Quebec Superior Court has denied the ultra-Orthodox Jewish sect Lev Tahor the right to appeal a decision rendered last November, which ordered 14 children be returned to Quebec to be placed in youth protection services.Justice Luc Lefebvre ruled that the 30-day period to file an appeal had not been respected, and therefore the judgement rendered could not longer be appealed under youth protection laws.Last November, about 200 members of the sect fled their homes in Sainte-Agathe-des-Monts, Que. in the middle of the night and moved to Chatham, Ont. — all while Quebec youth protection officials were preparing to withdraw some children from their families.Quebec’s youth protection officials, as well as provincial police, had been investigating for years after allegations of neglect and abuse.Lev Tahor community leaders have always denied any wrongdoing.

This week, Lev Tahor members filed another appeal — this time against the ruling of an Ontario judge.
Earlier this month, an Ontario court ruled to uphold a Quebec’s court’s decision that 13 children be placed with foster families.

Benedict joins Francis in unprecedented ceremony

VATICAN CITY (AP) — Retired Pope Benedict XVI joined Pope Francis at a ceremony Saturday creating the cardinals who will elect their successor in an unprecedented blending of papacies past, present and future.Benedict discreetly entered St. Peter's Basilica surrounded by a small entourage and was greeted with applause and tears from the stunned people in the pews. He smiled, waved and seemed genuinely happy to be there, taking his seat in the front row, off to the side, alongside the red-draped cardinals.
It was the first time Benedict and Francis have appeared together at a public liturgical ceremony since Benedict retired a year ago and became the first pope to step down in more than 600 years.The significance of his presence was multifold, signaling both continuity and even a sign of Benedict's approval of the 19 men Francis had chosen to join the College of Cardinals, the elite group of churchmen whose primary job is to elect a pope.Francis' choices largely reflected his view that the church must minister to the peripheries and not be a self-reverential institution but rather a place of welcome and mercy. He named cardinals from some of the world's poorest countries, Haiti, Burkina Faso and Ivory Coast among them, tapping many pastors like himself.Saturday's ceremony was also the latest step in the evolving reality of having two popes living side-by-side in the Vatican. Over the summer, the two men appeared together in the Vatican gardens to unveil a statue, but Saturday's event marked one of the most important liturgical ceremonies a pope can preside over: the formal installation of new cardinals.In that way, Benedict's presence marked a first step in reintegrating him into the public life of the church after a period of being hidden away that began almost exactly a year ago with his Feb. 28, 2013 resignation.With Saturday's precedent, chances grew that Benedict would also appear at the April 27 canonization of his pope, John Paul II, and Pope John XXIII.
After processing down the central aisle at the start of the service, Francis went directly to Benedict, clasped him by his shoulders and they embraced.The crowd erupted in polite applause again when one of the new cardinals, Secretary of State Pietro Parolin, greeted Benedict in his introductory remarks, saying "We are grateful for your presence here among us."Benedict, dressed in his white cassock with a long double-breasted overcoat, again smiled and waved.Some people reached out to try to touch Benedict as he passed by, others tried to approach him to take his photo but were restrained by ushers.The occasion for this historic first was Francis' first cardinal-making ceremony to formally welcome 19 new "princes of the church" into the College of Cardinals.He is making his imprint on the group who will elect his successor, tapping like-minded cardinals from some of the world's smallest, most remote and impoverished nations to help him run the Catholic Church.Two hail from Africa, two from Asia and six from Francis' native Latin America, which is home to nearly half the world's Catholics but is grossly underrepresented in the church's hierarchy.
There's Cardinal-designate Chibly Langlois, who isn't even an archbishop but rather the 55-year-old bishop of Les Cayes and now Haiti's first-ever cardinal. Another Caribbean cardinal, Kelvin Edward Felix, was for a quarter-century the archbishop of tiny Castries, St. Lucia, population 163,000.The archbishop of Managua, Nicaragua, Leopoldo Jose Brenes Solorzano, is an old friend who worked alongside the former Cardinal Jorge Mario Bergoglio in preparing the seminal document of the pope's vision of a missionary church — the so-called Aparecida Document produced by the 2007 summit of Latin American bishops. Nicaragua's second cardinal ever, Brenes has made an impression at the Vatican with his unruly gray curls and the blue jeans he donned for the flight to Rome.Cardinal Andrew Yeom Soo-jung, archbishop of Seoul, South Korea, has serious Catholic chops: His ancestors were among the lay people who brought Christianity to the Korean peninsula in the 19th century, and his great-great grandfather and his wife were executed as part of the Joseon Dynasty's persecution of Christians, the Asian Catholic news agency UCANews reported. Of the six children in his immediate family, three became priests.Though he hails from Burkina Faso, Cardinal Philippe Nakellentuba Ouedraogo sounded an awful lot like Francis in his 2013 Christmas homily. Nakellentuba denounced the "inequality, injustice, poverty and misery" of today's society where employers exploit their workers and the powerful few have most of the money while the poor masses suffer.
One cardinal sat out the ceremony even as he made a record by living to see it: Cardinal Loris Francesco Capovilla, aged 98, became the oldest member of the College of Cardinals, but due to his age couldn't make the trip from northern Italy. Uh-Oh: Giant Squid Sightings Considered an ‘Omen’ by Japanese Fishermen

