Building explosion leaves 2 dead, 17 injured in New York City

An explosion followed by a fire at a pair of apartment buildings in upper Manhattan on Wednesday has left two people dead and at least 17 injured, officials say.According to ABC's New York affiliate, at least one of those injured experienced "heavy trauma." The conditions of the others were not immediately known.The FDNY said it received a call shortly after 9:30 a.m. reporting a large explosion in the five-story apartment building on Park Avenue near 116th Street in East Harlem.

The fire department confirmed that the explosion involved multiple buildings, and escalated the response to five alarms, with 44 units and 198 members responding. According to public records, the address that firefighters initially reponded — 1646 Park Ave. — to was built in 1910.Reached by phone, an employee of the man who owns the building told Yahoo News that she didn't know what might have sparked the blast. The 5-story building is home to four floors of apartments and Absolute Piano on the street level. The employee said everyone at the piano shop was safe.Con Edison spokesman Bob McGee told the Associated Press that the company received a call from a resident of an adjacent reporting that "he smelled gas inside his apartment, but thought the odor could be coming from outside." Two Con Ed crews were dispatched at 9:15 a.m. but arrived just after the explosion.Police, including some wearing gas masks, "handed out medical masks to residents and onlookers because of the thick white smoke that shrouded the area," the AP said.

Some witnesses described a chaotic scene.

“The whole building shook,” one nearby worker told the New York Post."I saw a lady running with no shoes on," another told Agence France-Press. "It was crazy. It was like a war zone. ... I thought it was an earthquake. I got calls from my family who felt it too and that was all the way up town."The explosion occured near elevated train tracks, and Metro North train service into and out of New York's Grand Central Terminal was temporarily suspended.Mayor Bill de Blasio was en route to the scene, his office said. According to the White House, President Obama was briefed on the incident in New York by Lisa Monaco, Assistant to the President for Homeland Security & Counterterrorism.Photos posted to Twitter showed smoke and dust coming from the neighborhood north of Central Park.

Up to 55 rockets as well as mortar rounds were fired from the Gaza Strip Wednesday at southern Israeli towns.No Israeli casualties were initially reported in the largest attack from the Strip since Operation Pillar of Defense in late 2012.Most of the rockets were reported to have fallen in open areas, though at least one rocket landed in a residential neighborhood. Damage was reported in two impact sites.Four consecutive alarms were heard by residents of Sderot as well as the nearby Eshkol Regional Council. Residents throughout the entire region were instructed to remain in protected areas. Explosions were heard in Sderot, Netivot and surrounding areas.Some of the rockets were reported to have been launched from the east Gaza City neighborhood of Shuja’iyya.IAF jets were reportedly flying over the Strip, apparently in an effort to thwart further rocket launches.The army said three of the rockets were intercepted by the Iron Dome defense system.Officers in the southern command were set to convene Wednesday evening to discuss possible responses to the attack.Meanwhile, security agencies in the Strip evacuated their headquarters for fear of Israeli reprisal, Sky News reported.An alarm was also heard in Beersheba, although it was unclear whether a rocket was actually fired at the major city, which is further away from the Strip than the smaller towns of Sderot and Netivot.“I heard some explosions,” Ya’akov Shoshani, a resident of Netivot, told Channel 2. “I exited the taxi I was in and clung to the wall for safety.”Rafi, a resident of Sderot, told the news channel that a rocket had nearly hit his home. “A Kassam [rocket] fell next to my house, right on the sidewalk. EU warns of security fallout from Gaza crisis

Report urges Israel to ease blockade or face ‘serious consequences’

