Democrats block Texas abortion bill after senator’s 10-hour filibuster attempt

Her filibuster attempt stalled about two hours short of the deadline over a complaint that she violated rules, and the Republican-controlled Senate then began voting on the bill to cries of protests from spectators.
Republicans said they met the deadline but Lieutenant Governor David Dewhurst, after meeting with lawmakers, said some of their votes came in after midnight, the effective close for the 30-day special session.
Dewhurst also bemoaned the “unruly mob” at the capitol, according to the Dallas Morning News.
The bill called for stricter standards for abortion clinics.Republican backers said it would protect women’s health and that the ban on late-term abortions would protect the fetus, based on disputed research that suggests pain is felt by 20 weeks of development.Opponents said it would force nearly all Texas abortion clinics to close or be rebuilt.Gilberto Hinojosa, chairman of the Texas Democratic party, said Davis displayed courage in her filibuster bid.Davis, who began speaking at 11:15 a.m. local time, was prevented by procedural rules from deviating off-topic or taking a break by eating, leaning against her desk, sitting down or using the rest room.Republicans tried to disrupt her by charging that she meandered off-topic and, at one point, received help adjusting a supportive back brace.Davis whittled away chunks of time by reading testimony and messages from women and others decrying the legislation, reciting previously suggested changes to the bill and tapping into her own life history as a single mother at 19.She said the bill would have choked off her own access to a local Planned Parenthood clinic.“I was a poor, uninsured woman, whose only care was provided through that facility. Report: Netanyahu agrees to Kerry peace talk terms

Prime Minister Benjamin Netanyahu has agreed to a series of concessions proposed by US Secretary of State John Kerry with the aim of kick starting peace talks between Israel and the Palestinians, according to Israeli media.Netanyahu will reportedly set free 120 Palestinian terrorists jailed prior to the signing of the "Oslo" peace accords in 1993. The Palestinian insist that because these men carried out their crimes prior to the signing of any agreements, they must be viewed as prisoners of war, not criminals, despite their attempts to mass murder Jewish men, women and children.Of course, the Palestinian regime also insists that terrorists jailed after the signing of the peace agreements are, in fact, not terrorists either, since they merely killed Jews who were "occupying" their land.Netanyahu is also said to be ready to halt all Jewish construction outside of major settlement blocs in Judea and Samaria, the so-called "West Bank" that the Palestinians claim for their future state. Israeli officials have already acknowledged that a de facto construction freeze is in place.
The goal of these concessions is to give Palestinian leader Mahmoud Abbas something he can present as a "victory" in order to entice him back to the negotiating table.According to Palestinian reports, it was only partly successful.While Abbas is reportedly ready to drop his preconditions for renewing talks, he will only do so temporarily. In essence, according to Palestinian media reports, Abbas will come to the negotiating table with the intent of blackmailing Netanyahu.If Netanyahu fails to make a proposal that meets all Arab demands right away, Abbas has threatened to again turn to the United Nations to unilaterally recognize an independent Palestinian state.Despite what many in the region recognize as the same old intractable positions, Kerry is hailing the deal as a historic opportunity and is expected back in the region shortly.

Kerry: Urgent progress is needed on Mideast peace

KUWAIT CITY (AP) — Secretary of State John Kerry said Wednesday that he's set no ad hoc deadline for making concrete progress in talks between Israel and the Palestinians that he's continuing this week, but that long before September there needs to be some kind of progress shown.The U.N. General Assembly, which reconvenes in September, voted overwhelmingly in November to upgrade the Palestinians from U.N. observer to non-voting member state. The Palestinians have said that if attempts at reaching an accord between the two sides fail, they would pursue a strategy of international recognition on their own, which would make finding peace in the decades-long conflict more elusive.Kerry spoke during a news conference with Kuwait's emir, Sheik Sabah Al Ahmed Al Sabah. Later Wednesday, he was heading to Amman, Jordan, which he will use as a base for diplomacy with Jordanian, Israeli and Palestinian officials. It is Kerry's fifth visit to the region since becoming secretary of state earlier this year."The time is getting near where we need to make some judgments. Last time, I was here, I said it's time for leaders to make some hard decisions," Kerry said. "That stands. It is time. Why is it urgent? It's urgent because time is the enemy of a peace process.""I don't want to trap myself or any of the principals in this with arbitrary — or somewhat ad hoc time limits," Kerry said.But he added: "Long before September we need to be showing some kind of progress in some way. ... That's why I'm here for this visit and I hope it can be productive."Kerry has been shuttling between the Israelis and the Palestinians in search of a formula to restart talks. So far, there have been no signs of a breakthrough.Palestinian President Mahmoud Abbas is being propelled toward a stark choice that could come as soon as next week, define his legacy and set the course for his people in their conflict with Israel. Abbas' aides fear he's being pushed by the U.S. into dropping his conditions for negotiating with Israeli Prime Minister Benjamin Netanyahu Israeli settlements are at the heart of the heart of the nearly five-year impasse in Mideast peace efforts. The Palestinians say they will not negotiate while Israel continues to construct settlements in territory they seek for a future state. Netanyahu says the fate of the settlements should be resolved in negotiations, and talks should resume immediately without any preconditions. The Palestinians claim the West Bank and east Jerusalem, which were captured by Israel in the 1967 Mideast war, as parts of a future state."We come at this carefully. We have been working towards, hopefully an understanding that allows everybody to move forward, notwithstanding the difficulties that people face in the politics of their own countries," he said. "Why am I confident that something can be done? Because I believe peace is understood by them — both of them — to be urgent."On Syria, Kerry acknowledged that getting a transitional government set up was a "hard lift."But he painted a dire picture of the alternative to convening an international conference to reach a political resolution to the two-year civil war."The people of Syria are suffering ... the prospect a long, continued war, which is very possible, means not only will many, many people die, many more homes will be destroyed, cities be destroyed," he said. "Not only will you have more atrocities, more violations of human rights, even some small evidence here and there of some ethnic cleansing.""Not only will you have all that, but you may ultimately have complete destruction of the state of Syria so that the army and the institutions will fall apart and you will have a complete sectarian breakdown," he said, "and that becomes far more dangerous for all of the region because it will empower extremists as well as create ongoing sectarian strife" in the region.Kerry reiterated his called for Iran and the Hezbollah fighters, which are bolstering Assad's forces, to leave Syria — a move he said would make it easier for a political resolution to be reached.

