Economics Minister Naftali Bennett and Deputy Foreign Minister Ze'ev Elkin have warned Prime Minister Binyamin Netanayhu that if he fails to bring about the cancellation of the new European Union sanctions on Israel, they may opt to sabotage U.S. Secretary of State John Kerry's efforts at jumpstarting negotiations between Israel and the Palestinian Authority, daily newpaper Maariv wrote Wednesday in its website.
Maariv quotes a message from the two, without specifying how or when it was delivered. "Until now,” the message says, “we were willing to tacitly agree to limited gestures toward the Palestinians, but if Europe is hitting us so hard and the renewal of talks does not reduce pressure from the international community – there is no reason to carry out gestures.”Bennett heads the religious Zionist party Bayit Yehudi, considered to be the most solidly nationalist component in the governing Coalition, and Elkin is a member of the nationalist flank of the ruling Likud party. Since Prime Minister Netanyahu is the acting foreign minister while the former foreign minister, MK Avigdor Lieberman, awaits the results of a criminal trial against him, Elkin's position is close to that of de facto foreign minister.Both men can stir up strong opposition to Kerry's initiatives. Kerry has been carrying out intensive shuttle diplomacy in the Middle East ever since he was sworn in as U.S. Secretary of State, in an effort to get Israel and the PA to resume negotiations, which have been stalled for years. A storm erupted in the Knesset plenum Wednesday when Public Security Minister Yitzhak Aharonovich answered a parliamentary query regarding the police's closure of the Temple Mount to Jews on Tuesday, the fast of Tisha B'Av, in which Jews mourn the destruction of the holy Temples in Jerusalem.
MK Yariv Levin (Likud), who filed the query, noted that during that incident two Knesset members attempted to ascend to the Mount Tuesday but were blocked by police. He asked if this is a new policy of the Israeli government.Minister Aharonovich said that there was no decision to systematically prevent MKs from visiting the Mount, and that the matter was one related to security, which is examined in a matter-of-fact way.At this point in the proceedings, MK Moshe Feiglin (Likud), who has stood at the fore of the struggle to allow Jews freedom of movement on the Temple Mount, asked the minister if he – Feiglin – will be allowed to visit the Mount Thursday, assuming the situation on the Mount is quiet and there is no security problem.
Minister Aharonovich responded vaguely that the answer depends on security considerations.MK Feiglin asked, again, if he will be allowed on the Mount “tomorrow or in a month's time,” when the situation has been deemed quiet. He demanded that the minister admit that the considerations were not security related but rather, that the Israeli government fears a confrontation with the Muslim Waqf (Islamic Trust which administers the Temple Mount) and the Jordanian government (which runs the Waqf), which forbid the ascent of Jews to the Mount.Aharonovich replied that with regard to MK Feiglin, the matter will be examined in accordance with the decisions of the Attorney General, to whom Feiglin previously complained concerning his ban from  the Mount. Ahronovich  insisted, though, that the considerations were all security related.Feiglin refused to accept the minister's answer and demanded that he tell the Knesset and the public when other MKs could visit the Mount. Aharonovich attempted to sidestep the question by responding that he was not engaged in a conversation with him, but answering MK Levin's query.Knesset Speaker Yuli Edelstein interjected to recommended to Feiglin that he utilize the parliamentary procedures to raise his questions in an orderly fashion.
Freedom of worship
The Temple Mount is Judaism's holiest site, where the two holy Temples once stood before being destroyed by the Babylonian and Roman empires respectively.Despite its supreme importance to Jews worldwide, Jews are subject to draconian limitations on the Mount, including a ban on praying, due to the presence of an Islamic complex, administered by the Waqf Islamic Trust, as well as threats by Islamist groups. The Israeli police are able to bypass court decisions upholding the Jewish right to prayer there by citing unspecified "security concerns", either to ban individuals (as in the case of Feiglin) or even to issue blanket prohibitions on Jews ascending at all (as occurred on Tuesday).Religious Jews are followed closely by Israeli police and Waqf guards to prevent them from praying, or from carrying out any other religious rituals.Non-Jewish visitors are not subject to such restrictions.The last few weeks have seen calls by senior government figures for such practices, deemed discriminatory, to be lifted. The Deputy Defense Minister rejected the police's blanket ban on Jewish prayer due to alleged "security concerns," pointing out that it was the police's job to ensure the safety of all Israeli citizens to freely practice their religion.His words came after police allowed three groups of Jews onto the Mount but cut short their visits when Arab mobs surrounded them and threatened violence.