The European Union has warned of “serious consequences” for Middle East regional security if the Gaza Strip’s dire economic and humanitarian situation is not addressed.A report commissioned by EU consuls-general in East Jerusalem and Ramallah urged Israel to ease access restrictions to the blockaded Palestinian territory, especially in light of an unprecedented crackdown by the new Egyptian regime on Gaza’s western border.“Today, Gaza is facing a dangerous and pressing humanitarian and economic situation… (including) the cessation of imports of construction materials; rising unemployment, rising prices and increased food insecurity,” the report said.“If left unaddressed, the situation could have serious consequences for stability in Gaza, for security more widely in the region as well as for the peace process itself,” it said, referring to ongoing US-backed Israeli-Palestinian talks.“Israel bears the prime responsibility for the situation in Gaza,” it said, adding that a seventh consecutive year of blockading the Strip had caused “further deterioration of the humanitarian situation and of the economic and social conditions.”The report highlighted the economic damage caused by both the blockade Israel imposed in 2006, and Egypt’s destruction of hundreds of cross-border tunnels after the July ouster of president Mohamed Morsi of the Muslim Brotherhood, an ally of the Hamas Islamist movement that governs Gaza.“For several years, these tunnels kept Gaza’s economy afloat… accounting for more than 80 percent of Gaza’s supply of construction materials, medical supplies, food, and other goods,” it said.The resulting lack of fuel has led to up to 16 hours per day of power outages in the coastal enclave of some 1.7 million people.Additionally, “the lack of construction activity is of great concern as the construction sector has been the primary employer in the Gaza Strip since 2008.”The report also called for reconciliation between Hamas and its West Bank-based rivals Fatah, who have failed to patch up their differences since Hamas took over the Strip after fierce infighting in 2007.A uniting of the Palestinian factions would help ensure human rights laws are respected by Hamas, and would help push forward the Israel-Palestinian talks, the report said.Any peace agreement would go to a popular referendum, including in the Gaza Strip, which was an “integral” part of a future Palestinian state.Hamas opposes the talks with its archenemy Israel.

Malaysia not sure which way lost jet was headed

KUALA LUMPUR, Malaysia (AP) — More than four days after a Malaysian jetliner went missing en route to Beijing, authorities acknowledged Wednesday they didn't know which direction the plane carrying 239 passengers was heading when it disappeared, vastly complicating efforts to find it.Amid intensifying confusion and occasionally contradictory statements, the country's civil aviation authorities and the military said the plane may have turned back from its last known position between Malaysia and Vietnam, possibly as far as the Strait of Malacca, a busy shipping lane west of Malaysia.How it might have done this without being clearly detected remains a mystery, raising questions over whether its electrical systems, including transponders allowing it to be identified by radar, were either knocked out or turned off. If it did manage to fly on, it would challenge earlier theories that the plane may have suffered a catastrophic incident, initially thought reasonable because it didn't send out any distress signals.Vietnamese officials gave conflicting accounts of whether the search effort there was being scaled back as a result of the confusion. This likely will anger relatives of those on board who are desperate for information about the fate of their loved ones.

Authorities have not ruled out any possible cause, including mechanical failure, pilot error, sabotage or terrorism. Both the Boeing 777 and Malaysia Airlines have excellent safety records. Until wreckage or debris is found and examined, it will be very hard to say what happened.The search for the missing aircraft was begun from the spot it was last reported to be over the ocean between Malaysia and Vietnam. But Malaysian authorities have said search operations were ongoing in the Strait of Malacca. Scores of planes and aircraft have been scouring waters in both locations.The country's air force chief, Gen. Rodzali Daud, released a statement denying remarks attributed to him in a local media report saying that military radar had managed to track the aircraft turning back from its original course, crossing the country and making it to the Malacca strait. The Associated Press contacted a high-level military official, who confirmed the remarks.Rodzali referred to a statement he said he made March 9 in which he said the air force has "not ruled out the possibility of an air turn back" and said search and rescue efforts had been expanded to the waters around Penang Island, in the northern section of the strait."There is a possibility of an air turn back. We are still investigating and looking at the radar readings," the country's civilian aviation chief Azharuddin Abdul Rahman said Wednesday.It is possible that the radar readings are not definitive or subject to interpretation, especially if a plane is malfunctioning.The confusion has prompted speculation that different arms of the government have different opinions over where the plane is most likely to be, or even that authorities are holding back information. The crisis may have led to internal mix-ups and miscommunication. The Strait of Malacca that separates Malaysia from Indonesia's Sumatra Island is 400 kilometers (250 miles) from where the plane was last known to have made contact with ground control officials over the Gulf of Thailand at a height of 35,000 feet (almost 11,000 meters) early Saturday. Indonesia air force Col. Umar Fathur said the country had received official information from Malaysian authorities that the plane was above the South China Sea, about 20 kilometers (12 miles) from Kota Bharu, Malaysia, when it turned back toward the strait and then disappeared. That would place its last confirmed position closer to Malaysia than has previously been publicly disclosed.Fathur said Malaysian authorities have determined four blocks to be searched in the strait, which Indonesia was assisting in.Vietnam's Deputy Transport Minister Pham Quy Tieu was quoted by the Laborer Newspaper as telling reporters that operations had been scaled down following the air force chief's reported remarks, while Vietnam awaited confirmation. But Lt. Gen. Vo Van Tuan, deputy chief of staff of Vietnamese People's Army, said this was not the case, and that efforts were being intensified. It wasn't immediately possible to clear up the conflicting accounts.Malaysian police chief Khalid Abu Bakar, who has been ordered to look at possible criminal aspects in the disappearance of the plane, said Tuesday that hijacking, sabotage and issues related to the pilots' psychological health were being considered.Aviation experts said they were becoming more uncertain about what most likely happened to the airliner.Some said a major power outage was an unlikely explanation for why the aircraft's transponder and communications system were apparently not functioning at the time it was reportedly detected by Malaysian military radar flying back toward Malaysia.With a power catastrophe so large that the various back-up systems, independent power supplies and built-in redundancies could not cope, the aircraft would be barely able to fly, said Jason Middleton, professor of aviation at the University of New South Wales.Yet Middleton said if one or more passengers overpowered the pilots to take control of the plane, they would need training to switch off the transponder and other systems to ensure the jet was able to fly undetected."It's stretching belief a little bit that someone's going to be capable enough in the (777) to do all that," Middleton said. Largest Volcano on Earth Lurks Beneath Pacific Ocean

