Francis' appeal at today's Angelus: “No more war"

During today's Angelus the Pope sent out a desperate appeal for peace in Syria, condemning the use of chemical weapons and calling for a day of prayer and fasting on 7 September

Faithful welcomed his cry for peace as a liberation as everyone's thoughts turned to Syria. “Violence never brings peace: war brings war, violence leads to more violence,” the Pope said, inviting those involved in the Syrian conflict “not to become closed in guarding their own interests” but “to be courageous and determined to try and find a middle ground and negotiate, overcoming blind conflict.” I especially condemn the use of chemical weapons: I still have some terrible images imprinted in my mind,” Bergoglio said. “God and history judge our actions and we cannot escape this judgement.”In his appeal for peace in Syria and the Middle East, the Pope expressed his deep concern for the situation there: “The many conflicts that exist in the world today, cause me great concern and suffering,” Francis said. “But in recent days I really have been deeply hurt by what has been going on in Syria and distressed by the developments which are being forecast. I would like to send out a strong appeal for peace. Great explosions of joy alternated with moments of silence and prayer spread across the crowd of faithful which started pouring into the Square early this morning. The dialogue that exists between Francis and his faithful is frank and does not follow protocol: there is a special kind of understanding between the Pope from the “other side of the world” and a crowd which relates to his direct and meaningful language. “Each word Francis utters reaches people's hearts,” said 36-year old Alessio Angelini who came to Rome on a parish pilgrimage this Friday. “Let us hope the world's leaders will listen to the Pope's appeal for peace. Reports in Israeli media quoted senior Israeli officials as saying the Obama called Netanyahu on Saturday, some four hours before he appeared on national TV in the US to announce that he was holding back on taking action against Syria until Congress discussed what the appropriate actions should be.Obama had spoken with other world leaders in recent days about what the U.S. was planning, but both the U.S. and Israel kept details of the calls under wraps. Neither government would confirm that the call took place, telling Israeli reporters that they had no comment when asked about the matter.The officials quoted in the report said that Netanyahu and Obama also discussed possible steps either country might take regarding Syria. Several weeks ago, U.S. officials promised Israel that they would give Israel at least several hours' notice before attacking Syria.Earlier, Netanyahu said at Sunday's cabinet meeting that Israel would respond if it was forced to. Israel, he said, was prepared for "every possible scenario" in neighboring Syria after US President Barack Obama postponed a threatened missile strike. The chairman of the Yisrael Beytenu faction, MK Avigdor Lieberman, had some motivational words for his faction's members Sunday, in an attempt to defuse tensions regarding the uncertain situation in Syria.
"There is no other country that has to deal with security challenges like the ones Israel deals with,” he said, but added: “Moses brought us here and we won't budge.”Lieberman said that there is no justification for panic or for long lines at gas mask distribution centers."The entire Syrian civil war didn't begin because of Israel and I do not recommmend that anyone drag us in,” he said. “We have no reason to be dragged in and I recommmend not to try us.”Lieberman, who is also the head of the Knesset's Foreign Affairs and Security Committee, stung Western countries that spend too much time trying to change things in Israel, but stand aside as the carnage in Syria reaches huge proportions. “100 thousand people were slaughtered in Syria and the world talks. And on the other side of the Arab world, Iran is taking advantage of the situation, increasing terrorism and carrying on with its nuclear program.”"We don't need a babysitter,” he said, regarding relations with the Palestinian Authority (PA). “Let us take care of this matter on our own. The involvement [of others] only pushes a solution further away. Israel is “calm and confident” in the face of regional turmoil, Prime Minister Benjamin Netanyahu said on Sunday at the weekly cabinet meeting.Speaking hours after US President Barack Obama delayed a military strike at Syria pending a Congressional vote, Netanyahu declared that “Israel is calm and confident. Our citizens know that we are well prepared for any circumstance.”He added: “The citizens also should be aware that our enemies have very good reasons not to test our strength and might. They know why.”Netanyahu also slammed Housing Minister Uri Ariel for attacking Obama’s decision to seek Congressional approval for a military strike at the Assad regime. Personal attacks on Obama, Netanyahu said, “harm Israel’s security interests.”

Arab League foreign ministers on Sunday night urged for UN-backed “deterrent” action in Syria over the Bashar Assad regime’s alleged use of chemical weapons last month in an incident the US says killed 1,429 people.The Arab League discussed the ongoing Syria crisis in a series of closed-door meetings in Cairo.

“The United Nations and the international community are called upon to assume their responsibilities in line with the UN Charter and international law by taking the necessary deterrent measures against the culprits of this crime that the Syrian regime bears responsibility for,” the ministers said in a statement following their session.Those responsible should face trial as “war criminals,” they added.“Firstly, greatly condemning this horrific crime that has been committed by the use of chemical weapons, which are globally forbidden in an excessive consternation of humanitarian morals and international law,” said Arab League senior official, Nassif Hitti.“Secondly, putting full responsibility of such horrendous attacks on the Syrian regime, and demanding the punishment and prosecution of all those involved in such a crime to international tribunals to be tried in equality with those convicted of war crimes.”Earlier, the Saudi foreign minister, Saud al-Faisal, and Ahmed Aljarba, head of the Syrian National Council (SNC), the coalition of Syrian opposition groups, urged the League to back military intervention in Syria.“I am here before you today to appeal to your brotherly and humanitarian sentiments and ask you to back the international operation against the destructive war machine,” Aljarba said.Egypt, Iraq, Lebanon, Tunisia and Algeria voiced their opposition to foreign military intervention.The Arab League session on Syria, originally scheduled for Tuesday, was brought forward to Sunday “in light of rapid developments in the Syria situation and based on the request of several Arab states,” according to Ahmed Ben Helli, Arab League deputy chief.The 22-member organization is viewed by the US government as an ally in case of an attack on Syria. Israel wants to believe the US will yet intervene to stop Assad’s use of chemical weapons, undoing some of the damage caused by the president’s zigzag. For the leadership here, the alternative is too awful to contemplate