Precisely eight years ago, on the day after Tisha B'Av, 2005, the State of Israel began carrying out the Disengagement Plan, in which it uprooted close to 9,500 Jews from the Gush Katif area of Gaza, and from the northern Samarian communities Homesh and Sanur.
Although eight years have passed since then, and three years have passed since an official commission of inquiry determined that the state failed in its treatment of the evictees, 50% of those evicted are still without permanent housing, according to the statistics prevented by the Council for Gush Katif Evictees.According to the Council, 1,450 families remained a part of the Gush Katif community after the expulsion. Of these, about 670 families completed the construction process and moved into a permanent home. Of 1,100 families that are entitled to housing and have purchased a developed plot, about 150 will have difficulty completing the construction due to personal or financial problems, or emotional difficulties. Of these families, 60 require financial assistance for completing the construction process.Unemployment is high among Gush Katif expellees, too. The unemployment rate stands at 16%, compared to just 4% in Gush Katif itself prior to the "disengagement." While that presents a significant drop from the more than 30% who were without a job in the expulsion's immediate aftermath, it is still high, especially among people aged 55 and upward.
Farmers with no land
Others have found work but have had to leave their former professions.
Out of about 390 agricultural families from Gush Katif, only about 190 have received land. About 50 farmers are still waiting for agricultural land that was promised them in the negotiations that led up to the signing of an agreement with the state, about a year ago.About 150 farmers received compensation and have left the agricultural sector.Eliezer Orbach, Chairman of the Council of Evictees, declared Wednesday that the State of Israel has "failed" in its treatment of the evictees.Benny Katzover of the grassroots Council of Samaria Residents said: “Today, it is clearer than ever that the crime of eviction was an act of stupidity, security-wise.
"The failed treatment of the people of Gush Katif and northern Samaria proves, to those who had any doubts, that the eviction and the rehabilitation were both carried out hastily, in order to cover up criminal acts by the Sharon family.”There have been persistent allegations that Ariel Sharon, who was Israel's Prime Minister during the Disengagement, agreed to carry out the move as part of a deal between him and elements in the judicial system.The alleged deal involved the non-prosecution of Sharon and his sons for bribery in a sordid affair known as “the Greek Island scandal.”

When that’s all gone and you’re in essence a free man, and they cut that ankle bracelet off of your ankle and the judge tells you you have no further business before the court, in that instant your reality changes. It’s very jarring.”

Rachel Jeantel: Sixth Amendment “Old School”

During the Zimmerman trial, Jeantel insisted the word is not racist, but a cultural thing. She thinks it is “old school” to go into a jury box without prejudice and a political agenda. A BILL TO BE ENTITLED
                               AN ACT


  1- 1  To amend Article 2 of Chapter 10 of Title 17 of the Official
  1- 2  Code of Georgia Annotated, relating to the death penalty
  1- 3  generally, so as to provide a statement of legislative
  1- 4  policy; to provide for death by guillotine; to provide for
  1- 5  applicability; to repeal conflicting laws; and for other
  1- 6  purposes.

  1- 7       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

                         SECTION 1.

  1- 8  The General Assembly finds that while prisoners condemned to
  1- 9  death may wish to donate one or more of their organs for
  1-10  transplant, any such desire is thwarted by the fact that
  1-11  electrocution makes all such organs unsuitable for
  1-12  transplant. The intent of the General Assembly in enacting
  1-13  this legislation is to provide for a method of execution
  1-14  which is compatible with the donation of organs by a
  1-15  condemned prisoner.

                         SECTION 2.

  1-16  Article 2 of Chapter 10 of Title 17 of the Official Code of
  1-17  Georgia Annotated, relating to the death penalty generally,
  1-18  is amended by striking in its entirety Code Section
  1-19  17-10-38, relating to death sentences generally, and
  1-20  inserting in lieu thereof the following:

  1-21    "17-10-38. (Index)

  1-22    (a) All persons who have been convicted of a capital
  1-23    offense and have had imposed upon them a sentence of death
  1-24    shall, at the election of the condemned, suffer such
  1-25    punishment either by electrocution or by guillotine.  If
  1-26    the condemned fails to make an election by the thirtieth
  1-27    day preceding the date scheduled for execution, punishment
  1-28    shall be by electrocution. 

Did Georgia try to pass a bill installing the guillotine as the method of execution?

You know, whenever I find a rumor on the internet, I try to verify the report, don’t you? This morning, I started seeing a repeated meme about Georgia passing a law that would declare the guillotine as the new method of execution. The reason, stated in what is purported to be an excerpt from the proposal, is that prisoners who wish to donate their organs and are then electrocuted have been denied their wish due to degradation of all internal structures. Sounds sort of probable, right?
First, I followed the links to the original ‘source’ for the reports. This took me to a page that looked rather like a source for Georgia’s House (Representative Teper is the alleged author of this bill).  This site LOOKS like it’s a record of the bill’s journey, but look again at the URL.: http://www.theforbiddenknowledge.com/hardtruth/hb1274_guillotine_execution.htm
I’ll give the webmaster there the benefit of the doubt, because it is possible to cut and paste HTML, so this might have been an attempt to preserve the information. Kudos to him/her for that then. However, I went to the Georgia Legislation’s site directly and did a search for bills introduced in 1996. Sure enough, there was a bill called HB 1274, but this is its title:

