You didn’t do that,” he said. “That’s your own sovereign choice. You also have to deal with the consequences.”Bolstering the critique, Faaborg-Andersen said, “The fact that these pre-Oslo prisoners are being released and coming back and being treated as heroes, is at the outset facilitated by you, because you are releasing them.”The ambassador was being interviewed (by this writer) at an event organized by the Europeans for Israel group, held Tuesday evening in the Jewish Agency building in Jerusalem. Robustly rejecting the notion that Europe was disproportionately critical of Israel, he said the EU had “basically only one quarrel with Israel as far as the peace process is concerned, and that is the settlements,” which he said were “particularly destructive for creating the kind of confidence and negotiating environment that is necessary to succeed.” The EU, he noted, considered settlements to be “illegal under international law and unhelpful on top of it.He likened ongoing settlement expansion during the peace process to “starting to eat a cake while you are discussing how to slice it,” and said the European public saw it as “a bit underhanded to continue expanding settlements in the territory which is subject to negotiations.”Israel, he advised, “would do itself a big service by putting a freeze on settlement expansion, particularly during a time of serious negotiation.”Faaborg-Andersen, who first came to Israel as a kibbutz volunteer in his youth and decades later as a senior Danish diplomat, drafted an initial version of the George W. Bush-era Road Map for peace when Denmark held the rotating presidency of the EU in 2002, called the prospects for an Israeli-Palestinian accord much better today than they had been then.Abbas is ‘a very old man and there is no certainty that he would be succeeded by anyone who has a similar commitment to a peaceful solution’He said there was a greater realization on both sides now of the need for a solution, and that “one needs to take the Palestinians at face value when they are saying they would like to have their own state.” However, no Palestinian leader wants to go “down in history as a traitor,” he said — though he later mused that “maybe ‘traitor’ is not a good word” — and Israel’s “best guarantee for security is to give the Palestinians a reasonable deal that will stick and will not immediately create dissatisfaction and frustration among the [Palestinian] public.”He said time had not been working in the Palestinians’ favor, and that the Palestinians bore much of the blame for this, noting that the original partition plan “was roughly a 50-50 sharing of the British Mandate” territory, and now the Palestinians were seeking statehood on 22%.Asked to address widespread Israeli concerns about Abbas’s credibility as a peacemaker, the danger of Islamic extremists taking control of the West Bank, and the genuine readiness of the Palestinians for abiding peace with Israel, Faaborg-Andersen said that with Abbas, “you know more or less what you have and what you would get.” But “he’s a very old man and there is no certainty that he would be succeeded by anyone who has a similar commitment to a peaceful solution.”

He said Abbas was not omnipotent and “needs to be cognizant of what the internal market in Palestine can bear in terms of a compromise. There are certain limits to what he would be able to accept.” Abbas “is accountable to a constituency, as politicians in this country are accountable to a constituency.”The ambassador offered several further reasons why Israel should “move decisively on this issue now,” including a “commonality of interests between Israel and some of the Sunni Muslim states” in confronting Hezbollah, Iran and other dangers. And he stressed Israel’s own “democratic, demographic challenge: Israel wanting to realize its aspiration as the home of the Jewish people and ensuring the self-determination of the Jewish people within the Israeli state.”He said he fully understood Israel’s security concerns, noted that “the EU wants Israel to live behind safe and defensible borders,” and suggested that international peacekeepers could play a role in the West Bank, notably on the potentially vulnerable border with Jordan. NATO peacekeeping forces in Afghanistan and other places had performed successfully against what he envisaged were far bigger challenges than such forces might face here. But in any event, he said, while the US and EU sought to help resolve security concerns, it was up to the parties themselves to find a solution.“The prime minister has put down some clear proposals on security; they are currently subject to discussion between the parties. There’s nothing wrong with that,” he said. “I don’t think it’s an insurmountable obstacle.” ‘We are not participating in paying any stipends or any kinds of salaries for martyrs or any of their families. One can argue that if [the PA] didn’t get our money, they wouldn’t be able to pay that money out of their pocket, but these are some of the things we have to live with.He argued that the rise of Hamas in Gaza stemmed “to a very large extent” from the fact that Israel had withdrawn in 2005 without an agreement. The unilateral withdrawal “allowed Hamas to step up as the big liberator,” he said. “That is a very bad precedent” and the reason “why we pin all our hopes” on a negotiated solution.The ambassador highlighted what he called the EU’s determination to help Israel in the peace effort, recalling that late last year, EU ministers “put on the table a very strong political signal to Israel. We said if the current negotiations are crowned with success, we are ready to provide Israel with a Special Privileged Partnership. This is no mean offer from the EU side. What we’re talking about is the next best thing to membership. It’s a status akin to Norway and Switzerland, across a gamut of areas — security, politics, economics, trade, science and technology, and so on. The message to Israel from our side is that you are not alone on this. There is an international community that is willing to back you and support you in this process because we know this is an existential decision that carries risks for you as well, and we would like to assist you as much as possible in trying to reduce these risks to a manageable and acceptable level.”Questioned on Abbas’s hardline positions at the negotiating table, including the demand for a right of return for Palestinian refugees, the ambassador noted that Abbas “got a lot of heat back home” for a 2012 Channel 2 interview in which he said in English that he did not feel he had the “right” to return to his town of birth, Safed, in northern Israel. He said Abbas and Netanyahu were “both being very bold,” in that they were “running into strong opposition on some of their views.”Netanyahu, he said, “is trying to prepare the Israeli public for a possible compromise.” Abbas “is trying to do the same thing,” he argued.Questioned about ongoing EU funding of the PA, even as it pays out large sums of money to jailed terrorists and to the families of dead terrorists, he said the EU did impose conditions on its funding, with “close monitoring and transparency” and that “problematic transactions” were followed up. “We are not participating in paying any stipends or any kinds of salaries for martyrs or any of their families,” he said. “One can argue that if [the PA] didn’t get our money, they wouldn’t be able to pay that money out of their pocket, but these are some of the things we have to live with.”He said the EU was providing about €1 billion a year to the “Palestinian state-building project” and had made clear to Abbas that “time is running out for them as well.” In the long-term, those funding levels would not be sustainable, he warned.The ambassador noted, however, that if the EU halted its funding, “the State of Israel would have to dole out considerably more money in order to keep peace and quiet on the West Bank.” He also hailed the security cooperation between Israel and the PA, that had provided Israel with the security it deserves in the West Bank.The relative economic prosperity in the West Bank “has put a considerable damper on discontent and therefore potentially also on violence,” he said. “I’m not sure that situation would necessarily prevail if one were to see a pulling out of donor funds from the area. Not that I’m saying you would have a third intifada or anything like that. But I think that the level of instability and the level potentially of violence would be higher.”Finally, asked about ostensible double standards in that the EU works with Morocco despite its occupation of the western Sahara and Turkey despite its presence in northern Cyprus, but will not work with Israeli institutions based in the territories, Faaborg-Andersen said “every legal situation is different. The situation as regards western Sahara and northern Cyprus cannot be directly compared to the situation in the West Bank.”Broadly speaking, the EU cooperates with Israel within the ’67 lines, he said. “The settlements are not part of Israel’s internationally recognized borders. Therefore they are excluded from our cooperation program.”He added, “We allow products from settlements to come onto the European market but they don’t enjoy the benefit of coming in at reduced customs rates or no customs rate because our agreement is with Israel. And since they don’t form part of Israel they don’t enjoy the customs preference that normal Israeli products are enjoying. If that’s called a boycott or considered a sanction, I must say I don’t understand it.”

