Netanyahu settlement stand draws fire from all sides

Jerusalem (AFP) - Comments by Israeli Prime Minister Benjamin Netanyahu at the World Economic Forum make it clear he is against the establishment of a Palestinian state, chief Palestinian negotiator Saeb Erakat has said."Anyone who says they want the settlers to remain is actually saying they don't want the establishment of a Palestinian state," Erakat said in remarks published Monday in Palestinian daily Al-Ayyam.
Erakat was reacting to comments by Netanyahu at last week's WEF gathering in Davos, where the premier insisted Israel would not evacuate Jewish settlements built on occupied land the Palestinians want for their future state.Netanyahu has publicly supported the two-state solution during US-sponsored talks which envisage the creation of a Palestinian state as part of a final peace agreement.But at Davos, the premier told Israeli journalists at a briefing, "I have said before and I say again; I do not intend to dismantle any settlement, I don't intend to uproot any Israeli."His comments were broadcast on public radio.Israel's settlements, which are illegal under international law, are a key sticking point that is preventing peace talks from making any visible progress.Some Israeli media said that Netanyahu was speaking in response to a question specifically about the Jordan Valley, the part of the occupied West Bank bordering Jordan.Israel insists on maintaining a long-term military presence in the Jordan Valley as a buffer against attacks on the Jewish state, while the Palestinians want an international security force deployed there for their own security.
But angry Israeli hardliners on Monday linked Netanyahu's Davos comments to a report by an international news agency that the premier is floating the idea of existing settlements being leased from the Palestinians in a future Palestinian state."We do not leave settlers behind enemy lines," deputy defence minister Danny Danon, a hawkish member of Netanyahu's own Likud party, told army radio."It's an idea of leaving Jews, abandoning Jews to the control of the Palestinians," deputy foreign minister Zeev Elkin, also of Likud, told the station."It's a red line, contrary to the beliefs of the national camp, the beliefs of the Likud," he said.
Settler leader Dani Danon told AFP that the concept of settlements no longer being under Israeli sovereignty was a "political, security and Zionist aberration."Veteran political analyst Shimon Shiffer said that the news agency report, which Netanyahu's office neither confirms nor denies, was a deliberate attempt to draw a hostile response from the Palestinians, painting them as rejecting peace."Netanyahu... is trying to push the settlers into a corner and challenge the Palestinian side, knowing that the latter will reply with a resounding negative," he wrote in the top-selling Yediot Aharonot newspaper.Maariv's Shalom Yerushalmi suggested that the premier was playing for time."The settlements will certainly be removed, but the prime minister will not be the one to remove them," he wrote."This will be a gradual process in any case, and by the time we reach the removal of the settlements Netanyahu will no longer be there."

It must have seemed a good idea at the time.Asked by The Times of Israel on Sunday to clarify what exactly the prime minister had meant in Davos, on Friday, when he said he wouldn’t remove a single settlement or displace a single settler, the Prime Minister’s Office provided explicit elaboration.No, Benjamin Netanyahu had not only been talking about settlements in the Jordan Valley, as some reports had suggested. And no, the prime minister was not only speaking about an interim period ahead of a permanent accord. Rather, the official told The Times of Israel, Netanyahu would henceforth be insisting that all settlers be given the free choice of remaining in place and living under Palestinian rule after a peace deal, or relocating voluntarily to areas under Israeli sovereign rule. “Just as Israel has an Arab minority, the prime minister doesn’t see why Palestine can’t have a Jewish minority,” we were told. “The Jews living on their side should have a choice whether they want to stay or not.”The official who spoke to us claimed that this position represented Netanyahu’s “longstanding” stance. If so, it had never been expressed so explicitly — as is clear from the diplomatic storm our article has provoked.It may be that Netanyahu was floating a trial balloon, to see how the international community, and the settlers, would react. In which case, the results thus far cannot have been too pleasing for the prime minister. More likely, it was a gambit to embarrass the Palestinians, whom Netanyahu could rightly have predicted would furiously reject the idea. The problem is that this predictable Palestinian reaction has been drowned out by the speed and intensity of the rejection by his own right-wing allies/rivals.Leading the avalanche of right-wing criticism has been the Jewish Home party leader and economics minister, Naftali Bennett, who dismissed the notion of creating settler-Palestinians with a Facebook post on Sunday evening that can be summarized by the single word “Never.”Behind the scenes in the last few hours, members of Bennett’s circle have assailed Netanyahu for selling the settlers out to the Palestinians. Members of the prime minister’s camp have retorted that, by attacking Netanyahu for floating an idea the Palestinians were sure to reject, Bennett was hurting the shared cause of settlement. Well, the Bennett camp has countered, it might be smart to tell us in advance the next time you’re unleashing a brilliant plan to expose Palestinian intransigence. After all, Netanyahu and Bennett spent six full hours together on Sunday. Did this cunning new plan slip his mind? Also wading in from the right have been members of Netanyahu’s own Likud party — including not only perennial hawks such as Deputy Defense Minister Danny Danon, but also Netanyahu’s own protegé and former aide MK Ofer Akunis, who called the idea “delusional.”Netanyahu has actually privately presented the idea of settlers and settlements staying put under Palestinian rule to US Secretary of State John Kerry, as senior Palestinian sources confirmed to The Times of Israel Monday, and some sources suggest Kerry has raised it with the Palestinians.By leaking it now, the prime minister must have believed he could easily draw angry Palestinians responses: the PA would reject the idea of any Israeli presence in their state, and he could decry their ostensible anti-Semitism. Moreover, he may have hoped, the Israeli right would celebrate him for his refusal to uproot Jewish communities; quite the contrast to Ariel Sharon and the demolition of the entire Gaza settlement enterprise in 2005. His aides might even have contemplated linking Palestinian intransigence on the issue to the calendar: Here’s Mahmoud Abbas insisting on a Judenrein Palestine, just in time for International Holocaust Remembrance Day.