The Israeli political and security leadership is privately horrified by President Barack Obama’s 11th-hour turnaround on striking Syria — a decision he took alone, after he had sent his Secretary of State John Kerry to speak out passionately and urgently in favor of military action. It is now fearful that, in the end, domestic politics or global diplomacy will ultimately lead the US to hold its fire altogether.It is worried, furthermore, at the ever-deeper perception of Obama’s America in the Middle East as weak, hesitant and confused — most especially in the view of the region’s most radical forces, notably including Bashar Assad, Hezbollah, and Iran.And it is profoundly concerned that the president has set a precedent, in seeking an authorization from Congress that he had no legal requirement to seek — and that Congress was not loudly demanding — that may complicate, delay or even rule out credible action to thwart a challenge that dwarfs Assad’s chemical weapons capability: Iran’s drive to nuclear weapons.Israel’s Channel 2 reported Sunday night that, once Obama had zigzagged to his decision not to strike for now, the White House contacted Israel’s leadership to convey the news. The goal, successfully achieved, was to ensure that there would be no avalanche of publicly aired criticism of the president by Prime Minister Benjamin Netanyahu and his ministers. Only the hawkish minister of housing, Uri Ariel, defied the prime minister’s restraining order, complaining bitterly in an Army Radio interview Sunday morning that Assad was a cowardly murderer “who needs to be taken care of, already.” Ariel thus earned himself a dressing-down by Netanyahu, who told him at the Cabinet table that personally attacking the president of the United States did not serve Israel’s “security interests.”

But privately, Israel’s silently appalled political and security leaderships have no doubt that Obama’s last-minute change of heart harms Israel’s security interests far more critically than any marginal minister’s inconvenient outburst possibly could.Kerry and Defense Secretary Chuck Hagel are reported to have briefed Israel’s leaders to the effect that Obama’s firm intention remains to strike back at Assad for what Kerry said Friday was the carefully planned August 21 use of chemical weapons to kill over 1,400 of his own Syrian people.The Israeli leadership wants to believe that this is the case. The notion that the US would turn its back on the toxic crimes of a murderous dictator, whom Kerry bracketed Sunday with Adolf Hitler and Saddam Hussein, is too dire to consider in an Israel facing more than one hostile regime relentlessly seeking to exploit any military and moral weakness in order to expedite the Jewish state’s demise.Though dutifully silent in public, Jerusalem has quickly internalized the damage already done — by the sight of an uncertain president, all too plainly wary of grappling with a regime that has gradually escalated its use of poison gas to mass murder its own people; a regime, moreover, that can do relatively little damage to the United States, and whose threats Israel’s leadership and most of its people were taking in their stride.

At the very least, Obama has given Assad more time to ensure that any eventual strike causes a minimum of damage, and to claim initial victory in facing down the United States. At the very least, too, Obama has led the Iranians to believe that presidential promises to prevent them attaining nuclear weapons need not necessarily be taken at face value.If a formidable strike does ultimately come, some of that damage can yet be undone, the Israeli leadership believes. American military intervention can yet be significant — in deterring Assad from ongoing use of chemical weapons, and bolstering American influence and credibility in the region.But if Russia’s President Vladimir Putin, who will be hosting the G20 later this week, inserts himself into the equation, and Obama is distracted by endless machinations ostensibly designed to see Assad stripped of his chemical weapons, machinations that ultimately are sure to lead nowhere, the damage will only deepen. If there is no strike, the United States — hitherto Israel’s only dependable military ally — will be definitively perceived in these parts as a paper tiger, with dire implications for its regional interests. And for Israel.Jerusalem is worried, too, of a direct line between requesting Congressional approval for military action against Syria — a relatively straightforward target — and feeling compelled to honor the precedent, should the imperative arise, by requesting Congressional approval for military action against Iran — a far more potent enemy, where legislators’ worries about the US being dragged deep into regional conflict would be far more resonant.Israel remains hopeful that, to put it bluntly, Obama’s America will yet remember that it is, well, America. The alternative, it rather seems, is something the leadership in Jerusalem finds too awful to so much as contemplate just yet.

After President Obama delivered a speech in the Rose Garden where he said the United States “should” strike Syria following a deadly chemical weapons attack, Rep. Justin Amash (R-Mich.) took to Twitter to dispute that claim with comments from those who would likely carry out that order.“I’ve been hearing a lot from members of our Armed Forces,” Amash tweeted. “The message I consistently hear: Please vote no on military action against Syria.”Now that Obama has deferred to congressional debate, a vote on striking Syria would likely come up on the week of Sep. 9. The President probably has the support of the Senate, but the vote could have some trouble in the House, as Josh Barro points out.Since Amash’s initial tweet, he’s been retweeting comments that have been sent in from military members and veterans. The United States now has evidence of sarin gas use in Syria, Secretary of State John Kerry said Sunday, adding that the “case is building” for a military attack.A day after President Barack Obama stepped back from his threat to launch an attack, deciding first to seek approval from Congress, Kerry said in a series of interviews on the Sunday television news shows that the administration learned of the sarin use through samples of hair and blood provided to Washington by first responders in Damascus.“This case is going to build stronger and stronger,” he said on NBC’s “Meet the Press.” But he also said he thinks “the people of America should be celebrating that the president is not acting unilaterally.”He added that federal officials had used hair and blood samples provided by first responders to determine the nature of the August 21 attack, which he said Friday had killed 1,429 Syrians. He said the information only came to his attention in the last 24 hours.Kerry said he was confident that Congress would give Obama its backing for a military strike against Syria. But the former senator also said the president has authority to act on his own if Congress doesn’t give its approval.“The case hasn’t changed and the case doesn’t change at all. The rationale for a military response is as powerful today” as it has been, Kerry said.Kerry maintained there is no weakness in the US case underscoring Obama’s about-face, saying instead that “the president believes that we are all stronger as a nation when we act together.”The secretary said that Syria’s President Bashar Assad “has now joined the list of Adolf Hitler and Saddam Hussein” in deploying chemical weapons against his population and that “the case remains the same” for a US response. What sarin is
Sarin is a human-made chemical warfare agent classified as a nerve agent. Nerve agents are the most toxic and rapidly acting of the known chemical warfare agents. They are similar to certain kinds of insecticides (insect killers) called organophosphates in terms of how they work and what kind of harmful effects they cause. However, nerve agents are much more potent than organophosphate pesticides.    Sarin originally was developed in 1938 in Germany as a pesticide.Sarin is a clear, colorless, and tasteless liquid that has no odor in its pure form. However, sarin can evaporate into a vapor (gas) and spread into the environment.Sarin is also known as GB.