The world's largest volcano lurks beneath the Pacific Ocean, researchers announced today (Sept. 5) in the journal Nature Geoscience.Called the Tamu Massif, the enormous mound dwarfs the previous record holder, Hawaii's Mauna Loa, and is only 25 percent smaller than Olympus Mons on Mars, the biggest volcano in Earth's solar system, said William Sager, lead study author and a geologist at the University of Houston."We think this is a class of volcano that hasn't been recognized before," Sager said. "The slopes are very shallow. If you were standing on this thing, you would have a difficult time telling which way was downhill." Tamu is 400 miles (650 kilometers) wide but only about 2.5 miles (4 km) tall. It erupted for a few million years during the early Cretaceous period, about 144 million years ago, and has been extinct since then, the researchers report. [50 Amazing Volcano Facts]

Explaining ocean plateaus

Like other massive volcanoes, Tamu Massif seems to have a central cone that spewed lava down its broad, gentle slopes. The evidence comes from seismic surveys and lava samples painstakingly collected over several years of surveys by research ships. The seismic waves show lava flows dipping away from the summit of the volcano. There appears to be a series of calderas at the summit, similar in shape to the elongated and merged craters atop Mauna Loa, Sager said.Until now, geologists thought Tamu Massif was simply part of an oceanic plateau called Shatsky Rise in the northwest Pacific Ocean. Oceanic plateaus are massive piles of lava whose origins are still a matter of active scientific debate. Some researchers think plumes of magma from deep in the mantle punch through the crust, flooding the surface with lava. Others suggest pre-existing weaknesses in the crust, such as tectonic-plate boundaries, provide passageways for magma from the mantle, the layer beneath the crust. Shatsky Rise formed atop a triple junction, where three plates pulled apart.Tamu Massif's new status as a single volcano could help constrain models of how oceanic plateaus form, Sager said. "For anyone who wants to explain oceanic plateaus, we have new constraints," he told LiveScience. "They have to be able to explain this volcano forming in one spot and deliver this kind of magma supply in a short time."Geochemist David Peate of the University of Iowa, who was not involved in the study, said he looks forward to new models explaining the pulses of magma that built Shatsky Rise. Tamu Massif is the biggest and oldest volcano, and the cones grow smaller and younger to the northeast of Tamu. Sager and his colleagues suggest that pulses of magma created the volcanic trail."It seems that in many oceanic plateaus the melting is continuous, but here you have a big shield volcano," Peate told LiveScience. "Understanding the source of the volume of that magma, the rate of production of the magma and the time interval between those pulses will help give better constraints to feed into those models," he said.Sager said other, bigger volcanoes could be awaiting discovery at other oceanic plateaus, such as Ontong Java Plateau, located north of the Solomon Islands in the southwest Pacific Ocean. "Structures that are under the ocean are really hard to study," he said.