U.S. says Israeli, Palestinian leaders want peace talks

KUWAIT (Reuters) - Israeli and Palestinian leaders are both committed to reviving peace talks, U.S. Secretary of State John Kerry said on Wednesday, but he acknowledged that progress on the long-stalled negotiations would be tough.Israeli-Palestinian talks broke down in late 2010 in a dispute over construction of Jewish settlements on occupied West Bank land that Palestinians want as part of their future state.Kerry, who held separate talks with both sides in May, said Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas wanted the peace process to move forward. This would be Kerry's fifth attempt to restart talks."I believe they believe the peace process is bigger than any one day or one moment, or certainly more important to their countries than some of their current political challenges," he told a news conference in Kuwait with Foreign Minister Sheikh Sabah Khaled al-Sabah."That is why both of them have indicated a seriousness of purpose. I would not be here now if I didn't have the belief this is possible," he said.Kerry earlier met Kuwait's ruler, crown prince and foreign minister as part of a regional tour. He flies to Amman later on Wednesday and will meet separately with Jordan's King Abdullah, Netanyahu and Abbas during his two-day trip there.There has been no public indication from the Palestinians that Abbas is prepared to drop his long-standing demand for a freeze in settlement construction before resuming peace talks.In an apparent bid to support Kerry's efforts, Netanyahu has quietly halted housing starts in settlements in the Israeli-occupied West Bank and East Jerusalem since his new government came to power in March, Israel's housing minister said earlier this month, but projects already under way are continuing.Kerry said he did not want to set any deadlines for the peace process but called for progress before the United Nations General Assembly in September. Mistrust needed to be overcome, he said, to "avoid the disappointment and failures of the past".On Tuesday, Netanyahu said Israel intended to persist in the negotiations to tackle all the issues. Jordan’s King Abdullah II warned ahead of a visit by U.S. Secretary of State John Kerry that relations between Israel and the Palestinian Authority could “explode” if final status talks fail, and that the Syrian civil war is rapidly spiraling out of control into a regional conflict.Kerry is set to arrive Wednesday from Kuwait, where he has been discussing the prospects of financial aid for the PA, among other issues.But Abdullah said that unless final status talks are launched quickly, it is more likely the region will see another round of Arab Spring violence – this time started by the Palestinian Authority.The Hashemite monarch added that the Syrian civil war across his northern border could also ignite a regional war unless the international community is able to convene peace talks soon, according to the London-based A-sharq al-Awsat newspaper.“It has become clear to all that the Syrian crisis may extend from being a civil war to a regional and sectarian conflict...the extent of which is unknown,” the king warned in the interview.“It is time for a more serious Arab and international coordination to stop the deterioration of the Syrian crisis. The situation cannot wait any longer,” he added.Jordan has absorbed more than half a million Syrian refugees, according to the United Nations. Most are being housed in U.N.-supplied tent cities in the country’s northern Mafraq sector, near the Syrian border.At least 1.5 million Syrian citizens have fled the country, and more than two million others are homeless and displaced within the country.

Israel believes that Palestinian Authority Chairman Mahmoud Abbas’s willingness to meet Prime Minister Binyamin Netanyahu may be a ploy meant at buying time so he can make more unilateral moves at the United Nations, officials said Tuesday.The officials spoke to Channel 2 News a day after reports that said Abbas has caved in to pressure from U.S. Secretary of State John Kerry and has agreed to meet Netanyahu.Abbas reportedly told his associates that he would be willing to meet Netanyahu, but only for a limited time period in order to test the seriousness of the Prime Minister’s intentions to reach a peace agreement.Ma’ariv reported on Tuesday that in order to help kickstart the negotiations, Netanyahu has agreed to release some terror prisoners who have been in jail since before the signing of the Oslo Accords and also pass a formal decision in the Cabinet freezing Jewish construction outside of the settlement blocs in Judea and Samaria.Abbas, reported the newspaper, has agreed in exchange to drop two of his preconditions on talks with Israel: that talks be based on the 1949 Armistice lines and that borders for a PA state be sketched in advance of the negotiations.An unnamed senior Israeli official told Channel 2 News, however, that Israel was unaware of any agreement by Abbas to give up his preconditions. The official said that Israel is aware, however, that Abbas is planning to attend the UN General Assembly in September and launch yet another unilateral move.According to the official, Abbas is trying to "prepare the ground" for his unilateral move, and as such has expressed willingness to go along with Kerry’s efforts to resume peace talks for a limited time period.Since 2010, Abbas has refused to directly talk to Netanyahu, insisting instead on a full construction freeze in Judea and Samaria as one of his endless preconditions for negotiations with Israel. A previous 10-month freeze failed to lure Abbas to the negotiating table; he agreed to talk shortly before the freeze was scheduled to end, but broke off talks immediately when it was not extended.Last week Abbas said he supports Kerry's efforts to revive peace talks with Israel. Kerry will return to the Middle East on Thursday, with a stop in Jordan before making his fifth visit to meet Israeli and PA leaders.Netanyahu has consistently called on Abbas to return to the negotiating table without preconditions. Last week he told The Washington Post, “If Secretary Kerry, whose efforts we support, were to pitch a tent halfway between here and Ramallah — that’s 15 minutes away driving time — I’m in it, I’m in the tent. And I’m committed to stay in the tent and negotiate for as long as it takes to work out a solution of peace and security between us and the Palestinians.

In a letter sent to all leaders of European Union member states, European Jewish Congress President Dr. Moshe Kantor has compared the EU’s moves to label goods from Israeli companies operating over the ‘Green Line’ with the long overdue proscription of Hizbullah.“Firstly, this policy is seen as discriminatory as the European Union appears to be singling out one disputed territory of the world for special treatment, whereas the European Union has no similar policies for the other tens of territories that are the subject of international disputes.”“Moreover, the timing of the labeling issue is inauspicious as it is diverting energies that could be better placed supporting positive moves towards restarting direct negotiations between the parties,” Kantor wrote. “I believe that the implementation of a policy which is seen as one-sided and biased at this time will only serve to negatively affect this positive momentum and increase ill-faith and bad feeling between the parties.”The EJC also argues that this policy will also have a negative effect on the Arab population, many of whom work or are supported by these Israeli companies.“This policy will also have the additional problematic effect of disenfranchising tens of thousands of Palestinians who work for these Israeli companies, earning pay far greater than in the Palestinian Authority, and their dependents, who would suffer an enormous financial blow from the ramifications of this policy,” Kantor said.Kantor wrote in the letter that while the labeling of goods originating over the ‘Green Line’ was problematic, it is made worse by the comparative lack of traction on the issue of adding Hizbullah to the EU list of terrorist organizations.“The greatest concern to us as European citizens is that while there is a consensus and movement on the labeling issue, there appears to be little movement on the goal of proscribing Hizbullah as a terrorist organization within the European Union,” Kantor wrote in the letter to the European leaders. “While the European Union’s oft-stated goal is to achieve peace and security in the Middle East, these words will remain hollow if an organization with a proven and undisputable record of murder and terrorism in Europe and around the world, and whose goal is to destroy the Jewish State, is allowed to act freely, recruit and raise funds unimpeded on the European continent.”“I would urge you to prioritize the proscription of an organization whose aim is to derail security and stability in the region and beyond, and whose ongoing role will ensure that peace will not be achieved in the Middle East. This is the greatest contribution the European Union can make to US Secretary of State Kerry’s efforts, and the efforts of those who wish to see a restart of negotiations which will lead to a resolution of the protracted conflict,” Kantor concluded.

