Rabbi Yisrael Ariel of the Temple Institute and activist Yehuda Glick were arrested Thursday morning on the Temple Mount.An eyewitness told Arutz Sheva that the two were violently arrested at the exit to the holy site. Police dragged the men on the ground, he accused.Police said the two were arrested for praying and bowing down while visiting the Temple Mount, which is the holiest place on earth according to Judaism, and the site where the First and Second Temples once stood.While Jews are allowed to visit the site, they are forbidden to pray, for fear that Jewish prayers would inflame tension at the site. Muslim worshipers at the Al-Aqsa Mosque have frequently rioted and attacked Jews in the past when it seemed that Jews would be allowed more freedom on the Temple Mount; the riots have been encouraged by PA and Muslim leaders, who tell their followers that Jews are plotting to take over the area and rebuild the Temple.Yehuda Glick told Arutz Sheva that the allegations that he prayed are not even true. “I was guiding a group on the Temple Mount. Everything went well, we finished the tour and shook hands with the police, and from there I went to the Kotel [Western Wall],” he recalled.“A few moments later, I got a call asking me to come back and guide another group. I came back to the entrance to the Temple Mount, and there I was arrested. A police commander told me I was being arrested for disturbing the peace on the Temple Mount,” he said.
Glick expressed concern, “This is the first time they detained me, and I don’t know what they want from me… I have a strong feeling that I’m being set up.”

An unexpectedly bitter battle for Jerusalem enters its final stage

In less than two weeks, some 550,000 residents can either reelect the incumbent mayor or replace him with a newcomer from Givatayim

Immediately after Jerusalem mayoral candidate Moshe Lion shook Raziel Basher’s hand during a recent campaign event in the capital’s Mahane Yehuda market, the 21-year-old cheese vendor said he was sure he’d vote for him. “He looks alright. I read his flyer and saw what he wants to do, it sounds good,” smiled Basher. But then his co-worker at Basher Fromagerie told him that Lion was actually not from Jerusalem. “That’s the main problem with him,” Basher’s colleague said snidely. “He’s crazy — if he doesn’t live here, why does he come here to be our mayor?”Lion (pronounced Leh-on), all smiles in his yellow-green Lacoste polo shirt, had already marched on, making his way through the market’s alleyways, shaking as many hands as possible. A stroll through Mahane Yehuda is a mandatory stop on the itinerary of every Jerusalem mayoral hopeful.Lion’s campaign slogan is “Putting the residents first,” and a handful of his volunteers did their utmost to spread this message to the market masses, carrying a huge banner, giving out brochures and blaring his campaign song in a never-ending loop. But the discussion he sparked in the cheese shop underlined the contours of what has become an unexpectedly bitter mayoral battlefield.An accountant from the Tel Aviv suburb of Givatayim, Lion officially relocated to Jerusalem just a few months ago. Until he appeared on the scene, the reelection of the generally popular incumbent, Nir Barkat, seemed like a done deal.

Two weeks before the municipal elections on October 22, polls still predict a Barkat victory, but Lion, a skillful political wheeler-dealer, has made the race somewhat suspenseful. He is the official candidate of the Likud-Yisrael Beytenu list, and, more importantly, is backed by the majority of the capital’s Haredi communities. (The Times of Israel spoke to both Nir Barkat and Moshe Lion at length; clink on the links for the full interviews.)The Shas party’s Council of Torah Sages, in its first statement after the death Monday of the movement’s spiritual leader Ovadia Yosef, came out this week in support of Lion, partly because he’s a “member of our ethnic group,” a reference to Lion’s Sephardic background. Endorsing Lion was the late rabbi’s “last directive,” the council’s three rabbis declared, promising “God’s blessing and longevity” to all those who supported his candidacy. Shas chairman MK Aryeh Deri is known as one of Lion’s key backers.
Prime Minister Benjamin Netanyahu has so far not endorsed any candidate. (“Why would he stick his head in?” noted one insider. “Whoever wins will have to crawl to him anyway.”)Lion, who headed Netanyahu’s bureau in the late 1990s, denies he was pushed into running by Yisrael Beytenu boss (and his close personal friend) Avigdor Liberman. Since he entered the race, the campaign has become rather nasty, rife with political mudslinging and (mostly anonymous) personal attacks.Lion says the city is dirty and poorly managed, accusing Barkat of working ineffectively, having the wrong priorities and neglecting the city’s residents. Barkat responds by asserting that Jerusalemites are satisfied with his work and that he’s reviving the capital, and in turns tries to portray his challenger as a political puppet who was imported from a different city to do the bidding of his unpleasant cronies.“It’s awkward that somebody who is not from the city wants to come and raise the standard of the city,” Barkat said. “I am a Jerusalemite my entire life, it’s the mission of my life. The residents will decide what’s good for them, not Deri and not Yvet [Liberman], and not a guy from Givatayim.”

The fact that Lion is not a born-and-bred Jerusalemite and the claim that he was persuaded to run by political power brokers has become the campaign’s central theme. “On October 22, Jerusalemites vote for Jerusalem — and not for the man from Givatayim,” billboards scream, without mentioning the names of either candidate. A whole host of satirical videos making more or less the same point (also of anonymous authorship) were uploaded to YouTube.“The vast majority of the residents of Jerusalem understand why you need a Jerusalemite whose heart and soul is all into managing and leading Jerusalem,” Barkat told The Times of Israel during a recent interview in his office, on the top floor of the municipality building in Safra Square. “Jerusalemites don’t want to gamble on someone who doesn’t know the city, who doesn’t live and breathe it. There’s a big question mark on why he’s actually here. Who’s pushing you to come here?”
Barkat hesitates to accuse Lion of corruption outright, yet he repeatedly drops unsubtle hints. “The residents of Jerusalem are a bit insulted by all kinds of kombinot,” he said, using the Hebrew word for sly deals. “Tell me who your friends are, I tell you who you are.”