None of this has panned out. The idea of a Jewish minority in “Palestine” was shot down so quickly by Bennett and his fellow warriors against Palestinian statehood that the Palestinian brush-off will hardly have registered with the international community. The US and the EU have so far kept quiet on the issue. And the Palestinians have smoothed out their initial indignation. Sunday night’s angry vow by chief negotiator Saeb Erekat that “not one” settler could stay in Palestine, quickly attacked by the PMO, had given way by Monday morning to PLO official Hanan Ahrawi’s far more palatable position that Jews could be welcome, it’s only “ex-territorial” settlers retaining Israeli citizenship who are a no-go.It’s possible that Netanyahu’s idea of offering settlers the chance to stay represents his acceptance of the inevitable division of the land, his willingness to preside over that process, but his refusal to follow Sharon and forcibly remove Jews from Biblical Israel: He can live with the gradual establishment of a Palestinian state and thus enter the history books as the leader who ended the conflict. But kicking Jews out of their houses? Not on his watch. Let them stay, if they want. If they need to be withdrawn, let someone else do the dirty work.It’s also possible that his Davos comments — “I do not intend to remove a single settlement, [and] I do not intend to displace a single Israeli” — were deemed so inflexible by the Americans that he had to give some ostensible ground toward realizing a two-state solution: No, he won’t uproot settlements, but that doesn’t mean there can’t be a two-state deal.Again, though, if the idea was to sound flexible, the result has been the reverse.Thus Netanyahu is not merely back where he started — widely perceived internationally as the key player blocking peace process — but even further in the mire, seen as seeking to place yet another obstacle in the path to Palestinian statehood. And with both the settlers and the Palestinians more angry and mistrustful of him than before.

Hanan Ashrawi, a member of the PLO Executive Committee, told The Times of Israel that Jews and members of all religions would have the right to apply for Palestinian citizenship. But “Palestine” could not accept “ex-territorial Jewish enclaves” where residents maintained their Israeli citizenship status, she said.Comments from the Israeli Prime Minister’s Office made to The Times of Israel on Sunday, indicating that following a peace treaty settlers would be allowed to choose whether to relocate to Israel or remain under Palestinian sovereignty, have sparked a flurry of indignation from both the Palestinians and the Israeli right.The source in the Israeli Prime Minister’s office said that “just as Israel has an Arab minority, the prime minister doesn’t see why Palestine can’t have a Jewish minority. The Jews living on their side should have a choice whether they want to stay or not.”A Palestinian official, speaking to The Times of Israel on condition of anonymity as he was not authorized to comment on the matter, said Monday that Netanyahu had raised the issue of settlers remaining under Palestinian sovereignty with US Secretary of State John Kerry during Kerry’s last visit to the region. Pachenik cited a poll indicating that as many as 4.5% percent of the estimated 350,000 settlers (not including Jerusalem) would be willing to remain in a Palestinian state.Ashrawi said on Monday, however, that the timing of Netanyahu’s comments in Davos made it clear that this was just another Israeli attempt to “scuttle the talks.” The prime minister, she said, wanted to add preconditions that the Palestinians cannot possibly accept, like the demand to recognize Israel as a Jewish state.