Where sarin is found and how it is used
Sarin is not found naturally in the environment.  It is a man-made toxin.Sarin was used in two terrorist attacks in Japan in 1994 and 1995.

How people can be exposed to sarin
Following release of sarin into the air, people can be exposed through skin contact or eye contact. They also can be exposed by breathing air that contains sarin.Sarin mixes easily with water. Following release of sarin into water, people can be exposed by touching or drinking water that contains sarin.Following contamination of food with sarin, people can be exposed by eating the contaminated food.A person’s clothing can release sarin after it has come in contact with sarin vapor, which can lead to exposure of other people.Because sarin vapor is heavier than air, it will sink to low-lying areas and create a greater exposure hazard there.

How sarin works
The extent of poisoning caused by sarin depends on the amount of sarin to which a person was exposed, how the person was exposed, and the length of time of the exposure.Symptoms likely will appear within a few seconds after exposure to the vapor form of sarin and within a few minutes to hours after exposure to the liquid form. All nerve agents cause their toxic effects by preventing the proper operation of an enzyme that acts as the body’s “off switch” for glands and muscles. Without an “off switch,” the glands and muscles are constantly being stimulated. Exposed people may become tired and no longer be able to keep breathing.Sarin is the most volatile of the nerve agents. This means it can easily and quickly evaporate from a liquid into a vapor and spread into the environment. People can be exposed to the vapor even if they do not come in contact with the liquid form of sarin.Because it evaporates so quickly, sarin presents an immediate but short-lived threat.

Immediate signs and symptoms of sarin exposure
People may not know that they were exposed because sarin has no odor.People exposed to a low or moderate dose of sarin by breathing contaminated air, eating contaminated food, drinking contaminated water, or touching contaminated surfaces may experience some or all of the following symptoms within seconds to hours of exposure:Runny nose-Watery eyes-Small, pinpoint pupils-      Eye pain-Blurred vision-Drooling and excessive sweating-Cough-Chest tightness-Rapid breathing-       Diarrhea-Nausea, vomiting, and/or abdominal pain-Increased urination-Confusion-Drowsiness-       Weakness-Headache-Slow or fast heart rate-Low or high blood pressure-Even a small drop of sarin on the skin can cause sweating and muscle twitching where sarin touched the skin.Exposure to large doses of sarin by any route may result in the following harmful health effects:Loss of consciousness-Convulsions-Paralysis-Respiratory failure possibly leading to death-Showing these signs and symptoms does not necessarily mean that a person has been exposed to sarin.

What the long-term health effects are
Mildly exposed people usually recover completely. Severely exposed people are less likely to survive.How people can protect themselves, and what they should do if they are exposed to sarin.    Recovery from sarin exposure is possible with treatment, but to be effective, the antidotes available must be used quickly. Therefore, the best thing to do is avoid exposure:Leave the area where the sarin was released and get to fresh air. Quickly moving to an area where fresh air is available is highly effective in reducing the possibility of death from exposure to sarin vapor.If the sarin release was outdoors, move away from the area where the sarin was released. Go to the highest ground possible, because sarin is heavier than air and will sink to low-lying areas.If the sarin release was indoors, get out of the building.If people think they may have been exposed, they should remove their clothing, rapidly wash their entire body with soap and water, and get medical care as quickly as possible.Removing and disposing of clothing:Quickly take off clothing that has liquid sarin on it. Any clothing that has to be pulled over the head should be cut off the body instead of pulled over the head. If possible, seal the clothing in a plastic bag. Then seal the first plastic bag in a second plastic bag. Removing and sealing the clothing in this way will help protect people from any chemicals that might be on their clothes.If clothes were placed in plastic bags, inform either the local or state health department or emergency personnel upon their arrival. Do not handle the plastic bags.If helping other people remove their clothing, try to avoid touching any contaminated areas, and remove the clothing as quickly as possible.Washing the body:As quickly as possible, wash any liquid sarin from the skin with large amounts of soap and water. Washing with soap and water will help protect people from any chemicals on their bodies.Rinse the eyes with plain water for 10 to 15 minutes if they are burning or if vision is blurred.If sarin has been swallowed, do not induce vomiting or give fluids to drink.Seek medical attention immediately. Consider dialing 911 and explaining what has happened.

How sarin exposure is treated
Treatment consists of removing sarin from the body as soon as possible and providing supportive medical care in a hospital setting. Antidotes are available for sarin. They are most useful if given as soon as possible after exposure.