Lion shrugs off such attacks. “Both Avigdor Liberman and Aryeh Deri are chairmen of very significant parties in Israel’s democratic system. There is absolutely no reason why they wouldn’t support me, or why I wouldn’t conduct negotiations with them.”Fending off claims that he doesn’t know Jerusalem because he’s not from here, Lion notes that in the last 15 years he has spent a lot of time in the capital, as the head of Netanyahu’s office and, since June 2008, as chairman of the Jerusalem Development Authority.“During this time, I got to learn very well the problems Jerusalemites have,” Lion said. “I worked a lot for Jerusalem, I developed the city — the metropolitan parks, the bike trail, the Old Train station area, the Old City compound, the industrial zones. I was responsible for all that.”While Barkat supporters try to ridicule his candidacy and question his integrity, Lion has fired his own offensives. Two and a half weeks before the elections, for instance, Lion decided that “the time has come to reveal to the public” that Barkat used to have warm words for his former colleague and now-rival. On October 3, Lion posted a letter on Facebook that Barkat had written two years ago, in which the mayor praised Lion’s work at the Jerusalem Development Authority. Lion had a “significant part” in the organization’s success, Barkat wrote in July 2011, adding that he had “full trust” in him. Lion’s aides also like to point out that Barkat used to be affiliated with the centrist Kadima party, seeking to portray him as a closeted leftist.Bickering aside, the question remains: Are most voting Jerusalemites content with Barkat, or are they ready to switch to someone who is not from the city, whose daughter still goes to school in Givatayim (not unreasonably, since she is in sixth grade, and would have had to enter an unfamiliar school for the one year before high school), and who doesn’t know that there are cinemas open on Shabbat in the city (as a recent Hebrew interview exposed)? “You of all people should understand me better,” Lion told The Times of Israel’s two Jerusalem-resident, non-Jerusalem-born interviewers recently in his campaign headquarters in the Romema neighborhood. “What are you actually saying, that an immigrant from the US could never be the mayor of Jerusalem? Stanley Fischer can’t be the governor of the Bank of Israel because he made aliya? What kind of question is that? The real question should be whether you understand the material you’re working with, whether you know the city well.”
“What’s the difference if someone is from Givatayim or from New York? I currently run for mayor of Jerusalem — the question is whether I have the right skills I need to manage this city and to make the right decisions, at the right time and the right place. I do think I have all the appropriate skills and I could be an excellent mayor,” Lion added.By now, unlike Raziel Basher in the shuk, most Jerusalemites do know who he is. “In the last months my exposure to the public was very great,” he said. “By the way, most of that was a consequence of smears from the other side, and that also helped to publicize me.”Yet it appears doubtful whether the heightened attention worked to Lion’s benefit: The last poll released to the public, in early September, suggested that only 12 percent of respondents intend to vote for him, compared to 44 percent who favor Barkat. Unsurprisingly, Lion doesn’t believe in these numbers, noting that internal polls predict much better results for him.Barkat, though, is adamant that he’s doing enough to prevail. He inherited “one of the poorest cities of our country,” Barkat said. “Unfortunately, poverty and education — all parameters were going in the wrong direction. When you really understand the trends that were here before I decided to become mayor, it raises a big concern. It raised a big concern for me so I decided to retire from all my business careers — that was almost 12 years ago — and ever since I’ve worked for a shekel a year for the future of the city.”He hailed his success in everything from tripling the number of new jobs a year, to quadrupling cultural events, fixing roads more quickly, getting more kids into youth movements, having more youngsters enlisting in the army. “The residents see that we haven’t left anything behind.” That adds up, he said, to “a very strong foundation” for his next term.

120,000 votes are needed to win; the Haredim account for 85,000

Let’s take a look at the numbers. Jerusalem’s electoral mathematics look like this: for a candidate to be elected mayor, he needs about 120,000 votes; the city’s Haredim alone account for about 85,000 votes. In addition to most Haredim, Lion’s team says it expects nearly 40,000 votes from Likud-Beytenu members, which would put him over the top.His opponents, however, point out that neither the city’s Likud members nor its Haredim are a monolithic group that will blindly vote for Lion. Indeed, Barkat enjoys the support of many secular and national-religious Jerusalemites, some of whom might nominally be Likud members yet still cast their ballot for the incumbent. He has also received official nods from prominent national-religious rabbis Shlomo Aviner and Haim Druckman.Also, while Lion was officially endorsed by the Shas and United Torah Judaism parties, an important Haredi faction called Bnei Torah last week decided to field an independent candidate, Haim Epstein. Although Epstein has no chances of winning, his candidacy could potentially cost Lion thousands of votes.

The mainstream Haredi parties’ support for the national-religious Lion is the subject of much speculation. For Barkat, the matter is obvious: “[I]t’s clear to me that Moshe Lion struck a very simple deal with the Haredim,” he told Haaretz last week. “An empty white page, signature at the bottom, fill it in. Because he is absolutely dependent on the Haredim. The internal agreements that exist in [the Ashkenazi ultra-Orthodox] United Torah Judaism relate to who he will appoint to be in charge of planning and building.”Lion categorically denies these allegations. “I do have their support, and it continues to grow, but I promise you that I don’t have any agreement with them,” he told The Times of Israel. Rather, he explained, the Haredim know and appreciate him from his days as head of Netanyahu’s bureau. Lion also conducted Likud’s coalition negotiations earlier this year, which included many heated debates with UTJ and Shas.Since Barkat has been endorsed by Labor Party chair Shelly Yachimovich, Lion — who enjoys the explicit backing of virtually all Likud-Beytenu ministers and MKs, from the relatively moderate Yuval Steinitz to the hardliner Moshe Feiglin — has tried to depict the mayoral race as one of right-wing versus left-wing. Lion was also endorsed by Arieh King, who is vying for a spot on the city council. King — who runs the Israel Land Fund, which helps Jews acquire property in East Jerusalem — has been plastering the city with anti-Arab slogans and calls to “Judaize Jerusalem.” Barkat is no left-winger, but he does have the tacit support of the city’s more progressive parties. Initially, the left-wing Meretz party planned to field its own candidate for mayor, Pepe Alalu, but withdrew in order not to steal votes from Barkat.Both Lion and Barkat say they oppose any possible partition of the city in a future peace agreement, and support Jews settling in the eastern part of the city, which many believe will one day become the capital of a Palestinian state. Lion, in our interview, acknowledged that he had no real connections with East Jerusalem’s Arab residents; Barkat has spoken consistently about Israel’s responsibility to the Arab population of the unified city, and highlighted the decline in violence in East Jerusalem under his mayorship.What about local politics? True to his slogan, Lion promises to do more for the average Joe Schmo, pledging to use his government connections to get more state funding for municipal needs. “My vision says that I need to improve the quality of life for Jerusalemites. That’s the most important thing: I want Jerusalemites to get up in the morning and first of all see a clean city. It can’t be that the city is as filthy as it is today,” he said. Sanitation is one of his favorite topics, together with the high prices of housing and the state of transportation and education in the city.

“The budget today per pupil is NIS 5,300 ($1,490) in Jerusalem, and NIS 17,000 ($4,776) in Tel Aviv. There is no reason why it should be a third,” Lion charged. “Whoever wants to be mayor of Jerusalem needs to act to increase these budgets.”Barkat admits that things aren’t perfect, but insists they have been getting much better ever since he took the helm of the city five years ago. Results in the matriculation exam moved from below to above national average; 15,000 new apartments were created; more roads are being repaired and the streets have never been cleaner, he said. (This year he added “100 new guys” to sweep them, he noted.)“I received a city with very negative trends, and within five years I’ve turned the city around. The atmosphere has changed; there’s a lot of hope,” Barkat declared.And that’s just the beginning. The mayor has even bigger plans for his second term. He plans to create 100,000 new jobs in the city, and “we’re going to lay two new light rail tracks, plus two more branches, and a cable car, and we’re going to dramatically increase investment in the roads,” he said. “And we’re going to continue the current trends in culture sports, education, investment in the neighborhoods.”Beauty lies in the eye of the beholder, and both the Barkat and Lion camps have the numbers to prove that Jerusalem is either up and coming or going down the drain. The vote on October 22 may be less about which of them is right. Rather, some 550,000 Jerusalem voters will decide which contender will better advance their interests in the city.