Floating volcano

Oceanic plateaus are the biggest piles of lava on Earth. The outpourings have been linked to mass extinctions and climate change. The volume of Tamu Massif alone is about 600,000 cubic miles (2.5 million cubic km). The entire volcano is bigger than the British Isles or New Mexico.Despite Tamu's huge size, the ship surveys showed little evidence the volcano's top ever poked above the sea. The world's biggest volcano has been hidden because it sits on thin oceanic crust (or lithosphere), which can't support its weight. Its top is about 6,500 feet (1,980 meters) below the ocean surface today."In the case of Shatsky Rise, it formed on virtually zero thickness lithosphere, so it's in isostatic balance," Sager said. "It's basically floating all the time, so the bulk of Tamu Massif is down in the mantle. The Hawaiian volcanoes erupted onto thick lithosphere, so it's like they have a raft to hold on to. They get up on top and push it down. And with Olympus Mons, it's like it formed on a two-by-four."Sager and his colleagues have studied Shatsky Rise for decades, seeking to solve the puzzle of oceanic plateaus. BERLIN (AP) — NATO deployed two surveillance planes to fly over Poland and Romania on Wednesday to monitor the crisis in neighboring Ukraine.The military alliance said two AWACS, or Airborne Warning And Control System, reconnaissance planes took off from bases in Germany and Britain.The surveillance flights won't leave the airspace of its member nations — thus not crossing either into Ukrainian or Russian airspace, a spokesman for NATO's operational headquarters said in Belgium."The planes can observe over 300,000 square kilometers (115,000 square miles) and will primarily be looking on air activity and the sea," Lt. Col. Jay Janzen said, adding that one AWACS aircraft already went on a surveillance mission to Romania on Tuesday and that more missions were being planned."Our flights will not leave NATO airspace," Janzen said. "Regardless, we can observe, we can look a very long way."NATO's 28 member states decided Monday to intensify the assessment of the possible threat the Ukrainian crisis poses to the alliance by sending AWACS planes. The decision comes after deployments of U.S. fighter planes to eastern European nations bordering Russia, such as Poland and Lithuania.Janzen said the flights had already been planned as training missions before NATO's decision, but more planes will be added to the exercises in the coming days.The plane flying out of the German base to Romania was an E-3A AWACS and the plane leaving Britain for Poland was an E-3B AWACS, Janzen said.

BRUSSELS (Reuters) - EU member states have agreed the wording of sanctions on Russia, including travel restrictions and asset freezes against those responsible for violating the sovereignty of Ukraine, according to a draft document seen by Reuters.The seven-page document describes in detail the restrictive measures to be taken against Moscow if it does not reverse course in Crimea and begin talks with international mediators on efforts to resolve the crisis over Ukraine.If approved by EU foreign ministers at a meeting on Monday, they would be the first sanctions imposed by the European Union against Russia since the end of the Cold War, marking a severe deterioration in East-West relations."Member states shall take the necessary measures to prevent the entry into, or transit through, their territories of the natural persons responsible for actions which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine," reads Article 1 of the document.The second article covers assets held in the European Union and states that "all funds and economic resources belonging to, owned, held or controlled" by those responsible for actions which have undermined Ukraine's integrity "shall be frozen".The document was approved by what is known as a silence procedure after no EU member states raised objections to the wording by 1100 GMT on Wednesday, officials said.EU foreign ministers meet in Brussels on Monday and are expected to formally sign off on the restrictions, unless there is a dramatic change of course by Russia. That seems unlikely, with no indication of any 'de-escalation' in Crimea.A referendum in Crimea on Sunday is expected to see the region vote in favor of secession from Ukraine to join Russia, adding weight to calls for an international response.

NAMES STILL NEEDED

While the EU has agreed the wording for its sanctions, it is still working on the names of those to be targeted.Discussions took place in London on Tuesday, when officials from Britain, the United States, Italy, France, Germany, Switzerland, Japan and elsewhere met to discuss the issue."My understanding is that there was detailed discussion of names at the meeting," an EU official said. "No definitive list has been drawn up, but it will be ready by Monday."European officials have indicated that Russian President Vladimir Putin and his foreign minister, Sergei Lavrov, will not be on the list, so that channels of communication can be kept open and further escalation is possible at a later date.Instead the list - an annex to the sanctions document seen by Reuters - is expected to focus on targets close to Putin in the security services and military establishment as well as on prominent members of the Russian parliament."The annex shall also contain, where available, the information necessary to identify the natural or legal persons, entities or bodies concerned," reads the sanctions framework."With regard to legal persons and entities, such information may include names, place and date of registration, registration number and place of business."The EU and United States are coordinating on imposing the restrictions and have encouraged other countries, including Canada, Japan, Turkey and Switzerland, to take similar measures to maximize the impact.If Russia does not respond to the pressure, the EU has said it is prepared to take further steps, probably involving an arms embargo and other trade-related measures. Rapid Reaction Corps France gears up for new tasks-NATO