In fact, there is no bill about guillotines in the entire House library that I can find. Now, it is possible that the original bill created so much negative feedback that it was wiped from the record almost immediately, and another bill with the same number created (this football team bill does sound rather bland and innocuous). The original news goes back to David Flynn’s website, and I know David didn’t fall for fakes, so it is very likely that a substitution has occurred. However, that was back in 1996. Why has the report resurfaced all over the alterweb today with claims that the bill was passed?  Beats me, but there is no bill (and least not any more) and it did not pass.  Just another example of ‘trust but verify’.
Of course, the reaction on the alter-websites is panic. Please, dear friend, do not panic. Yes, prophecy does make it clear that beheadings will be part and parcel of the AntiChrist’s regime. But they are not starting in Georgia—at least not yet.

SLICING INTO CONSCIOUSNESS: GUILLOTINES

Over the past several years a growing number of stories refer to guillotines being seen at military bases and prisons and stories of guillotines replacing the electric chair in Georgia for use in corporal punishment. These stories are bubbling into the consciousness of Americans coincident with the transformation of the United States from a nation of Law to a nation of men and lawlessness. 

Concern about guillotines is not a new topic on the Internet; articles concerning the subject go back to at least the mid nineties.  One of the earlier concerns about guillotines was raised back in 1995 when Georgia State representative Doug Teper introduced a bill into the 1995-96 Georgia Legislative session under the heading of HB 1274. 

The purpose of the bill was to: “To amend Article 2 of Chapter 10 of Title 17 of the Official Code of Georgia Annotated, relating to the death penalty generally, so as to provide a statement of legislative policy; to provide for death by guillotine; to provide for applicability; to repeal conflicting laws; and for other purposes.” [1]

Recently this bill has been mentioned in the context of continuing reports of guillotines being seen on military bases, in railroad cars, and even outside of newly created secret prisons.  The Georgia bill, however, was not passed in the form written above and according to the site deathpenaltyinfo.org, the only method of execution in Georgia is lethal injection. [2]  As of now, I can find no information showing Georgia reconsidering the guillotine as a replacement for the current system of execution. 

The resurfacing of this 1995 Georgia Legislative Bill is misinformation at time when real information is desperately needed. 

Further interest in guillotines was ignited when the Southern Poverty Law Center apparently created a story stating whistleblower, and retired FBI agent, Ted Gunderson made a speech in 2009 to militia groups in Florida saying the Federal Government had 30,000 guillotines in stock and ready for deployment in Georgia.

An alarming report was purportedly made by retired FBI agent Ted Gunderson in 2009 regarding the stockpiling of guillotines for use after civil unrest results in large numbers of arrests funneled to newly created FEMA camps. This report is one of the primary supporting pillars of information about guillotines in the alternative news cloud.  The problem with this report is it appears to be made up. The origin of the report finds it way back not to Ted Gunderson, but to a comment made by the Southern Poverty Law Center (SPLC), a group notorious for starting false rumors regarding ‘patriot’  and militia paranoia.  The late Ted Gunderson apparently published no information or articles regarding this information that I can find on the web or from his archived website here : http://web.archive.org/web/20110326201213/http://www.tedgunderson.net/ . 

Even if there were actually evidence that Gunderson did mention guillotines to a patriot group in Florida, Gunderson was long associated with fringe and many times evidence challenged reports during the course of his post FBI investigations.  His statement alone would not be enough to conclude guillotines were being stockpiled. 

Another report referenced in guillotine articles is a story covered by Pamela Rae Schuffert, at the American Holocaust Coming blog, regarding railroad cars with shackles being manufactured by “Gunderson Steel Fabrications” of Portland Oregon. Now called Gunderson LLC this railroad car manufacturer is part of a corporate conglomerate called the Greenbrier Companies.  Not just boxcars with shackles, Gunderson is also said to manufacture guillotines in other articles derived from the boxcar story. 

It is very interesting that two of the primary pieces of information regarding guillotines in America come from Ted Gunderson, former FBI agent, and Gunderson LLC, manufacturer of railroad cars and other transportation related products and machines.  As far as I can tell, Ted Gunderson and Gunderson LLC are not affiliated.  

According to Schuffert, and others, Gunderson has received contracts from the Federal Government to build thousands of boxcars fitted with shackles appropriate for restraining people.  The problem with this information is a clear lack of evidence. If Gunderson were manufacturing more than 100,000 boxcars with shackles, as one article indicates, it should be possible to get photos. In fact, according to an email purportedly received by Pam Schuffert,  a Brent Gunderson, of Gunderson Steel Fabrications, offered her and anyone else $1000 reward for producing a picture of “Gunderson built boxcar”.  

However Gunderson has not been owned by the Gunderson family since the 1970s when the company was purchased by FMC. Then, circa 1985, the company changed ownership again becoming a part of the Greenbrier Company. An extensive look at the the company’s corporate website, and an excellent book on the history of the Gunderson, does not reveal anyone by the name of Brent Gunderson as part of the company now or in the past.  

