Israel PM accuses Iran president of hypocrisy


JERUSALEM (AP) — Israel's prime minister on Tuesday voiced deep skepticism about the new Iranian president's outreach to the West, saying the world "should not be fooled" and must keep up the pressure on Tehran's suspect nuclear program.Prime Minister Benjamin Netanyahu issued his warning in response to Iranian President Hasan Rouhani's address to the General Assembly. In his speech, the Iranian leader said his nation is ready to restart stalled negotiations over its nuclear program. He also called for moderation and rejected violence.Israeli officials believe Iran is trying to develop a nuclear bomb and fear that Rouhani's gestures to the West will lead to an easing of international pressure. Netanyahu's statements, issued both before and after Rouhani's speech, were meant as a counterweight to the growing enthusiasm in the West over a series of moderate overtures by Rouhani. He also said Rouhani offered no plans to halt his nuclear program.In comments likely to play into Israel's fears, President Barack Obama told the U.N. on Tuesday that he had instructed Secretary of State John Kerry to explore contacts with Iran."Israel would welcome a genuine diplomatic solution that truly dismantles Iran's capacity to develop nuclear weapons," Netanyahu said in a videotaped statement ahead of Rouhani's speech. "But we will not be fooled by half-measures that merely provide a smokescreen for Iran's continual pursuit of nuclear weapons. And the world should not be fooled either."After Rouhani's speech, Netanyahu showed no signs of softening his position. He said the address was filled with "hypocrisy," saying that while Rouhani was talking of peace, Iranian forces were participating in the large-scale slaughter of civilians in Syria, a close ally. He also accused Iran of using terrorism in "dozens" of countries, developing long-range missiles, denying the Holocaust, calling for Israel's destruction and pushing forward with its nuclear program."It is no coincidence that the speech lacked both any practical proposal to stop Iran's military nuclear program and any commitment to fulfill U.N. Security decisions," he said."This is exactly Iran's strategy — to talk and play for time in order to advance its ability to achieve nuclear weapons," he added. "The international community must test Iran not by its words, but by its actions."Netanyahu said he would discuss the matter with Obama at a White House meeting next week, and welcomed Obama's pledge that Iranian words be matched with "transparent and verifiable" action.
Iran denies accusations by Israel and Western countries that it is seeking nuclear weapons, saying its nuclear program is for peaceful purposes only.Israel considers a nuclear-armed Iran to be a threat to its very existence, citing Iran's repeated calls for Israel's destruction, its sophisticated arsenal of weapons and its support for Israel's bitterest Arab enemies. Hezbollah in Lebanon, to Israel's north, and Hamas in the Gaza Strip, on Israel's southern flank, possess tens of thousands of rockets and missiles provided by Iran.
Netanyahu has issued four demands for halting Iran's nuclear program. He says Iran must stop enriching uranium, a key step in developing a nuclear weapon; ship its stockpile of enriched uranium out of the country; close a heavily fortified underground enrichment facility; and not make plutonium, another possible path to nuclear weapons. He also says any diplomatic activity must be accompanied by a "credible" military threat.
In the current diplomatic environment, it seems unlikely the West will insist on such conditions. Israel has repeatedly threatened to attack Iran, unilaterally if necessary, if it concludes diplomacy has failed.Netanyahu instructed Israel's U.N. delegation to boycott Rouhani's speech and walk out of the General Assembly. Israel has strongly objected to efforts by its enemies to boycott it in international bodies, as well as attempts by pro-Palestinian activists to boycott Israeli businesses and products."As the prime minister of Israel, the state of the Jewish people, I could not allow the Israeli delegation to be part of a cynical public relations ploy by a regime that denies the Holocaust and calls for our destruction," he said.After Rouhani's speech, Israeli Cabinet minister Yuval Steinitz, who is responsible for monitoring the Iranian nuclear program, met with U.N. chief Ban Ki-moon and urged the international community to avoid the same mistakes that enabled North Korea to develop nuclear weapons. In a statement, Steinitz said North Korea developed its weapon despite two signed agreements that were enthusiastically welcomed around the world. He said that as a South Korean citizen, Ban had a special understanding of the danger.

Wild pigs menace suburban Atlanta

ATLANTA (Reuters) - Wild pigs have descended on a suburban Atlanta neighborhood where they are scaring children, making a general nuisance of themselves, and acting as they if they own the place.
One large specimen was sighted on Monday morning rummaging through garbage it had strewn across Taneisha Danner's front yard in Lithonia, an area about 19 miles east of downtown Atlanta.It then trotted into the backyard, taking a nap before returning with three other pigs from a patch of nearby woods, Danner told Reuters on Tuesday."This is their home," Danner joked. "We're just visiting."She said the animals were no laughing matter for neighborhood children, however, noting that some were now afraid to leave the safety of their homes."My children are even afraid to be downstairs, worried that he (the pig) could come through the door," Danner said.Descendents of wild boar, the feral pigs are a particular pest in rural Georgia and notorious for damaging farmer's crops, said Charlie Killmaster, a deer and feral hog biologist with the Georgia Department of Natural Resources.There are so many hogs that hunting season has been flung wide open for wild pigs on private land, he said, adding that it was still fairly rare for them to show up in suburban neighborhoods.The population of one of the most invasive and destructive wild animals in the United States has grown rapidly in recent years, however. What was once a largely rural problem has blighted suburban areas in other states as well.The hogs can be dangerous to humans if they are cornered or if their young are threatened, Killmaster said."There is some level of danger associated with them," he added. EU wants answers on NSA bank spying allegations