EU-China rights talks marred by deadly riots

BRUSSELS - EU diplomats met their Chinese counterparts in Guiyang to discuss human rights on Tuesday (25 June) as minorities clashed with police in the north-western part of the country, leaving scores dead.
The official Xinhua News Agency said riots in a remote town in the Turkic-speaking Xinjiang left 27 dead by early Wednesday morning.Seventeen protestors were killed, including nine security officers and eight civilians. Police also shot and killed 10 others.A large population of Muslim minority Uighurs live in the region, which has been the scene of previous deadly riots. In April, some 20 people were killed. Around 200 were killed in a 2009 uprising between the Han Chinese and Uighur communities.The EU diplomats in Guiyang said they expressed concerns over a wide rang of human rights issues, including those of ethnic and religious minorities.Led by a director from the European External Action Service, the EU delegation was taken on a field trip to a village in Guiyang - in south east China - where 97 percent of the population belongs to the Buyi ethnic group.The EU officials later met with the Guiyang governor.But for its part, the US-based NGO Human Rights Watch (HRW) says the remote location of the dialogue in Guiyang is a ploy by the Chinese to weaken any meaningful dialogue.“This is precisely the kind of ‘dialogue’ the Chinese government likes best: away from senior Chinese officials, away from the international press, and with little ambition from either side to apply rights protection to real life situations in China,” said Lotte Leicht, EU director at HRW in Brussels, in a statement.HRW says the EU commitment last year to weave human rights into its foreign policy has netted few results.The organisation describes the EU pledge to back human rights defenders as “an empty gesture as far as Chinese activists are concerned.”It says the EU has accepted demands by the Chinese government to hold human rights dialogue out of the public view in a low-level and non-transparent diplomatic exercise.HRW says creating benchmarks to measure progress would be a more meaningful approach to the biannual dialogues held since 1995.The EU, for its part, notes that the next round of human rights discussions will take place in Europe before the end of the year.

Syria death toll tops 100,000, rebels lose border town

BEIRUT (Reuters) - Syrian President Bashar al-Assad's forces have retaken a town on the Lebanese border as they press an offensive against rebels in a conflict that has now cost more than 100,000 lives, activists said on Wednesday.The army took full control of Tel Kalakh, driving out insurgents and ending an unofficial truce under which it had allowed a small rebel presence to remain for several months.The fall of Tel Kalakh, two miles from the border with Lebanon, marks another gain for Assad after the capture of the rebel stronghold of Qusair this month, and consolidates his control around the central city of Homs, which links Damascus to his Alawite heartland overlooking the Mediterranean coast.Like Qusair, Tel Kalakh was used by rebels in the early stages of the conflict as a transit point for weapons and fighters smuggled into Syria to join the fight against Assad.Pro-Assad websites showed video footage of soldiers patrolling the town in armored cars and on foot."Terrorist groups infiltrated and terrorized the local people," an army officer said in the video. "In response to the request of the local people, the army entered Tel Kalakh to cleanse the area and restore security."The British-based Syrian Observatory for Human Rights, a pro-opposition monitoring group, said rebels left the town on Tuesday, retreating towards the nearby Crusader fort of Crac des Chevaliers. Three rebels were killed as the army moved in.Six months ago, Assad's opponents were challenging the president's grip on parts of Damascus, but are now under fierce military pressure there, while their supply lines from neighboring Jordan and Lebanon have steadily been choked off.

In response to Assad's gains, achieved with the support of Lebanon's pro-Iranian Hezbollah fighters who spearheaded the assault on Qusair, Western and Arab nations pledged at the weekend to send urgent military aid to the rebels.Hezbollah's involvement has highlighted the increasingly sectarian dynamic in the Syrian conflict. Hezbollah and Tehran back Assad, whose Alawite minority is an offshoot of Shi'ite Islam, while Sunni Muslim states such as Turkey, Saudi Arabia and Qatar have stepped up support for the mainly Sunni rebels.Radical Sunni militants from abroad, some of them linked to al Qaeda, are also coming in to fight alongside the rebels.Jordan's King Abdullah said the war could ignite conflict across the Middle East unless global powers helped to convene peace talks soon."It has become clear to all that the Syrian crisis may extend from being a civil war to a regional and sectarian conflict...the extent of which is unknown," the monarch told Asharq al-Awsat newspaper in an interview."It is time for a more serious Arab and international coordination to stop the deterioration of the Syrian crisis. The situation cannot wait any longer," he added.But prospects for proposed "Geneva 2" peace talks look bleak. Talks on Tuesday between the United States and Russia, which support opposing sides in Syria, produced no agreement on who should attend the conference or when it should be held.Saudi Arabia, which views Shi'ite Iran as its arch-rival, has stepped up aid to Syrian rebels in recent months, supplying anti-aircraft missiles among other weapons.
"Syria is facing a double-edged attack. It is facing genocide by the government and an invasion from outside the government," Saudi Foreign Minister Prince Saud al-Faisal said on Tuesday. "(It) is facing a massive flow of weapons to aid and abet that invasion and that genocide. This must end."The Observatory, which monitors violence through a network of security and medical sources in Syria, said the death toll from two years of conflict had risen above 100,000 - making it by far the deadliest of the uprisings to have swept the region.
It said the figure included 18,000 rebel fighters and about 40,000 soldiers and pro-Assad militiamen. But the true number of combatants killed was likely to be double that due to both sides' secrecy in reporting casualties, it said.In addition to the casualties, it said, 10,000 people had been detained by pro-Assad forces and 2,500 soldiers and loyalist militiamen had been captured by the rebels.The United Nations has put the death toll from the 27-month-old conflict at 93,000 by the end of April.The violence has fuelled instability and sectarian tensions in Syria's neighbors, particularly Iraq and Lebanon.At least 40 people were killed this week in the Lebanese city of Sidon in clashes between the army and gunmen loyal to a firebrand Sunni cleric who backs the Syrian rebels and has urged Sunnis to challenge Hezbollah's military might in Lebanon.