Also pictures surfacing on the Internet supposedly showing boxcars purportedly containing shackles actually look to be pictures of one of the company’s prize products: the ‘Automax’ double stacked rail automobile carrier. Clearly, the Automax does contain brackets that would be used to secure the automobiles for transfer by rail. 

Inside Sources

Many guillotine articles popping up on various websites such as beforeitsnews.com describe guillotines being seen by military insiders and sources wishing to remain anonymous. These articles talk about the military’s training on the use of the guillotine and how insiders discovered guillotines packaged and stockpiled on military bases. 

The problem with these stories: a lack of evidence and the reliance on anonymous insiders as the source of the information. A quick search at beforeitsnews.com for articles about guillotines will generate a dozen articles featuring anecdotal information involving inside sources and references to Ted Gunderson and the Gunderson boxcar stories. 

A recent article at the commonsenseshow.com also references Ted Gunderson, the Georgia legislation bill and inside sources. Again, nothing of substance to actually support any facts regarding real guillotines found or in use. 

It is not unreasonable to fear the government of United States; there are many real indications the Federal Government is gearing to take some kind of action against Citizens, including building of apparent prison camps, stockpiling of ammunition, acquisition of armored vehicles, increasing numbers of armed agencies and more. Mass extermination is the signature trait of authoritarian rule. 

According to a report by Larry Grathwohl, former FBI agent,  The Obama linked Weather Underground Organization planned, in the 1970s, to incarcerate up to 50 million Americans with exigency plans to exterminate roughly half of that group. It is easy to visualize the highly efficient guillotine as a method whereby masses of people might be exterminated.  Also, the real evidence of FEMA camps being constructed in the fashion of prisons camps around the country also lends emotional support to this idea.

One argument for the use of guillotines is based on the idea that after decapitation, the body remains intact for organ harvesting and other uses. Another argument is the intense fear and visual horror resulting from use of such medieval style execution. Imagine the fear resulting as a mass extermination via the guillotine is transmitted via television, video and the Internet around the world.  

But, except in limited uses, I would argue mass extermination can and, if attempted, will be carried out easier, faster, and with much less work and human involvement using traditional means. The Soviet model of working people to death for example or the Nazi model of mass shootings and gassings. Perhaps a truly modern rendition of the Nazi model using bio-weapons that can kill tens of thousands of people in a matter of hours days or weeks. 

As Americans wake up to the fact their Liberty and Justice has been taken away by a global oligarchy of corporate and banking interests intent on creating a one world government, it is easy to lose site of important issues that must be addressed if this plan is to be stopped.  Focusing on guillotines and the fear created by these ideas is a way to distract people from the important work that must be done. 

As this country falls deeper into a fully evolving tyranny, fear management will be of the utmost importance.

Americans have got to take back their local and regional governments and finally State governments.  Downsizing these self important, self organizing, useless, lawless consumers of resources and lives should be among the highest priority.   The Lawful Constitutional Bill of Rights has been lost as this nation of States self organizes into a Citizen sanctioned, collectivist, lawless pseudo democracy moving now into fascism and communism.  

For those of us that have watched the steady march toward tyranny in the United States, a tyranny virtually unopposed by Americans and their elected representatives, it is important to realize that history always repeats for those who refuse to learn. 

All power wielded by our State and national government are powers given by the people, the Sovereigns in this country.  All powers delegated to the Governments are for use in protecting and valuing the Liberties enshrined in the Constitution explicitly and implicitly. 

At such a time the Government is no longer valuing Liberty, or no longer protecting the rights of the Citizen, then Citizens, as a group, have the right to disband their governments and start again.  *

Focusing on corruption at lower levels of government including arrests and prison terms will create a feeling of empowerment for Americans again. Taking back governments beginning at the lowest level and moving toward the top will encourage bad people out and good people into positions of power.

Volcanic 'scream' precedes explosive eruptions

A change in the frequency of earthquakes may foretell explosive volcanic eruptions, according to a new study.The seismic activity changes from steady drum beats to increasingly rapid successions of tremors.
These blend into continuous noise which silences just before explosion.The study of tremors in the lead up to the 2009 eruption of Redoubt, a volcano in Alaska, appears in Journal of Volcanology and Geothermal Research.Those quakes continuously rose in pitch like a volcanic glissando - a musical glide from one pitch to another.Subterranean magma plumbing systems sit beneath volcanoes and feed pressurised molten rock toward the surface before eruptions.As the magma flows through deep conduits and cracks, it generates small seismic tremors and earthquakes.Scientists have noted earthquakes preceding volcanic eruptions before, for example drumbeat earthquakes were the first sign of renewed magmatic activity in Mount St Helens in April 2005.But the new analysis of Alaska's Redoubt volcano shows that the tremor glided to higher frequencies and then stopped abruptly less than a minute before eruption."The frequency of this tremor is unusually high for a volcano," explained Alicia Hotovec-Ellis, a doctoral student involved in the study, from the University of Washington.