Giant squid were once the stuff of sea monster legend.With their eyes (the biggest in the animal kingdom) and tentacles (they're more predatory than previously believed), these sea-dwelling creatures eluded humans for centuries, making their first cameo just two years ago. Now, giant squid are turning up with regularity off the Japanese coast. And like Captain Ahab before him, one Japanese fisherman suspects something fishy: It must be “some kind of omen.”Such was the concern of Shigenori Goto, who “had seen no giant squid before in [his] 15-year fishing career.” Two weeks ago, he caught a 13-footer at Sadogashima Island.“When I hauled up the net,” he told local reporters, “the squid slowly came floating up.”The strange occurrences began earlier this year. A giant squid was caught in a stationary net near Sadogashima Island; another was found in a similar situation in the town of Iwami a few days later. Then, on Jan. 19, tentacles—presumably from a giant squid—washed up off the shore of Kashiwazaki, another coastal city.Able to regenerate limbs, giant squid have tentacles that can extend up to 33 feet. The mollusks usually live about 2,000 feet below sea level, where water temperatures typically run 10 degrees Celsius.So why are more giant squid being seen by humans? Tsunemi Kuboder of the country’s National Museum of Nature and Science, has a theory: With ocean temperatures dropping in the region this year, the giant squid may be abandoning the chilly ocean depths for the surface, where the water is warmer.

Ukraine opposition seeks to oust president

Kiev (AFP) - Ukraine's emboldened opposition pushed Saturday for Viktor Yanukovych to resign immediately amid reports that the embattled president had left Kiev after striking a deal to end days of bloody unrest.An emerging power vacuum gripped the heart of the capital a day after Yanukovych and his political rivals signed a Western-brokered agreement to end the ex-Soviet nation's worst crisis since independence from Moscow in 1991.Key government buildings remained without police protection and baton-armed protesters dressed in military fatigues wandered freely across the president's once-fortified compound."We have taken the perimeter of the president's residence under our control for security reasons," Mykola Velichkovich of the opposition's self-declared Independence Square defence unit told AFP.
Friday's deal called for early elections and a unity government while granting amnesty for anti-government protesters detained during three days of unrest that claimed nearly 100 lives.It also called for the demonstrators to relinquish all public spaces by the end of the weekend, including Kiev's iconic Independence Square, the epicentre of the unrest.The demonstrators, however, appeared unwilling to abandon the square, which has been occupied since November, when Yanukovych ignited outrage by ditching an historic EU agreement in favour of closer ties with old master Moscow.The anti-government protests escalated into a Cold War-style confrontation between Moscow and the West over the country's future, with the Kremlin bent on keeping reins on its historic fiefdom and Western countries hoping to bring the economically struggling nation of 46 million into their fold.- Parliament 'the only legitimate body' -
Signs of the authorities' slipping grip on power were heightened by a bold push by parliament leaders to force Yanukovych to stand down long before a round of early presidential elections are due to be held in December.Opposition leader Vitali Klitschko told a boisterous parliament session that Yanukovych had already left Kiev while other lawmakers claimed to have evidence that the president had actually fled Ukraine."We must, as the people demand, adopt a resolution calling on Yanukovych to immediately resign," Klitschko told deputies in Ukraine's Verhovna Rada parliament."Today, parliament is the only legitimate body of power," he stressed.The president's ruling Regions Party that had previously pushed Ukraine closer toward Russia was also standing in disarray Saturday amid mass defections by lawmakers to opposition ranks.Parliament speaker Volodymyr Rybak submitted his resignation on Saturday on account of ill health. Friday's peace pact was worked out after two days of intense mediation by the foreign ministers of European powers France and Germany along with Ukraine's cultural ally Poland and a representative from Russia. Officials said US Vice President Joe Biden also placed repeated calls to both Ukrainian negotiating sides.
Putin's representative pointedly skipped the signing of the deal. Envoy Vladimir Lukin explained on his return to Moscow that it was "because several questions remain unanswered"."The consultations will continue," Lukin said in comments that suggested Moscow still held out hope of somehow revising the agreement.

BRUSSELS - A deal in Kiev promises to end an outbreak of violence, which has seen over 75 people killed in the past few days.Embattled President Viktor Yanukovych and the leaders of the three opposition parties agreed on Friday (21 February) to a number of demands in a wider effort to stabilise the country, which has been gripped by three months of unrest.The deal calls for constitutional reforms, a coalition and national unity government, a law to restore the 2004 constitution, presidential elections by December, an independent investigation into the violence, and a promise not to impose a state of emergency.The parliament has already voted to restore the 2004 constitution which weakens presidential powers.Yanukovych has himself declared his intention to initiate early presidential elections.Foreign ministers from Germany, France and Poland helped broker the agreement in Kiev.All three released a joint statement commending “the parties for their courage and commitment to the agreement and call for an immediate end to all violence and confrontation in Ukraine.”US ambassador to Ukraine Geoff Pyatt congratulated the three foreign ministers.“This is a hopeful breakthrough,” he said.EU council president Herman Van Rompuy also welcomed the agreement. “The EU continues to stand ready to support Ukraine,” he said."Implementation is key for the sake of country and its people," tweeted EU neighbourhood commissioner Stefan Fuele.But not everyone is happy.The leader of the militant, Pravy Sector, rejected Yanukovych's offer of a December presidential election, describing the leader and his close entourage as criminals.The militant group, which is not among the three signatories, wants the interior minister arrested after snipers shot dead Maidan protestors in the square despite a ceasefire agreement.Dramatic video footage posted online on Thursday show demonstrators on Institutska Street near Independence Square being shot. The shots continued to ring out as people rushed to drag away the wounded.Ukraine's Health Ministry says 77 people are dead. Eleven of the dead are police officers.The sudden upsurge in violence caught EU leaders off guard with member states promising punitive measures in response.Targeted EU sanctions against those behind the violence announced Thursday remain in place despite the compromise agreement thrashed out in the early hours in Kiev.Names have yet to be announced with Brussels officials still waiting for the sanction list to be sent from the EU delegation in Kiev, said an EU diplomat.“It is difficult for me to say where we are at with the list of names but as I far as I understand it should be coming to Brussels from Kiev,” said the diplomat.