NEW YORK – Pope Francis’ decision to replace the Vatican secretary-of-state, Cardinal Tarcisio Bertone, a close friend of Pope Emeritus Benedict XVI, has prompted speculation among seasoned Vatican observers that the dismissal announced Friday was a fallout of efforts to reform the Vatican Bank.Secretary of state is arguably the most powerful Vatican office, second only to that of the pope.The current controversy began with a series of tweets posted by 30-year-old journalist Francesca Immacolata Chaouqui, the only female and the only Italian appointed by Pope Francis to the eight-person Vatican financial reform panel now looking into claims of Vatican Bank impropriety.After being appointed to the reform panel, Chaouqui attacked former Italian minister of the economy Giulo Tremonti in a tweet that read: “Tremonti held an account with the Vatican Bank. They shut it down when they found out he was gay.”Chaouqui has a history of controversial Twitter posts, having tweeted in February that former pope Benedict XVI had cancer, a claim that has not been substantiated.Before her appointment, Chaouqui also posted a tweet calling Cardinal Bertone “corrupt,” alleging he had questionable business links to an unspecified Italian company.In response, Tremonti has threatened to sue Chaouqui as well as Alessandro Sallustri, the editor-in-chief of Il Giornale, the Italian daily newspaper that first published Chaouqui’s offensive tweets.On Aug. 26, Sandro Magister, an influential Vatican journalist who writes for the Italian news magazine L’Espresso, accused Chaouqui of being the source of what in Italy is known as the “Vatileaks” scandal involving Vatican documents embarrassing to Pope Benedict XVI. Ricca’s continued presence at the Vatican Bank is a “glaring contradiction” to Pope Francis’ claims for reform.All this sounded a bit like a B-rated soap opera until Friday, when Francis made the stunning announcement that he is preparing to replace Bertone, a powerful figure within the Vatican and a close friend of Cardinal Joseph Ratzinger before Ratzinger became pope.The Corriere della Sera newspaper reported Friday that to replace Bertone, Francis has chosen Venezuelan Archbishop Pietro Parolin, a 58-year-old prelate who has worked in Nigeria and Mexico for the Vatican office of secretary of state under Bertone.The newspaper also reported speculation that Bertone will be allowed to retain his position of president of the Commission of Cardinals only until December, when the European Union’s MONEVAL Committee is expected to release a report on anti-money laundering practices in the Vatican that is anticipated to be highly critical of the Holy See.Bertone’s position on the commission was bestowed on him after Ratzinger decided to resign as pope,In a television interview in Venezuela after the announcement, Archbishop Parolin said he was “very emotional” on being informed of Pope Francis’ decision.Controversy continues over charges that during the papacy of John Paul II, Cardinals Ratzinger and Bertone, in their functions as top officials in the Vatican’s Congregation for the Doctrine of Faith, conspired not to release the complete and final text and commentary associated with what is known as the “Third Secret” of Fatima.
The Third Secret is an apocalyptic prophecy possibly forecasting the assassination of the pope through corruption within the church that threatens its very survival. It was said to be communicated by the Virgin Mary to three young Portuguese shepherds in a series of visions starting on May 13, 1917.In an attempt to end the controversy over the Virgin’s message to the peasant children at Fatima, Bertone published a book, “The Last Secret of Fatima: My Conversations with Sister Lucia,” with a foreword written by Ratzinger, who by the time the book was published was already positioned as Pope Benedict XVI.In the book, both Ratzinger and Bertone insist the Catholic Church has withheld nothing of the Third Secret.In 2000, Ratzinger and Bertone collaborated to have Pope John II release the Third Secret to the world in a proclamation issued that year, reversing a previous decision made in 1960 by Pope John XXIII.Then, Pope John XXII decided to withhold the secret because its contents at the time were considered too explosive, despite the insistence by Sister Lucia, one of the three Portuguese seers at Fatima, that the Virgin had specifically asked for the Third Secret to be made public in 1960.

With Pietro Parolin's nomination, the Vatican Secretary of State will no longer be seen as a "deputy Pope" figure

ANDREA TORNIELLI rome Before any reforms are even made to the Roman Curia, Pietro Parolin’s nomination as Cardinal Tarcisio Bertone’s successor means the Vatican Secretary of State is no longer perceived as the Pope’s deputy but as a Secretary. Of State, yes. But he is still a Secretary. The figure chosen for the position not only comes from the Holy See’s best diplomatic school but is notoriously disinterested in being centre stage. 
Francis chose freely, denying the various rumours circulating in recent months about the likely candidate being one of the cardinal advisors Bergoglio had appointed to help him govern the Church and advise him on Curia reform. The Pope’s choice should create a calmer climate in the Holy See. With Parolin at its helm, the Secretariat of State of the Pope “from the other side of the world”, will once again turn its attention to world issues: to existing crises, starting with the one that is afflicting the Middle East, and to the big challenges Asia and Latin America are facing.Traditionally, the Holy See’s “diplomatic” approach has never been a “political” or “geopolitical” one. And with a Pope like Francis, it will be even less so in the years to come. Francis is above all a shepherd of souls, who is asking the entire Church for a “pastoral conversion”, encouraging it to come out of itself and go out to the geographical and existential peripheries, where men and women live and suffer.But just because the Church does not seek to be centre stage geopolitically, does not mean it should be silent and withdrawn. On the contrary, the freedom that comes with representing a State that is not like any other State and a voice which over the past century has acted time and time again as a recognised and often prophetic reference point, in the midst of conflicts and international crises, will inspire the Secretariat of State to work with renewed commitment towards finding solutions and paths for peace. It will probably be less concerned with Italy’s minor political affairs and more globally focused.Parolin’s appointment as Secretary of State is indicative of the esteem Pope Francis has for him. Parolin has worked either directly or indirectly with two Popes, three Secretaries of State and four Vatican “foreign affairs ministers”. The fact that Francis has chosen to keep the other top officials of the Secretariat of State in their current posts (their positions were confirmed yesterday along with Parolin’s appointment) shows that the Pope wants to avoid shaking things up too much before the reform of the Curia begins. But the choice of Parolin as Bertone’s successor definitely marks the start of a new chapter after two very difficult years. It is also a logical consequence of the change of chapter marked by Pope Francis’ surprise election.

Alessandro Speciale vatican city Pope Francis is to hold his first private audience with a top Jewish figure next Monday. The Pope will meet the President of the World Jewish Congress, Ronald S. Lauder, in the  Apostolic Palace in the Vatican.Issues to be discussed during the meeting include the situation in the Middle East, in particular Syria (which is being followed closely by the Vatican and the Jewish community), growing anti-Semitism in the world and the potential for Catholic-Jewish cooperation. The two leaders will also address other issues to do with religious freedom in Europe, such as Poland’s ban on kosher slaughter and Germany’s anti-circumcision law. The two may also talk about Pope Pius XII’s controversial beatification process.Since his election, Francis has held a number of meetings with rabbis and members of the world Jewish community. He even sent a private invitation to the Chief Rabbi of Rome, Riccardo Di Segni, to attend the mass for the inauguration of his pontificate.  The Rabbi of Buenos Aires, Abraham Skorka, whom he became friends with in Argentina (the two also co-wrote the book of dialogue “On Heaven and Earth”), came to visit him with a delegation of religious leaders invited by the Focolare Movement. But the Pope’s meeting with Lauder will be his first private meeting with a representative of the Catholic Church’s “older brother in the faith” since the start of his pontificate.A businessman, billionaire and former U.S. Ambassador to Austria, Lauder, has been head of the Jewish Congress since June 2007.