What are the four ways volcanoes can kill?

"Because there's less time between each earthquake, there's not enough time to build up enough pressure for a bigger one. After the frequency glides up to a ridiculously high frequency, it pauses and then it explodes."

The earthquake noise sounds like a scream before eruption when the seismometer data are speeded up sixty times to make them audible. The authors suggest a simple model of brittle fracture may explain their results, although the precise details of what is going on underneath volcanoes before they erupt remain unclear.
Dr Marie Edmonds, from the University of Cambridge, who was not involved in the study, commented: "This work is probably the most intensive treatment of this phenomenon. If you can get an idea of what is causing these types of patterns then you have a route to prediction of volcanic eruptions."The question that arises is whether you can ever get these sorts of patterns without an eruption following?"We had repetitive sequences of volcanic explosions in the Caribbean island of Montserrat in 1997 and 2003 which were preceded by similar tremors, with hybrid earthquakes that were periodic and then recurrence intervals decreased with time before the explosion. People are converging on a view on how magmas behave."

Deputy Religions Minister Rabbi Eli Ben Dahan (Bayit Yehudi) voiced his great displeasure Tuesday with the police decision not to allow Jews to pray on the Temple Mount on Tisha B'Av, and vowed to change the situation.
"This morning,” he said, “on the fast of Tisha B'Av, the day in which every person in Israel feels the pain of the destruction of the Temple, the ascent of Jews to the Temple Mount, the place where our first and second Temples dwelt, has been forbidden, only because they feared rioting by Muslims."How can it be,” he rhetorically asked, “that in Israel, in the name of the principles of equality and freedom of religion, Jews can be forbidden from ascending to the Temple Mount, the holiest place for Jews, because of a fear of rioting by Muslims? "It is time to change this reality. To stop using various excuses of security and the inability of the police to protect the Jewish citizens,” he determined. "Therefore, I will take action, with the help of G-d, to enstate measures that regulate prayer by Jews on the Temple Mount. This is a complicated step and many obstacles will be placed in its path but the eternal nation does not fear a long road."The situation in which equality and freedom of religion are sacred principles only when talking about other religions, and not when talking about the Jewish majority in the state of Israel, is an absurd one,” he stated.A national debate rages over freedom of religion on the Temple Mount where, despite its supreme importance to Jews worldwide, Jews are subject to draconian limitations, including a ban on praying, due to the presence of an Islamic complex administered by the Waqf Islamic Trust, and threats by Islamist groups.Religious Jews who are allowed to ascend are followed closely by Israeli police and Waqf guards to prevent them from praying, or from carrying out any other religious rituals.Non-Jewish visitors are not subject to such restrictions.

The European Jewish Association (EJA) on Monday called upon worldwide Jewish organizations to put aside their differences and unite all their efforts towards reversing the Polish parliament decision to ban kosher slaughter.The lower house of the Polish parliament (Sejm) voted on Friday to reject a government motion to re-legalize the religious practice of kosher slaughter, provoking outrage in the Jewish community over freedom of religion.The ritual slaughter of animals was banned by Poland’s Constitutional Court last December after judges found that it was ‘’incompatible with animal rights legislation.‘’‘’We must unite all our efforts to fight this legislation which can potentially contribute to Jewish exclusion and to violate Jewish freedom of religion and worship throughout Europe, specifically in Poland, with all its symbolic significance to Jewish history, ‘’ said EJA Director General Rabbi Menachem Margolin, according to the European Jewish Press (EJP).Since the Friday vote, Margolin conducted a series of intensive talks with Polish leaders and representatives in the EU Parliament, the EJP reported.In a letter sent to Polish President, Bronisław Komorowski, and Polish Parliament Marshal (Speaker), Ewa Kopacz, Rabbi Margolin urged them to meet with members of the Jewish community in order to discuss ways to reversing this decision.According to the EJP, the letter called the Polish Parliament vote ‘’devastating to Jewish welfare and freedom of religion.’’