BRUSSELS - The EU does not rule out suspending the terrorist financial tracking programme (TFTP) with the Americans following press reports that the US intelligence agency has direct access to Swift, the global interbank transfer network database.European Commissioner for home affairs Cecilia Malmstrom told a European Parliament civil liberties committee on Tuesday (24 September) that any suspension of the international agreement would first require an “objective and comprehensive assessment and consultations.”
When pressed by euro-deputies, she noted that if the press reports are true, then it could “constitute a breach of the agreement and a breach of the agreement can certainly lead to a suspension.”The agreement was negotiated with Washington to track terrorists. It sets out rules on access, and data protection safeguards. A suspension would require a qualified majority vote among member states.But Malmstrom’s statement was brushed off later on by high-ranking commission officials who refused to respond to MEP questions on whether the agreement should be suspended if allegations were proven true.Commission home affairs director Reinhard Priebe, who co-chairs the EU-US working group on data protection, would only say that further consultations are required.Malmstrom wrote a letter to US Treasury Under Secretary David Cohen on 12 September to ask for clarification on the allegations.She requested in the letter to hold consultations, a formal step in case of a dispute, to determine if the US is holding up its side of the agreement.Cohen replied a few days later but Malmstrom told the euro-deputies that she was not satisfied by the responses.“We need more detailed information in order to credibly access reality and to be in a position to judge whether obligations on the US side under agreement have been breached,” she said.
She noted the consultation with the Americans would start soon.Set up in 1973, Swift is a Belgian-based private company used by some 10,000 financial institutions in over 200 countries to facilitate the exchange of financial messages.“Security is still, 40 years later, key to our mission and a core to our business,” said Blanche Petre, general counsel of Swift.Petre said the company has found no evidence to back the allegations first made by Globo TV, a Brazilian television network.“I can tell you today and I can assure you today that we have no evidence to suggest there have been any unauthorised access to our network or data,” she said.She told the committee that their production environment has no Internet access and that Swift messages undergo multiple encryption layers.Swift is overseen by the G-10 central banks tasked to ensure adequate safeguards are in place to protect customer data.

Eurozone bank fund needs credit line, Draghi says

BRUSSELS - A eurozone bank resolution fund should have its own credit line allowing it to cover the costs of bank failure, European Central Bank (ECB) chief Mario Draghi said Monday.Speaking on Monday (23 September) at a hearing of the European Parliament's Economic committee, Draghi told MEPs that although national authorities will still be responsible for bearing the costs of bank resolution in the short-term, a permanent fund would need a "backstop."The ECB will be conducting stress-tests of banks across the eurozone in the coming months, as it prepares to become the bloc’s single bank supervisor next year.
“We’ll have to have national backstops in place,” said Draghi, adding that “the role for the national backstops is there and it’s realistic.”Draghi, who is a supporter of the plan, played down suggestions that the ESM, the eurozone's €500 billion bailout fund, could be a source of funding.“I am not sure that this is possible within the existing treaty,” he said.EU financial services commissioner, Michel Barnier, unveiled his proposal for an singe resolution mechanism (SRM) in July.The commission proposal would create a single system for the winding-up of failing banks and a common eurozone fund to cover the costs. However, Barnier's plan would see the SRM start in January 2015, with the resolution fund being gradually built up over 10 years through a levy on banks worth around 1 percent of deposits, leading critics to comment that a lack of money would reduce the fund to a "paper tiger."Senior MEPs are also expected to include provisions for a backstop in a draft report expected to be published later this week. Other options could include using the EU budget as collateral.Negotiations on a single resolution mechanism for the eurozone, the second key part of a banking union, have stalled since the summer, in large part because of the German elections.
Wolfgang Schaueble, Germany's finance minister, is a staunch critic of the plan, but seems unlikely to retain his position in a new coalition government.The timeline is also tight as policy makers edge closer to next May's European elections.MEPs on the economic affairs committee are set to adopt their position on the text in November in a bid to maintain the pressure on ministers.