Mursi to make his move as Egypt protests loom

CAIRO (Reuters) - President Mohamed Mursi will speak to the Egyptian people on Wednesday in a televised address that could determine his political survival as millions prepare to rally to demand his removal this weekend.Fears of a showdown in the streets between Mursi's Islamist supporters and a broad coalition of the disaffected have led people to stock up on food. Long lines of cars outside fuel stations have snarled roads in Cairo and other cities.The army and police are preparing to contain any trouble, adding men and barriers around important public buildings. The government promises to allow peaceful protests but many fear that, with huge crowds, any trouble could spin out of control.The army has warned politicians it could effectively take charge again if they fail to reconcile. Some in the anti-Mursi camp might welcome that, but Islamists say they would fight any "coup" against Egypt's first freely elected leader.Mursi, who marks his first year in office on Sunday, has given no hint of the contents of what aides called an "important speech". It is due to start around 9:30 p.m. (3:30 p.m. EDT) at a Cairo hall before an invited audience. Some speculate he may reshuffle his cabinet to try to defuse the anger against him.Some observers fear Egypt may be about to erupt again, two years after the revolution that ousted Hosni Mubarak. Politics are polarized between Mursi's disciplined Muslim Brotherhood and disparate opponents who have lost a series of elections.
The deadlock has contributed to a deepening economic crisis and the government is running out of cash.
Washington has urge Mursi to bring the opposition into the political process and to press ahead with economic reforms.Liberal critics worry about Islamist rule - a coalition of local human rights groups accused Mursi's Muslim Brotherhood on Wednesday of crimes rivaling Mubarak's and of setting up a "religious, totalitarian state". But many Egyptians are simply frustrated by falling living standards and fear chaos.
Lining up at a bank machine in downtown Cairo, IT trainer Amgad al-Fishawi, 40, said he feared cash could be hard to find in the coming days and echoed the resignation felt by many at the deadlock: "Mursi won't promise too much," he said. "Nobody's paying attention. The people don't expect anything from him."
ARMY ALERT
The army is held in high regard by Egyptians, especially since it pushed aside Mubarak following the 2011 uprising. Its chief issued a warning on Sunday, urging compromise while also defending the legitimacy of Mursi's election.One senior Western diplomat in Cairo said the army might try to impose a solution, especially if the political deadlock turns violent: "The margin for a political solution is definitely very narrow," he said. "If (violence) crosses a certain threshold, the role of the army might become by default more proactive."Islamists, oppressed for decades, fear a return of military rule and hardliners warn of a fight if the generals intervene. They accuse Mubarak-era institutions, including courts, state media, police and civil service, of working to undermine Mursi.An officer in one of Egypt's internal security agencies told Reuters this week that the country needed to be "cleansed" of the Islamists who he described as terrorists. He said that the protest rallies could be the trigger for change.The army, still heavily funded by Washington as it was under Mubarak, and Western governments have been urging Mursi to bridge differences with his non-Islamist opponents. He says he has tried. They say he and his Muslim Brotherhood, along with harder line allies, are trying to monopolize the state.Mursi says a petition demanding he quit - which liberal organizers say has 15 million signatures - is undemocratic. In that, he has support from Islamists, who have staged shows of strength in recent days and plan a major Cairo rally on Friday.Nationwide opposition rallies, are due to start on Sunday but could begin earlier.
LOW EXPECTATIONS
"This demonstration is spontaneous and comes from the Egyptian people. We hope that it will bring the government ultimately to a place where the reforms are effected and choices that need to be made about the economy are implemented," U.S. Secretary of State John Kerry said on Tuesday in Saudi Arabia.
"We will obviously hope that it will not produce violence and be a moment of catalyzing positive change for Egypt itself."The opposition have low expectations of the speech which Mursi appears to be planning to make in front of a partisan crowd. Liberal activists plan to watch it on a screen in Cairo's Tahrir Square, where the revolt against Mubarak began in January 2011.Liberal coalition spokesman Khaled Dawoud said: "He missed several opportunities in the past to build bridges with the Egyptian people. At this point, it's too late for any possible measures, short of early elections, to stop the demonstrations."Dawoud likened Mursi's address to speeches made by Mubarak during the revolt. Rotting corpses spark fears of epidemic amid India floods

NEW DELHI, June 26 (Thomson Reuters Foundation) - Rotting corpses contaminating water sources and poor sanitation amid devastating floods in northern India could lead to a serious outbreak of diseases such as cholera and dysentery, aid groups warned on Wednesday.The floods, triggered by heavy monsoon rains more than 10 days ago, have killed at least 822 people in the Himalayan state of Uttarakhand and forced tens of thousands from their homes. Officials say the death toll may cross 1,000 and thousands are still reported missing.Authorities have so far been focusing on rescuing thousands of pilgrims who visit the region for its sacred Hindu temples and shrines, but aid agencies, struggling to get past roads choked by landslides to local villagers, warned of another disaster unfolding in form of an outbreak of diseases.Aid workers said they were concerned that a combination of heavy rains and corpses lying out in the open would contaminate streams and rivers."We are getting reports from the field that there are rotting bodies lying around, many of them semi-buried in soil and rubble that came down from the mountains," said Zubin Zaman, Humanitarian Manager for Oxfam India, which is working in Rudraprayag, one of the worst affected districts."There are also carcasses of livestock in rivers and streams and this has, of course, contaminated so many of their water sources. But people are desperate and are being forced to consume water they wouldn't otherwise."
Zaman said he was concerned of outbreaks of water-borne diseases such as cholera, diarrhea and dysentery, adding that he had received reports that 400 people were admitted to a medical camp in Sonprayag.The disaster - the worst floods India has witnessed since 2008 when around 500 died in the eastern state of Bihar - has swept away buildings, washed away farmland and destroyed major roads and bridges.The floods and landslides have been dubbed a "Himalayan tsunami" by the Indian media due to the torrents of water unleashed in the hilly region, which sent mud crashing down, burying homes and other buildings.Heavy rains over the last two days have hampered rescue operations by the army and air force who have been air lifting survivors marooned in and around the four temple towns of Kedarnath, Badrinath, Gangotri and Yamunotri since June 15.Television channels broadcast dramatic pictures of desperate pilgrims scrambling to get aboard dozens of military helicopters which have been ferrying people to safety. Around 96,500 people have so far been evacuated by land and air, according to media reports.An air force rescue helicopter crashed on Tuesday, killing 20 people on board. UN sounds alarm on widespread designer drug use