Ministers said Thursday that Israel would have difficulty approving a scheduled release of Palestinian prisoners if the Palestinian leadership refuses to extend peace talks beyond an April deadline.Israel committed to the release of 104 Palestinian prisoners in four stages when talks were launched in July. It has so far released 78 of those in three batches, with Palestinians demanding that the fourth — scheduled for later this month — include Arab Israelis as well.“As long as we don’t know what is happening — if the talks will be extended — it will be difficult for Israel to approve a move as dramatic as releasing Arab Israelis in the fourth tranche,” an aide to Science Minister Yaakov Peri quoted him as saying.After a three-year deadlock, the US brought the two sides back to the negotiating table with a nine-month time frame for an agreement.“Israel will have to be certain the talks are continuing to approve the fourth release,” said Peri, who used to head the Shin Bet internal security agency.

Foreign Minister Avigdor Liberman said: “We think the negotiations should be extended to the end of the year at least.”Asked in an interview with the Knesset television channel whether the government would approve the fourth prisoner release, Liberman said he didn’t “see any chance, if it’s not clear beforehand that the negotiations will continue till the end of the year.”“If there’s no change in tone and attitude, there’s no point in releasing them,” he said.US President Barack Obama is to host Palestinian Authority President Mahmoud Abbas at the White House on Monday after similar talks with Israeli Prime Benjamin Netanyahu earlier this month.“We hope that by the end of next week we will be informed that we’ve progressed from indirect negotiations through the Americans to direct talks,” Liberman said.Abbas has said the Palestinians will not agree to extend the negotiations without Israel releasing more prisoners and halting settlement construction in the occupied West Bank.

A senior Palestinian Authority (PA) official appeared on PA TV on Wednesday, where he called Israelis "an advanced instrument of evil," claiming "Allah will gather them so that we can kill them."The official, Abbas Zaki, further opined Israelis "have no belief, no principles." Aircraft of the Israeli Air Force (IAF) attacked seven terror targets in Gaza on Thursday night, shortly after midnight.In a statement, the IDF Spokesperson’s Unit said that three targets in northern Gaza and four targets in southern Gaza were hit.“The IDF will not tolerate any attempt to harm Israeli citizens and IDF soldiers and will continue to act decisively and strongly against anyone who carries out terror activities against the State of Israel,” said the statement, which added that any Gaza rocket fire was the responsibility of the Hamas terror organization which rules the region.“The IDF is prepared to defend the citizens of Israel,” the statement said.The IDF airstrikes came after Gazan terrorists continued to fire rockets at southern Israel, even after the Islamic Jihad claimed that an Egyptian-brokered ceasefire would take effect at 2:00 p.m. on Thursday.As of Thursday night, at least nine rockets were fired on Israel's south from Gaza, a continuation of the escalated rocket barrage, in which roughly 100 rockets have been fired since Wednesday. Japanese surveillance plane flies over the disputed islands in the East China Sea, called the Diaoyu in China and Senkaku in Japan.Japan scrambled military jets on Sunday to counter three Chinese military planes that flew near Japanese airspace, defence officials said.One Y-8 information gathering plane and two H-6 bombers flew over the East China Sea, travelling in international airspace between southern Japanese islands and went to the Pacific Ocean before returning towards China on the same route on Sunday morning, according to a spokesman at the Joint Staff of the Ministry of Defence.“They flow above public seas, and there was no violation of our airspace,” he said, declining to release more details about the incident.Japan and China are locked in a bitter territorial row over islands in the East China Sea administered by Japan as the Senkaku Islands, but which China calls the Diaoyu Islands.Chinese government ships and planes have been seen off the disputed islands numerous times since Japan nationalised them in September 2012, sometimes within the 12 nautical-mile territorial zone.