More protests as Venezuela leader calls for talks with US

Caracas (AFP) - Opponents of Venezuela's leftist government prepared for a mass protest rally in Caracas Saturday, one day after President Nicolas Maduro issued a surprise call for talks with the United States.
At least nine people have been killed, 104 injured and 137 arrested in weeks of street demonstrations that begin peacefully and often turn violent, according to government figures.Pro-government "Chavista women" are also scheduled to march "against fascism" on Saturday in Caracas. While pro- and anti-government groups will march in a different part of town, violence could erupt if they meet at any point.Henrique Capriles, governor of Miranda state and the main opposition leader, has called on marchers to focus on demanding that authorities disarm pro-government "collectives" blamed for attacking demonstrators.
Maduro, who denies any links to the armed groups, says the protests are part of a "coup d'etat in development" instigated by Washington and conservative ex-Colombian president Alvaro Uribe.The protests began on February 2 in the western city of San Cristobal led by students angry over the soaring crime rate. Protests quickly spread to Caracas and other major cities, and intensified over the past two weeks. Venezuela has the world's largest proven oil reserves, but under Maduro and his predecessor, the late Hugo Chavez the economy has tailspinned, street crime is out of control, and corruption is widespread.Maduro's government warned it would cut off gasoline supplies to restless areas.Capriles, who lost last year's presidential election to Maduro by a razor-thin margin, is again in the limelight following the Tuesday arrest of another opposition leader, 42 year-old Leopoldo Lopez, on charges of instigating violence, property damage and criminal association.- Renewed diplomatic ties? -On Friday, Maduro challenged Obama to meet him for talks. Porcine Epidemic Diarrhea has farmer going to great lengths

One hog producer in Nova Scotia is going to extraordinary measures to keep his farm free of a deadly pig virus.A virus known as Porcine Epidemic Diarrhea (PED) originated in China and has been confirmed in Manitoba, Ontario and Prince Edward Island.Porcine epidemic diarrhea poses no risk to people, but it’s having a dramatic effect on the pork industry.The virus is highly contagious and it has already killed millions of piglets in the United States. So far, vaccines haven't worked.Terry Beck, a Nova Scotia farmer, doesn’t want to risk his livestock. Instead of having trucks go to his farm to pick up hogs to take to slaughter, Beck drives his hogs a few kilometres down the road to meet the truck.“I've got gloves here, latex gloves just so I'm not picking anything up from the truck if I happen to touch it.   And I'm trying to avoid that so that I'm not going to track this back home," he said.Truck driver Jonathan Huber travelled from Ontario to pick up some of Beck’s hogs. Ontario has 20 confirmed cases of the virus so he understands why local producers don't him anywhere near their farms."It's very serious. It's enough to put a lot of farmers out of business if they get it," said Huber."It's a risk, but you know the trailer is freshly washed and it's got all fresh new bedding and you know clean coveralls and plastic boots to prevent the spread as much as we possibly can."The threat is so serious that Beck and Huber don’t even shake hands during the transfer. With a little prodding, 15 hogs worth $3,100 to Beck move from one truck to the other.To date, Nova Scotia is free of PED. Beck's hoping to keep it that way."Even though we do all these measures there's no guarantee. There just isn't a guarantee that we have done enough to prevent this from coming here," he said.After moving the pigs from Beck’s white truck to the larger one destined for the slaughterhouse, Beck's truck is now considered contaminated. The truck will not go near Beck's farm again for another 36 hours.

Southern Ontario, Quebec get ready for big freeze as the polar vortex returns

If residents of southern Ontario and Quebec happen to be feeling a touch of spring in the air right now, don't be fooled. The polar vortex is swinging through again next week, to remind us that we aren't escaping from winter just yet! First off, let's see a show of hands ... who's sick of the polar vortex (either the term itself or the blasts of frigid air it pulls down upon us)? Very likely, plenty of hands shot up in response to that question. Well, unfortunately, neither the term (which has been around for over 150 years), nor the vortex itself (which has been around for a lot longer) are going away anytime soon, and it's already making another pass across the country.Saskatchewan and Manitoba are already back in the deep freeze today (and it's spilling over into Alberta and northwestern Ontario too). The same storm that dumped heavy snow, freezing rain and rain on Ontario and Quebec over the past day had given the prairie provinces a bit of a respite from the cold earlier this week. As the storm tracked to the east, though, the bitterly cold winds flowing down from the north behind it plunged temperatures down to as low as -30 C across the prairies this morning, and wind chills were reported down near -40. This same cold is expected to stick around there for at least the next week.
As for southern Ontario and Quebec, there's another day or so of mild weather left before these same frigid winds blast down over the region. As early as Sunday night temperatures are headed towards the negative double-digits, and they're expected to creep steadily lower through the week. Hopefully the rains from last night and today will have a chance of draining away before then or the cold may form the world's largest skating rink between Windsor and Quebec City. The Maritimes are getting a taste of the warmer weather too today, and for the next few days, but the same cold winds will be chasing away that warmth later in the week.So, when can we finally say good-bye to the polar vortex for this year? Well, the large-scale weather pattern that typically holds the most sway over the vortex is called the Arctic Oscillation. Unlike some other large-scale weather patterns that affect our weather, which can take months to change from one 'phase' to the other, the Arctic Oscillation can change over just a few days. Since the beginning of the year, it's changed phase a dozen times, causing three major outbreaks of cold over North America (and a bunch of minor ones too). The last few switches haven't been as extreme, so hopefully it'll settle down and we can finish off winter on a slightly less dramatic note. Honestly, though, I wouldn't count on it.