VIENNA (AP) — VIENNA — The U.N. drug control agency on Wednesday sounded the alarm on the spread of designer drugs, which are sold openly and produce legal but sometimes deadly highs, while reporting that global drug use generally remains stable.Such substances "can be far more dangerous than traditional drugs," the agency said in a statement accompanying its annual report. "Street names, such as 'spice,' 'meow-meow' and 'bath salts' mislead young people into believing that they are indulging in low-risk fun."A six-page summary of the report by the U.N. Office on Drugs and Crime warned that "the international drug control system is foundering, for the first time, under the speed and creativity" of their proliferation.
It said countries worldwide reported 251 such substances by mid-2012, compared with 166 at the end of 2009. The problem, said the report, is "hydra-headed" in that as fast as governments ban the drugs, manufacturers produce new variants.Nearly 5 percent of European Union residents aged between 15 and 24 have already experimented with such drugs, said the report.In the United States, 158 kinds of synthetic drugs were circulating during 2012, more than twice as many as in the EU, and use was growing in East and Southeast Asia, including China, Indonesia, Japan, the Philippines, Thailand and Vietnam.Gil Kerlikowske, director of the U.S. Office of National Drug Control Policy, said the United States faces "continuing challenges with prescription drug abuse and new synthetic drugs." But he also noted successes, saying on the sidelines of a meeting in Vienna for the report's launch that U.S. cocaine use has decreased by 50 percent since 2006, due in part to better drug education and increased amounts seized.In a statement accompanying the organization's 151-page report, UNODC head Yury Fedotov said that while drug use and production overall appears to be stable in recent years, illicit drug consumption still kills around 200,000 people each year.However, the office lowered its estimate of the number of people injecting drugs and those living with the HIV virus worldwide because of such injections.It said 14 million people between the ages of 16 and 65 inject drugs and of those, 1.6 million have the virus as a result of such injections — 12 percent and 46 percent less respectively than last estimated five years ago.In other findings, the agency reported:
— heroin and opium use remains steady at around 16.4 million people, or 0.4 percent of the world's adult population.
—heroin use appears to be declining in Europe, with users aging and because of more efficient drug seizures.
—cocaine use, although still rare, appears to be growing in China and Hong Kong as shown by seizures of the drug, apparently reflecting the growth of a more affluent society.
—U.S. cocaine use fell by 40 percent between 2006 and 2011, due in part to less production in Colombia, more efficient law enforcement and disruptive turf wars among drug cartels.
—seizures of "amphetamine-type" drugs rose by 66 percent in 2011 compared with the year before, to 123 tons.
—the use of "ecstasy," one such drug, is declining globally but appears to be growing in Europe.

Pope sets up Pontifical Commission to study IOR reform

Vatican InsIder Staff Rome The Pope wants to get right to the bottom of the Vatican Bank’s affairs: He wants to be informed in person about all its activities and receive copies of documents regarding all problem areas. He feels the urgent need to face the Vatican Bank’s problems head on, in order to allow the Gospel’s principles to permeate into economic and financial activities. Francis has issued a document setting up a special commission with broad powers, which will have the task of carrying out an in-depth inquiry into the legal position and the activities of the Institute for Religious Works.

This is an innovative decision and follows on directly from Benedict XVI’s work on transparency in the Vatican Bank : the commission answers directly to the Pope. All IOR offices and staff and the Roman Curia are called to work together without divulging confidential information concerning the bank and its operations. Those who feel they have something to say or information to give are expressly and explicitly invited to do so.The commission is composed of five members but others can be added if needed and external collaborators can assist in its work as well. Cardinal Raffaele Farina is charing the commission and members include: Cardinal Jean-Luis Tauran and Professor Mary Ann Glendon. Archbishop Juan Ignacio Arrietais the co-ordinator and the Assessor for General Affairs of the Secretariat of State, Monsignor Peter Brian Wells.
The IOR is not therefore being placed under the administration o fan external commissioner, nor are any changes being made to the internal governance equilibrium. Before going ahead with any potential reforms, Francis wants to know everything  there is to know about the IOR. The new Pope’s decision is important because he obviously did not rely blindly on the media strategy of Institute’s new German president Ernst von Freyberg and his numerous interviews with the international press. Nor on the theology lessons on the things that are “essential” for the Church’s freedom, given in a surprising interview with the IOR’s Director General, Paolo Cipriani.Progress has been made in the field of transparency. But it is not enough. The motu proprio seems almost like an invitation to not to go making announcements and decisions without consulting the Pope first.

He then noted the importance of the “Nostra Aetate”, the Second Vatican Council's Declaration on the Church's relations with non-Christian religious and stressed that the Church firmly condemned hatred, persecution and all forms of anti-Semitism.” He also reminded those present of the impulse his predecessors gave to dialogue through “gestures” and “documents”.Pope Francis recalled that since his election, he has had a chance to meet “important personalities of the Jewish world,” but today was the first time he was able converse with such a representative group.The Pope recalled that the fourth chapter of the “Nostra Aetate” declaration is a “key point of reference for relations with the Jewish people.” “The Church recognizes that “the beginnings of its faith and election are to be found in the patriarchs, Moses and prophets”. And, with regard to the Jews, the Council recalls the teaching of Saint Paul, who wrote “the gifts and the call of God are irrevocable” and who also firmly condemned hatred, persecution and all forms of anti-Semitism, Francis said.The path of greater awareness and mutual under standing between Jews and Catholics “is a journey for which we must surely give thanks to God,” Francis said. “This is only the most visible element of a whole movement to be found here and there throughout the world, as I know from personal experience.” He then spoke of his “sincere friendship with leaders of the Jewish world” when he was Archbishop of Buenos Aires.In a world marked by secularism, “I met with them on various occasions to discuss the challenges which Jews and Christians both face. But above all, as friends, we enjoyed each other’s company, we were all enriched through encounter and dialogue, and we welcomed each other, and this helped all of us grow as people and as believers,” Francis said. “This has happened in many other places in the world, and these friendly relations are in a way the basis for the development of a more official dialogue,” Francis said.Finally, the Pope encouraged those present to get the new generations involved in dialogue, adding that in order for humanity and peace to exist, Jews and Christians need to bear joint witness to this. Francis ended by asking them to pray for him, assuring his own prayers.