Colorado flood towns may come back less diverse


LYONS, Colo. (AP) — The storms that raged through the Rocky Mountain foothills instantly remade the landscape and disrupted thousands of lives. They may have also changed the character of the funky mountain hamlets that dot the Front Range.The disaster hit rich and poor alike, but some residents will be able to afford to wait and rebuild, while others will not.In Lyons, 20 minutes north of Boulder, two low-lying mobile home parks bore the brunt of the damage. Residents say their landlords have told them they will not rebuild, in part because a river now flows through a portion of the property."I don't think we'll ever be able to go back," said Holly Robb, a Lyons native whose grandfather was mayor and who lived with her husband and two young children in the River Bend Mobile Home park, which dates to the 1960s."The people who've lived there, who've gone to school there, can't go back," she said.The flood has accelerated a process that was already underway in the region's towns. Young, affluent families from places like Boulder and Denver have flocked here, attracted to the slower pace of life, bohemian flavor and pristine natural beauty.In Lyons, a quarry town turned tourist haven, the number of renters fell by half between 2000 and 2010, while the portion paying more than $1,500 a month quadrupled. The median price of a home rose by 71 percent to $340,000, according to the U.S. Census.Newcomers have historically moved into the hills above Main Street, while the lower income residents lived in the flood plain below. When the storm came, it swept away mobile homes, but left the new cafes, sushi shop, and revamped high school intact.A website for the town's mayor, Julie Van Domelen, a consultant for the World Bank, says she moved to Lyons four years ago. She did not respond to calls and emails from The Associated Press, but told the Denver Post she intends to build the town into something better than it was before.Some resident fear there will be no place for the manual laborers, retirees and artists that have given Lyons its character.Carmel Ross, 66, an artist and caretaker for the elderly, thought about the town's future amid the splintered trailers that now surround the mobile home she rents for $430 a month."Who rebuilds a trailer park?" she asked, laughing through tears. "Lyons is going to become a different story now. It's a loss of a way of life. The things could always be bought again, but there will no longer be any low-income housing in this town."Former Mayor Tim Combs said the new Lyons might look more like Aspen, a tony, celebrity refuge that began as a working class hamlet."It's going to upgrade the town. We're going to see nicer houses replace a house that wasn't so nice," he said. "Lyons is surrounded by protected open space, so there will be no place for the poor people to go."Up the hill from the mobile home parks, beautiful homes sit essentially untouched, their soggy lawns the only evidence of the disaster that's crippled the region and re-routed its waterways. Some residents are planning to stay in these homes until the roads reopen.Among them is David Tiller, a bluegrass musician who believes the home he owns will be condemned. He said he feels lucky to have a sturdy support system, and friends with guest rooms, especially when he thinks of his neighbors taking refuge in churches."We have so many friends that are offering us places. We have an amazing community — it's almost overwhelming," he said.Lyons residents were told at a town meeting Thursday that it might take officials six months to restore drinking water and working sewage.Robb, a caterer, and her husband, who installs wood floods, said that even if they could find a new rental in Lyons, they cannot afford to crash around for that long. For Robb, the realization that she could not go home dawned slowly in the hectic days after the flood."It's really a second blow to a lot of people that live there," she said.Residents of the even more remote community of Jamestown have been told it could be a year before they can return.When helicopter rescuers took Jamestown resident Meagan Harrington and her husband to a makeshift shelter in Boulder with no running water, they did not have to follow their neighbors inside and look for a bed.Instead, the couple sat in front of the school waiting for their ride. A college friend of Harrington's in Boulder had offered them a guest room."We've got it made compared to other people in Jamestown," said Harrington, an industrial hygienist.Ross, who spent the days after the flood dragging out her muddy carpet singlehandedly while other flooded residents called private cleaning services, is unsure where she will go after the shelters close. vatican insider staff Rome Thousands of Christians and other civilians across Pakistan are rallying against yesterday’s kamikaze attacks on All Saints Church in Peshawar, which left 81 people dead and at least 145 injured. Protests are taking place in Karachi, Islamabad, Faisalabad, Hyderabad, Peshawar, Noweshera and other cities, Geo News reports.Demonstrators have been protesting in various parts of the city of Karachi, where all missionary schools and colleges remain closed for a three-day period of national mourning announced by the city’s authorities.Demonstrations are also taking place in various parts of Peshawar too, including in front of the provincial Assembly. Members of the Christian community in Hyderabad burnt car tyres and blocked traffic, lobbing stones against cars. They are calling for those responsible for the attacks to be brought to justice.Geo News reported that “in Tando Muhammad Khan and Jamshoro, protests were held outside the press club.” In Faisabad, a sit-in is blocking traffic. Christians have also held protests in Bahawalpur, Gujranwala, Sahiwal, Mandi Bahuddin and Hafizabad.The Bishops’ Conference of Pakistan (PCBC) has issued a communiqué signed by President Mgr. Joseph Coutts, Archbishop of Karachi, firmly condemning what it defined as a shameful and cowardly attack. An attack against innocent men, women and children.AsiaNews reported that the prelate also announced the closure of all Christian educational institutions between 23 and 25 September “as a sign of mourning and protest." Mgr. Coutts called for "special prayers" for "those who have been martyred and wounded", while launching an appeal to the whole Christian community to "remain calm and avoid violent acts".He addressed the government asking it to "take all necessary measures to catch the perpetrators," and urgent measures to "protect the places of worship of religious minorities” against attacks that have reached "alarming proportions”.Other Christian and religious leaders also expressed their solidarity. The Bishop of Islamabad/ Rawalpindi Mgr. Rufin Anthony spoke of "a terrible event “for a country "plagued by terrorism".
"Minorities are living in conditions of insecurity because of government policies,” the prelate added, inviting Christians "to protest in a peaceful manner and not cause incidents" at a time when "maximum unity is required”. Yesterday Paul Bhatti announced that today, activists from the All Pakistan Minorities Alliance (APMA) will hold a mass (but peaceful) demonstration in Islamabad. Maulana Tahir Ashrafi, chairman of the Ulema Council, also expressed his condolences and underlined his support for “our Christian brothers and sisters"."It is shameful that the government fails to protect minorities in Pakistan," the Constitution provides "the protection of their rights." "We ask that minorities are protected,” the prelate said. Fr. Chand Gill, a priest in Peshawar, whose parish is located not far from the area of the attack speaks of a "devastating" scene. "The wave of violence and terrorism - he adds - is unstoppable".