Asian, European stocks dive as jitters continue to mount over world economy, Fed tightening

Broader S&P 500 futures climbed 0.3 per cent to 1,788.40 .Investors were awaiting a two-day meeting of the U.S. Federal Reserve starting Tuesday, where officials are expected to reduce the central bank's monthly bond buying by another $10 billion to $65 billion. Recent signs of a sustained recovery in the world's biggest economy will play a big role in the decision by Fed officials to scale back stimulus for a second time.Stock prices in emerging markets have been propped up for years by investors seeking higher returns using a tide of so-called "easy money" from the Fed and other central banks. But now that the end for those policies looks to be near, some investors are fleeing stocks. (Reuters) - More than 600 passengers and crew members fell ill aboard a Royal Caribbean cruise ship, with symptoms that included vomiting and diarrhea, the Centers for Disease Control said on Monday.The latest figure doubles initial reports of some 300 affected by what cruise officials called a gastrointestinal illness, and includes 577 passengers and 49 crew members, a CDC official said.The company has said the 10-day Caribbean cruise would end two days early, with the ship returning to its home port in New Jersey on Wednesday."New reports of illness have decreased day-over-day, and many guests are again up and about," Royal Caribbean said in a written statement on Sunday. "Nevertheless, the disruptions caused by the early wave of illness means that we were unable to deliver the vacation our guests were expecting."The CDC said in a statement that passengers and crew members aboard the Explorer of the Seas reported becoming sick during the voyage. The ship was carrying 3,050 passengers and a crew of 1,165.The ship departed Cape Liberty, New Jersey on January 21.The CDC said Monday the cause of the sickness was unknown but that an environmental safety officer and an epidemiologist boarded the ship on Sunday in St. Thomas in the U.S. Virgin Islands to determine the cause of the outbreak and the proper response.The ship's crew increased cleaning and disinfection procedures and collected specimens from those who reported being ill following the outbreak, the CDC said."After consultation between our medical team and representatives of the U.S. Centers for Disease Control and Prevention, we think the right thing to do is to bring our guests home early, and use the extra time to sanitize the ship even more thoroughly," Royal Caribbean said in the statement.

Snowfall overnight is making for a messy Monday morning commute in Toronto.

The weather is causing reduced visibility and slippery roads across the GTA, where drivers are being urged to go slow and drive with extra caution.Buses have been cancelled in Caledon because of inclement weather, according to the Peel District School Board.Buses have also been cancelled north of Highway 7 for both public and Catholic schools in the Durham Region.The windy, snowy weather is due to an Alberta clipper, or a fast-moving low pressure area, that is affecting southern Ontario.The flurries are expected to end sometime in the morning, giving way to a mix of sun and cloud, according to Environment Canada.Temperatures are expected to drop to - 14 C in the afternoon in what will be yet another extremely cold day.Air Canada is warning of disruptions and possible delays due to strong winds today and Porter Airlines has advised all passengers to confirm their flight status before arriving at Billy Bishop Airport as delays and cancellations could occur.The cold and snowy weather has been causing problems on roads across Ontario this weekend.
Snow late Sunday and overnight Monday caused reduced visibility, with multiple crashes on many roads.
Highway 404 was closed eastbound express after a collision involving a tractor-trailer and an SUV. A large overhead sign was struck and fell onto the highway.

Alaskan port cut off from road traffic after avalanches

(Reuters) - Road traffic to Valdez, Alaska, was cut off from the rest of the state after avalanches over the weekend blocked the only road into the coastal community, officials said on Monday.The highway to the town of about 4,000 residents was blocked after an avalanche in the Keystone Canyon on Friday, followed by another on Saturday, according to the city's website.The Richardson Highway could be shut for a week or more while crews work to clear the road, officials said. Supplies were being brought by barge to the town, one of Alaska's main seaports, which lies in a remote area of the Chugach Mountains.Officials have set up shelters and urged some residents to evacuate their homes as a precaution, according to the website.
"There is plenty of gasoline and heating fuel oil in town to serve local needs during an extended road closure," said a statement posted late Sunday. "Should fuel run short at any time, it will be barged in as needed."