America leapfrogs Europe as world's richest region

BRUSSELS - At $241trillion, global wealth has reached an historic high as the gap between income disparities widen.“We expect global wealth to rise by nearly 40 percent over the next five years, reaching $334 trillion by 2018,” noted the 2013 Credit Suisse Wealth Report on Wednesday (9 October).
Half the world’s population own less than 1 percent of the global wealth while over 86 percent of global wealth is in the hands of the richest ten percent.The top one percent account for 46 percent of global assets.The report states China now has more people in the top 10 percent of global wealth holders than any other country except for the USA and Japan. China has moved into third place in the rankings, by overtaking Italy and Germany.Despite some gains in Europe, total wealth in North America overtook European holdings to become the leading region for the first time since 2005.The United States tops the list with five successive years in rises of personal wealth and added $8.1 trillion to the global wealth index. At the bottom is Japan, which at $5.8 trillion, lost 20 percent of its net worth in 2013 alone.China, Germany and France are the only other countries where wealth exceeded $1 trillion between 2012-13, followed by Italy, the UK and Spain.
Despite the Eurozone crisis, a handful of member states saw an increase in the number of millionaires. France topped the list in the EU by adding 287 millionaires in 2012, followed by Germany at 221, and Italy at 127. Spain also gained 47 new millionaires.

European Central Bank data not reliable

The report states that the European Central Bank (ECB) has also understated “the household wealth per adult in most Eurozone countries, with the notable exceptions of Cyprus and Malta.”An ECB Household Finance and Consumer Survey suggested that the average wealth in Germany was lower than that in Cyprus and Malta.Credit Suisse dispute the result because the bank’s country comparisons are framed in terms of wealth per household, which vary in size across member states. Credit Suisse says a better comparison is wealth per individual.They also estimate that the ECB uncovered only 79 percent of non-financial assets in France and exaggerated non-financial assets in Cyprus by a factor of almost five and in Malta by a factor of almost eight.“Our value is about 20 percent higher for Finland, Germany and Greece, about 35 percent higher for Italy and the Netherlands, and 50 percent above the ECB level for France,” says Credit Suisse.

The Pontifical Commission for Vatican City has introduced a new law as a further clampdown on the financial system. The new law gives greater powers to the Financial Information Authority and the Governorate

Tattooed Jesus on Texas Billboard Has Residents Talking

A billboard showing a tattooed Jesus Christ has stirred up quite a bit of buzz in the heart of the Bible Belt.
The ad, which is the work of the website Jesustattoo.org, popped up along a West Lubbock, Texas, highway, and it's got people talking. It shows a man, ostensibly Jesus Christ, with outstretched arms tattooed with such words as "Outcast," "Addicted, "Jealous.""I don't like the picture. I think it's very derogatory," a local-area resident told the CBS affiliate KEYE-TV.On the website, a video casts Jesus as a tattoo artist and shows several tattooed individuals approaching him to reveal their sinful markings. A woman with "Self Righteous" tattooed on her chest and a young disabled boy with the word "Outcast" tattooed on his body come forward.ABC News' calls to the group behind the video and controversial billboard were not immediately returned.While the billboard has drawn a lot of attention, not everyone finds it blasphemous or outrageous."I thought that it was cleverly done because, basically, it's a visual of Jesus taking the sins of people and covering them and taking them from an outcast or something and giving them a new start, which is what the gospel is about," David Wilson, a senior pastor at Southcrest Baptist Church in Lubbock, told ABC News.Wilson said there's a great message within the billboard and video once one gets past its shock value."I looked it up, and I said … this is perfect because it just draws people in here," Wilson said.
Over the course of the six-minute video, Jesus goes to work on the plagued tattooed victims and changes each shameful or negative word or phrase into something positive. The woman in the video breathes a sigh of relief when her tattoo is transformed from "Self Righteous" to "Humbled." The young disabled boy shows pride as he goes from "Outcast" to "Accepted."On their website, the filmmakers emphasize the uncomplicated nature of their message. "It really is as simple as it appears. We are a small group of people humbled by the love of Jesus. We are not a church. We are not selling anything. We encourage you to tell as many people as possible. That's it."Wilson said the billboard and video are different ways to reach different people."You know, I use the analogy - I like to fish, and I use different baits for different fish, and to me this is fishing for people who would never walk in the door of a church.

The Biblical patriarchs of the Jewish nation actually practiced Islam, MK Ibrahim Sarsour (Ra’am Ta’al) has claimed in a new statement.Sarsour made headlines last week for declaring that Jews are “prophet murderers” in response to a joke in an Israeli paper about immaculate conception.In his latest statement, Sarsour condemned remarks made by Ministers Naftali Bennett and Uri Ariel about Israel’s rights to Judea, Samaria and the Temple Mount, saying that there was proof in the Koran that there is no Jewish connection to these areas.According to Sarsour, the Koran “proves without a doubt” that Abraham was a “Muslim” and that Isaac and Jacob were “hanifs” who “submitted” to Allah.Hanif is an Islamic term for pre-Koranic figures who rejected idolatry in favor of monotheism.

This is not the first time Sarsour has courted controversy.
He has met with several Arab terrorists who are currently serving time in Israeli prisons for murder, including senior Hamas leader Abbas Al-Sayed. Al-Sayed was involved in several attacks, including the notorious Park Hotel massacre in which 30 Jews were murdered as they took part in a Passover seder.Sarsour has also repeatedly met with senior members of Hamas, and has openly expressed support for Hezbollah in its war on Israel.His comments come not long after Sarsour’s fellow party member MK Ahmed Tibi provoked public anger in Israel, after declaring that Jews have no right to visit the Temple Mount - the site of the First and Second Temples, and Judaism's holiest site.“The Al-Aqsa mosque is a place of prayer for Muslims alone,” said Tibi, who also declared that Muslims must not allow Jews to “contaminate” the site.Tibi also said that Jerusalem – Israel’s capital city, and the home of the Knesset he serves in – will become a Muslim city in the future, ending what he termed “the Israeli occupation.”Other Arab MKs have been the focus of controversy as well. MK Jamal Zahalka of the Balad party has referred to Israeli policy as “apartheid,” and in April 2013 refused to condemn a terrorist’s slaying of an unarmed Jewish father-of-five, saying, “Settlers have no right to self-defense.”MK Hanin Zoabi of Balad was briefly banned from running for the 19th Knesset due to her participation in an attempt to break Israel’s naval blockade on Hamas by force. The Supreme Court later overturned the decision and allowed Zoabi to run.

The message is addressed above all to Christians and it aims to encourage peaceful co-existence with Muslims: “The different religious groups that have lived alongside each other peacefully for centuries, want to continue bringing peace to our country,” the Archbishop of Bangui said in the appeal.The appeal also expressed the hope that “the international community would intervene to guarantee security in the country’s capital and hinterland”. The violent clashes that are still taking place in many parts of the country have left thirty dead in the north west and twelve dead in the Bangassou area near the border with the Democratic Republic of Congo. In many villages. Self defence groups have been formed in many villages to mediate between civilians and pro-government Seleka militia in light of the attacks and armed conflicts.In mid September, a delegation led by the Archbishop of Bangui, Dieudonné Nzapalainga, went on a mission to the north of the country. The report issued at the end of the mission said that the situation between Bossangoa and Bouca is still chaotic. The violence began on 6 September when an Imam and his four children were killed. The archbishop appealed to the government to take on its responsibility to defend human rights and guarantee free movement across the national territory.Despite the efforts of Seleka’s soldiers and religious leaders, the situation in the Bossangoa area remains critical. Armed conflict continued throughout the entire duration of the guided tour led by Mgr. Nzapalainga. In the report, the mission’s members gave a list of 12 abandoned villages: “In Ndow Kette, the last village listed, more than fifty houses were burnt down”.The aim of the visit was for participants to meet with civilians and promote dialogue, with the authorities as well. After the meetings and celebrations held, the delegation noted that the numerous “acts of violence committed against non Muslims are worsening tensions among communities in all the cities and villages we passed through. Fortunately, religious leaders are working tirelessly in order to calm these tensions”.There is a medicine shortage and many dispensaries, pharmacies and hospitals have been looted. Many areas are also on the verge of famine as food supplies wear thin. What is more, the looting of fields and livestock means women can no longer go to work the land as they used to because it is too dangerous. The delegation led by the Archbishop of Bangui was escorted by soldiers of the Multinational Force of Central Africa (FOMAC) throughout its visit. But the report did end on a slightly positive note: “Our mission in Bossangoa went well despite the highly worrying security situation”.