Benedict XVI gives prominent mathematician Piergiorgio Odifreddi a slap on the wrist in a letter published by Italian newspaper “La Repubblica”

Marco Tosatti Rome After Francis’ letter to Eugenio Scalfari, the founder of La Repubblica newspaper, it’s now Benedict XVI’s turn to send one. Ratzinger has written a letter to mathematician, media buff and religion critic, Piergiorgio Odifreddi. Odifreddi, who is particularly critical of the Catholic faith, wrote the book “Caro Papa ti scrivo” (“A word to you dear Pope”) in response to Ratzinger’s work “Introduction to Christianity”.
Now Benedict XVI has replied to him. His letter was too long for La Repubblica newspaper to publish in full but will feature in a new book by Odifreddi, who must be pretty happy to be publishing what he defined as “a one-off in the history of the Church: a dialogue between a theologian Pope and an atheist mathematician.”“Church, do not keep silent about evils but let faith leave a trail of light.” This phrase sums up Ratzinger’s rich and profound theological thinking.Odifreddi intended “Caro papa ti scrivo” as a “satanic introduction to atheism”. The mathematician, who has appared on numerous television talk shows sais he was surprised to receive a reply from Benedict XVI, in which he “expressed gratitude for my faithful treatment of his book. This is all one could have hoped for and more in a world where we are used to expecting the bare minimum.”In the Pope Emeritus’ 11-page-long letter he says he “found some parts [of Odifreddi’s book] enjoyable and useful. But I was shocked by how aggressive and thoughtless some of the arguments are”. First of all, Ratzinger rebutted Odifreddi’s claim that theology is science fiction.  “Science fiction is present in many sciences,” Benedict XVI said, giving some examples: “The great Jacques Monod used certain phrases in his work which he must have added, purely as science fiction. “Tetrapod vertebrates exist… because a primitive fish “chose” to explore the earth but was only able to move around by hopping around clumsily, thus modifying its behaviour. It was this selective pressure that apparently gave tetrapods such robust limbs. The running speeds of certain descendants of this bold explorer, this Magellan of evolution, can exceed 70 Km per hour.”Benedict XVI reacted strongly to Odifreddi’s comments regarding child sex abuse in the Church. “I have never tried to cover these things up. The fact that evil is able to penetrate so deeply into the interior world of faith, is a cause of great suffering to us. On the one hand we must bear this suffering but on the other we need to do all that we can to prevent such incidents from occurring again. It of no comfort to hear from sociologists that the percentage of priests guilty of such crimes is no higher than the figures registered in other similar professions. But this deviant behaviour should not be ostensibly presented as a filthy crime that only exists in the Catholic Church. Most importantly, although it is right to expose evil in the Church, one must not turn a blind eye to “the shining ray of goodness and purity that the Christian faith has brought light to the world over the centuries … It is as true today as it was yesterday that faith inspires unselfish love, service to others, sincerity and justice.”But what Odifreddi got a real slap on the wrist for, was his comments regarding history. “The remarks you make about Jesus are not worthy of your scientific standing. Presenting Jesus as if we knew nothing about Him and as though nothing certain could be said about his status as a historical figure, I can only advise you and strongly so, to be a little bit more thorough in your historical research. I especially recommend you to read the four volume work co-written by Martin Hengel (an exegete of the Faculty of Protestant theology at Tübingen university) and Maria Schwemer: it is an excellent example of historical precision and extensive historical information. In comparison to this, your comments about Jesus appear rash and should not be repeated.” Although Ratzinger admitted that the critical interpretation was lacking in parts, he firmly rejected Odifreddi’s accusation that he (Ratzinger) had apparently presented the historical and critical exegesis as an instrument of the antichrist. “By talking about Jesus’ temptations I was merely referring to Soloviev’s theory, according to which historical and critical interpretation can also be used by the antichrist – this is an indisputable fact.”
Ratzinger ends his letter by asking some questions rather than answering them. “If you want to replace God with “Nature”, the question remains as to who or what this nature is. At no point do you provide a definition of it. This makes it seem like some irrational divinity  which does not explain anything.” “I would like to point out, however, that in your religion of mathematics, there are three elements of human existence which you do not discuss: freedom, love and evil. I am amazed to see that you have completely left freedom out, when it is a core value of our modern age.” There is no mention of love or evil in Odifreddi’s book either. “No matter what neurobiology may or may not say about freedom, it plays a determining role in the real drama of human history and must be taken into consideration. But your mathematical religion offers no information about evil. Any religion that ignores these fundamental questions is empty.”This is the second time Benedict XVI has made an intervention since retiring from the public scene. He has otherwise kept his promise to stay out of the spotlight, living out a quiet retirement in a Vatican monastery.