Violence overshadows new Egyptian cabinet; seven killed

CAIRO (Reuters) - Seven people were killed and more than 260 wounded when Islamist supporters of Mohamed Mursi fought opponents of the deposed Egyptian president and security forces, marking a return of violence that overshadowed the naming of an interim cabinet.Egyptian authorities rounded up more than 400 people over the fighting which raged through the night into Tuesday, nearly two weeks after the army removed Mursi in response to mass demonstrations against him.Interim Prime Minister Hazem el-Beblawi is forming a government to lead Egypt through a "road map" to restore full civilian rule and to tackle a chaotic economy.A spokesman for the interim president said Mursi's Muslim Brotherhood had been offered cabinet posts and would participate in the transition. The Brotherhood, Egypt's leading Islamist movement, dismissed the remarks as lies, saying it would never yield its demand for Mursi's return.Crisis in the Arab world's most populous state, which straddles the Suez Canal and has a strategic peace treaty with Israel, raises alarm for its allies in the region and the West.Mursi's removal has bitterly divided Egypt, with thousands of his supporters maintaining a vigil in a Cairo square to demand his return, swelling to tens of thousands for mass demonstrations every few days.Two people were killed at a bridge in central Cairo where police and local Mursi opponents clashed with some of his supporters who were blocking a route across the River Nile overnight. Another five were killed in the Cairo district of Giza, said the head of emergency services, Mohamed Sultan.Mursi is being held incommunicado at an undisclosed location. He has not been charged with any crime but the authorities say they are investigating him over complaints of inciting violence, spying and wrecking the economy.
CALM SHATTERED
A week of relative calm had suggested peace might be returning, but that was shattered by the street battles into the early hours of Tuesday morning, the bloodiest since more than 50 Mursi supporters were killed a week ago."We were crouched on the ground, we were praying. Suddenly there was shouting. We looked up and the police were on the bridge firing tear gas down on us," said pro-Mursi protester Adel Asman, 42, who was coughing, spitting and pouring Pepsi on his eyes to ease the effect of tear gas.The new cabinet is mainly made up of technocrats and liberals, with an emphasis on resurrecting an economy wrecked by two and a half years of turmoil.Saudi Arabia, the United Arab Emirates and Kuwait - rich Gulf Arab states happy at the downfall of the Brotherhood - have promised a total of $12 billion in cash, loans and fuel.Investors do not expect major reforms before a permanent government is put in place. The new planning minister, Ashraf al-Arabi, said on Monday that the Arab money would sustain Egypt through its transition and it did not need to restart talks with the International Monetary Fund on a stalled emergency loan.Egypt had sought $4.8 billion in IMF aid last year, but months of talks ran aground with the government unable to agree on cuts in unaffordable subsidies for food and fuel. Arabi's comments could worry investors who want the IMF to prod reform.Ahmed Elmoslmany, spokesman for interim President Adli Mansour, said the authorities expected the Brotherhood and other Islamists to agree to participate in national reconciliation and had offered them positions in the interim cabinet."I am hoping and expecting, and I am in contact with members from the Muslim Brotherhood, and I can see there is an acceptance to the idea," he said.But senior Brotherhood figure Mohamed El-Beltagi said the movement had not been offered posts, and would reject them if it had. "We will not see reconciliation unless it's on the basis of ending the military coup," Beltagi said at a square near a Cairo mosque where thousands of Mursi supporters have maintained a vigil into its third week.
BURNS SPURNED?
By sunrise calm had returned. The unrest is more localized than in the days after Mursi was toppled when 92 people died, but Egyptians still worry about the continued unrest.At Tahrir Square, rallying point for anti-Mursi protesters, a Reuters reporter saw teenagers in civilian T-shirts being handed rifles by troops in an armored vehicle. It was not clear if they were civilians or security personnel in plain clothes.The violence took place on the last night of a two-day visit by U.S. Deputy Secretary of State William Burns, the first senior Washington official to arrive since the army's takeover.Washington, which supports Egypt with $1.5 billion a year mainly for its military, has so far avoided saying whether it regards the military action as a "coup", language that would require it to halt aid.The United States was never comfortable with the rise of Mursi's Brotherhood but had defended his legitimacy as Egypt's first elected leader. Its position has attracted outrage from both sides, which accuse it of meddling in Egypt's affairs."Only Egyptians can determine their future," Burns told reporters at the U.S. embassy on Monday. "I did not come with American solutions. Nor did I come to lecture anyone. We will not try to impose our model on Egypt."The Islamist Nour Party and the Tamarud anti-Mursi protest movement both said they turned down invitations to meet Burns. A senior State Department official denied Burns had been