In the report, Li made clear China's policy of further modernizing its military. He said that China will enhance the combat readiness of its military and make efforts to develop high-tech weapons and equipment.China has been putting a particular emphasis on its navy, air force and Second Artillery Corps, which is the strategic missile division.Beijing sees the expansion of its state-of-the-art weaponry, including its aircraft carrier, stealth fighter jets, submarines and ballistic missiles, as crucial to its efforts to prevent U.S. forces deployed in the Pacific from approaching mainland China.The Chinese military has drawn two conceptual lines of defense against the U.S. -- the "First Island Chain," which stretches from Okinawa's main island to the South China Sea, and the "Second Island Chain," which links Tokyo to Guam and other places.China's navy has already placed most of the waters inside the First Island Chain under its sphere of influence and has also stepped up military exercises in the western Pacific in recent years.According to Chinese media, the Chinese navy conducted military drills in the western Pacific nine times in 2013, compared with a total of 21 drills during the previous six years of 2007 to 2012.It is now common for Chinese naval vessels to sail beyond the Second Island Chain. The report raises questions as to why the Boeing 777 was flying like that, and if anyone was in control during that time.The plane’s last known confirmed position was roughly halfway between Malaysia and Vietnam. Malaysian authorities have since said they tracked what could have been the plane changing course and heading west.No signs of the missing Malaysian jetliner have been found at a spot where Chinese satellite images showed what might be plane debris, Malaysia’s civil aviation chief said Thursday, deflating the latest lead in the five-day hunt.“There is nothing. We went there, there is nothing,” Azharuddin Abdul Rahman told reporters in Kuala Lumpur.Vietnamese officials previously said the area had been “searched thoroughly” in recent days.The hunt for the Boeing 777 has been punctuated by false leads since it disappeared with 239 people aboard just hours after leaving Kuala Lumpur for Beijing early Saturday. A nervous region eyes robust Chinese response to missing Malaysian plane

HONG KONG (Reuters) - From high-resolution satellites to advanced warships, China's military build-up is on full display in the hunt for a missing Malaysian jetliner - putting Asia on notice as to what Beijing might do in the future to further assert its regional presence.Now in its sixth day, the search for the Malaysia Airlines Boeing 777 and its 239 passengers and crew has exposed tensions between Beijing and Kuala Lumpur, with Chinese officials from Premier Li Keqiang on down criticizing Malaysia's handling of the crisis. China has sent a team of envoys and investigators to Malaysia to deepen its involvement.While Beijing's concerns reflect, in part, public anxiety over the fate of more than 150 Chinese on board Flight MH370, the search comes at a time when China has been flexing its muscles in the disputed South and East China Seas.One aerospace and defense industry source with years of experience in the region said the Chinese response would stick in the minds of its neighbors."This is a demonstration of force in a peaceful context," said the source, who declined to be identified because he was not authorized to speak to the media.China has deployed four warships, four coastguard vessels, eight aircraft and trained 10 satellites on a wide search area far from mainland China. Chinese media have described the ship deployment as the largest Chinese rescue fleet ever assembled.The missing plane's last reported contact with civilian radar was near the mouth of the Gulf of Thailand, which opens into the South China Sea. The aircraft was bound for Beijing after taking off from Kuala Lumpur.Chinese Foreign Ministry spokesman Qin Gang on Monday acknowledged Malaysia had the "main responsibility" for both the search and the follow-up investigation. ONCE WARM TIES?
Ironically, China's ties with Malaysia had been among its warmest in the region despite a dispute over territory in the South China Sea.However, Chinese warships staged a show of sovereignty just two months ago at the James Shoal, a submerged reef about 80 km (50 miles) off Malaysia's Borneo island state of Sarawak - and some 1,800 km (1,125 miles) from mainland China.Beijing regards those waters as its southernmost territory, the bottom of a looping so-called nine-dash line on maps that comprise 90 percent of the South China Sea. The Philippines, Vietnam, Brunei and Taiwan are also in dispute with Beijing over parts of the ocean.The People's Liberation Army Navy (PLAN) deployment at the shoal was led by one of its three state-of-the-art amphibious assault ships. Two of those 20,000-tonne vessels - the Kunlunshan and the Jingangshan - have joined the search for the missing plane."The Chinese are drawing the conclusion that these guys are not ready for prime time," said Ernie Bower, a Southeast Asia specialist at Washington's Center for Strategic and International Studies, referring to Malaysia.The fruitless search has shone the spotlight on a series of fumbling news conferences by Malaysian officials and a long delay in divulging details of the military's tracking of what could have been the plane hundreds of miles off course.Malaysian government officials say they are coping as best they can with a highly complex crisis.Regional naval officials and analysts said one of the big questions now was what the protracted search - and China's growing concerns over Malaysia's response - would mean for Beijing's approach to the region in future.While many foreign experts see Beijing's deployment as robust, Chinese state television and other media reports have referred to a lack of Chinese capabilities to conduct extended search and rescue operations far from the mainland coast.More facilities would be needed for dealing with humanitarian disasters, one Chinese expert said, even though China had expanded listening posts, ports and runways at its facilities in the disputed Paracel and Spratly archipelagoes of the South China Sea."This will not be the last time. China has a responsibility and calling to join in," said Ruan Zongze, a former Chinese diplomat with the China Institute of International Studies, a think tank affiliated with the Foreign Ministry.The Chinese effort is already sparking concern among the public in Vietnam, where battles over sovereignty against China go back decades.Social media has been active with postings, comments and deep suspicion about the presence of Chinese planes and warships near the Vietnamese coast.Deputy Transport Minister Pham Quy Tieu, head of Vietnam's search and rescue effort, told Reuters that China had asked permission for its ships and planes to enter Vietnamese territory and that Hanoi remained in "total control"."China only flies and searches at high altitude, its boats never go deep inside our waters. So we are not concerned about breaches of our sovereignty," Tieu said.