Schools remain open in the town, as well as airport and port facilities, officials said.Valdez was recently named by Weather.com as the snowiest city in the nation, with an average annual snowfall of 326 inches.

Thousands shiver in Manitoba as pipeline blast cuts gas supply

WINNIPEG, Manitoba (Reuters) - Thousands of Manitoba residents were without natural gas to heat their homes and businesses for a third frigid day on Monday, following a weekend explosion along a TransCanada Corp pipeline in the Western Canadian province.The temperature on Monday morning in southern Manitoba hovered around -29 Celsius (-20 Fahrenheit). The electricity grid continues to operate.The explosion and fire happened early Saturday near Otterburne, Manitoba, about 50 km (31 miles) south of the provincial capital, Winnipeg. No one was hurt in the blast, which a witness said shot flames up to 300 meters into the sky.
The incident interrupted the supply of natural gas to 4,000 residents and other customers, although TransCanada arranged for tanker trucks to deliver compressed natural gas to a hospital and nursing homes.
TransCanada was working on restoring the gas supply to the area in two stages, starting with residents and other customers north of the damaged pipeline, said Scott Powell, spokesman for Manitoba Hydro, a provincial government-owned energy company.Powell said he could not estimate when gas might flow again, since TransCanada is handling the work, but said Monday night might be a possibility.TransCanada did not respond to requests for comment on Monday. On Sunday afternoon, the company said it had no estimate of when gas supply will be restored.Among those affected, privately owned Bothwell Cheese Inc was forced to halt production on Monday because its equipment relies on natural gas."Everyday we're (normally) producing over six figures worth of cheese, so if we can't make that up and we end up losing that, it will impact our revenue by that much," Bothwell Chief Executive Ivan Balenovic said in an interview.Balenovic said the employees he had spoken with were able to find ways to keep their homes heated.Saturday's explosion on one pipeline may also have damaged two other lines, which were taken out of service, according to Xcel Energy Inc, a Minneapolis-based energy company that relies on natural gas from pipeline service provider Viking Gas Transmission, which is supplied by TransCanada.By Sunday afternoon, one of the pipelines was back in service, and Xcel senior vice-president of operations Kent Larson said the company expected to be operating normally by Monday afternoon.Xcel lifted an earlier appeal to customers in North Dakota and Minnesota to turn down their thermostats to conserve gas, and said it would likely do the same for western Wisconsin customers around noon Monday.TransCanada Corp's mainline pipeline system supplies natural gas from Western Canada to markets in Manitoba, Ontario, Quebec and the U.S. northern tier states. The Israel Minister of Housing and Construction Uri Ariel on Friday expressed his wish to see the construction of a "Third Temple" in the Al-Aqsa Mosque compound in occupied Al-Quds (East Jerusalem).
According to the Alray Palestinian News Agency, Uri Ariel said "The first Temple was destroyed in 586 BCE, the second Temple in 70 CE, and ever since the Jews have been mourning its loss."He then went on to say "Al-Aqsa Mosque is currently in place of the temple, despite the temple being much holier than it. Al-Aqsa Mosque is only the third most holy mosque in Islam.""Now that Israel has once again become a Jewish sovereign state, there have been occasional calls to rebuild the Temple," he added.Palestinians who have stated their desire to see Israeli occupying forces retreat out of East Jerusalem back to their 1967 borders are suspicious of so called archeological excavations taking place under the Al-Aqsa Mosque compound. They believe the works are destabilizing the foundations of the Al-Aqsa Mosque, and have already reported damage to the building.In recent months, the Al-Aqsa Mosque compound has been subject to numerous raids by far-right Jewish settlers under the protection of Israeli security forces, who have performed Jewish rituals on the site. On a number of occasions last year, the Israeli authorities banned Muslim congregational Friday prayers at the mosque.