Pope’s appointment of Parolin welcomed by diplomats and churchmen alike

Western diplomats say new Secretary of State is a man “who is able to build bridges and maintain relations” and has the ability to present Holy See’s fundamental positions “without offending or alienating people”

gerard o'connell rome Pope Francis has made an excellent and wise choice in appointing the Italian archbishop, Pietro Parolin, an experienced and highly esteemed 58-year old Holy See diplomat, as his new Secretary of State, according to several senior Western diplomats and Vatican colleagues.“It’s a concrete sign of reform, there’s no doubt about it”, a colleague who worked with Parolin for many years in the Vatican told me, but he – like others I have spoken to for this article,  requested anonymity.After months of widespread consultation, serious reflection and prayer, the Jesuit Pope chose Parolin to be his “first collaborator in the governance of the Universal Church” and “the one primarily responsible for the diplomatic and political activity of the Holy See, and in some circumstances representing the person of the Supreme Pontiff himself”, as the Vatican website describes the role of Secretary of State, 
In doing so, he has chosen a man whom he came to know when he was Archbishop of Buenos Aires. His choice has met with immediate approval in many quarters and, in the first place from those who in these years have worked with the new pro-Secretary of State   (He only becomes Secretary of State - a post equivalent to that of Prime Minister – once he is made cardinal, probably in 2014).Parolin, the youngest Secretary of State since Eugenio Pacelli (who later became Pope Pius XII), succeeds Cardinal Tarcisio Bertone who held that post since September 2006.  He will now head a staff of some 250 persons – clergy, religious and laity, in the 500 years-old Secretariat of State, the Roman Curia dicastery or super-department that works most closely with the Bishop of Rome in the exercise of his universal mission, and coordinates the work of all the other Vatican offices.“Pope Francis has chosen a person of outstanding integrity, an intelligent, discreet, serious and patient diplomat, a man of the Church”, one source who worked with Parolin for several years told me. Another source who also knows him well agreed and recalled that “he had a very good rapport with the Diplomatic Corps and is well thought of in capitals around the world.”Much sought after by ambassadors from the different continents when he was under-Secretary for Relations with States (2002-2009), Parolin’s popularity among ambassadors sparked envy and even criticism from some Vatican colleagues during the pontificate of Benedict XVI, but he bore all this with patience and humility and never sought to defend himself.Western diplomats and Vatican officials to whom I have spoken to since the breaking news of his appointment, concurred in describing Parolin as a “profoundly spiritual man, professionally competent as a diplomat, a loyal Churchman and man of dialogue.”Significantly, both the diplomats and Vatican officials alike highlighted “humility” as one of his distinguishing marks. Many also noted that he is not an ambitious man. “He is not in the slightest ambitious”, one Vatican colleague stated. “He’s the best combination of priest-diplomat that I have come across, and priest first”, a senior European diplomat who’s had many dealings with the Vatican told me. “He’s able to set an agenda, he’s able to look for opportunities, and at the same time he’s able to defend the Holy See’s fundamental positions without offending or alienating people.   Moreover, he has the imagination to make things happen”, he said. He recalled that “the building of bridges and the maintaining of relations is at the heart of diplomacy”, and said “Parolin is able to do both very well.”Another senior diplomat said Parolin understands well “the nuances of the situation”, and “understands the exercise of power as service”.  “He’s very respectful of the local Churches”, he said, and “He’s very much his own man.”A former European ambassador to the Holy See with wide experience in the international field described Parolin as “a highly professional, self-effacing diplomat, who carried a huge amount of responsibility with great skill and patience”.  “He was respected by all of the Diplomatic Corps when I was there”, he told me.At the time of his appointment, Parolin was nuncio to Venezuela – a particularly difficult assignment, but prior to that he had worked in the Second Section of the Secretariat of State – the one for relations with States, from 1992 to 2009, under both John Paul II and Benedict XVI. He served as under-Secretary for Relations with States (a rank equivalent to that of deputy-Foreign Minister) from 2002-2009, and in that role was a key point of point of reference for the diplomatic corps, to whom he made himself totally available.

Born at Schiavon, near Vicenza, 1955, Parolin studied classics in High School (Liceo Classico) before going on for the priesthood. After gaining a degree in theology at the Faculty of Theology of the North (Milan), he was ordained priest in Vicenza for the diocese of that same name on 27 April 1980, and for the next two years served as assistant parish priest in Schio. Sent to Rome to study Canon Law, after obtaining a degree in the subject from Rome’s Pontifical Gregorian University he was called to study at the Pontifical Ecclesiastical Academy – where Vatican diplomats are trained. He joined the Holy See’s diplomatic corps in 1986, at the age of 31, and since then has served in missions in Nigeria (1986-89), Mexico (1989-92) and Venezuela (2009-2013).During his seven years service as under-Secretary for Relations with States, Parolin was the Holy See’s chief negotiator with China, Israel, and Vietnam, and headed its delegations at the Nuclear Non-Proliferation Treaty meetings. Building on the progress made by his predecessor, Mgr. Claudio Mari Celli, he engaged in successful negotiations with Vietnam that led to the historic visit of Prime Minister Nguyen Tan Dung to Pope Benedict in January 2007.  That visit opened the path to further positive development in relations between the two sides – under his successor, Mgr Ettore Balestrero, which have resulted in the agreement to have a special non-resident representative of the Pope to that country, with the establishment of diplomatic relations as the stated final goal.In those seven years too, Monsignor Parolin worked hard to improve relations between the Holy See and the People’s Republic of China and from 2007 to 2009 he was the Vatican’s chief negotiator in sensitive talks with Beijing aimed at reaching an accord on the crucial issue of the appointment of bishops in that country, with a view to gaining greater religious freedom for the Church, and the eventual establishment of diplomatic relations. Those talks were said to be making considerable progress but ground to a halt in the years soon after his reassignment as nuncio to Venezuela.In those years too, Parolin was the Holy See’s chief negotiator with Israel and its neighboring states, and many in the diplomatic corps credited him with making a vital contribution to the success of Pope Benedict’s trip to the Holy Land in May 2009. Earlier, he had participated in the Middle East Peace Conference at Annapolis, Maryland, November 2007.When he left Rome for Venezuela in 2009, after being ordained bishop by Pope Benedict XVI, many then predicted that Parolin could return one day to a position of higher responsibility in the Vatican, perhaps as Secretary of State.  Thanks to Pope Francis this has now become a reality, and sooner than most people had expected.  He will take up his new post on October 15.