BRUSSELS - The EU will meet its 2020 targets to reduce carbon emissions and increase use of renewable energy, according to a report by the bloc's environment agency.The report by the European Environment Agency (EEA), published on Wednesday (9 October), states that carbon emissions across the EU's 28 countries will be 21 percent lower than 1990 levels by 2020.The bloc is also on track towards its target for renewable energy consumption – renewables contributed 13 percent of final energy consumption in 2011, which should increase to 20 percent by 2020.The so-called "20-20-20" targets for reducing CO2 emissions, increasing renewables and energy efficiency, were agreed by EU leaders in 2007.However, the picture is more mixed in individual countries. No country is on track towards meeting all three targets, while none is underperforming in all three areas.The 15 EU countries who were part of the bloc pre-2004 are set to exceed their targets by 5.5 percent.Hans Bruyninckx, executive director of the EEA, urged governments to "ensure that they are not making choices today that become obstacles to a low carbon future."The commission is expected to propose the successor to the 2020 targets before the end of the year. It is expected to include a 40 percent cut in emissions by 2030.Six countries - Austria, Belgium, Finland, Ireland, Luxembourg and Spain - are set to miss the emissions target, with the report warning that "latest projections indicate that even additional measures planned at national level will not be sufficient."Meanwhile, just four member states - Bulgaria, Denmark, France and Germany - are making good progress in reducing energy consumption and primary energy intensity "Current policies are not sufficiently developed or implemented across the relevant sectors," said the report, adding that "this is due to insufficient enforcement as well as impacts arising from the economic crisis."

Several senior Fatah party officials urged Palestinian Authority President Mahmoud Abbas to appoint former Fatah strongman Marwan Barghouti — who is serving five life sentences for murder in an Israeli prison — as his vice president, The Times of Israel has learned. Such a move would aim to expedite Barghouti’s release and line him up to be Abbas’s eventual successor.The issue of succession — Abbas is 78 years old — was raised at the end of September during a meeting in Ramallah of Fatah’s Revolutionary Council and the party’s Central Committee, the two most influential bodies in the hierarchy of Fatah, Abbas’s dominant faction of the PLO.At the meeting, committee member Tawfiq Tirawi, an adviser to Abbas, took the floor to propose that Abbas appoint a vice president, and recommended Fatah Tanzim leader Barghouti (who was once a political rival of Tirawi’s) as the man for the job. Tirawi argued that Barghouti’s appointment would pave the way for his release from Israeli incarceration.Several other senior Fatah members expressed support for Tirawi’s motion, and also demanded to know why the Palestinian Authority’s negotiating team had not demanded Barghouti’s release as a precondition for the latest round of talks with Israel, which commenced in late July.According to individuals who were present, Abbas responded, laughing, “You can ask, but why are you interrogating me?”

Chief Palestinian negotiator Saeb Erekat, the sources said, responded to Tirawi’s motion. Erekat said he agreed that Barghouti’s appointment as vice president would indeed help the PA exert international pressure on Israel for his release.Abbas agreed in principle to the appointment of a deputy, if and when the Central Committee agrees upon and elects a candidate. As things stand, however, it is not thought that any candidate could gain the support of even half of the committee’s 23 members.Barghouti is highly popular among the Palestinian public, but does not enjoy broad support from the Fatah leadership, which fears his influence and popularity. Another leader whose name has featured in headlines recently, Jibril Rajoub, is considered relatively popular compared to other Fatah elites, but also does not command the support of the Central Committee members.Discussion of a vice president underlines the growing concern within Fatah about a successor to Abbas. The PA president has suffered from health problems in the past, and has threatened more than once to resign — though that option, for now at least, is not on the table.According to Palestinian law, if the president of the Palestinian Authority is unable to continue serving, he is temporarily replaced by the Speaker of the Palestinian Legislative Council– the PA’s parliament. At present, through, most inconveniently for Fatah, the PLC speaker is a Hamas politician, Aziz Dweik.

Fatah is emphatically not interested in reconvening the PLC, where Hamas holds a majority, and has no desire to raise the issue of a succession to Abbas in a forum where it is outnumbered.Abbas holds three major titles at the moment: president of the Palestinian Authority, chairman of the PLO, and chairman of Fatah. It is possible that Fatah’s Central Committee, a sort of intermediary group between Fatah’s executive committee and the PLO’s Palestinian National Council (PNC), could select a figure who could step in as a temporary replacement for Abbas if for some reason an interim leader is required. This same body is also empowered to choose a new PLO chairman if and when necessary. As for the Fatah chairman’s role, should a new chairman be needed, the most likely scenario would see the appointment of Mohammad “Abu Maher” Ghneim, currently the general-secretary of the Central Committee as a temporary chairman until Fatah’s wider forum, the Seventh Committee, were to convene.

Prime Minister Benjamin Netanyahu rejected a Palestinian and American request to move up the expected release of Palestinian terrorists serving extended sentences in Israeli prisons, according to Haaretz.Israel agreed in July to a four-stage release of 104 prisoners serving sentences for acts of terror committed before the signing of the Oslo Accords in 1993. The agreement was intended as a sign of good faith ahead of the renewed American-brokered peace talks between Israel and the Palestinians.The first group of prisoners was released in August, just after talks between the two sides restarted.The second group of some 25 prisoners was slated to be released on October 29, but the Palestinian Authority asked Israel to release the prisoners in time for the Muslim holiday of Eid al-Adha next week.Netanyahu has faced pressure from hawkish ministers to delay or cancel the prisoner releases in the wake of a series of violent incidents in the West Bank in recent weeks, including the killing of two IDF soldiers and the attack that wounded a nine-year-old girl in the settlement of Psagot last Saturday.Netanyahu has resisted the pressure from the right and plans to release the prisoners on schedule, the prime minister’s representative in the peace talks, attorney Yitzhak Molcho, assured Palestinian and American officials in recent days.