Iran’s President, Hassan Rouhani, on Wednesday said that Jerusalem should “be liberated from the yoke of Israel.”The comments were made during a meeting in Tehran between Rouhani and the Speaker or the Palestinian Authority (PA) parliament, Salim Zanoun, and were reported by the semi-official Fars news agency.During the meeting, according to Fars, Rouhani expressed the support of the Iranian government and nation “for the oppressed people of Palestine”, and called for the “liberation of the Holy Quds (Jerusalem) from the yoke of Israel.”“One of the wishes of the Iranian nation is liberation of the Holy Quds,” the Iranian President was quoted as having said, adding that he hoped “the Palestinian nation and the entire Muslim world will find a serious solution to this occupation through unity and integrity”.Zanoun, for his part, praised the Iranian nation as a great nation, and said, according to Fars, “I hope that during your presidency you will see a great development in the Muslim world, especially with regard to Palestine.”Wednesday’s meeting marks the second time in recent weeks that Iranian officials have met PA officials. In January, Jibril Rajoub, a senior member of the Fatah movement, visited Tehran.Rajoub vowed during the visit that Fatah "will not stop the resistance until the establishment of an independent Palestinian government" in eastern Jerusalem.

US Ambassador to Israel Dan Shapiro asserted on Friday that the framework peace deal currently being negotiated by US Secretary of State of John Kerry will include Palestinian recognition of Israel as “the nation state of the Jewish people.”Prime Minister Benjamin Netanyahu’s insistence that Palestinian Authority President Mahmoud Abbas recognize Israel’s Jewishness has been a sticking point in negotiations, with the Palestinians refusing to accede to a demand that would effectively do away with Palestinian hopes for a “right of return” for refugees and their descendants.“It’s too early to know what compromises and concessions both sides will make,” Shapiro told Israel Radio on Friday morning. “But we do believe… that Israel deserves recognition as a Jewish state. That has always been US policy — that Israel is a Jewish state and should remain a Jewish state. That will be one of the elements of the framework we’re working on.”
Leading Palestinians made clear their opposition to the demand this week, insisting that by introducing the Jewish factor, Israel was drawing a red line that could doom negotiations.“I remember the days when we were told, ‘All you need is to get the PLO to recognize Israel, and recognize Israel’s right to exist in safe and secure boundaries,’” said Hanan Ashrawi, a prominent member of the Palestinian Liberation Organization. The specter of a West Bank settlement freeze is raising serious concerns among prominent Knesset members on the right, several of whom warned Prime Minister Benjamin Netanyahu on Thursday that halting construction in any Jewish town or city beyond the Green Line would be “totally and utterly unacceptable.”
In an official letter sent to Netanyahu, 21 MKs from the Likud, Yisrael Beytenu and Jewish Home parties stressed that they would not accept any framework agreement that would prevent Israelis from expanding the Jewish presence in the West Bank.“These days, we’ve received news of a demand from Israel to agree to freeze the construction and planning of settlements in Judea and Samaria,” the letter read. ”We oppose any kind of freeze, including a settlement freeze outside of recognized blocs, and we will see any such Israeli commitment as utterly unacceptable.”Coalition chairman Yariv Levin (Likud), one of the MKs to sign the letter, said any attempt by US officials to impose a freeze on settlements would be heavily opposed by Israel’s right wing, and argued that Jews had a moral right to reside in any part of the West Bank.“American pressure to press a sword to the neck of the settlements will be met with total resistance,” Levin said. ”It is our right and our duty to settle and build in all historical parts of the Land of Israel, and we stand firm on this right.”Israel’s Army Radio reported Wednesday that the Obama administration has asked Israel to impose an unofficial settlement freeze outside of major settlements blocs if a framework agreement is agreed upon. Netanyahu’s office did not comment on the report. Yet the question is starting to complicate the ambitious US effort to ram through a peace deal between the Palestinians and Israel.A broad-based group of Israelis plans to lobby the Knesset to declare the country, for the first time, a Jewish state by law. And Prime Minister Benjamin Netanyahu has demanded that the Palestinians recognize Israel’s Jewish status explicitly as part of any agreement.“This is the Jewish land. This is the Jewish state,” he said in a speech this week to assembled US Jewish leaders. “When we make an agreement it is an agreement between the nation state of the Jewish people and a nation state of the Palestinian people.”Leading Palestinians made their opposition clear this week, insisting that by introducing the Jewish factor, Israel is drawing a red line that could doom negotiations.“I remember the days when we were told, ‘All you need is to get the PLO to recognize Israel, and recognize Israel’s right to exist in safe and secure boundaries,” said Hanan Ashrawi, a prominent member of the Palestinian Liberation Organization. An Israel that controls the West Bank, east Jerusalem and Gaza — the areas occupied in 1967 — would have some 12 million people roughly evenly divided between the two groups.Writing in the Haaretz newspaper on Thursday, liberal columnist Ari Shavit said, “The deal on the table is clear: A Jewish state in exchange for the 1967 borders.” That, Shavit and others say, means the Palestinians must forget about a return by Arab refugees and their descendants to Israel.But the whole notion of a Jewish state is a complicated one. By shining a strong light on a matter that lives more comfortably in the shadows, Israel may be rekindling some awkward questions: Are the Jews a nation — or individuals who share a religion? Should a religion have a state? Should a state have a religion? And beyond that lies a bigger issue still: Is the idea of a nation-state — with members of that nation fretting over how to stay dominant numerically — not somehow unbecoming in the age of globalization? The original Zionists of the late 19th century were mostly secular people inspired by the rise of European nations on the ashes of empires. Convinced the Jews needed a state of their own as well, they settled on the Holy Land, from which Jews were expelled by the Romans two millennia ago.In November 1917 the Zionist movement persuaded Britain — who would soon receive a League of Nations mandate to rule Palestine — to issue a declaration supporting “the establishment in Palestine of a national home for the Jewish people.” Thirty years later, with British colonial rule nearing its end, the newly established United Nations voted for partition of the area into independent “Arab and Jewish States.”Israel’s 1948 Declaration of Independence was essentially a national statement, proclaiming that Palestine — referred to interchangeably as “the land of Israel” — was “the birthplace of the Jewish people.” Zvi Hauser, who until recently served as Netanyahu’s Cabinet secretary, lamented this week that this declaration was never followed by a constitution cementing the country’s status as the Jewish state.“The Jewish people is not just a religion. It is also a national group that has a right to self-actualization,” he said.In fact, the question of what it means to be a Jew is a matter of debate — abroad and in Israel itself, where Orthodox rabbis fight to retain a monopoly over religious conversions that have the unusual corollary outcome of constituting a membership ticket to a “people” as well.“It’s hard to compare the matter to other countries because of the unique aspect of Judaism,” said Malcolm Hoenlein, the executive vice chairman of the Conference of Presidents of Major American Jewish Organizations.“It is not just a religion or a nationality or an identity — it is all in one,” said Hoenlein, who organized the conference that Netanyahu addressed.Israel’s law of return combines the heritage and religion definitions. It grants citizenship to anyone with at least one Jewish grandparent, as well as to converts who have no Jewish heritage but are recognized by the Orthodox rabbis.Consensus on the matter is extremely hard to find.Many Jews around the world see their identity as a primarily a matter of religion. Israel-Jordan sign $500 million natural gas deal