250,000 alpacas freeze to death in Peru

Hundreds of families have been affected and more than 250,000 alpacas have died due to freezing temperatures and snow storms that have hit the southern highlands of Peru, reports the Peruvian Times.

Smoke from a huge wildfire blanketed Yosemite Valley for the first time on Saturday, a blow to tourists -- and their health -- on one of the busiest weekends in one of the nation's most popular national parks.
"I'm in Yosemite Valley right now, and I cannot see the cliffs around me," park spokeswoman Kari Cobb told The Associated Press. "The wind has shifted and smoke is impacting the entire park. We have been lucky until now."Air quality data on the park's website showed that the maximum one-hour average for particulates on Saturday, measured at the visitor center on the valley floor, was in the most unhealthy portion of the five-part scale. The air quality had improved by Saturday evening but was still rated "unhealthy for sensitive groups."The Rim Fire broke out in the neighboring Stanislaus National Forest on Aug. 17 and burned into the northwest corner of Yosemite National Park late last week.By Saturday afternoon, it had consumed nearly 223,000 acres, making it the fourth-largest wildfire ever in California, surpassing a 1932 fire in Ventura County. Only about a quarter of that is within the park, but National Park Service Director Jonathan Jarvis said Saturday that it still amounts to about 6 percent of Yosemite's backcountry, Reuters reported.
Jarvis said the fire is heading toward two groves of the park's famed sequoia trees, Reuters reported.
"This is not a catastrophe for Yosemite National Park," he said by phone after surveying the area, Reuters reported. "These trees are very old and it's not the first fire they've ever seen."

Cobb told the AP that all campgrounds in the valley still were full Saturday morning despite the smoke, which was expected to stay through the holiday weekend.More than 5,000 people are fighting the fire, and Jarvis estimated that state and federal agencies have spent about $54 million battling it.Smoke grounded firefighting aircraft Saturday morning, but they were cleared to fly again later in the day. The AP noted that the fire now covers an area larger than San Francisco, Oakland and San Jose combined. It was 40 percent contained as of Saturday evening.The cause of the fire is under investigation, but the possibility that it was started by an illegal marijuana growing operation was raised recently by a fire chief in Tuolomne County.
Todd McNeal, fire chief in the town of Twain Harte, west of Yosemite, said at an Aug. 23 community meeting that officials "know it's human caused, there’s no lightning in the area. … (We) highly suspect that it might be some sort of illicit grove, marijuana grow-type thing.”
His comments surfaced in a YouTube video of the meeting.
The San Jose Mercury News reported that in June, 15,000 marijuana plants were pulled out the forest to the south and four miles of irrigation pipe were removed. The newspaper said a 40-acre wildfire the month earlier in the same area was blamed on marijuana growers tied to Mexican drug cartels.

Facts About Sarin
What sarin is
Sarin is a human-made chemical warfare agent classified as a nerve agent. Nerve agents are the most toxic and rapidly acting of the known chemical warfare agents. They are similar to certain kinds of insecticides (insect killers) called organophosphates in terms of how they work and what kind of harmful effects they cause. However, nerve agents are much more potent than organophosphate pesticides.    Sarin originally was developed in 1938 in Germany as a pesticide.Sarin is a clear, colorless, and tasteless liquid that has no odor in its pure form. However, sarin can evaporate into a vapor (gas) and spread into the environment.Sarin is also known as GB.

Where sarin is found and how it is used
Sarin is not found naturally in the environment.  It is a man-made toxin.Sarin was used in two terrorist attacks in Japan in 1994 and 1995.

How people can be exposed to sarin
Following release of sarin into the air, people can be exposed through skin contact or eye contact. They also can be exposed by breathing air that contains sarin.Sarin mixes easily with water. Following release of sarin into water, people can be exposed by touching or drinking water that contains sarin.Following contamination of food with sarin, people can be exposed by eating the contaminated food.A person’s clothing can release sarin after it has come in contact with sarin vapor, which can lead to exposure of other people.Because sarin vapor is heavier than air, it will sink to low-lying areas and create a greater exposure hazard there.

How sarin works
The extent of poisoning caused by sarin depends on the amount of sarin to which a person was exposed, how the person was exposed, and the length of time of the exposure.Symptoms likely will appear within a few seconds after exposure to the vapor form of sarin and within a few minutes to hours after exposure to the liquid form. All nerve agents cause their toxic effects by preventing the proper operation of an enzyme that acts as the body’s “off switch” for glands and muscles. Without an “off switch,” the glands and muscles are constantly being stimulated. Exposed people may become tired and no longer be able to keep breathing.Sarin is the most volatile of the nerve agents. This means it can easily and quickly evaporate from a liquid into a vapor and spread into the environment. People can be exposed to the vapor even if they do not come in contact with the liquid form of sarin.Because it evaporates so quickly, sarin presents an immediate but short-lived threat.