Next year’s rotation of the command of the land component of the NATO Response Force (NRF) will be assumed by Headquarters Rapid Reaction Corps - France. It just completed a series of demanding training exercises to prepare for final certification, which will take place in Poland in November during Exercise Steadfast Jazz. Once certified, the headquarters will be able to command up to 30,000 personnel.“I am proud of the team spirit and the positive approach shown throughout the preparation for NRF certification,” says General Philip Van Impe, who runs the Training Division and is coordinating preparations. “That was truly the spirit of the musketeers, as we say in France: all for one and one for all.”Before being placed on standby and potentially being activated in a crisis, the NRF components must undergo a compulsory 12-month training and certification period, including six months of national preparation. This is immediately followed by a joint preparation phase led by NATO.The headquarters, based in the historic Citadel of Lille, began preparations in September 2012, with a detailed plan that defined individual and collective training needs,  along with concepts and operating procedures.This training programme was dubbed Citadel Pegasus, and involved intense physical preparation with shooting exercises, first aid and protection against chemical, biological, radiological and nuclear (CBRN) agents. Exercises were also organised to test the whole process of command post deployment and the expertise required to plan and conduct high-intensity operations.

Ready for Steadfast Jazz

“Allied Land Command in Izmir, Turkey, assessed the training carried out by the Lille Headquarters, and the results are positive,” says General Van Impe. “This is encouraging for the personnel and for all of us. We are ready for Exercise Steadfast Jazz!”During November’s Steadfast Jazz exercise, the headquarters will face the challenge of training and planning for an operation involving land, air and maritime forces from multiple nations in a complex environment.“The scenario takes into account the reality of modern operations with the need to act in a joint framework and alongside civilian players such as government and international bodies and non-governmental organisations active in these operational theatres,” says General Van Impe.“Moreover, Headquarters Rapid Reaction Corps - France will have to address threats linked to cyber attacks and the risk of the use of nuclear, biological and chemical weapons,” he adds.France will deploy the CRBN battalion, the 2nd Dragoons Regiment, to the exercise. Its role will be to give the alert, detect and identify chemical agents and implement decontamination measures.

High readiness

Within 14 days of a decision to commit the NRF, Headquarters Rapid Reaction Force - France must be capable of deploying a command post to the theatre of operations.“For Exercise Steadfast Jazz, this period must allow for the peacetime constraints of air and rail transport availability,” explains General Van Impe. In this case, the full deployment of the command post, its associated command and information systems and equipment will in fact take about a month.The first elements have already been deployed, including the teams responsible for transforming the Drawsko camp into a command post. Liaison with the host country, Poland, has been established. The headquarters will therefore be fully autonomous upon arrival. The rest of the personnel, consisting of 350 personnel from 12 different countries, will deploy to Poland by military aircraft along with 5 tonnes of freight.At the same time, an operations centre has been set up within the Citadel to monitor the deployment.

Planning a concept of operations

Before any deployment to theatre, a concept of operations must be drawn up. Planners play an essential role at this stage.Captain Virginie Meynard is planning officer for the headquarters’ communications service. Posted to the Citadel in August 2012, she has followed the national preparations for Steadfast Jazz and will deploy to Poland with the rest of the headquarters’ contingent to finalise exercise planning for communication during the manoeuvre.“In the framework of the Steadfast Jazz exercise scenario, I analyse the media context in theatre and make recommendations to command, taking into account the media risks and opportunities that may arise in field operations,” says Captain Meynard.Like the other planners in their own specialised fields, she began work on this in May 2013. This is when Allied Joint Force Command Brunssum activated its Joint Operational Planning Group to draw up a concept of operations to address the emerging crisis described by the exercise scenario.In 2014, she will be on NRF standby and ready to leave whenever and wherever needed. “My family is aware and my bags are ready,” says the Captain. She is no stranger to multinational deployments having previously served in the NATO-led operations in Kosovo in 2006 and in Afghanistan in 2011 and 2012.