"NEW HISTORIC MISSIONS"
Ian Storey, an expert on ties between China and Southeast Asia, said Beijing's deployment reflected its regional military build-up and the PLA's so-called "new historic missions", which included protecting Chinese nationals abroad.The crisis would bolster the case of those in China who believe that as the country's global interests expand, its defense budget should grow to protect those interests, added Storey, from the Institute of South East Asian Studies in Singapore.China this month announced a 12.2 percent rise in military spending to 808.23 billion yuan ($131.57 billion) for 2014, but gave no breakdown of how the money would be spent.Its military spending, second only to the United States, has allowed China to create a modern force that is projecting power not only across the East and South China Seas, but further into the western Pacific and Indian Oceans.Bower said the confused search highlighted weak military cooperation in Asia and the need for better coordination between Washington and its Asian allies and partners.A long- running effort by the Association of South East Asian Nations (ASEAN) to tie China to a binding agreement on measures to lower tensions in the South China Sea includes search and rescue cooperation. TOKYO -- China has not taken sides outwardly on the Ukraine crisis, hiding behind its noninterventionist rhetoric. But it is grasping for ways to influence the events in the country, a key source of grain and military gear.Last December, after Ukraine broke off preparations to sign an association agreement with the European Union, then-President Viktor Yanukovych flew to China to meet with counterpart Xi Jinping. The two leaders cemented a "strategic partnership" between their countries, with China even promising to shelter Ukraine under its nuclear umbrella.Crimea, now in Russia's grip, occupies a critical juncture along the modern-day Silk Road that Xi envisions linking China and Europe across Central Asia and the Black Sea. China plans to invest some $3 billion in port facilities and other infrastructure in the southern part of the peninsula. It had also been working on a deal to lease 3 million hectares of Ukrainian farmland, potentially one of China's biggest foreign holdings of soil for feeding its masses.Ukraine is also a key exporter of arms to China. It sold China the old Soviet warship that was rebuilt into the Middle Kingdom's first aircraft carrier, the Liaoning. In addition, Ukrainian companies help maintain Chinese fighter jet engines. Xi and Yanukovych discussed joint aircraft development at their summit in December.No surprise, then, that the Chinese government saw Yanukovych's ouster last month as a setback that threw its bilateral agreements with the Ukraine into doubt. Beijing seems to have feared the new government in Kiev would move the nation closer to Europe, which has restricted arms exports to China since the 1989 Tiananmen Square massacre. Russian President Vladimir Putin and Xi have discussed the Ukraine situation since December, according to a source in the Russian government, who says that "China sides with Russia's position." The West is also reaching out to China on the Ukraine crisis. U.S. President Barack Obama and German Chancellor Angela Merkel phoned Xi on Sunday and Monday.While China has voiced opposition to Western sanctions against Russia in response to its intervention in Crimea, it has avoided expressions of support for Moscow's actions. Like the rest of the world, Beijing has no way of knowing whether Russia will succeed in peeling the peninsula away from Ukraine. At a news conference Saturday, Chinese Foreign Minister Wang Yi described China's position as "just and objective.""We will play a constructive role in bringing about a political settlement," Wang added.Cui Hongjian, a senior research fellow at the China Institute of International Studies, said, "China and Russia clearly have different visions of Ukraine's future."While treading cautiously, aware of both its geopolitical rivalry with the U.S. and its cooperation with Russia, "China is acting with an eye to eventual relations with the new government" in Kiev, Cui added.The EU has sought out China, among other countries, as a possible partner in financial aid for Ukraine. China can also influence possible action by the United Nations Security Council, where it holds a veto. Beijing's weight could conceivably tilt the tug of war between Russia and the West in either direction.


Ukraine parliament appeals to U.N. over Crimea

KIEV (Reuters) - Ukraine's parliament appealed on Thursday to the United Nations to discuss the occupation by Russian forces of its Crimea peninsula and said it reserved the right to ask individual countries for help in resolving the issue.In a debate hours before Prime Minister Arseny Yatseniuk was to address the Security Council in New York, some members called for a U.N. peacekeeping force, though the resolution that was passed did not specify that form of assistance.In a second vote, the chamber endorsed a document confirming that Ukraine sought deeper integration with the European Union.A total of 250 members in the 450-seat assembly, which last month removed a Moscow-backed president, endorsed the appeal to the U.N., citing the "flagrant violation by the Russian Federation of the fundamental principles of international law".Ukraine, the appeal said, reserved the right to ask "any state or regional system of collective security for help in restoring its sovereignty"."Parliament must ask the U.N. to bring in a peacekeeping contingent," Oles Doniy, an independent member allied with parties favoring integration with Europe, told the chamber. "We cannot compete with Russia on our own."But with Crimea now firmly in Moscow's hands for more than a week ahead of a referendum this Sunday on joining Russia, the parliament split along political lines.