Owner of fire-ravaged Quebec seniors' residence speaks out about tragic loss

L'ISLE-VERTE, Que. - The owner of a Quebec seniors' residence that burned to the ground offered his condolences to the victims Sunday.Speaking to a throng of reporters outside the church in L'Isle-Verte, Roch Bernier said it was not the right time to say whether he would rebuild the residence.He said the mass, attended by more than 1,000 people, was a day for the victims, the missing and residents of the town.
Bernier received a standing ovation as he stood up to speak at the mass."What you're living inside, we are living it inside as well," he told the gathering, which included Premier Pauline Marois and Liberal Leader Philippe Couillard."We will try to find the strength to get through this."A more formal commemorative ceremony has been scheduled for this coming Saturday. That event will feature more dignitaries.Sunday was a chance for the tiny Quebec village to voice its collective grief, with priest Gilles Frigon calling it ''a first step toward healing."Meanwhile, authorities said there was no change in the number of victims. Ten people have been confirmed dead and 22 others are missing and presumed dead after Thursday's blaze at the Residence du Havre.Searches were hampered Sunday by bitter cold, poor visibility, blowing snow and winds up to 90 km-h, provincial police Lt. Guy Lapointe told a news conference.Marois arrived in L'Isle-Verte on Sunday to see first-hand the results of the fatal fire, cutting short a trip to Europe to deliver condolences in the village of about 1,500.The premier called the brutal blaze "unacceptable" and said she hopes such a tragedy never repeats.She told a news conference that everything is being done to provide support for those who survived the fire and to give closure to those still awaiting word on their loved ones.Marois met with Mayor Ursule Theriault and aid workers and had a look at the rubble herself.The premier said she wants to see the results of the various investigations into the blaze before rushing to judgment on a solution."We will wait for the inquiry because now we don't have the results of this evaluation and examination," Marois said. Quebec premier vows 'never again' at site of senior residence fire

L'ISLE-VERTE, Quebec (Reuters) - Quebec Premier Pauline Marois on Sunday said a fatal fire in a seniors' residence was "unacceptable" but stopped short of saying her government would make sprinklers mandatory in homes for the elderly."These are events we very much don't want to happen, and so we have to do everything possible to make sure they don't happen again," she told reporters after arriving in town..Authorities fear 32 people died early on Thursday when fire ripped through the Residence du Havre in L'Isle-Verte, a town of 1,500 people some 230 km (140 miles) northeast of Quebec City in eastern Canada.
Marois later joined town residents at a private memorial service at the town's simple stone church.
Roch Bernier, co-owner of the residence, greeted the congregation somberly and was given a standing ovation."I come to you with a heart full of emotion and at the same time enormous suffering," he told the mourners, saying he considered the residents to be part of his family.Bernier also called on people not to look for blame."Let us find out what we can to do to help each other," he said before returning to his seat, barely able to choke back tears.A larger public mass is due to be held in the town on February 1. A spokesman for Canadian Prime Minister Stephen Harper did not immediately respond when asked whether Harper would attend."My thoughts and prayers are with the families of the victims of the terrible fire in L'Isle-Verte," Harper said in a statement on Twitter.Despite media reports that a cigarette might have ignited the blaze, police say they still do not know the cause.Only part of the residence was equipped with sprinklers. Quebec law does not require sprinkler systems in residences where the occupants have some mobility.
Premier Marois said she would wait for the results of an inquiry into the blaze and the report of a committee examining the question of sprinklers before deciding what to do next."If they recommend to change the rules and change the law and implement sprinklers, we will do it ... but we will take the time to do that very well and not do it (as) an emergency," she said, speaking in English. Police say it could take months to find the cause.Earlier in the day, high winds and driving snow forced Quebec police to briefly suspend their search for bodies in the ice-clad ruins of the three-storey wooden residence.Specialist teams at the fire site had worked through the night, using steam and a machine blowing hot air to melt ice that in some places was 2 feet thick - a result of the large amounts of water used to put out the fire.Ten bodies have been recovered and 22 people are still missing."It's a terrible tragedy. But we have to keep going, one step at a time," said Marco Gagnon as he helped customers at a grocery story carry their bags out into the wind."It's going to leave a big hole in the village. That's 2 percent of the population," he told Reuters.Most of the 50 or so residents were over 85, and many needed to use wheelchairs or walkers, town officials said.

ROME — Boxes containing pigs’ heads were sent to the Israeli embassy in Rome and the city’s synagogue, Italian media reported Saturday.The package mailed to the embassy in the wealthy Parioli area of the Italian capital was intercepted by police after other similar parcels were sent to the synagogue and the Jewish Museum of Rome, which is hosting an exhibit on the Holocaust.The threats came days ahead of the International Commemoration Day in memory of the victims of the Holocaust on Monday, January 27.

“Those who insult the Jewish community offend Rome. We reject the intimidation outright,” Rome mayor Ignazio Marino said in a tweet.The synagogue’s package was delivered Friday just as staff received an anonymous phone call claiming there was a parcel bomb on site, the reports said.