Immediate signs and symptoms of sarin exposure
People may not know that they were exposed because sarin has no odor.People exposed to a low or moderate dose of sarin by breathing contaminated air, eating contaminated food, drinking contaminated water, or touching contaminated surfaces may experience some or all of the following symptoms within seconds to hours of exposure:Runny nose-Watery eyes-Small, pinpoint pupils-      Eye pain-Blurred vision-Drooling and excessive sweating-Cough-Chest tightness-Rapid breathing-       Diarrhea-Nausea, vomiting, and/or abdominal pain-Increased urination-Confusion-Drowsiness-       Weakness-Headache-Slow or fast heart rate-Low or high blood pressure-Even a small drop of sarin on the skin can cause sweating and muscle twitching where sarin touched the skin.Exposure to large doses of sarin by any route may result in the following harmful health effects:Loss of consciousness-Convulsions-Paralysis-Respiratory failure possibly leading to death-Showing these signs and symptoms does not necessarily mean that a person has been exposed to sarin.

What the long-term health effects are
Mildly exposed people usually recover completely. Severely exposed people are less likely to survive.How people can protect themselves, and what they should do if they are exposed to sarin.    Recovery from sarin exposure is possible with treatment, but to be effective, the antidotes available must be used quickly. Therefore, the best thing to do is avoid exposure:Leave the area where the sarin was released and get to fresh air. Quickly moving to an area where fresh air is available is highly effective in reducing the possibility of death from exposure to sarin vapor.If the sarin release was outdoors, move away from the area where the sarin was released. Go to the highest ground possible, because sarin is heavier than air and will sink to low-lying areas.If the sarin release was indoors, get out of the building.If people think they may have been exposed, they should remove their clothing, rapidly wash their entire body with soap and water, and get medical care as quickly as possible.Removing and disposing of clothing:Quickly take off clothing that has liquid sarin on it. Any clothing that has to be pulled over the head should be cut off the body instead of pulled over the head. If possible, seal the clothing in a plastic bag. Then seal the first plastic bag in a second plastic bag. Removing and sealing the clothing in this way will help protect people from any chemicals that might be on their clothes.If clothes were placed in plastic bags, inform either the local or state health department or emergency personnel upon their arrival. Do not handle the plastic bags.If helping other people remove their clothing, try to avoid touching any contaminated areas, and remove the clothing as quickly as possible.Washing the body:As quickly as possible, wash any liquid sarin from the skin with large amounts of soap and water. Washing with soap and water will help protect people from any chemicals on their bodies.Rinse the eyes with plain water for 10 to 15 minutes if they are burning or if vision is blurred.If sarin has been swallowed, do not induce vomiting or give fluids to drink.Seek medical attention immediately. Consider dialing 911 and explaining what has happened.

How sarin exposure is treated
Treatment consists of removing sarin from the body as soon as possible and providing supportive medical care in a hospital setting. Antidotes are available for sarin. They are most useful if given as soon as possible after exposure.

White House sends Congress draft Syria resolution

WASHINGTON (AP) - The White House has sent Congress a draft of a resolution authorizing President Barack Obama to use military force against Syria.The draft follows through on Obama's decision, announced Saturday, to seek congressional approval for a strike against Syrian President Bashar Assad's regime.The resolution lays out the administration's claim that Assad's regime killed more than 1,000 last week in a chemical weapons attack. It says the objective of a U.S. military response would be to "deter, disrupt, prevent and degrade" the regime's ability to use chemical weapons going forward.The resolution authorizes Obama to use the military as he determines "necessary and appropriate" to serve that goal.The draft doesn't lay out a timeline for action. But it does say only a political settlement can resolve the Syrian crisis.

Obama sends Syria military strike resolution to Congress

President Obama on Saturday sent Congress a draft resolution to authorize a military strike against Syria in response to the Assad regime’s alleged use of chemical weapons.

It calls for a strike consistent with international and U.S. law and a past United Nations nonproliferation resolution, phrasing that arrives as the U.S. has few international partners for its current plan.

If passed, it would give Obama power to use the military in a way he deems “necessary and appropriate” in connection with chemical weapons to deter their use, and to protect the U.S. and its “allies and partners” against the threat of such weapons.

The resolution, echoing Obama’s recent comments, says the alleged attack in the Damascus suburbs this month violated international norms, laws of war and the international Chemical Weapons Convention.

It also cites a 2004 United Nations Security Council resolution that found proliferation of nuclear, chemical and biological weapons threatens international peace and security.

“The objective of the United States’ use of military force in connection with this authorization should be to deter, disrupt, prevent and degrade the potential for, future uses of chemical weapons, or other weapons of mass destruction,” it states.

The phrasing of the request for authorization under the War Powers Resolution emphasizes that the strikes would not be aimed at dictating the outcome of the Syrian conflict.

It states that the conflict “will only be resolved through a negotiated political settlement,” and calls for parties to the conflict to negotiate.
While the draft resolution cites a past U.N. Security Council statement, in the current conflict Russia and China have opposed Security Council resolutions aimed at pressuring the Assad regime.

"I'm comfortable going forward without the approval of a United Nations Security Council that, so far, has been completely paralyzed and unwilling to hold Assad accountable," Obama said in announcing Saturday that he would seek congressional authorization for a strike.

Maintaining Israel’s efforts to stay out of the Syrian crisis, most members of the government of Prime Minister Benjamin Netanyahu stayed silent Saturday night in response to US President Barack Obama’s decision to seek Congressional authorization for a strike against the Assad regime.Only members of the hardline Jewish Home party responded, criticizing the president. Uri Ariel, the minister of housing (Jewish Home), declared that “in Tehran, they’re opening the champagne, and switching into a higher gear en route to nuclear weapons.” Ariel noted the 100,000 corpses in Syria, accused the world of doing nothing, and concluded that, “facing real dangers, no one in the world will stand with us.”The Netanyahu cabinet is to be briefed by the chief of the General Staff, Benny Gantz, and other security chiefs, on Sunday.Privately, officials in Jerusalem were said to be unsurprised by Obama’s decision, regarding it as being in accord with his approach to the presidency. The initial sense in Jerusalem, according to Israel Radio, is that Obama will win Congressional approval for a strike. Nonetheless, the delay of more than a week before Congress meets on the issue could open other avenues, including a possible Russian effort to persuade the Assad regime to send its chemical weapons supplies to Russia and thus avert a strike, the radio report said. Talks on such an arrangement could potentially continue for weeks.