Only two members of ousted president Viktor Yanukovich's Party of Regions voted in favor while others, saying they wanted first to see the outcome of Sunday's plebiscite in Crimea. Communists also abstained.The appeal made no specific reference to the U.N. Security Council. Pro-European member Borys Tarasyuk, a former foreign minister, said such a move would be pointless as Russia enjoyed veto power in the 15- member  Council."All attempts to appeal to Russia have produced no results," Tarasyuk told the chamber."I therefore believe an appeal to the U.N. is justified so that a special session of the U.N. General Assembly can be held. Unfortunately, Russia will use its veto in the Security Council."Prime Minister Yatseniuk received support for Ukraine's position during talks on Wednesday in Washington with U.S. President Barack Obama. He is to take part in a session of the U.N. Security Council on Thursday.Parliament also approved a resolution "confirming Ukraine's policy of integration with the European Union".The resolution authorized Yatseniuk to "conclude as quickly as possible from the Ukrainian side an association agreement between Ukraine and the European Union".Three months of crisis gripping Ukraine, culminating in Yanukovich's removal, were triggered by Yanukovich's decision to abandon plans to sign such an accord with the EU. Putin is also charged with falsely accusing Kiev of anti-Semitism and “Fascism.” “Your certainty of the growth of anti-Semitism in Ukraine also does not correspond to the actual facts. It seems you have confused Ukraine with Russia”, the letter states, “where Jewish organizations have noticed growth in anti-Semitic tendencies last year.” The letter hits out hard against Russia’s hypocrisy in attributing extremism to Kiev while nurturing it at home. It states that while it is true that nationalistic groups are part of “the political opposition and forces of social protests who have secured changes for the better…even the most marginal do not dare show anti-Semitism or other xenophobic behavior.  And we certainly know that our very few nationalists are well-controlled by civil society and the new Ukrainian government – which is more than can be said for the Russian neo-Nazis, who are encouraged by your security services.”Moreover, “there are quite a few national minority representatives in the Cabinet of Ministers: the Minister of Internal Affairs is Armenian, the Vice Prime Minister is a Jew, two ministers are Russian. The newly-appointed governors of Ukraine’s region are also not exclusively Ukrainian.”The real threat, the letter holds, “is coming from the Russian government, namely – from you personally.”“It is your policy of inciting separatism and crude pressure placed on Ukraine that threatens us and all Ukrainian people, including those who live in Crimea and the Ukrainian South-East. We strongly urge you not to destabilize the situation in our country and to stop attempts of delegitimizing the new Ukrainian government.”Estimates of the total Jewish population in the Ukraine today vary from 70,000 to 300,000. According to Josef Zissels, Chairman of the Association of Jewish Communities and Organizations of Ukraine (VAAD) who is the first signer of this document, the higher figure is the more credible. Because of their historic experience of pogroms and massacres during and between wars, Ukrainian Jews are fearful of exposing their religious or ethnic sense of identity, afraid this will lead to a proverbial “knock at the door” of their homes with subsequent violence. The estimated population includes both religious and secular Jews well integrated into public life.“The Jewish population of Ukraine is about 0.7% of the total population of Ukraine and at least 10% of the members of the Ukrainian parliament have Jewish roots – i.e. they are part of the very same 300 000 that we count among the Jewish community, even if they do not advertise their Jewishness” says Zissels.Ukrainian Jews participate in protests on an individual basis, neither encouraged nor discouraged by the Community. “But I believe”, says the VAAD chairman, “first, that the Jewish youth participate more often than older people, and, second, that as in other actions directed to democratize society, participation of Jews is disproportionately high.” He himself, some of his family, Jewish friends and acquaintances have joined the public protest.However, as individuals living in democracy, Ukrainian Jews are also divided politically. Not all support the revolution.The small minority of Jews in Crimea (which, incidentally,  once hosted Jewish collective farms, temporarily designated by Communist Russia to become a future ‘Jewish homeland’) keep a lower profile, surrounded as they are by a majority of Russian nationalists and now invaded by Putin’s men.An additional input of support for Maidan Square comes from young Israeli Jews of Ukrainian origin returning to the country in search of their roots, who have now joined the protest movement. 


On Feb 28  “Haaretz” published a JTA interview with a former Israeli soldier known as “Delta”, born in the Ukraine, immigrated to Israel in the 1990s, who moved back to Ukraine several years ago and has headed the “Blue Helmets” – a nickname for a force of 35 men and women who are not Jewish plus “several fellow Israeli Defence Force veterans…in the still-unfinished revolution.”Delta is an Orthodox Jew “in his late 30s who regularly prays at Rabbi Moshe Azman’s Brodsky Synagogue”. Although Svodoba, the Extreme Right political movement is part of the protest movement, Delta claims he “never saw any expression of anti-Semitism during the protests, and claims to the contrary were part of the reason I joined the movement. We’re trying to show that Jews care” he said.” Delta says the Kremlin is using the anti-Semitism card falsely to delegitimize the Ukrainian revolution, which is distancing Ukraine from Russia’s sphere of influence.”He and Rabbi Azman “are organizing the airborne evacuation of seriously wounded protesters – none of them Jewish – for critical operations in Israel.”All are hoping that this time, in contrast to past history, Ukraine’s Jewish citizens will not be cynically sacrificed as scapegoats for conflicting political strategies for hegemony – on one side or the other.Several synagogues have been firebombed recently in the South-east, creating anxiety regarding future developments.


Merkel: Comparing Crimea to Kosovo is 'shameful'

Berlin - German Chancellor Angela Merkel on Thursday (13 March) told the Bundestag it is "shameful" to compare the independence of Kosovo with the referendum for independence in Crimea and called on Russia to stop its actions in Ukraine or face economic sanctions."In Kosovo we had years in which the international community had no power to intervene while Slobodan Milosevic carried out his ethnic cleansing. Nato then decided to act alone because Russia continuously blocked any UN mandate on Serbia. That situation is in no way similar to what is happening today in Ukraine," she said."In my opinion it is shameful to compare Crimea to Kosovo. And even if there had been other breaches of international law - Kosovo not being one of them - Russia's actions in Ukraine are still a breach of international law," she added.Russian President Vladimir Putin earlier this month justified a decision to send troops to Crimea by comparing it to the international intervention in Kosovo in the late 1990s.He said he wanted to protect ethnic Russians, who make up the majority of the population on the Crimean peninsula.But to Merkel "this conflict is about spheres of influence and territorial claims" and a repeat of Russian actions during the 2008 Georgian war, which ended with two Georgian regions under Russian occupation.Merkel noted that the independence referendum called by Crimean authorities, and advanced from 25 May to 16 March, is in violation of Ukraine's constitution because it was not approved at national level."In a phase of big insecurity in Ukraine, Russia is not acting like a stability partner, but uses its neighbour's weakness to advance its own interests. It is the power of the mightiest put above the power of law. What we are witnessing now is oppressive and I fear we need to be prepared for the long haul in solving this conflict," she said.Unlike the US, whose army chiefs have prepared for military action and whose diplomats say "all options are on the table" against Russia, Merkel insists that there is "no military option" to solve this conflict.She spoke of a three step approach against Russia. The first - freezing EU-Russia talks on visa freedom and trade - has already been taken.A travel ban on Putin allies is the second step. This could be triggered on Monday at a foreign ministers' meeting in Brussels. The third step - economic sanctions - may be then agreed by EU leaders when they meet at a summit in Brussels on Thursday and Friday."Nobody wants these measures, that is clear. But we would be willing and determined to go this road if it is unavoidable. This has been agreed among all 28 EU states and in close coordination with Nato and G7 partners.""If Russia stays the course, it would not be just a catastrophe for Ukraine, not just a threat for us as its neighbours, but it would massively hurt Russia, economically and politically," Merkel warned.The sanctions move is unpopular in Germany. A recent poll showed only 24 percent in favour of economic sanctions while 69 percent believe it would not help solve the Crimea crisis.