Bomb disposal experts who rushed to the scene discovered the grisly head, which they believe came from a slaughterhouse.Police are analysing fingerprints and DNA traces found on the boxes, which were sealed with packing tape and delivered by the same postal company.Local media reported Saturday that anti-Semitic graffiti also appeared outside a municipal building in a Rome neighborhood. One graffito read “the Holocaust is a lie” and the second showed a swastika with the words “Hanna [sic] Frank is a big liar,” Corriere Della Sera reported.Local politician Yuri Bugli condemned the vandalism in his district, calling the perpetrators “cowards” and “unrivaled idiots.” He called for “firm condemnation” of the act, while “remembering each day the horrors caused by Nazi racial hatred.”

Senior coalition politicians — including Economy and Trade Minister Naftali Bennett, Deputy Defense Minister Danny Danon, and Deputy Foreign Minister Ze’ev Elkin — slammed comments made Sunday to the Times of Israel by an official in the Prime Minister’s Office, who indicated that Prime Minister Benjamin Netanyahu is pushing to allow Israeli settlers the choice to remain in situ under Palestinian sovereignty as part of a future peace plan.The official told The Times of Israel on Sunday that Netanyahu has no intention of forcibly uprooting any settlers even under a permanent accord, but rather wants them to have the choice of remaining in “Palestine” as a Jewish minority or voluntarily relocating to areas under Israel sovereignty. The official was elaborating on Netanyahu’s declaration in Davos on Friday that, “I do not intend to remove a single settlement, [and] I do not intend to displace a single Israeli.”In response, right-wing Jewish Home party leader Bennett issued a call on Sunday night to Netanyahu to abandon the idea of settlers living under Palestinian rule, and said the prime minister’s position “reflects an irrationality of values.”“Never,” Bennett posted on his Facebook page. “We did not return to the land of Israel after two thousand years of longing to live under the government of Mahmoud Abbas. Whoever advocates for the idea of Jewish life in Israel under Palestinian rule is undermining our ability to sit in Tel Aviv.”

Finance Minister Yair Lapid and Economics Minister Naftali Bennett may be ministerial colleagues, but their growing mutual dislike is becoming increasingly overt.At an event in the central Israeli town of Petah Tikva Thursday, Bennett, who heads the Orthodox-nationalist Jewish Home party, critiqued the internal workings of the centrist Yesh Atid, and particularly its chairman Lapid.“Jewish Home is a diverse party comprising many attitudes — and not a dictatorship like Yesh Atid or [Avigdor Liberman's] Yisrael Beytenu,” he said in a recording of the event, leaked Sunday to Army Radio. “It is no secret that these parties lack primary elections… Lapid is a dictator.”Under the terms of the Yesh Atid party, there are no primary elections to establish its Knesset list; elections to determine the party chairmanship, currently held by Lapid, will not be held until 2020.The Jewish Home party is not purely democratic either, as its party list was based on a joint list of two parties, one of which is determined by a selection committee.Lapid and Bennett, whose parties forged a partnership after last January’s elections and negotiated together about entering Benjamin Netanyahu’s coalition, have been increasingly locking horns, most recently over a controversial bill that would extend to gay male couples child benefits that have thus far been reserved for mothers. Israel’s chief negotiator with the Palestinians, Justice Minister Tzipi Livni, on Saturday lashed out at Palestinian Authority President Mahmoud Abbas, saying in an uncharacteristic critique that if he stuck to his “unacceptable positions” the Palestinians would suffer the consequences.Speaking in an interview with Channel 2, Livni said Abbas’s positions were “not only unacceptable to us but to the whole world, and if he continues to stick to them, then the Palestinians will be the ones to pay the price.”Abbas has recently stated that no peace agreement would be possible without all of East Jerusalem [including the Old City] as the Palestinian capital, has staunchly refused to recognize Israel’s self-definition as the state of the Jewish people, and has demanded the right of return for Palestinian refugees and their descendants to Israel proper, saying nobody but the refugees themselves could negotiate away that right.Livni’s highly unusual warning — she has long publicly endorsed Abbas as a partner for viable peace terms — echoed statements made by US Secretary of State John Kerry on Friday. Speaking in Davos, Kerry said that ”If [the Palestinians] fail to achieve statehood now, there’s no guarantee another opportunity will follow anytime soon.” He also emphasized that in order for the talks to yield results, leaders on both sides would have to make “courageous decisions necessary to embrace what would be fair and what would work.”Despite her grim assessment of the Palestinian Authority president’s negotiation stance, Livni said she hoped Israel and the Palestinians would be able to reach an agreement in the three remaining months of talks, which began in July 2013. Kerry and the two sides had agreed on a nine-month negotiating period, which ends in May, though the US secretary is now trying to finalize a new “framework” agreement to serve as the basis for talks extending beyond that deadline.Livni also related to the Israeli public’s low expectations of a peace deal emerging from the talks, saying: “The role of a leader is to create a reality and not to be influenced by polls.” According to a recent poll by Channel 2, 87% of the Israeli public believes the negotiations will not yield a peace agreement.