RAMALLAH — At the start of Monday’s visit to Palestinian Authority headquarters by 11 Labor MKs and one from Hatnua, PA President Mahmoud Abbas shook hands warmly and posed for picture after picture with the Israeli delegation’s leader, Labor MK Hilik Bar. Behind them in the large meeting room was a huge photograph of Jerusalem’s Temple Mount, the golden Dome of the Rock sparkling. A dozen Israeli camera crews and still photographers, congregated at the far end of the meeting room beneath a large Palestinian flag, recorded the scene for posterity. Along the side wall, out of shot, was another big Palestinian flag, with the late Yasser Arafat’s beaming features at one end of it, and Abbas’s smiling face at the other.At the conclusion of the second, private part of the visit, from which journalists were supposed to have been excluded — after the MKs had introduced themselves to Abbas, two or three had asked pointed questions, and Abbas had ducked these while exuding bonhomie — the president posed for more pictures, many more. He posed with the entire visiting political delegation, with individual MKs, and with the representatives of two pro-peace Israeli groups who had joined the MKs. Labor’s ex-social activist Itzik Shmuli returned from the bathroom; Abbas got the rest of the group together and posed with Shmuli too. Stav Shaffir, the second social activist-turned-Labor MK, back a bit later from the loo, made it into yet a few more shots before the PA chief took his leave.Conspicuously absent from all these photographs, indeed absent from the entire room during the entire visit, was the Israeli flag. Not so much as a little one on the table. It made for quite a contrast to the scene on July 31, when members of Bar’s Knesset Caucus to Resolve the Arab-Israeli Conflict, hosting PA politicians in the Israeli parliament at a meeting attended by 33 MKs from parties representing 77 of the 120 MKs, held their talks with the Palestinian flag alongside Israel’s behind them — a much-headlined Knesset precedent.Also largely absent from Monday’s meeting were Palestinian journalists. Labor invited a busload of Israeli reporters to document the initial, public section of the meeting, and several of Abbas’s advisers were present too. But while an aide to Abbas said that Palestinian journalists were present, and a solitary one was espied, they proved hard to find.During the encounter, Abbas took pains to assert that, although there were “opponents of peace” on the Palestinian side too, he was sure that most of his people support a two-state solution. Evidently, however, he didn’t want to take the risk of inviting a sizable contingent of his own media to document, for his two-state-supporting people, this meeting with the dovish representatives of that other state. And if his people saw the photographs, he didn’t want that other state’s national flag causing him any trouble.Still, coverage in Tuesday’s PA newspapers was prominent — front page stories in Al-Ayyam and Al-Hayat Al-Jadidah, both featuring pictures of Abbas with Bar, both based on a press release issued by the PA news agency WAFA. And the public and private halves of the visit were conducted in a notably warm and friendly atmosphere.With the journalists in the room, Abbas said Israel and the Palestinians had been “very close” to an agreement when Ehud Olmert was prime minister, and lamented the lost opportunity, “for us and for you,” when that effort collapsed – because of Olmert’s resignation, he said. (Olmert has argued that Abbas missed the opportunity by failing to respond to the dramatic peace offer he made in 2008, shortly before he stepped down.) But the current talks were “very serious” too, Abbas said, and the nine-month time frame was “sufficient” to reach a permanent accord. (This assertion made the Al-Ayyam headline.) He hailed Israeli-Palestinian security cooperation, spoke of the need to quash incitement from both sides, and condemned “all attacks” that spill blood, with a specific reference to Saturday night’s incident in Psagot, the killing of an Israeli soldier in Hebron, and the deaths of four Palestinians at Qalandiya. “We don’t want blood,” he said. “We want peace.”He also protested the IDF’s “unnecessary” incursions into PA-controlled territory, castigated Israeli religious extremists “who come to disturb the peace” at Al-Aqsa Mosque in Jerusalem, and reserved particular bitterness for settler attacks on Palestinians, their property, their trees, their churches and their mosques. (Al-Hayat Al-Jadidah headlined with his plea that the government put a stop to such attacks.)Like Abbas, Bar spoke of the imperative for a two-state solution, said he was pleased to hear the negotiations were moving “in a good direction,” and praised Abbas for leading “nonviolent resistance. He said the delegation had come to Ramallah to underline their backing for Prime Minister Benjamin Netanyahu and Justice Minister Tzipi Livni in the effort to reach a peace accord. “It’s not always obvious,” said Bar, “but in the Knesset there is a very clear majority, 70 MKs, to support a two-state solution.”After the journalists had been asked to leave, the meeting continued in much the same tone, with added cigarettes. There was a moment of good humor when David Tzur (Hatnua), the only MK present from the coalition, couldn’t get his microphone to work. “It’s because you’re in the coalition,” joked Abbas adviser Yasser Abed Rabbo.There was a short speech from each MK — most of them first-time Knesset members, several visiting the PA’s Muqata HQ for the first time. (Shas was to have sent an MK, but the visit coincided with the death of Rabbi Ovadia Yosef.) And there were a few pointed questions.Apropos Netanyahu’s Sunday night speech at Bar-Ilan University, in which the prime minister said the failure to attain a peace accord stemmed from the Palestinian refusal to recognize “the nation-state of the Jewish people,” Labor’s Micky Rosenthal asked Abbas, “Do you have any objection to saying ‘Jewish Israel’?” His party colleague, Moshe Mizrahi, followed up, rather more passionately. “What difference does it make to you?… Why not say you recognize Israel as a Jewish state?”Abbas would not be drawn.He spoke a little about Fatah-Hamas reconciliation, saying that the Islamists would have to accept “all our positions” on the negotiations, including a two-state solution and nonviolent resistance. If they did that, “we’ll immediately hold elections.”He referred to a demonstration against the talks with Israel, right here in Ramallah on Sunday, but said, “We took our decision and we will not stop the negotiations.”He said there was “nothing preventing” him from meeting with Netanyahu, even in the near future, but that this summit would come when the Americans deemed it appropriate.But he ignored the “Jewish Israel” questions, referring the MKs instead to a book the PA put out a couple of years ago setting forth its positions, and repeating, “Let’s leave the specific issues to the negotiations.” A leaflet distributed to the MKs, “The Palestinian Position on Some Political Issues,” did include a section on the Israeli demand for Palestinian recognition of a Jewish state. It read as follows: “1. The Palestine Liberation Organization (PLO) recognized the state of Israel in 1993 (mutual letters of recognition). 2. Prime Minister Netanyahu introduced this demand only two years ago, in order to obstruct the peace process. 3. Israel did not demand from Jordan and Egypt to recognize Israel as a Jewish state, when it signed peace treaties with them. 4. When the advisors of US President Harry Truman asked him in 1948 to recognize Israel as a Jewish state he crossed out ‘Jewish state’ and wrote instead ‘the state of Israel.’ 5. If the Israelis wish to change the name of Israel, they should do so at the United Nations.”Then came those farewell photographs, and the MKs emerged to relay to the reporters most of what had been said. They professed themselves encouraged, judged that Abbas had sounded quite optimistic, and found it unsurprising that he hadn’t responded to Netanyahu’s “Jewish Israel” comments. A few of Abbas’s advisers emerged too, and one of them, Mohammed Madani, did dispute the prime minister’s contention that blame for the lack of an accord lay with the Palestinians. “We’re not the problem. We can get Hamas on board,” he said. “It’s Israel that has to decide if it wants it.”None of the MKs mentioned the lack of an Israeli flag, which was a little surprising. At a meeting dedicated to reconciliation, and after all the headlines surrounding the high symbolism of the Palestinian flag at the Knesset two months ago, you’d have thought someone might have noticed.