On Tuesday, after a 7.7-magnitude earthquake rocked western Pakistan, a "crowd of bewildered people" gathered to stare at an island rising 60 feet out of the Arabian Sea, according to Reuters.Witnesses claim that the mountainous island, located 600 yards off the country's Gwadar coastline, is brand-new.The earthquake could reportedly be felt in Karachi, hundreds of miles away from its epicenter in Baluchistan, which borders Iran and Afghanistan. So far, 45 people have died as a result of the temblor, with more feared trapped in the rubble.As rescue workers continue to stream into the area, scientists are trying to figure out what caused the new land mass to appear. It's not rare for a big earthquake to create an island — just not the kind of earthquake that hit Pakistan today.Islands normally form after thrust earthquakes, like the 9.1-magnitude monster that caused the Indian Ocean tsunami in 2004."You have one piece of crust being pushed underneath another piece of crust," explained John Bellini, a geophysicist at the U.S. Geological Survey (USGS). "They lock for awhile, and when the earthquake occurs, the lock is broken, and part of the crust thrusts upwards."The Indian Ocean earthquake pushed several low-lying areas above the surface of the ocean near the Andaman Islands, although none of them were big enough to warrant a name.However, the earthquake that hit Baluchistan today "is very different," Bellini said. The fault there is slightly tilted, as opposed to vertical. Called an oblique strike-slip fault, it is similar to the San Andreas fault that runs up California."Imagine you had two blocks of wood and you slid them past each other," said Bellini.
As for how it could have created a new island, he said, "I don't know how it would have done that."
Still, the existence of the island was confirmed by Zahid Rafi, principal seismologist for Pakistan's National Seismic Monitoring Center, according to CNN. Officials there are still investigating how the island might have formed and whether it was related to the earthquake.New islands, overall, aren't a rare phenomenon. Erosion, glacial retreat, and volcanoes create them all the time. One of the latest to make headlines was a 2,000-foot-wide island that popped up off the coast of Yemen in late December 2011 after a volcano erupted under the Red Sea.

What to Watch at the 2013 UN General Assembly

NEW YORK CITY -- President Barack Obama kicks off the 68th session of the U.N. General Assembly here with a speech Tuesday morning that emphasizes the continuing challenges in the Middle East and North Africa, and the need for the international community to stand up to the use of chemical weapons by Syrian President Bashar al-Assad, the White House said.The Syrian civil war, which has raged for two-and-a-half years, has left more than 100,000 people dead. A chemical attack near Damascus on Aug. 21 prompted the United States to threaten limited military action, and then work out an agreement with Russia on a plan to contain and destroy Syria's chemical weapon stockpiles. (Read more about the agreement.).The United States is seeking a U.N. Security Council resolution that says the Assad regime must undertake a process to get rid of its chemical weapons that's verifiable and transparent, said deputy national security adviser Ben Rhodes in a conference call with reporters on Friday. The resolution would be pursued under Chapter 7 of the U.N. charter. Since Russia opposes the use of military action in Syria, the resolution would say if Syria doesn't comply, there will be consequences, and it allows allies to pursue the option of sanctions against the Assad regime, Rhodes said.Iranian President Hassan Rouhani, who also speaks Tuesday, is making his debut trip to the United Nations. President Obama has exchanged letters with Rouhani but has no plans to meet with him either formally or informally at the assembly, said Rhodes. Rouhani has made overtures about engaging on the nuclear issue, but Rhodes said the Obama administration has always made judgments about the Iranian regime based on actions, not words.A nuclear-armed Iran is unacceptable and all options are on the table to prevent it, Rhodes reiterated. But he said the president feels there is still room to negotiate a solution, and that the P5+1 -- a group of nations composed of the five permanent members of the U.N. Security Council plus Germany -- is the best forum to do it.President Obama plans to meet with Palestinian Authority President Mahmoud Abbas, which would be their first meeting since Palestinians and Israelis returned to direct negotiations. Mr. Obama will host Israeli Prime Minister Benjamin Netanyahu at the White House on Sept. 30.President Obama's other one-on-one meetings at the U.N. General Assembly are with Lebanese President Michel Suleiman to discuss refugee challenges brought by the fighting in Syria, and with Nigerian President Goodluck Jonathan about regional security, the Boko Haram insurgency and the potential for investment in Nigeria, said Rhodes.

HIGHLIGHTS I PICKED OUT FROM OBAMAS SPEECH

PRESIDENT OBAMA: Mr. President, Mr. Secretary General, fellow delegates, ladies and gentlemen, each year we come together to reaffirm the founding vision of this institution. For most of recorded history, individual aspirations were subject to the whims of tyrants and empires and divisions of race and religion and tribe were settled through the sword and the clash of armies.The idea that nations and peoples could come together in peace to solve their disputes and advance a common prosperity seemed unimaginable. It took the awful carnage of two world wars to shift our thinking.The leaders who built the United Nations were not naive. They did not think this body could eradicate all wars. But in the wake of millions dead and (inaudible) rubble, and with the development of nuclear weapons that could annihilate a planet, they understand that humanity could not survive the course it was on.And so, they gave us this institution, believing that it could allow us to resolve conflicts, enforce rules of behavior and build habits of cooperation that would grow stronger over time.For decades, the United Nations has, in fact, made a difference from helping to eradicate disease to educating children to brokering peace. But like every generation of leaders, we face new and profound challenges, and this body continues to be tested. The question is whether we possess the wisdom and the courage as nation states and members of an international community to squarely meet those challenges, whether the United Nations can meet the test of our time.And for much of my tenure as president, some of our most urgent challenges have involved around an increasingly integrated global economy and our efforts to recover from the worst economic crisis of our lifetime.