shunned."I don't think we're losing influence at all," the U.S. official said. "I don't know what meetings he has, but he has seen a range of people in Cairo in the interim government, in civil society ... so it's hard to say he has been spurned by both sides. I don't accept that is the case."At the bridge in the early hours, young men, their mouths covered to protect them from tear gas, threw stones at police and shouted pro-Mursi and anti-military slogans, as well as "Allahu Akbar!" (God is greatest).Military helicopters hovered overhead and police vans were brought in to quell the trouble. When that didn't work, dozens of riot police moved in. Medics treated men with deep gashes to their eyes and faces nearby."It's the army against the people, these are our soldiers, we have no weapons," said Alaa el-Din, a 34-year-old computer engineer, clutching a laptop during the melee. "The army turned against the Egyptian people."Many of the top Brotherhood figures have been charged with inciting violence, but have not been arrested and are still at large. The public prosecutors' office announced new charges against seven Brotherhood and Islamist leaders on Monday.The fast-paced army-backed "road map" to full civilian rule calls for a new constitution to be hammered out within weeks and put to a referendum, followed by parliamentary elections in about six months and a presidential vote soon after.A former ambassador to the United States has been named foreign minister and a U.S.-educated economist is finance minister. UNITED NATIONS (Reuters) - A U.N. Security Council committee is split over whether Iran's missile tests last year violated U.N. sanctions imposed on Tehran because of its nuclear and ballistic missile programs, Australia's U.N. envoy said on Monday.That division effectively rules out any expansion of sanctions against Tehran over the tests for the time being, U.N. envoys said on condition of anonymity.Diplomats said it was Russia, backed by China, that refused to declare Tehran's missile launches a violation of the U.N. restrictions, as a U.N. Panel of Experts on Iran said was the case.The rift on the Iran sanctions committee, which consists of all 15 Security Council members, highlights the difficulties Western powers face in persuading Russia and China to join them in keeping up the pressure on Tehran to halt banned nuclear and missile work.Iran rejects allegations by the United States, European powers and their allies that it is developing an atomic weapons capability. It says the U.N. sanctions against it are illegal and refuses to comply with them.As long as the sanctions committee remains divided, it will be difficult for the Security Council to add names of any Iranian individuals or entities linked to the missile tests, Security Council diplomats said on condition of anonymity.Australia's U.N. Ambassador Gary Quinlan, chairman of the Iran sanctions committee, told the council that "a number of committee members expressed the view ... that the launches constituted a clear violation of (U.N. sanctions) and that therefore all member states should redouble their efforts to implement ballistic missile-related sanctions on Iran.""At this stage some committee members cannot share this view," he added in his latest three-month report to the council.The tests involved the launch of Iranian Shahab missiles in July 2012 during the "Great Prophet 7" military exercises."These included launches of the Shahab 1 and 3, Zelzal, Fateh-110 and Tondar missiles, as well as an anti-ship ballistic missile, the Khalij Fars," the Iran Panel of Experts said in its May report to the Iran sanctions committee.
'HASTY CONCLUSIONS'
The panel said those exercises were conducted by the Aerospace Force of the Islamic Revolutionary Guard Corps.Russia, diplomats said, led the dissenters in rejecting the view that the tests were a clear violation of U.N. sanctions.A Russian delegate explained Moscow's position to the Security Council, saying "hasty conclusions not based on facts must be avoided."A Chinese delegate reiterated Beijing's stance: "We are not in favor of increased new pressure or new sanctions against Iran."U.S. Ambassador Rosemary DiCarlo told reporters, "We're disappointed that the (Iran sanctions) committee was unable in this case to state the obvious.""There is nothing ambiguous about the ban imposed by the Security Council on such ... missile launches," she said. "Most of the Security Council members agree with us on this issue."Quinlan's report also referred to alleged arms embargo violations.Western powers accuse Iran of supplying arms to Syrian President Bashar al-Assad and militant groups like Lebanon's Hezbollah, which has been fighting alongside Assad's troops in Syria to defeat rebels in the civil war there."Several committee members stated that the evidence presented in the report was sufficient to assert that Iran was in violation of its obligations, illustrating a pattern of sanctions evasion through arms smuggling in the Middle East," his report said."Other committee members stated that the lack of stronger evidence as to the provenance of the arms, such as documentation, justified the lack of a definitive conclusion," his report added.Russia and China were the "other committee members" who opposed finding Tehran in clear violation of the U.N. ban on Iranian arms exports, council diplomats said.(Reporting by Louis Charbonneau; Editing by Xavier Briand)