The US State Department said at the weekend that Washington is working on a framework agreement “based on our discussions with both sides and the parties leading up to this point” which “will have details setting the parameters for the discussion on all of the issues.”Kerry alluded to the possible provisions of a framework agreement in his speech at the World Economic Forum on Friday: “An independent state for Palestinians wherever they may be; security arrangements for Israel that leave it more secure, not less; a full, phased, final withdrawal of the Israeli army; a just and agreed solution to the Palestinian refugee problem; an end to the conflict and all claims and mutual recognition of the nation-state of the Palestinian people and the nation-state of the Jewish people.”Livni, who heads the coalition’s centrist Hatnua Party, also appeared to contradict statements made by Prime Minister Benjamin Netanyahu (Likud) in Davos on Friday, in which he asserted that ”I do not intend to evacuate any settlements, I don’t intend to uproot any Israeli.” It was not entirely clear from the context whether Netanyahu was referring to all settlements or only those in the Jordan Valley.“Most of the Israelis reside in settlement blocs which will be part of the state of Israel in the future, and they will remain in their homes,” Livni said. “Concerning the rest, we’re conducting a dialog.”

VATICAN CITY - Two white doves that were released by children standing alongside Pope Francis as a peace gesture have been attacked by other birds.As tens of thousands of people watched in St. Peter's Square on Sunday, a seagull and a large black crow swept down on the doves right after they were set free from an open window of the Apostolic Palace.One dove lost some feathers as it broke free from the gull. But the crow pecked repeatedly at the other dove.It was not clear what happened to the doves as they flew off.While speaking at the window beforehand, Francis had appealed for peace in Ukraine, where anti-government protesters have died.

Mass to be held in Quebec town where fire destroyed seniors' residence

L'ISLE-VERTE, Que. - Residents of the Quebec village where fire destroyed a Quebec seniors' residence will get a chance to voice their collective grief today.Local priest Gilles Frigon says an afternoon mass in L'Isle-Verte is also aimed at allowing first responders at last Thursday's tragedy to express their suffering.
Frigon wants the celebration to be family-oriented and intimate with the emphasis on local residents and people from the surrounding area.People are being invited to bring photos of the 10 people officially declared dead as well as of the 22 others who are feared to have lost their lives.Frigon says the mass and the collective gathering is all about the grief of people affected by the loss of friends and relatives.A more formal commemorative ceremony has been scheduled for Saturday, Feb. 1. That event will feature more dignitaries.
Frigon called Sunday's mass "a first step toward healing.""It will be family-oriented and intimate, so that in this tragic event we're going through, we can find ourselves and rebuild our hearts," he said."It will be about the grief of people who are affected by the loss of their father, their mother, their grandfather, their grandmother, their great-grandfather and their great-grandmother."Quebec Premier Pauline Marois has said she will visit L'Isle-Verte on Sunday, but it is unclear whether she will attend the mass.How the blaze began is still unclear, with police saying it is far too early to conclude that a cigarette was the cause.On Saturday, the coroner's office identified two victims: Juliette Saindon, 95, and Marie-Laureat Dube, 82. A third person has been identified and his or her name will be released on Sunday.Meanwhile, the Red Cross announced Saturday it has raised $200,000 for the community. The money will go to various things like eyeglasses, furniture and clothing.