The Central African Episcopal Conference has sent out a dramatic appeal for the 500 thousand people who risk hunger by the end of the year

Davide Demichelis Rome Five hundred thousand people in the Central African Republic risk falling victim to famine by the end of the year, according to a report published by the UN Office for the Coordination of Humanitarian Affairs on 21 June.The main causes of the famine are the war and the lootings which Seleka rebels – the alliance that controls national government - have been blamed for. “We are trying to prevent this by distributing peanut, corn and sesame seeds to 85 groups spread across seven dioceses.”Fr. Elysée Guedjandé is the head of Caritas Central African Republic, which has been attacked by crazed groups of government soldiers, like the theft of 22 cars. But Caritas is continuing its work in the country, despite the precarious security conditions. For example, on 19 June, a group of Seleka rebels turned up at the government social security offices in the capital Bangui and took away four vehicles.These were government soldiers who boasted good relations with President Michel Djotodia. Djotodia took up office after the coup d’ état last 24 March. The armed men who seize the vehicles, often replace the number plates with slogans such as “We don’t give a damn about death” or “We’ll get there whether they like it or not” and then go around without a care in the world, often looting barks or attacking people. “The victims of this violence are almost always Christians and animists, not Muslims,” Fr. Elysée said. 225 houses were set on fire in the village of Dékoa. All of them belonged to Christians.Caritas has just finished rebuilding them and all legitimate owners have returned to their village. Another 500 Christian and animist homes were burnt to cinders in the diocese of Bangassou. The Archbishop of Bangui, Mgr. Dieudonné Nzapalainga, has promoted a series of meetings with protestant Churches and the capital’s Imam to encourage interreligious dialogue.Central African bishops met between 12 and 13 June in Bangui and sent a message to all their fellow countrymen, which was announced today on the occasion of the final meeting of bishops at the Notre Dame Cathedral in Bangui: “Never before has our country seen such a serious, long and violent conflict. Is all this part of a hidden agenda?”Muslims make up less than ten per cent of the population. When the current President, Djotodia, led the rebels and had not yet come to power, he wrote a letter to all Muslims, asking for their help in exchange for a forced Islamization of the entire population.The bishops also condemn “the boldness and determination with which Seleka rebels have profaned Christian places of worship and property, undermining social cohesion in Central Africa. The unity of the Central African people was challenged by the actions of some of our Muslim brothers and we deplore this.”They conclude by saying: “The crisis has led to us risking a serious religious conflict and an implosion of our country’s social fabric, but we call on Christians to commit to reconciliation and social reconstruction.”

The Pope said losing one life does not necessarily mean dying, although “the martyrs offer the best example of losing one's life for Christ.” Pope Francis spoke about the daily martyrdom of those who “do their duty with love, according to the logic of Jesus, the logic of giving, or sacrifice. How many fathers and mothers who every day put into practice their faith by devoting their lives for the good of the family. How many priests, monks and nuns give generously their service to the kingdom of God. How many young people who give up their interests to devote their time to children, the disabled, and the elderly.”“There are so many Christians and non-Christians who “lose their life" for the truth, adding “those who serve the truth serve Christ.” the Pope added. One of these people is John the Baptist. He was chosen by God to prepare the way before Jesus and was the Messiah’s messenger to the people.“I can see there are many young people among you,” the Pope said during today’s Angelus. “My message to you is, don’t be afraid to go against the current. When they want to take your hope away from you, when they try to instil in you values that do not conform to the path of Jesus, when food is gone off it makes us ill. A furious debate erupted Tuesday in the Knesset’s Internal Affairs Committee over a plan to transfer land from the Jewish town of Moshav Beit Hananya in the Haifa area to the nearby Arab town of Jisr a-Zarka.
MK Yariv Levin (Likud) was among a group of MKs that called for Tuesday’s discussion of the issue. He argued that what Jisr a-Zarka needs is not more land, but better management.“This plan sets a dangerous precedent of using agricultural land to expand the jurisdiction of Arab municipalities while they aren’t willing to encourage other solutions. About 58% of the Arab citizens of Israel say that the Palestinian Authority Arabs would be justified in starting a violent rebellion (“intifada”) if the diplomatic process does not advance. A similar percentage advocate an “intifada” by Israeli Arab citizens if their situation does not improve considerably, according to a poll, which was carried out by Prof. Sami Samoha of Haifa University, with the Israeli Democracy Institute.The views are in line with the call Monday by an Arab Knesset Member, for an Arab intifada inside Israel.The poll shows that 63% of Israel's Arab citizens think Iran should continue its nuclear development, despite the evidence that Iran seeks Israel's destruction through nuclear weapons.About 54 percent of the Arabs prefer Israel over any other country as a place to love. And yet, 70% do not accept Israel's right to maintain a Jewish majority.While 70% of the Arabs say that the government is treating them like second-class citizens, a full 72% would like the Arab parties in the Knesset to join the coalition – although the Arab MKs themselves oppose this move.Prof. Samoha said that while the opinions in the Arab sector have become more extreme, “the red lines have not yet been crossed.” However, he warned, “a continued deterioration of relations could cause disquiet and instability.”

Calgary races to save Stampede as flood costs mount

CALGARY, Alberta (Reuters) - Calgary will push ahead with its annual Stampede festival on July 5, a marquee event that draws a million people, despite massive flooding that swamped the venue and left the downtown of Canada's oil capital without power, officials said on Monday.The worst flooding in decades late last week turned streets in Calgary and other towns in southern Alberta into fast-running rivers, wreaking damage that will likely cost billions of dollars for repairs and clean-up operations.The Stampede, a 10-day bonanza of rodeo, street parties and corporate entertainment, pumps C$340 million ($320 million) a year into the economy of Calgary, Alberta's largest city."We're going to do whatever it takes to be ready by July 5," Calgary Stampede Chief Executive Vern Kimball told reporters, promising that volunteers would accelerate their schedule to get facilities ready in time for the event.City officials said on Monday they expected to reopen downtown Calgary over the next two to three days, but the city's mayor has urged companies to encourage employees to work remotely for several days.Missing out on income from the Stampede would only increase the economic impact of the flood, which is already sure to be far greater than the C$400 million in damages caused by the "flood of the century" of 2005.BMO Capital Markets said the latest deluge could cut Canadian gross domestic product by 0.1 percentage points in June, at a conservative estimate, while total losses could be C$3 billion-C$5 billion.Alberta Premier Allison Redford promised C$1 billion in initial funding to help pay for damage, some of which will be covered by the federal government. Officials said about 65,000 Calgary residents had now returned to the houses they left on Friday after the Bow and Elbow rivers spilled their banks.Homeowners piled damaged furniture and other garbage on front lawns and at curbs and used snow shovels to push layers of silt into already grimy streets."We are selling lots of mops, lots of pails, lots of garbage bags," said Keith Attrill, assistant manager at a Home Depot store. "It's the initial clean-up. We are much busier than normal."Toronto contractor Mike Feldstein said he flew to Calgary two days ago, and has six trucks loaded with supplies on their way."We had an apartment today where it was mud and sewage everywhere. The first floor was destroyed. The laundry machine was on its side, fridges were tipped over because they had been floating down the hallway," he said. "People are devastated."
TWISTED TRACKS
Sorting out its transit problems is among the many issues that Calgary will have to tackle in short order to prepare for the Stampede. News photos showed buckled, twisted tracks on the transit line that services Stampede Park.John Jackson, executive director of the Calgary Hotel Association, said nine downtown hotels were still without power, but there was no major water damage.Although oil company headquarters in Calgary were closed, traders monitored the crude market remotely."We are all working remotely using iPhones and BlackBerrys," said one Calgary-based crude trader, who expected volumes to be very thin. Change in weather needed at Colorado fire