MEPs: Troika undemocratic, European Monetary Fund needed

Berlin - The European Parliament is calling for the creation of an EU monetary fund to replace the "undemocratic" troika of international lenders.In a non-binding report voted Thursday (13 March) in Strasbourg, MEPs set out the creation of a European Monetary Fund as a "long-term goal" that will require a change of the EU treaties.They argue this is needed because the 'troika' of lenders (European Commission, European Central Bank and International Monetary Fund) was an "ad-hoc" set-up with no clear legal basis and with no democratic scrutiny from the European Parliament.In addition to the internal divergences and finger-pointing within the troika, an extra layer of unaccountability was added by the Eurogroup of finance ministers - also an informal formation with no legal basis - who were the main decision-makers on the size of the bailouts and the austerity programmes attached."The troika is a bit like the Three Musketeers - they were four. The Eurogroup is the fourth and main decision-maker," said French MEP Sylvie Goulard on Wednesday during a debate about the troika.Her colleague Liem Huang Ngoc, who co-authored the parliament's report, also noted that it was the Eurogroup, "where Germany's voice held sway," which took all the big decisions.The report "calls on the Eurogroup, the Council and the European Council to assume full responsibility for the operations of the troika.” It asks for the head of the Eurogroup to be heard before the European Parliament and the national parliaments concerned before a country is granted financial assistance. They also call for a "transparent evaluation of the awarding of contracts to external consultants, the lack of public tenders, the very high fees paid and the potential conflicts of interests."EUobserver last year reported that a handful of big consultancy and audit firms were hired on secretive multi-million contracts in connection with the troika, often without public tenders and regardless of their potential conflicts of interests.

Social adjustments

MEPs want the EU commission to review its activities within the troika and to present a report by the end of 2015 on the "economic and social consequences of the adjustment programmes" in Greece, Portugal, Ireland and Cyprus.The report calls for new debt restructuring for Greece and a fairer debt deal for Ireland, who at the time it bailed out its banks was not allowed to make bondholders pay - a principle that has since been scrapped.The report "considers that too little attention has been paid to alleviating the negative economic and social impact of adjustment strategies in the programme countries."MEPs say they are "alarmed" after hearing from ex-Eurogroup chief Jean-Claude Juncker - now a candidate for the EU commission top post - that the Eurogroup "endorsed the recommendations of the troika without extensive consideration of their specific policy implications.""This admission sheds a worrying light on the blurred scope of the 'technical advising' and 'Eurogroup agency' roles devolved to both the Commission and the ECB in the framework of the design, implementation and assessment of assistance programmes," MEPs said.Alejandro Cercas, a Spanish MEP who looked at the social impact of the troika and drafted a parallel report, said the troika "destroyed" in a few months what decades of labour bargaining had achieved."We need to change the economic dogma of the troika - looking only at the impact on markets. The economy should serve the people, not the other way around," he said.

Judge Calls On Govt. To Adopt Levy Report Immediately-Uri Shtruzman insists only 'politics' preventing annexation of Judea and Samaria, says no legal basis for 'occupation' claim.

Uri Shtruzman, retired judge of the Tel Aviv District Court, spoke to Arutz Sheva about Supreme Court Judge Edmond Levy z''l, who passed away this Tuesday. Shtruzman, who knew Levy personally over the course of many years, called on Israel to adopt the Levy Report.The report, authored by a commission headed by Levy in 2012, proves that Judea and Samaria are not "occupied territories" according to international law, and argues the legality of Israel declaring sovereignty over the region."There are political reasons why it isn't applied," said Shtruzman, noting the government effectively shelved the report. "I support the report...I've written similar opinions even before the report."Shtruzman remarked that in both his and Levy's legal opinions, "the case of Cyprus is presented; there too a division occurred between the Cypriot and Turkish parts, and the Greeks who were expelled from the Turkish part were reimbursed but not allowed to return to the part they were expelled from.""It's a topic that needs to be learned and to be adopted," stressed Shtrzuman."A balanced man and an excellent judge""He had the reputation of a balanced man and an excellent judge, an honest man who was always asked to clarify disputes," praised Shtruzman.
Recalling Levy's career, Shtruzman commented "I was a judge when he was an attorney, later we were together at the district court. When the court director asked me about him, I always said he was deserving of being a judge, and indeed I wasn't disappointed; his rulings were very speedy and he strove for justice with great sensitivity to the people."One of the most memorable rulings Levy made came around the 2005 "Disengagement" plan, which expelled all Jews from Gaza. Levy was the only Supreme Court judge to oppose the move, calling it immoral. His stance has garnered praise for being a "spot of light in a heap of darkness."Speaking about the ruling, Shtruzman noted "at the Supreme Court he expressed the legitimate legal position on the issue of the people of Israel's connection to the land of Israel."Levy ruled that "the Knesset decision was illegal and distorted the opinion of voters," recalled Shtruzman. Former Prime Minister Ariel "Sharon made a farce and left the path he presented to his voters. I also wrote about the topic and the illegal decision of the Gush Katif expulsion."