This trade action is more than a gesture - it is an economic life-line.”De Gucht noted that MEPs should debate the trade move before their summer recess, paving the way for adoption by EU states in June, with Ukrainian exporters to feel the benefits “just weeks after.”The customs waiver was originally part of an EU-Ukraine free trade agreement which Ukraine’s former leader, Viktor Yanukovych, refused to sign, prompting the protests which led to his fall.The EU is also due to sign parts of a political association treaty in March.It aims to sign the whole trade and association deal after Ukrainian presidential elections in May. Tuesday’s customs move is to stay in place until 1 November, but De Gucht noted that if something goes awry on the treaty signature process “we could prolong the measure.”The customs move will contain some restrictions designed to protect EU companies.For one, the new administration in Kiev must certify that goods originated in Ukraine to stop other countries abusing the system by re-exporting to the EU via Ukraine. A controversial law levying criminal penalties on yeshiva students who dodge IDF service passed the Knesset Wednesday morning  with near unanimous support.With the opposition boycotting the vote, the Knesset passed the measure 65-1, with Jewish Home MK Yoni Chetboun casting the lone “no” vote.The terms of the Equal Service Bill, approved by the Knesset’s Shaked Committee last month, stipulate a three-year transitional period which will begin once the Knesset passes the legislation. During those three years, a target will be set for the number of ultra-Orthodox enlistees each year. The target number will rise each year until 2017, when it will reach 5,200 new Haredi enlistees.The measure has been vociferously opposed by the ultra-Orthodox community, which has historically enjoyed draft exemptions for Torah study. BRUSSELS - The European Commission on Tuesday (11 March) announced a new measure to challenge member states in breach of EU rule of law.The proposal would allow the European Union to intervene at an early stage in case of “serious and systemic threats” to the rule of law in member states. Isolated cases of breaches of fundamental rights or miscarriages of justice are excluded from its scope.Commission president Jose Manuel Barroso told reporters in Strasbourg that the Brussels executive in recent years has been confronted by a number of cases from member states which posed a threat or potential threat.“All the institutions have turned to the commission and asked us to react,” he said.The plan is described as a missing element between a standard infringement procedure and the 'nuclear option' of Article 7, which withdraws a member state’s voting rights at the EU level.Article 7 has proven difficult to use in practice. There were discussions about invoking it when Austria's centre-right party went into government with the far-right Freedom Party in 2000.More recently there was some informal discussion about using the clause against Hungary after its government introduced controversial new laws. However, it was seen as too strong.“Something is missing and this is what we are presenting now,” said Barroso.Speaking alongside Barroso, EU justice commissioner Viviane Reding said the new system is needed because the commission has been forced to react on an ad-hoc basis whenever member states misbehaved.“We have to have a system, which is set in stone, which is institutionalised,” noted Reding.The proposed new system is a three-step process.The first step is a commission assessment of the problem. If a problem is identified, then the commission issues a warning in a “rule of law opinion”.If the problem is not resolved, then the commission will issue a “rule of law recommendation”, which says what needs to be done and by when.The commission will then follow-up the recommendation in the third step.If the member state does not implement the recommendation and misses the deadline, then the commission can invoke Article 7.“The new tool to safeguard the rule of law will be applicable under the same threshold of a serious and systemic threat to the rule of law to all member states, big or small, North, South, East or West,” said Reding.The article was corrected at 11h50 CET on Wednesday 12 March as it previously said that Article 7 had been invoked against Austria in 2000. Berlin - Verdi, a German trade union which triggered the only successful European Citizens' Initiative so far, is throwing its weight behind a new project on press freedom.With 2 million members, it could easily get the 1 million signatures the EU requires to lodge a citizens’ appeal. But the Lisbon Treaty also says the 1 million people must come from at least seven EU countries.The purpose-built campaign for the new project, the European initiative for media pluralism, partly funded by two foundations - Open Society and Adessium - calls on the European Commission to consider a legislative proposal to fight media concentration and to protect journalists from attacks.The campaign is targeting Belgium, Bulgaria, Cyprus, France, Germany, Hungary, Italy, and the UK.Its spokesman, Giovanni Melogli, told press in Berlin on Tuesday (11 March) he got involved because of his own experience as a media advisor for an Italian MEP between 2004 and 2009."Back then, during the worst period of [former Italian PM] Berlusconi, the European Parliament asked the European Commission to intervene, because there was a clear breach of freedom of the press in Italy, with a Prime Minister who was also owner of half of the main media and able to control the public broadcaster,” he said.He accused the EU commission of “hypocrisy" in claiming it upholds free speech, but saying it has no competence to act in the “internal matters” of EU states, such as Berlusconi’s Italy.Attila Mong, a Hungarian journalist linked to the campaign, said there is a similar problem on Hungary.The commission criticised laws passed by the strong-handed government of Prime Minister Viktor Orban but to little avail."Hungary is the best example of how a country can go wrong. Flooding swells Montana rivers, washes out roads