The nature of peacemaking according to Netanyahu

The PM’s persistent demand that Palestinians recognize Israel as a Jewish state is no mere rejectionist tic — it has deep roots in his grasp of the conflict

Prime Minister Benjamin Netanyahu delivered an aggressive, seemingly petulant speech Sunday night at Bar-Ilan University. Between Holocaust references and criticism of Palestinian leaders past and present, he demanded that the Palestinian Authority recognize not only the unassailable fact of Israel’s existence, but the historic right of the Jews to have their own sovereign state in this land.As one critic suggested derisively, he demanded that the Palestinians become Zionists before peace can be achieved.Only then will the current round of peace talks be “significant” and have “a real chance at success,” Netanyahu explained.It is tempting to side with the prevailing view of the global punditocracy that suggests Netanyahu is digging his heels in against the advance of the peace talks, creating artificial stumbling blocks to avoid the painful compromises that he will likely have to deliver for peace.But that view is wrong. Whether Netanyahu, deep in his heart, wants a peace deal with the Palestinians is a question beyond the ken of any commentator – and is perhaps unknown to Netanyahu himself.But his demand for Palestinian recognition of the Jewishness of Israel is no cheap tactic. It is the key to understanding his theory of the conflict, his view as to why the Oslo process 20 years ago failed, and his distrust of Palestinian Authority President Mahmoud Abbas in the new round of talks.When Israeli hawks complain about PA incitement, doves are fond of replying, “You make peace with enemies.”But Netanyahu has a different view, not about PA incitement, but about the nature of peacemaking.
When a Western leader once sought to make peace with his enemy, he found himself undermined politically and transformed into a laughingstock of history. That leader was Neville Chamberlain – and the enemy was Adolf Hitler. When another leader sought to unite a fractured society riven by racial discord, his efforts transformed him into a revered figure and his peacemaking efforts continue to heal and unify long after his death. That leader was Martin Luther King, and his enemy was the white racism that had tormented American blacks through centuries of slavery and inequality.The difference between Chamberlain’s failure and King’s success lay, in part, in their constituents’ view of the enemy. Soon after Munich, Britons came to view Hitler as implacably evil, and Chamberlain’s peacemaking efforts as accommodation with that unspeakable evil. (That this view of Hitler was correct is beside the point; the issue here is psychological. )
On the other hand, King did not call on American blacks to make peace with Ku Klux Klan murderers or the racist governors of southern states. He called on them to make peace with the just aspects of white America, its promise of freedom, no matter how long denied, its belief in its moral mission, no matter how hypocritical American moralizing may have seemed to suffering blacks. There is good in our enemy, King told his followers, and a peace can be struck with that good.The point here goes to the psychology of leadership: If the enemy is viewed as implacably evil, peacemaking necessarily becomes politically ruinous. It is only when the enemy is seen as possessing some justice on their side that a leader’s efforts to accommodate that enemy become legitimate and politically palatable.This difference in the perception of the enemy has arguably played an oversized role in recent Israeli history. During the 1990s, those Israelis who believed the Oslo peace process was addressing the Palestinians’ just demand for self-determination often saw the late prime minister Yitzhak Rabin as a national hero, “a warrior for peace.” Those who saw the Palestinians as an implacable, illegitimate enemy viewed Rabin as either a dangerous fool or a traitor.
Netanyahu’s demand for recognition has its roots in this Israeli experience. The Palestinians cannot bring themselves to end the conflict, Netanyahu believes, because they cannot bring themselves to compromise with an enemy they view as completely evil.They have not yet shifted from perceiving their enemy as absolutely evil to perceiving him as possessing some justice on his side, however limited. Israel remains a categorical foe, and see Israelis as interlopers robbing another people of their national home. Even Palestinian moderates share this basic view of Israel: it is an evil, but an evil too well entrenched to remove. Israel does not have even a modicum of justice on its side, only brute force, they believe.Thus, any Palestinian leader who seeks peace with Israel falls into the “Chamberlain trap,” finding himself undermined by the perception among his own people that he is accommodating evil rather than pursuing justice.
This analysis has become a key plank of Netanyahu’s policy toward the Palestinians, and has led to some of his most misunderstood speeches and demands. It is the reason he never fails to discuss the millennia-old Jewish attachment to the land of Israel in his speeches before a United Nations General Assembly that could care less.The Palestinians don’t need to become Zionists, Netanyahu believes, but they need to perceive that Jewish demands, too, are rooted in justice. Only then will their domestic constituencies and political systems be capable of engaging in peacemaking.It is a mistake to view Netanyahu’s Bar-Ilan 2 speech as indicating he is withdrawing, even in tone, from the peace talks. In fact, the renewed urgency of his demand for recognition — which he believes to be critical to peacemaking — might suggest that the talks are, at long last, getting serious.

Hagel promises Israel to be 'clear-eyed' on Iran

Washington (AFP) - US Defense Secretary Chuck Hagel has promised Israel the United States will be "clear-eyed" and committed to ensuring that Iran does not develop nuclear weapons as Washington pursues engagement.Israeli Defense Minister Moshe Yaalon, whose government has pressed for a hard line, visited Washington a week before Iran meets six nations to ease international concerns on its nuclear program that have triggered a US-led campaign of sanctions."Secretary Hagel noted that while the United States intends to test the prospect for a diplomatic solution with Iran we remain clear-eyed about the challenges ahead," Pentagon spokesman George Little said.The United States "will not waver from our firm policy to prevent Iran from obtaining nuclear weapons," he said.Iran's newly elected President Hassan Rouhani, a self-styled moderate, sought to ease longstanding tensions with the West during a week-long visit to the United States, culminating in an unprecedented telephone call with US President Barack Obama on September 27.

Israeli professor Arieh Warshel on Wednesday won the Nobel Prize for Chemistry, along with fellow Jewish professors Michael Levitt (who also holds Israeli citizenship) and Martin Karplus.Warshel, 72, is a distinguished professor of chemistry and biochemistry at the University of Southern California in Los Angeles, where he has been since the 1970s.Fellow winner Michael Levitt, a South Africa-born professor, taught at the Weizmann Institute in Rehovot for most of the 1980s. Vienna-born Martin Karplus fled the Nazi occupation of Austria as a child in 1938.Of the 23 chemistry Nobels awarded in the past decade, 11 of the winners were Jewish and six of them were Israelis.The trio won the award “for the development of multiscale models for complex chemical systems,” the Royal Swedish Academy of Sciences announced.Warshel, contacted by the Swedish Academy of Sciences live by phone at 3 a.m. Los Angeles time, shortly after the award was announced, said he had been watching the ceremony live on the Internet, and added cheerily that he felt “extremely well.”He said his research is motivated largely by his own curiosity. The work for which he and his colleagues were awarded the Nobel is for developing “a method that allowed us to understand how proteins actually work,” he said, and he explained that it was like seeing a watch, wondering what was going on inside, and finding out.“We developed how a computer can take the structure of a protein, and can understand how it does exactly what it does — for example digesting food,” Warshel said. “You want to understand how it is happening, and then you can use it to design drugs, or in my case, to satisfy your curiosity,” the professor added.