In the wake of the latest round of rocket attacks from Gaza, at least two top government ministers – Intelligence and Strategy Minister Yuval Steinitz and Foreign Minister Avigdor Liberman – are calling on Israel to retake Gaza. In a stinging recrimination to former Prime Minister Ariel Sharon's disengagement plan, which included the forced expulsion of some 10,000 Israelis when their homes were demolished and the land they were build on handed over to the Palestinian Authority, Steinitz said in an interview with Channel 10 that Israeli control was the only way to restore peace and quiet in southern Israel.“Sooner or later we will have to take control of Gaza, in order to get rid of the Hamas regime,” Steinitz said. “We do not need to reoccupy it permanently, but we do need to remove from Gaza the option of firing rockets on us. If and when the moment comes when we must retake Gaza – and that moment is coming soon – the operation will have to be a very quick one,” said Steinitz.An operation like this is likely to be distasteful to Israelis, but there really is no choice, said Steinitz. “This really should have been done in 2012, in Operation Pillar of Defense, when they fired rockets at Tel Aviv and Jerusalem. The IDF entered Gaza and managed to halt the firing of rockets for a time, but I was of the opinion that we should have continued.”The model for Israel's involvement in Gaza is the 2002 Operation Defensive Shield, which the IDF undertook in response to the massive wave of suicide bombing attacks in Israeli cities by terrorists from Judea and Samaria in the Second Intifada.“We retook areas like Jenin, Tulkarem, and Hevron temporarily, but we did not remain there,” he said. “We went in, got rid of the terrorists, and left. And now that area is more or less quiet. The only reason we were able to stop the suicide bombing attacks of the second intifada was that we went in and halted the terror, and this what we are going to have to do in Gaza,” he added.Joining Steinitz's call was Foreign Minister Avigdor Liberman. The Air Force hit several terror targets in Gaza on Thursday afternoon, following a wave of rocket attacks on southern Israel on Thursday morning. Israel denied Gaza terrorists' claims that a ceasefire had been successfully negotiated.IAF commanders reported that all warplanes involved had returned safely to their bases.“The IDF will not tolerate any attempt to harm Israel’s citizens or soldiers, and will continue to take determined action against any party that uses terrorism against the state of Israel,” IDF spokespeople said.The IAF previously hit dozens of terror-linked targets late Wednesday night, following a day in which Gaza terrorists launched roughly 90 rockets at Israel. Just under 60 hit southern Israel, while the rest apparently struck within Gaza.At the same time that the IAF announced it had carried out further strikes, Islamic Jihad declared a ceasefire. A spokesman for the terrorist group told AFP, “An Egyptian-brokered truce went into effect at 2 p.m.”However, Israel denied this claim. Israeli sources said only that "quiet will be answered with quiet."The Islamic Jihad's announcement followed a Hebrew-language video message by the Iranian-backed group warning Israel against any further military responses to last night's rocket attacks. Following Prime Minister Netanyahu's promise to respond forcefully, several senior government officials have publicly suggested that the only real solution would be to reconquer Gaza.Also last night, Defense Minister Moshe Yaalon last night promised to make Islamic Jihad "regret" its actions.But so far the Israeli response has been relatively limited.Israeli sources did not confirm a ceasefire. The Islamic Jihad movement said on Thursday that a truce had gone into effect to halt a spiraling confrontation with Israel. ”An Egyptian-brokered truce went into effect at 2:00 pm,” Islamic Jihad spokesman Daud Shihab told AFP.There was no immediate confirmation from Israel, and an Israeli official said he was “not familiar” with any ceasefire arrangement.Islamic Jihad’s announcement came shortly after the IDF said it had launched another airstrike on Gaza in response to several rockets fired from the Strip earlier in the day toward the coastal cities of Ashkelon and Ashdod.The Israel Air Force struck seven targets in southern Gaza, according to the IDF. Three Palestinians were injured, medical sources in Gaza said. Palestinian Authority President Mahmoud Abbas condemned escalating violence, including rocket fire from Gaza. ”We condemn all military escalation, including rockets,” he said at a press conference in Bethlehem with British Prime Minister David Cameron.

His statements came hours after Prime Minister Benjamin Netanyahu criticized Abbas for condemning Israeli airstrikes on the Strip, but not the rocket fire from Gaza.Early Thursday morning, the IDF reported that two additional rockets were fired from Gaza but landed in open areas within the Strip. Later in the morning, alert sirens sounded in coastal cities of Ashdod and Ashkelon as rockets were fired from the Strip. The Iron Dome system downed one of the rockets over Ashkelon, while two others fell in unpopulated areas, bringing the total of rockets fired on Israel to 65 over the past two days, according to the IDF.German Foreign Minister Frank-Walter Steinmeier joined the chorus of foreign diplomats condemning the fire from Gaza and calling for restraint.“We strongly condemn yesterday’s rocket attacks fired at Israel from Gaza,” he wrote on his official Facebook page. “…The calculations of those responsible for these acts of terrorism, who hope that these attacks will torpedo the difficult and still fragile peace process, must be proved wrong.“The negotiations on peace in the Middle East are in a difficult phase. All sides need to make even greater efforts.” Defense Minister Moshe Ya’alon said that Israel’s response to the rocket fire was the harshest since Operation Pillar of Defense in 2012. Let’s start with the good news: As of Thursday morning, it appears as if the parties involved in the fighting along the Israel-Gaza border, Hamas and Islamic Jihad, have calmed down. Israeli strikes Wednesday focused solely on targeting unmanned rocket launch sites. In other words, there were no Palestinian casualties in any of the 29 strikes.Islamic Jihad stopped firing at Israel in the early evening hours of Wednesday. And while two lone rockets were fired overnight, as well as a few more Thursday morning, compared to Wednesday’s barrage it seems that the militant organization is signaling that is does not desire any further escalation.But here is the not-so-good news. Although Hamas has exhibited impressive control of the situation in the Gaza Strip in recent years, the last sequence of events indicates that its power is no longer what it once was.Moreover, and for the umpteenth time, Israelis received further evidence of the damaging implications internal Palestinian politics can have on Israel.Islamic Jihad’s actions, as well as statements made by its spokesman afterwards, lead to the obvious conclusion that the organization is challenging Hamas and trying to market itself as the new leader of the Gaza Strip. It started a day beforehand, when Islamic Jihad sent its operatives to confront IDF forces near Khan Younis. During the exchange of fire, where three Palestinians were killed, Hamas stood on the sidelines and did not intervene. That same day, two more Palestinians were killed in the West Bank, and Hamas and the Palestinian Authority similarly refrained from responding — prompting Islamic Jihad’s rocket salvo on Wednesday.Arguably the culmination of its challenge to the status quo arrived overnight, when Islamic Jihad published a statement warning the residents of Gaza that it would act against anyone suspected of collaborating with Israel. So now, Islamic Jihad, not Hamas, is punishing alleged collaborators with the Jewish state.Islamic Jihad’s Secretary General Ramadan Shalah gave a telling interview Wednesday on Iranian TV, saying that the response of the organization would expand and become much harsher if Israel continued its actions against the Palestinians.The message is familiar and predictable. However, Shalah’s decision to go on air in Iran suggests that Islamic Jihad is operating against Hamas’s interests under the guidance and encouragement of the Islamic Republic. Iran’s Revolutionary Guards are trying to strengthen Islamic Jihad (see: Kloc-C arms shipment) and build up its military capabilities in order to weaken Hamas, as a form of punishment to the Gaza-ruling party for participating in the fight against the Assad regime in Syria.It now seems reasonable to assume that Iran will continue to try to undermine the relative calm in the region, either through Islamic Jihad in the Gaza Strip to the south, or Hezbollah in Lebanon and the Golan Heights to the north.