Syria rebels reinforce key suburb in Damascus battle

BEIRUT (Reuters) - Syrian rebels poured reinforcements into a key Damascus suburb on Tuesday in an attempt to push back government troops who have renewed their campaign to secure the capital and build on battlefield gains elsewhere in the country.Fighting centered on Qaboun, a rebel-held district where Syrian troops backed by tanks and artillery had made inroads on Monday as part of efforts to consolidate control over Damascus, President Bashar al-Assad's power base.After two years of rebel gains in a war that has cost more than 90,000 lives, the tide has turned somewhat for Assad's forces, allowing them to seize the city of Qusair last month and press on with a campaign to link Damascus to Assad's coastal strongholds.
In facing down the mainly Sunni rebels seeking to oust him, the Syrian leader has received important backing from Shi'ite Iran and from Iranian-backed Hezbollah fighters from Lebanon as the war takes on an increasingly sectarian aspect.At the same time, the rebels are plagued by infighting between Islamist groups and members of the more liberal Free Syrian Army, which is backed by the West and some Arab nations.
The increasingly fragmented and brutal nature of the war was illustrated by an incident in Homs province, where gunmen loyal to Assad shot dead at least six mediators sent to try to reconcile warring sectarian groups in an area where opposing sides had until now been able to coexist.Residents said the killings on Monday evening in the village of Hajar al-Abyad highlighted the growing challenge of mediating between towns held by rebel groups and those controlled by pro-Assad militias known as "shabbiha".In a separate incident near the Turkish border in the north, Islamist rebel fighters from the al Qaeda-linked Nusra Front clashed with Kurdish armed men, who generally support the creation of an autonomous region within Syria.
The Syrian Observatory for Human Rights, a pro-opposition monitoring group, said the fighting broke out after Nusra fighters attacked a Kurdish patrol and took a gunman hostage.The Kurds said they had killed eight Nusra Front militants in what they said was a territorial dispute.
PRESSING CAMPAIGN
Assad's forces are pressing their campaign at a time when the Free Syrian Army has yet to receive weapons promised by Washington but delayed by objections by U.S. lawmakers.A U.S. official said on Monday that the Obama administration had made progress in overcoming these concerns but some details remained unresolved.Both Republican and Democratic lawmakers fear the weapons could end up in the hands of Islamist militants, and would not be enough to tip the balance against the better-equipped Syrian government anyway.Britain, meanwhile, said it would give Syrian rebels equipment to protect themselves against chemical and biological weapons as "a matter of special urgency".Britain has said forces loyal to Assad have made limited use of chemical weapons, which the Syrian government denies.In an attempt at unity, the Syrian opposition now intends to create a 10-member executive council that can to draw together disparate factions into a more structured army with better financing and weapons, Michel Kilo, a senior opposition figure, told Reuters in Paris.In Damascus, the latest fighting comes almost a year after one of the rebels' most spectacular attacks in the capital - a bomb attack last July 18 which killed several of Assad's most senior security officials and led some commentators to predict Assad would soon fall.Abu Nidal, a rebel spokesman in Damascus, said on Tuesday that his fighters were trying to prevent the army advancing further into Qaboun, which it entered on Monday."Rebel reinforcements are entering the area," he told Reuters by Skype. "We expect the army to advance further into the area but they will be stopped."The intensity of the fighting could be seen in footage posted on the internet by opposition activists.The amateur video showed a large grey plume of smoke rising from a densely built residential area of Damascus. Mount Qasioun, which overlooks the capital, can be seen in the background.Text accompanying the footage posted on Tuesday said the smoke came from a ground-to-ground missile fired into Qaboun.
ARMY CHECKPOINT
Elsewhere in the city, nine people including a child were killed at an army checkpoint, the Observatory said in a statement. Quoting activists in the area, the British-based group said they were all shot in the head.It added that mortar bombs were being fired by the army into the southern district of Yarmouk, a Palestinian refugee camp on the edge of central Damascus that has fallen in and out of government and rebel control during the past year.Activists and residents said also that at least five mortar shells hit the Damascus neighborhood of Masaken Barze, injuring several people.Clashes and bombardment were reported by activists in nearly every province on Tuesday, from central Homs city to the northwestern farming province of Idlib to the eastern desert city of Deir al-Zor.In the south of Syria near the Israeli border, the Observatory reported clashes between rebels and government forces in the village of al-Qahtaniya."Initial reports indicate that several fighters in the regime forces were killed, and some armored vehicles were destroyed," the Observatory said.

Panama seizes North Korean ship

PANAMA CITY (AP) — Panama's president said the country has seized a North Korean-flagged ship carrying what appeared to be ballistic missiles and other arms that had set sail from Cuba.Panamanian President Ricardo Martinelli told RPC radio on Monday that the ship had been headed for North Korea.

There were no immediate details on the quantity of arms aboard.Martinelli said the undeclared military cargo appeared to include missiles and non-conventional arms. He said the ship was violating United Nations resolutions against arms trafficking.Earlier, the president said on his Twitter account that the arms were "hidden in containers underneath the cargo of sugar."He offered no details but posted a photo of what appeared to be a green tubular object sitting inside a cargo container or the ship's hold.Hugh Griffiths, an arms trafficking expert at the Stockholm International Peace Research Institute, said the seized ship is called Chong Chon Gang and has been on the institute's suspect list for some time.He said the ship had been caught before for trafficking narcotics and small arms ammunition. It was stopped in 2010 in the Ukraine and was attacked by pirates 400 miles off the coast of Somalia in 2009.Griffiths' institute has also been interested in the ship because of a stop it made in 2009 in Tartus — a Syrian port city hosting a Russian naval base.
Griffiths also said the institute earlier this year reported to the U.N. a discovery it made of a flight from Cuba to North Korea that travelled via central Africa."Given the history of North Korea, Cuban military cooperation and now this latest seizure, we find this flight more interesting," he said. "After this incident there should be renewed focus on North Korean-Cuban links."Martinelli told RPC the 35 North Koreans on the boat resisted police efforts to take the ship to the Caribbean port of Manzanillo. The crew was later taken into custody.Martinelli said the captain had a heart attack and also tried to commit suicide during the operation.He said authorities had been tipped off some days ago that the ship might be carrying drugs.