Israeli and Jordanian officials signed a deal Wednesday under which Israel will supply $500 million worth of gas to the Hashemite kingdom from the Tamar natural gas field in the Mediterranean.The supply is set to start in 2016, and to continue over a 15-year period. Ultimately, however, the deal may be expanded to a $30-billion mammoth partnership, under which Israel would become the major supplier of Jordan’s gas needs, Israel’s Channel 2 news reported.It said that a key broker of the deal was Amos J. Hochstein, the US deputy assistant secretary of state for energy diplomacy, a child of Israeli parents, who made 14 visits to Jordan to help pave the way for the agreement. The TV report said Israel’s President Shimon Peres also helped the deal along.Under the deal, Tamar will supply 66 billion cubic feet to Jordan’s Arab Potash and its affiliate, Jordan Bromine, at their facilities near the Dead Sea, according to a statement issued by Texas-based Noble Energy, which owns 36 percent of the Tamar field.The Jordanians turned to Israel because their supply of natural gas from Egypt had been halted by repeated terrorist attacks on the gas pipeline from Egypt, the TV report said.Israel decided last year to export 40 percent of the country’s offshore gas finds.In March 2013, Israel began pumping natural gas from the Tamar deposit — discovered in 2009 and located some 90 kilometers (56 miles) west of Haifa — which holds an estimated 8.5 trillion cubic feet of natural gas.In addition to Tamar, in 2010 an even larger deposit, Leviathan — which boasts an estimated 16-18 trillion cubic feet of gas — was discovered 130 kilometers (81 miles) west of Haifa. It is expected to become operational in 2016.The decision on gas exports grew out of conclusions published by the Tzemach Committee headed by former Water and Energy Ministry director general Shaul Tzemach. The committee, formed in late 2011, had called on Israel to keep the first 450 billion cubic meters for domestic use, and allow the export of up to half of any additional amount extracted from the proven reserves.
Israel is also exploring possible gas exports to Turkey, the TV report said Wednesday, despite the current strained relations between Jerusalem and Ankara.“This deal will pave the way for additional export projects which could enhance regional cooperation as well as provide additional supply to the domestic market and enhanced security of supply through development of additional reservoirs and infrastructure,” said Lawson Freeman, Noble’s Eastern Mediterranean vice president.