Lac-Megantic and L'Isle-Verte: contrasts and similarities

MONTREAL - Major disasters that have struck at the heart of two small Quebec communities in the space of about seven months have some striking similarities.There are also some equally glaring differences.
Lac-Megantic and L'Isle-Verte will be forever remembered as unsuspecting communities left reeling after devastating tragedies that have generated debate on different safety issues.Last summer's train derailment in Lac-Megantic, near the U.S. border, killed 47 people and triggered a heated discussion on rail safety and the transportation of dangerous materials.The official death toll, as of Saturday, in the fire at the Residence du Havre in L'Isle-Verte stood at 10, although another 22 people are missing and presumed dead.The blaze has sparked debate on the issue of sprinklers in seniors' residences after it was revealed that only part of the facility was equipped with them.There is also a common theme in the way information has been provided in the aftermath of the respective disasters.In both cases, authorities have tended to hold two or three daily media briefings to update the number of fatalities and those missing and to reveal the identities of the deceased.Even some of the people providing those details are the same.Lt. Guy Lapointe of Quebec provincial police was a constant figure in Lac-Megantic and has resumed that role in L'Isle-Verte, skilfully answering questions in French and English and urging reporters not to get too carried away with various theories.Then there's Genevieve Guilbault, an official with the coroner's office whose duties include officially releasing the names of the deceased. She became a daily staple in Lac-Megantic and seems likely to be just as prominent in L'Isle-Verte.Another player in both communities has been provincial police Lt. Michel Brunet, who spelled Lapointe on news-conference duty in Lac-Megantic and surfaced again on Saturday.
Asked about the two events, Brunet mentioned one of the most obvious differences — the weather.
"In Lac-Megantic, the bodies were completely burned and that was in the summer time and the weather was approximately 40 degrees," he said Saturday."And here (in L'Isle-Verte), with the wind factor, it's minus 40 degrees."Another difference is the geographical area affected.A large swath of downtown Lac-Megantic was wiped out after the explosions that followed the train derailment. Rebuilding will likely take years.In contrast, the destruction in L'Isle-Verte was generally contained to in and around the location of the seniors' residence.
"It's a lot smaller," Brunet said. "That's the difference — and the number of people who died."Brunet had been a policeman for 36 years before Lac-Megantic and said it was the worst scene he, law-enforcement colleagues and firefighters had ever seen."We weren't expecting another one like this but seven months later we are here and again many people died in a scene a little bit like Megantic."It's something we don't like to see."

Explosion and fire rock natural gas pipeline in southern Manitoba

PIERRE-JOLYS, Man. - Several thousand people in southern Manitoba have been told that a pipeline explosion could mean they'll be without natural gas service for up to several days as temperatures hover close to —20 C."As far as the temperature is concerned, the words 'polar vortex' is what they're saying," Myron Dyck, a spokesman for the Town of Niverville, said on Saturday.The explosion and fire at a TransCanada Pipelines valve site near St. Pierre-Jolys happened early Saturday morning, sending a massive fireball into the dark sky.The flames were out by Saturday afternoon and there were no reported injuries.
But Manitoba Hydro said that in order to repair the line, TransCanada shut off its supply of natural gas for several municipalities affecting approximately 4,000 people.The utility said it had no estimate from TransCanada about when service would be restored and that customers should prepare for the outage to last at least one day.The temperature in Niverville on Saturday afternoon was —18 C and Environment Canada was calling for even colder temperatures on Sunday and Monday.Dyck said people in the region use either gas and gas or electricity to heat their homes."We have contingency plans in place should this be for a greater time period," Dyck said when asked about what actions the town might take to assist residents without heat.
In the Rural Municipality of Hanover, a warming centre was being set up in a local church."For those who feel the need to leave their homes, we urge people to stay with friends or family with an alternative heat source," Hanover Emergency Coordinator Denis Vassart said on the community's website.A Manitoba government spokesman said it wasn't known how many people had alternative heat sources such as space heaters or fireplaces.TransCanada said it shut down the Emerson Lateral portion of the Canadian Mainline natural gas pipeline system due to the explosion and vented the remaining gas. It said trucks containing compressed natural gas were being sent to metering stations to provide gas to some critical services such as personal care homes and hospitals, as well as schools or churches being used as emergency warming centres.TransCanada said in a news release that was working with Manitoba Hydro to restore regular natural gas service as quickly as possible.Niverville Deputy Mayor John Funk said in a statement on the town's website that depending on the extent of the repairs, service is expected to be lost for minimum of 24 hours to multiple days.Funk said Manitoba Hydro is asking residents to turn down thermostats and minimize use of electric heaters. He also urged caution when using all types of space heaters, and warned people not to use barbecues or any other unapproved heaters indoors that might produce carbon monoxide.Five homes were evacuated as a result of the explosion and roads leading into the site were closed.The Transportation Safety Board of Canada and the National Energy Board are investigating.