Several leading Hebrew media commentators said Netanyahu was likely less than happy about the delay in US military action, which was announced by Obama only a day after Secretary of State John Kerry spoke of the imperative for action. Kerry insisted Friday that President Bashar Assad’s regime had carefully planned the August 21 attack, in which he said 1,429 people were killed.Nadav Eyal, on Israel’s Channel 10 news, said Obama’s hesitancy would give Netanyahu nightmares about the US president’s capacity to thwart Iran’s nuclear drive.On the same channel, analyst Zvi Yehezkeli, said that Tehran would consider Washington as “a paper tiger.”Opposition leader Shelly Yachimovich, by contrast, praised Obama’s “moral” handling of the crisis, and said Israel needed to rely on its friend and ally to consider the moral and strategic aspects of tackling “a dictatorial regime that is murdering its own people.”MK Nachman Shai (Labor) said that the delay would give Israel a time to prepare for the eventuality  – slight by official estimations — that Israel would absorb rocket attacks in retaliation for an American strike.“We received a narrow window to speed up the production and distribution of protective kits, to fill holes in our readiness, and to preapre the population for an population,” he wrote on Facebook.Shai, who as IDF spokesman during the first Gulf War served as a soothing voice to calm the fears of many Israelis, recently told The Times of Israel that the Home Front was in better shape than two decades ago, but gas mask distribution issues still needed to be worked out.Hebrew media reports late Saturday reported that Syrian government officials were bragging that the US had “lost the war before it started,” and that Syria’s mufti was claiming Obama “has withdrawn; we have been victorious.”Jacob Dayan, a former Israeli consul general to Los Angeles, said Obama “broadcast weakness today,” and that this would harm the US deterrent capacity in the Middle East.

As US President Obama continues to mull his options over a potential military intervention in Syria, Syrian state media is upping the ante, publicizing a list of "targets" that the Syrian military could target with "long-range missiles" in the event of a US-led attack.
Aerial photos of the purported targets were released by state media, including strategic military positions in Israel, Turkey and Cyprus, such as airports and chemical weapons factories.Syrian officials have repeatedly threatened to target Israel in the event of a western strike.Specific targets labeled as "legitimate" for Syrian missile strikes included Israel's Dimona nuclear plant, petrochemical production plants in Haifa, Hazor military airbase, the Palmachim, Zala'im and Tzrifin  military bases, Kalandia airport, and military and intelligence facilities in Turkey and Cyprus.Turkey, once an emerging ally of the Assad regime and its Iranian backers, realigned itself to support the rebel movement following the outbreak of civil war in Syria. Turkish Prime Minister Recep Tayyip Erdogan's Islamist AKP party is closely aligned with the Muslim Brotherhood, which wields considerable influence among many Free Syrian Army battalions. His government has been providing support and refuge to an array of Islamist rebel groups.Cyprus is also considered central to any western attempts to intervene in Syria, due to the presence of numerous military bases there.

Assad Increases Payment Frequency to Russia for Weapons-INN

Syrian President Bashar Assad has increased the frequency of his payments to Russia for the procurement of weapons, according to an investigative report made by Reuters.Sources in the Russian defense industry said that Assad had paid the first installment on four S-300 defense systems, which he bought for $1 billion, and for 36 Yak-130 training aircraft for $550 miillion from the Syrian budget.Another Russian source said that Assad;s uncle was in charge of the regime's business dealings with Moscow.

The head of the Suez Canal Authority said a terrorist had tried to damage a Panama-flagged ship, but “failed completely.”“One of the terrorist elements has carried out a failed attempt to affect the movement of ships in the Suez Canal by targeting one of the passing ships, Cosco Asia,” Mohab Memish said in a statement Saturday. He did not elaborate as to what the attack entailed.Memish said the flow of goods through the canal had not been impeded by the attempt.“The attempt failed completely and there was no damage to the ship or the containers it carried. The situation was dealt with strictly by the armed forces,” the statement read.Earlier in the day, Egyptian forces arrested one of the top wanted militants in the Sinai, on suspicion of involvement in the killing of 25 off-duty policemen in the peninsula last month.Adel Mohammed, also known as Adel Habara according to one official, had already been sentenced to death in absentia for killing soldiers in the Nile Delta last year. He is said to be linked to al-Qaeda.In March, Egyptian daily al-Ahram reported that an Iranian plot to blow up an Israeli ship in the port had been foiled.The canal, which links the Red Sea to the Mediterranean, is one of the most important in the world.On Thursday, an Israeli ship needing repairs was denied permission to dock at the canal. Authorities said the container ship lacked the proper papers.

The Russian president also challenged the US to present its case for military intervention to the UN security council, after suggesting that if Barack Obama was worthy of his Nobel peace prize, he should think about the possible victims of any intervention by foreign forces.UN experts left Syria on Saturday after investigating the gas attack, which killed hundreds of civilians, while the US said it was planning a limited response to punish Syria's President Bashar al-Assad for the "brutal and flagrant" assault.Barack Obama said the US, which has destroyers equipped with cruise missiles in the region, was planning a "limited, narrow" response that would not involve boots on the ground or be open-ended.Russia responded by saying US threats to use military force against Syria were unacceptable and that Washington would be violating international law if it acted without the approval of the UN security council.Putin said world powers should discuss the Syrian crisis at a meeting of the leaders of the Group of 20 developed and developing nations in St Petersburg next week. They also took samples of soil, clothing and rocket fragments. They will be sent to laboratories in Europe, most likely Sweden or Finland, for analysis. The experts have already been testing for sarin, mustard gas and other toxic agents.The analysis should establish if chemical weapons were used, but not who was responsible for the 21 August attack. Final results might not be ready for two weeks, the UN secretary general, Ban Ki-moon, told security council members, according to diplomats.In France, Hollande said Britain's parliamentary vote against military strikes would not affect France's own actions.Two other opinion polls published this week, and carried out after the Ghouta attack, indicated lukewarm support among French voters for military intervention in Syria.Hollande, whose popularity has been hurt by economic gloom, showed unexpected military mettle when he dispatched troops to help Mali's government fend off Islamist rebels earlier this year, an intervention backed by two-thirds of the public.