BILLINGS, Mont. (AP) — A new storm brought more snow to areas of Montana where hundreds of people have been left cut off by swollen rivers and impassable waterlogged roads.Authorities warned that the new precipitation Monday night and Tuesday could make the flooding worse.The snow was expected to move Tuesday into neighboring Wyoming where members of the National Guard were helping to protect two towns threatened by high water.The National Weather Service said 1 to 6 inches of snow could fall in the flooded areas of Montana and Wyoming before Tuesday night. Montana Gov. Steve Bullock declared a flood emergency late Monday after forecasters put 30 of the state's 56 counties under some type of high water warning.Musselshell County in central Montana appeared to be hardest hit: Dirt roads in rural areas turned to mud, some bridges were blocked by high water and the Musselshell River threatened to overcome protective dikes in Roundup.Warm weather over the past week unleashed massive amounts of water from record snowfalls that have blanketed the region. That pushed many streams and rivers over their banks, authorities said.Impassable roads cut off about 350 people south and east of Roundup, Musselshell County disaster coordinator Jeff Gates said.Officials advised residents to stay in place if possible, and were crafting plans to ensure sufficient food and medical supplies were available to any stranded residents. Hundreds more in the Dean Creek subdivision southwest of Roundup also were cut off for a time until the situation improved Monday evening. But officials advised residents to remain ready to leave if necessary.Temperatures were forecast to drop below freezing overnight as the rain turns to snow."If it freezes and we get snow the roads will freeze and it will help us," Gates said.In Wyoming, Guard members stacked up sand bags in Manderson and Greybull. The National Weather Service says sandbags were used to divert water around the Manderson school and water treatment plant. No evacuations were reported.Seven homes were damaged in Greybull over the weekend but the extent of damage wasn't immediately clear, said Wyoming Office of Homeland Security spokeswoman Kelly Ruiz. Video posted by the homeland security office showed the river full of ice chunks on Sunday and a home protected by sand bags surrounded by water.Mountain snowpack across both states already is well above average, setting the stage for more high water when the spring runoff arrives. That's expected in May or early June, said National Weather Service forecaster Chauncy Schultz.

Officials were keeping a wary eye on ice-jams along the Musselshell River west of Roundup, which has about 1,900 people. Ice jams also were reported on the Yellowstone, Big Horn and other rivers in Montana and Wyoming.If the ice jams break free, water levels downstream could rise and more people in low-lying areas evacuated on short notice, Gates said. A makeshift dike in Roundup built after flooding three years ago was successfully holding back the water.By late Monday, the Musselshell had risen to levels not seen since severe flooding damaged hundreds of homes in 2011.More than two dozen houses near the Musselshell River were evacuated. Schools in Roundup were canceled for Tuesday in anticipation that many teachers and students would not be able to make it.Bullock's emergency declaration allows the Democrat to mobilize state resources — including the National Guard if necessary — to help local authorities."We're quite concerned about the moisture that's going to drop in the Little Belt Mountains and the Snowy Mountains. That could add more issues along the Musselshell River and in Roundup," said Steve Knecht, chief of operations for Montana Disaster and Emergency Services.In Yellowstone County, high waters that flooded the basements of many homes were starting to dissipate, said county emergency services director Duane Winslow. Five homes south of Laurel remained evacuated.A boil water order was in effect in Clyde Park north of Livingston, the Billings Gazette reported.In the town of Manhattan, about 19 miles northwest of Bozeman, Mayor Dave Rowell said flooding in the downtown area late last week caused at least a million dollars in damages, television station KTVM reported.