The member of Parliament representing Winston Churchill’s former constituency said that the British public will never countenance military intervention to prevent Iran attaining nuclear weapons.Robert Halfon, the Conservative MP for Harlow, said more broadly that Britons are so scarred by what they regard as having being drawn into war against Saddam Hussein’s Iraq on false pretenses that they will not now support the use of military force unless Britain itself or a British target overseas is directly attacked.Halfon, who was visiting Israel this week in a delegation of Conservative Friends of Israel, told The Times of Israel in an interview that the vote in the House of Commons last August against a resort to force in Syria, following President Bashar Assad’s use of chemical weapons against his own people, was “a tragic day for our country.” The vote, a crushing defeat for Prime Minister David Cameron, reflected the “scarring” effect the Iraq war has had on the British psyche, he said, with Britons believing that were misled about Saddam’s non-conventional weapons capacity. Cameron’s defeat was also a result of “political opportunism” by the opposition Labour Party.That vote, in turn, Halfon said, had a “massive effect” on US President Barack Obama, who subsequently changed course, having indicated that a “punitive” strike against Assad was imminent. “The one dependable ally of the US was saying no,” Halfon said.Instead, the US accepted a Russian-mediated initiative under which Assad has agreed to give up his entire chemical weapons capability, but Halfon rejected the idea that this represented an enviable result. He said he was not yet convinced that Assad would indeed shed his entire WMD capacity and capability, that the US and UK positions sent a dismal signal to dictators everywhere, and that Iran perceived Obama’s behavior as signalling weakness — which in turn gave it confidence to continue to pursue its nuclear program.He stressed that while he had emphatically backed military intervention in Syria, “my constituents were all against. US Secretary of State John Kerry says his feelings toward Israel changed 10 years ago, after he found out that that he had Jewish grandparents.“It’s a connection that’s deep. I lost a great-uncle in the Holocaust and a great-aunt. I never knew that until then. To learn that, after years of being passionate about ‘never again,’ with respect to the Holocaust, and then to understand that you are biologically and personally connected to that, is very moving,” he said in an interview aired on Thursday by Israel’s Channel 2.“Israel itself has a special connection to me, not just because of that personal, now-known connection, but more importantly because of the amazing journey of the Jewish people,” he said in the interview, which was conducted last Tuesday at the State Department. “And now I’ve learned that, I have got a better sense of that.”Kerry first found out about his Jewish ancestry in 2004, when he was running for president against George W. Bush. EU ministers should discuss peacekeepers for Ukraine

KIEV AND BRUSSELS - The death toll continues to rise in Ukraine.This afternoon the EU’s Foreign Affairs council will finally discuss imposing sanctions against Ukrainian President Viktor Yanukovych and a number of other Ukrainian political elites and oligarchs following the terrifying, and bloody events that took place between 18 and 19 February and which continue to unfold.By noon of 20 of February, about 50 people have been killed. Thousands have been injured. The regime is cold-bloodedly killing its citizens despite of the presence of EU ministers in the town.The goal is to wipe out EuroMaidan no matter the cost to human life. So far it has failed - Ukrainians are ready to fight until the end, despite fear a military intervention may be around the corner. But today is becoming a disastrous day for the whole of Europe.For weeks, Ukrainians as well as numerous international experts and analysts, have called on the EU to take a tougher approach, going beyond calls for dialogue.But previous statements, such as those by German Chancellor Angela Merkel, and a number of other EU officials and leaders, stating that sanctions were not on the table, sent a very wrong message to Yanukovych.We can now understand that he interpreted these statements as a green light to do whatever he wanted and not be punished.Meanwhile, protesters read EU statements of “deep concern” as derision; a sign that Europe has betrayed Ukraine and European values. Unfortunately, many Ukrainians see this approach as evidence that a new deal along the lines of the Ribbentrop-Molotov pact has been agreed behind closed doors and that Ukraine is given as a negotiating chip to Russia.It is actually quite difficult to understand the EU thinking behind a no-sanctions approach.The most common argument has been that sanctions do not work, using the case of Belarus as an example. In fact references to Belarus are irrelevant and simply demonstrate that those who make such a comparison do not understand anything about these two countries.Unlike Belarus, Ukraine’s political and ruling elite are deeply integrated into a number of EU member states: Austria and the UK are the best known examples, where they keep their families and money.Hence the idea of losing their comfortable EU bolt holes, along with their financial assets being frozen, is a horrifying thought. Imposing sanctions has the real potential to seriously weaken and undermine the unity of the ruling Party of Regions.While a “truce” was called yesterday night and Yanukovych has now said he wants dialogue, in reality his snipers are killing dozens of people every hour.
This is not a film - it is the centre of what used to be one of the most secure and peaceful European cities. Everybody can see that this is a clear case of “the Emperor wearing no clothes” and all dialogue is a sham. Unfortunately, it seems that the only language that President Yanukovych seems to understand is that of force.The sad fact here is that these sanctions come too late.Protesters have armed themselves while Yanukovych has lost all sense of reality. He seems set on waging a real war against his own nation. All options are presently on the table - we might see even more blood in the capital than we did in Budapest in 1956 or in Prague in 1968.It could ultimately destabilize the whole of Europe.Hence the international community needs to fully wake up and face up to the reality that much deeper engagement is needed, including the possibility of having peace-keepers on the ground if we cannot deescalate the violence. While the UN may be considered, Russia will most likely make it impossible to use this institution.Therefore, the EU remains the most neutral actor and will be welcomed by everyone who is really interested in peace.
The EU has already taken on a monitoring mission role in its eastern neighbourhood in Georgia. While we hope the violence will stop now in Kiev, there is little hope for the wisdom of Yanykovych.Therefore there is urgent that the EU decide to be prepared for every eventuality. The need to send peacekeepers might be obvious even in some hours.The EU must show that it is more than a paper tiger, which only acts after the horse has bolted. Now, or it will be again too little and too late, and the price will be the lives of thousands.