Today, I want to outline where the United States of America stands on these issues.With respect to Syria, we believe that as a starting point the international community must enforce the ban on chemical weapons.The ban against the use of chemical weapons, even in war, has been agreed to by 98 percent of humanity. It is strengthened by the searing memories of soldiers suffocated in the trenches, Jews slaughtered in gas chambers,Iranians poisoned in the many tens of thousands.The Syrian government took a first step by giving an accounting of its stockpiles. Now, there must be a strong Security Council resolution to verify that the Assad regime is keeping its commitments. And there must be consequences if they fail to do so. If we cannot agree even on this, then it will show that the United Nations is incapable of enforcing the most basic of international laws.On the other hand, if we succeed, it will send a powerful message that the use of chemical weapons has no place in the 21st century and that this body means what it says. Our agreement on chemical weapons should energize a larger diplomatic effort to reach a political settlement within Syria.I do not believe that military action by those within Syria or by external powers can achieve a lasting peace. Nor do I believe that America or any nation should determine who will lead Syria. That is for the Syrian people to decide.
It’s time for Russia and Iran to realize that insisting on Assad’s rule will lead directly to the outcome that they fear: An increasingly violent space for extremists to operate.

So let me take this opportunity to outline what has been U.S. policy toward the Middle East and North Africa and what will be my policy during the remainder of my presidents (sic). The United States of America is prepared to use all elements of our power, including military force, to secure our core interests in the region. We will confront external aggression against our allies and partners, as we did in the Gulf War.
We will ensure the free flow of energy from the region to the world. Although America is steadily reducing our own dependence on imported oil, the world still depends on the region’s energy supply and a severe disruption could destabilize the entire global economy.We will dismantle terrorist networks that threaten our people. Wherever possible, we will build the capacity of our partners, respect the sovereignty of nations, and work to address the root causes of terror. But when it’s necessary, defend the United States against terrorist attack, we will take direct action.And finally, we will not tolerate the development or use of weapons of mass destruction. Just as we consider the use of chemical weapons in Syria to be a threat to our own national security, we reject the development of nuclear weapons that could trigger a nuclear arms race in the region and undermine the global nonproliferation regime.Since I took office, I’ve made it clear in letters to the supreme leader in Iran and more recently to President Rouhani that America prefers to resolve our concerns over Iran’s nuclear program peacefully -- although we are determined to prevent Iran from developing a nuclear weapon.We are not seeking regime change, and we respect the right of the Iranian people to access peaceful nuclear energy.And this not -- is not simply an issue between the United States and Iran. The world has seen Iran evade its responsibilities in the past and has an abiding interest in making sure that Iran meets its obligations in the future.But I want to be clear. We are encouraged that President Rouhani received from the Iranian people a mandate to pursue a more moderate course, and given President Rouhani’s stated commitment to reach an agreement, I am directing John Kerry to pursue this effort with the Iranian government in close cooperation with the European Union, the United Kingdom, France, Germany, Russia and China.

We are also determined the resolve a conflict that goes back even further than our differences with Iran, and that is the conflict between Palestinians and Israelis.I’ve made it clear that the United States will never compromise our commitment to Israel’s security, nor our support for its existence as a Jewish state.Earlier this year, in Jerusalem, I was inspired by young Israelis who stood up for the belief that peace was necessary, just and possible. And I believe there’s a growing recognition within Israel that the occupation of the West Bank is tearing at the democratic fabric of the Jewish state.But, the children of Israel have the right to live in a world where the nations assembled in this body fully recognize their country, and where we unequivocally reject those who fire rockets at their homes or incite others to hate them.Likewise, the United States remains committed to the belief that the Palestinian people have a right to live with security and dignity in their own sovereign state.On the same trip, I had the opportunity to meet with young Palestinians in Ramallah, whose ambition and incredible potential are matched by the pain they feel and having no firm place in the community of nations.They are understandably cynical that real progress will ever be made, and they’re frustrated by their families enduring the daily indignity of occupation. But they, too, recognize that two states is the only real path to peace. Because just as the Palestinian people must not be displaced, the state of Israel is here to stay.
So the time is now ripe for the entire international community to get behind the pursuit of peace. Already, Israeli and Palestinian leaders have demonstrated a willingness to take significant political risks. President Abbas has put aside efforts to shortcut the pursuit of peace and come to the negotiating table. Prime Minister Netanyahu has released Palestinian prisoners and reaffirmed his commitment to a Palestinian state. Current talks are focused on final status issues of borders and security, refugees and Jerusalem.So now the rest of us must be willing to take risks as well. Friends of Israel, including the United States, must recognize that Israel’s security as a Jewish and democratic state depend on the realization of a Palestinian state. And we should say so clearly. Arab states and those who support the Palestinians must recognize that stability will only be served through a two-state solution and a secure Israel.All of us must recognize that peace will be a powerful tool to defeat extremists throughout the region and embolden those who are prepared to build a better future. Quake kills 45 in Pakistan, creates new island in sea