Later Wednesday, Warshel said “I feel Israeli,” even though he has spent almost the past 40 years in the US and also has US citizenship. He told Army Radio he visits Israel often, and that his children speak Hebrew.
Benny Warshel, his brother, told Israel Radio that Arieh brought great honor to the State of Israel. “He fought in this country’s wars, in the Six Day War and the Yom Kippur War, and he defends Israel in academic circles,” said Benny. “He’s very connected to this country,” he added.Warshel was born in 1940 in Kibbutz Sde Nahum, in the Beit She’an Valley. He served in the IDF (reaching the rank of captain), then attended Haifa’s Technion, where he got a BSc degree in Chemistry in 1966. He earned MSc and PhD degrees in Chemical Physics (in 1967 and 1969), at the Weizmann Institute of Science in Rehovot. He then did postdoctoral work at Harvard University, returned to the Weizmann Institute in the early 1970s and also worked for the Laboratory of Molecular Biology, Cambridge, England. He joined the faculty of the Department of Chemistry at USC in 1976.

Levitt, who was born in Pretoria in 1947, received his BSc from King’s College, London and his PhD in computational biology from the University of Cambridge. He was a Royal Society Exchange Fellow at the Weizmann Institute from 1967-1968, and later returned as a professor of chemical physics from 1980-1987.
The third winner, Martin Karplus, was born in Vienna in 1930, and, along with his family, fled to the United States in 1938 to escape the Nazi occupation of Austria. He attended Harvard University and received his PhD from the California Institute of Technology.His brother Robert Karpus, who died in 1990, was also a theoretical physicist and was a professor at the University of California, Berkeley.

The Karpus family was “an intellectual and successful secular Jewish family” who were “prominent citizens” of Vienna, where there is a street named after them, according to “A Love of Discovery,” a biography of Robert Karpus published in 2002.In its reasoning, the academy noted that in the past, chemists “used to create models of molecules using plastic balls and sticks. Today, the modelling is carried out in computers. In the 1970s, Martin Karplus, Michael Levitt and Arieh Warshel laid the foundation for the powerful programs that are used to understand and predict chemical processes.”The academy continued, in a statement: “Computer models mirroring real life have become crucial for most advances made in chemistry today. Chemical reactions occur at lightning speed. In a fraction of a millisecond, electrons jump from one atomic nucleus to the other. Classical chemistry has a hard time keeping up; it is virtually impossible to experimentally map every little step in a chemical process. Aided by the methods now awarded with the Nobel Prize in Chemistry, scientists let computers unveil chemical processes, such as a catalyst’s purification of exhaust fumes or the photosynthesis in green leaves.”It said the work of Karplus, Levitt and Warshel “is groundbreaking in that they managed to make Newton’s classical physics work side-by-side with the fundamentally different quantum physics. Previously, chemists had to choose to use either or. The strength of classical physics was that calculations were simple and could be used to model really large molecules. Its weakness, it offered no way to simulate chemical reactions. For that purpose, chemists instead had to use quantum physics. But such calculations required enormous computing power and could therefore only be carried out for small molecules.”This year’s Nobel Laureates in chemistry, the academy said, “took the best from both worlds and devised methods that use both classical and quantum physics. For instance, in simulations of how a drug couples to its target protein in the body, the computer performs quantum theoretical calculations on those atoms in the target protein that interact with the drug. The rest of the large protein is simulated using less demanding classical physics. Today the computer is just as important a tool for chemists as the test tube. Simulations are so realistic that they predict the outcome of traditional experiments.”Vienna-born Karplus is based at the Université de Strasbourg, France, and Harvard University, Cambridge, Massachusetts. Levitt, who holds UK and Israeli citizenship, works from Stanford University, California. Warshel, who holds US and Israeli citizenship, is a distinguished professor, University of Southern California, Los Angeles.The prize amount, SEK 8 million — some $1.25 million — is to be shared equally between the laureates.

China arrests 139 in Xinjiang for urging jihad

Beijing (AFP) - China has arrested 139 people in Xinjiang for allegedly spreading jihad, state-run media said Wednesday, as it warns of growing religious extremism in the far western region home to Muslim Uighurs.
Beijing has pointed to violent incidents to indicate a rising militant threat among the ethnic minority, but information in the vast region is tightly controlled and Uighur organisations complain of cultural and religious repression.Police in Xinjiang have "handled an increasing number of cases in which individuals have posted or searched for religious extremist content on the Internet", the China Daily said, citing an unnamed source in the Xinjiang Daily.In the two months to the end of August, 139 people were arrested for "spreading religious extremism including jihad", it said.Also citing the Xinjiang Daily, the Global Times said a farmer in Hotan was detained after he uploaded 2GB of e-books about secessionism which were read 30,000 times.Dilshat Rexit, a spokesman for the overseas-based World Uyghur Congress, which Beijing calls a separatist group, said the claims were a "total distortion of the truth" aimed at blocking Uighurs from going online.Those detained had "expressed discontent with Chinese rule and systematic repression in the area", he said.

Anti-abortion activists mobilize against Wendy Davis in Texas

Texas State Senator Wendy Davis became a national political star by standing up for abortion rights last summer — and conservative Texans in the anti-abortion movement say they won’t let her forget it.
The 50-year-old Fort Worth lawyer blocked a bill that banned abortions after 20 weeks of pregnancy in a dramatic, 11-hour filibuster at the State Capitol that attracted national attention and the adulation of abortion rights’ advocates last June. Despite Davis’ pink-sneakered filibuster, the bill eventually passed and was signed into law by outgoing Gov. Rick Perry.But when Davis announced her intention to run for governor in her hometown of Haltom City last week, the topic of reproductive rights did not pass her lips. Instead, Davis focused on investing in public education, and emphasized her up-by-the-bootstraps personal story that even her fiercest opponents admit is appealing. Someone tuning in for the first time wouldn’t know Davis had become a powerful symbol for abortion rights around the country.And that’s exactly what the anti-abortion movement is afraid of. Activists against abortion say their main mission over the next year is to remind voters what Davis’ filibuster was about in the first place. Social conservatives who previously never had to worry about a pro-abortion rights statewide elected official are now busily forming political action committees and readying themselves for a fight.“Wendy will become a lightning rod that has two sides,” said Richard Land, a former leader of the Southern Baptist Convention and an evangelical public policy leader. “She will be as big a motivator for the pro-life movement as she will for the pro-choice movement, no question about it.”
Davis, a Democrat, has raised only $1 million compared to her likely Republican opponent Greg Abbott’s $25 million so far, and Texas is still a solidly red state, despite it’s slow move leftward due to changing demographics. But abortion foes say it would be a mistake to underestimate her.“The whole effort this summer was a wake up call,” said Kyleen Wright, the president of Texans for Life Coalition. “We’re getting ready to jump in and play at a different level.”Wright’s group, which was founded 40 years ago, is forming a PAC for the first time so they can buy ads against Davis.“I think Wendy is so much more energizing because she is more extreme,” Wright said. “I think Wendy goes beyond anything we’ve ever seen before.”
The pro-life movement in Texas hasn’t had to contend with a pro-abortion rights governor since Ann Richards won the statehouse in 1991 and held it for a brief four years. (Richards’ daughter, Cecile Richards, is now the president of Planned Parenthood, which is backing Davis.)“We will spend as much as we can raise,” said Elizabeth Graham, president of Texas Right to Life, another anti-abortion group in the state. They are running radio ads in English and Spanish calling Davis an “abortion zealot,” who “believes terminating babies even halfway through pregnancy is OK.”Davis also has to worry about the ire of national anti-abortion groups, who hope to use the race as part of a larger battle for the “fetal pain” 20-week legislation they’re pushing in state legislatures.Marjorie Dannenfelser, president of the Susan B. Anthony List, says the group plans to use Davis’ race as a “springboard” to talk about the 20-week abortion ban, which they want to pass nationwide. “It will be a high priority,” she said of Texas race.The anti-abortion movement’s work to pass 20-week abortion bans is part of a strategy to get the Supreme Court to overturn Roe v. Wade’s holding that abortions must be legal until the point that a fetus would be viable outside of the womb, usually considered to be at least 24 weeks. (It’s unlikely that this tactic would work at the moment, since Supreme Court swing-vote Justice Anthony Kennedy upheld the viability principle in Planned Parenthood v Casey in 1992.) But Dannenfelser also says it would be a mistake to underestimate Davis’ ability to win statewide, even though she is currently the underdog. “The scenario where she wins is that enough money gets drilled into this campaign that people start to forget what the filibuster was about,” she said. “It’ll start to get a little fuzzy… Our job is to provide perfect clarity about how she became a candidate.”That means showing voters footage of Davis’ filibuster “over and over and over again,” she added.Meanwhile, Abbott, the state attorney general who declared his candidacy in July, enjoys a “vital partnership” with anti-abortion activists in the state and nationwide, Dannenfelser said.Abbott, who believes abortions should be legal only if the mother is at risk of grave injury or death, addressed the National Right to Life Convention in Dallas in July. “It is great to be in a room full of Americans who are fighting for the full arc of human life from conception until natural death,” he told the convention. “You are heeding the words of Jeremiah, who reminds us that the Lord knew us even before we were formed in the womb.”Some Republican candidates like Abbott who believe abortion should be illegal even in cases of rape or incest have been painted as extreme (who could forget Rep. Latest leak at Japan's Fukushima plant contaminates six workers