KRAKOW - EU countries have agreed to impose sanctions on the Ukrainian regime, but disagree who should be on the blacklist and when it should enter into life.“The EU has decided as a matter of urgency to introduce targeted sanctions including asset freeze and visa ban against those responsible for human rights violations, violence and use of excessive force,” foreign ministers said after a snap meeting in Brussels on Thursday (20 February).“The scale of implementation will be taken forward in the light of developments in Ukraine,” they added.EU foreign affairs chief Catherine Ashton told press that “members of the [EU] Council were truly alarmed, shocked by the scale of violence that has taken place and I think this will drive the agenda going forward.”She also rebuked a Russian TV reporter for saying the EU is at fault for inciting protesters, calling his remarks “ridiculous.”An EU diplomatic source told EUobserver the names on the blacklist will be “very limited in number” and will, for the most part, designate “leaders of repressive structures,” such as Ukraine's interior ministry and its intelligence service, the SBU.The diplomat added there was “a huge debate” on when the list should be published in the bloc’s Official Journal, marking its entry into life, and who should be on it.“In light of the current visit by EU foreign ministers, if there is a prospect the Ukrainian authorities would accept a compromise solution, the modalities of implementation might be different,” the contact said, referring to a visit by French, German, and Polish ministers to Kiev on Thursday, who briefed colleagues in Brussels by videolink.The diplomat noted that some EU countries also want to list leaders of “radical” opposition groups, but others say this would send a misleading signal that both sides are to blame.“At the moment there is clearly no unity on this aspect. We might have a list ready tomorrow, but if we can’t agree on a list which makes sense, it’s probably better to wait a couple of days,” the source said.
The measures are likely to disappoint Ukrainian opposition leaders, who say the EU should target pro-government oligarchs.Ostap Semerak, an advisor to opposition MP Arseniy Yastenyuk, told a meeting of MEPs from the centre-right EPP group in Krakow, Poland, also on Thursday the EU should go after billionaire Ukrainian businessmen Rinat Akhmetov, Dmitry Firtash, and Victor Pinchuk, who have financial assets and luxury homes in EU countries.“They are afraid of sanctions and they control at least 70 members from the [ruling] Party of Regions in the Ukrainian parliament. This, together with the oppositon MPs, is more than the half that is needed to make the political decisions that we need,” he said, on the prospect of a parliamentary vote of no confidence in Yanukovych and early elections.Semerak’s voice quivered with emotion when he spoke of visiting casualties in Ukrainian hospitals on Wednesday and of reading tweets about the growing death toll during Thursday’s EPP debate. “I am seeing that at least seven more people have died while we sit here,” he said.He told this website that policemen in the “Berkut,” a special unit at the heart of the violence, are willing to shoot fellow Ukrainians because of a “culture of sadism” in the squad.
He noted that some officers in other forces, such as the interior ministry’s “BBVV” units, have defected.
The events in Kiev, which saw dozens of protesters shot dead with live ammunition on Thursday, have prompted self-recrimination in the EU.Arnaud Danjean, a French centre-right MEP who chairs the European Parliament’s subcommittee on security and defence, said leading EU countries should have handled Ukraine instead of leaving it to “technocrats” in the European Commission and the EU foreign service.Janusz Lewandowski, the Polish commissioner in charge of the EU budget, noted that member states did not allocate enough money for Ukraine to enable EU institutions to play a role.Polish centre-right deputy Jacek Saryusz-Wolski said EU foreign ministers should be talking about peace monitors, on the model of an EU operation in Georgia, instead of visa bans at this stage.For his part, Dutch foreign minister Frans Timmermans said in Brussels that no matter what the EU does, Ukrainian people will hold Yanukovych to account.
“The people simply don’t want to follow the path set by Yanukovych. So whether we impose sanctions or not, he will have huge problems with his population if he takes this path [of refusing pro-democratic reform],” the minister said.The EU also adopted a ban on exports of items which can be used for internal repression. But it deleted proposals for a ban on arms sales. An EU diplomat said both measures are symbolic. But imposing an EU arms ban would have made the foreign ministers look silly because Ukraine is one of the world’s largest arms exporters.

Kiev (AFP) - As fighting rages all around him on Kiev's Independence Square, a volunteer medic tears open a young protester's bloodstained T-shirt and desperately pumps the demonstrators chest as his grey face stares into the sky.Nearby, protesters scream wildly for people to clear a path for a stretcher carrying a man's covered body. A helmet lies on his chest. His arm dangles down lifelessly.Dazed demonstrators move out of the way, some crossing themselves, as smoke from burning barricades and car tyres billows into the air around them, like scenes from a war film.It is the deadliest day yet in three months of anti-government protests in Ukraine and Kiev's Independence Square, known as the Maidan, is Ground Zero.Riot police fire salvos of rubber bullets at anti-government protesters who hurl back Molotov cocktails and stones, determined to take back full control of the square, the epicentre of the opposition-led protest movement.
Overlooking the square is the towering Soviet-era Ukraina Hotel, home to many of the foreign reporters covering Ukraine's worst unrest since independence. A flag with a red cross hastily strung from the building signals that it is now also a makeshift clinic and morgue.Inside, volunteer health workers have taken over the lobby. Seven bodies covered with white sheets are lined up on the marble floor in front of the reception desk."They were shot in the head or in the heart by live bullets, not by rubber ones," says volunteer first aid worker Natalia, pointing to a bloodstained bulletproof vest lying discarded on the hotel floor, with a hole shot through it.Protesters and police have both accused each other of using live ammunition in the clashes, with the interior ministry insisting security forces only fired in self-defence.According to the volunteer medics, more than 60 protesters died from gunshot wounds on Thursday.Back on the square, protesters manning the barricades show an AFP reporter spent cartridge shells, and metal shields pierced with what look like bullet holes. A short distance away, riot officers can be heard firing warning shots."We pushed forward to repel them and they opened up on us with Kalashnikovs and sniper fire."Above the turmoil on the square, loudspeakers relay the positions of suspected sharp shooters spotted on the roofs and at the windows of nearby buildings.For some, the chaos is too much to bear. Struggling to take in the carnage around him, a young man sits hunched over on the pavement, sobbing. Nearby, a middle-aged woman weeps openly and is comforted by her husband.But for most, there is little time to waste, with every spare moment being used to reinforce barricades and stockpile Molotov cocktails.In one area of the square, hundreds of demonstrators -- including old men and young women -- stand in long human chains passing paving stones to the frontlines, as men clad in camouflage gear drag everything from telephone booths to rubbish skips towards the barriers.
From a podium in the middle of the square chants of "Glory to Ukraine" ring out, lifting the protesters' spirits.
Later, as darkness settled over the Maidan, the clashes appeared to have subsided but the mood among the roughly 20,000 demonstrators seemed to be hardening."It is war and this is the front," said Bogdan, a protester in his sixties."It may be peaceful now but the only way it can end is with the physical destruction of the president."We want a short, quiet funeral for him and then we will be happy."