DEL NORTE, Colo. (AP) — Crews defending small homes, a ski area and a handful of roads against an erratic wildfire in Colorado's southwest mountains hoped Monday for a break — any break — in the weather that will allow them to launch a more strategic assault on the backcountry blaze.The West Fork Fire likely will burn for months, said incident commander Pete Blume. And crews are not expecting to make any real gains against the 117-square-mile burn until the summer monsoon season brings cooler temperatures and rains, hopefully in early July."This is a significant fire with significant problems, and we are not going to see any significant containment until we have significant changes in the weather," said Blume, who is with the Rocky Mountain Type I Incident Command.The fire is feeding on beetle-killed trees and is fanned by hot, windy weather. Those conditions were expected to continue across much of Colorado, Utah, Arizona and New Mexico, where a 119-square-mile wildfire in the mountains of Gila National Forest is expected to grow this week.Some 900 firefighters with a variety of aircraft were in southwestern Colorado, and more were arriving. But so far they have been in an almost completely defensive mode, waiting for the 30-to 40-mile-an-hour afternoon winds that have grounded aircraft and driven flames to subside.The fire's price tag has topped $2.2 million, and the effort has just begun.More than 1,000 residents and visitors left homes, cabins and RV parks in South Fork and surrounding areas Friday. As of Monday, no structures were known to have been lost.The blaze started June 5 with a lighting strike in a rugged, remote area of the San Juan Mountains, west of the Continental Divide. A second lightning strike sparked a fire east of the divide. That fire was moving north but was several miles from the historic mining town of Creede. Near the headwaters of the Rio Grande River, the town now has a thriving tourist industry that relies on its colorful past.In Creede on Monday, residents and tourists shopping went about business as usual. West of town, on Highway 149, hills smoldered above homes where firefighters worked to contain the blaze.Such larger and longer-burning fires are far from unusual in the drought- and beetle-stricken West. The Rio Grande Forest, for example, had another dry winter. More than half of its hundreds of thousands of acres of mature spruce trees have been killed by beetles, turning the usually fire resistant trees into tinder, Blume said.Crews in Colorado also are being challenged by the high altitude, which adds to the danger and complexity of launching air assaults in smoke and high winds, said Larry Trapp, a branch director of air operations with Rocky Mountain Type I Incident Command working the east side of Continental Divide. Wolf Creek's summit is 11,904 feet; South Fork's elevation is 8,208 feet. Some peaks in the Rio Grande Forest surpass 13,000 feet.Among the air resources on the way, he said, is a helicopter with infrared technology that can fly through the smoke to map power lines above the tree line. That will allow more tankers to take to the sky to drop retardant, Trapp said.

Saudi says 'cannot be silent' at Iran, Hezbollah role in Syria

JEDDAH, Saudi Arabia (Reuters) - Saudi Arabia regards the involvement of Iran and Hezbollah in Syria's civil war as dangerous and believes the rebels must be offered military aid to defend themselves, the kingdom's foreign minister said on Tuesday.Speaking at a news conference with U.S. Secretary John Kerry in Jeddah, Prince Saud al-Faisal added that Saudi Arabia "cannot be silent" about Iranian intervention and called for a resolution to ban arms flows to the Syrian government."The kingdom calls for issuing an unequivocal international resolution to halt the provision of arms to the Syrian regime and states the illegitimacy of the regime," Prince Saud said.Kerry has returned to the Middle East after a two-day visit to India, and will continue efforts to strengthen the Syrian opposition and revive peace talks between Israel and the Palestinians.In Jeddah, Kerry is holding discussions with Prince Saud and Saudi Arabian intelligence chief Prince Bandar bin Sultan, who coordinates the kingdom's efforts to topple Syrian President Bashar al-Assad.The discussions include Washington's plans for providing direct military support to General Salim Idriss of the Supreme Military Council, the military wing of Syria's main civilian opposition group.Prince Saud said the world's top oil exporter "cannot be silent" at the intervention of Iran and Hezbollah in the Syrian conflict and renewed calls to arm the opposition and bar weapons sales to President Bashar al-Assad.