(Reuters) - A major earthquake hit a remote part of western Pakistan on Tuesday, killing at least 45 people and prompting a new island to rise from the sea just off the country's southern coast.Tremors were felt as far away as the Indian capital of New Delhi, hundreds of miles (kilometers) to the east, where buildings shook, as well as the sprawling port city of Karachi in Pakistan.The United States Geological Survey said the 7.8 magnitude quake struck 145 miles southeast of Dalbandin in Pakistan's quake-prone province of Baluchistan, which borders Iran.The earthquake was so powerful that it caused the seabed to rise and create a small, mountain-like island about 600 meters (yards) off Pakistan's Gwadar coastline in the Arabian Sea.Television channels showed images of a stretch of rocky terrain rising above the sea level, with a crowd of bewildered people gathering on the shore to witness the rare phenomenon.Officials said scores of mud houses were destroyed by aftershocks in the thinly populated mountainous area near the quake epicenter in Baluchistan, a huge barren province of deserts and rugged mountains.Abdul Qadoos, deputy speaker of the Baluchistan assembly, told Reuters that at least 30 percent of houses in the impoverished Awaran district had caved in.The local deputy commissioner in Awaran, Abdul Rasheed Gogazai, and the spokesman of Pakistan's Frontier Corps involved in the rescue effort said at least 45 people had been killed.In the regional capital of Quetta, officials said some areas appeared to be badly damaged but it was hard to assess the impact quickly because the locations were so remote.Chief secretary Babar Yaqoob said earlier that 25 people had been injured and that the death toll was expected to increase as many people appeared to be trapped inside their collapsed homes.Local television reported that helicopters carrying relief supplies had been dispatched to the affected area. Up to 40 people have been killed in an earthquake measuring 7.8 which struck southwest Pakistan on Tuesday. Tremors were felt across the region and as far as New Delhi, with the disaster creating a 'new island' in its wake.

The US Geological Survey has measured the quake at 7.8 magnitude after it struck Balochistan, just 69 km north-northeast of Awaran, the nearest city. A “RED” alert was issued by the agency meaning estimated fatalities of over 1,000 and damages costing over $1 billion. Around 40 deaths have already been reported. However, the number could still grow and current reports remain conflicted as to the current toll. Citing Pakistani officials, Al Jazeera places the number at 45, while AP states that there have been 39 fatalities as a result of the disaster.
At least 30 percent of houses in the impoverished Awaran district have been destroyed, Abdul Qadoos, deputy speaker of the Baluchistan assembly, told Reuters.Roofs of two schools have collapsed in Awaran, according to Pakistan’s English-language daily The Express Tribune. The paper said that houses have been damaged across the province while the injured are in the process of being escorted to nearby hospitals. This is yet to be officially confirmed.The earthquake also created a new island off Pakistan's Gwadar coastline, according to local paper Express News. The island stands approximately half a mile into the sea. A crowd reportedly gathered to observe the new island, which apparently has a mountainous terrain.
The quake's epicenter was in a remote area of the country at a depth of just 15km (9.3mi), but was felt as far away as neighboring India. Pakistan's Geo TV said that the earthquake, which struck at 4:29 pm local time, lasted for about two minutes.Pakistani Met office officials say that major damage and loss of life has been averted because of the earthquake’s location in such a remote area. However, they have also forecast impending aftershocks of up to 5 in magnitude on the Richter scale.
In India's New Delhi, buildings shook sending people running into the streets, Reuters witnesses said.
However, there are 337,980 people within 100km of the epicenter who could potentially be affected, according to the Global Disaster Alert and coordination System (GDACS).In April this year a 7.9 magnitude earthquake struck the Iran-Pakistan border killing 46 people and injuring some 180 others. Houses collapsed in the disaster, causing people to flee to the streets out of fear.

MANILA, Philippines (AP) — Torrential monsoon rains hit the northwestern Philippines on Monday, triggering landslides and killing 20 people in areas already weakened by a powerful typhoon, and raising the death toll to 47 from storms across Asia.Philippine officials said soldiers and villagers were also searching for at least seven people missing in mountainside villages hit by the landslides Monday in the province of Zambales.In China, where Typhoon Usagi struck after passing by the Philippines, officials said the storm killed 25 people in the southern province of Guangdong, 13 of them in the city of Shanwei where it struck the coast late Sunday.The other deaths came when two people drowned when a passenger boat capsized in northeastern Aurora province in the Philippines.Subic Mayor Jeffrey Khonghun said 15 bodies were dug out in two landslide-hit villages in his town. Five people also died in landslides in two other towns in Zambales, according to army officials and police.Rescuers used their hands, pots and shovels to dig through the muck that buried a cluster of houses while relatives of two other missing residents waited in the rain in the village of Wawandue."This is the first after a long time that we were hit by this kind of deluge," Khonghun told Manila's DZBB radio network. He had to stop the interview after another body was pulled out from a muddy heap near him.Typhoon Usagi enhanced the torrential monsoon rains that drenched the main northern Philippine region of Luzon over the weekend. The powerful typhoon blew away late Saturday and a new tropical storm off southern Japan was continuing to intensify the downpours in Luzon, government forecaster Samuel Duran said.Many low-lying areas of the Philippine capital, Manila, and outlying regions were swamped Monday, prompting authorities to cancel classes and office work.In Hong Kong, flight schedules were returning to normal Monday after major disruptions from Usagi, which was the season's strongest storm at its peak. Typhoon blows into China, kills 33 people in Asia