vatican city-The Pope described a bishop’s identikit in two of the most important speeches of his pontificate: the one he addressed to Apostolic Nuncios in June 2013 and the February 27th one he gave to the Congregation for Bishops. Then there was the homily he gave on 25 October 2013 when he made his first Episcopal ordinations. In the past few months, the Congregation for Bishops has really started taking these recommendations on board and putting them into practice.In his interview with Vatican Insider last February, the Archbishop of Chicago, Cardinal Francis George, said: “The Conclave is an exercise in freedom. First, the freedom of the electors, who have to work to be free of any self-interest or friendship or any other motive for choosing a candidate other than the motive presented in the oath before voting—who is the best candidate for the office of the papacy? econdly, the freedom of the candidates, who have to be able to exercise a universal pastoral ministry—who is not only subjectively free but also objectively free of “baggage” from his background?  As the work of discernment continued, the candidacy of Cardinal Bergoglio emerged against this background.”This same criterion can be applied to the work of the Congregation for Bishops, whose members are called to suggest candidates for the leaders of dioceses. It is no secret that there is preferential treatment in the Church, cliques that reward candidates whom they have close links to. The fact that the heads of the Italian Bishops’ Conference (in the case of Italy, which always receives a special focus) and the Vatican Secretariat of State exercise significant influence is also common knowledge. There have been cases of bishops being nominated to dioceses, including ones that are important in terms of history and size, directly, without the Congregation holding a meeting to discuss said nominations. Some figures have lost a great deal of influence. It is no secret for example that as Secretary of State, Cardinal Pietro Parolin – whom the Pope nominated a member of the Congregation – does not want to interfere with Episcopal nominations, especially Italian ones, as his predecessors did. There also needs to be a reduction in fast-track nominations and in the amount of influence certain cliques and groups have. Francis’ instructions are crystal clear: When selecting candidates for the Episcopate, Apostolic Nuncios must choose “pastors who are close to the people”, who are not ambitious, do not aspire to that role and do not seek promotion once they have been given that role. Bishops are “married” to a Church but in many cases they may easily marry twice, three or even four times. Candidates must be “pastors who are close to their people, fathers and brothers, who are meek, patient and merciful,”  Francis said, calling for scholars to focus on research and teaching. Candidates to the Episcopate must "love interior poverty as freedom for the Lord" and live that externally with a simple lifestyle; they shouldn’t have the "mindset of a prince”. "Beware of those who are ambitious, who seek the episcopacy." Candidates should be "the spouse of one church, who is not constantly seeking another."Bishops must “serve” not “dominate” and most importantly, they must be fathers to their priests and should always make themselves available to them. They are also asked to be close to “the poor, the defenceless and those who need to be embraced and helped.” Last February, the Pope asked the Congregation, also known as the “bishop factory”, to ensure that “the name chosen has first of all been pronounced by the Lord.” “The Holy People of God continue to speak: we need someone who looks after us from on high; we need someone who looks upon us with the breadth of the heart of God; we do not need a manager, a company administrator, and much less one who is at the level of our smallness or little pretensions.” The Pope asked bishops to “never lose sight of the needs of the particular Churches for whom we must always provide. There does not exist a standard Pastor for all Churches.” He also invited members of the Congregation to “rise above and overcome any eventual preferences, sympathies, provenances or tendencies.”The criteria for the choice of candidates is to be found in the Apostolic Church. Bishops “must choose from the followers of Jesus those who will be witnesses of the Risen Christ.”“Renouncement and sacrifice is inherent in the Episcopal mission. The Episcopate is not for oneself, it is for the Church, for the flock, for others, especially for those who according to the world should be excluded,” the Pope added. Francis also explained that “it is always indispensable to ensure the sovereignty of God.” “The decisions cannot be conditioned by our claims for any groups, cliques or hegemonies. To guarantee this sovereignty two attitudes are fundamental: conscience before God, and collegiality.” Bishops must be “men who are guardians of doctrine, not so as to measure how far the world is from doctrinal truth, but in order to fascinate the world, to enchant it with the beauty of love, with the freedom offered by the Gospel.”“The Church,” he added, “does not need apologists for her causes or crusades for her battles, but humble and trusting sowers of the truth, who know that it is always given to them anew and trust in its power.” One of the fundamental traits a bishop must have is patience. They must “act like confident sowers, avoiding the fear of the one who deludes himself that the harvest depends only on himself, or the desperate attitude of the schoolboys who, having neglected to do the tasks, cry out that now there is nothing more to do.”But above all, bishops must be men of prayer, because “a man who does not have the courage to argue with God on behalf of his people cannot be a Bishop.” At the same time, his priority should be to dedicate time to his people rather than going from one conference to the next and constantly travelling and being elsewhere.