TOKYO (Reuters) - Six workers at Japan's Fukushima nuclear plant were exposed to leaking radioactive water after one of them mistakenly removed a pipe to a water treatment system, the plant's operator said on Wednesday.Tokyo Electric Power Co, also known as Tepco, has been battling to contain radioactive water at the plant, which suffered triple meltdowns and hydrogen explosions in March 2011. Regulators have criticized the utility for its handling of the problems.In the latest incident, a worker mistakenly detached a pipe connected to a treatment system to remove salt from the hundreds of tonnes of water Tepco pumps over the melted fuel in wrecked reactors at Fukushima to keep them cool."Several tonnes" of water spilled at the treatment facility but were contained within the site, a Tepco spokesman said.Water at the treatment facility most recently had an all-beta radiation level of 30,000,000 becquerels per liter, Kyodo News reported on Wednesday.At least seven tonnes of highly radioactive water may have leaked at the facility, according to a Reuters calculation based on the latest figures released by Tepco.On Monday, Tepco said a plant worker accidentally switched off power to pumps that inject water to cool the damaged reactors. A backup system kicked in immediately, but the event was another reminder of the still precarious state of the plant.

BRUSSELS - The prospects of swift agreement on the next stage of an EU banking union have been dealt a blow after lawyers warned that the plans would breach EU law.The single resolution mechanism tabled by the EU's financial services commissioner, Michel Barnier, in July would establish a board tasked with resolving ailing banks alongside a common fund to cover the costs of bank resolution.However, in a leaked paper drafted for governments by the Council of Ministers' legal service, officials warned that giving the board control over a resolution fund worth up to €55 billion together with the power to wind-up banks would see it “allocated a large number of powers that can be overall regarded as of a purely executive nature.”It adds the bill was “not specific enough to ensure that the board will not encroach upon the exclusive power of the institutions to establish the resolution policy of the Union.”Solving the problem would require the precise powers for the board to be spelt out in the proposal or the extension of the commission's powers to intervene, according to the lawyers.The document, dated 7 October, which is the second opinion on the proposal by the legal service, hinges on the so-called Meroni case from 1958 which forbids the commission from delegating powers involving a large amount of discretion to external agencies.The paper will come as a blow to the commission, which is anxious to secure agreement on the bill between MEPs and ministers before next May's European elections.MEPs will adopt their position on the proposal in November but ministers have made little progress.Germany leads a group of countries who are concerned at the prospect of handing over powers to intervene in their banking sector to the EU.Eurozone ministers are expected to discuss the proposal at a meeting next week in Luxembourg.

The archdiocese of Freiburg’s decision to allow remarried divorcees to receive communion has sparked fears of a domino effect. The Pope is expected to decide over the next few months

Giacomo Galeazzi vatican city Behind the scenes the Holy See is urging caution over the issue of communion for remarried divorcees as it is one of the subjects that is being addressed by the Pope’s Council of Cardinals - the “G8” -, ahead of the Synod of Bishops on pastoral care of the family and there could be surprises on the horizon.

Vatican spokesman Fr. Federico Lombardi poured water on the fire by assuring that: “Nothing has changed in terms of the position of remarried divorcees.” The document “was issued by a local pastoral office and has not carry the bishop’s signature.” This is a bold move but “does not constitute an official decision taken by the diocesan authorities.”Archbishop Robert Zollitsch who will soon be leaving his role as he is nearing the age limit for the position will nevertheless continue to lead as Apostolic Administrator of Freiburg and will remain chairman of the German Bishops' Conference until March 2014. The archbishop “was not consulted about the abovementioned documents and he did not approve it.” The Vatican is focused on “scaling down” what happened in Germany, in order to prevent a document which deals with such a hotly debated issue from producing any potentially contagious after-effects.“It is unbelievable that a proposal like this should come from such an important diocese as Freiburg which is led by the President of the German Bishops’ Conference.” Canonist cardinal Velasio De Paolis, Pontifical Delegate for the Legion of Christ, a member of the Vatican’s highest court and one of the Curia’s most trusted jurists, did not hide his surprise at the change in position with regard to the issue of remarried divorcees. “Over the years, a number of bishops have been called to account for issuing provisions that have gone against the doctrinal principles reiterated again and again by the Congregation for the Doctrine of the Faith in the years when Ratzinger was head.”“Current rules forbid remarried divorcees to receive the sacraments.” “To receive absolution during confession and take communion, a person needs to receive God’s grace of forgiveness.” “The status of remarried divorcees goes against God’s law on marriage.” “The priest must therefore deny them the host,” De Paolis stressed. Francis’ recent statements in his interview with Jesuit journal Civiltà Cattolica  (“I am a son of the Church”), show that “the Pope acts within a community and respects already existing rules.” So although “the Pope is searching for possible solutions, no changes have been made so far to the rules regarding remarried divorcees and any stance taken by the Pope should be interpreted within the context of the magisterium he has inherited.”But the Catholic Church now has an innovator as its helm so the days of crusade-like unbending mindsets are over. The Synod on the family will discuss the annulment of marriages, remarried divorcees, cohabiting couples and their position in the Church. The Curia may have developments in store “but local pastoral offices are not the place for these kinds of changes.” It will soon become clear whether the “Freiburg case” is to be labelled as a diocese blunder or a “prophesy” of further change to come within the universal Church.