BEIJING (AP) — A powerful typhoon that slammed into southern China with winds that blew cars off the road has caused more deaths, bringing the toll in Asia to at least 33 on Monday.Typhoon Usagi, which was the season's strongest storm at its peak, forced hundreds of flight cancellations and shut down shipping and train lines before weakening to a tropical depression over the southern Chinese province of Guangdong on Monday.China said 25 deaths occurred in Guangdong, where the typhoon made landfall late Sunday near Shanwei with record sustained winds for the city of 175 kilometers (109 miles) per hour.On Saturday the storm had been a super typhoon when it passed between Taiwan and the Philippines, sparing both of them the brunt of the winds. However, Philippine officials said eight people were dead from drowning and landslides, and Taiwan authorities reported nine people hurt by falling trees.The storm wreaked havoc on travel plans just as many passengers were returning home after an extended weekend for the Chinese mid-autumn festival.More than 250 incoming and outgoing flights were canceled in Hong Kong, and an additional 200 were delayed, Airport Authority Hong Kong said. Intercity trains including the high-speed rail to Beijing, Shenzhen and Hong Kong were suspended until Tuesday, the official Xinhua news agency reported.At least 13 of the 25 victims in China were killed in worst-hit Shanwei city, where winds blew cars off the road near a gas station and houses were toppled, Xinhua said. In the Philippines, parts of the capital remained submerged Monday and classes were cancelled. The landslide deaths occurred in two villages in Zambales province west of Manila, Subic town mayor Jeffrey Khonghun said Monday. Climate change is a complex subject. The 'facts' about it must be stated precisely.Does interpreting the Quran according to the spirit of our time mean that truth has no universal quality, but instead a temporary one?

PRECISION ON CLIMATE CHANGE FIGURES
The Prime Numbers column of the Sept. 2 issue included a factoid sourced to Reuters stating that the researchers for the Intergovernmental Panel on Climate Change are 95 percent certain that "half of Earth's global warming is caused by human emission of greenhouse gases." This is a rather casual generalization, since there is no time frame given for "Earth's global warming" over which the factor of one-half is calculated.
I suspect that the time frame implied is the last century or so, with an average global temperature rise of about 1.5 to 2 degrees F., and it is certainly plausible that half of that rise can be traced to human activity. However, this is not the whole story: Earth has gone through multiple warming and cooling cycles over geologic time scales. The warming phase of the latest cycle started about 20,000 years ago. Based upon Antarctic ice-core data, the temperature rise between that time and the present is about 15 degrees F.
The same data also indicate that the temperature rise in the Antarctic over the past 200 years (roughly corresponding to the start of the Industrial Revolution) is about 0.5 degrees F. Thus, over the full geologic warming cycle, only about 3 percent of the Antarctic temperature rise occurs during the period of large-scale human burning of fossil fuels. INTERPRETING TRUTH IN THE QURAN
I read Emran El-Badawi's Sept. 2 commentary "Muslims should welcome fresh take on prophet's sayings" with great interest.In praising a new seven-volume revision of the Muslim Hadith, Mr. El-Badawi seems to say that sharia (Islamic law) and the Quran should not be taken literally but should be interpreted according to the values of modern society. Does this mean that we should interpret the Quran according to the spirit of our time? And does this mean that truth has no universal quality, but instead a temporary one? Angelo A. MCLEAN, Va. – The son of a devout Islamic leader who converted to Christianity in 1982 listed ten points he believes everyone should know about Islam in order to better understand who Muslims are and how to reach them.mir Caner, who is now dean of The College at Southwestern in Fort Worth, Texas, spoke to a crowd of evangelical Christians at McLean Bible Church recently during an apologetics conference attended by some 1,400 people.The first point he emphasized was that Allah and Jehovah are not the same God. Caner said that if one did not believe in Jesus as the living God then it is impossible to say they are the same God. However, Christians must be clear that Muslims believe in Jesus, although not the same exact Jesus of the Bible, and be direct and unabashed about their faith when they witness to Muslims, referencing the account of Elijah’s challenge to the prophets of Baal in 1 Kings 18.Caner clarified that although Jesus is acknowledged in the Koran, Islam has a low views of Jesus. Jesus is portrayed as only human, not as the savior. Also, Jesus according to Islam never died on the cross but was replaced by someone before he was crucified.“They want to demonstrate the absolute, overarching emphasis of Jesus – He is only human,” said Caner after referring to a passage in the Koran about Jesus’ birth. “He is not God. He is not the redeemer. He is not Savior. He is not Lord. He is a messenger, a prophet – virgin-born, mind you.”The former Muslim, who was disowned by his father when he converted, pointed out that Islam is the most work-based religion in the world. He explains that even if a Muslim worked hard to do good deeds, he can only “hope” that Allah will like him and allow him to go to paradise when he dies - but there are no guarantees.“If you are good enough and Allah wants you then you go to paradise,” said Caner. “Here is the question – what about all the bad things that happened in your life? You see the Muslims believe that you and I have cheap faith, that somehow we just say ‘Jesus is savior’ and we go about it in our lives like nothing happened.”“[However], it is only Christianity that understands that every sin must be atoned for…either by the person himself or by Jesus Christ on the cross.”The last point Caner made was many Muslims are coming to Christ and the number one reason why is because of eternal security. He explained that in Islam, even though a person strives to do good and please Allah, there is no guarantee. Also Muslims are attracted by the unconditional love and intimacy with God offered in Christianity.“Hear me very carefully – the more you have to work for your salvation, the more hopeless you are,” said the former Muslim.