Egypt's Shiite killings raise alarm on hate speech

CAIRO (AP) — Egypt's Islamist president on Monday condemned the brutal killing of four Shiites by a cheering Sunni Muslim mob while the police looked on, saying the culprits must be swiftly brought to justice.
But opponents of President Mohammed Morsi said he was in part to blame for implicitly supporting his hard-line allies as they stir up incitement against Shiites in response to Syria's civil war. A week earlier, Morsi appeared on stage with hard-line clerics denouncing Shiites as "filthy." Critics warn that militant Islamists are acting with dangerous impunity.Sunday's attack in the village of Zawiyet Abu Musalam, near the Pyramids of Giza, came as about 30 Shiites were having a meal to mark a religious occasion. Hundreds of young men descended on them in the house.In online videos of the killings, young men armed with metal and wooden clubs, swords and machetes, beat the Shiites on the head and back, trapping them in the narrow entrance of the house.The Shiites beg for mercy as blood streams down their heads and soaks their robes. A crowd pressing around them triumphantly chants "Allahu akbar" or "God is great." Others screamed "You sons of dogs!" One video shows a young man dragging the motionless and bloodied body of one victim by a rope.
The videos appeared genuine and conformed with Associated Press reporting on the attack.Among those killed was a prominent Shiite cleric, Hassan Shehata. Afterward, the attackers congratulated each other, one witness, local activist Hazem Barakat, said in written and video account of the events he posted online. He said that in the weeks preceding the attack, ultraconservative Salafi clerics in the area had been speaking out against Shiites.A two-paragraph statement by Morsi's office condemned the killings. It said the culprits must be found quickly and brought to justice, vowing that authorities will not be "lenient" with anyone who interferes with the nation's security and stability.Police identified 13 suspects but have not yet made any arrests, security officials said, speaking on condition of anonymity because they were not authorized to talk to the press.A spokesman for the Muslim Brotherhood, from which Morsi hails, also denounced the killings.
But in a seeming show of conservative Sunnis' distaste for the sect, he would not refer to the victims as Shiites. In a posting on his Facebook page, Ahmed Aref identified them as "the four dead who have beliefs of their own that are alien to our society."The violence was startling, even in a country where violence has increased dramatically in the two years after the ouster of autocrat Hosni Mubarak.Mobs in rural areas have in recent months lynched suspected criminals amid a rise in gangs robbing motorists and banks. Police still often don't act to stop crimes, and the public has grown increasingly frustrated over increasing economic hardships and shortages. Violence has also become a feature of Egypt's polarized politics, with opponents and supporters of Morsi repeatedly clashing in the streets.Attacks against Christians, their businesses or churches have risen in frequency. They are often sparked by specific feuds — even if fed by hard-line clerics' anti-Christian statements.Sunday's attack, in contrast, seemed a straight-forward unleashing of hatreds, prompted only by the Shiites' religious practice. Egypt's population of 90 million is overwhelmingly Sunni Muslim, with about 10 percent Christians. The small Shiite minority is largely hidden and its size never firmly established, though some estimates put it as high as 1 or 2 million."Killing and dragging Egyptians because of their faith is a hideous result of the disgusting 'religious' discourse which was left to mushroom," top reform campaigner Mohamed ElBaradei wrote in his Twitter account."We are waiting for decisive steps from the regime and Al-Azhar (mosque) before we lose what is left of our humanity."His Dustour Party blamed the president. It said the attack was "a direct result of the disgusting hate speech ... escalating and expanding under the sight ... of the regime and in presence of its president and with his blessings."Al-Azhar, the world's primary seat of Sunni Islamic learning, which has also warned against the spread of Shiism in Egypt, said in a statement Monday that it was "terrified" by the killings. "Islam, Egypt and the Egyptians are unfamiliar with killing because of religion, doctrine or ideology," it said.The past few months have seen a dramatic rise in anti-Shiite hate speech by Salafis, many of whom are Morsi supporters. Salafis, an ultraconservative movement of Sunni Islam, view Shiites as heretics and regularly denounce them on TV talk shows, websites and in mosque sermons, warning they seek to bring their faith to Egypt. The divide between the two main sects of Islam dates back to a dispute over succession following the death of the Prophet Muhammad in the 7th Century.Bahaa Anwar Mohammed, a spokesman for Egypt's Shiites, accused Morsi and the Brotherhood of "sacrificing Egypt's Shiites to please the Salafis."A presidential spokesman on Monday rejected any link between Morsi and anti-Shiite comments."The presidency is responsible for the official statements and will not comment on unofficial statements," spokesman Ihab Fahmy told reporters. "The president's position is against any kind of incitement of violence or hatred among Egyptian society."
But analysts believe Morsi is trying to strengthen Salafi backing ahead of mass protests due June 30 by secular and liberal opposition and youth movements calling for his ouster. The tactic came after one Salafi group, al-Nour Party, dropped its support for the president.At a June 15 rally attended by Morsi, aimed at showing support for Syrian rebels, Salafi clerics railed against Shiites. One cleric, Mohammed Hassan, called on Morsi "not to open the doors of Egypt" to Shiites, saying that "they never entered a place without corrupting it." Another called Shiites "filthy." Morsi remained silent during the speeches.In a similar vein, a cleric who addressed the rally denounced those participating in the June 30 protests as non-believers, reciting a prayer traditionally used against "enemies" of God and Islam.The increase in anti-Shiite rhetoric came in part as a backlash against an attempt by Morsi to reach out to mainly Shiite Iran after nearly 30 years of frosty Cairo-Tehran relations. The conflict in Syria, pitting Sunni rebels against the regime dominated by Alawites — an offshoot of Shiism — has further fueled the rhetoric.The al-Nour Party has put up posters around the county saying Shiites have distorted the Quran, Islam's holy book, and kill Sunnis.Khaled Said, a spokesman for the Salafi Front, a major group in the movement, condemned the killings in Zawiyet Abu Musalam.But, he added, "this is a normal reaction to blasphemy and corruption of the faith by Shiites."

Russia, China reject U.S. pressure over Snowden

MOSCOW (Reuters) - China and Russia rejected U.S. accusations they helped a former U.S. spy agency contractor escape prosecution in the United States, deepening a rift between powers whose cooperation may be essential in settling global conflicts including the Syrian war.Edward Snowden, charged with disclosing secret U.S. surveillance programs, left Hong Kong for Moscow's Sheremetyevo airport on Sunday. The U.S. State Department said diplomats and Justice Department officials were holding discussions with Russia, suggesting they were looking for a deal to secure his return to face espionage charges.
An airport source said the 30-year-old American, who has asked for asylum in Ecuador, had flown in on Sunday and had been booked on a flight to Cuba on Monday but had not got on board.Journalists camped out at the airport have not spotted him inside, or leaving, the transit area, and say a heavy security presence has been relaxed for the past 24 hours. He has not registered at a hotel in the transit zone, hotel sources say.

Interfax news agency quoted a source "in the Russian capital" as saying Snowden could be detained to check the validity of his passport if he crossed the Russian border.Snowden is travelling on a refugee document of passage provided by Ecuador, the anti-secrecy group WikiLeaks said.Putin is not shy of celebrating people who challenge Washington, but has an interest in keeping relations with the United States on track as both sides try to improve security cooperation and arrange a peace conference on Syria.
U.S. DISCUSSES SNOWDEN WITH RUSSIA
Jay Carney, a spokesman for the White House, said it was Washington's assumption that Snowden was still in Russia.Snowden, whose exposure of the surveillance raised questions about civil liberties in the United States, flew to Moscow after being allowed to leave Hong Kong even though Washington had asked the Chinese territory to detain him.Snowden, until recently a contractor with the U.S. National Security Agency, had been expected to fly to Havana from Moscow on Monday and eventually go on to Ecuador, according to sources at the Russian airline Aeroflot.There is no direct flight from Moscow to Quito, which has said it was considering Snowden's asylum request.Ecuador, like Cuba and Venezuela, is a member of the ALBA bloc, an alliance of leftist governments in Latin America that pride themselves on their "anti-imperialist" credentials. The Quito government has been sheltering WikiLeaks founder Julian Assange at its London embassy for the past year.The airport source confirmed Snowden was travelling with Sarah Harrison, a legal researcher working for WikiLeaks."She (Harrison) came together with Edward Snowden from Hong-Kong on June 23 around 5 p.m.," the source said. "He had a ticket to go to Havana on the 24th, but he did not use it. She also had one, but she didn't use it either."

With Snowden's whereabouts a mystery, U.S. President Barack Obama, may face prolonged embarrassment from a young man leading the world's lone superpower on a global game of hide and seek.
Obama told reporters his government was "following all the appropriate legal channels working with various other countries to make sure the rule of law is observed".But U.S. officials said intelligence agencies were concerned that they did not know how much sensitive material Snowden had in his possession and that he may have taken more documents than initially estimated.He could publish more documents or they could get into the hands of foreign intelligence. The Kremlin denies knowledge of any contacts between Russian officials and Snowden, despite media speculation the security forces could be questioning him.Carney said his escape would damage U.S.-China relations and U.S. Secretary of State John Kerry said Snowden's activities could threaten the security of China and the United States."People may die as a consequence to what this man did," he told CNN.