Poll: Socialists to top EU elections, boost for far-right

BRUSSELS - Europe's socialists are set to top the polls in May's European elections, according to the first pan-EU election forecast.The projections, released by Pollwatch Europe on Tuesday (19 February), give the parliament's centre-left group 221 out of 751 seats on 29 percent of the vote, up from the 194 seats it currently holds.For their part, the centre-right EPP would drop to 202 seats from the 274 it currently holds on 27 percent of the vote across the bloc. If correct, it would be the first victory for the Socialists since 1994.The poll is the first in a series of fortnightly forecasts by Pollwatch in the last three months before Europe's 400 million voters go to the ballot booths from 22-25 May.The PollWatch statistical model takes opinion poll data from the EU's 28 member states and gives extra weighting to support for small and eurosceptic parties which, it argues, are usually underestimated in European election surveys.Although the volatile political climate in many of the EU's countries and uncertainty about how many voters will turn out in May means that centre-right parties, which are currently in government in most of Europe, could still recover ground, the scale of their projected losses is set to come as a surprise.Most analysts expect the EPP to still be the largest political force in parliament following May's elections, albeit with a diminished number of seats.
The forecast will also offer hope to Martin Schulz, the current president of the parliament, who is to be confirmed in March as the Socialist candidate to lead the next European Commission. May's elections will be the first to have a direct effect on who the next president of the EU executive will be, under provisions introduced by the Lisbon treaty.Elsewhere, the poll projects a series of national victories for populist parties of the right and left in a number of countries. Marine Le Pen's National Front is forecast to top the poll in France with 20 seats, while Beppe Grillo's Five Star Movement would win in Italy with 24 seats.It also anticipates strong showings for parties in Belgium, Austria, Italy and Sweden and the Netherlands who have pledged to set up a new far-right political group with Le Pen, and are set to take a combined 38 seats.
In total, it projects that the number of so-called 'Non aligned' MEPs would swell to 92 after May's poll.
Crucially for the legislative programme of the new parliament, this would make it almost impossible for either of the major groups to form ideologically based left-right majorities between 2014-2019.Meanwhile, in Greece, the leftist Syriza party is projected to take nine of the country's 21 seats.Professor Simon Hix, who chairs VoteWatch Europe, commented that "the polarisation of the EP could force the centrist groups to work together in a 'grand coalition'."

The Holy See Press Office has published a list of the locations in the Apostolic Palace and the Paul VI Hall where each cardinal will be receiving courtesy visits. But the name of the former private secretary to John XXIII is not on it.“I asked the Holy Father to give me a dispensation so I don’t have to come to Rome. I’m not strong enough and I feel uncomfortable at the thought of meeting so many people,” Capovilla told Vatican Insider. The prelate has not left his home for some time now but is perfectly lucid. He had prepared the red cassock brought to him by the nuns who are caring for him as he initially intended to attend the ceremony. But in the end he simply didn’t feel up to it and asked Francis for a dispensation from the obligation to go to Rome.He will be created cardinal on Saturday morning when the Pope proclaims his name in the Consistory, but he will receive the purple-red biretta some days later in the northern Italian town of Sotto il Monte probably on 1 March. The ceremony will take place in the church which the then 20-year-old Angelo Roncalli consecrated before he became John XXIII. He saw the first stone being laid. A papal delegate will deliver the biretta to Capovilla.Cardinals have in the recent past been granted dispensation from attending Consistories due to old age or poor health. In 1998, Cardinal Alberto Bovone, Prefect of the Congregation for the causes of Saints received the biretta from the Secretary of State, Angelo Sodano, whilst in hospital battling with a serious illness that would claim his life a few weeks later at the Gemelli Polyclinic in Rome.But cardinals have not just pulled out of the Consistory for age or health reasons. Even Roncalli, who was created cardinal by Pius XII in December 1953 when he was Apostolic Nuncio in Paris, received the red biretta from French President Vincent Auriol. This old tradition is no longer in force. The same happened with the Apostolic Nuncio in Spain.

POISONED WATERS

HOSEA 4:1-3

Pond suddenly turns blood red Wichita, Kansas


"It's been a weird day!" Freddy Fernandez says. The weirdness began Tuesday morning when the pond outside his Wichita house took on a pinkish color. Within a few hours, it had turned blood red. Fernandez says the pond is full of fish, and there's no indication any have died because of this. There's also no odor.

Fernandez took a photo last week of the pond when it was frozen-over. At that time, an unusual pink pattern had formed in the ice. "I just don't want any zombies coming out of there!" he says. Fernandez posted photos on Facebook, and within just a few hours friends have shared them around the world. Some suspect it's algae, while others wonder if it's caused by iron. There are all sorts of theories. "I just don't want people showing up, thinking this is some Biblical phenomenon or something like that," Fernandez says. We tried to get in touch with an expert to find out what may be to blame for the red water, but had no luck.
